While military control over Mumbai airport may not be an issue, there is no reason why such control over 25-30% of Indian airports and a significant percentage of air traffic is ignored in favour of adding to ATC staff. We need to hear something about what is being planned to reduce the bugbear of military control esp along the lines of getting the military to move to greenfield sites (at a fraction of the cost of new civilian airports) where they wont interfere with thriving economic activity. Regarding the simultaneous use of the existing cross-runways, perhaps it is a good idea to limit the use of the secondary runway to take-offs. This gets around the problem of the misplaced control tower at one end which creates issues for landing. However there are a couple of other problems with this runway. One is its shortness of usable length (only 7200 feet out of a total of nearly 10,000 feet) coupled with the prevalence of tailwainds. The other is the hill at the other end of the runway. A third problem is reportedly the patchy runway surface which makes it a bone rattling experience while trundling down for take off. What would be the effects of all these factors on the plan to start simultaneous operations? Let's take HERALD for starters. Their columnist Kapil Kitchlu has mounted a scathing attack on national leadership. He believes that "For India to take a different route forward would require a counterweight that one might expect **public intellectuals** to supply, aloof and unattached to conventional wisdom and its purveyors." But he adds: "Where are those who challenge the shibboleths and the deceits that the state routinely foists upon its people[,] who lay bare the calumny and dishonesty of purpose and motives of the establishment and their apologists, while alerting us to alternatives?" In today's HERALD, VM de Malar takes a similar tack which is Goa-specific. He is placing his bets on NRGs. He concludes: "We've got to find a working alternative to make every expatriate voice count .. to face the coming challenge." [The problem might be finding "progressive" NRGs who are interested in Goa moving with the times instead of remaining, as one observer has noted, a perpetual "heritage village" for their annual sojourns!] Then there are a couple of articles from TOI, Jan 1. Bachi Karkaria who notes that "soon 50% of the population will be urban" (a figure Goa may have already reached) has introduced the idea of the "metrozen" whih she says is "a more evolved citizen, urbane and **able to benchmark his city against the world**". She is interested in "pleasant, vibrant, safe neighbourhoods and cultural diversity" in opposition to "power towers and sterile arcades". This might resonate in Goa, right? But hold on for a minute. The very next article on the same page is by the noted architect Hafeez Contractor who points to the pitfalls of "urban policies that encourage low-density, diffused development" (which we probably have in Goa) saying "it is rationally impracticable to encourage spread out cities". He points to potential "gigantic" environmental disasters from creeping conversion of farm lands and later forest lands on outskirts of cities. Karkaria too says there is a need to conserve not only environment but also heritage. Both of these might be applicable to Goa in good measure. So are there any courageous "public intellectuals" out there including among NRGs who can take a "metrozen" perspective of Goa (benchmarking our arrangements with the best in the world from personal experience) and help us at least "think" about possibilities and maybe catalyse public action in the required directions? Just remember, of course, "Rome was not built in a day"! Sangeet Natak Academy, Delhi, chairman Ram Nivas Mirdha will be the chief guest and Children's Film Society of India chairperson Nafisa Ali Sodhi will be the guest of honour. Mr Shah said Biradari will train 3000 students from Goa in "Ek Sur Ek Taal" between Janaury 5 and 9. It is a value education progrmme to install moral values and inculcate a sense of harmony, brotherhood, service and increased social awareness through mass choir training. The students will be trained in songs of four different Indian languages based on social themes and their final presentation is slated to be held on the concluding day. The cultural troupe of Yuvak Biradari will also present a ballet "Punyatirtha Bharat" in which 64 episodes of Indian history will be brought to life on stage in 100 minutes through theatre dance, music, poetry and visuals. Of the Rs 130 crore, AAI would get Rs 42.91 crore and DGCA Rs 29 crore. The Civil Aviation ministry is likely to get an allocation of Rs 3,046.93 crore for the next fiscal, including a gross budgetary support (GBS) of Rs 130 crore, for acquisition of training aircraft and equipment by the Aero Club of India, pilot training and for Airports Authority of India. The amount for 2006-07 was discussed at the annual plan meeting of the Planning Commission and the Civil Aviation Ministry held recently, official sources said on Monday. The GBS for the sector