NAVY PLANES COLLIDE OFF DABOLIM; 6 KILLED: Two Russian made Ilyushin IL-28 
naval aircraft of the winged stallions squadron collided outside the 
Dabolim airport at about 9.45 am on October 1, while participating in the 
silver jubilee exercise to commemorate their induction into the air wing of 
the Navy. All 12 navy crew members in the two planes were killed instantly, 
while the air disaster also claimed the lives of at least four civilians 
who were on the ground besides injuring 15 others.  One aircraft landed 
just inside the Zuari compound while the second crashed within 100 metres 
of the MES College and ploughed into a bungalow under completion owned by 
Sayeed Bismilla, who runs Bismilla Fisheries. (H)

POWER SUPPLY DISRUPTED: A part of the wreckage rammed into a high tension 
electricity tower, snapping off the lines. As a result, power supply to the 
entire port town of Vasco, including the airport terminus, was shut off. 
Telephone lines were also disrupted. (H)

INQUIRY INSTITUTED: Flag Officer Goa Naval Area and Flag Officer Naval 
Aviation, Rear Adm SK Damle, said it could be a technical failure or even 
human error and went on to state that the planes were flying parallel, when 
their wings got entangled. He said that a board of inquiry has been 
constituted to identify the exact cause of the incident. (H)

FIFTH IN THREE DECADES: Tuesday's tragic mid-air collision of two IL-38 
Naval aircrafts is believed to be the fifth such incident to occur in Goa 
over the last three decades. (H)

HOSTILE AUTHORITIES: In keeping with its tradition of discourtesy and 
hostility towards civilians, the Navy snatched the camera of the Vasco 
correspondent of "Herald", who was one of the first to reach the site. 
Journalists, who rushed to the site were given a rude treatment by the Navy 
personnel. (H)

NOT TO AFFECT TOURISM: The air crash, worst Goa has ever seen, will not 
have any impact on tourism in Goa, according to the president of Travel and 
Tourism Association of Goa, Charles Bonifacio. (H)

NAVAL PLANE TRAGEDY: The tragedy of the type that occurred on Tuesday has 
again raked up the issue of the safety of the residents of the port town 
Vasco and its surroundings. Not long ago there was the explosion in the IOC 
pipeline. Then came the leakage in the naphtha pipeline. And, now the 
aircraft crash. In fact, today's tragedy should set in motion forces that 
would eventually help make Vasco a safer place to live in. The entire area 
covering Vasco, Dabolim, Chicalim and Sancoale are today exposed to various 
types of hazards on account of the proximity of the defence establishments

are believed to have nabbed the dacoits involved in the daring daylight

ILYUSHIN CRASH: ANOTHER CALAMITY, FOR BELEAGURED TALUKA OF MORMUGAO

ON SITE, DABOLIM: In the worst-ever calamity the beleagured taluka of
Mormugao has faced, two Russian-made Ilyushin IL-38 naval aircraft of the
`winged stallions squadron' crashed into each other outside the Dabolim
airport at about 9.45 am on Tuesday.

The aircraft which were ironically participating in the silver jubilee
exercise to commemmorate their induction into the air wing of the Navy
collided with each other, with one aircraft landing just inside the Zuari
compound adjacent to the Dabolim gate of Zuarinagar inches away from the
main water pipeline supplying water to Vasco city. 

The distance from the two crashed jets was about less then a kilometre away.
The second aircraft crashed within 100 metres of the MES college which was
teeming with thousand students and next to the bungalow of chartered
accountant P B Deshpande and crashed into a building under completion owned
by Sayeed Bismilla, who runs Bismilla fisheries.  

A few metres away from the crash site a mosque is under construction the
dome of which is visible. An IAF spokesman, Squadron leader Dhingra, said
the accident occurred when the two aircraft were flying in formation as part
of Indian Navy anniversary celebrations. 

Following the mid-air collision, the Dabolim International Airport air strip
was closed for air traffic and was later thrown open for incoming flights
only at 2 pm with the Bangalore Goa Indian Airlines flight was the first to
make its landing. Other incoming flights to Goa from Delhi, Mumbai and
Chennai delayed for several hours due to the closure of the airstrips.

WRECKAGE VISIBLE ALL AROUND

When this correspondent visited the site barely 15  minutes  following the
crash it was observed that the jet which crashed along the Birla-Verna road
inside the Zuari compound wall was completed charred. 

