Folks,
There is a saying in Swahili. Loosely translated it
goes, "The person approaching in the darkest night
with a candle, also brings knowledge."

Hopefully, this 'action group' is going to see the
light sometime and realize that the candle they need
to light is the one that brings knowledge and not the
one that commemorates death.

GOACOM DAILY NEWS CLIPPINGS
January 29, 2003

GOA TABLEAU IS BEST: Goa tableau, presented at the Republic Day Parade in
New Delhi, depicting harmonious Goan life style by the sea, was adjudged
the best. In all 30 states participated in the parade. Presented by the
department of Information and Publicity, the tableau was designed by well
known Goan artiste, Mr Shushant alias Raja Khedekar. (NT)

FONTAINHAS FESTIVAL IN FULL SWING: It is a totally amazing experience for
the residents of the famed Latin Quarter of Panjim as well as to the
visitors, who are pouring in to witness the fascinating events at the
ongoing, unique Fontainhas Festival of Arts, organised by the Goa Heritage
Action Group in association with the Government of Goa and the Panjim
Municipal Council. For the artists, probably there has been nothing like
this ever before in Goa, as they get their creative work admired and bought
by visitors. Moreover, they get the chance to meet and interact with other
members of their fraternity, not only local but from elsewhere in the
country and the world. There are nearly 34 artists, who have exhibited
their paintings, crafts, art installations, toys, puppets, photographs,
etc, in nearly 18 heritage homes, which have been exposed to the public for
the very first time. The latest gallery to be added is Costa's beautiful
"Velha Goa Galeria", near the Panjim Inn. (See picture at:
http://www.goacom.com/news/clippings/w1/Costa's.jpg)

YOUTH COMMITS SUICIDE: Suhas Koni Naik (25) from Amona committed suicide by
hanging himself to a cashew tree. The reason behind the suicide was not
known. (NT)

MARGAO WATER PROBLEM: A permanent solution is being worked out by the
Public Works Department, water division, by constructing feeder tanks in
the city to solve the water scarcity here. A massive water tank of 4,000
cubic litres will be constructed on Monte hill to supply uninterrupted
water to the market area for a minimum of eight hours. (GT)

PARSEKAR CONDEMNS MARATHI "LOVERS": While attempting to stay clear from the
sensitive and contentious language issue, BJP President and Mandrem MLA
Laxmikant Parsekar on January 28, flayed those needlessly raising the issue
of Marathi language in the state. In a disguised attack on arch rival
Ramakant Khalap and other Marathi protagonists, Parsekar said, "Some people
have unnecessarily raised the issue of Marathi language only for
self-interest." (H)

KTC DRIVER ASSAULTED: The Verna police on Tuesday registered an offence
against two youths--Elwis and Eliterio--in connection with a case of
assault for assaulting a Kadamba Transport Corporation driver. (NT)

TUEM SARPANCH, DY VOTED OUT: Tuem Sarpanch Vishnu Kerikar and deputy
Sarpanch Chhaya Salgaokar were voted out of office in a no-confidence
motion on Monday. (GT)

SKY-BUS LABORATORY: The Konkan Railway Corporation will set up its
prestigious "Sky-bus Laboratory" in Margao, which will carry out the
design, testing and other modalities before the concept is implemented in
Goa. The proposal has already received a nod from the Union Science and
Technology Department. An amount of Rs.60 crore has been sanctioned for the
laboratory, informed Urban Development Minister, Digambar Kamat on January
28. (H)

BHIVSHET IS VICE CHAIRPERSON: Prakash Bhivshet was elected unopposed
vice-chairperson of the Mapusa municipal council, at a special meeting held
in Mapusa on January 28. (GT)

FOREST DEPT PREFERS TIGERS FOR BONDLA: The Department of Forests, Wildlife
Division, has virtually decided to drop the idea of procuring lions for its
zoo at Bondla and opt for tigers instead. According to the official
sources, the department has been advised by experts to refrain from
procuring lions as it is opined that the climatic conditions in the state
do not provide a conducive environment for them. (H)

PAKUL'S CASE REVERTED: The Panjim Bench of the Bombay high Court has
reverted the case of Francisco Gonsalves (Pakul) of Goa Velha, accused of
burying one Menino Paulo alive in s at the time of the incident. According
to the prosecution, On January 13, 1999, the accused assaulted the deceased
with a spade, dragged him to a nearby field, and then buried him alive. (H)

AITUC'S GOA YATRA: The All India Trade Union Congress will organise a Goa

Hindu campaigner wins place in Vajpayee ministry

>From Indo-Asian News Service

New Delhi, Jan 29 (IANS) New minister Dilip Singh Judev has had his share of
controversies long before becoming one of the gainers in the cabinet
reshuffle Wednesday.

