Proving that there are opportunities in her ancestral land, NALINI DE SOUSA, a Goan born and brought up in Portugal, has come back and successfully set anchor in Panjim. The conversation is short but straight to the point. Nalini does not disappoint me. In Lisbon we are nothing else than a number. Here everyone has got a name and a personality. I go to the market and know the name of my vegetable vendor, shoots Nalini, when I ask her if life is better in Goa. Finally something else than the usual ladainha of complaints and moans by migrant Goans who come back for short holidays on the beach with fat wallets and big words. Nalini Elvino de Sousa is a rare -- but not a lone -- case of a young Goan who has grown up in the shining developed world but chose to discover her roots and contribute for the development of Goa. Born in 1973, in Lisbon, she interacted with her Goan origins from a young age, dancing for the Ekvat group (Casa de Goa) and visiting her relatives in Goa every two years or so -- a romantic place I loved visiting she tells me smiling. There is not much to be said about Nalini's life in Lisbon. A normal Portuguese life with some Goan flavour here and there. That was before she interrupted her graduation in Chemistry at Lisbon University to get married to Dr. Bossuet Afonso (of Campal, Panjim), who was then studying in England. That was in 1998, certainly a turning point in her life, moving back to her ancestors' land from which her parents had left almost four decades ago. My Portuguese friends thought I was quite crazy to move here, in the end, it is the frightening image of India which prevails. But some have come to visit me and have changed their mind. Among the things she misses the most are her friends, cinema and food. So what was so strong to make her move here, I insist. Surely both had promising opportunities in Europe, I argue. My husband! she replies instantly, before adding something less sentimental: There are many Goans who want to leave, but we decided to stay and do something for Goa. And probably, after completing my graduation in Lisbon, I would have become just another unemployed person. Here I am my own boss she states proudly. We decided to settle in Goa and though there were some initial bureaucratic difficulties for me, I am not disappointed; today I would make the same choice again. Nalini and Dr. Afonso have a four-year old son, Anish. We speak Portuguese to him, but he goes to an English kindergarten. How did Nalini's professional life develop? Making the best out of her Portuguese background, she taught her mother tongue at the Instituto Camoes and at Our Lady of the Rosary School in Dona Paula. In the meantime, she also completed her M.A. in Portuguese Literature from Goa University and is now following a graduation course from a Lisbon university by correspondence. Recently she has also founded the new Portuguese-language kindergarten and cultural centre Communicare, based in Porvorim. We plan to start courses and teaching in other European languages very soon. There is much to be done in the education sector in Goa, she believes. But her main achievement is her own business, which she started in 2001 with the help of her mother. Their shop 'A Nau' -- http://www.anau4u.com -- is known all over Goa for its imported Portuguese food, wines and souvenirs. We started in Caranzalem, but the shop was small and people complained about the location. We then moved here to Panjim with great success, she says, though pointing out that the Portuguese suppliers are not very interested in exploring Goa's market. Thus the prices are a bit high for many people. Yet, if not a shop, 'A Nau' certainly would have been a museum, being so nicely arranged. People come here just to look at our products and to speak Portuguese to me, she tells me. Some Brazilian music plays in the background. So, Nalini, what are you in the end, a Goan or Portuguese? I feel both Goan and Portuguese, she says, smiling. In Lisbon I used to promote my Goan origins and identity. Here, in Goa, I feel I have to defend my Portuguese side. That is a necessity all

With Goa becoming an all-year destination, Suri feels there is a great scope of business as demand for Goa as a wedding and corporate destination grows. Earlier people wanted a second home in Kasauli or Mussorie. Today, most people want a home in Goa, says Suri. Nearly 680 charter flights arrived in Goa last year, a jump of over 40 per cent over the previous year. This year, nearly 750 flights are expected to touch down.

The Rane cabinet which met this afternoon approved Monorail service connecting major towns of the state. How much money has the state invested in KRC's skybus? Can this investment be liquidated without too much of a loss? If Goa govt is not willing to buy into skybus technology then who will? Btw, what were the options considered by the Rane govt for intra-state transport of passengers and freight? What were the pros and cons of each? It is not enough to say that XYZ is used in this or that foreign country and hence we can go for it in Goa! This may be a surefire way for BOOM (and BOOT) to go bust.

