Directives to school heads on students bringing vehicles

The state government has directed the authorities of schools
in Goa to ensure that students be refrained from bringing vehicles
to the school without a valid driving licence.

In its order, the state administration stated that the concerned
headmaster and principal shall be held personally liable for
violating the directives.

The government has expressed anguish that the number
of the school-going children, in the age of group of 18 or
below and who are not legally authorised to drive two-wheelers,
come to the school with two-wheelers without having valid
driving licence.

In case any student brings a vehicle without valid licence to
the school, the order empowers the school authorities to
detain the same and handover it to the parents of the respective
students. However, if the student repeats the same, the vehicle
should be handed over to the police, it added further.

I don’t have the time at present to gather the key
original references that point to all the evidence for
migration of humans into Goa. But briefly, this is
what I have to say about it.

MIGRATION FROM AFRICA 
I am sure you know that modern humans emerged in East
Africa and then migrated to all parts of the world.
The evidence for this is overwhelming. Over the last
several years a lot of genetic evidence has
accumulated on the specifics of migration of four
original tribes into India. I had posted a short
article on some of this evidence in this forum a
couple of years ago. It gave the full references of
research papers containing this evidence. My article

MIGRATION FROM CENTRAL ASIA
The Indo-Europeans migrated into India from
Central/West Asia. They might have settled on the
banks of the ancient Saraswati river, and later on
some of these families are thought to have migrated
into Goa. The genetic evidence for Indo-European
migration into India is also referred to in the above
article. Please hit that link. I will provide you with
original references containing evidence for migration
into Goa, later on.

MIGRATION FROM EUROPE
This just refers to the remnants of the Portuguese in
Goa, and some recently immigrated European settlers.

MIGRATION FROM CHHOTA NAGPUR
At least four native tribes of Goa are thought to have
migrated from Chhota Nagpur in Madhya Pradesh. These
tribes are Asuras, Mundaris, Kols and Kharwas. Some of
this evidence is discussed in a book titled “The
Cultural History of Goa”, written by Anant Ramkrishna
Sinai Dhume, a respected ex-Director (retired in 1968)
of the Directorate of Land Survey of the Government of
Goa, who was also an amateur historian. I will gather
the original references for this, if I can, one of
these days, and post them here.

RESPONSE: I agree whole heartedly with your piece. Advani has shown
himeself to be an opportunist. He knows, to garner votes and thus make
a come back, he has to shed his image as a hard liner. That he went
overboard shows the desperation of the man! I would not, at all be
surprised if Goa's own 'Advani' Shri Parrikar was to follow suit and
try to reinvent himself.

The bottom line is that both Advani and 'Advani # 2' would change back
into normal clothing, if they were ever elected to power.

The People of India and the People of Goa should not be fooled by
these machinations.

PANAJI, Goa (SAR NEWS) -- A booklet of daily scripture readings published 
by a Goan laywoman is making waves across the country.


The booklet, 'Daily Flash', launched in 1990 by Ms. Noemia Mascarenhas, 
is today one of the most appreciated scripture aids with a circulation of 
over 16,000 copies.


Explaining what motivated her to venture into this mission, Ms. Noemia 
says, "For several years, I had been considering bringing out a small, 
practical booklet of Catholic reflections, as many Catholics then 
preferred Protestant booklets like 'Daily Bread', 'Take 5' to our 
literature."


Noemia, who edited 'Daily Flash' for the first five years, says: "As I 
was the secretary of the Regional Commission for Christian life, I 
proposed the idea of providing Catholics material for their reflection 
based on the daily scripture readings. Full credit to the then Archbishop 
Raul Gonsalves of Goa and the chairman of the Regional Commission for 
Christian Life, who accepted the idea and encouraged me to go ahead by 
donating Rs. 25,000 to launch the publication."


She added, "For the first issue, two of us wrote and it sold a 1,000 
copies. Besides daily readings with reflections and examples from 
everyday life, we also put in fillers from the Vatican Documents. It was 
a type of catechesis."


The subscription rates did not even cover the product cost, but Neomia 
did not give up. "We were on the verge of winding it up, but then as 
providence had it, people reading 'Daily Flash' sent us donations for the 
publication expenses. It really was God's work."


Behind Neomia's success is her husband, Francisco Dias. "He played a key 
role in 'Daily Flash' survival.he provided his own office premises free 
for our operations for the first two years. He encouraged me in such a 
way that he never let my zeal flag, and contributed his expertise in 
proof-reading and other practical necessities."


The project eventually took off in December 1990, the beginning of the 
new liturgical year.


The aim of 'Daily Flash' from its inception is to help people read and 
reflect on the Word of God, to lead them to a faith encounter with God, 
to encourage them to give life witness to Christ, to guide the people to 
a renewal of Christian Life oriented towards action, said Neomia.


The booklet also comes in handy for family prayers and the meetings of 
Small Christian Communities.


From October 1992, the newly started Diocesan Centre for the Lay 
Apostolalate (DCLA) under the directorship of Father Filipe Neri Ferrao 
(now Archbishop of Goa) took over the publication of 'Daily Flash'. A 
year later, he began a Konkani version of 'Daily Flash', titled 
'Jivitacho Prokas'. Presently, It has a circulation of 17,000 and is 
edited by Father Aleixo Menezes, the current director of the DCLA.


"I wanted to contribute to the Church, and I felt this was an ideal way 
to give my contribution and I also feel that it keeps me closer to God," 
says Clifford D' Silva, who was the second Editor and who has been 
writing for the booklet for the past 15 years.


Father Aleixo Menezes says, "It is a success among the laity because it 
is mainly written by them and for them. Besides it is very handy and the 
whole format is interesting. It has a focus, reflection, and fruit."


"It is very helpful to those who are homebound and cannot attend daily 
Eucharist. It is also written in simple language that touches the life of 
the people, personally, socially and spiritually. It brings about change 
in the lives of the readers," he added.


