 27 Mar. Leicester Mercury. Merlyn Vaz is marking her retirement from 
Leicester City Council by launching the Pensioners' Prize scheme, an annual award to 
an individual or organisation in Leicester and nationally who has furthered the cause

THE PILOT OF ONE OF THE HIJACKED 9/11 AIRLINERS WAS IN CUSTODY, BUT RELEASED AT

Summary of eRumor:
The email says that in 1986, a pilot named Atta was captured and imprisoned in Israel 
for blowing up a bus.  As a part of the famous Oslo Accords, Israel was to release 
"political prisoners," but was reluctant to let any prisoners go free who had "blood 
on their hands."  One version says it was at the insistence of President Ragan and 
Secretary of State George Shultz, Atta was freed.  Another says it was insisted upon 
by Bill Clinton and Warren Christopher.  
 
 
 The Truth:
According to several news sources, including the Boston Globe, which was among those 
that originally published the story, this turned out to be a case of mistaken 
identity.  An article from 9/19/01 says that Second Circuit Court of Appeals records 
showed that the man arrested in connection with the bus attack in Israel used an alias 
that was the same as the name of the hijacker, Mahmoud Atta.  Even that suspect, 
however, was not in custody so where the story about Reagan the Oslo accords came 
from, we don't know.  The Oslo accords were signed in 1993 and Ronald Reagan left 
office in 1989.  Additionally, we've not been able to find any provisions in the Oslo 
accords as described.  There were provisions for the release of a large number 
Palestinian prisoners.

The original version of the eRumor included the Reagan connection.  Someone along the 
way decided to pin the blame on Bill Clinton and a new, revised version started 
circulating with his and Warren Christopher's names inserted.

Parishioners of Margao are distressed over the recent
developments that arouse ones religious sentiments.
>From certain information available the report is filed
for the knowledge of the public.

On the  land  admeasuring 50 m2 surveyed under Chalta
Nos 257  (11m2), 258 (31m2), and 259 (8m2) of PTS 238 
,recorded in Book No:24 of City Survey Margao Salcete
there is a small chapel "Capelinha de Santas Almas" 
or little chapel of Holy Souls" managed by  "Confre da
Fabrica da Capela (now Igreja ) da Nossa Senhora da
Graca de Margao" .
 
The Chapel is located on Francisco Luis Gomes Road
commonly known as Old Station Road,  near  Afonso de
Albuquerque Market, New Market Margao Salcete Goa

It is bounded on the East by shop of Ananta Xete
Quessoncar,on the West by Municipal road No.8, on
South by cross road (esquina) or municipal passage on
North by Municipal road.

The land is not registered in the Land Registration
Office, but enrolled in Land Revenue Office under
Matriz Number 48 & 61.  
 
The " loja No. 01" EXCLUDING verandah and passage on
the eastern side was vide agreement of lease dated
01.02.1956 granted on lease for a period of 3 years to
one RAMA GANESSA NAIQUE (alias Rama Ganesh Naik) on an
annual rent of Rs 182 payable in monthly instalments
to carry out the business of frames and glasses.

Some of the relevant clauses enumerated below are
highlighted:

clause 03  ; the lessee shall not sublet the area or
renounce any rights which may have accrued under the
Decree No:49 dated 22.7.1913;

clause 06 :  the lessee shall not carry out in the
area any improvements, nor bore any holes on its
walls, without the written consent of the lessor:

clause 07 : the improvements or works which the lesee
may voluntarily make and without consent of the first
party, shall not be removed by the lessee and shall
belong to the lessor except those which are not fixed
on the walls or can be removed without any damage;

clause 09:  the lessee shall not place in the verandah
passages or places which lie between the doors, boxes,
cupboards or tables for the sale  tobacco cigarretes
pipes cigars or other articles , and in case he wishes
he shall obtain permission and also pay another Rupees
three per month;

clause 11:  One Prabacar Voicunto Sinai Edo ( alias
Prabhakar Voikunth Sinai Hede) stood as surety and
principal payer for the security of the conditions
stipulated in the present contract;

Finally  it is also agreed that the rent fixed shall
be amended in harmony with the final decision of the
valuation which is being applied for in terms  of para
3 of Art 20 of the Diploma No: 1409 dated 14.2.1952.  

The agreement is made on loose sheets without the
stamp duty as the lessor are exempted from it in terms
of Art 6 ot the Concordata and of Art 11 of the
Missionary Agreement between the Holy See and Portugal
dated 7.5.1940

The above lease agreement was thereafter renewed from
time to time.
It is not known whether on the name of Rama Ganessa
Naique .  
The date of death of original lessee Rama Ganessa
Naique (alias Rama Ganesh Naik )  is also not on
record nor are the names of his legal heirs .  
 