I have been following some of the posts on Dinesh D'Souza. As has been said, whether one agrees with his philosophy or not, one needs to give him credit for his success within the Think Tank at a high level of America's social policy makers. As a Goan community, we should be glad to have members in various camps so that when needed we have a variety of resources to count on. However for the Goan community to call on Dinesh D'Souza (when needed), what has the Goan community done to help him. Through out al this debate, there were no post from Goans in the Washington DC, Maryland, Virginia area. What has the WGD from this U.S. region and this country (U.S.) done to recognize him? Have they ever invited him as a chief guest / speaker? Or does the whole of USA invite Dinesh D'Souza (even as a paid speaker), except the Goans? One could also ask what has Dinesh D'Souza done for the Goans in the USA? He goes on to paraphrase DSouza as arguing in his book, The End of Racism, that the oppressive conditions of life among black Americans is more a result of their civilizational collapse than of the persistence of structures of racial discrimination. Prashad takes the contrary position that this is a false contrast of racial stereotypes. He says that the attainments of Asians in the US are not caused by natural or cultural selection; rather, they are the result of state selection whereby the US state, through the special-skills provisions in the 1965 Immigration Act, fundamentally reconfigured the demography of south Asian America. Mario replies: There is no doubt that the the US set the bar quite high for immigrants from India, as Mr. S.L. Rao correctly states, unlike Australia, Canada and the UK. However, the Indian-American community still had to bridge the cultural divide and compete head-to-head with the best and the brightest in America, from native born to other immigrant groups. No one in America just gives a new immigrant group its success. This has to be earned the old fashioned American way, and the Indian community has risen to the challenge and has used it's unique advantages to reach the top of the economic pyramid in this most competitive of countries. So, I would argue, it is quite justified in considering itself a model minority in America and an example to other American minorities as well as the majority community, of the benefits of excelling in higher education, working harder than anyone else to make it more difficult for others to discriminate against them, and strong family values. I may not go as far as Dinesh D'Souza in calling Indian-Americans a special breed because there are many more in India at least as qualified as the Indian-American and willing to work just as hard. However, I would also not try and devalue the Indian-American community as some naysayers and Mr. Rao seem to do, and to discount it's enterprise, ingenuity, immigrant spirit, and the courage to leave the warmth and security of friends and family in India and compete in America at the highest levels of enterprise in the world. That American spirit, in my never humble opinion, is what distinguishes the Indian-American from other Indian immigrant communities.

Director, TSKK MESSAGE You are aware that lovers of Roman script were following the enactment of Official language Act 1987 on 4th February, 1987 asked to compromise on the demand for Roman script Konkani for the sake of Goan unity. What turned out is that only the diocesan run schools teach Konkani in Devnagiri at the Primary school level. All others teach English or Marathi and other languages. Owing to an unfamiliar and non standardized Konkani vocabulary ( which does not match the Konkani language as spoken by 95% Goans ) and is written and taught exclusively in the Devnagiri script, parents who cant afford education opt to put their children in English schools. 18 years after the Act was passed it has dawned on the lovers of Konkani in Roman script that the ends of justice must be met NOW or NEVER as only the use of Devnagiri script has benefitted a miniscule section of the Society familiar with this language and script. Konkani continues to suffer and will affect the future of Goa and Goans. According to Fr. Pratap Naik sj Thomas Stephen Kendra Porvorim just as a bullock cart needs two wheels to move so also does Konkani in Goa needs both the Devnagiri and the Roman script to progress Though this realisation has dawned late in the day it is never too late. Towards this end resolutions were moved at a meeting convened by Dalgado Konknni Akademi (DKA), at Margao, Goa on August 08, 2005 in the presence of Konkani Roman script writers, tiatrists, artists' and Roman script lovers at Grace Church Hall, Margao, Goa on Monday, 8th August 2005 at 4.00 p.m. *** We demand of the Goa Government an EQUAL STATUS for KONKANI in Roman Devnagiri script RESOLUTION 1. Goa's Konkani community is divided into two groups, namely those who read and write Konkani in Devnagari script, and those who read and write Konkani in Roman script. Therefore Goa Government should give equal and official status to Konkani written in Devanagari and Roman scripts. For this the Govt. should modify the Language Act accordingly. The present Language Act,1987 2. (c) reads Konkani language means Konkani language in Devanagari script. We propose the following amendment to 2. (c): Konkani language means Konkani language in Devanagari and Roman scripts. 