'Daily Flash' is also sent to various states of India and abroad.

Vera Colaco, a regular reader of 'Daily Flash' says, "This booklet helps 
me know the readings of the day. The reflections given are very good. I 
read them either before or after the daily Eucharist because sometimes I 
do not understand the reflection points given by the priests."


This booklet is also a medium of catechesis as it contains relevant 
extracts from Church documents and information about feasts of other 
religions. The editorial is based on the relevant topics of the month.


"'Daily Flash' is now well established and quite self-sufficient, too. 
Looking back over the initial few years and how it survived through its 
struggles, I am convinced that we were only instruments in what was 
primarily God's work."


"Getting it off the ground was a great faith experience for me and my 
husband, as we had to truly depend on God for everything - from finances 
to the many generous writers who made 'Daily Flash' a reality.  We are so 
much richer for this experience," Noemia says.

China has "joined" huge chunks of helpless India to itself.

Since 1962, China occupies large areas of India in NEFP
and northern Kashmir that require liberation.

Dealing with the Chinese is quite a different kettle of fish
than "liberating" Goa from the Portuguese.

[Goanet]Sancharet problems with incoming mail

Since Friday, June 3rd, I was aware of a problem at Sancharnet when a 
client phoned me from Kuwait to say he had sent me an e-mail which I seem 
to have not received. Saturday also I received a few indicators that 
e-mails sent to sancharnet addresses were not being delivered AND there 
were no bounces being reported back to the sender either..


Since Tuesday I have been receiving maybe just one fifth of the e-mails I 
receive on a normal day. If one phones "1957", which is the generic help 
line for BSNL they are not aware of the problem.


If one phones 2423741 (Internet specific) many of the operators appear to 
be unaware of the problem and admit there is a problem only after 
consulting with others. I spoke to the woman in charge today and she 
admitted to a problem but said that since the severs were in Mumbai and 
Poona it was taking time to rectify the problem.


I suggest that everyone affected by the Sancharnet problem please call up 
2423741 so they can be convinced about the magnitude of the problem and 
then maybe give due importance to the rectification.


Be warned that they will initially try to bluff you into believing that the 
problem is at your end because of your e-mailing software etc etc. They 
can't bluff a old timer like me and therefore had to admit a major problem 
exists.

e-mail in the last few days please resend it with a c.c to 
<[EMAIL PROTECTED]> and a c.c. to <[EMAIL PROTECTED]>.

A hawk is a HAWK.  Advani's attempt to dump his stickler image has
boomeranged.  He has learned a hard lesson nevertheless; that it's not
possible to fool all the people all the time.

Similarly, Parrikar too has realized that the "disgusting VCD", which he
tried to force down the throat of innocent school children, has
destroyed his party's image immensely.

Furthermore, Advani's and Parrikar's attempt to destroy Kamat's
credibility did not bear fruits, but helped the Congress to win anyway.
Now, in a dramatic turn of events, Advani is kicked out by the BJP
workers, thereby adding more suffering to the already stricken Parrikar.

Did we read, on this forum, that the "disgusting VCD" has the power to
inculcate questioning temper?

On a closer look, it sure did!

Jinnah was a politician and an astute one at that. Even today, a politician 
who does not swear by Islam and Holy Quaran at every turn has no future in 
Pakistan, not to speak of the surcharged times of Jinnah. Do you think the 
Pakistanis would have tolerated it had Jinnah exhorted them to embrace the 
Western model of democracy? That would have looked like sacrilege and 
negation of the very cause of Pakistan's creation and existence.


So it's understandable that Jinnah couched his democratic impulses in 
Islamic verbiage. Advani has clarified that he made the remarks in the 
context of a speech Jinnah had delivered to the National Assembly 
immediately before his death. That speech was suppressed in Pakistan after 
his death.


It's unfair to pick up bits and pieces out of context to paint someone a 
fundamentalist. The statements have to be read in the context of the social 
milieu and time in history to understand their true import.

Hi all,

Thanks for all the supportive messages regarding the Sancharnet problem.

After several emails to help desks,continuous phone calls to the Internet
section,they did admit that the fault was at their end.They hope to rectify
the problem in 1/2 days.

It is really ridiculous that every now and then the server develops
problems.It is even more irritating to know that they take so many days to
rectify problems.

Anti-smoking fascism

There seems to be a wilful blindness among our citizens regarding the
government proposal to ban images of smoking in film. Rather than
condemning the step, theyt cheer our would-be censors on.

The state in India has taken upon itself the role of the arbiter of
public morality, and is intruding into the private domain to enforce its
diktats. Already we face bans on books, films, magazines, etc., on
grounds of  'hurting religious sentiments'. The Shiv Sena in Mumbai
wants to tell women how to dress. Now the state will dictate personal
morality vis-a-vis smoking to us. This is the thin end of the wedge -
the natural progression is to outlawing all images which the state does
not approve of. Soon we could see bans on images of people drinking
alcohol, people falling in love (and making it), people breaking the
law, people using guns, etc. From here to banning images, descriptions
(and thoughts) of people protesting against the state, exercising their
right to freedom of speech, etc. is a short and easy step. There will be
no end to this once we let the state become the arbiter of our personal
morality. Once freedom of expression gets eroded, our civil liberties
are all under threat.

The description by a section of the film industry of this proposal as
'absurd' is only just. Are we going to apply retrospective censorship as
well? Images of the celebrations by the Indian team of the 1983 cricket
world cup will also have to censored, as some team members are seen
happily puffing away. Thousands of photographs (of Winston Churchill,
Guru Dutt, Saadat Hassan Manto and many other smokers) will have to be
rubbished. We will have to deny reality. 

