We see here the kinds of risks air passengers will be exposed to when
aviation policy is changed piece meal instead of wholistically,
root-and-branch in a well defined time frame. While military control over
Mumbai airport may not be an issue, there is no reason why such control over
25-30% of Indian airports and a significant percentage of air traffic is
ignored in favour of adding to ATC staff. We need to hear something about
what is being planned to reduce the bugbear of military control esp along
the lines of getting the military to move to greenfield sites (at a fraction
of the cost of new civilian airports) where they wont interfere with
thriving economic activity.

Regarding the simultaneous use of the existing cross-runways, perhaps it is
a good idea to limit the use of the secondary runway to take-offs. This gets
around the problem of the misplaced control tower at one end which creates
issues for landing.

However there are a couple of other problems with this runway. One is its
shortness of usable length (only 7200 feet out of a total of nearly 10,000
feet) coupled with the prevalence of tailwainds. The other is the hill at
the other end of the runway. A third problem is reportedly the patchy
runway surface which makes it a bone rattling experience while trundling
down for take off. What would be the effects of all these factors on the
plan to start simultaneous operations? Keep us informed.

[Goanet] SCOPE FOR METROZENS & OTHER DENIZENS ON GOANET?

Some food for thought in a couple of papers the last two days in three or
four articles.

Let's take HERALD for starters. Their columnist Kapil Kitchlu has mounted a
scathing attack on national leadership. He believes that "For India to take
a different route forward would require a counterweight that one might
expect **public intellectuals** to supply, aloof and unattached to
conventional wisdom and its purveyors." But he adds: "Where are those who
challenge the shibboleths and the deceits that the state routinely foists
upon its people[,] who lay bare the calumny and dishonesty of purpose and
motives of the establishment and their apologists, while alerting us to
alternatives?"

In today's HERALD, VM de Malar takes a similar tack which is Goa-specific.
He is placing his bets on NRGs. He concludes: "We've got to find a working
alternative to make every expatriate voice count .. to face the coming
challenge." [The problem might be finding "progressive" NRGs who are
interested in Goa moving with the times instead of remaining, as one
observer has noted, a perpetual "heritage village" for their annual
sojourns!]

Then there are a couple of articles from TOI, Jan 1. Bachi Karkaria who
notes that "soon 50% of the population will be urban" (a figure Goa may have
already reached) has introduced the idea of the "metrozen" whih she says is
"a more evolved citizen, urbane and **able to benchmark his city against the
world**". She is interested in "pleasant, vibrant, safe neighbourhoods and
cultural diversity" in opposition to "power towers and sterile arcades".
This might resonate in Goa, right?

But hold on for a minute. The very next article on the same page is by the
noted architect Hafeez Contractor who points to the pitfalls of "urban
policies that encourage low-density, diffused development" (which we
probably have in Goa) saying "it is rationally impracticable to encourage
spread out cities". He points to potential "gigantic" environmental
disasters from creeping conversion of farm lands and later forest lands on
outskirts of cities.

Karkaria too says there is a need to conserve not only environment but also
heritage. Both of these might be applicable to Goa in good measure.

So are there any courageous "public intellectuals" out there including among
NRGs who can take a "metrozen" perspective of Goa (benchmarking our
arrangements with the best in the world from personal experience) and help
us at least "think" about possibilities and maybe catalyse public action in
the required directions? Just remember, of course, "Rome was not built in a
day"! Cheers.

Civil sector likely to get Rs 3,045 cr
Deccan Herald
Tuesday, January3, 2006

New Delhi, PTI: The GBS for the sector was fixed at Rs 119.21 crore by
the Commission, but the Ministry asked for an additional Rs 13 crore for
the Aero Club of India. Of the Rs 130 crore, AAI would get Rs 42.91
crore and DGCA Rs 29 crore.

The Civil Aviation ministry is likely to get an allocation of Rs
3,046.93 crore for the next fiscal, including a gross budgetary support
(GBS) of Rs 130 crore, for acquisition of training aircraft and
equipment by the Aero Club of India, pilot training and for Airports
Authority of India. The amount for 2006-07 was discussed at the annual
plan meeting of the Planning Commission and the Civil Aviation Ministry
held recently, official sources said on Monday. The GBS for the sector
was fixed at Rs 119.21 crore by the Commission, but the Ministry asked
for an additional Rs 13 crore for the Aero Club of India. Of the Rs 130
crore, AAI would get Rs 42.91 crore and DGCA Rs 29 crore.