However on  25.1.1967  a Deed of extension of lease
for another three years (earlier one expired on
31.12.1966) was signed by :

an ALLEGED legal heir of the lessor   RAMA GANESSA
NAIQUE (alias Rama Ganesh Naik)  viz one Chandrakant
Babu Naique son of Babu Naique (Babu Naik) resident of
H.No: 75  Near Metropole for the same loja No:1 but on
a monthly rent of Rs.20/- The present occupants viz:
Ramdas, Vijay and Vinay are sons on Chandrakant Babu
Naik.

Also vide similar  agreements dated 25.1.1967,loja No;
2 (West) was leased to Mr. Gangaram Sonaili, to
Shantaram Santu Redkar, verandah (North) and Ramdas
Vaman Falari shop undescribed (?)

Later vide agreement dated 18.6.1981 Verandah on west
was leased  to Barnabe George . 

On 19.11.1989 on the penultimate day of campaigning
for the Goa Legislative Assembly elections there was a
fire in the chapel and all (except loja No 1 )
surrounding tenements were partially or considerably
destroyed leaving no scope for conduct of business as
per situation ante. 

Reconstruction and rehabilitation was necessary but
before the plans were drawn one Shantaram Santu Redkar
occupying verandah North,commenced repairs without
permission of the Cofre of Fabrica de Capela (now
Igreja) da Nossa Senhora de Graca.

Apprehending that others would follow a regular civil
suit No:273/89/D was filed in the Court of Civil Judge
Junior Division at Margao by the Confre (lessor) for
permanent injunction restraining all the occupants
from carrying out any repairs without their consent
and permission.
 
However the issue was resolved under "Consent terms"
20.12.1989 that in lieu of the lessees agreeing to
carry out the repairs themselves in accordance with
the plan an

Justinho Viegas from Taleigao Ilhas was one of the popular Goans in Kuwait 
involved himself in Goan Sports activities and also in social and charitable 
activities.  As a young and energetic boy he first landed in Kuwait in 1981 
January. Immediately after obtaining employment in Kuwait he was absorbed as 
a foot-baller by Rising Stars soccer team which was at that time very 
popular amongst the Indian soccer teams in Kuwait.  Before coming to Kuwait, 
Justinho Viegas has already made a name and fame for him as a good 
foot-baller in Goa, first by representing his village team “Taleigao Sao 
Minguel Sports Club” and later on Goa Customs where he had his good job.  
While playing for Goa Customs he was selected to represent Goa Civil 
Services Team twice at Patna in Bihar and at Calcutta in West Bengal.

During his long years of residence and employment in Kuwait he got himself 
involved in many of the Goan activities.  As a foot-baller he played for 
Rising Stars and as I know him personally on the ground playing opposite to 
him he was a good player.  We both played together for many years though for 
two different teams.  He could easily use his both legs with ease and in 
aerial duels he was always successful.  His tackling was though yet always 
sure.  He had good ball-control and very innovative distribution and supply 
of the balls.  Always smiling he acquired lot of goodwill on and off the 
field.  Rising Stars was very much responsible for giving him a solid push 
in the beginning especially the chief of Rising Stars Lawry Pinto who is 
known to have given push to many of the boys not only thru soccer but also 
otherwise.

After retiring from playing foot-ball, he devoted his time for the promotion 
of soccer at Sour Grounds first by coaching Goan teams one of these teams 
being Tivim and the other Santos Sports Club.  During last few years he was 
inducted into Kuwait Indian Foot-ball Federation where he held the position 
of KIFF Sports Secretary.  During his tenure as Sports Secretary lot of 
confusive incidents occurred at Sour Grounds but thru his clever handling of 
these incidents he came out victorious in most cases.  In order to bring 
about peace and create sporting spirit at Sour Grounds not only among the 
players and organizers but also among the members of the spectators, 
Justinho Viegas condescended himself to pacify the anger of so many.  In 
order to create an amicable atmosphere he lowered himself in front of so 
many arrogant and brute people, this he did only for the good of soccer and 
community.

As a social worker he worked silently for the good of the poor and dejected 
members of the community.  The friendship and acquaintances gained thru 
soccer activities he very well utilized for the promotion of his charitable 
and social services.  In particular he worked silently for the poor maids.  
He never liked to make a big propaganda of his charitable activities inspite 
of the fact that he deserved all the credits.  Sometimes the credit 
deserving for him was robbed by others not only by an individual but by an 
association too. Commenting on this he said by denying me the due credit I 
will not lose heaven nor the person who robbed me of my due credit will gain 
heaven.