The Bharatiya Janata Party (BJP) Rajya Sabha MP from Chhattisgarh is wedded
to the cause of bringing people back into the Hindu fold.

He is famed for leading the "Ghar Vaapasi" (return home) movement against
religious conversions in the tribal areas of the country, aimed at
re-converting original Hindus who adopted other religions.

Known to set targets for his mission to bring back people into Hinduism,
Judev has vowed to "re-convert" some 300,000 Christians this year.

And with the BJP announcing anti-conversion as a major plank for elections
in states, his movement has assumed great importance for the party.

Judev stunned many when he sponsored the legal defence of Dara Singh, the
prime accused in the gruesome killings in 1999 of Australian missionary
Graham Staines and his two young sons in Orissa.

Rising to Singh's defence, Judev announced that he believed he was innocent,
and instead accused Christian missionaries of converting people using all
kinds of illegal and unethical means.

Unlike many others in his party, the 53-year-old MP has flaunted his loyalty
to the BJP's Hindu nationalist mentor Rashtriya Swayamsevak Sangh (RSS) and
the rightwing Vishwa Hindu Parishad (VHP).

The father of three sons began his political career as president of the
municipal board in his native place Jashpur that now falls in Chhattisgarh.

He was first elected to the Lok Sabha in 1989, and then the Rajya Sabha in
1992. All along he has been deeply involved in the activities of the RSS.
For over a decade now, he has come to steer a mass re-conversion drive in
Madhya Pradesh and Chhattisgarh.

In 1998, Judev, ironically educated at a college run by Jesuit priests,
declared "the year of re-conversion" and conducted a string of "home-coming
ceremonies" across Madhya Pradesh vowing to bring 100,000 tribal Christians
back into the Hindu fold.

Religious re-conversions are the main agenda of Judev's "Vanvasi Kalyan
Samiti (tribal welfare committee)" and the campaigns set yearly targets for
converting Christians back into Hinduism.

His latest campaign was held last month for 250 Christian families in the
Congress-ruled Chhattisgarh, which will go to the polls this year.

"Everybody knows what has been happening in Chhattisgarh in the past two
years," Judev told villagers at a meeting. "Unless the Hindus unite and
fight the churches' game plan to convert the underprivileged Dalits, the
onslaught will continue."

"A Hindu can build a temple but a temple can't make a Hindu. Had
de-conversions been organized by our forefathers, there would have been no
Pakistan, Bangladesh or Kashmir today," he reasoned.

THE 2003 CHOLLAM KOXEM ADDRESS OF THE PRESIDENT OF CHIMBEL

   By

 President Pandurang Fernandes
Independent Republic of Chimbel

Respected Chimolcho Vodlo Padri, Chimolcho Vodlo Bhot, Indira Nagar
Bada Mullah, Vice President Kenny, all the dhakle padris, dhakle
bhots, one dhaklo mulla, Chief Ghaddi Loximon, other ghaddis, Chiefs
of our armed gangs, members of my gaddo, members of our upper and
lower tavernas, our mastors, our baiees, and fellow Chimolcars,

To all Chimolcars who ask me today "Amchem chollam koxem?" I will say
once again "Amchem torim chollam borem".

This year Vice President Kenny does not have to hide in the gottho
behind my house. He is sitting right behind me on the sopo, and this
year my gottho is full of terrororists who have been tied there with
the cows. With the tourorists there are also many tourists rounded up
by our Faattorney General Ashraf. He and I always find it difficult
to tell who is a terrororist and who is a tourorist. So I told the
Faattorney General to throw them both in the gottho. Some of these
evildoers are on the temporvary island in the Mandovi river. Many are
not there. I want to assure you that those who are not there are not
a threat to us because they are simply not there.

I have many things to tell you. First, our copitalist economy is
recovering from the recession that the previous president left me.
Today I am promising you that I will not leave that kind of a problem
for the next president. My solution is to give back all the money
that the government took from our rich bar owners, not including the
money that we have already eaten. My new mhaalo who is the minister
for haircut, tax cut and personal shavings will give them a permanent
tax cut to stimulate the economy and increase the deficit. So the
next president will not be in a procession. The bar owners will make
sure that there is enough copachem to stimulate everybody. That is
how those who have lost their job in the precession will think that
they have a job.

Second, we have to provide health care for everybody, especially for
our older bebdes. To do this I am taking a faith-based initiative. I
am giving money to our churches and our temples, so that all the
padris and bhots there can provide prescription drugs, prayers and
prasad to these people in need. As one dhaklo padri from xerracoden
told me, miracles do happen.

