BLUEPRINT FOR THE CITY INTEGRATED TRANSPORT: THE NETWORKED CITY

Traffic conditions in recent times have dramatically altered Bangalore's
image from a dream city to a daytime nightmare. We have over 20 lakh
vehicles, with 780 additions daily. Yet, over 60% of the population is
dependent on the bus system. Bangalore Metropolitan Transport Corporation
(BMTC) has 3700 buses running on 400 routes and making 52,423 trips per day,
and there is still more demand.

Putting in place an integrated public transport system is critical for
Bangalore for three reasons:

First, public transport is the primary means of connectivity for 60% of the
population, which cannot afford private transport. Lack of access cuts
people from employment opportunities, services like education and health.

Second, those who own private vehicles must have incentives to use public
transport instead. Public transport is environmentally friendly, energy
efficient and promotes a healthier urban lifestyle. If done credibly, it
will bring predictability and productivity to people's time.

Third, it replaces the current erroneous practices of focusing solely on
flyovers, and road widening. Bangalore's economic momentum is pushing the
city's boundaries rapidly.  A traffic study by IIIE, along the Tumkur,
Hosur, Bannerghetta and Mysore roads, shows that the traffic on these roads
has doubled in the last five years and now exceeds road capacity.  However,
increasing the number of lanes will only increase the number of cars. 
Financial resources are precious, which means choices have to be made; a
balanced prioritisation towards integrated public transport systems is
needed.

In such a scenario, the Metro Rail proposal for Bangalore has found official
sanction, as the panacea to our paralyzed productivity.  A mass rapid system
is undeniably the need of the hour. However, before we rush ahead, let us
examine public transport from an integrated perspective. What defines a
successful integrated public transport system? SEVEN critical parameters are
required: comprehensive connectivity; convenience; affordability; frequency;
reliability; safety, and aesthetics.

Bangalore's Metro Rail proposal needs to be viewed through this framework. 
Let us assume high quality aesthetics, reliability, frequency and safety,
and focus on the remaining 3 factors:

Affordability

The metro rail in Bangalore, is planned to cover 36 running kilometers at
Rs. 6000 crores, a 50% jump over the initial estimate of Rs. 4000 crores.
Unlike Delhi and Calcutta, which were funded through central grants,
Bangalore Metro will be raising debt.  BMRTL estimates 800 building
demolitions to make way for the metro. Owners of land will need to be fairly
compensated. More financial information is needed: how will ticket fares be
sufficient to repay the loans, what happens if ridership volumes are not as
per projections, or if project delays increase the costs?  Learning from
experiences of other cities is important, especially Delhi (see case study).
The metro system in Beijing takes only 11% of the public transport volume.
Curitiba and Bogota are successfully using rapid bus systems at a cost that
is 5-10% that of the metro and provides greater connectivity around the
city. Japan is investing in monorails at 25% cost compared to the metrorail.

Comprehensive Connectivity

Currently, the metro rail services the Bangalore Mahanagara Palike area
alone. Much of Bangalore's growth will be in the surrounding eight
municipalities. We need to understand how the metro rail connects these
growth areas.  Similarly, what is the rapid transit access to the
Devanahalli international airport, as in most international cities?

Utilizing existing rail network is both logical and cost saving.  The
railways already have infrastructure along five radials from the city
centre.  How has this been factored into the overall transport design? What
about connection with the KSRTC/BMTC bus depot network?  A framework of
efficient connections between different modes of transport needs to be
articulated.

Convenience

Is the logic of the route to service the densest parts of the city?
Connecting residential areas to employment centers, main markets, exit
points of the city, etc?  The proposed route runs 36 km through 22 of the
100 wards.  Hence, few homes and work places are go

[Goanet]Times of India needs to update Goa perspective

On March 28 I pointed out to TOI (cc posted on goanet) that its vision about
Indian aviation reform was flawed due to inadvertent neglect of the
obstructional role of the defence establishment. I cited the Dabolim problem
as a prime example.

Almost as if in a backhanded response, yesterday's TOI had a short report
titled "Karwar base all set to boost naval power". The only new thing in
this report was the mention of May as the scheduled time of commissioning
Seabird esp its shiplift facility (which according to earlier information
was reportedly under trial since November 2004).

My grouse is that while every TOI report on Seabird  including the present
one, dutifully mentions that it will "decongest Mumbai harbour", not a
thought is spared for the crying need to "decongest  Dabolim airport"!

The tragedy is that Seabird is not at all intended to do this and TOI
doesnt realise it. The proposed naval air station there is due only in Phase
II (subject to the ever elusive "budgetary support")  In the meantime,
Dabolim is slated to provide training facilities for MIG-29K pilots of the
Navy from 2008. This carrier based variant of the fighter plane is yet to
enter worldwide service and seems to be part of the  deal to acquire the
Russian aircraft carrier due in India by 2008. Presumably 4 two-seater
trainers will be based at Dabolim in this connection.

So how Dabolim airport will ever be decongested  is a big mystery. As
mentioned earlier in connection with the Juhu episode, AAI will be seriously
remiss if it ever agrees to pull out of Dabolim in favour of the Navy when a
new airport comes up in Mopa.

The Indian challenge in the USD 15,000 ITF Futures Tennis championship  
came to an end when Prakash Amritraj lost the singles semi-final and the  
doubles pair of Harsh Mankad and Sunil Kumar Sipaeya went down in the  
final, in Bangalore on Friday.

Twenty-one year old Amritraj lost 7-6 (7/4), 6-1 to Simon Greul of Germany  
in 87 minutes at the Karnataka State Lawn Tennis Association courts.