Before leaving Kuwait for good a month back, he was very emotional for 
leaving Kuwait from where he gained his sustenance, from where he made very 
good friends and colleagues who were very friendly and helpful to him.  In 
his own words “such friends and colleagues I will never get again and if at 
all I made a mark for me in KIFF especially in handling difficult incidents, 
it was only because of these friends and colleagues.  Naming a few, he 
mentioned the names of Vohra, Fidelis Fernandes and Tony Santos”.  While 
away from Kuwait, he said wherever he may be but surely he will promote 
soccer because soccer is like religion for him.  Let him promote soccer with 
religious zeal but thru soccer he must also promote the good of community 
and society as a whole.  Let soccer be the medium thru which Justinho Viegas 
can create good of community and society.  On the eve of his departure, 
Kuwait Indian Foot-ball Federation organized a get together to bid farewell 
for him where his contribution for the promotion of soccer was highlighted 
boldly and loudly by the President of KIFF Mr. Vohra and as a token of 
appreciation he was presented with a memento.

On behalf of all the like minded Goans I wish Justinho Viegas all the best 
and wish him ADEUS.  Besides others, I too will surely miss Justinho Viegas 
especially I will miss his assistance and help to assist and help the needy. 
 Will we have another Justinho Viegas as replacement?  Time alone will 
tell.  Till then Justinho Viegas’ empty place will remain empty only.

Dear Rico,

Thanks for a very useful value-for-money eating-out list. Some of
those names are new to me, but I find some need amplification and
others need introduction.

Anandashram in Fontainhas is spot on. Unique and, more important,
consistent over the years. The bangda and 'humman' curry remains a
favourite, and washed down with the katori of kokum makes an excellent
meal. And yes 'kaka' has a good memory and a ready smile.

The place Vidya mentioned in Nerul is called Laxmi, and is just off
what I suppose you could call the Nerul tinto, along the lane that
leads to what I believe is now called Coco Beach. That little
restaurant is absolutely the 'sungte' capital of Bardez - no question
about it. And the standard 'jevonn' is pretty good too, with excellent
portions.

For good-sized prawns (optimistically called tiger prawns, but
reasonably large nevertheless) and mussels, I found Sea View worth a
visit. It used to live in the back of a house, right out on the
waterline before the beginning of the Dona Paula slope as you come in
from Caranzalem. I wonder though whether it is still there.

Much further south, along the road to Mobor but before hitting the
line of resorts, there used to be a household that prepared great
buckets of staple jevonn for taxi drivers. Like Anandashram, this was
Hindu Goan cooking, and like Laxmi, the portions would keep you
fuelled through the rest of the day if you got there early enough to
occupy one of the half-dozen chairs. It was a house with no name and
in those days - now this is circa 1995 - they threw in a glass of
nimbu-paani.

In Margao, Longuinhos used to be very good for savouries and snacks -
just right if one was feeling peckish but wanted to avoid a
multiple-curry meal that would knock one out for the rest of the
afternoon. Service was pretty good and they seemed to be partial to
old Lorna cassettes. Also in Salcete was Martins of Betalbatim -
first-rate kingfish and when the season came round, 'jumping chicken',
and those who know will know. I think towards the late 90s Martins
tended to get needlessly upmarket with its prices, but the food was
still good.

The biggest loss is Olympic, right in the middle of Panjim, opposite
the Captain of Ports jetty and next to the Customs House. This was the
home of the original sausage pulao, and the beef croquettes and potato
chops were second to none. Sadly, the premises has long since been
given over to someone who sells bathroom tiles.

I can buy canned ripe jakfruit here which comes from the Phillipines.
I've tried it but it's not very good.  Beggars can't be choosers so
I do buy it sometimes.

The government should concentrate on what it was
elected for and not deviate into schemes its has no
experience in. If the Chief Minister or any other 
member of the government wants to get into business,
they should resign from the government.
These half-cocked schemes always end up as a disaster.
Goa has enough of unfilled holiday accommodation to
cater to the tourists, it does not need any more! 
It is not Srinagar, leave the house-boats to the
Kashmiris, we do not need anymore of them in Goa. It
is quit possible that it will end up being run by
these people claiming experience in the field.
Does the Chief Minister have an ulterior motive
appeasing the Kashmiris!
The house-boats scheme will be poorly regulated,
adding effluence into the water which we have enough
of strewn across the land. Besides they will impede
the natural vista of Goa.
And no incentives to entrepreneur - "tax-holiday" or
other as suggested by Tim.
Any good investor worth his salt, should be able to
make a go of it on his own, if it is a viable project.

The tax payer should not be subsidising private
schemes.

Canacona was outside the 'Goa' boundaries.
Some trains stop at Canacona. Margao is the closest major station nearby.
Buses from Mumbai may terminate at Panjim (Panaji), but some go on to
Margao.  
Route NH17 from Mumbai to Goa going past Panjim (Panaji) and Margao. Driving
straight down takes you to Chaudi, the headquarters town of Canacona. A more
scenic route is the coastal road (right after Navelim) going via Chinchinim,
Assolna, Betul and Canaguinim.