2. Goa Government recognizes Marathi Akademi as the official Akademi for Marathi in Goa and gives grants. Similarly, Goa Government must recognize Dalgado Konknni Akademi (DKA) as the official NGO of Konkani in Roman script and give the same amount of grants which the Govt. gives to Goa Konkani Akademi (GKA) and Marathi Akademi. 3. So far, Goa Govt. has not appointed the president of GKA from the Roman script group. The term of the present GKA president will be completed in the month of November 2005. Hence this time Govt. must appoint the president of GKA from the minority community. In the future, Govt. could appoint the president by turns from Devanagari script and Roman script groups. 4. GKA is a Govt. institution. At present a nominee of the All India Konkani Parishad is the ex-officio member of GKA. GKA Constitution must be amended to include a nominee of Dalgado Konknni Akademi as the ex-officio member of GKA. Goa Govt. appoints three persons eminent in the field of Konkani language, literature or culture as ex-officio members of GKA. While nominating these three persons Govt. should give equal representation to Devanagari and Roman script groups. 5. In the past Kala Akademi (KA) used to give annual prizes for books published in Devanagari and Roman scripts. For the last many years it has stopped giving awards to books written in Roman script. KA should be ordered to give awards to Roman script Konkani writers, and extend to them all other projects and schemes which are available to Konkani in Devanagari script. 6. Kala Akademi gives Gomantak Sharada Puroskar to Konkani writers in Devanagari script and Marathi writers. In future KA must consider and give this prestigious award to Roman script writers and artists as well. 7. Kala Akademi is established to promote the culture of Goa. Hence it should be asked to hold competitions and to promote non-stop Konkani drama, one-act plays in Konkani in Roman script, Mandos, Dekhnnis, Christmas carols, Church hymns, Motets, Intruz khells, Kantaram, Kunbi songs and dances, and other folk arts. 8. Newspaper reading habits catching up in (parts of) Salcete SOURCE: Herald By Herald Reporter * Aug 3, 2005 MARGAO, AUG 2: A newspaper stand for public reading may not be a common sight in Goa as yet, so to say. But, welcome to the interiors of the Velim-Ambelim belt, where one Could huddle around a small shed -- housing a newspaper stand -- to have a glance at the daily news. So far, about 10 such stands have come up across these villages and plans are afoot to spread the movement in neighbouring Assolna village as well. Says the architect of the movement, Anthony D'Silva, a tutor by profession, The idea is to inculcate a newspaper reading habit amongst the locals during their idle time. My plan is to open newspaper stands every two kilometres in these three villages. And, if D'Silva is to be believed, the response for the novel concept is fast catching up amongst the local populace. We found that people literally wait for the morning newspaper on the stands, especially in the Other Backward Communities (OBC) dominated areas, he said. D'Silva hit on this novel idea after the local Chaplain, Fr Eusico, asked him to do something to inculcate reading habits amongst the younger generation. This concept is being successfully put into practice in the Shiv Sena shakas (centres) in Mumbai and I thought why not give it a try in my own village, D'Silva maintained. The whole prupose is simple: I give the people an opportunity to go through the daily news at a place where they while away their time. Just by standing near the public place, I am sure people will read news by default. According to him, the people, no doubt, can afford to buy a newspaper, but either find no time to buy it or go through it at home. But how long will this movement continue, especially when it requires funds to keep it going? Says D'Silva: I have only provided the stands and the sheds. While the cost of newspapers have been borne by some individuals. And, he says, he can continue with the concept at least for the next one year, after which he intends to make the people contribute for the facility. ENDS