Civil Aviation Secretary Ajay Prasad highlighted problems related
traffic movement and infrastructural bottlenecks at the presentation
made during the meeting with Anwarul Hoda, Member, Planning Commission.
Mr Prasad also stressed the need for augmenting training facilities in
view of the growth of the sector and said the country required 800
pilots every year up to 2010, besides 800 engineers and 1,200
technicians during the next three years.

The Commission has asked for detailed assessment of demand and supply
gap of pilots and the financial requirements for the purpose. It also
pointed at the inadequate delays in certain projects under the AAI.

India's commercial space launch by May

Tuesday, January 03, 2006, THIRUVANANTHAPURAM: In what will be the
country's first fully commercial satellite launch, India is to take the
Italian satellite Agile to outer space aboard the PSLV C-8 around April
or May, ISRO chairman G Madhavan Nair said today. ''We are also
planning for the GSLV launch in April, which will carry the INSAT 4-C
for augmenting DTH technology in the country,'' Nair told reporters on
the sidelines of the national workshop on ''Space Applications for
Mankind'', organised by the Vikram Sarabhai Space Centre here.

The PSLV and GSLV rockets are to be launched from the first and second
launch pads at Sriharikota respectively. Nair said India's launch
vehicles were cost-effective. ''It will be a great opportunity for us if
we can capture at least 10 per cent in the launch business, which is
worth $ 2 billion in the international market,'' he said. Nair told the
press conference that India had successfully tested an ''air-breathing''
engine in Russia for 10 seconds at ground level. The test was a good
beginning and the engine's sounding module could be tested in two or
three years, he said.
The technology would help bring down the launch modules' cost, as it
uses atmospheric air for combustion. Rockets now carry fuel and
oxidisers, whereas for air-breathing engines, which use hypersonic
technology, fewer oxidisers are required.

By the time the GSLV MK-3-which is to have a 4 tonne payload capacity-is
launched in 2008, the cost of space access could be reduced to $10,000
per kg of payload. Launch technology would be commercially feasible if
the cost was reduced to $1000 per kg of payload, Nair said. Speaking of
challenges for the next generation of space technology, Nair named the
tapping of solar energy from space for terrestrial use as one of the
prime research topics of the future. With recoverable spacecraft, the
prospects of space tourism could also be explored, he said. ''A host of
new challenges including whether nearby celestial bodies, like the moon
and Mars, could be made habitable for humans will be taken up by the
space community in future,'' Nair said.

At the function, Nair also presented the Bhaskara Award, instituted by
the Indian Society for Remote Sensing (ISRS), to Dr K Krishnanunny. VSSC
director B N Suresh said ISRO had touched the lives of every Indian by
successfully implementing applications in key sectors. Bangalore
Watershed Development Department commissioner Muniappa delivered the
keynote address on the application of space technology for natural
resource management and sustainable livelihoods.

Tenancy Act to be amended soon: Rane
Webindia123.com
Panaji | January 02, 2006 9:37:49 PM IST

The Goa Tenancy Act would be amended suitably so that its provisions are
applicable to the entire state, Chief Minister Pratapsinh Rane said.
Addressing a meeting at Keri in Sattari taluka in North Goa, the Chief
Minister said the amendment would seek to confer ownership rights on the
tenants, who had not hitherto been covered under the Act.

This gains significance in the light of the recent lynching to death of
a landlord's son, Prithviraj Rane, on December 28 by irate villagers who
had been deprived of tenancy rights to the land they had tilled for
ages.
Meanwhile, former chief minister and leader of the Opposition Manohar
Parrikar today sought a judicial inquiry into the episode and a re-look
into the lack of tenancy rights that had triggered the murder.(UNI)

One more item on the dhobi list for Dabolim! Previous ones in recent times
include a) an Rs 8 cr investment plan b) an offer of additional parking
space for aircraft etc. Someone needs to monitor these plans as regards
implementation on a war footing.