Canacona (pronounced Kaankon) is two hours, yet very far removed, from
mainstream Goa. This shows. It did not face the harsh fury of
sixteenth-century Portuguese rule; and still reflects an unusual
Indo-Portuguese fusion. It's less Westernised than the central coast, but
still obviously very unlike coastal Maharashtra or Karnataka.

This is also true for neighbouring Quepem (pronounced Kepem, not Cuepem), an
even more rustic and less beach-oriented taluka of Goa. History of the
pre-Portuguese era lies buried here or lives unsung among its small
hillocks.

Being far away from the central core of Goa, it is also far less urbanised,
more rustic. It's an interesting place if you want to just relax and unwind.
Don't expect something hectic here.

Canacona has charm of its own. Its coast is scenic and virgin. Tourism is
rather humane scale, people-friendly and relatively more-affordable than
other parts of Goa. Small entrepreneurs man mostly-tiny touristic ventures,
adding a homely touch. Away from the coast, Canacona and its neighbouring
Quepem taluka have a number of off-the-beaten-track destinations and unusual
festivals. This is a Goa where you can still find the secret tracks to the
beach, and feel like a traveller... not a tourist.

No wonder that when Hollywood film-makers wanted to depict the East India
Company's forays into eighteenth century Bombay (or should we us the
then-used Portuguese term, Bombaim?) they zeroed in on Canacona. They've
been scouting around the scenic spot where the river meets the sea at
Galgibaga, almost on the extreme southern tip of Goa.

One added attraction is that the Canacona railway station is located at the
centre of this area, close to the tourist-pulling coast. 

Palolem's hammocks strung on the beach give hint of the kind of place this
is becoming. It's working to build a 'different' identity for itself. A
quieter version of North Goa's Anjuna, minus its noisy and continuous
full-moon parties, but with some interesting attractions that could draw the
discerning visitor.

Come to the locality to live with the simple charms of the rustic life. In
some parts of the village, it's still the pig that cleans up the toilets,
and traditional wells for the water supply are still in use. Local fishermen
convert their boats into taxis-on-the-sea. Ask on the beach for rates and
names. Some beaches, like Polem, have tiny boards announcing who would take
you on a boat-ride. Some tiny homes along the Canacona stretch also take
paying guests. Palolem offers some place for camping; ask around. 

THINGS TO SEE AND DO

Canacona's beach belt, 'discovered' by tourism only after the 1990s, is
among the most scenic. Palolem is a milder recreation of an east-meets-west
Goan beach, with a rich variety of exotic food and accommodation to cater to
the international palate.

But beyond the better-known Palolem and Agonda, there are nearly nearly a
dozen-and-half lesser-known (or even hidden) beaches. Some are just tiny
strips of sand. So what if you don't find hotels or restaurants there? It's
still makes a difference if the idea is to escape from it all. In some
cases, the road to the beach is nothing but a narrow track.

Getting down to Xendrem beach is a maze, which only a fleet-footed goat or
wise villager could manage. This place was the scene of angry village
protests when a nature cure centre was first sought to be set up there a
decade-and-half ago.

To get to Vaturem, a beach that only local picnickers know of, you need to
stop your two-wheeler, cross a tiny footbridge made of coconut-trees,
navigate a two-feet wide rough path, go by some ant-hills, and generally
keep your faith intact till the beach mysteriously emerges after what seems
like a small jungle.

Quepem has a two or three beaches, known for their picture-postcard quality.

Cotigao wildlife sanctuary is located within this area. Parthagal math is a
five centuries-old monastery. Even if Goa's temple splendor is housed in
nearby Ponda taluka (central Goa), the Zambaulim and Fatorpa temples are
surely worth a visit, specially dur

XVI DAY OF WAR AGAINST IRAQ.

Today Friday 4th April 2003 is the 16th day of the war against Iraqi regime. 
 For the last 3 days there was no concern for any danger for life and 
property in Kuwait. During the last 3 days I only once heard the sound of 
Sirens for few minutes and that’s all,  no panic, no danger. After the last 
low level Missile hit Kuwait Shopping Centre, Kuwait has now installed 
special defense system to intercept any low or very low altitude missiles 
fired by the enemy.  With the installation of this defensive system Kuwait 
is now very safe according to the authoritative expert opinion.  Though 
check points are erected at many places in Kuwait and special military armed 
guards and vehicles are posted in different locations yet if one observes 
carefully, it does not look like the war is going on at the border of 
Kuwait.  Once again I reiterate that there is absolutely no panic in Kuwait, 
people as usual move about day and night, everyone is involved and engrossed 
in his work, shopping centres and other amenities providing centres and 
locations are functioning smoothly.  People are going on their scheduled 
vacations and those who have completed their terms of vacation are returning 
back in normal flights.  Through this newsletter I convey my message to our 
people in Goa and to all concerned people that in Kuwait we by the grace of 
God are all safe, so also this country Kuwait is safe.