Proving that there are opportunities in her ancestral land, NALINI DE SOUSA, a Goan born and brought up in Portugal, has come back and successfully set anchor in Panjim. The conversation is short but straight to the point. Nalini does not disappoint me. In Lisbon we are nothing else than a number. Here everyone has got a name and a personality. I go to the market and know the name of my vegetable vendor, shoots Nalini, when I ask her if life is better in Goa. Finally something else than the usual ladainha of complaints and moans by migrant Goans who come back for short holidays on the beach with fat wallets and big words. Nalini Elvino de Sousa is a rare -- but not a lone -- case of a young Goan who has grown up in the shining developed world but chose to discover her roots and contribute for the development of Goa. Born in 1973, in Lisbon, she interacted with her Goan origins from a young age, dancing for the Ekvat group (Casa de Goa) and visiting her relatives in Goa every two years or so -- a romantic place I loved visiting she tells me smiling. There is not much to be said about Nalini's life in Lisbon. A normal Portuguese life with some Goan flavour here and there. That was before she interrupted her graduation in Chemistry at Lisbon University to get married to Dr. Bossuet Afonso (of Campal, Panjim), who was then studying in England. That was in 1998, certainly a turning point in her life, moving back to her ancestors' land from which her parents had left almost four decades ago. My Portuguese friends thought I was quite crazy to move here, in the end, it is the frightening image of India which prevails. But some have come to visit me and have changed their mind. Among the things she misses the most are her friends, cinema and food. So what was so strong to make her move here, I insist. Surely both had promising opportunities in Europe, I argue. My husband! she replies instantly, before adding something less sentimental: There are many Goans who want to leave, but we decided to stay and do something for Goa. And probably, after completing my graduation in Lisbon, I would have become just another unemployed person. Here I am my own boss she states proudly. We decided to settle in Goa and though there were some initial bureaucratic difficulties for me, I am not disappointed; today I would make the same choice again. Nalini and Dr. Afonso have a four-year old son, Anish. We speak Portuguese to him, but he goes to an English kindergarten. How did Nalini's professional life develop? Making the best out of her Portuguese background, she taught her mother tongue at the Instituto Camoes and at Our Lady of the Rosary School in Dona Paula. In the meantime, she also completed her M.A. in Portuguese Literature from Goa University and is now following a graduation course from a Lisbon university by correspondence. Recently she has also founded the new Portuguese-language kindergarten and cultural centre Communicare, based in Porvorim. We plan to start courses and teaching in other European languages very soon. There is much to be done in the education sector in Goa, she believes. But her main achievement is her own business, which she started in 2001 with the help of her mother. Their shop 'A Nau' -- http://www.anau4u.com -- is known all over Goa for its imported Portuguese food, wines and souvenirs. We started in Caranzalem, but the shop was small and people complained about the location. We then moved here to Panjim with great success, she says, though pointing out that the Portuguese suppliers are not very interested in exploring Goa's market. Thus the prices are a bit high for many people. Yet, if not a shop, 'A Nau' certainly would have been a museum, being so nicely arranged. People come here just to look at our products and to speak Portuguese to me, she tells me. Some Brazilian music plays in the background. So, Nalini, what are you in the end, a Goan or Portuguese? I feel both Goan and Portuguese, she says, smiling. In Lisbon I used to promote my Goan origins and identity. Here, in Goa, I feel I have to defend my Portuguese side. That is a necessity all migrants feel when away from home. Having diplomatically avoided my question, I make a second attempt. Do you speak Konkani? The answer is satisfactory and I feel she is on the right track to become a niz goenkar: I am learning Konkani with a private teacher. And I completed a course back in Lisbon, before coming to Goa, she assures me. Nalini's initiative carries a strong message. There are plenty of opportunities here and there is so much to do, perhaps like in Portugal during the 60's and 70's, she suggests.