This proposed measure is a part of what I call 'anti-smoking fascism'.
Smoking has provided a soft and convenient target for modern-day petty
moralists. Granted, it is a disgusting, smelly and unhealthy habit, but
the state has no business preventing its citizens from engaging in any
activities which do not affect anybody other than the individual
concerned --however disgusting and obnoxious these activities may be. 

As far as smoking is concerned, the role of the state extends only
insofaras it affects public health. To protect this, the state should
impose high taxation, ban smoking in public places (and enforce the
ban), and carry out public education campaigns-all of which it is
already doing. But intruding on citizens' private spaces to tell them
what to do is just not acceptable. 

Even with justifiable measures, the state has a tendency to go too far.
Of course, smoking in offices, auditoria, and other enclosed public
spaces is most necessary. Smoking in buses is just not on. But why go in
for overkill? Many steps which the government in Goa has taken recently
with regard to smoking were totally stupid. To take one example, banning
smoking on the roads of Panjim. On what grounds can such a ban be
justified? Public health? What does the government plan to do about all
those private vehicles (doubtless driven by non-smokers), which spew far
more noxious and polluting fumes in our faces on those very same roads?
Ban all fossil-fuel driven vehicles? Besides, they have also banned
smoking on beaches. This is so patently idiotic that further comment is
unnecessary.

NEW DELHI: : The All India Football Federation (AIFF), on Wednesday, 
allowed clubs to field foreign players in the Second Division and local 
leagues.


The Executive Committee of the AIFF met here to consider the proposal to 
ban participation of foreign players in all tournaments except the 
National Football League, but relented its stand following strong protests 
from two affiliated units -- Indian Football Association and Goa.


Priya Ranjan Dasmunsi, the AIFF president, said: "clubs will be allowed to 
register three players with foreign nationality for the NFL and the 
Federation Cup. But we are going to have a discussion with the clubs to 
ensure that they sign quality players from overseas. There is no sense in 
just getting some foreigner.


In future, clubs will have to guarantee quality of the players they sign 
and chose a player who would have represented his country at some level."


Mr. Dasmunsi announced that clubs would be able to recruit foreigners for 
the Second Division League too.


"Clubs can register two foreigners for the Second Division and local 
leagues but no foreign players will be allowed to participate in the 
proposed Third Division League."


"There was no pressure from any club on the foreign players issue. We know 
Indian football has no future if we don't protect club football in the 
country," said the AIFF president.


 Mr. Dasmunsi also disclosed the AIFF's plans to start a professional 
league.


"We are keen to have a top quality professional league in India. A task 
force will be formed soon with some members from the corporate sector too 
to look at the feasibility of such a league. The report will be ready in 
six months."


The AIFF president confirmed that India will tour Pakistan from June 12 
with a team of 21 players.

State government undertakings, known for their infirmities and 
underperformance, appear to have given decent returns to stakeholders when 
they enter into joint venture with private sector, a fact seldom noticed 
by the Left parties which pitch for nationalization.


Highlighting that public-private partnerships could mean healthy returns 
to average investors, the data compiled for the five months since January 
3, 2005 shows that 10 out of 15 joint venture companies listed on the BSE 
gave positive returns as well as managed to outperform the BSE Sensex.


Two companies showed no change in value and only two companies gave 
negative returns. Data for one company, Asian Bearing is unavailable.


The Sensex has risen marginally by 0.76% during this period while the 10 
companies that outperformed the Sensex gave returns ranging between 5% and 
a whopping 141.65%.


The biggest gainer was Punjab Alkalies and Chemicals which shot up 141.65% 
from Rs. 25.45 on January 3, 2005 to Rs. 61.50 on June 1, 2005. The second 
biggest jump was recorded by Automobile Corporation of Goa which gained a 
massive 130% from Rs. 139.50 to Rs. 320.85 during the period.

Thank you JoeGoaUk  for many genuine questions. I doubt,  whether you
will  ever receive any reply  from the Patriarch whose office was 
exclusively responsible  for the casteist state of affairs within the
Goa Catholic Church during the last four and half centuries ending  in
the year  1961.

I simply cannot understand  the mentality of the bamon padri (the
chaddi padri  appeared on the scene much later ).  A padri by
profession  is supposed to look after the spiritual welfare of his
flock.  Casteist for 'Les Miserables ' i.e. other than bamons and
chaddis was a devilish scheme  that endlessly tortured  the mind of
the lesser people.  Was the bamon padri aware of this spiritual
suffering ?  Or was this a part  of suffering  that enabled a poor
soul  to approach directly the pearly gates of St Peter without post
burial  mortification called purgatory ?

Joe, if you know a proper office address  in the Vatican, please
request them  to obtain an answer from Patriarch's Office in Goa  to
the following two questions. May be Mr. Cornel da Costa could help you
in this regard.

NEW DELHI: The campaign by the Goan and Kolkatan clubs to protest All 
India Football Federation's (AIFF) proposal to ban foreign players from 
all its domestic competition and the local leagues took a further blow 
when in a sudden move, Goan powerhouse Salgaocar backtracked from the 
united front saying that they were willing to comply with AIFF's dictum.


Salgaocar's move gains more significance, coming as it does, on the eve of 
the AIFF Executive Committee meeting to decide on the controversial 
proposal in the Capital on Wednesday.


What appears puzzling is that the turnaround comes less than a day after 
the club had, in a meeting with the other seven professional clubs in the 
state, staunchly agreed to the Goan clubs' stand against the move.


"On June 4, we received a letter from Salgaocar secretary, Mr Henry 
Britto, saying that they were willing to comply with AIFF's proposals," 
Goa Football Association (GFA) secretary Savio Messias, told TOI on 
Tuesday.



According to Messias, the letter further read: "Foreign players' 
participation should be restricted to the National Football League, 
Federation Cup and AFC Cup."


The GFA puts down Salgaocar's move to "some sort of arm-twisting," since 
in the June 3 meeting of the Goan clubs, the club had apparently supported 
the 'revolt' against the AIFF.


