I would note that vapier has been doing yeoman's work in the
localedata domain.  Looking at the ChangeLog there may bring a few
newsy tidbits to mind (e.g. new languages, progress towards content
compatibility between glibc locales and CLDR locales, etc.)

Thank you, your continuing support for free software projects is appreciated.

However, as Transifex is a proprietary service and GNOME is
self-hosted, we cannot use it as our localization platform.

Transvision is a fantastic project from Mozilla that does exactly what
you describe. It would be very useful for GNOME translators if ported
to gettext and our infrastructure. It would require an interested
developer first, of course, so it's just a thought at this point.

The recent effort to ditch intltool comes to mind [1][2], led by
Javier Jardón [3], and made possible in the first place by the great
work of Daiki Ueno on the gettext side [4] and Claude Paroz in
damned-lies [5].

Yes, these are good ideas. A glossary function comes to mind as well.

The functions you are describing do remind me of what Pootle can do

How about a online string search in GNOME localization? I often have to
update my local collection of GNOME Git repository of of translate-able
modules in order to run my personal grep-based script to look for what term
my team is using for a give term, and in what context. Such online string
search feature, filtering by a team and/or branch, could be used eliminate
problem of diverging translations for languages. If possible, generate a
Translation Memory as well.

I'm not a developer, just sharing with the community one idea that came to
my mind.

Nobody said create a new tool, and don't think Lokalize is a good example
in this context ;-)

Gtranslator is the "official" translation tool for GNOME, but maintainer
has dissappeared... just fixing some bugs and maybe adding some new
features would be enough to have a completely usable tool.

We just need people interested in hacking on this tool... could you help us?

Why would we need to reinvent the wheel and create a brand new offline
translation tool? Programmers' time would be better spent in
contributing to the freely available tools that we already have:

Okay, looks like we don't have a point of contact at Canonical for such
issues. I'll ask around at GUADEC and see if anyone can help. Shouldn't
take much time to resolve it, I guess.

We could put on the board (again...) the need of a translation tool. Yes,
it's me again talking about the same topic, but note we still don't have
it...

Also, this year a translation task has been accepted in Outreachy, and my
mentee is doing a great job with the Spanish Translation. Since it's not
usual to accept this kind of tasks in Outreachy, maybe would be interesting
a quick comment about it.