The woman responded that she and the man might eat any of the fruits, but if they either touched or ate the fruit in the midst of the garden, they would die. The serpent told her she will not die, for God knows that if she eats the forbidden fruit, she will be like God, knowing good and evil. Seeing that the fruit was good for food, pleasant to see, and offered wisdom, she ate some and gave some to her husband to eat. Then their eyes opened and they were embarrassed at their nakedness. So, they sewed fig leaves together and made coverings for themselves. And this is how clothing originated. In the cool of the day, when they heard God walking nearby, the man and his wife hid among the trees. When God called for them, they came out of hiding. The man said he hid out of fear of being seen naked. God asked the man who told him he was naked and did he eat from the forbidden tree. The woman you gave to be with me, gave me the fruit and I ate it, said the man. When God asked the woman what she had done, she blamed the serpent for tricking her. The serpent was not asked. God curses the serpent above all other animals. It is to crawl on its belly and eat dust for the rest of its life. The woman and the serpent will hate each other, and so will their offspring. The man will bruise the serpents head and the serpent will bruise his heel. God multiplied the womans pain during childbirth, yet she shall desire her husband and he shall rule over her. And this is how man came to rule over a woman. Until the last century, woman was the slave of man. It took centuries for the woman to win over her right to equality. Today, most women in India are free from the bondage of slavery, and they enjoy equal rights as that of a man. In Goa, it was altogether a different ball game for the common man and woman who were both the slaves of the Portuguese regime. While some men received education, most women remained illiterate. There were hardly any women employed in Goa during the erstwhile Portuguese regime because they lacked educational background. Only the chosen ones enjoyed privileges of life, and they were none other than the landlord families. In those days, girls studied very little they would join the Escola Primaria (Portuguese Primary School) and drop out within a year or two. They would, at the most, complete Primeiro Grau; very few completed Segundo Grau a qualification with which one could easily get a job then. Girls mostly became housewives; hence, they did not study much. Girls parents would say: Ek pavtt kazar zatoch, cheddum kuznan somptelem; tor xikovn koslo faido? Vachunk-borovnk xiklear puro! (Once married, the girl will end up in a kitchen; so, whats the use of studying? It is enough if she learns how to read and write!) Parents, especially the mother, always wished for a first born to be a girl because she could be a great help to her. Thus, a first born girl would go on to become a second mother to all children born after her, and she carried on this role until she got married. In time, the experience gained in the field helped her raise her own family in a better way. She also took care of the house and learned how to cook food for the family. However, it is a different story in todays world. Many want to have sons who they feel will grow up and earn money and look after them in their old age. But a daughter is seen as a burden to be married off with dowry (still exists in some parts of Goa) given to her husband. In a country where newly-wed brides are blessed with the saying May you be the mother of a hundred sons, the ratio of girls to boys has become increasingly skewed over the years. Its a future without women in a country where today young brides are burned to death over dowry, where female fetuses are aborted and baby girls strangled or left to die. How do families that murder their babies sleep at night? I wonder! In the olden days, in the absence of education, xivonn-suth (needlework or custura [Portuguese]) played a vital role in a girls future. One of the few qualifications that a girl could earn in those days was a tailoring course, which also included embroidery. The course was considered as one of the

