The song is sung by Jr. Rod and Felcy, the only two professionally active tiatrist children of the late Minguel Rod and Rom Tony. Usually, a song consists of three verses and three choruses but this one has six verses and six choruses; hence, it is sung in two parts. It is the first song of Rom Tony's first cassette titled KUDDI BHOINN - Rom and Rod. At the time of the release of the cassette, Rom and Rod were a famous duo, which later on became Rom-Rem-Rod trio. So it seems, as the Land Acquisition Office here has set in motion the preliminary process towards acquiring 1.86 lakh sq mts of private property comprising of coconut garden and paddy fields. According to sources the Land Acquisition Office, Margao on Tuesday has asked the Revenue Secretary to accord administrative approval for the proposal made by the Resort under Part VII of LA Act to acquire land for a company. Herald inquiries further revealed that the matter was doing the rounds unofficially for the last couple of months, but the formal proposal from the resort came to the district Collector J B Singh only around November 10. With the proposal now being forwarded for administrative approval, officials say the final proposal for publication of section 4 of the LA Act will be submitted to the government no sooner the administrative approval for the proposal is received by the Land Acquisition Office. In the meantime, the starred resort is believed to have applied for NOC and zoning certificate from the Town and Country Planning Department. While making the proposal for land acquisition, the resort has argued that the tourists are unhappy with the existing facilities and demand to have outdoor activities too. We have facilities like swimming and indoor games for the entertainment and attraction of tourists visiting our resort, but the tourists demand outdoor activities, maintained the resort owner in the proposal. We feel the site in question located adjacent to the resort is more suitable for construction of golf course and related development, the resort owner said, adding the land is situated along the seashore within the restricted line of 500 mts from the High Tide Line. The resort owner has contended in the letter that since the land cannot be used for construction purpose, acquiring it for the golf course would not cause any damage or loss for the owners. And, he conceded that the landowners have not given a positive reply to its request for purchase of the land. Government officials, when contacted, sought to wash their hands off, saying they have only forwarded the proposal to the government for a decision. Should be deploy an array of equipment and leave it floating around for a day or should we wait for open waters and more amiable weather? Joaquim who fancies himself in the leagues of Vasco da Gama and Christopher Columbus wants to go ahead. Everyone else backs out and I now fear we are the guinea pigs of this expedition. They are going to learn from our mistakes and come out winners. Let me explain how our 'leader' (although he claims to follow a horizontal model) stuck his neck out. We are now attaching expensive equipment to a line that is NOT tethered to the ship. The line which has to remain vertical and has all kinds of stuff attached to it, also has funnel-like structures at the end of it which will collect sedimenting particles over a day. Remnants of phytoplankton that die and are eaten will fall into these 'sediment traps' as will everything else that can sink. Two pink buoys keep it afloat while a radio signal transmitter allows us to locate it. With the help of the Raytheon techs, we deploy the array of equipment while everyone else watches and shakes their heads. It's a very cold and gray morning but all goes well. However by afternoon, Alice Doyle, one of Raytheon's superhuman techs who once jumped into these waters in a bikini, thinks that our array is in danger. Large ice floes can come together to cover it and bury it under ice resulting in a loss of the radio signal and consequently the array. While our Fearless Leader stirs a cup of hot chocolate and mulls over this problem it happens! The array disappears, not a peep from the radio - nothing. All around us is whiteness. Alice barks orders into her radio while Fearless Leader takes his interns and goes to the deck to try and spot it. I am chewing my nails in my heated cabin. The captain takes charge and moves the ship ever which way, ramming into the ice floes, crushing them - destruction all around us. This 'Godzilla in Antarctica' act goes on for two hours while Joaquim and his interns desperately scan the whiteness like fishermen's wives waiting for their husbands. Then suddenly, Eric, another super tech who walks around in T-shirts spots the pink buoys. The radio will be silent for another half an hour. A classic case of low tech winning over high tech. But retrieving the array proves to be tough work. The floes won't let go - the array is embedded into the ice. Eric hooks it with a flamboyant lasso and the winch manages to drag it closer but because it could hit against the side of the ship it has to be yanked out with brute force. And believe me there is a lot of it on this ship. Because the shackles are small, Alice often works without gloves even though her hands look blue to me! Finally we get it back with not even a single piece missing. But who are hurt by Remo's actions? 1. The charitable causes that his donation supported last year and this year if he had participated in the events. 2. The many Goans whose livelihood depends on tourism (conservatively - 30% of Goa's economy). 3. Goan image - that Goa cannot pull-off a national meeting / festival. 