was fixed at Rs 119.21 crore by the Commission, but the Ministry asked for an additional Rs 13 crore for the Aero Club of India. Civil Aviation Secretary Ajay Prasad highlighted problems related traffic movement and infrastructural bottlenecks at the presentation made during the meeting with Anwarul Hoda, Member, Planning Commission. Mr Prasad also stressed the need for augmenting training facilities in view of the growth of the sector and said the country required 800 pilots every year up to 2010, besides 800 engineers and 1,200 technicians during the next three years. The Commission has asked for detailed assessment of demand and supply gap of pilots and the financial requirements for the purpose. ''We are also planning for the GSLV launch in April, which will carry the INSAT 4-C for augmenting DTH technology in the country,'' Nair told reporters on the sidelines of the national workshop on ''Space Applications for Mankind'', organised by the Vikram Sarabhai Space Centre here. The PSLV and GSLV rockets are to be launched from the first and second launch pads at Sriharikota respectively. Nair said India's launch vehicles were cost-effective. ''It will be a great opportunity for us if we can capture at least 10 per cent in the launch business, which is worth $ 2 billion in the international market,'' he said. Nair told the press conference that India had successfully tested an ''air-breathing'' engine in Russia for 10 seconds at ground level. The test was a good beginning and the engine's sounding module could be tested in two or three years, he said. The technology would help bring down the launch modules' cost, as it uses atmospheric air for combustion. Rockets now carry fuel and oxidisers, whereas for air-breathing engines, which use hypersonic technology, fewer oxidisers are required. By the time the GSLV MK-3-which is to have a 4 tonne payload capacity-is launched in 2008, the cost of space access could be reduced to $10,000 per kg of payload. Launch technology would be commercially feasible if the cost was reduced to $1000 per kg of payload, Nair said. Speaking of challenges for the next generation of space technology, Nair named the tapping of solar energy from space for terrestrial use as one of the prime research topics of the future. With recoverable spacecraft, the prospects of space tourism could also be explored, he said. ''A host of new challenges including whether nearby celestial bodies, like the moon and Mars, could be made habitable for humans will be taken up by the space community in future,'' Nair said. At the function, Nair also presented the Bhaskara Award, instituted by the Indian Society for Remote Sensing (ISRS), to Dr K Krishnanunny. VSSC director B N Suresh said ISRO had touched the lives of every Indian by successfully implementing applications in key sectors. Previous ones in recent times include a) an Rs 8 cr investment plan b) an offer of additional parking space for aircraft etc. Someone needs to monitor these plans as regards implementation on a war footing. More importantly, given the Union Cabinet decision of March 2000 to close Dabolim once Mopa goes onstream (which has been recently confirmed by the Civil Aviation Minister in his reply to Shantaram Naik, Goa's Rajya Sabha MP), it is necessary to resolve that we will never let go the foothold civil aviation has in Dabolim at any cost. We dont want to realise the value of Dabolim only when it is shut down! AAI learned this lesson the hard way with the Juhu airport in Mumbai. But since then aviation policy took the wrong tack at Kochi, repeated the mistake at Bangalore and Hyderabad and is set to do the same at Dabolim and other places like Pune unless Goa puts its collective foot down. "Goa is traditionally a sports loving state," he exhorted, emphasising that the IOA wanted to develop sports in the small states. Inaugurating a Road Safety Week here today, he said the installation of weighing bridges would help avoid overloading of trucks, which endangers other road users and damages roads and infrastructure. Mr Madkaikar urged the department officials and the traffic cell to work in tandem to minimise the menace of over speeding and overloading. Complying to the traffic rules and regulations by the people, even students, could avoid accidents, he said and added that Goa had, however, been successful in controlling the death rate due to accident, he added. There are at present five lakh registered vehicles in Goa, besides those entering from other states, which lead to traffic congestion and therefore required greater awareness about road safety to minimise accidents to a great extent. Speaking on the occasion, a Superintendent of Police (Traffic) said that 60 per cent of road accidents occurred due to overspeeding in Goa, where 265 people lost their lives in the year 2005 as against 360 in the previous year. The police had booked as many as 1,060 cases under various traffic rules violations and collected Rs two crore by way of fines from traffic offenders, he added. An official of 'Goa Can', a local voluntary organisation, emphasised