It was also observed that two motorcycles, a silver colour CBZ
(GA-02-L-7094) and a blue colour Sunny (GA-02-D-6654) were fallen on the
road. The mangled remains of the aircraft were lying strewn over an area of
100 metres at the Dabolim gate site. 

Severed limbs and parts of wreckage of the two IL-38 aircraft fitted with
sophisticated radars, were strewn over a wide area. The first to reach the
Dabolim gate crash site at 9.50 am, minutes after the crash, was senior
manager (fire) of Zuari's Vikas Baliyan who was soon after joined by fire
fighters from the navy. 

Baliyan saw the mangled remains of the pilots being removed from the debris
of the aircrash near the Dabolim gate. Since all the bodies were
dismembered, recognition or even estimate of how many bodies, was
impossible. 

One casual worker employed by the Zuari to attend to the pipeline, also
sustained injuries at the Dabolim gate crash site. 

At the Sayeed bungalow crash site which the aircraft had directly impacted,
three labourers who were engaged in polishing operations are reportedly
feared dead. 

When this journalist visited the site, a giant excavator crane was deployed
as there were suspicions that more bodies may be lying under the debris. A
part of the wreckage rammed into a high tension electricity tower, snapping
off the lines. 

As a result, power supply to the entire port town, including airport
terminus, was shut off. Telephone lines were also disrupted. Power Minister
Digamber Kamat who later visited the site claimed that power supply would be
restored only late in the evening with the help of Mormugao Port Trust and
the Reliance Power. Much to the irritation of local residents, the navy was
insensitive enough to resume its operations within hours of the crash.

RESCUE AND RECOVERY TAKEN UP

While it took Zuari and naval fire personnel over three hours to douse the
flames and cool the debris at the Dabolim gate crash site, relief and rescue
operations were still on at the Sayeed bungalow site where the Herald team
visited around 3 pm.

Fire Brigade personnel working on the crash site alleged that they overheard
navy personnel saying that a trainee pilot was flying one of the aircraft.
The Navy swung into action and by 11.30 am, had mobilised five mini cranes
to recover the wreckage. The naval rescue team that rushed to spot was
engaged in trying to put of the flames with the help of a fire brigade.

Around eight fire tenders were pressed into service to carry out the rescue
operation and put of the blaze at the bungalow. A couple of bodies removed
from the crash site were charred an official carrying out rescue operations
stated. 

Major part of the operation was carried out by Naval personnel who began to
cordon off the area following the incident. The Naval personnel were engaged
in collecting the metal which was scattered all around the place of the two

The Tata Energy Research Institute director-general, Dr R K Pachauri,
has warned that the effect of climatic change could cause considerable
damage to life and property in Goa unless the authorities take steps to
control the damage that would result from global climatic changes.

Addressing reporters at the International Centre Goa, this afternoon,
Dr Pachauri said the sea will rise to a level where it completely submerges
the land adding that even before that due to storm surges and weather
related extreme events there would be enormous danger to life and
property in the state.

The effect of changes in climate, Dr Pachauri said, would be quiet serious
on flora and fauna as well as bio-diversity as a result of climatic changes
and Goa was a vulnerable state, where the sea level was rising by 1 cm per 
decade.
The changes would have impact on agriculture because of changes in
temperature and changes in precipitation levels.

He said that several parts of the country would have to adopt to these changes
adding that several crops that were grown today would not be able to survive
in the future and we need to look for bringing about shift in agriculture
to suit the kind of impact that climatic changes would have in the region.

He said that Goa with rich bio-diversity, and a coastline of over 100 km,
was a highly vulnerable region. Besides, he said that there was already
a pressure on the ecology of the region making it more vulnerable to damage
than other areas. He also said that there were threats to Goa from 
industrial growth
and unsustainable tourism and all of these would add to impact of climate 
change.

The authorities need to take a future view of what was likely to happen, 
though there
is no perfect certainty into it but there was high level probability. The 
policy makers
and public at large should look at some of the options that were available.

Dr Pachauri, who is also the current chairman of the Geneva-based
Inter-Government Panel for Climatic Change, said the IPCC has produced
three major climatic change assessment reports and the study for the fourth 
report,
which is expected to be completed in 2007, is being started.

Besides these, the IPCC has brought out special report on technology transfer
and impact of climate change on bio-diversity, he said adding that fourth
assessment report would be able to provide sharper focus on regional impact,
which would help the local authorities to take corrective steps to minimise
the damage that would be caused due to the climatic changes.