Hello Philip Thomas and Gilbert Lawrence, regarding a big disconnect between what you call Goans in cyber Goa and the native (sic) Goans, this has been a much debated issue here on Goanet. There sure is a gap, but also there sure are already many working on the terrain to shorten it. My contribution, you might have been seeing it, is fortnightly in the Goan Observer, since January. My Global Goan column focuses on this divide and seeks to bridge the gap by x-raying our Diaspora, but also highlight cases of success, disappointments, examples among the Goan Diaspora. Why have leopards and monkeys come in conflict with residents in the villages ? Do people know that snakes need not be killed and the Forest Department can be contacted for assistance ? Do people know the procedure to be followed to get a licence for felling a tree ? Is the Citizens Charter of the Forest Department available in a village Panchayat and Municipal Council ? What role can Service Clubs and NGO's play in making the Forest wildlife laws known to people ? How can Educational Institutions in partnership with the Forest Department help to increase the green cover of Goa ? What collaboration can be undertaken by Panchayats and the Municipal Councils with the Forest Department to increase the awareness amongst the citizens ? Director Resolutions passed during Roman script Konkani writers, tiatrists, and artists' meeting held at Margão on August 08, 2005 More than fifty Konkani writers, tiatrists, and artists and readers of Roman script Konkani held a meeting at Grace Church hall at Margão on Monday, 8th August 2005 at 4.00 p.m. The meeting was convened by Dalgado Konknni Akademi (DKA), to demand equal status for Roman script Konkani with that of Devanagari. Mr. Tomazinho Cardozo, the president of DKA, DKA Executive members Mr. Wilson Mazarello and Fr. Pratap Naik, S.J., well known tiatrist Mr. Mario Menezes addressed the gathering, and explained the need of including Roman script Konkani in the Language Act. (c): Konkani language means Konkani language in Devanagari and Roman scripts. 2. Goa Government recognizes Marathi Akademi as the official Akademi for Marathi in Goa and gives grants. Similarly, Goa Government must recognize Dalgado Konknni Akademi (DKA) as the official NGO of Konkani in Roman script and give the same amount of grants which the Govt. gives to Goa Konkani Akademi (GKA) and Marathi Akademi. 3. So far, Goa Govt. has not appointed the president of GKA from the Roman script group. The term of the present GKA president will be completed in the month of November 2005. Hence this time Govt. must appoint the president of GKA from the minority community. In the future, Govt. could appoint the president by turns from Devanagari script and Roman script groups. 4. GKA is a Govt. institution. At present a nominee of the All India Konkani Parishad is the ex-officio member of GKA. GKA Constitution must be amended to include a nominee of Dalgado Konknni Akademi as the ex-officio member of GKA. Goa Govt. appoints three persons eminent in the field of Konkani language, literature or culture as ex-officio members of GKA. While nominating these three persons Govt. should give equal representation to Devanagari and Roman script groups. 5. In the past Kala Akademi (KA) used to give annual prizes for books published in Devanagari and Roman scripts. For the last many years it has stopped giving awards to books written in Roman script. KA should be ordered to give awards to Roman script Konkani writers, and extend to them all other projects and schemes which are available to Konkani in Devanagari script. 6. Kala Akademi gives Gomantak Sharada Puroskar to Konkani writers in Devanagari script and Marathi writers. In future KA must consider and give this prestigious award to Roman script writers and artists as well. 7. Kala Akademi is established to promote the culture of Goa. Hence it should be asked to hold competitions and to promote non-stop Konkani drama, one-act plays in Konkani in Roman script, Mandos, Dekhnnis, Christmas carols, Church hymns, Motets, Intruz khells, Kantaram, Kunbi songs and dances, and other folk arts. 8. Govt. must name its new theatre for the performing arts in Margão, in honour of Late João Augustinho Fernandes, who is popularly known as Pai Tiatrist. By doing this Govt. will honour a great Goan tiatrist and his minority community. If this is not done we are forced to consider it as an insult done by the Govt. to Goans and Goan tiatrists and artists. 9. Tiatr is the most popular form of theatre in Goa. To promote this local art form Goa Govt. should make available its theatres in Panaji, Ponda and elsewhere at subsidized rates for tiatrs. This generous gesture of the Govt. will boost the tiatr industry. 10. Goa Konkani Akdemi, Kala Akademi, Directorate of Art and Culture, and other Govt. departments while publishing Konkani books, should publish them in both Devanagari script and Roman script. 11. In school syllabus, lessons from Roman script Konkani must be given equal representation without changing the language and style. In college and university syllabus Konkani literature written in Roman script should be taught in Roman script itself. Students who opt for Konkani as a major subject at T.Y. B.A.