"The minutes of the meeting will prove this," said Messias, adding, "And 
why should they do this when they themselves had three foreigners in the 
Goa league."


When contacted, Britto told TOI: "We are basically company-owned clubs in 
Goa and in a sense are not answerable to our fans unlike in Kolkata.


We have no problems playing the local league with our own local talent. We 
are the only league in the country which had made it mandatory to include 
two under-19 from the talukas where the club is based, so it becomes 
self-defeating to include a foreigner for local tournaments."

What's the new face of journalism?

No offence to Steven Spielberg and his latest sci-fi magnum opus, but I'm 
in the middle of a `War of the Words' as media wars in Bombay are fast 
replacing the infamous Cola wars of yesteryears. Spearheaded by 
swashbuckling CEOs of media giants to even the score out off their 
competitors or cook up mutually benefiting and economically enhancing peace 
treaties (like the recent Times of India and Hindustan Times peace call to 
avoid further media bloodshed), the face of journalism is changing. I 
really don't know if for the better, news wise, though journalists can now 
certainly expect a change for the better in their menus at home.


At a recent `Your readers are changing, change your newspaper' global meet 
of editors at the 12th World Editors Forum in Seoul, sessions discussed the 
changed concept, content and even creators of newspapers which has sent the 
ink draining from the face of conventional print journalists. 'Is anybody a 
journalist?' was the anguished question explored and heatedly debated after 
keynote speeches by Krishna Bharat, creator of Google News and Dan 
Gillmore, author of 'We the Media: Grassroots Journalism by the People for 
the People.' Even in the wake of 'Deep Throat' finally crawling out of his 
resting place to take centrestage in world media as 'the source' who blew 
the guarded lid off Nixon -- and in turn help flourish the careers of Bob 
Woodward and Carl Bernstein, then with 'The Washington Post' -- what had me 
intrigued was the line of debate that emerged during the session, "The 
freedom of Press belongs to the owners of the Press," and in that very much 
rests the role of the media and our future as journalists.


Putting in perspective the 'call of the ink,' and the adage that 'many are 
called but few are chosen,' it got me thinking of our roles are dispensers 
of information. The 'quality' of information we make accessible to the 
public, while also making sure the 'quantity' that indirectly accounts for 
our own survival. Undoubtedly, the media has turned into a marketing tool - 
these are pressures of the 21st century, so we might as well buckle up our 
pants -- and the reality that journalists are replaceable as last night's 
underwear, how much 'truth' could a professional journalist today attempt 
to bring to light without jeopardizing the economical interests of his 
boss? I long realized that no media boss is in the business of truth for 
charity. The sooner you get your grip over this truth, the better for your 
heartburn (even politicos are funding newspapers as mouthpieces of their 
parties), so there goes journalism further down the drain.


So, what makes a journalist in the wake that there is really no freedom of 
the Press (unless your boss is super loaded and has no willy-nilly strings 
attached to the wheels within wheels, which is so really so hard to come 
by), unless you're on a suicidal mission to endanger your skin? Passion? 
Commitment? Vocation? Another let's-get-famous profession? My hard-skinned 
media colleagues in Mumbai say that none of them suffer from 
the-die-for-your-pen syndrome, because even hospitals have become 
money-minded today. "Bosses never stand up for you, because they care less 
about effective journalism and more for expanding their business empires. 
It's a rat race to the bank, so forget lofty ideals of society building 
through public debates. Today boardrooms debate profits and dropping 
necklines to cream competition. Wake up and smell the stench at your 
nearest garbage dump because the municipality workers are on strike for 
higher wages," he forcefully advised.


It is depressing this talk. But nothing prepared me recently when I 
overheard a telephone conversation (a buddy made me privy to this to shake 
the idealism off my bones) between a space prostitute (sorry, harsh word 
for the feeling of violation that stayed with me for days) haggling her 
wares to a client she was desperately trying to entice. For the monies she 
was asking him to pay (it dropped from Rs 75,000 to Rs 40,000) for his 
picture in the Page 3 section of the 'party' paper with jaded socialites 
and advertorial about his company, she was promising to better his social 
image and networking circle through her newspaper. The conversation lasted 
a good 30 minutes (as my buddy watched the blood roar in my ears, even as 
he refused to bite bait and more people came on the telephone line to 
convince him this 'opportunity' of a lifetime), I had had my taste of 
India's truthful nature of journalism. "Still married to your cause," he 
later shot amusedly.


Journalism, as we've known it, is about to be commandeered by the 
barbarians of profit mongers. Time to fire your own bazookas with a crash 
helmet, readers. Let more people take power into their own hands to stand 
up for their own destiny

proposed 'Special Economic Zone'(SEZ) to be set up in the state to boost 
economic growth.


According to the company's Chief Executive Officer K G Gupta, the facility 
to manufacture high quality television lenses for electronics giant Sony 
of Japan, along with another unit for mass production of scratch-resistant 
plastic lenses would be located in the SEZ.


The company has also announced a strategic collaboration with Corning 
India Private Ltd, for marketing and distribution of its products to 
opticians, wholesalers, dealers and distributors in India.


Currently, the US-based Corning Ltd buys back all the products of the GKB 
Opthalmics by supplying raw material and in turn sells the products in 
markets abroad including the US, Europe, Australia and Africa.


Prime Opthalmic Products Ltd a sister company of GKB Opthalmics, has three 
modern laborories located in Noida, Chennai and Kolkata, offering end to 
end services and support to opticians by ensuring deliveries of 
international quality prescription lenses.


The company had also introduced 'TARAL', a new design of progressive lens 
(a multi-focal lens without any line) for the domestic market. The 
progressive lens is priced ten times lesser than imported lenses. It is 
seen as a substitute to the traditional bifocal lens for the middle class 
Indian consumer.