4. If the next IFFI is not held, that's Rs- 100 crore less in Goa's economy and the lakhs individual visitors spend during their stay in Goa. The only peeve of Remo that I would agree with is that IFFI exacerbates the garbage problem that Goa has still to resolve. It is NOT the job of the government to provide hospitals to Goans. The same applies to schools. These are consumer-related enterprises that are best left to the private sector (indiviudal and collected Goans) as in the rest of India. I am only pointing this out because Goans always expect someone else to meet their needs and then they complain about the lousy job / service delivered. Ues it is the job f the governemnt ot provide good roads, adequate water adn electricity. But to do so it needs money ani poixe. Wake up Remo and Goans who think like him! I have just finihsed watching it and I liked it so much that I decided to go out to a nearby cybercafe to write a few words.. 10 beautiful songs, most reminded me watching/listening in its original tiatr in 70s 80s. It may be reminded that like Conception- Nelson- Anthony, ROM-REM-ROD were equally famous trio. Felcy is a daughter of one of them. This is realy an unique type of production never seen before. Congratulations to Felcy and her entire team. Well done Felcy, keep up the good work. All songs are beautifully sung/acted with indoors/outdoor scenes. Chairman is politically influential, non-Goan, thumb master without architectural or engineering or environmental skills. As regards members they are neither notable engineers nor architects nor environmentalist nor planners. But all of them know the art of keeping builders happy! If one traces Margao history from Margao Municipal Council to SPDA (then) one gross happening surface out predominately is the Land deal dealing of a vast land situated surrounding Margao SPDA market. In this case a non-Goan jeweler by profession turned builder was extended many favors by than politically influential non-Goan thumb master Chairman of Margao Municipal Council to the extent of granting highest ever FAR of 2.5! That jeweler returned that big favor by constructing and donating a plaza free of cost and organized lavish ceremony of influential politician's kin which Goa had never seen before. These two returned favors are also well known to all Madgaonkars. One senior citizen remarked Present MPDA is like day light robbery and we are taken for granted to accept the reconstituted MPDA. If this is how the MPDA can be constituted why they could not include my driver or my servant or my obedient guard on to MPDA at least they can speak and express themselves in commanding English. Yes I do know that there are no laid down criteria as to what should be the qualification of the chairman and members of MPDA; but that does not mean that a thumb masters be appointed as chairman and or members! I wonder what the roll of MPDA is. Is not this department meant to plan and develop our Margao? Or is it that our Margao is to be planned and developed by Margao builders and their views is endorsed by a thumb master chairman and members of MPDA? I also know that ruling party nominates its party loyalist on such posts but than that does not mean that government can appoint an Engineer or Architect as Dean of Medical College! I also agree that party loyalist are always accommodated on such appointments but in case of recent chairman of MPDA I have never seen him active in Congress during South Goa MP election, two Poiguinim elections and recent bye election of Margao. Beside these specialized treatments, there are n numbers of other minor and major treatments taking place day in and day out. The net effect of all these treatments is Government machinery is kept at stand still (forced to take complete bed rest) by these scruples professionals each trying to treat the hospitalized Goa government the way they feel fit. The others can be found in my blog at Link: http://goantoantarctica.blogspot.com We are now in a spot that seems ideal for our work. Big sheets of ice surround us. The ship pushes and shovels around to give us enough free water to deploy our instruments. All through the latter part of the journey, the two ice captains have not had the luxury of auto pilot. Every day they stand on the bridge trying to find the path of least resistance - we often take a longer and more circuitous route just to avoid the very thick ice. Like a bulldozer we back up and then push again. Vladimir, one of our two ice captains has spent the better part of his life on both poles with his favorite haunts being Siberia and the Antarctic! He swings his arms around like a conductor to point the best possible route but even though I try to figure out his 'plan' for us by watching his arms in conjunction with the terrain outside, it all looks the same to me! Whiteness and brilliant sunshine. Now that we have stopped, we take our first trip outside the ship in small rubber dinghies. It's a strange feeling to leave the mother ship which looks huge from our small boats. It also feels more real because we can touch the ice and water. Unfortunately we can't touch the two curious Adelie penguins that come close to us because we will be slapped with a 10,000$ fine and attain pariah status with the funding agency. The penguins do everything to distract us from our work which is not much except to collect water in carboys. We just want to be away from the ship and its metallic particles and of course we want to ride the cool looking Zodiac dinghies. The Adelies are at their cutest best, flapping their wings, raising their beaks high, flopping on their bellies and sliding around. Some party pooper calls us back because we are wasting too much time playing with the penguins and they need to deploy other instruments like the Echo Sounder. This temperamental gadget gives us information on the magnitude of internal waves and bubbles all of which can transport phytoplankton