We have a serious drug problem because of the tourists and trial
lawyers. To get rid of this problem I am extending the faith-based
initiative to a fate-based initiative. I am proposing to build more
gotthes to put all the people who take drugs and file lawsuits in
them. These people will be given the option of being either with the
tourists or with the terrorists. To everybody else I say you are
either with us or with the tourrorists.

Third, a lot of people are dying of AIDS in the continent of Baina.
Baina is like the country of Africa. I feel sorry for them. This is a
nice opportunity for me to show what I call compassions. Everybody
knows I have a moral compass. I want to make use of it. I want to
show these unfortunate people many compassions by giving them money
to buy our treatments. Our newly patented cow urine treatment is very
effective in prolonging the lives of people with AIDS. I will also
use my moral compass to ban human colonies and partial berth
apartments.

Now I have to tell you about my commitment to protect our country.
Today's world is full of terrororists, tourists and trial lawyers.
They are all evildoers. They are not with us. Those who are not with
us are against us. To deal with this problem I have established a new
government department called the Department of Backyard Security with
the Vhodlo Bhot Damoo Ragde as its head. Damoo is coordinating with
the heads of all the intelligent and unintelligent agencies to make
our backyards safe and secure. We do not want weapons of mass
destruction used against us in our backyard. We have caught most of
the terrororists of Agacaim. All the remaining tourrorists I assure
you are not there. You don't have to worry about somebody who is
simply not there. Because of us Agacaim is a free and safe country
now. One of our big bar owners has signed a contract with the new
President of Agacaim, Amig Cardoz to build a new pipeline to supply
us high quality feni from Cortalim.

However, our fight against terrororism has only begun. There are many
evil dictators in this world. They are not cooperating with the rest
of the world. They have weapons of mass destruction that they want to
use a

260 Deaths on Goa Roads
Shocking ! Unbelievable !!

Dear Brothers and Sisters,

The accidents on the roads of Goa have crossed the limit and
created havoc among Goans. They killed 260 persons and injured
more than a thousand on Goan roads last year!

There is no terrorist activity in Goa, nor any sort of earthquake,
yet thousands of families are just weeping over the loss
of their dear ones, who have been killed, perhaps with
no fault of theirs.

This is just unbearable ! Then what must we do?

It is high time for us, the citizens, not only to ponder over
the situation but also act. Pointing a finger to the authorities
or the Government does not bring the situation
near to a solution. The accidents and consequent fatalities
are increasing over the years.

We, kind and large hearted Goans, need to come together
and shout "halt" to the massacre on our roads, for which
we the citizens, directly or indirectly, are also responsible.

Let us be together to wipe of the tears of those who have
suddenly lost their dear ones, light a candle in their memory,
and decide what we can do at least to minimize the
number deaths on our roads.

Dear citizens, MARG calls upon you to be with us at
Azad Maidan Panjim on Thursday, the 30th January,
full day or any time suitable to you, between 10 am to 5.30 pm,
to offer a flower and light a candle in the memory of those
who are no more with us, and strengthen those who have
lost their dear ones in these accidents. It is our sacred duty.

Yours for the Good of Goa,

Stories from the high-seas: Goa, Britain links go back longer than thought

 By Frederick Noronha

PANJIM, Jan 28: Goan migration to Britain could well go back centuries
earlier than previously thought, and a number of British ships called on Goa
from around 1635 and earlier, says a London-based history resarcher who's
digging deep across oceans of records to navigate to the truth.

Cliff Pereira (42) from Welling in London has been working on meticulously
maintained British maritime records, and has netted many surprises about
ships, sailors and visitors between these two seemingly remotely-related
parts of the globe.

Absolutely fascinating piece of history unearthed. I simply love this sort
of dug up information. It brings home to point what many Goans have stated
(including Mervyn Maciel) The British depended a great deal on the Goans.
The Portuguese too relied heavily on Goans to enrich themselves.

I don't understand what the whole issue is about.

Lets face it - Goans are the government of Goa - simple definition of
democracy "Government of the people, by the people and for the people" -
did I get that right?

We have rights and all these rights have equal amount of duties i.e. If
I drive, then I am duty bound to ensure my safety and safety of others.

If the traffic police wants me to be safe then he enforces safety
measures on me but not before providing me with an equal amount of safe
environment.

You see everything is linked or at least to some extent and this is true
in all developed places except in our case, although we are the
government.