With the domestic market registering 20 per cent growth and demand growing 
abroad, the company's sales are expected to touch Rs 85 crore including 
exports for the current fiscal as against Rs 57 crores it made last 
fiscal.


The domestic sales last year accounted for Rs 7 crores and it was expected 
to jump to Rs 12 crores this fiscal. Almost 80 per cent of the lens market 
was in the small scale, handmade and unorganised sector supplying 
sub-standard material with no control over the mechanism.


At the same time, the sale of plastic lenses with all its advantages of 
low weight is yet to pick up in India where glass lenses account for 85 
per cent of the market as against 50 per cent abroad.


With highly scratch resistant and protective plastic lenses now being 
introduced into the market by the company, the market is expected to pick 
up. The usage of plastic lenses is about 20 per cent in the US.


Though the domestic market is growing at a steady pace, imports from China 
and Korea is posing a serious threat to the Indian manufacturers in the 
organised sector

The big issues during the recently held by-polls in Goa were employment and
good governance, with saffron and secular under-tones. Because finally the
ruling dispensation -- whether of the Congress, the BJP or others -- has to
tackle the question of generating employment and providing a proper rule of
law, both of which are turning out to be major problems in Goa.

Now if only the new State government were to do something concrete about
these two issues, all this political brouhaha would have been worth the
while. There were some good promises made by everybody, as required during
elections to entice the voters. 

The BJP tended to lean on the side of government largesse to the unemployed
and others, on the lines of socialism and a modern welfare state. The
Congress approach seems to have been towards the setting up of industries
and the Union Finance Minister P. Chidambaram's suggestion that a SEZ
(special economic zone), an idea which has been in the air for many years
now, needs to be implemented right away. 

Goa is obviously industrially backward, so it would make sense to declare
the State as an industrially backward state and avail of the various
concessions.

But the fact that these two issues -- employment, good governance -- were
the big ones are an indicator, or symptom, of the larger problems facing Goa
today. Unemployment has been happening because of a rapid rise in the
population. There are simply not enough jobs going around for everybody.
There has been large-scale inward migration into Goa in the last few years
and this has obviously eaten into the jobs. The pattern of employment has
also changed. The inward migration also happens because it fulfills a need.

For example, during the tourism season, there is a large influx of
people from as far away as Assam, who work as waiters, Chinese
cooks, etc. and go back at the end of the season. This happens
because there's a shortage of Goan waiters and Chinese cooks who are
ready, willing and able to work for low salaries. A similar thing
happens during the fishing season. It's in fact very rare today to
see a Goan on a trawler.

There are other aspects to the employment problem, some of them cultural and
others a legacy of our past. For example, the last BJP-led government had
its famous pre-employment training scheme and was also accused of creating
jobs where none were necessary, solely to employ Hindutva supporters.

That's a perfectly valid agenda for a Hindutva party. But a closer look at
this situation reveals various other aspects. For one, Catholics in Goa do
not need government-sponsored jobs on the scale and numbers needed by the
Hindus. That's because a large number of Goan Catholic families have someone
or the other working in the Gulf or elsewhere, while the number of Hindus
who do so is considerably less. 

Most Catholic families in villages live off the 'jur' (interest) from their
fixed deposits made of their Gulf earnings. This has also created a lot of
resentment amongst the Hindus because they see the Catholics living happily
without apparently doing anything, although the Catholics, in many cases,
have worked like slaves in the Gulf to earn those fixed deposits. The number
of Goan Hindus working in the Gulf is not as large as it could be because of
the Islamic bogey; they simply do not want to work for Muslims. 

There is also the cultural aspect. Goa never had any industries until about
40-50 years ago. So, simply put, there is no industrial work culture though
you can encounter it in more industrialized areas like Ponda and the mining
areas. 

When there were no industries the government -- or the rulers -- was
the biggest employer. During Portuguese rule (until 1961), which was
a Catholic government, Catholics were obviously favoured for
government jobs, a fact which has been buried in the racial memory
of Goan Hindus. They think of it as injustice and discrimination,
and now, with the Portuguese gone, they are trying to remedy the
situation. But in doing so, probably those in positions of power are
going a bit too far towards the other extreme, though that might
also be a transitional phase because it is an obviously lop-sided
development and needs to be corrected.

The issue of good governance is also directly linked to the government
employment scenario. Though the Hindus are in a majority in Goa, the
Catholics also form a considerable and influential percentage. But almost
all Goa government administrative bodies and organizations are heavily
saturated with Hindus, creating an alarmingly discriminatory situation.

I was the first at the bar, thought I'd beat the rush, it was a hot
afternoon in London just gone ten past midday. I ordered at pint of
Stella and a pink Gin and Tonic for the wife. While the barmaid was
serving me, I proffered the usual courtesies asking, how she was, as I
hadn't seen her for ages. As I reached for my wallet, I heard a snide
remark  from the back - look at the bug*** he's already at the bar. I
don't know, what it is that excites some of the London Goans when they
see me, but excited they do become. I ignored that remark and opened
my wallet to pay. The barmaid informed me that it was a free bar and
beckoned me to look at the framed photograph at the side.

It was a picture of CAMILLO DE SOUZA, with a balloon caption, this
round is on me! We had just finished the funeral service in the Church
next door, the family requested a private cremation rite and asked the
congregation to gather in the hall to await their return.

The Priest, although he hadn't met Camillo was very accurate in his
description of the man and his stature in our Goan community in
London. Camillo was responsible, together with the late Amorito
Nazareth for the formation of the East African Catholic organisation
in the early sixties.

The Eulogy pronounced by Harold D'Souza, captured all the important
parts of Camillo's rich life - he lived to a ripe old age of 88. I
first met Camillo when I was a mere teenager in London, when a meeting
of a few Goans, was arranged in Caxton Hall with the intention of
forming a Goan Overseas Association. I think this was sometime in
1965/66. A decision was made and a letter of intent was signed by 17
signatories including me to progress the matter.

