Foreign airlines bend backwards to woo Indian travellers

New Delhi, May 20 (IANS) Weeks after standardising air tariffs in tune with
global norms, international airlines operating in India are bending their
own rules to attract the whimsical Indian traveller.

Indians don't like to plan much in advance, and they like to change their
mind at the last minute.

Naturally, new airline rules imposed in April led to a storm of protests
from customers because they entailed booking tickets in advance and a heavy
penalty for eleventh hour changes.

In an earlier era, passengers could book tickets two hours before the flight
at almost the same ticket price and get away with rebooking or cancellation
by paying a meagre Rs 500 or Rs 1,000.

Now West bound foreign airlines have decided relax the stringent fare
structure for advance purchases and penalties to woo more travellers.

A category of passengers for which ticket purchase was stipulated 21 days
before the flight can now buy tickets 10 days before departure and still pay
only 60 percent of the published International Air transport Association
(IATA).

Passengers of the category that could buy tickets for 70 percent of the
published fare for purchase seven days in advance can now make the purchase
only five days before flying.

Although it is still not as accommodative as the pre-April system, airlines
hope this will appeal to their customers somewhat.

The penalty on unutilised tickets has been reduced from 50 percent of the
ticket price to 25 percent. The rebooking fee for outbound sectors also has
come down from Rs 5,000 to Rs 3,000.

The earlier tariff structure was enforced April 1 by several airlines
including Lufthansa, Emirates, Air France, Cathay Pacific, Swiss Air,
Alitalia and British Airways.

The standardised tariffs meant the fare published on the ticket would be the
amount the traveller paid the airlines and any discount would be factored
into the printed fare. Before this, the fare printed on the ticket was much
higher than the amount paid by the customer.

Gauging a very adverse response from Indian travellers, most airlines
started bending their own rules barely two weeks after setting the rules,
travel and tourism expert K. Joshi said.

Joshi pointed out that while the system was functioning very well abroad,
its success in India would depend on whether customers were willing to cough
up too much money just to change their mind.

Besides, foreign carriers are already trying to cope with the problem of low
flight bookings and too many empty seats.

Airline industry officials said the amended rules would customise the fare
structure keeping in mind the special needs of Indian passengers who were
prone to be erratic and whimsical about travel plans.

Indians have always been used to a more accommodative regime of air tariffs
compared to the strict norms in other countries imposed specifically for
transparency and accountability in customer services.

The new regime was also introduced by India's flagship carrier Air-India
(A-I) for flights to New York and Chicago via London. However, A-I has also
been forced to relax norms according to customer needs.

For the first time the residents of Majorda, Calata
and Utorda  witnessed a unique Mela in the village on
Sunday morning. Organized by the  Majorda,
Calata and Utorda Residents and Consumer Forum in association with
Bharat Petroleum through their distributor,
M/s Salcete Gas Agencies, Benaulim the Gas Mela saw LPG
consumers in large numbers avail of home delivery booking,
new connections, additional cylinder, mechanic services,
replacement of regulator and rubber tube etc.

Some of the unique features at the Gas Mela was the
free discount coupons being distributed to the Bharat Gas Consumers
who now can draw benefits from numerous restaurants in
South Goa. Also an exchange program of old stoves/ gas burners
for new stoves at a discounted price.

The highlight of the Gas Mela was the Home Delivery Booking service
available to Majorda, Calata and Utorda LPG consumers as 380
LPG connections were transferred from Goa Gas Service
Margao to the Benaulim based Salcete Gas Agencies thereby
bring the LPG cylinders to their homes free of transport cost.

The free home delivery issue demand was successfully
settled by the Consumer Forum in a well coordinated campaign
among the consumers, Petroluem Company officials and the
Directorate of Civil Supplies authorities.

The Co-ordinators for the Gas Mela from the Consumer Forum
were Mr. Stephen C. Dias, Roque Pereira and Pavel  Braganza
and  Ms. Leisha Pimenta of M/s. Salcete Gas Agencies.

The Consumer Forum plans to co-organise more such Gas Melas
in the area in the near future to promote the free home
delivery service of LPG cylinders.