More importantly, given the Union Cabinet decision of March 2000 to close
Dabolim once Mopa goes onstream (which has been recently confirmed by the
Civil Aviation Minister in his reply to Shantaram Naik, Goa's Rajya Sabha
MP), it is necessary to resolve that we will never let go the foothold civil
aviation has in Dabolim at any cost. We dont want to realise the value of
Dabolim only when it is shut down!

AAI learned this lesson the hard way with the Juhu airport in Mumbai. But
since then aviation policy took the wrong tack at Kochi, repeated the
mistake at Bangalore and Hyderabad and is set to do the same at Dabolim and
other places like Pune unless Goa puts its collective foot down. Utt

> Fred/Kalpana,
> Could you please define "fair trade" for me in the
> context of a free enterprise society? Thanks. -- Mario Gouveia

http://en.wikipedia.org/wiki/Fair_trade

The fair trade movement, also known as the trade justice movement,
promotes international labour, environment and social standards for the
production of traded goods and services. The movement focuses in
particular on exports from the Third and Second Worlds to the First
World. Standards may be voluntarily adhered to by importing firms, or
enforced by governments through a combination of employment and
commercial law. Proposed and practiced fair trade policies vary widely,
ranging from the commonly adhered to prohibition of goods made using
slave labour to minimum price support schemes such as those for coffee
in the 1980s. Non-governmental organizations also play a role in
promoting fair trade standards by serving as independent monitors of
compliance with fairtrade labelling requirements.

Implicit (and often explicit) in these approaches is a criticism of the
current organisation of international trade as being "unfair". When
developing countries export to rich country markets, they face tariff
barriers that can be as much as four times higher than those encountered
by rich countries. Poverty advocates claim that those barriers cost poor
countries $100bn a year - twice as much as they receive in aid.[1]
Advocates of fair trade practices also hold that the fluctuation of
commodity prices does not guarantee a living wage for many producers in
developing countries, forcing many into crippling debt.[2] Market prices
may not properly reflect the true costs associated with producing the
product due to economic externalities such as environmental and social
costs. Although critics of so-called fairer trading practices charge
that proposals for reform simply amount to protectionism, campaigners
maintain that it is rich countries such as the United States and the
European Union which operate expansive programmes that subsidise their
domestic producers

The Federation of European Green Parties is, unlike most of its
counterparts outside Europe, strongly represented in the European
Parliament and is firmly in the fair trade camp. Caroline Lucas, a
British Green MEP, argues that

" ... many developing countries called for a study to examine
the effects of tariff reductions on local industries and jobs,
before being required to open their markets further. Local
industries, they say, have already collapsed in most African and
least developed countries as a result of previous tariff
cutsThe choice is not between global trade rules and chaos:
rather, it is between trade rules that undermine sustainability
and favour the rich, and trade rules that support sustainability
and equity."

A major focus for the Greens is land reform that respects natural
ecologies and traditional cultures, while other groups focus more
clearly on equity.

The World Bank has taken a positive stance on fair trade. According to
the Bank comments in their 2003 study of sustainable coffee markets,
sustainable coffees (both fair trade and organic) "can provide such
benefits as improved natural resource management; fewer agrochemicals
used in production, which decreases costs and health risks; and
increased use of rural labour, which provides more jobs for those in
desperate need." It should be noted that the definition of fair trade
here does not involve government-mandated additional taxes or generic
foreign aid.

The European Commission stated in 2002 that they will support fair trade
plans in the private sector.

'If Manipur can, so can Goa!'
By: A Mid Day Correspondent

Suresh Kalmadi
Panaji: It is clear that in Suresh Kalmadi's vision, small states will be
given a chance to host the National games.

Yesterday, the Indian Olympic Association president assured that Goa would
be allocated 50 per cent of the budget required to host the 2011 National
Games.

This was in response to a felicitation organised by the Sports Authority
of Goa here on his election as chairman of the Commonwealth Games to be
held in 2010.

"Goa is traditionally a sports loving state," he exhorted, emphasising
that the IOA wanted to develop sports in the small states. "When a small
state like Manipur can organise the 2004 National games, why can't Goa?"

Kalmadi said India would endeavour for the 2016 Olympic Games.

"The 2012 Olympic Games has been allotted to London. So it is unlikely
that a European country would be given a chance," he pointed out.