Hello Goanetters Seems the present topic of these days is Garbage. If I am not mistaken few days ago Mr. Tomazin Cardoz, had written a lovely article on this subject. And had also said that he would send the blueprint of the project to the present chief minister. Seems garbage problems are existing all over, Moira, Bicholim, Panjim (under the bridge? As Dr Willy says) well, and soon they will increase and multiply, what is our present Government deciding on it? With problems brewing in the present leadership of Pratapsingh Rane, Wonder if these major problems will ever be solved. For five years the tanker problem in candolim could not been solved. Only words, and blames, and now, this garbage problem. Wonder what happens to the ministers once they occupy the top seats. Other surprising news is that the selection of freedom fighters to go to Delhi, and non, from minority community. Wonder what happened to them. Democracy In a multi party system Tomazinho Cardozo Democracy is the best form of governance because it is the people who posses the power of deciding who their rulers should be. A genuine democracy, therefore, is an active and progressive force responsive to the will of the people. Accordingly, the successful working of democracy will depend on the intelligence, interest and civic sense of its citizens. Is it, therefore, possible to create such citizens in a thickly populated and a semi-literate country like India? Is it not atleast possible to have genuine democracy in a small state like Goa in which the population is low and the literacy rate very high? In our daily lives, we have the habit of blaming politicians for anything and everything, good or bad, that takes place in our society. Democracy and democratically-run governments can be a boon for the development of the society provided each and every citizen acquires a high degree of civic sense. This requires self-control and devotion to any common cause. People should be prepared to sink minor differences and co-operate for the general good of the society. In other words a give-and-take attitude will go a long way in establishing an ideal democracy. The multi-party democratic system followed in our country is yet another disadvantage to impose the will of the majority. When there are more than two political parties, it becomes difficult to get more than 50% votes in an election. As the votes are distributed among numerous parties, all parties poll less than 50% of votes and are able to form the Government. In fact, a democratically elected government should have been a government elected by a majority of the people. This does not happen in our country and we, in the name of democracy, are ruled by a government elected by a minority. The present trend of coalition governments is still worse. We have discussed this earlier and hence I would not like to comment on it again. I think our democracy can be an example to others if our political leaders, leaving aside all their selfish interests, are courageous enough to turn to a two party system. I will not hesitate to say that the present democratic form in our country encourages communalism. The irony of the situation is that even the political parties swearing in the name of secularism field a Hindu candidate in a constituency dominated by Hindus, a Muslim candidate in a constituency dominated by Muslims, a Christian candidate in a constituency having a majority of Christians, so on and so forth. These being the facts, in what way are our leaders promoting secularism? The system also indirectly advocates the evils of caste and creed in our society. Otherwise how can one explain the concept of fielding candidates from the Bhandari community, the Saraswat community, etc. etc. in the constituencies having a sizeable population of these communities? Organization of elections is the first step for the formation of the democratic government. It is unfortunate to observe that the process of elections, the very foundation of our democratic set up, is corrupted with communalism and casteism. In the present times politicians have the tendency to make politics a gainful profession. Gone are the days when politics was pure social service. Extravagant expenditure in the day to day administration, including the facilities to the legislators, has become a way of political living. Can a poor country like India afford these luxuries? Interference of elected representatives in each and every aspect of administration has rendered the bureaucracy practically ineffective. Many a time laws are bent as per the wishes of the elected representatives to suit their vested interests. Party organizations exercise undue influence on the government and create lot of tensions in various communities in our country. This is what todays democracy contributes to the development of our society. The concept of democracy is good. It is an ideal system of governance. But instead of using it for the betterment of the people it is being misused for self development. It is not easy to remedy the situation. Even the developed countries have not achieved that much maturity in politics. But a beginning has to be made somewhere. The major question is whether we are electing the right people for the right posts. The candid answer is no. This is because of our party affiliations. We vote for the party without considering the character of the person for whom we vote. This trend has to be changed. Past services to the society and the character of the candidate should be the prime factor to be considered before casting our precious vote. Then only honest and sincere people will be at the helm of affairs. And this is in the hands of the citizens the voters. Shall we be in a position to see in our life time the enlightened citizens of our country voting for the individuals instead

I feel this people only talk, and this konkani script as far as Goans are concerned is a must and not Devanagiri Script. We just blabber over this issues, but nothing concrete comes out, only arguments galore you find in this net. I am not criticizing anyone on this subject, but this is my view point.