While I am writing these lines everyone listening to Radio news and watching 
TV updates must be aware that allied forces have already penetrated into the 
most important and strategic place of Iraq that is Baghdad by capturing 
Saddam International Airport from Iraqi regime. Allied forces have seiged 
this Ariport and renamed it as Baghdad International Airport.  The name of 
Saddam is deleted.  This will be the first step to eradicate the traces of 
Saddam name in Iraq.  Even many of the big posters and monuments are removed 
from Iraq by the coalition forces and by those Iraqis who oppose Saddam’s 
regime.  It is 16th day today allied forces are bombing and capturing more 
and more Iraqi places but surprisingly there are no physical traces of 
Saddam Hussein and his colleagues with the exception of Information Minister 
who is become mouthpiece of Iraqi regime of Saddam Hussein.  As I said 
earlier Saddam Hussein is a coward and that he is coward is known now thru 
his disappearance.  He knows only to issue threats and create fear into the 
minds of the people though he is capable of executing these threats against 
his people only and those whom he captivated.  In 1990 August, four days 
after the invasion of Kuwait when American troops started pouring in Saudi 
Arabia to protect the Kingdom from possible Iraqi invasion, Saddam thought 
the same troops will come to Kuwait to evict his invading force and issued 
such a stern threat to America saying “if American troops enter Kuwait, I 
will convert Kuwait into a graveyard”.  That time this threat was enough for 
us to get chills into our marrow.  The defeating dictators mostly use such 
empty threats.  Even Salazar just before 19th December 1961 when Goa was 
still under Portugal and while Bharati Government under the so called 
non-violent Nehru was preparing to send his violent troops to march over 
Goa, issued such threat saying “I will destroy Goa and turn into nothing 
instead of giving it as it is into the hands of Bharat”  These threats of 
Salazar were daily echoed on Emissora de Goa ( Panjim Goa Radio) in 
Portuguese and Konkani. But finally nothing happened.  What Salazar regime 
did that time in Goa exactly the same thing Saddam’s regime is doing now in 
Iraq.  The Salazar regime in Goa put Bombs at most of the bridges in Goa and 
also at some of the strategic locations, some were exploded creating panic 
all around while others were diffused by the Bharati troops after they 
occupied peaceful Goa.  In this same manner Saddam Hussein regime is also 
putting bombs and mining Iraqi bridges and strategic locations because 
Saddam Hussein knows that he stands to lose nothing even if the entire Iraq 
turns into pieces because he has no love for Iraq nor for Iraqi people.  
Even when he put fire to over 600 Oil Wells in Kuwait while retreating from 
Kuwait he lost nothing because ultimately he had to leave from Kuwait which 
belonged to Kuwaitis.  But as a Muslim he should be held responsible for 
destroying the wealth of Muslims and meant for Muslims development.

Is Saddam Hussein really a good Muslim? From the TV news I saw him many 
times praying devoutly thereby giving an impression that he is a devout 
practicing Muslim.  But will a good practicing Muslim commit the atrocities 
against humanity and against his own people as he is committing?  It is 
against Muslim religion to maltreat the

Most of the educated  Americans, are against the war. If one see the ages of 
the soldiers
that have been killed or injured  so far, most of them have been hardly out 
of their teens!
Until 9/11, hardly anybody knew where Afghanistan was. The world for the 
Americans
ends south of the Canadian border and north of the Mexican one!

If one looks at the history of the US, over the past century, US has been 
involved in
all the major wars -- World WarI, II, Korean, Vietnam, Gulf War. The sad 
part of this
war is that, a bunch of idiots, who consider themselves as 'experts', have 
ordered the
US Army into war, to prove their theories! The media has played its part in 
terming
any anti-war activist as Anti-American! Some on Goanet have started toeing 
that line.
Rumours are being converted to facts!

If one reads the likes of Thomas Friedman or Rafeek Zakaria, one can clearly 
see how
Bush, Cheney, Rumsfeld, Wolfowitz are trying to push their views onto the 
rest of
the world. A guy like Colin Powell is only good enough to be a loyal 
soldier! All the
networks are jockeying for ratings and revenues by glamorizing the war. The 
conservatives
are having a field day in maligning any person that opposes the war. The 
sympathy and
goodwill that was generated after 9/11 has been frittered away by the Bush 
Administration.
Rumsfeld's arrogance is evident at each of his press briefings.

No big corporations lined up to reconstruct Afghanistan, whereas lots have 
been granted
contracts for Iraq and the obvious reason for that is OIL. The money of the 
Iraqi people
will be used to reconstruct Iraq that is being destroyed by the US and will 
perhaps finance
the war, started to do just that! Amazing! Well, once Iraq is stable, the US 
and Britain will
be the first to sell its arms and armaments too! Ex-POWs from the last 
Persian Gulf war
have also started lining up to get their share of the money, by claiming 
that they were
tortured by the Iraqis after the war in 1991! The US courts are also apt at 
rewarding them!