Goa Govt to install weighing bridges on its border posts
Panaji | January 03, 2006 12:37:32 AM IST

The Goa government has plans to install weighing bridges on its border
posts to check overloading of trucks carrying goods, according to
Transport Minister Pandurang Madkaikar here today.

Inaugurating a Road Safety Week here today, he said the installation of
weighing bridges would help avoid overloading of trucks, which endangers
other road users and damages roads and infrastructure.

Mr Madkaikar urged the department officials and the traffic cell to work
in tandem to minimise the menace of over speeding and overloading.

Complying to the traffic rules and regulations by the people, even
students, could avoid accidents, he said and added that Goa had, however,
been successful in controlling the death rate due to accident, he added.

There are at present five lakh registered vehicles in Goa, besides those
entering from other states, which lead to traffic congestion and therefore
required greater awareness about road safety to minimise accidents to a
great extent.

Speaking on the occasion, a Superintendent of Police (Traffic) said that
60 per cent of road accidents occurred due to overspeeding in Goa, where
265 people lost their lives in the year 2005 as against 360 in the
previous year.

The police had booked as many as 1,060 cases under various traffic rules
violations and collected Rs two crore by way of fines from traffic
offenders, he added.

An official of 'Goa Can', a local voluntary organisation, emphasised that
the need was to establish of a road engineering cell in PWD for developing
a good network of roads.

The Minister later distributed certificates to those drivers who underwent
training course conducted by the Directorate of Transport.

The recent incident in Valpoi describes complete lawlessness in Goa. It
appears that Ghanti's, Ghanti's and more Ghanti's are attached to this issue in
North Goa than mainstream Goans. Valpoi and North Goa is of little or less
interest to Panjimites and Ponjekar's. Real Goans are more interested in
making a fast buck out of tourism, and very soon eco-tourism. They can tear and
themselves leave them alone. Does it really matter?

Dempo inscribes their name on Hutch Goa professional league trophy
Margao | January 02, 2006 8:44:22 PM IST

Dempo, claimed Hutch Goa Professional football league championship title
with 31 points despite playing goaless draw against Arlem sponsored Vasco
sports club in the second leg round match being played here at Nehru
stadium Fatorda today.

Dempo with 31 points from 13 outings is clear by eight points ahead of the
second placed Sporting club de Goa and Vasco Sports club with 23 points
each from equal number of outings.

Dempo will play their last league match on Janaury 4, against Sporting
club de Goa only to decide the points tally.

It was a tale of missed chances for both the teams in the first half, in
which Dempo had an edge.

Vasco came up with a good move in the 20th minute through Agnelo D'Souza
whose powerpacked shot was well saved by Dempo's goalkeeper Abhijit
Mondal.

Later Dempo accelerted the pace of their game and could have moved ahead
in the 34th minute when Jules Alberto Dias shot, Vasco goalkeeper Milagrio
Madeira failed to grap and deflected towards Renty Martin who was lurking
inside the goal unleashed shot from a close range but landed straight into
the hands of the goalkeeper.

Dempo's second chance came in the 41st minute when Jules Alberto Dias
after dodging past one of the rival defender took a carpet drive shot
crushed into the frame work and rebounced into the play.

Towards the close of the first half, Vasco came up with couple of good
moves in the 43rd minute as Dennis Cabral after collecting a pass from
Cedric Pexoite unleashed a curling left footer which struck the cross bar
and went wide.

Then in the 44th minute Dempo goalkeeper Mondal smartly saved a header
from Cedric Pexiote.

After change over both the teams made some desperate attempts for the
match winner but their efforts went in vain.

Vasco's Goalkeeper Milagrio Madeira was adjudged the Timex man of the
match today.

In another match played at Tilak Maidan Vasco in south Goa, Sporting club
de Goa blanked Churchill brothers by 3-0 and gained full points.

For sporting goals came through Bibian Fernandes in the tenth minute, Edeh
chide in the 43rd minute and Adebayo Adewasi in the 73rd minute.

Recipe for New Year

Take twelve, fine, full-grown months,
see that these are thoroughly free
from all old memories of bitterness,
hate and jealousy;
cleanse them completely from
every clinging spite:
pick off all specks of pettiness and littleness;
in short , see that these months are freed from all the past;
have them as fresh and clean
as when they first came from the great storehouse of Time.