that the need was to establish of a road engineering cell in PWD for developing a good network of roads. The Minister later distributed certificates to those drivers who underwent training course conducted by the Directorate of Transport. ''Mere magisterial probe is not enough to cover the events that preceded the murder and the villagers attacking police. A judicial inquiry alone could bring out the truth behind, including police high-handedness, landlord brutalities and failure of the official machinery to enforce Tenancy Act for generations,'' Mr Parrikar told mediapersons. Stating that the Bharatiya Janata Party condemned the murder of stone-crushing unit owner Prithviraj Rane, the Opposition leader said the judicial probe by a ''High Court judge'' should cover acts of commission and omission of the armed police force, ''including unwarranted firing in the air ''for which there was no magisterial order on the spot as required under the law. ''There was neither lathicharge, nor teargassing and even a warning was required when the situation was really going out of control,'' Mr Parrikar said. He questioned why the victim was allowed to quarry stones using machines despite a clear ban on any mining activity in the taluk under the forests and wildlife area. It was not known whether he got the permit for stone crushing or not. He was addressing at the recently concluded second State level stakeholders meeting towards augmentation of water supply and sanitation for Goa under JICA sponsorship at Goa International Centre. Speaking further, Mr Couto stated that Goa would benefit from Rs 1200 crore water supply and sanitation schemes conceptualised and submitted by JICA consultants. PWD secretary Santosh Vaidya presented the status report on the water distribution network of Goa and stressed the need to prepare a water supply master plan for Goa up to 2025. Dr Joe D'Souza stressed the need for the master plan to be in tune with the Regional Planning Documents, as data provided by the JICA seemed to refer to outdated Government statistics on population growth. Sanjit Rodrigues stressed that the JICA plans should be up to 2050 as 2025 was not a very long time for such an extensive exercise. Narayan Vaigankar of Goa Environment and Ecology Trust, requested JICA to also see that rural ground water and village well-water conservation is undertaken as PWD water distribution through pipelines was extensive cumbersome expensive and often polluted. Wednesday's (Dec 28, 2005) incident, where the son of a landlord was killed by villagers in protest over the installation of hazardous stone-crushing machines, was a potent catalyst that led to the mob stoning and brutally injuring 40 policemen. The manner in which 1200 villagers united against one common enemy and refused to hand over those accused of murdering Prithviraj Rane, the sone of Krishnarao Rane, to the police, is a precursor to a very strong peasant uprising. However, since this is limited to pockets of Sattari, Pernem, Bicholim and Canacona, it hasn't really affected the political and social consciousness of the state. Yet. But this may change if word, and more importantly, the feeling spreads that the government is turning a blind eye to the everyday excesses of the landholders known as 'khashes' in the area. To understand the issue in perspective, a sense of history is vital. The taluka of Sattari was conqured by the Portuguese a good 300 years after the first conquest. The late arrival also dimmed their cutting-edge presence and their influence over land-management, most importantly the very-forward thinking communidade system. By the time the Portuguese came, the landlords went and registered all the land in their names. In the absence of land-titles in the names of the cultivators, the tillers had to accept the equation quietly. They thereby cultivated the land of the landlords with no legal right over the land. Thereafter, the basic drawbacks of the feudal system, persistent in Telangana, Bengal and Bihar manifested itself in these belts of Goa, albeit in smaller doses, mainly due to a lesser population. Horror stories of exploitation, importing outside labour, misbehaving with women folk, denying minimum wages have been heard. In this particular case, matters got worse because villagers were deeply against the crushing of stones in the vicinity of the villages, since it led to polluting the atmosphere and causing hardships, specially to children and women. Not heeding villagers' please, the Ranes bought 12 stone crushers one after the other. But crusher number 13 proved to be unluckly. While the immediate cause of black Wednesday was this, the real reason was that the heat that was simmering for ages, reaching boiling point. Where does Sattari go from now on? I do not expect it to take the complete shape of the Telangana rebellion or the Bihar or Bengal peasant movement. However, if you study those movements and some others, it is indicative that the germ of discontent are similar. If this discontent is stirred by an organised group, or more importantly by a political