In the doubles final, the Dutch duo of Fred Hemmes and Jasper Smit  
defeated Mankad/Sipaeya 6-1, 6-3.

Amritraj started on an aggressive note, breaking the German in the second  
game and taking a 3-0 lead in the first set. He was also up 4-1 before  
Greul staged a remarkable recovery to level the score at 4-4 and then  
prevail in the tie-breaker.

In the second set, nothing went right for Amritraj as his opponent  
dominated and sent down winner after winner. He dropped serve in the  
fourth and sixth games against the temperamental German and count not come  
back into the match as Greul won the set in just 22 minutes.

At the Nehru stadium in Margao, Goa, on Friday, Dempo called the shots in  
midfield and dominated the proceedings.

They scored through Ranty Martins (19th minute), Nacimento Silveira (45th)  
and substitute Kasun Jayasuriya (82nd).

Salgaocar, who shone in patches, got their goals through Bello Rasaq  
(36th) and Felix Ibrebru (84th).

The victory took Dempo to 31 points from 15 matches, two points behind  
leaders East Bengal.

Salgaocar remain in seventh place with 16 points from 15 matches.

Thanks Bevinda for your thoughtful response. I would not loose heart on Goa and 
Goans. 

Look what Biharis (I think) did to Laloo Prasad and his party. From my distant 
vision, Goan politicians may be considered 'small fry' compared to the Delhi 
King-Maker. Similarly, the baihas (people) of UP  told Indira Gandhi about 
their opinion of her and her party in spite of she being a PM and had a dynasty 
of services to the electorate over 45 years. 

Goa has a higher literacy rate than the above two states. But my experience of 
the people from the two states, whom I met in Mumbai, they do not make / buy 
excuses.

The elections in India are held every 5 years. And in Goa a lot more often.:=)) 
Every time, the Goa press and other Goan leaders (including the politicians) 
keep blaming Delhi ani bhaile.  And I assume most of the supurlem Goenkars keep 
buying it. :=))

Generally, people elect the government they deserve - take the US and George
Bush. But here in Goa, the dynamics are different; it does not matter
which party we elect. We could be voting a secular yet corrupt government
into power or a communal but more efficient party. In the end the stable
government we hope for turns out to be just that, a place for horse-trading.
Yesterday's enemies become today's friends and vice-versa. And then there
are politicians like Mathany Saldanha who was crucified because he refused
to be as he said, "a jumping frog".

The Vatican denies Pope John Paul is dead

The Vatican denies reports that Pope John Paul II has died. Earlier,
Italian media agencies gave contradictory reports about the state of
the Pope's health.

Reuters news agency, citing unconfirmed Italian media reports, said
John Paul, the leader of the world's 1.1 billion Catholics, had died.

But Italy's Sky Italia released a report quoting Vatican sources that
said the Pope's brain and heart were still functioning. The Vatican
denied the report.

"It is not true that the Pope is dead and there is no truth that his
electro-encephalogram is flat because there is no such machine in the
papal apartments," a Vatican official said.

The last official Vatican statement on his health said the 84 year-old
Pope's breathing "has become shallow," and that his kidneys are not
functioning.

John Paul's health declined sharply Thursday when he developed a high
fever brought on by a urinary tract infection. The Pope suffered
septic shock and heart problems during treatment for the infection.

Septic shock leads to a massive loss of blood pressure, making the
heart try harder and harder to compensate for the collapse.

"The chances of an elderly person in this condition with septic shock
surviving 24 to 48 hours are slim - about 10-20 percent, but that
would be in an intensive care unit with very aggressive treatment,"
Dr. Gianni Angelini, a professor of cardiac surgery at Bristol
University in England, told the Associated Press.

Still, the pontiff asked not to be taken to be hospital, but to be
treated inside his home at the Vatican.

The latest Vatican health bulletin says:

"The general conditions and cardio-respiratory conditions of the Holy
Father have further worsened.

"A gradual worsening of arterial hypotension has been noted, and
breathing has become shallow.

"The clinical picture indicates cardio-circulatory and renal
insufficiency. The biological parameters are notably compromised.

"The Holy Father -- with visible participation -- is joining in the
continual prayers of those assisting him."

Special communion rite

Earlier on Friday, Vatican Spokesman Joaquin Navarro-Valls said the
Pope had received the "Holy Viaticum" communion, reserved for those
near death, after a sharp downturn in his health overnight. He told
his aides he did not want to return to hospital for treatment.

"He is now struggling for his life," Vatican Correspondent Gerry
O'Connell told Canada AM.

"He is not giving up," O'Connell said, describing the mood in Rome as
sombre and sad.

Still, the regular operations of the Vatican continued on Friday, with
a flurry of new appointments.

An announcement came that John Paul had appointed 17 new bishops and
archbishops. As well, the Pope also accepted the resignation of six
others.

The large number of appointments and resignations is unusual for one
day and has also fueled speculation the Pope may be nearing the end of
his life.

The nominations and resignations included bishops in Asia, Africa,
Latin America, Europe, republics of the former Soviet Union and the
Pacific.

And in another unusual move, the Vatican said it will keep its press
office open all night on Friday, in case there is any news to report
at any time on the Pope's condition.

The Pope was given cardio-respiratory assistance after his heart
stopped Thursday afternoon.

"Like any old person he said 'I want to stay in my home' -- the
Vatican -- which has been his home for 26 years," O'Connell said.

Aides at his side

Navarro-Valls also said the Pope was able to celebrate Mass at dawn on
Friday, and receive some top aides.