Camillo later went on to inaugurate the beginning of the London Merton
Goans organisation - this he did, when he had reached the ripe old age
of 77 ! Camillo hailed from the village of Saligao and had lived in
Kampala, Uganda and Mombasa, Kenya.

We waited for the family to return and waited some more! In the
meantime I was already with my third pint of Stella and it was not
just the first round that was on Camillo but all the rounds. At
funerals in London people get to meet each other and exchange
greetings and talk about the dead person. It is also a time to catch
up, unfortunate as it is, on events. Many of us here only meet each
other at funerals.

Almost two hours later the family arrived. Met the daughter in law who
was in a class higher from the same school in Nairobi, hadn't seen her
in 40 years!

In the meantime the caterers had already started serving the food. The
usual fare of samosas, pulao and xacuti/sorpotel and pickle.

This is the about the norm for Goan funerals in London, a right royal
send off. Could readers kindly inform us how Goan funerals are
conducted in Goa and elsewhere, please!

The four-day old Pratapsing Rane government has plunged into crisis as
deputy chief minister Wilfred de Souza, belonging to the Nationalist
Congress Party, has threatened to withdraw support to the Congress-led
ruling alliance.
Dr de Souza told reporters in Surat at the NCP convention that party
president Sharad Pawar will shortly take a final decision as newly
elected party MLA Micky Pacheco has been denied cabinet berth in
tomorrow's cabinet expansion.
The Congress is however trying to rope in lone United Goans Democratic
Party legislator Mathany Saldhana, to save its alliance government.
UGDP general secretary Prashant Naik said they would support the Rane
government.
Rane was sworn in the chief minister on 7 June, after the two-member
NCP and one-member Maharashtrawadi Gomantak Party officially supported
the 18-member Congress.
Accordingly, NCP local president Dr de Souza and MGP's Sudin
Dhawalikar were also inducted in the cabinet, along with Rane.
However, the controversy arose as the Congress refused to induct
Pacheco in the cabinet, scheduled to be expanded tomorrow morning.
In the 39-member Assembly, Congress-led alliance was holding majority
with 18-member Congress, two-member NCP and one-member MGP, against
17-member Bharatiya Janata Party.
Though de Souza now plans to withdraw support, the Congress can still
be in majority of 20, if the UGDP supports them along with the MGP.
With a tie of 19 each on both the sides with NCP-BJP combine on the
other hand, Congress speaker Francisco Sardinha could save the
government by giving his casting vote in Rane's favour.
The three-month old President's rule in Goa was revoked on 7 June,
following the by-elections held on 2 June, where the Congress won
three seats while the NCP and the BJP had won one seat each.

The Bharatiya Janata Party is in turmoil. 
The party's unity has been threatened like never before.
On the one side is BJP chief Lal Kishenchand Advani, who is under
tremendous pressure from his loyalists to give in a little on the
issue of his remarks on Mohammad Ali Jinnah, the founder of Pakistan.
On the other side is the Rashtriya Swayamsevak Sangh, the party's
parent organisation, not ready to give in even a little over the
issue.
If it ignores Advani's remarks praising Jinnah and endorsing his
two-nation theory, the RSS loses its reason to exist.

Advani has put his party in an unthinkable position while trying to
steer it to a new path of liberal, right-wing politics suitable for
the 21st century.
No one in the party, except former prime minister Atal Bihari Vajpayee
and former external affairs minister Jaswant Singh, have endorsed
Advani's statements in Pakistan.
 
At the same time none in the BJP has the guts to sideline Advani
completely, such is his contribution to its growth.

These are painful times for loyal workers and BJP well-wishers.
On Wednesday, the party's parliamentary board passed a resolution
rejecting Advani's resignation without any mention of the
controversial remarks on Jinnah.

Advani was not amused. He wanted much more. He wanted the party to
stand with him over his interpretation of Jinnah and appreciate the
diplomatic success of his visit to Pakistan.
What will happen on Friday can't be said with any certainty. 
As an Advani confidante put it: "The final solution will also depend
on words. Advani is likely to continue if a suitably worded resolution
is agreed upon."
Advani's dilemma -- should he or should he not dilute the message of
peace and reconciliation he delivered in Pakistan. He will have to
decide in the next 24 to 48 hours.

On this one decision will hang not only his continuance as party
chief, but also his staying as Leader of the Opposition.

Message Board: Was Jinnah secular?

The RSS and RSS-supported BJP leaders like Dr Murli Manohar Joshi want
him out at any cost.
For a few of them, no sin is bigger than calling Jinnah 'a great man.'
What next?
According to a senior party leader, Jaswant Singh, a liberal voice of
the BJP, may finally draft a resolution that will be agreeable to both
Advani and the RSS.

Singh returns to India on Friday from Israel. But he is unlikely to
arrive in India before 6 pm when the BJP Parliamentary Board is
scheduled to meet.
So the final decision over Advani's fate is likely to be delayed till Saturday.

Meanwhile, the party continues to grope with words. "We should have a
resolution which will not retract nor dilute but merely give the
correct interpretation of what Advani said in Pakistan on Mohammad Ali
Jinnah," said the Advani confidante.
But the anti-Advani camp says these words should be such that they
give out a clear message that "the BJP does not support Jinnah's
two-nation theory and it should also convey that Jinnah was anything
but secular."

On Thursday, party vice-president M Venkaiah Naidu met Advani and
submitted a fresh draft of a parliamentary board resolution asking him
to withdraw his resignation. This draft hails Advani's Pakistan visit
as a diplomatic success.
Naidu was accompanied  by party general secretaries Sanjay Joshi and
Pramod Mahajan.
A senior BJP leader angered by Advani's remarks on Jinnah told
rediff.com, "Let us make a few things clear. The BJP was never against
Advani's visit to Pakistan. So if his visit is appreciated in the new
resolution, it is fine. But the message that has gone down from
Karachi must be countered in some unambiguous way in the new
resolution otherwise the RSS will not be pleased."