Despite Goa having more than 100 inches rain annually, there is always
inadequate and irregular water and power supply.  I had lived in Mombasa,
Kenya, for 20 years from 1946 to 1966. Mombasa is an island with a
population that is more than a lakh. It used to get hardly 20 inches rain
per year, yet we had never experienced any shortage of either water or
electricity. There was always abundant water and power supply round the
clock. In fact, we never ever stored any water or used any emergency lamps

1. Current year is an OFF year.Last year was ON year.
Fruit yield is expected to be 60% of Normal anyway

2. Unprecedented showers not only in Western Coast but
also in Andhra  Tamilnadu have brought down further
this OFF year yield to just 25% in Konkan region and
likewise in states mentioned.

3. But the perrenial problem of high cost to consumer is
the involvement of too many middle men, who still 
want their pound of flesh even on smaller yields in
OFF Years.

'Unconventional' candidates liven Goa polls

Panaji (Goa), May 26 (IANS) After years of funding politicians, Goan mining
magnate Anil Salgaoncar decided to plunge into the election battle himself.

Over the years, I have spent enormous amounts of money on politicians of
different parties who have done nothing for the mining industry, says
Salgaoncar, head of Goa's biggest mining company and a candidate in
Sanvordem, a rural area where he has his mines.

Salgaoncar is one of 15 unconventional candidates in the race for the
40-seat Goa assembly that goes to the polls Thursday.

The others include a beer baron, a singer, a recruiting agent who has sent
scores for jobs in the Middle East, alleged operators of illegal gambling
parlours, moneylenders and builders.

Most of these candidates are contesting as independents. The regional United
Goans Democratic Party (UGDP) and Maharashtrawadi Gomantak Party (MGP) are
backing some of them.

Beer baton Monte Cruz is making a comeback in politics after 10 years. The
break was well spent consolidating his Belo brand of beer and obtaining a
bottling deal with United Breweries.

Contesting under the UGDP-MGP banner, Cruz hopes to defeat the incumbent
Congress legislator Luis Alex Cardoz.

All the boys in the area are working for me, says Cruz, who is plying his
dedicated ban of 200 campaign workers with chicken biryani and Belo beer.

In the same constituency singer Ulhas Buyao is entertaining the voters with
spoofs on Goa's leading politicians. Like Salgaoncar, Buyao says: I had
backed several politicians in Goa, but am now I'm contesting for myself.

Recruiting agent Mickey Pachecho is using his business clout to the hilt in
the campaign. Due to his formidable reputation acquired by sending hundreds
of youths to the Gulf and the West for jobs, young people are flocking to
his election meetings at Benaulim in south Goa.

At his street corner meetings, the proceedings are sober. Only the hundreds
of T-shirts distributed among voters thronging the meetings indicate the
kind of money Pachecho -- who is taking on veteran politician Churchill
Alemao -- has poured into the campaign.

Campaigning has turned aggressive, with many candidates plying voters with
food, drink and freebies. In a state where bars dot the landscape, watering
holes in various constituencies have been earmarked exclusively for workers
of different political parties.

Some nights there is no beer available anywhere in parts of Goa, says a
bar owner from Margao town, Goa's main business area.

One candidate reportedly gave away 25 motorcycles in a constituency with
less than 25,000 voters. A big landlord with enormous muscle at his disposal
has been accused of distributing hundreds of mobile phones in his
constituency. Another builder is reported to have repaired the houses of
voters.

Though every candidate can spend only Rs.300,000 on the elections by law,
the limit is easily exceeded.

Though there have always been such candidates, this is the first time so
many of them are spending so much to make an impact, says a police officer.

But Election Commission officials say they have not noticed any candidate
exceeding the spending limit.

The main battle in this tiny coastal state of 1.3 million people is,
however, between the ruling Bharatiya Janata Party (BJP) and opposition
Congress. There are 210 candidates in the fray for the 40 seats.

PRESERVING THE ENVIRONMENT
---

THIS has reference to the proposed sports city in the open stretch
between Santa Cruz and Panaji. The site proposed for the purpose
is located adjoining the four pillars, popularly known as Char Khambe
which are half way on the road to Santa Cruz. Physically, the site acts
as a buffer between the hectic urban environment of Panaji and the
serene village environs of Santa Cruz.

The place, a part of the unique Goan landscape, is very fragile and
irreplaceable in nature and any thoughtless human intervention
can cause drastic and irreparable consequential damage in the long run.
The site is a low-lying tidal flood plain and is part of the natural drainage
pattern during the rains on account of the surrounding topography.

The marshy wetland is a host to mangrove vegetation which plays a
definite role in the maintenance of vital ecological balance.
The place is also a popular habitat to a wide variety of local and 
migratory birds
and is a bird-watcher's delight. It is quite common to find researchers
and bird lovers from distant countries here, with their cameras trained.
This place finds mention on the Internet along with the Karmali lake,
Chorao, Mayem lake and others in Goa.