Those aides included Secretary of State Cardinal Angelo Sodano, the
Vatican's No. 2 official, and his doctrinal chief, Cardinal Joseph
Ratzinger.

Outside the Vatican, thousands of people -- many in tears -- stood in
vigil beneath the Pope's apartment window overlooking St. Peter's
Square.

John Paul II ushered in an era of the global papal outreach, kissing
the ground in 129 countries, becoming in the process the most
traveled, public pope in the history of the Church.

The Pope has had to slow down considerably in recent months, however,
as a series of medical setbacks have forced him to curtail his
normally packed schedule.

On Wednesday, the Vatican underscored the seriousness of his condition
when it confirmed the Pope was being fed through a tube.

Just hours after the pontiff made a brief silent appearance at his
apartment window overlooking St. Peter's Square, Navarro-Valls said
doctors had inserted a nasal-gastric feeding tube.

There are reports difficulty swallowing have contributed to the Pope
-- who also suffers from Parkinson's disease as well as crippling knee
and hip ailments -- losing 19 kilograms since undergoing a tracheotomy
to ease his breathing on Feb. 24.

That was the second time he was admitted to Rome's Gemelli hospital in a month.

[Goanet]NIC, plans for village-level information, etc

NIC, the National Informatics Centre (of India), held a workshop in Goa about 
collating data at the village level. This came up at a conference held at Old 
Goa sometime in 2004. Senior officials of NIC at Delhi were present too.

Instead of mere statistical data, it would be really useful
if the data collected could also be informative. For instance,
instead of saying a village has 2 schools, it would be great
if we could be told their names, location, and phone/email
contacts. Such an approach would not just make the information
very useful from a village-perspective, but also ensure that it
would be more difficult to falsificate data collection (every
entry would be verifiable by the local people, once made public).
It was nice to see an official note reflect such a concern, when it noted: "A 
Village Directory consisting of Public Utilities and services in villages may 
be made available in terms of what, where, who, when etc. This Village 
Directory is to be published as a web site.  This will be very useful to the 
public, and will help verify the correctness of the information, and over a 
period of time, we will have, complete and correct information readily 
available to the common man.

"The Village Directory may include: Mineral Springs, Medicinal Plants, 
Traditional Healers, Village Artisans, Traditional Crafts, Traditional Skills, 
Folk Dances, Tourist Spots, Local Products, Markets and Products, Horticultural 
Plants and Products, Water Bodies, Village Maps, Small Businesses, 
Health/Education/Social Institutions, NGOs, Religious Organisations, Panchayat 
Members, Banks, Government Offices, Local Fairs"

In Saligao, a village (Goa's villages tend to be a village-
like, with quite some urban infrastructure), a young
lady volunteer put together a listing of some 160 local
enterprises and services. You might be surprised to note that
four rickshaw drivers have mobile phones! Some village services,
like coconut pluckers and roof-repairers, are listed even
though they don't have any phone access.
Using Free Software tools, this was converted into a PDF file. It costs approx 
Rs 1.50-Rs 2 to photocopy its both sides, on an A4 size page. If you'd like to 
have a look at the PDF file, just send an email with the subjectline reading 
SEND SALIGAOBROCHURE.

IT can be much more relevant if we don't forget the 'I' (information) in the 
equation. Sometimes, simple tools can go a long way... FN

The Pope's impact upon the international stage, both
in the political and doctrinal spheres, has been
immense. 

Critics will attempt to portray him as a reactionary
who refused to budge on issues such as artificial
birth control, divorce and married priests. Yet many
people, especially those of faith, will revere him as
a prophetic voice who stood firm against a tide of
secularism that was threatening to consign traditional
ethics in the western world to oblivion. 

As one who canonised a record number of saints, he is
almost certain himself to be placed on the fast track
to sainthood, following in the footsteps of Mother
Teresa. This will be one way his successor, to be
drawn from a conservative College of Cardinals
appointed almost in total by John Paul II, will
attempt to preserve his legacy.

The man known as "God's athlete" has inspired
thousands by the remarkable and "serene" manner of his
dying, ensuring that the last leg of his race on earth
has been one of the most memorable. In a Church
determined to fight a Western attitude of denial in
the face of death, the Eastertide references in Rome
to the "Passion of Pope John Paul II" have been more
than apt.

Karol Wojtyla was appointed Pope in 1978 at 58, the
youngest Pope of the last century and the first Pole.
Although as Archbishop of Krakow he had already made
an impact in his native country, he was little known
outside the church. 

He was not considered anywhere near a favourite when
the College of Cardinals began sitting in the Sistine
Chapel to elect a successor to Pope John Paul, who
died after just 33 days in office. 

He went on to become one of the most powerful leaders
of any institution, not just the Church. He moved
during his papacy from battling communism, a fight in
which he was resoundingly successful, to waging war
against capitalism and what he perceived as the moral
decline of Western democracy. In this, his victory
remains less certain.

His successor will also have to work hard to overcome
some bitterness among the Catholic faithful that he
has left behind. Documented by John Cornwell in The
Pope in Winter, the failure of the Church under his
leadership to deal adequately with priests guilty of
sexual abuse caused despair among the laity in the US
and Ireland in particular. 

The Pope's uncompromising stance against artificial
contraception, which he described as "evil", alienated
thousands. Many simply chose to ignore it, thereby
denting the credibility of the Church's teaching
authority. 

The extension of this rule to the use of condoms in
the fight against Aids in Africa, has, according to
Cornwell, condemned "untold Catholics" to almost
certain death. The exclusion from communion of
divorced and remarried Catholics who have not been
granted annulments has seemed equally harsh and has
again been widely ignored by priests and laity. 