Yes, Democracy would be good for the rest of the world, but what if the
people of the middle east start electing the radical mullahs, 
democratically! There could
be a surge of anti-American activity all over. As it is, the pictures of war 
presently being
broadcast by Al-Zajeera and Abu Dhabi TV have created more hatred in the 
muslim world.
I recently watched  -Thomas L. Friedman Reporting: Searching for the Roots 
of 9/11, and
one could see how the Arab world perceives the US. There were quite a few 
young kids
who hated the US. Many of the 9/11 hijackers were well educated people. I 
think the US
has to try and understand and respect the rest of the world, instead of 
trying to ram their
dogmatic policies and agenda, down everybody's throats.

Saddam Hussein is a menace, the innocent Iraqis are not. I hope that there 
is a quick resolution
to this war, with as few casualties as possible.

Perhaps Mr. Carmo Dias is ignorant of how the Afghan Loya Jirga operates.
If one were to ask Mullah Omar in 1999 about his legitimacy, he would
point to a Loya Jirga which elected him. And amazingly, he was correct.
A Loya Jirga did nominate him to be the Amir-ul-Momineen (Leader of the
Faithful).

But what really consititutes a Loya Jirga? It is merely an assembly of
those who support you. Those who don't, do not join in such an assembly.
Afghan battles are never really wars, but really shifting loyalties of
tribesmen and elders that are won by displaying your strength and monetory
inducements.

In fact, if Mr. Carmo Dias was ruthless enough to have his own army and
had enough cash to bribe people, he can constitute his own Loya Jirga and
get himself to be nominated as Leader of the Faithful in Afghanistan.

The point to be noted here is that Afghanistan will *never* have a
democratic setup, for the simple reason that why bother with such an
exercise when your lackey is calling the shots there. Do you think the US
would be crazy to find itself facing another Dr. Muhammed Mossadegh?

There is no "perhaps" here. Iraqi oil will be used to finance the US led 
illegal invasion of Iraq. And the US will pressure Kuwait to cough up a few 
billion for "protection money".

In 1991, the Saudis, who foolishly joined the alliance were presented with a 
bill of approx. $42 billion. To say they were surprised would be putting it 
mildly. Guess why they have not joined the alliance this time. The balance 
of the money for that war came from Kuwait - "because they invited the US 
in". Nice for the US who were able to test out their latest weapons of mass 
destruction against a third world people at little or no cost to themselves.

The US has to recover about $80 billion to cover the cost of this invasion.

It is very naive to think that the Iraqi people will be free and prosperous 
after this war. Free, maybe, but they will be as prosperous as the Afghanis 
are today.

PANJIM, April 5: Journalism research of Goan origin Manjiri
Virginkar-Papproth has recently completed a PhD on the impact of economic
liberalization on the Indian media and the "beginnings of the information
revolution in the country".

Titled 'The Information Revolution in India and the Communication Policy:
Media, Politics, Society (July 1991-May 1996)', the thesis also tries to put
the development communication used by the Indian government in its actual
perspective.

Virginkar-Papproth moved to Europe in 1992 to do a Masters in Communication
Sciences. "Since the subject really interested me, I decided to continue
with a Ph.D. Here, I was encouraged by my grandfather Prof. D.B. Wagh, my
grand mother, my uncle and my parents," she told this journalist recently in
an interview. 

She studied in Goa till her eleventh standard, then in Mumbai's Ruia College
and in Bombay University. 

She has been working in the Siemens Business Services as a consultant for
knowledge management/information gap in the organization. "In future, I
would like devote myself to research on closing information gaps enabled by
modern web-based technologies," she adds.

In the heartland of Europe, where English is not the main language, what was
the university environment like?

"There were students from a lot of countries studying a lot of different
subjects, which was indeed an encouraging environment. I stayed in a student
housing complex called 'Cite Internationale Universitaire de Paris'," she
added. 

Here many countries had buildings for its students. As for the language, she
had started to learn French while in India. "This certainly helped me since
my entire thesis was done in French," she adds.

How does the media there compare with the situation here? 

Opines Ms Virginkar-Papproth: "The press in India and in Goa is equally
challenging and critically monitoring the ruling parties like the press in
Europe and thus a very good example of the Anglo-Saxon press."

If she had the chance to work on a media-related research subject in Goa,
she would probably zero in on the digital divide and its effects, she says.

"In the present information age, this gap is all the more evident due to the
differences in buying power. Those who can afford to buy the most modern
technology, become even richer in information, while those who can't are
becoming poorer in information," she adds.

"Studies in Europe did give me a chance to get a different perspective of
the media field. While working as a journalist in India, I was well informed
about the current topics. But the studies here gave me the possibility to
learn subjects like media management, geopolitics," she adds.