The proposed sports city spread over an area of about 2.75 lakh square metres
is supposed to house a multipurpose stadium and other facilities for indoor 
and
outdoor games, parking plaza, club house, and so on. An activity of this scale
would require the level of the area to be raised with mud filling and would 
disrupt
the delicate environmental balance. With the natural tidal basin disrupted,
water will be fed elsewhere along the river bank rendering other rich areas 
useless.

A disruption in the natural drainage pattern will cause flooding during the 
rains
in nearby settlements of Panaji, Santa Cruz and Merces. Furthermore, to raise
the level by approximately 1.5 metre, almost 4,00,000 cubic metre of mud,
which is about 80,000 truck loads, would be needed. This would obviously
be met by cutting of hills leading to destabilisation of slopes, landslides
and environmental damage on another front.

Over the centuries, the place has co-existed with the needs of the 
villagers nearby.
The place has been utilised beneficially through a very intriguing, complex
and intrinsic system of sluice-gates to control the entry and exit of water.
For generations the place has supported traditional human activities
like salt-pans, prawn-farming and paddy fields which provide means
for self-employment and livelihood today. Retaining and strengthening
these traditional economic bases is a basic step towards self-suffficiency
and prosperity.

Any new alternate employment would provide only a temporary compensation
and will create dependency for livelihood in the long run. The need of the day
is self-sufficiency which only time-tested means will provide.
The drastic change of land use involved will be like opening floodgates.
It will take no time for the entire green area from Santa Cruz to Taleigao
and Merces to be converted into a concrete jungle.

The rapid and uncontrolled urbanisation will alter the micro-climate
and ruin the ambience of the villages which will eventually have further
adverse environmental, social and economic consequences.
Finally, is a sports facility of such massive proportions really required 
for Goa?

We already have a number of facilities around which could well be revived
and maintained with the financial resources involved in this proposed project.
It would be worthwhile to provide proper training at the existing facilities
at a cost much less than that involved in the said activity which certainly
is an unwanted strain on the public exchequer in terms of its construction
and maintenance in the long run.

Last but not the least. For the villagers of Santa Cruz, the Char Khambe
with its beautiful surroundings, traditional salt-pans and green fields
have become an inseparable part of our lives forming our identity.
This short-sighted and ambitious project with its ecologically irreversible
consequences and catastrophic effects is not justifiable
in the name of development and certainly not acceptable.

'HEY RAM SCREENED - NO BAN ON THE FILM

The controversial 'banned' film allegedly proscribed by the State's Chief
Electoral Officer Arvind Ray was today screened at the Multi-Purpose Hall
next to the Women Police Station at Old GMC Complex at Panaji by Bailancho
Saad.

The Saad spokesperson Sabina Martins stated that this was done after it
became clear that no written order, instructions or gazette notification has
been issued by the Chief Electoral Officer prohibiting the screening of the
Film. Saad activist Madhuri Rao stated that earlier this morning, a twelve
member delegation of Bailancho Saad, a women's collective visited the CEO
Office at Altinho, with a representation which representation had drawn
attention to the fact that the casette promotes communal harmony and peace
and that suppression of the same is a gross violation of the fundamental
freedom of speech and expression.

Discussions with Assistant Electoral Officer J. Pai revealed that no written
orders regarding the Film HEY RAM and the Magazine Communalism Combat had
been issued by the CEO. The Saad pointed out that in effect, this means that
the screening of the Film and the circulation of the Magazine Communalism
Combat is not prohibited in any way and the public were misled by the State
at the instance of instance of the vested interests. Consequently, a
screening was organised which was well-attended. Copies of the Special Issue
of Communalism Combat titled Genocide 2002 were also sold at the screening.

Panaji (Goa), May 26 (IANS) After years of funding politicians, Goan mining
magnate Anil Salgaoncar decided to plunge into the election battle himself.

Over the years, I have spent enormous amounts of money on politicians of
different parties who have done nothing for the mining industry, says
Salgaoncar, head of Goa's biggest mining company and a candidate in
Sanvordem, a rural area where he has his mines.

Salgaoncar is one of 15 unconventional candidates in the race for the
40-seat Goa assembly that goes to the polls Thursday.