Later answering a specific question on whether the sea level was actually
rising in Goa, Dr Pachauri said that it was a fact and that the rise was 
gradual
but in next few decades it might accelerate thereby by affecting the water 
supply.
The rising sea levels would lead to intrusion of saline water in land near 
the coast.

Explaining how the climatic changes were taking place, he said that high
concentration of gases and blanket formed by them was affecting the outflow
of heat that we got from Sun resulting in it returning to the atmosphere of 
the Earth.
This has affected the evaporation from the oceans and the movement of air
was also affected, he said adding that this had impact on specific regions.
Besides, melting of polar ice caps would also play a crucial role in rising
of water level in the sea.

BOARD OF INQUIRY INTO WORST TRAGEDY OF INDIAN NAVAL AVIATION HISTORY

VASCO,  Oct  1 -- Flag Officer Goa Naval Area  and  Flag Officer Naval
Aviation Rear Admr. S. K. Damle while speaking to media persons at INS
Gomantak this evening confirmed the number of casualties and expressed grief
over the incident. 

Rd. Admr. Damle said a board of inquiry has been constituted to identify the
exact cause of the incident. He said it could be technical failure or even
human error and further went on to state that the planes were flying
parallel, when their wings got entangled and said "this could be human
error". 

Narating the incident he stated that the incident took place at 9.45 am just
minutes after the ceremonial fly past was over which was witnessed by Flag
Officer Commanding Western Naval Command Vice Admiral Pasriacha and other
senior naval officer including those involved in the commissioning of
Illyusin 38 and ex-aviators. 

Describing the Illyushin 38, Rear Adm. Damle pointed out that it was
commissined in the year 1977 and had undergone overhauling during 1996-99.

One is presently been refurbish in Russia he said while pointing out that
the longevity of the aircraft could be even 2015. The Illyusin 38 has its
base in Goa for the entire country and was among the five that were imported
from Russia and was navigated by experienced crew belonging to the Indian
Navy, the FOGA said. 

He further stated that the Illyusin 38 had an illustrious track record of
30,000 flying hours besides a never-before mishap recod. At the time of the
incident Illyusin 38 with Frame No. 304 had seven occupants including the
two pilots while Illyusin 38 with Frame No. 302 had five occupants including
two pilots, all who were reported dead during the mid-air collision. 

He also pointed out that the Indian Navy had an excellent track record as
far as mishaps were concerned as compared to foreign countries. In regard to
the compensation to the family members of the deceased naval personnel and
the civilians , Admr. Damle stated that the government has its own
guidelines which would be followed as far as compensation is concerned. 

WORST HISTORY OF INDIAN NAVAL AVIATION

A board of inquiry has been constituted to probe the mishap, considered one
of the worst in the history of indian naval aviation. The inquiry has been
ordered into the collision which took place on completion of the flypast run
over the naval airfield here.

Over the last 25 years, the air squadron which provides `search and rescue
cover' over the Indian ocean region, to meet any exigency at sea, had
achieved nearly 30,000 hours of accident- free flying. 

During the Maldives political crisis, the squadron was pressed into service
to augment India's efforts in restoring peace in the island-nation and its
IL-38 aircraft was instrumental in locating the merchant vessel `Progress
Light' that was being used by the rebels to escape after their abortive coup

Customs commissioner held for bribing police officer

New Delhi, Oct 1 (IANS) A top customs officer and his colleague have been
arrested for trying to bribe a Central Bureau of Investigation (CBI)
officer.

P. Subramani, who was posted as commissioner of Central Excise in Cochin,
and Inspector Dharmendra Gautam were arrested for offering a bribe of
Rs.50,000 to a CBI Inspector.

CBI officials said Tuesday the agency was conducting an enquiry against
Subramani and he had tried to circumvent this by offering a bribe of
Rs.100,000.

Subramani asked Gautam, who was posted at Goa, to approach the CBI official
conducting the enquiry.

"The official informed us and we laid a trap. The two were caught while they
were offering the first instalment of the bribe. Gautam was arrested red
handed while the commissioner, who was waiting at another place, was caught
later," CBI officials said.

New Maharashtra governor to take over on October 10

Mumbai, Oct 1 (IANS) Goa governor Mohammad Fazal will October 10 assume
office as governor of Maharashtra, the state government announced Tuesday.

Fazal will take over from Mumbai High Court Chief Justice Chunilal Thakker,
who was appointed acting governor after the previous incumbent, P. C.
Alexander, resigned in July to contest an election to the Rajya Sabha.