She adds that her PhD gave her the chance to "learn something new every
moment". Or, as she puts it, "It was a great experience. I am glad that I
decided on the right topic and of course decided to continue my studies
after an intermediate professional experience in India."

I agree. I suppose anything is better than living under Saddam Hussein (except for 
maybe the Khmer Rouge at its peak) but here's a possible scenario to discuss:

Once the Iraqi people realize that the only people who have been "liberated" are those 
who managed to benefit from associations with companies like Haliburton, Unocal and 
their splinter companies (these are the "liberated Iraqis" we'll get to see on CNN) 
and the poor are still rotting and starving as before, the political opposition will 
begin again.  

Of course by then, Iraq will have been rebuilt by the American frame of reference (ie: 
the oil's a flowin' again) and the new "regime" will be left alone to deal with their 
political dissidents as they see fit as long as it doesn't disrupt the industry.  And 
all the rape, torture and murder will slowly resume as before.

Possible?

Oh... and if all Karzai has control over is Kabul (if that), how long before he's 
rowing the same boat as Serbia's Zoran Djindjic?

BUS FARE HIKE: The State government and Goa Bus Owners Association 
yesterday agreed upon a new revised hike in bus fares which will come into 
effect after approval by the cabinet. Commuters would be charged Rs.4 for 
the first five kilometers and 40 paise per km for subsequent 20 kms (that 
is 5 to 20 kms). 30 paise would be charged for the next 10 kms (that is 20 
to 30 kms) and 35 paise per km for the remaining distance covered. (GT)

SARS QUARANTINE AREA: A special quarantine area has been identified in the 
Goa Medical College Hospital at Bambolim to take care of any suspected case 
of Severe Acute Respiratory Syndrome and a doctor has been posted at the 
Dabolim airport. Dr Rajan Kunkolienkar, Medical Superintendent, GMC, has 
been designated as the Nodal Officer and a two-bedded room in the private 
block has been identified for isolation of the suspected persons. (H)

HEART ATTACKS RISING: Heart attack, the second most common cause of death, 
is rapidly turning into a 'lifestyle disease' in Goa, with an emerging 
trend of affecting the younger age group between 30 to 40 years. Hitherto, 
it used to be the 45 plus age group, which used to be most susceptible to 
heart attacks, however, now a disturbing trend has been noticed where heart 
attacks are becoming increasingly common below the age 40 group. Says Dr 
Rufino Monteiro, cardiologist, "Heart attacks are now becoming a disease of 
the affluent rather than that of the poor." (H)

NURSE TRAPPED IN FAULTY ELEVATOR: A nurse at the Goa Medical College 
hospital was trapped on the second floor of the elevator for an hour. On 
reaching the second floor, when she tried to open the door, it would not 
open. There was no lift man. However, a relative of a patient, standing in 
the passage heard her banging on the door. He approached the receptionist, 
who asked him to contact the higher up. The duplicate keys of the elevator 
could not be traced… (H)

GMC LIVING WITH WATER SHORTAGE: It is not a hidden fact that the Goa 
Medical College, Bambolim, has been facing acute water shortage over the 
years leading to cancellation of operations and other activities. However, 
for tiding over the water shortage government authorities decided to 
construct a water storage tank in its vicinity, which, however, could not 
be used because it was improperly built. (NT)

WATER SITUATION IN GOA: The Chief Minister, Mr Manohar Parrikar, yesterday 
informed the State legislative assembly that water situation in the state 
was quite good and that there was no need to be panicky abut the water 
problem. (NT)

AITUC FLAYS GHM'S TACTICS: The Goa unit of the All India Trade Union 
Congress yesterday categorically stated its opposition to the tactics 
recently employed by activists of the Goa Hitrakhan Manch. Speaking to 
reporters AITUC's local general secretary Christopher Fonseca said that his 
organisation did not believe in personal and disrespectful acts against 
individuals. (GT)

CENTRAL TRADE UNIONS TO PROTEST: Central Trade Unions, accompanied by major 
workers federations will be organizing a general strike, the largest on in 
recent times, on 21 May. Announcing this the AITUC national general 
secretary and former MP, Gurudas Das Gupta, said that the "immediate 
provocations" for the strike included the government's decision to reduce 
Provident Fund interest by 1 to 1.5 per cent, exclusion of AITUC 
representatives from the PF board of trustees and privatization of 
electricity departments, among others. The Employee Provident Fund 
organisations have an estimated deposit base of Rs.1,50,000 crore with an 
estimated 2,75,00,000 beneficiaries. AITUC claims that the decrease in 
interest rates will lead to a reduction of Rs.1,500 crore in the income of 
the beneficiaries. (GT)

HELD FOR PROCURING GIRLS: The Vasco police arrested one Theofil D'Costa of 
Baina who has been accused of procuring minor girls for prostitution. The 
arrest followed the rescue of six minor girls from the Baina red light area 
on Thursday. (GT)