party cashing inon the backlash, the movement could take critical political overtones that might even determine the balance of power in the state. Check out some of the rebellions in the past and their causes and you see that the underlying fabric of discontent is similar. Long before the Sepoy Rebellion, hungry peasants of Bengal and Bihar, victims of a terrible famine (1770), rose in revolt against the East India Company, which had been extracting money and crops from them. There was the famous sannyasi rebellion. A large number of sannyasis and fakirs who were being fleeced by the British rulers, through various forms of extractions, played an important role in organising the peasants. Along with the peasants and sanyasis and fakirs, there were also village artisans the famous silk weavers of Bengal, who had been made to slave for the British merchants. Led by Majnu Shah, Bhabani Pathak, Debi Chaudhurani and a host of heroic figures, therebellion continued till the beginning of the 19th century and was marked by daring attacks on the East India Company's offices in different parts of Bihar and Bengal, killing of notorious Indian landlords and money-lenders as well as of oppressive British traders and army officers, and both guerilla nad positional welfare against the British army. "Mere magisterial probe is not enough to cover the events that preceded the murder and the villagers attacking police. A judicial inquiry alone could bring out the truth behind, including police high-handedness, landlord brutalities and failure of the official machinery to enforce Tenancy Act for generations," Mr Parrikar told media persons. Stating that the Bharatiya Janata Party condemned the murder of stone-crushing unit owner Prithviraj Rane, the Opposition leader said the judicial probe by a "High Court judge" should cover acts of commission and omission of the armed police force, "including unwarranted firing in the air "for which there was no magisterial order on the spot as required under the law. "There was neither lathicharge, nor teargassing and even a warning was required when the situation was really going out of control," Mr Parrikar said. He questioned why the victim was allowed to quarry stones using machines despite a clear ban on any mining activity in the taluk under the forests and wildlife area. It was not known whether he got the permit for stone crushing or not. GTNEWSROOM [Dec 31, 2005 GT] The Mormugao Port has received the first ever import cargo of raw cashew nuts from Indonesia for Ajanta Industries, Ponda and Sunrise Cashew Industries, Valpoi. Import of raw cashew nuts into Mormugao was hitherto not possible. The GCMA has taken the initiatives for the direct import of raw cashews into Goa, for the benefit of the processors, so that we don't have to shut down for want of raw material. There is a lot of support given by the Development Commissioner of Goa, J K Dadoo, Goa Chambers of Commerce and Industries, and the Chief Commissioner of Customs Sunil Kumar Sawhney. The cashew crop in Goa has not increased much in the last 15-20 years. The yield per tree has not improved. No serious attempts are made by the government to increase the production in the state. Unlike any other agricultural produce, the cashew producers in India, and more particularly, in Goa, always got premium prices. The Goa Cashew Manufacturers Association has taken the initiatives for the direct import of raw cashew into Mormugao for the benefit of the processors, so that we don't have to shut down for want of raw material. The Government of Goa has recently come up with the Horticulture Plan 2005-06, wherein various supportive measures and incentives are offered to raw cashew farming community, to increase the production per acre and to go in for organic farming. The producers are offered Rs 10,000 per hectare, for conversion of their farm into organic and get certified by the international certifying agencies. BY JOAQUIM GRACIAS [EMAIL PROTECTED] VASCO: As one enters Vasco through Vaddem or New Vaddem, negligence seems to be written all over the face of this port city. Tragically, successive governments and city fathers have done little to plan for the future. Vaddem and New Vaddem have a cosmopolitan population of over 13,000 and form four wards of the Mormugao Municipal Council (MMC). The major problem in these wards is lack of planning and infrastructure. Dr Pedro Bravo da Costa, a prominent physician and citizen from the locality, lamented that there was no planning with majority of constructuctions violating the FAR (floor-area ratio). "It is sad that laws are made but are not implemented by the authorities. The authorities turn a Nelson's eye to the misdoings which affect those who follow the rules and the law," stated Dr Da Costa. Former MMC chairperson and present councillor Carlos Almeida also emphasized that there was need to re-plan as the condition at present was chaotic. "I also believe that poor planning has been the cause of the chaotic situation, but if there is a will then there is a way. The government can always help by