But it would be a tragedy if the Pope were to be
remembered solely for his refusal to budge in these
areas, especially as the Church here is its divided,
with many thousands applauding his stand, particularly
on the "life" issues. On abortion and euthanasia, he
has been valiant in his defence of the weakest in
society.

The focus over the next few days should be on the
remarkable achievements of the Pope. He placed the
dignity of the human being at the heart of much of his
teaching, giving a voice to millions of the
dispossessed across the world. In the centrality of
prayer to his own devotional life he set an example to
millions. 

His devotion of Mary ensured continuing iconic status
to an unfashionable but valuable role model to women
worldwide. His public forgiveness of the man who tried
unsuccessfully to shoot him dead in 1981 was
unforgettable. He never ceased to champion human
rights and to evangelise to the young. 

Some might have been suspicious of his ecumenical
endeavours, fearing, probably with just cause, that
any unity would be on his terms alone. But there was
nothing half-hearted in his various apologies for the
Crusades, for the injustices done to the likes of
Galileo, to the Jewish people over the ages and to
other victims of the Inquisition.
 
 
In much of his work, he was simply developing to the
full the work of the Second Vatican Council, which met
from 1962-65 on the initiative of Pope John XXIII and
under the leadership of Pope Paul VI from 1963. The
council's aim was to renew the religious life of the
Church and brings its teachings, discipline and
organisation up to date. 

There can be no doubt that he has succeeded in the
former. As for bringing the Church up to date, there
are many who believe it has already gone too far in
this direction, while equally as many believe still
more needs to be done. And while the Pope may not have
succeeded in his dream of a united Christendom, a
dream inspired by a Gospel imperative and shared by
his predecessors, it is not

There is merit in what Bevinda has written while what Fred has to say is a
well accepted reality. In our rush to meet world cahllenges, we have
forgotten that Education is about ABC---Attitudenal and Behavioural Change.
When a Doctor can chuck biomedical waste[including aborted foetus/placenta]
in the Municipal bin, when an engineer can have debris dumped on the
roadside, when an orthopaedic can throw a banana skin on the road or a
psychiatrist consult a ghaddi for his child's illness, we know that there
has been "learning" without any "education". Throwing a plastic bag full of
litter near a dust bin is only one of the symptoms of a greater sickness in
our society. Who will bell the cat?

part of the overall problem.
The all-out grab (often with political support) of nature's resources,
the battle over resources (water, forests, beachfront, fish, the red
earth -- see interior Goa and mining), the inappropriate
industrialisation of Goa, wholesale corruption of the planning process
(including in BJP times), the unchecked plastic menace, basic greed, and
middle-class overconsumption... these are more serious factors that is

The whole issue of 'vandalism'[ 'agitation' according to Naguesh Karmali] at
Fontainhas or Mala is now becoming a farce or a natak.
The GT questions the integrity and courage of GHAG as if the the road names
on azulejo put in January,2004, by the Corporation of the City of Panaji [
not by the Portuguese EIP Administration, Fundacao Oriente, GHAG or even the
old Panjim Municipal Council] were some "heritage" artefacts. One year old
ceramic tiles are no heritage. They do not need GHAG intervention. A simple
police action against the vandalism by the Panaji Nagrik Kruti Samiti -PNKS
[and not "Mala Citizens Action Committee"  as reported] would suffice. The
road naming issue was not limited to Mala/Fontainhas as is being made out to
put GHAG on the mat because it organised the Fontainhas Festival of Art for
two years. It is also not a Catholic -Hindu issue, or Portuguese speaking
v/s Marathi speaking Goans issue. When the issue of the Tonca Pillar and
re-naming of the other roads is seen in the totality, this becomes clear. If
GT has a blinkered vision, the GHAG or PNKS canot be blamed. It is not as if
only the residents of Fontainhas are scared to file complaints. What has
happened to the complaint filed by Jack Sukhija of Panjim Inn? Has an
identification parade been held? Even in a high profile case of an attack on
GT cameraman[ and Congresman] Barnabe Sapeco, no identification parade has
been held. The old policemen to not listen to the Congressmen because they
were allegedly forced to pay their way in. The younger policemen owe their
loyalty to the BJP which has allegedly favoured them. Gratitude is being
repaid in kind. Will GT agitate in front of the Police HQ to seek justice
for its cameraman?

agree with Naguesh Karmali. "Even Vithal Rakhumai is not a Hindu deity."
says Karmali. I agree with him,too. The NDTV had broadcast that "Mandara
Devi " or "Kallu bai" of Satara is also not a Hindu deity. All those who
speak, read and/or write Marathi are not hindus. All catholics are not
converted from hinduism. These are just our presumptionswhich are not
correct at all. Shigmo is as much a hindu festival as carnival is catholic.
Ask the Archbishop if Carnival is a catholic festival and he will tell you
it is not. Shigmo is a festival of the Konkan, like the Bonderam of Divar.
It is not a hindu festival like the holi.
And the sky does not fall if a Raintree planted in 1985 [ along with a
hundred odd Coconut trees]by the Social Forestry Division of Goa is cut down
for road widening at Guirim. If journalists and Editors begin teaching
Environmental Science and arboriculture to trained professionals in forestry
and arboriculture, will they be open to Foresters teaching them journalism
and editing?? Consult a professional before shooting in the dark, that is
the bare minimum one should do when rushing into another's field of
expertise.
If Sujay Gupta follows in the footsteps of Rajan Narayan, he will obviously
reach the same place where the latter has reached. It is time for
introspection already. Santa Inez is not so far away from San Tome as one
would like to imagine. May be a renaming of the roads is in order. ;-(

[Goanet]Respecting Goa's history

Why don't some of our Goan community members learn from fellow Goans in 
respect to the actual history of Goa?