The others include a beer baron, a singer, a recruiting agent who has sent
scores for jobs in the Middle East, alleged operators of illegal gambling
parlours, moneylenders and builders.

Most of these candidates are contesting as independents. The regional United
Goans Democratic Party (UGDP) and Maharashtrawadi Gomantak Party (MGP) are
backing some of them.

Beer baton Monte Cruz is making a comeback in politics after 10 years. The
break was well spent consolidating his Belo brand of beer and obtaining a
bottling deal with United Breweries.

Contesting under the UGDP-MGP banner, Cruz hopes to defeat the incumbent
Congress legislator Luis Alex Cardoz.

All the boys in the area are working for me, says Cruz, who is plying his
dedicated ban of 200 campaign workers with chicken biryani and Belo beer.

In the same constituency singer Ulhas Buyao is entertaining the voters with
spoofs on Goa's leading politicians. Like Salgaoncar, Buyao says: I had
backed several politicians in Goa, but am now I'm contesting for myself.

Recruiting agent Mickey Pachecho is using his business clout to the hilt in
the campaign. Due to his formidable reputation acquired by sending hundreds
of youths to the Gulf and the West for jobs, young people are flocking to
his election meetings at Benaulim in south Goa.

At his street corner meetings, the proceedings are sober. Only the hundreds
of T-shirts distributed among voters thronging the meetings indicate the
kind of money Pachecho -- who is taking on veteran politician Churchill
Alemao -- has poured into the campaign.

Campaigning has turned aggressive, with many candidates plying voters with
food, drink and freebies. In a state where bars dot the landscape, watering
holes in various constituencies have been earmarked exclusively for workers
of different political parties.

Some nights there is no beer available anywhere in parts of Goa, says a
bar owner from Margao town, Goa's main business area.

One candidate reportedly gave away 25 motorcycles in a constituency with
less than 25,000 voters. A big landlord with enormous muscle at his disposal
has been accused of distributing hundreds of mobile phones in his
constituency. Another builder is reported to have repaired the houses of
voters.

Though every candidate can spend only Rs.300,000 on the elections by law,
the limit is easily exceeded.

Though there have always been such candidates, this is the first time so
many of them are spending so much to make an impact, says a police officer.

But Election Commission officials say they have not noticed any candidate
exceeding the spending limit.

The main battle in this tiny coastal state of 1.3 million people is,
however, between the ruling Bharatiya Janata Party (BJP) and opposition
Congress. There are 210 candidates in the fray for the 40 seats.

It was past 1am in the morning. I had just got in from
seeing a sick little asthmatic child in the hospital.
It was pretty late to get home but not unusual. 

One needs a little time to unwind before one falls
asleep. So, I sat in front of this Dell and stared
vacantly at the articles from the Goan Newspapers.

It was disheartening to read the articles. 

Perhaps, life in Goa is a wee bit better than this.

Perhaps, the newspapers give us the yellow side of
life.

Perhaps, I should buy some rosy tint for my specs!

I thought.

At that moment, it started pouring.

I went over to the window to have a look.

It's a fourth floor apartment. In the faintness of the
beachside lights one could see that the seawaves were
surfing up. It was getting rough.

The rain got heavier and the visibility poorer. The
crashing sound of the rain reminded me of the monsoons
in Goa.

My thoughts went over to Goa and to good people
like Aires, Fred, MM, Tony, Joel, Emiliano, Alexyz,
Bosco, RP and my own family members.

I wondered how they were doing.

Well..I hoped.

Did Goans have to travel so far away from home to make
a living?

Why has Goa become so corrupt and dirty?

Why are we so callous about the way we drive, and the
way we treat the sick and elderly?

Why are Goan Catholics helping to prolong the racist
Caste System.

Why are Goans finding it so difficult to find good
governance?

The story I was reading in the Navhind, last, was the
unbelieveable Cricket Scam.

Oh what a sham !

Is there nothing sacred anymore. besides money?


Is Money ALL that matters?

And what greed? about 100,000 US dollars per player to
FIX a one-day match ?


And what about our little Goa?

The Portuguese cannot come back - never mind the
daydreamers and the saudade for those days of classy
functions and cleanliness.

Even Governor's rule ( probably the only clean spot in
the past 38 years ) cannot come as a long term
solution.

Who does one turn to?

The Congress?, the MGP?, the BJP?, the NCP?

They have ALL failed us Goans over and over and over
again.