re-planning," Almeida opined. Flooding of low-lying areas still haunts villagers in the monsoons. Dr Da Costa who stays close to the famous Vaddem Lak had the experience of his house being flooded. "I built my house with a plinth heighth of one and half feet above the road 30 years ago. But doay, the height of theroad has also grown like human beings," he said sarcastically. He cited the failure on part of the authorities to clean up the three major nullas as the cause of major floods. Eric Fernandes, yet another resident from the area, also expressed that there has been total neglect by both government and municipality. "The council is corrupt and what can one expect from them," he expressed, and added that it was only during Dr Mesquita's tenure that development had taken place. The nullas in questions are the Goa Shipyard nulla, Vaddem lake nulla and the nulla by the side of the Pai Hospital. The Goa Shipyard nulla serves as a water way not only to rain storm waters from Vaddem and New Vaddem but also Mangor, Baina and Butaybhat. Today, there is sewage gushing through it and residents of the MES Quarter also pour out their contents here. Vaddem Lake, which was once famous for fish breeding is heavily contaminated as people dump garbage in it. Further, a builder has covered the mouth of this lake by putting an RCC slab over the drain, making it difficult to clean the silt. Teh nulla near the Pai Hospital too is flooded with silt. Traffic jams near the road entering the city opposite Goa Shipyard Limited (GSL) that has been greatly affecting the general public and the condition is acute during the afternoon. The residents from New Vaddem face great hardships as widening of the junction opposite the GSL of New Vaddem road failed to materialise and the lethargic attitude of the PWD is the cause for the delay. Dr Da Costa blamed the citizens for the garbage problem. There is no civic sense even among th eeducated. It is learnt that Sattari and Pernem are the only two talukas in the state which, till date, do not have the Comunidade system. The villagers often recall Dipaji Rane's historic revolt against the Portuguese rulers. They carried out a relentless feud against the Portuguese and continued on for more than 100 years, with the Ranes launching encounters such as swift raids on Portuguese strongholds and even striking at key outposts and causing lot of damage. The Ranes became the heroes of folklore and, being fed up to combat the Ranes revolt, particularly the one of Dipaji Rane, the Portuguese made a cease-fire, a gesture reciprocated by the Ranes. While doing this, the Portuguese refused to acceed to Dipaji Rane's demand to abolish the Comunidade system prevailing at that time in Goa. Accordingly, they were allotted 'mokasos', a piece of land which actually meant they were the care-takers of the land. They were granted land along with rights of revenue collection and free forced labour services in the villages, which made these 'mokasos' into conglomorates of vast collection of wealth, apart from acres of land. Any individuals who owned large tracts of land were called "Khashe". They often used physical muscle for revenue collection, through their intermediaries. Basically, most of these 'mokasos' and 'Khashem' hail from upper caste Maratha communities in the Sattari taluka. The Ranes were Rajputs, who, in medieval times, had emigrated to the west coast and settled down in the jungles of Sattari by right of conquest. Kustoba Rane of Sattari was a crusador of the poor and robbed the rich to give to the poor. Later, in the mid-nineteenth century, Dadaji Rane, a member of the clan, virtually declared war on the Portuguese. He captured Sattari and went raiding into other areas of Goa as well. After waging a battle for almost three years, the Portuguese saw fit to concede his demands. They signed what was treated a "treaty" with Dadaji Rane and presented him with a dress and sword and gave him the rank of Captain. The last such revolt on the part of the Ranes was in 1912, when they sought to force the Portuguese to modify a new policy of taxation. But this revolt was mercilessly suppressed by the Portuguese. However, as far as Pernem taluka is concerned, it was found that the then rulers did not wage and almost surrendered to the Portuguese on their own will. Soon after liberation, the people from both these talukas started asserting to get back their rights of the land and tried to registered their names as tenants. Unfortunately, those in power saw that their demands were not met. According to Star Cruises, which set the ball rolling on domestic sea cruises by stationing the Super Star Libra on Indian waters, its one-night New Year sail to Bombay High is booked to capacity. Star Cruises commenced its India-based cruises in October. It offers three packages from Mumbai - a four-night-five-day package to Lakshwadeep and Goa starting at Rs 11,000 a person; a two-night-three-day trip to Goa (starting at Rs 8,000); and the shortest, a one-night sail to Bombay High (starting at Rs 4,000). Naresh Rawal, Marketing Head of Star