Fazal is a post-graduate from the London School of Economics. He served in
the planning commission from April 1980 to January 1985 and was secretary in
the ministry of industrial development in 1977.

Fazal, who has had a distinguished career both in the private and public
sectors resigned from government service in 1985.

He took over as the governor of Goa on November 26, 1999.

Two naval aircraft collide in Goa; 17 feared killed

Two transport aircraft of the Indian Navy collided in
mid-air near Dabholim airport in Panaji on Tuesday
morning, an Indian Air Force spokesman said. 

One plane fell on a bungalow, 20 km from the airport,
while the other crashed near the Naval museum, leading
to the death of three people and injuring seven. At
least 14 naval personnel were believed to be
travelling in the two planes, and were feared killed. 

The IAF spokesman, Squadron leader Dhingra, said the
accident occurred when two IL-38 transport aircraft
were flying in formation as part of Indian Navy
anniversary celebrations. 

The accident occurred around 1000 IST. 

Dabholim airport has been shut down. Minister of State
for Home Affairs I D Swami, who is already in Panaji,
will be visiting the accident site shortly. 

More details are awaited.

Amidst an ambience alike the 'Food Festival' in Miramar beach Goa,
the Goan food stall of the Goenkarancho Ekvot was inaugurated with gusto
on a pleasant evening on Saturday at Delhi Haat in central Delhi.
A crowd of over 200 Goans attended the event. The mellow music
of perrenial favourite Oslando D' Souza's Festa Dissa was followed by a mando,
Sangatu moga tuzo and other folk dances.

Goans in Delhi had the first taste of food served by the stall and everyone 
felt
it was really Goan in taste and in all respects, be it chicken xacuty, 
potato bhaji,
fish croquette and jaggery and cashewnuts as the sweet dish.

Ms Suman Kurade, president of Goenkarancho Ekvot, explained how she
and her other colleagues have worked relentlessly to create awareness
about the Goan culture and traditions among Delhites. She said the idea
of a permanent Goan food stall where the Goans and others can have
the Goan food round the year germinated from the Goa Festival organised
by the ekvot in Goa Sadan in September last year where the Goan handicrafts
were also a big hit.

She pointed out that the two-year old Goenkarancho Ekvot which has brought
together Goans living in Delhi will be moving the Supreme Court to stop the
misuse of Goa's name by a Maharashtra firm for its Paan-Masala and hoped
it will act as a deterent to all those indulging in rampant misuse of Goa's 
popularity
for commercial gains.

The Delhi Chief Secretary, Ms Shailaja Chandra recalled her days in Goa
and wanted someone to file a public interest litigation (PIL) against many 
big hotels
passing off any concoction in the garb of Goan cuisine.

The Health Minister, Dr Suresh Amonkar, who was the chief guest, wanted the 
Goans
in Delhi to act as ambassadors of Goa and interact with others to remove the
wrong notions that people may have about the state. He promised that the new
Goa Sadan being built in Chanakyapuri will have facilities for the Goans to 
increase
their activities in the capital.

The Goan MP, Mr Eduardo Faleiro hailed the Goenkarancho Ekvot for introducing
the authentic Goan food and culture in Delhi and said this was a historic 
effort
to preserve and promote the culture of Goa.

The Goa Tourism Development Corporation (GTDC) chairman,
Mr Sadanand Sheth Tanawade said that availability of the Goan food in Delhi
now would encourage the Goans to visit the capital as earlier they found it 
difficult
to live on all sorts of other food available.He also hoped that the stall 
would popularise
the Goan food and cuisine among hundreds of people thronging Delhi Haat.

The Flag Officer Commanding Goa Area (FOGA) Admiral Sunil Dhamle,  at the 
Press Conference held at the INS Gomantak this evening  confirmed the loss 
of the two Indian Navy's  Maritime Reconnaissance  Aircrafts, IL 304 & IL 
302 in a crash at 9.45 hours IST today morning outside the airfield area. 
These aircraft were based at the HANSA Goa, of the Anti-submarine Warfare 
Squadron. These two aircraft were taking part in a fly past, which is 
otherwise a routine exercise.  After the end of the fly past, the two 
Aircrafts collided sideways in mid-air and crashed at two different places 
in a radius of 1-5 kms from each other. These two were the part of the five 
Aircrafts, the Indian Navy had acquired from Russia in the year 1977 and 
were flown by experienced Air Pilots.