Goans are known to be 'versatile people' and some are authors of  books on
Goa. It baffles me to see how people can write about their homeland without
knowing the actual history of Goa.  Goanet is a great forum to learn and to
clarify clogged minds, and help the young generation about the history of
our beloved land.  However, it surprises me that many of us 'adults' who
claim having spent time in Goa and say they are Goans do not really know the
history of Goa!.  I know some people from Kerala and Madras who live in Goa
have made it their business to learn the history and the language as well. 
I witnessed this last year when I visited Goa for St. Francis Xavier
exposition.  No doubt the people from the above states nickname Goans as ABC
(ayah butler, cooks) when they want to talk about Goans in their mother
tongue.  They seem to think that we do not know as much as them after their
influx in Goa following the invasion.

It is a fact that most of us 'Goans' are known to be self opiniated (I am 
not an exception) and sometimes in the maze of fine distinction
we do not known when to give up arguing.  Talking about Goa from an Indian 
angle is different from talking about Goa from a Goan
angle.

Four Hundred and Fifty One years history cannot be erased in 43 years even 
if we are influenced by our friends our family relatives.

I have a lot of time to go through messages written by Gabriel, Jorge and 
many others who I consider an authority on the subject of
Goa and Goans.

Let us learn from one another and not continue with the old adage 'Crab 
mentality' let us be like people from Kerala who have
'Ghathone' mentality.  Let us stick up for one another on proper grounds. 
Our exchanges on goanet are read by many people who are not from
Goa and we are their laughing during their party conversations, which I have 
witnessed on some occasions.

To survive is to change; to survive often is to change often - Sudhor re 
Goenkara, sudhor.

upcoming Benaulim segment bye election as an independent.
Menino de Bandar during his acting career has written and directed around 30
odd Konkani tiatr but this political taitr which he will scripting come
Benaulim election will be quiet different.
Menino who is a Benaulim panchayat member in the current nine member
Benaulim panchayat says that he is a peoples candidate and an unanimous
choice of the people.
"I have the support and backing of all sections of society, I have already
met a large chunk of voters, my wellwishers supporters, tiatrists, and all
have being expressed their support for my candidature," he added.
"People of the consitutency are fed up with the constsnt shifting of parties
by the former MLAs of Benaulim constituency and they want to teach the
politicians a lessons," he added, in response to the mood of the electorate
in the constituency.
Elaborating further he added that all over the contitutuency people have
expressed their opinion that the upcoming byeelction would not be fought on
money power but by the power of the people and that voters of the
constituency have decided to show the seasonised politicians their true
place under the sun, he added.
Adding to his claim as a people's candidate Menino stated that the
constituency has never elected a true son of the soil Benaulikar to the
assembly and it was time that the people of the constituency sent one of its
own son as MLA to the assembly.
Taking a dig at the BJP rule Menino lashed at the Manohar Parrikar
government for igonoring the needs of the conistutuency and pointed out that
there has been no repersentation for people of the consitutuency in the pre
employment scheme and absorption in the police force, which he said exposed
the communual bend mind of the RSS link governement.
People of the consitutency he said are fed up with constant elections and
also the lack of development b y the out going MLA. Menino says he support
ranging from the milk man, fisherman community, carpertars, boat owners,
youth and a large chunk of panchayat members and other business communities
of the consitutuency.
His decision to contest as an independent he disclosed that he is contesting
as an indepedent as people have lost faith both in BJP and Congress he
added.
On his campign stragedy he added that his meetings will highlight with his
own capabalities and will not try to dig into the mistakes and
incapabilities of the out goping representatives.
A former sportsmen Menino guarded the goal for the Benaulim inter village
football team but in the election game he will have to guard the goal with
all his might to emerge a giant killer in the election chess board.

KUWAIT TIATRIST – ZORO.
A few years back I came across a young man with a piece of paper in his hand 
during the interval of one tiatro asking me for my autograph.  This habit of 
this gentleman I have been noticing earlier too and in this way he get 
autographs of some people of his choice and liking.  When I asked him why he 
is doing this, he said he likes to keep the autographs of some Goans as a 
sign of souvenir.  Within shortly I saw this young man singing in one tiatro 
and to my surprise singing very well and this was noticed from the way he 
was applauded by the audience.  He is really become darling of the audience 
and he got vast following, his fans are very many who circle him wherever he 
goes.  He is none other than Zoroaster Antonio Coelho from Assolna, Salcette 
and currently working in Kuwait since a decade.  He is the son of Comedian 
Antonio Coelho who delighted the Konkani audience in Abu Dhabi for some 
years while he was working there.  Once I had an opportunity during my visit 
to Abu Dhabi to witness the Tiatro written, directed and staged by senior 
Coelho who also staged his tiatros in Bahrain and back home in Goa too.