Cruises, said that the one-night cruise off Mumbai's coast was doing well and was popular with passengers from Maharashtra and its neighbouring States. Corporates were booking the two-night sails to Goa for meetings and as incentives. The four-night sail to Lakshadweep and Goa was popular with families. He added that cruising is still a developing concept in the country. Indians are generally not inclined towards long sailings, and a four- to five-night package is considered the ideal length, unlike abroad where a cruise lasts at least seven nights. The cruise could extend to a fortnight and even a month, the latter being more popular with senior citizens keen to relax. Star Cruises decided to position the 1,480-capacity Super Star Libra in the country after finding that Indians were flying to Singapore to board cruises to Phuket and Penang. According to Rawal, around 750 travellers from India took cruises with Star from Singapore each week. Cruising, he said, was cheaper than a land-based holiday as the cruise package took care of the stay and a maximum of three meals and entertainment on board. While Rawal is optimistic about prospects for cruises in 2006, officials from the tourism industry say that it will take a year before cruising becomes popular in the country. An official with a tour operator said that cruising will become a big business by 2008-09. Further, the Government's initiative to upgrade ports with the participation of the private sector would give a fillip to cruise shipping, he added. Gautam Dey, Assistant Docks Manager of Mumbai Port Trust, said that with the arrival of Star Cruises to India, several US and European cruise companies are evincing interest in the country. Anjuna changed a lot since last time I was here. it is definetly future Ibitza. as for the raves... it is such a pity that the government is shuting them down. this is what brings backpackers to Goa. as for the other travelers, Goa offers everybody whatever they are looking for. there are quiet beaches for people who are looking for that, there are tourist oriented beaches for whomever is looking for package, good service and expensive hotels and it is a pity that they no longer want the backpackers who represent a great percentage of the travelers here in India. the backpackers bring a lot of money into the tourism in India and it is a pity that they want to estrange them away from Goa. what I don't understand is this: why is Paradiso and Tito ok, but yet open raves by the beach are not ok? After all, how often do you get to lose your way in a maze of narrow sun-kissed roads cutting across green farmlands with not a soul in sight, while the love of your life holds on to you for dear life? It was during one such ride that I encountered a demon. Me and the aforementioned love of my life (read wife) decided to spend our Diwali vacation in Goa. We checked into a lovely little resort by the Anjuna beach. A little asking around led us to Savio, the friendly neighbourhood guy, who got us a bike. After beach-hopping through effusive north Goa, we decided to experience the grace of Old Goa. Buffaloes yawned at us as we rode on winding roads flanked by sleepy houses and sleepier dogs. Spotting hectic activity at a roadside temple, we pulled over. We were startled to find a 15-foot effigy of a demon squatting in the temple courtyard. "Who's he?" my wife asked the priest tentatively. "Narakasura," he replied, eyeing us suspiciously. The name was familiar but we thought only Ravana and corrupt politicians deserved such mammoth proportions in their effigies. Narakasura, it turned out, had made life hell even in heaven before succumbing to Krishna's might on the day before Diwali. People in this region usher in Diwali by burning effigies of Narakasura amidst fireworks and revelry. During our ride, we came across all sorts of Narakasuras - from life-size to mammoth three-storey high effigies. We even spotted an all-pink Narakasura at Candolim. Although the effigies looked distinctly different from each other, their faces were all remarkably benign. Goa was too large-hearted to have cruel faces, we concluded. Narakasura was no exception, even though he was a demon. Just outside the Basilica de Bom Jesu in Old Goa, we were greeted by another benign-faced demon with a faraway look in his eyes. Probably he was contemplating the irony of life. Inside the Basilica, St. Francis Xavier's body had withstood the elements for centuries. Outside the Basilica, Narakasura faced annihilation the day his effigy was completed. Perhaps he wanted to atone for his sins, but it was too late. Residents of Old Goa had already stuffed him up with firecrackers. We came back to our resort at Anjuna late in the evening. It had been a tiring day, but retiring to bed early is never an option at Goa. So we plonked ourselves by the poolside. The nip in the air grew sharper as evening rolled into midnight. Suddenly, the nightly calm was shattered by loud noise of firecrackers. The dark sky lit up with dazzling fireworks. The Narakasura of Anjuna had just been slain. We raised a toast.