It is probably a good idea for us Goans to leave the
politicians to their politricks, DO NOT VOTE AT ALL,
accept our fate at the mercy of the all-powerful and
set up SELF-HELP programs for our people.

Never mind the odds...but that might be the way
forward.

It was close to 3am.

The area surrounding the apartment complex was soaking
wet.

It was wet too. by the window I was standing at.

Did some rain come in ?

or Was it Tears for my beloved Goa?

HSSC RESULTS TODAY: The results of HSSC examinations conducted by the Goa 
Board of Secondary and Higher Secondary Education, Alto Betim, will be 
declared at the office of the Directorate of Education, Panaji, at 11 am 
today. The results will also be available on the internet at the same 
timing. A total of 11,451 students had appeared for the examinations held 
in March. (GT)

CAMPAIGNING ENDS TODAY: Campaigning for the assembly elections which 
reached a feverish last stage pitch during the last few days, will come to 
a halt today at 5 pm. All parties tried to round up their campaign with a 
series of meetings in constituencies important to them as also use of loud 
speakers to reach voters in every nook and corner of the State. BJP, NCP 
and Congress Party had requisitioned the services of their veteran leaders, 
Union ministers, former ministers and some chief ministers of neighbouring 
states to add luster and punch to their campaign. (GT)

ASSEMBLY ELECTIONS: Despite the short time they got for campaigning, the 
BJP and the Congress Party have built up a good momentum in North Goa in 
their attempt to improve their tally. The campaigning ends in South Goa 
with quite a bit of suspense about the outcome of the May 30 elections. 
Candidates of all parties found the popular mood not very enthusiastic and 
as a result they had to use all the weapons in their baskets to attract

SPORTS CITY IN SANTA CRUZ OPPOSED: Expressing their opinion at a Know Your 
Candidate meeting organised by the Voters Council at Santa Cruz on Sunday, 
six of the 11 candidates in the fray in the Santa Cruz constituency opposed 
the setting up of the sports city in its present location in the khazan

D'SATISH TO PREDICT ELECTION RESULTS: The president of the Goan Magicians 
Guild, Magician D'Satish, and its secretary Magician Dandrake, will predict 
the results of the Assembly Elections to be held on 30 May. The prediction 
will be done today and sealed in front of the media and kept in the safe 
custody of a Bank. (GT)

DEMOCRACY OR HYPOCRISY: I do not know if it is a sheer coincidence or 
deliberate decision of Election Commission to fix up the polls on the 15th 
anniversary of Goa's Statehood Day. Unfortunately, there is a general 
tendency in the people to ignore the importance of things, which are 
presented to them on a platter. No surprise, there are practically no

visited the Department's office in Mapusa, either the office was closed or

COPS ON LOOKOUT FOR RUDOLF: About 25 police personnel and central reserve 
police personnel on the lookout for former NSA detenue Rudolf Fernandes, 
stormed his residence at Santa Cruz on Sunday night, and later on Monday 
morning, but failed to nab him. DIG of Police, Karnal Singh, informed the 
reporters that the police have received oral complaints against Rudolf, 
alleging that he was threatening voters in Santa Cruz. (H)

True. They are trying to falsify the dogma that life
is found ONLY on Earth. That is the significance of
their effort.

Imagine an application for funds that reads something
like this:

This project will confirm that life is found only on
earth. We propose to do this by travelling widely on
earth and recording the occurence of living creatures.
This will confirm that life is found only on earth.

If I received such an application from a person free
of learning disabilities, I would recommend that the
applicant read and understand Popper. A lot of money,
resources and effort are wasted on trivial
inductionist/confirmationist research of that sort.
Worse, induction and confirmation lock people into
dogmas, whether or not these dogmas correspond to
reality. Falsification leads to scientific discovery.

Why not read Popper's books on the logic of scientific
discovery? (His conjectures about mind and body are
not designed to explain his ideas on scientific
discovery. You haven't really read Popper on
scientific discovery.) I'm confident you'll get it in
the end. Until you do, you are likely to operate well
within your potential as a scientist. I would hate to
see such waste of talent.

I would like to congratulate you and others who are trying to look 
after the public interest in Goa. I have nothing but gratitude for 
your selfless efforts on behalf of all Goans - in Goa and abroad. All 
I ask of you is to be a little more circumspect in making public 
service announcements. Please try to state clearly and specifically 
what your concern is. A headline asking people to beware of Hepatitis 
B vaccine in general, and listing bogus side effects is hardly a way 
of addressing the issues you have now so eloquently raised.