In Goa we know there is one Konknni Mogui in Santa Cruz whose name is 
Brazinho Soares.  He is a well-known writer also.  He is known to possess 
best of collection of Konkani books, leaflets, magazines, newspapers, Tiatro 
Handbills and many other literary items.  He has kept them all safe and once 
he even had an exhibition of his collection, if I am not mistaken.  Like 
Brazinho Soares we also have in Kuwait another Brazinho Soares in Zoro 
though Zoro’s collection is not as big and as old as that of the former but 
I can rightly say that what Zoro is having none amongst us is having in 
Kuwait.  This is at least my observation after going through the files that 
Zoro showed me.  Since he is a lover of Tiatro, he has got a good collection 
of Handbills printed and distributed during Portuguese time.  During those 
days in order to fulfill the conditions of Sensors tiatrists had to print 
Handbills both in Konkani and Portuguese – one side Konkani and on reverse 
in Portuguese. Not only this, since Zoro’z coming to Kuwait he has preserved 
all the handbills and even souvenirs of the triatros held in Kuwait. This is 
something fantastic that Zoro kept his record and I hope he will keep all 
these in safe custody.  In order not to get destroyed it would be still 
better for him to donate this to any Konkani Academy or any organization 
that takes care of such literary works.  While highlighting on this I feel 
sorry that according to Zoro some of his important Files comprising some of 
the beautiful old songs and dramas of his father were taken by his tiatrist 
colleagues and never returned back.  Here I am reminded of our late Minguel 
Rod whose important works after his death were taken by some of his 
colleagues from his wife and never returned back.  This was openly declared 
by Jr. Rod in his song soon after his father’s death in the following words:

Zoroaster who is popularly known in Kuwait as ZORO has in him the 
inheritance of musicians and tiatrists, in his veins the blood that runs 
consists of many attributes of an stage artiste.  In fact it is not the 
family background of tiatrists and musicians that enveloped Zoro’s 
character, it is also the village thermosphere of great artistes that 
influenced Zoro to be a good singer and tiatrist.  Renowned tiatrist the 
late Kamat de Assolna came from this village, so also the great crooner 
Belino Afonso who had unique distinction of being an internationally 
acclaimed singer in Kuwait before his leaving Kuwait and now settling down 
in USA is also from village Assolna.  One of the close relatives of Zoro Mr. 
Alfred Almeida who is the maternal uncle of Zoro was the music director of 
first Konkani Film “Mogacho Anvddo” says Zoro. This Film was a joint venture 
between Alfred & Jerry and precisely because of this it was acronymed as 
“Al-Jerry Braganza” production. Zoro actually started acting in Konkani 
Shows when he was a young student of Guardian Angel High School, Sanvordem.  
Though very mad after acting yet he remained far from satisfying his taste 
of acting because according to Zoro he was not given any push by any of his 
artiste family members.  However, inspite of lack of support he tried to 
create ways for him to act in local village based tiators where he used to 
render solos mostly composed by him only.  In 1992 he came to Kuwait to work 
and first time he got a chance to act and sing on the stage in a tiatro 
organsied by local club AVC.  Since then there is no stoppage.  Currently he 
is one of the good solo singers in Kuwait having vast following.  In most of 
the tiatros staged in Kuwait he acted namely the tiatro of Rafae

VATICAN CITY, April 1 (Reuters) - With Pope John Paul
gravely ill, the Roman Catholic Church is preparing
for the elaborate rituals that mark the end of one
papacy and the start of the next.

Here is a guide to what is due to happen when the Pope
dies:

** Once a pope dies, his camerlengo (chamberlain)
officially confirms his death, seals his private
apartment and prepares the funeral and the conclave to
elect a successor.

** The camerlengo and three elected cardinal
assistants decide when the pope's body is to be taken
into St. Peter's Basilica for public viewing. They
also make sure the Pope's "Fisherman's Ring" and his
lead seal are broken so they cannot be used by anyone
else. No autopsy is performed.

** Funeral rites last 9 days, with the date of the
funeral and burial to be decided by the cardinals
between the fourth and sixth day after his death.
Popes are laid to rest in the crypt underneath St.
Peter's Basilica. They are traditionally buried in a
casket of cypress wood which is sealed inside a larger
lead casket and then covered with an outer pine box. 

** The College of Cardinals oversees day-to-day
business during the interregnum. Their power is
limited and much of the central Church administration
grinds to a halt.

** The conclave to elect a new pope starts in the
Vatican's Sistine Chapel between 15 and 20 days after
the death. The cardinals, who are confined to the
Vatican for the duration of the conclave, decide the
exact day. For the first time, they will not live in
the Chapel or nearby rooms in the Vatican Museum, but
in a new residence on Vatican grounds.

** 120 cardinals under the age of 80 are eligible to
vote. They need a majority of at least two-thirds plus
one to elect him. When the conclave has elected a
pope, he is asked if he accepts and which name he
wishes to take. Once this is done, he dons papal
vestments -- tailors keep several sizes ready -- and
sits on a throne in the Sistine Chapel to receive the
other cardinals who file up to pay homage and pledge
obedience.

** The world will know a pope has been elected when an
official burns the paper ballots with special
chemicals to make white smoke pour out of the Chapel's
chimney. They use other chemicals to make black smoke
indicating an inconclusive vote.

** Soon afterwards, the dean of the College of
Cardinals steps on to the central balcony of St.
Peter's Basilica to announce to the crowds in the
square "Habemus Papam" ("We have a Pope"). The new
pope then appears in his papal robes and gives the
crowd his blessing.

Vidyadhar,
Some 5,000 years ago, we Indians wrote the manual on
how to discriminate, so it is ironic when we complain
about the discrimination practiced by others.

However, I have noticed that young Indians in urban
areas are marrying "ouside the group" in growing
numbers, which probably reflects developments in
education, westernization and globalization.  However
prejudices remain strong as the recent "honor killing"
of a young Punjabi girl by her father because she was
determined to marry a Caucasian boy in British
Columbia in Canada demonstrates.  A similar incident
was reported out of England recently.