in and out of the well lit waters. Eco Sounders in plain language send a 'ping' of a certain frequency and then receive the signal back. This received signal or Echo changes on its way back through the water because of certain things in the water such as bubbles, particles or even fish. Often shoals of fish are detected using Echo Sounders. The PBBY provides for insurance cover of a minimum sum of Rs.2.00 lakhs payable to the nominee/legal heir in the event of death or permanent disability of any Indian emigrant. It also provides for medical cover for the emigrant workers, maternity benefits and hospitalisation cover for the family of emigrant worker. The Government do not collect any amount under the PBBY, 2003. However, the Insurance Companies charge fair and reasonable premium for policy period of six months, one year and two years. He further informed the House that the emigration fee prescribed under Rule 15 of the Emigration Rules, 1983 is for processing the application made for grant of emigration clearance and has no relation with the Pravasi Bhartiya Bima Yojana, 2003. This information was given in reply to a question by Smt. Maneka Gandhi and Shri G. Karunakara Reddy. AK/SK/JA EASING OF INVESTMENT NORMS FOR NRIS - Lok Sabha The Minister of State (Independent charge) for the Ministry of Overseas Indian Affairs Shri Oscar Fernandes told the Lok Sabha that the Government has put in place a liberal and transparent FDI policy (which includes investment by NRIs) under which FDI upto 100% is allowed under the automatic route in most sectors. Proposals requiring prior approval are considered by the Foreign Investment Promotion Board (FIPB) in a time bound manner. Activities under the automatic route do not require any prior Government approval and the investor is only required to report to the Office of RBI within 30 days of inward remittance and/or issue of shares to non-residents. He informed the House that under the FDI Scheme, the additional facilities available to NRIs including investment in the housing and real estate sector and investment upto 100% in the air transport sector as against the permissible limit of FDI at 49% in the Civil Aviation Sector. A lot of film infrastructure has been built for the IFFI and it cannot be kept idle throughout the year. The infrastructure can be used for smaller festivals, said an ESG official. ESG, along with Kala Academy, a cultural body semi-owned by the state government, have been roped in for the festivals. He's had unprotected sex with many others since and says he's never heard of AIDS. Ahmed, 20, is one of an estimated 5 million to 8 million truck drivers who supply the country with everything from apples to air conditioners along long-haul routes that have become deadly HIV highways. The crowded ribbons crisscross the nation of more than 1 billion people and facilitate one of India's high-risk AIDS groups: men far from home who are always on the move. Just as in Africa two decades ago, truckers and the sex they buy have helped fuel India's spread of a disease that revolves mainly around sex and injecting drugs. With an estimated 5.1 million people living with AIDS and the virus that causes it, India currently ranks just after South Africa in logging the world's highest number of infections. However, the number of Indian cases per capita remains relatively low, with an estimated 0.4 percent to 1.3 percent of adults infected so far. Local truck stops, called dhabas, litter India's highways. They provide warm food and bodies for truckers with no questions asked. The prostitutes are poor and uneducated - forced to sell themselves for pennies inside trucks, parking lots or even outside in the bushes. Negotiating condom use simply isn't an option for most who work alone instead of in more organized brothels. Out of the 20-25 truckers tested each month at Babu Jagjivan Ram Memorial Hospital, near the Sanjay Gandhi truck depot in New Delhi, about one-fourth come back positive. They tell us they have many sex partners at red-light areas and then they have sex with their wives, said Nirmal Khatri, a counselor at the hospital whose job it is to inform patients of their HIV status. We can't press them. It is their own decision. It is a problem - it is a big problem. The cycle is often vicious. Out of the handful of positive truckers who come back for follow-up visits, some report still having unprotected sex with prostitutes or sleeping with their unsuspecting wives who sometimes then become pregnant and pass the disease on to their babies. Outreach workers have for years visited dhabas and depots. Safe sex messages are plastered across billboards and are handed out in brochures at these roadside venues - they're even painted on the sides of cars that pass big rigs to remind drivers of the risks. But the message isn't always loud - or clear - enough. The government, trucking industry, unions and the drivers themselves must take responsibility to keep history from repeating itself in India, said S. Sundararaman, an AIDS consultant. He's devoted the past 15 years to working with truckers and has spent many long nights talking safe sex at dhabas that never close. In Africa, it was exactly the same because wherever the roads did not take people, the epidemic did not reach there, he said. The epidemic is invading. Sundararaman said Indian truckers can have anywhere from 40 to 400 sex partners a year, depending on how much time and money they have on their hands. India's growing economy is also pushing more traffic - and disease - into new areas, he said. The truckers actually have a very, very important and crucial role to play in containment, he said. We have characterized them as a bridge population because they are bridging the population across geography. No numbers are available for how many