Informing further he said that these aircrafts of the IN/38 Squadron had a 
safe flying record.  No accident was reported for the last 25 years and 
they had a cumulative record of 30,000 hours of safe flying in the 
skies.   He said it was most unfortunate that the Indian Navy has lost 12 
Naval Personnel 4 of whom are experienced Pilots.

Answering queries from the Press, to a pointed question whether it was a 
head-on collision,  Admiral Dhamle said " Both the planes were travelling 
in the same direction, and not in the opposite direction.  The cause of the 
collision and subsequent crash could possibly be due to a mechanical 
failure or may be due to a human error. " In the meantime, the naval 
authorities have set up an Inquiry Commission to look into the cause of the 
accident. The Commanders of the two aircrafts were well experienced having 
also taken part in the last International Fleet Review.  All the 
crewmembers were married and had an average age of 35 years. When 
questioned if the site of the crash is outside the naval area, he said the 
area of the crash is called the 'airfield zone' and a normal area.

To another question, FOGA answered that the aircraft have been overhauled 
and their service life has been extended up to 2015. In the meantime, the 
Flight Data Recorder of one of the aircraft has been recovered and the 
search for the other is on. While stating that the Kith & Kin of the Navy 
Personnel who lost their life in this tragic will be compensated as per the 
Rules of the Ministry of Defense, the Civilians too will also be entitled 
to compensation as per the rules of the MOD in force. The 12 Naval families 
who have lost their dear ones, and residing in the Naval Officers 
Residential area are being taken care of by the entire Naval Community and 
rendered all help and morale support in their hour of grief.

Ironically, this morning the Naval Authorities were celebrating the Silver 
Jubilee of the induction of these aircraft in the Squadron and their safe 
flying for the last 25 years when the tragedy struck.  Around 50 senior 
Officers of the Navy and their families witnessed the Fly past. Besides 
retired Admiral and other retired Officers also attended the celebrations 
which had a very sad and tragic ending.

In the meanwhile, operations to break through the wreckage and the concrete 
debris still continue with the Navy Personnel and other Agencies on the 
job. The Naval Police with the local Police have cordoned the area around 
the crash site and entry is restricted.   The local Police, have done a 
good job in rendering all timely help and in controlling the crowds which 
rushed to the site on hearing of the tragic air accident, the first of such 
a grave intensity in Goa.  The final death toll : 12 Naval Personnel and 3 
civilians died in the accident, while several others who were working in 
the bungalow are battling for their lives in the nearby hospitals.

VASCO DA GAMA (Goa), Oct 1: At least 15 persons, including 12 naval
personnel and officers, were killed in an aircrash here, after two Ilyushin
planes accidentally collided into each other just outside Goa's naval air
station Tuesday morning.

Both the Ilyushin Soviet-build crafts crashed just close to Goa's lone
Dabolim airport, and on a hillock on the outskirts of this coastal state's
port town which is home to the sprawling naval station.

One craft ploughed into a half-finished bungalow. Some of the workers inside
-- migrant labour from Karnataka and Uttar Pradesh -- had a miraculous
escape. It narrowly missed a college, located barely 400 metres away, where
classes were underway.

Crowds were seen thronging to the venue to the mishap, to see the
hard-to-believe site, atop a hillock overlooking the azure ARabian Sea.

Fortunately this area is still half empty, with homes still coming up on a
once-barren hillock, in a town which otherwise houses the most
densely-packed localities of Goa.

"There were a total of around 20 people (in the bungalow that the plane
crashed into). There are three bodies. Five of us have been saved and three
are still missing," carpenter Prabhakar Acharya (44) told this
correspondent at the nearby Chicalim cottage hospital.

"We were looking at it (the crafts in the sky) and within two minutes we
realised that one of the planes was hurtling down at us," Acharya, from the
village of Hangargatti in nearby South Karnataka's Udipi taluk told IANS,
speaking in Hindi.

On the site, Navymen were quick to cordon off the area.

Vasco-da-Gama, a crowded port town of nearly 100,000 named after a sixteenth
century Portuguese explorer and today a navy base, was largely plunged into
a power-failure, as one of the crashing aircrafts ploughed also into a 33KV
hightension line supplying power to the area, before grinding to a halt
largely wrecked.

"First I thought it was just a powerline crashing down. Then I realised what
was happening, and was totally shocked," said 16-year-old student Srinivas
Deshpande. One of the aircraft debris was scattered around his family
bungalow's compound.

Deshpande said he rushed to take his paralysed grand-mother to a neighbour's
home, before fully realising what was happening. "The gate and garden was on
fire," he told IANS.