Dr Wilfred de Souza reminds me of an earlier generation, which felt 
superior mainly on the grounds that they were Catholic, of an upper-middle 
class background, and simultaneously very highly educated in times when 
few had access to such qualifications. (Of course, there are many Goans 
Catholics who feel superior even without the benefit of any education 
worth its name, but that's another story.)


As far as caste goes, I have no grounds to make a comment
on how the doctor perceives it. What I can say is that when
he became chief minister for the first time (around 1993),
some of my Hindu Brahmin journo colleagues half-jokingly commented
that it was the first time that "a Brahmin" had become a
chief minister in post-Liberation Goa (known more, since the
sixties, for its somewhat aggressive and
counter-discriminatory Bahujan Samaj politics).
While this was half in jest, it also underlines the point
that feelings of caste solidarity can and do -- sometimes -- cut
across religious lines.

On the other hand, I would suspect that, like many Catholics of his 
generation (and younger ones too!), the surgeon-politician is probably 
just oblivious to how caste cuts in current times... and accept all that 
comes one's way by way of being born with a golden/silver spoon as a 
natural right. No questions asked.


In the political lore of Goa, however, Dr Wilfred de Souza and his then 
political close-aide, Govinda Panvelcar, are credited with calculatedly 
working towards the downfall of the by-then-disliked Shashikala Kakodkar 
government (in 1979). They did it very shrewedly, by studying, almost as a 
sociologist would do, the caste and communal equations in each 
constituency -- and allocating the seats to the 'right' people of the 
'right' background in each place. They won a thumping victory.


Makes sense, this explanation. That is the only way one can explain the 
land-slide Congress(U) win in Goa in January 1980, even though the party 
had hardly any clout elsewhere in the country. (Subsequently, once it 
ascended the throne and power, the Congress lost its ability to 'share 
out the spoils' more equitably among various segments of the population, 
including caste groups.)


As far as Dr de Souza "opting" for Goa, I think not everyone takes this 
decision on the basis of financial returns alone. In addition, he had 
already spent some of his years abroad, and could be seen as an early 
returnee to Goa. There are many who stay on in Goa, who could have taken 
the migration-route, a tradition among the Goan Catholic. Not everyone of 
'export quality' is actually exported! If this rule applies for other 
fields, why won't it apply for politics too?


Then, there's another issue:

Dr Souza was a dyed-in-the-wool in UGP (United Goans Party) politics 
of the 'sixties -- an ideology which went down rather well with the 
Catholic upper middle class (and other less-affluent co-religionists, 
through the extension of the former's hegemony) in Goa. That was till the 
futility of religion-based capitalist-controlled and reforming-promising 
politics became clear with the arrival of less-"feudal" parties like the 
Congress and Janata in the 'seventies or the BJP in the 'eighties. Not 
that the latter were necessarily better, but they brought in another 
dynamics of building majorities and winning elections.


My view is that the pace and direction of change shocked Goans, specially 
the Goa-based Catholic Goan, when he encountered it in the 'sixties. Some 
of that era haven't resolved the hurt they felt, at being side-lined in 
say government jobs, known fully well they were the better candidate. (We 
can find some such sentiments coming up on the Net all the time, and in a 
way, this could probably be understood. The Catholic Goan who came in 
from, say, Africa or Bombay, viewed the issue quite differently from the 
Goan-in-Goa.) I may be wrong here, but there was some issue of Dr Souza 
being unfairly sidelined.



This could have been a factor in a decision to stay on and
bounce back.

In addition, politics gives its own high. Dr Souza is also addicted to the 
game of politics, of which he is a skilled player, even if seen by 
critics to have a destructive strategy sometimes.


After the nineties, a number of prominent UGP politicians (it would be 
unfair to single out Dr WdeS alone, because it also included Dr Luis 
Proto Barbosa, Francisco Sardinha, and many others) found it more 
rewarding to work out bizarre alliances with their 'ideological 
opposites', the MGP or even the BJP. In a way, one could say, their 
ideology was very similar to each other -- though they appealed to 
different sides of the religious fence.


Dr Wilfred de Souza, unlike say Churchill Alemao (who is a Chardo, but 
with a far greater sub-altern image in part explained by a poor education 
due to a difficult childhood) is seen as having

Hanuman Kambli is one of India's foremost printmaker. He is an outstanding 
artist, Painter and Teacher and is Artist-In -Residence at Central TAFE during 
May/June 2005. His work addresses his personal experience of Indian mythology 
and philosophy and is currently the Head of Printmaking Studio at Goa College 
of Art.

He has an international reputation and since 1986 his work has been exhibited

About three years ago, Dr. Ana Pinto, an archaeologist at Arizona State 
University, was driving past a natural outcropping in northwest Spain and - 
screech! - she put the brake to her car.

She had just spotted a limestone cave that she sensed might have once been 
settled by prehistoric humans.

For the next six months, she excavated the cave by hand, pushing through 
animal waste, bones, mud and human artifacts. By the time she had dug some 
nine feet deep, she knew she had hit the archaeological jackpot.

"This cave at Sopeña is almost unique because it has signs of continuous 
hominid habitation for at least 60,000 years," she said. "This is an 
incredibly rare find." 

Dr. Pinto, 45, who was born in Spain, came to New York City recently to 
receive an award from Wings WorldQuest, a foundation supporting women who make 
careers as explorers and scientists.

For people in her field, she said, it often pays to think "like a Neanderthal."

PANAJI, JUNE 9: It appears that only seven Congress MLAs will be sworn in 
tomorrow in Goa despite the Nationalist Congress Party's reported threat 
to withdraw support to the Pratapsinh Rane government if a second NCP MLA 
is not accommodated.