truckers may be infected, but in the northeastern state of Assam, a survey found one-quarter tested were HIV-positive, said Denis Broun, country coordinator for UNAIDS in India. He added that fewer than 20 percent of truckers nationwide are getting prevention messages and condoms, and none of the nation's driving schools includes AIDS education in their curriculum. But the men are being tempted everywhere by sex. Some dhabas use it as their top money maker, and long waits for paperwork between states also fuel boredom relieved by countless women who approach the trucks in parking lots, restaurants or anywhere else drivers congregate. A film festival needs an attractive venue and Goa fits the bill perfectly. It's a small place and my philosophy is that you shouldn't hold a film festival in a big city, Managing Director of Cannes Film Market, Jerome Paillard said. Unlike the Berlin Film Festival where it was not properly publicised, I was impressed by the several posters and film festival material put up at the airport, he said. According to Paillard, French filmmakers are interested in screening their movies in India and were on the lookout for good co-production deals. We want to make full use of the multiplex culture here and several French films will be distributed in India soon, he said. However, Paillard shot down Indian filmmaker Vijay Singh's suggestion of reserving a separate hall at the Cannes Film Market for screening Indian movies. The special promotional economy class fare on Delhi-London sector would start from Rs 28,500, excluding taxes, while the Business Class fare would be Rs 120,000 and Premier Business class at Rs 170,000, Air Sahara president Ronojoy Dutta told reporters in New Delhi. The promotional package also includes special companion-free passes for each ticket on the Premium Economy class as well as the Premier Business class. The packages could be availed by purchasing the Delhi-London ticket before December 31 and travel by March 31, he said, adding that the flight would be operated by a brand new Boeing 767 aircraft in a four-class configuration on Mondays, Wednesdays, Fridays and Saturdays. Dutta refused to comment on a spate of questions regarding liquor baron Vijay Mallya's statements that he was interested in picking major stake in Air Sahara. Announcing that the airline would acquire seven Boeing 737-800s on lease with the first two arriving in February, the Air Sahara chief said the carrier was also in talks with lessors for two more Boeing 767s for its international operations. He said Air Sahara, which had launched 12 additional flights during November, was planning to have a second daily flight to Singapore this winter season. It was also planning to make the Delhi-London service a daily flight from the present four days a week. The leading Indian airline has already applied for launching operations to Bangkok and Hong Kong in next summer and would also operate to Kuala Lumpur with additional planes coming in. Dutta said Air Sahara would soon provide through tickets from any destination in India to any destination in Europe in collaboration with British Airways, while American Airlines would codeshare with it on the Delhi-London sector. To questions on scarcity of pilots, he said the situation had 'now eased a bit' and poaching had stopped. The airline is offering a special return economy launch fare of Rs 17,777, Virgin Atlantic said in a release in Mumbai. The airline plans to tap corporate and niche travellers in the sector, it said. The corporate traveller forms a major chunk of the international air traffic from Mumbai and this segment offers immense potential, Virgin Atlantic regional manager (India-Middle East) Andrew Fyfe said. Currently Virgin flies three weekly flights on Mumbai-London route. As per the new schedule, the flight will depart every day from Mumbai at 1455 hrs and arrive at Heathrow at 1935 hrs, it said. Mr Faleiro made this statement on the occasion of the laying of foundation stone for the proposed Rs 25 lakh 24 seater Sulabh Souchalaya Complex at Navelim yesterday. The Minister for PWD, Mr Sudin Dhavlikar laid the foundation stone for the Sulabh complex in the presence of the Minister for Education, Mr Luizinho Faleiro. Speaking further Mr Faleiro said Navelim is now no longer a rural village as it is fast developing into a upcoming township. Apart from having a number of developmental projects in Navelim, Mr Faleiro said over 7000 students are presently studying in various educational institutions existing in the village which signifies the growing educational institutions existing in the village which signifies the growing development made by the village in education and other sectors. The Education Minister said he has already initiated steps to provide adequate infrastructure facilities for Navelim and its surrounding areas. The work of providing hotmix for roads and interlocking pavers for existing footpaths has already been commenced at Navelim, Mr Faleiro said and solicited cooperation of the people in the developmental works to make Navelim an ideal village. Mr Faleiro also stressed the need to maintain Sulabh Souchalaya Complex clean terming it as equally important to school buildings. The PWD Minister, Mr Sudin Dhavlikar said that works to the tune of Rs 12 crore in the areas of water supply roads and others have been sanctioned for Navelim and its surrounding areas. Lot of development works are visible in Navelim due to the efforts of Mr Luizinho Faleiro he said and informed that two Sulabh Souchalaya Complex of 12 seater each are proposed to be constructed at Housing Board, Rumdamal areas. The Sulabh complex will be constructed and maintained by Sulabh International. It will have 8 urinals and two bathrooms and the work will be completed in six months time.