Outside his bungalow, mangled parts of the aorcraft were strewn. Navymen
were seen requesting journalists to avoid inadvertnling trampling on the
body parts strewn across the area.

Goa is home to INS Hansa, India's premier naval air base. Currently this
small state is considered to have the country's largest naval air station.

In recent years, it has however been facing repeated air crashes of its
vertical-takeoff Sea Harrier aircrafts, for unexplained reasons. But
Tuesday's mishap could have been possibly caused due to human error.

Besides being home to the IL 38, the maritime anti-submarine aircraft built
by the former USSR and part of Squadron 315, Goa has also been home to the
French-built turbo-prop Alize aircrafts, the Sea Harriers, the Soviet
TU142Ms, Kamov 25 anti-submarine helicopters, and Chetak helicopters, among
others.  

Vasco, till the early sixties a sleepy town of around six thousand, is today
Goa's most-populous urban area. In past centuries, it was considered for
becoming Goa's capital, after the old Portuguese colonial capital of Old Goa
fell to disease and decay.

In recent months, this town has been hit by a series of misfortune --
including a fire and explosion caused during the undetected thefts of
petroleum products, and a leak from a naptha pipeline going to a fertilizer
plant in the area. (ENDS)

New Delhi, Oct 1 (IANS) Two reconnaissance aircraft of the Indian Navy
taking part in a ceremonial flypast collided in mid-air in Goa Tuesday and
crashed over a residential area, killing at least 15 people, officials said.

Among the dead were the 12 crewmembers of the Russian-built Il-38 maritime
patrol aircraft and three people on the ground, said navy officials.

Reports from Goa said at least a dozen people were injured on the ground.

A defence ministry spokesman said the navy had ordered a court of inquiry to
ascertain the cause of the accident.

The huge aircraft, which have a wingspan of over 37 metres and are powered
by four engines, were participating in a flypast to mark the 25th
anniversary of the raising of their squadron.

"As it was formation flying, the aircraft would have been flying close to
each other," said Indian Air Force spokesman Squadron Leader Rajesh Dhingra.

The accident occurred at 9.55 a.m. close to Dabolim airport near Vasco da
Gama, about 28 km from Goa's capital Panaji.

Police officials in Panaji said debris from the aircraft had fallen on a
residential area that was "sparsely populated".

"The aircraft crashed ahead of the take-off path, one in an open field and
another on the side of a house," the defence ministry spokesman said.

"Both aircraft exploded in flames and fire fighters were able to control the
fire within an hour's time."

Goa Police, aided by naval personnel, launched rescue operations to search
for people who might have been trapped in the building that one of the
aircraft had crashed into.

President A.P.J. Abdul Kalam, who is the supreme commander of India's armed
forces, condoled the death of the naval personnel and others in the
accident.

The Il-38 was first flown in the erstwhile Soviet Union in 1957.

The Indian Navy had drawn up plans two years to refurbish its fleet of the
maritime patrol aircraft to extend their service life.

INS Hansa, the Indian Navy's Goa-based premier aviation unit, operated five
Il-38s. The aircraft played a key role in maritime reconnaissance and
anti-submarine operations in the Indian Ocean.

Two Indian navy planes have collided in mid-air in the western state of
Goa, killing several people.
The two Russian-made planes, IL-38 transport aircraft, were flying in
formation during practice for anniversary celebrations for their squadron.



One of the planes crashed to the ground and the other into a building
construction site, officials said.

All 12 crew members - six on each aircraft - are believed to have died,
and as many as three on the ground.

At least one person is reported to have died and several were injured at
the construction site.

"Most of the dead are the plane's crew members, but some labourers may
have also been killed when they were hit by a falling plane," senior
police official Pradeep Srivastava said.

The general inspector of police in Goa, Karnal Singh, told the Associated
Press news agency that the planes' wings collided before the accident.

The crash occurred about one mile (1.6 kilometres) east of the Vasco naval
base in the southern part of Goa.

Emergency operation

Police sources said they were still trying to reach one person trapped in
the building under construction.

The two planes took off from the main airport in the state capital,
Panaji, and hit each other at about 1000 local time (0430 GMT).

Officials have shut the Panaji airport and all flights too and from the
terminals have been delayed, local news reports said.

An official said that the planes involved in the collision were not
connected with the US-India naval exercises currently taking place in the
Indian Ocean.

It appears that the planes were practicing for celebrations of the 25th
anniversary of the 315 Air Squadron in Goa.