The issue of preferences based on skin color is a
curious cultural phenomenon based on the notion that
lighter skinned people "look better" than darker
skinned people.  In the US, where many blacks have
lighter skins due to cultural blending over the years,
the lighter skinned blacks are socially prejudiced
against the darker skinned blacks.

I think the lesson is that discrimination is a part of
human nature and requires mental and social
conditioning and a constant and conscious effort to
avoid.

Sir,
It is apparent that Flaviano Dias' article "In Freedom Struggle Goans fought
as Indians" (Panorama, March 6, 2005) is a last ditch effort to  project the
controversial VCD  as the gospel truth, just as he tries to discount another
point of  view that "All fought freedom struggle as Goans".  While Flaviano
Dias and other historians are entitled to their version of history,  what
alarmed most right thinking people of Goa, was the manner in which the VCD
was sought to be forced upon  young, impressionable minds in schools.

While Flaviano Dias has perhaps justifiably sung hosannas to a host of
"freedom fighters" who according to him, played important roles in the
freedom movement, he has astonishingly failed to even mention nationalists
like Dr. Antonio Anastasio Bruto da Costa, who went beyond mere posturing,
manouevring and underground  activities to display the courage of his
conviction by slapping the Portuguese governor Fernando de Quintanilha
Mendonca e Dias where the Overseas Minister Sarmento Rodrigues was also
present. Incidentally Dr. Bruto da Costa categorically stated that he was
not a "freedom fighter  but surely a nationalist."  And in 1962, Dr. Bruto
da Costa wrote a very moving letter to the then Prime Minister Jawaharlal
Nehru, which I would invite Flaviano Dias to read and comment upon. It  may
be pertinent to note, that never during his lifetime did Dr. Bruto da Costa
ever accept any monetary benefits for the services of love rendered by him
to his homeland against Portuguese rule.

Mr. Dias may not have noticed it, but  even today some of his fellow freedom
fighters are still valiantly carrying on their struggle.  However, although
they were to constrained carry on their activities clandestinely, during
colonial times,  today they are liberated  enough to openly go on the
rampage, wantonly destroying public and private property  perceived by them
to be symbols of Portuguese rule in Fontainhas.

Flaviano Dias and his band of freedom fighters claim to have liberated Goa
and Goans from the bondage of the Portuguese. I would hope that they would
now lead their fellow Goans in the struggle against the shackles of
corruption,  communalism, casteism and most of the struggle to win back the
financial autonomy we once enjoyed . It is distressing for Goans to see that
the thousands of crores in foreign exchange earned through our tourism,
mining and foreign remittances, is only a dim mirage on the distant horizon.

PANAJI, MARCH 30. The Goa police have filed a charge sheet against three 
BJP MLAs, including two former Ministers in the erstwhile Manohar Parrikar 
Government, in connection with the alleged vandalism at a hotel in Mapusa 
in North Goa belonging to a Congress leader in July last year.

The accused include the former Law Minister and Mapusa MLA, Francisco D' 
Souza, the former Agriculture Minister and Siolim MLA, Dayanand Mandrekar, 
and the Tivim MLA, Sadanand Shet Tanvade, along with 15 others.

It was alleged that a mob led by the three leaders attacked and damaged 
Hotel Mandarin, owned by the Mapusa Block Congress president, Mathew 
Braganza, on July 6.

They were agitating against Mr. Braganza's statement offering a room to 
Kidar Nath Sahani, who was sacked as the Governor of Goa by the UPA 
Government, as Mr. Sahani had said that he had no place to go.

According to the Deputy Inspector-General of Police, Muktesh Chandar, the 
charge sheet was filed on February 28.

The Director-General of Police, U.K. Katna, told The Hindu that the 
information could not be made public during all these days due to the 
turbulent political atmosphere in the State. The then DGP, Amod Kanth, who 
was sent back to the Centre, had given the go-ahead to the Mapusa police 
for filing the charge sheet.

Two more BJP MLAs are under the police scanner during the President's 
rule. While Mr. Tanvade is also facing the charge of forgery in connection 
with the disqualification petition filed against Independent MLA Filipe 
Neri Rodrigues, the Mandrem MLA and BJP spokesperson, Laximikant Parsekar, 
is facing the charge of assaulting a scribe of a Konkani daily. Mr. 
Parrikar told reporters here today that the police would have to face 
serious consequences if they went ahead with the forgery case, as the 
matter was being dealt with by the Speaker's office.

The Board of Directors of Goa Carbon Ltd., a part of the Dempo Group, and 
the second largest manufacturer of Calcined Petroleum Coke (CPC) in the 
country, at its meeting held on March 26, decided to merge Paradeep 
Carbons Ltd. (100% subsidiary) with itself, subject to the requisite 
approvals.

Goa Carbon is back in the black after a spell of losses in the previous 
three quarters. There were quite a few factors that affected the Company's 
performance all this while, said Goa Carbon. Most notably among them was a 
steep increase in FOB price and ocean freight of raw petroleum coke - the 
main raw material for CPC, it added.

Goa Carbon reported a net profit of Rs16.21mn for the third quarter of the 
current fiscal year compared to a loss of Rs1.47mn in the corresponding 
quarter of the previous financial year. At Rs200.94mn, sales were 32.05% 
lower than Rs295.74mn recorded in the year-ago quarter.

Meanwhile, Paradeep Carbon reported a small profit of Rs4.74mn in the 
third-quarter ended December 31, 2004 on sales of Rs261.5mn. But for the 
nine-month period up to December 31, 2004 it reported a loss of Rs35.61mn 
on sales of Rs566.4mn.