With this expansion, the strength of the three-day-old Rane ministry will 
rise to 10. The support of the two-member NCP is crucial to the Congress, 
which has 18 MLAs and enjoys a slender majority.

If the Congress does not accommodate the second NCP MLA, Micky Pacheco, 
and the party pulls out, Goa may be plunged into fresh political 
uncertainty. The NCP has said it intends to team up with the BJP and MGP 
to form an alternative government - it was in talks with them last week. 
Unfazed by the NCP threat, Goa Congress chief Ravi Naik today said seven 
MLAs would be sworn in tomorrow. He refused to announce their names.


Naik said two positions have been kept vacant: one will be reserved for 
Filip Neri Rodrigues, the independent member whose case of 
disqualification is pending in the court. He refused to name the other 
beneficiary.


Earlier, state NCP chief and cabinet member Dr Wilfred D'Souza raised the 
political stakes by saying his party would pull out if Pacheco is not 
inducted tomorrow.


The Congress high command is reportedly opposed to another NCP member 
being accommodated when D'Souza has already been made deputy chief 
minister. D'Souza responds by saying the decision to induct Pacheco was 
taken at the highest level and the NCP will pull out if this is not done.


Naik counters that the Goa Congress has nothing to do with the move and it 
needs to be sorted out at the national level.


Digamber Kamat, Babush Monserrate, Pandurang Madaikar and some 
newly-elected MLAs are likely to be sworn in along with Dayanand Narvekar, 
Luizinho Faleiro and Subhash Shirodkar. Jeetendra Deshprabhu or Ms 
Victoria Fernandes are likely to join them on the podium tomorrow.

DUBAI - Dubai underwent a major power disruption following a technical fault
at Jabel Ali power station since 9.30am. Sources at Dubai Water and
Electricity Authority told Khaleej Times that it would take a few hours to
restore the supply. Traffic on the roads were also affected as signals
failed. Policemen have been deployed to manually direct the traffic. Police
sources said there were a few minor accidents. 

Mobile phones also went dead following the power disruption. Services at
Rashid Hospital were partially affected while functioning of Dubai Hospital
was normal. Police sources said that some people were caught in lifts.

Agencies add:  Dubai Police Cpl. Nasser Musa said a cable had caught fire
and workers were struggling to extinguish the fire. He said engineers hoped
to have the power restored in an hour or less.  Officials contacted in the
capital Abu Dhabi said the outage appeared to be confined to Dubai.

Dubai was hit by a power outage for more than one hour in 1999 which the
Dubai Electricity and Water Authority (DEWA) blamed on "a sudden drop in the
gas fuel control feeding the power plants in Jebel Ali," where the stations
are located.

The outage affected most of the emirate and stretched as far as the
industrial zone of Jebel Ali.

Last year, the neighbouring emirate of Sharjah was hit by a two-hour power
outage which caused disarray as people were trapped in lifts, mobile phone
signals went out and water pumps ground to a halt.

I recollect his heroics at the Athens Olympiad in 2004.

The other big Mumbai-based name in the Indian team is Viren Rasquinha. Thanks 
to Eustaquio who regularly reminds me/us when infamous hockey tourneys - 
Azlan, Champions, W.Cup, etc or a series are held.

Incidentally, the Canadian hockey team is comprised of many players from 
India. Robin D'Abreo, born in Mumbai, is presently the most capped player for 
Team Canada that last qualified for an Olympiad at Sydney 2000.

In the last 5 or so years there appears to be a "plan" in place at the 
grassroots level, here in Canada, as we now see high school tournaments for 
field hockey.

India haven't seen any major glory since the days of Zafar Iqbal, Mervyn 
Fernandes, Surinder Sodhi and gang during the boycott-plagued Moscow Olympiad.

The Congress-led government on Thursday night appeared headed towards 
trouble as key coalition partner NCP threatened to withdraw support 
protesting non-inclusion of one of its MLAs in the ministry which is 
set to be expanded on Friday with the induction of seven new faces.
The NCP Goa chief Wilfred D'souza told reporters in Surat tonight "we 
have threatened to withdraw the support if the commitment of including 
our representative (Mikky Pacheco) is not honoured".
The Congress and its allies like NCP have 21 while main opposition BJP 
and allies have 17 in the 40-member state assembly with an effective 
strength of 39. One MLA Philippe Neri Rodriquez has been qualified.
D'souza charged that Congress was being "very very communal" and 
Congress "is turning out to be more communal than BJP."
He said Pacheco was one of the five MLAs who had resigned from the 
state assembly when BJP was in power reducing the saffron party-led 
government to minority in March this year. Out of the five MLAs, four 
returned triumphant in recent by-polls and if three of them could be 
given ministerial berths why not Pacheco, he asked.
"And why not one? Because he is Mikky Pacheco?" said D'souza alleging, 
"This is communal, very very communal. Congress is turning out to be 
more communal than BJP."
The threat by NCP came just a couple of days after a coalition 
government headed by veteran Congressman Pratapsinh Rane was sworn in 
ending three months of President's Rule in the state and came a day 
ahead of expansion of the ministry by the Chief Minister.

Margao: The All India Football Federation's (AIFF) decision to revoke its 
ban on foreigners in the second division of the NFL had an immediate 
impact on the Goa Football Association (GFA) as Cabral Sports Club, the 
only Goan club to qualify for the second tier, submitted a letter to the 
GFA informing their decision to disband the team.


In a letter to the GFA, president of the club Francisco Cabral, stated 
that the earlier AIFF ban on foreign players had deprived them of a chance 
to qualify for the premier league as they had two foreigners who are now 
playing for Fransa.


"Now that the AIFF has revoked its decision, we have no quality players as 
nine of our boys have signed in inter-state transfer," he said. (PTI)