I was a bit surprised to read that this case has now gone to the
Supreme Court! Simply amazing, to say the least. Does the Supreme
Court of India have the time to entertain such trivial lawsuits?
And who is funding this venture? I wish the likes of Aires would go
after all the corrupt politicians of Goa, who have amassed wealth
'disproportionate to their source of income!'

It is a well known fact that the judicial system in India is in chaos
due to the number of pending cases. I can imagine why that can happen.

Dear Friend


Time passes so quickly nowadays - we judge it by how many rehearsals are
left before our next performance and there never seem to be enough time! The
12th of October is the date to make a note of in your diaries, as the GSSO
will be performing at the Kala Academy. The programme will include works by
Corelli, Bach and a wonderful suite of dances by a composer called Peter
Warlock. The orchestra members say the pieces are great fun to play. It's
the first time we think they have been performed in Goa so it should be a
very interesting performance on the 12th.

This particular concert is all the more special since we were recently
contacted (via a third party, Colin Da Cruz,) by the late Daniel Pearl's
(the journalist) father and asked if we could take part in The Daniel Pearl
music day which will feature world-wide performances on the reporters
birthday, Oct 10th. This is part of a series of musical events to promote
Pearl's message of global harmony. Daniel himself was a talented violinist,
fiddler and mandolin player and Bach and Brahms were amongst his favourite
classical composers. Nigel agreed most happily to dedicate the 12th of
October concert to Daniel's memory. 'Friends of the Orchestra' are also
broadcasting a classical music programme on Sunday 6th October at 2.30 in
the afternoon on the FM stereo service (105.4) of All India Radio. On this
programme we will promote the GSSO's 12th October concert and highlight
performances taking place in Mumbai for the music day itself on the 10th
October as well as play some of his favourites. This concert is of
particular interest to me, being a freelance writer and broadcaster and it
has a very special meaning for journalists. As well as everyone who hankers
after global peace.

We would like to welcome some more 'friends' who have offered support to the
GSSO: these are Eric Pinto, Dr. Julian & Mary Gonsalves, Noel & Sher O'
Brien, Prava Rai and Gaston Eben. After the last performance 'Friends of the
Orchestra' were able to pay all the players a performance fee. They were
thrilled to bits! The orchestral players are really beginning to feel that
they are part of something where they have a future. It's just as well we
took matters into our own hands since the Kala, who booked the 13th August
concert in the first place, still haven't paid the players for the
performance due to some bureaucratic error on their part which they assure
us they will rectify before the next concert! Anyway keep your fingers
crossed for the next performance on the 12th October.
With God's help - the orchestra is working - slowly but surely.

I visited the site a short while ago.  Rescue operations are still on
at the site where one of the planes crashed into a Bungalow belonging
to one Sayed Bismillah,who is into the fishing business, under
construction. One dead body of a labourer was retrieved by the Fire
Personnel in my presence. He was trapped under the staircase. There
were in all around 12 workers (carpenters & masons) inside the
bungalow. Three are confirmed dead, while four more are injured
(seriously) one of the dead is understood to be a cyclist who was on
the road around the vicinity of the other plane crash. It is feared
some more bodies may still be trapped inside. And all efforts are on
to hunt for any more survivors (workers) inside the bungalow.  

The rear portion of the massive bungalow has been totally damaged,
where the plane first hit.  There after it perhaps exploded, the front
portion of the plane crashed across through the compound wall of the
neighbouring bungalow (occupied) damaging the main gate and hit the
High Tension Tower bring it down. The wreckage of the plane was seen
strewn all over the compound and outside. The nose wheel was seen at a
distance of around 300 metres from the crash.  Besides, wreckage and
engine parts were strewn all over the place in a radius of around 500
metres or more.

The occupants of the two naval planes numbering 12 (six each) are
feared to have been killed.  Incidentally, the Naval authorities were
celebrating the 25 years of the planes accident free flying
(unconfirmed-but this was what was heard at the site). It is only
Divine Providence that a tragedy beyond any imagination was averted,
for, just about a 1000 metres or so from this crash point is the
Murgaon Education Society's (MES) College situated atop the Zuaro
nagar plateau. AT the time of the accident around 9.30 in the morning
the classes were in progress.