Paradeep Carbon, however, managed to improve capacity utilisation at its 
plant, leading to better efficiencies, said Goa Carbon. Orders - trial as 
well as concrete - also started to flow in and should reflect well on the 
financials in the future, it added.

Commenting on the proposed merger, Shrinivas Dempo, Executive Chairman, 
Goa Carbon, struck an optimistic note: "During 2003-04, we consolidated 
our position in the CPC industry. Our well-timed acquisitions helped us 
meet growing demand. As Paradeep Carbon's performance has stabilised, we 
feel that it is the right time for the merger. It will help consolidate 
our operations further and achieve better economies of scale. We are now 
looking forward to raising capacities further at all the three locations 
and become the largest player in the CPC business in India."

With the business looking up once again, the Company Goa Carbon intends to 
modernise its three plants and expand the capacity at the Paradeep Carbon 
facility to provide products of better quality at a lower cost. The 
modernisation will also help in making the operations more efficient, thus 
lowering the cost of the final product, and making the Company more 
competitive in the market - both local as well as global, said Goa Carbon.

The quality of Goa Carbon's and Paradeep Carbon's products has been well 
accepted by end users both in India and overseas. Some of the domestic 
customers include NALCO, Hindalco, INDAL, MALCO, BALCO, etc.

Apart from French aluminium major Pechiney, with whom the Company has a 
long-term supply agreement, Goa Carbon exports CPC to countries like 
Australia, Egypt, Dubai, Kuwait, Iran, Saudi Arabia, Singapore, Malaysia, 
Indonesia, Thailand, South Africa, Russia, Wales and England.

This is just a small email to inform you that I will be appearing on

The show is called Bhoomi. Director; Sachin. 

This episode will cover a few environment issues in Goa. My part is about
the snake rescue I do in Goa. The full filming of the snake call (staged;
catching a cobra at my neighbors house), plus a couple of interviews may be
shown.

Groundwater in rural Goa contaminated: study

A recent report of the public works department on water and
sanitation scenario in the state has revealed that the groundwater
in rural areas as well as coastal belt is highly contaminated with
bacteria and metallic elements like cadmium.
The report attributed the water contamination to the apathy of the
general public towards obtaining sewerage connections.
The report, quoting a couple of surveys, said that a study carried
out around the coastal belt in Bardez taluka in the year 2000, with
a sample of 12 open drinking water wells, showed that the presence
of the coliform bacilli bacteria  largely responsible for gastroenteric
diseases  in the water ranged from 64 to more than 1600 MNP per
100 ml of water. The allowable limit of this bacteria in the drinking
water is 10 MNP per 100 ml of water.
The same study disclosed the presence of the metallic element,
cadmium in the well water ranging from 0.33 ppm to 0.46 ppm.
The upper limit for this type of contamination is 0.05 ppm. Apart
from these observations, the study also maintained that 30 per cent
of the tested water samples have showed high nitrate content.
Another study undertaken in the same area during the year 2001,
showed the E-Coli level of more than 1,800 cfu per ml of water,
in most of the groundwater samples. The second study, further
extended to South Goa coastal belt, also made similar observations
in the areas like Colva, Benaulim, Cavelossim and Betul.
The PWD has now proposed to set up additional water testing
laboratories in the state to maintain the quality of treated water.
Apathy of the general public towards sewerage system network
in the state has been responsible for pollution of drinking water
in few of the areas, the report has observed.
The public health engineering wing of the department is of the
opinion that an amendment should be carried out in the Public
Health Act for making it mandatory to everyone to obtain sewerage
connection. The PHE is also contemplating imposition of
environmental tax on those who do not obtain this connection.
The PWD will shortly undertake a project of replacing the existing
water meters of industrial and commercial concerns around the
state with quality water meters.
The industrial and commercial concerns have contributed in a
big way to the Rs 54.35-crore revenue of the department during
the year 2003-2004.  The state government had reduced the
water tariffs for these concerns two years back, from Rs 30 to
Rs 20 per unit, in spite of facing financial crunch in the sector.
A recent survey carried out by the department has pointed out
that the commercial concerns have access to 4,449 connections,
while the industrial ones are provided with 241 connections.
Out of these, nearly 16 per cent are water meters  numbering
716  are non-functional in commercial concerns as compared
to 26 per cent water meters  numbering 62  which are non-working
in the industrial sector, the survey observed.
The PWD authorities have also issued a directive for monthly
inspection of domestic water meters to identify non-functional
meters under this category.
Presently, there are around 1,67,711 domestic connections
with water meters, out of which 28,504  that is around 17 per cent
are found to be in non-working condition.

I personally would agree with the view that when it comes to marriage,
Indians in general (and this includes all castes and creeds) are among
the most prejudiced of all people. Even using the examples Fred gives
(Gujrati with Punjabi etc.), there are very few people who marry outside
their own group, usually their own little sub-caste.

To some extent, the view that, if blacks were affluent etc. people would
be willing, is true, but forget about queuing up. Most feel that their
own little sub-caste is superior to all, and will not consider marrying
outside it.

P.S.
His corpse was interred on Sunday, being laid after
the Chinese fashion, in a large chest, which was
filled up with unslacked lime, to the end that the
flesh being consumed, the bones might be carried to
Goa. On the 7th of February, in 1553, the grave was
opened to see if the flesh was consumed; but the lime
being taken off the face, it was found ruddy and fresh
... The sacred remains were carried into the ship and
brought to Malacca on the 22nd of March, where it was
received with great honour. ... was translated to Goa,
where it was received and placed in the church in the
college of St. Paul on the 15th of March, in 1554.