I have analyzed prior situations, (this is nothing new), Someone makes
an issue of a dried leaf falling on the road and convinces all to jump
onto his bandwagon to the secretariat where only he and he alone is
offered the seat of Minister of Leaf Works. Comes the rain, someone
slips on the leaf, falls and dies and we all bury him and leave happily
after. The leaf is still there on the road - no wind to blow it away
and than the guy who stirred the entire ruckus still drives day after
day over the dried leaf. Only thing is we cannot pray (or is it do)
enough for his government gifted four wheeler to slip over the dried
leaf and turn turtle

And yet the absolute truth is : we are the government.

Like imagine, we pay 100 bucks to jump a queue to save 15 minutes and
then spend 30 minutes waiting at the gas station or standing in a
crowded bus (sardine can)at the Prasar (hope I got that right) to get
home.

Our mentality both MINE & yours.

I dont believe the other issues you mention should take priority over
the
compulsory use of helmets. Our civic sense and road protocol, menace of
dogs and pigs etc cannot entirely be blamed on the government. We have
an
obligation and duty of care to ourselves and to others to ensure that we
have a "safe sense".

They have weapons of mass destruction that they want to
use against others. They want to unilaterally invade other countries.
They have broken international treaties.

[GOANET] News-Cricket: *Goa is one of the best*

Watch the umps, BCCI By Dilip Vengsarkar

It was quite obvious that the build up for the forthcoming World Cup would
overshadow India’s domestic cricket, for one hardly sees a mention about it
in the press. Forget about junior cricket, even some of the first class
matches do not get the kind of coverage they deserve.

Recently, on a trip to Goa to witness the Deodhar Trophy matches, however,
I was pleasantly surprised to see the change in attitude of the
administrators of the Goa Cricket Association (GCA) while hosting the
matches, which, on my previous visits in the 90s, was lacking.

After the fiasco during the India-Australia one-day international a few
years ago, it seems they have taken it upon themselves to improve not only
the image of Goa cricket but also its standard. And, that’s good news.

As a place, Goa is one of the best, what with the beautiful temples and
churches to visit, besides, of course, the lovely beaches. The Goans, too,
are a very friendly and hospitable lot. The amount of interest the game has
generated over the years in this part of the country is tremendous. Of
course, football still rules over other games but cricket, I feel, runs a
very close second to it.

The Panjim Gymkhana, where the North and Central locked horns, dished out a
very good wicket, but unfortunately the next game at Margaon was marred by
overnight rain. And, talking about attitude, the very same displayed by
some of the senior players was indeed worthy of condemnation. The game at
Margaon between East and Central could not be started on time. There were
wet patches on the wicket as the water had seeped through due to the poor
quality of covers. The umpires and the groundsmen worked hard to get the
match under way.

The hot and humid conditions, too, helped the outfield and the wicket to
dry. But, by the time everyone thought that there was possibility to have
at least a 25-over-a-side game, the worst thing the umpires did was to
offer the option to play to both the captains. Not very enthusiastic to
play the match, as both teams did not even have an outside chance to win
the trophy, it was on the cards that they would refuse. They did, and the
match was called off, much to the disappointment of the officials as well
as the locals who had come to watch.

Now, had it been a selection match for the World Cup or even for any other
tour, would they have refused to play? I bet they wouldn’t. In fact they
would have rushed the umpires to start the match so that they could get
more overs to play and impress the selectors.

The seniors in the team must realise the fact that they are the ones who
play a very important role in the progress of the juniors. The juniors in
the dressing room closely watch the seniors’ approach to the game, and the
latter’s mental toughness and attitude have a lasting impression on the
young careers. That’s the reason Mumbai always produces mentally tough
cricketers, because the seniors always play the game the hard way, never
gave an inch to the opposition, and always have that “khadus” approach to
the game.

In cricket, as they say, fortune favours the brave, and unless the captain
and seniors in the team show a positive approach, the juniors are bound to
follow their seniors’ footsteps. Because of this very poor attitude, some
of teams never make it even to the semifinal.

The standard of umpiring, too, is one area the BCCI must look into. For, it
is not only poor, but also the umpires are scared to call the shots to
avoid controversy, and thereby lose an opportunity to officiate in
important matches.

It is amazing that there are so many sub-standard umpires who officiate in
our first class cricket. They are just not capable of handling tight
situations and can be easily pressurised by constant appealing. The players
are smart enough to know which ones are dicey and can succumb to pressure.
It’s important to appoint few top class umpires for all the matches,
including junior cricket, for a wrong decision can mar a promising career
from blossoming.

Unfortunately, not many former first class players come forward to
officiate as umpires. I am sure if the BCCI improves the fee structure,
which I feel they must, a lot many more will show interest in the job.