It is understood that the planes while flying parellel to each other
during the formation made wing contact,and thereafter went out of
control only to crash land at two different places at a distance of
about 3 Kms. from each other. (Sorry, Could not visit the other crash
site due to tight time schedule). Shall be doing so in later in the
evening.  Several people were eye witness to the incident, and
actually saw the planes colliding in mid air, some others heard a
large crashing sound and soon smoke and fire emanating from a
distance.

The CM of Goa Shri Parrikar, Chief Secrtary, and other senior Officers
of the Goan Administration visited the site and held discussion with
the various Govt., Agencies involved in the rescue 
operation.

Rescue operations are going on  with the Local Police Personnel, The
Fire Servies Dept., Goa personnel, besides, fire Personnel from The
Navy, MPT, Goa Shipyard, Zauri Indistries Ltd., etc Seversal hours
after the crash smoke was still seen bellowing from the site.  It was
heartening to see the various rescue teams braving in out and moving
inside the half collapsed bungalow (and the remaining part virtually
hanging, precarously with wide cracks)in search of any survivors. 
People present on the site, were reminded of the 9/11 WTC New York
tragedy though with a much, much lesser intentsity.

All the Top Brass of the Goa Police Dept., visited the site, while
several other Senior Officers of the department are camping at the
site.

Due to the damage to the High Tension Electricity Tower collapse,
there is no power supply to the entire port city and the surrounding
areas.  The situation may continue for the next 48 hours or so, since
it is major damage, unless some bypass operation is carried out to
supply power to the city.I have travelled about 6 kms. to file this
report to the Goanet. I may not be able to get back to you soon, but,
shall keep you informed further as soon as I can.  I am proceeding
back to the site of the crash now.

CMS PROTESTS OVER UK TRAVEL ADVISORY: Chief Minister Manohar Parrikar 
yesterday said that he had personally written to the British government 
registering his protest against its travel advisory describing Goa as an 
unsafe destination. Mr Parrikar said the travel advisory quotes unrealistic 
figures of rapes against British women to issue it to its citizens. If you 
check the figures Goa can be safer than London and New York as far as such 
crimes against women are concerned, Mr Parrikar said. (H)

MISSING SENIOR CITIZEN FOUND MURDERED: The 77-year-old man from 
Kirbhat-Carmona, Satyro Fernandes, who had gone missing since September 24 
night, was finally found killed in Canacona. Satyros decomposed body was 
recovered from the roadside at Dumane in Agonda late on Saturday evening. The 
gold chain, a gold ring and the wrist watch, which the deceased was wearing, 
were found missing. (H)

WAS THE MURDER PLANNED? Police sources reveal that the victimSatyro 
Fernandesused to lend money on interest and a huge amount was outstanding 
from different persons. Cops also say that he had called all his debtors on 
30 September for a meeting with him. (GT)

INFANT FOUND ON HILL: A two-day-old baby girl was found abandoned outside the 
Sulab Sauchalaya near Varnapuri Gate at Mangor Hill, Vasco, on Saturday

CADRE DECISION DEFERRED: The Goa Cabinet yesterday deferred taking a final 
decision on the issue of adopting a new Indian Administrative Service (IAS) 
cadre for the State. (H)

PETITION FILED: A special leave petition was yesterday filed in the Supreme 
Court against the judgement dated September 4, 2002, passed by the Panjim 
Bench of Bombay High Court, dismissing the Public Interest Litigation filed 
by Adv Aires Rodrigues challenging the appointments of Avinash Vaze and Datta 
Keny as Chairman and Member of the Goa Public Service Commission, 
respectively.

ILLEGAL GARBAGE DUMPING BLOCKED: The Saligao Comunidade assisted by the 
Saligao Civic Consumer Cell blocked the alleged illegal dumping of garbage on 
the Saligao plateau by barricading the path used by truck to dump the

CLASSES FOR TOURIST TAXI DRIVERS: The tourist taxi drivers in the State will 
soon begin to strike a courteous conversation in basic French, German and 
Portuguese, with foreign tourists visiting the State. Thanks to the efforts 
of the Tourism department, which has now made it compulsory for taxi drivers 
to learn some relevant communication skills in foreign language while

announced a 25 paise per litre increase in the retail selling price of petrol

sorts involving the Hospicio, the police and the Margao Municipal Council. 
The result: these unclaimed bodies have had a telling effect on the limited 
space available in the mortuary, forcing the authorities to run

LPG CONNECTION IN CHINCHINIM: The Chinchinim Citizens Committee has 
threatened to launch an agitation in the event the LPG connections are not 
transferred from M/s Damodar Gas Agency to M/s Multi Traders within a period