BAILANCHO EKVOTT DHARNA: Bailancho Ekvott yesterday staged a dharna 
(sit-in) in front of the Margao police station for alleged harassment meted 
out to a woman. Some members of the Ekvott also met the senior police 
officers and demanded immediate action into the matter. The protest was a 
fall-out of the assault on Ms Timotina D'Silva by her husband. (NT)

CLOSURE OF WOMEN POLICE STATION: Though the police stations are normally 
kept open for 24 hours, the closure of the women's police station at old 
GMC complex, Panaji, at 6 pm has been causing hardships to the doctors and

According to Canadian press reports, just prior to the
start of the US attack, Iraq was destroying the
weapons deemed illegal by the UN.

The US was forcing Saddam Hussien into becoming an
impotent dictator. 

However, the US was not satisfied with the situation.
Some people in the White House wanted war. War at any
cost. 

And now the same team is warning Iran, Syria, Korea,
"Hey buddies, you are next."

Tivim Forum to strengthen consumer movement.

The Tivim Civic and Consumer Forum has resolved to strengthen
the consumer movement at the village level and network with other
consumer forums in Goa to protect the interests of citizens and
consumers stated Mr. Dominic D'Souza, President of TCCF  in his
welcome speech at the awareness program held at Livramento Hall,
Tivim on Saturday.
The awareness program organized by TCCF in collaboration with
Goa Desc Resource Centre, Mapusa, Department of Food & Drugs
Administration and Department of Legal Metrology
(Weights & Measures) to commemorate its fifth anniversary was
attended by over 300 consumers.
Mr. Dinesh  Mahale in his report highlighted the activities of the Forum
during the past year, stated that the TCCF which was established
5 years ago by concerned citizens with an aim of creating awareness
amongst  consumers  has faced many challenges in promoting the
Consumer Protection Act and Goa Village Panchayati Raj Act.
As the Forum is not  affiliated to any political party it has worked
for the all round development of the village and ameliorated the
difficulties of the citizens.
Besides tackling issues related to telephones, electricity,
LPG cylinder delivery, water supply, banking, bus transport and
road improvements, the Forum has mobilized peoples participation
in the Village Gram Sabhas and helped Senior Citizens in obtaining
Identity Cards cards from the Social Welfare Department. The Forum
conducts monthly meetings every 2nd. Saturday at St. Ann's High
School Tivim where awareness is created and guidance is provided
to citizens in solving their consumer problems.
Delegations of the Forum have in the recent past met with  Chief Minister
Mr. Manohar Parrikar, local MLA Mr. Sadanand Tanawade, BSNL
General Manager Chenchiah, Hindustan Petroleum Regional Manager
Mr.Chhater Singh and Director of Civil Supplies Mr.N.B. Narvekar
to highlight various civic and consumer issues of Tivim Village.
In his awareness presentation Mr. Pramod Jain Asst. Controller of FDA
spoke about the aims and objectives of the Department and also the
existing laws in this regard. Mr. Mohan Naik, Public Analyst explained
how daily consumption food articles such as tea powder, milk, ghee,
turmeric powder and other spices are adulterated and then he
demonstrated a test by which these can be easily detected.
Mr. N.M.Naik, Controller, along with Mr.. Naik, Asst. Controller  &
Mr. Pankaj Narvekar, Inspector, Department of Legal Metrology
explained how to be vigilant about the correct weights and measures
of goods purchased. They also stressed how some unscrupulous
traders paste rate stickers on top of  Maximum Retail Price(MRP)
thus manipulating the price and cheating gullible consumers.
The tricks used by hawkers and traders in manipulating the
weigh scales were also demonstrated.
Mr. Naguesh Naik stated that many exhibitions cum sales are
organized in Goa where heavy discounted items are sold, but in
reality the consumers are cheated as there is no guarantee on the
materials and after sale service is absent and the seller himself
has disappeared leaving the consumer with defective or
substandard goods. He called upon the consumers to be more
 vigilant and bring to their notice any wrong doing so that they can
take punitive action against the offenders.
Mr. Roland Martins Co-ordinator of Goa Civic & Consumer Action
Network (GOA CAN) in his speech called upon the audience to
support the movement of the Tivim Forum. He informed that more
than 20 such Forums were functioning  all over Goa thus making
the collective power of consumers  in tacking the issues at the
Panchayat level more effective. He also stressed that citizens
should attend the Gram Sabhas and put before the Panchayat
their proposals for development and their grievances if any.
The Sarpanch of Tivim Village Panchayat Ms. Leticia Fernandes
and Ex-Sarpanch Ms. Amancia  Pereira  also attended the awareness
program. Ms. Monica D'Souza compered and Mr. Joaquim T. Lobo
proposed a vote of thanks.