Cut these months into thirty or thirty-one equal parts.
This batch will keep for just one year.
Do not attempt to make up the whole batch at one time
(so many persons spoil the entire lot in this way),
but prepare one day at a time, as follows:

Into each day put twelve parts of faith,
eleven of patience,
ten of courage,
nine of of work (some people omit this ingredient
and so spoil the flavor of the rest),
eight of hope,
seven of fidelity,
six of liberality,
five of kindness,
four of rest (leaving this out is like leaving
the oil out of the salad, don't do it),
three of prayer,
two of meditation,
and one well selected resolution.

put in about a teaspoonful of good spirits,
a dash of fun, a pinch of folly,
a sprinkling of play, and a heaping cupful of good humor.

Pour in lots of love mix with a vigor.
Cook thoroughly in a fervent heat;
garnish with a few smiles and joy;
then serve with quietness, unselfishness and cheerfulness,

Cynthia

BJP demands judicial probe into Dec 28 murder episode

Panaji: Former Goa Chief Minister Manohar Parrikar today demanded a
judicial inquiry into the December 28 incident in which a stone crushing
unit owner was lynched to death and several policemen injured by irate
villagers at Saleli village in North Goa.

''Mere magisterial probe is not enough to cover the events that preceded
the murder and the villagers attacking police. A judicial inquiry alone
could bring out the truth behind, including police high-handedness,
landlord brutalities and failure of the official machinery to enforce
Tenancy Act for generations,'' Mr Parrikar told mediapersons.

Stating that the Bharatiya Janata Party condemned the murder of
stone-crushing unit owner Prithviraj Rane, the Opposition leader said the
judicial probe by a ''High Court judge'' should cover acts of commission
and omission of the armed police force, ''including unwarranted firing in
the air ''for which there was no magisterial order on the spot as required
under the law.

''There was neither lathicharge, nor teargassing and even a warning was
required when the situation was really going out of control,'' Mr Parrikar
said.

He questioned why the victim was allowed to quarry stones using machines
despite a clear ban on any mining activity in the taluk under the forests
and wildlife area. It was not known whether he got the permit for stone
crushing or not.

It was unfortunate that the Tenancy Act had not been enforced in the
Satteri and Pernem taluks, thereby allowing a certain handful of zamindars
to enjoy the land at the cost of the real tenants whose names were not
registered for several years for various reasons, though they continued to
till lands, he said.

Clash on the beach averted
IndiaGlitz [Monday, January 02, 2006]

One half hoped that it would be a stunning clash on the beach coming
Friday with beauties vying for screen space. And how wonderful and eye
candy it would have been at the very beginning of the year!

We are talking about Dino Morea's 'Holiday' and Emraan Hashmi's 'Jawani
Diwani' that were supposed to be released together this Friday i.e. 6th
January. Common factor in both the movies is that they have Goa as the
background!

But as things stand now, 'Holiday' has been postponed to a further day
hence paving way for 'Jawani Diwani' to be the most notable release of the
week. With Celina Jaitley literally sizzling the screen in every frame and
'Serial Kisser' Hashmi coming up with yet another 'expected' act, one
would still be willing to settle down for the solo beach flick!

The following excerpt is from the link above. BTW,
any responsible government that does NOT have a
contingency plan for dealing with a recalcitrant and
rampant Iran, should be impeached and thrown out of
office for being irresponsible. However, the "old
Europe" and the UN leadership have proven to be
feckless in dealing with any international conflict,
leaving the burden to the US, UK, Australia and some
of their allies in the "new Europe":
>
"The United States government reportedly began
coordinating with NATO its plans for a possible
military attack against Iran.

The German newspaper Der Tagesspiegel collected
various reports from the German media indicating that
the North Atlantic Treaty Organization are examining
the prospects of such a strike."

Air Sahara: Delhi-London return at Rs 10,000

PTI | January 02, 2006 | 15:20 IST

Taking competition from international airlines head on, private
carrier Air Sahara on Monday announced the sale of 2006 Delhi-London
return tickets at a very low Rs 10,000 on first-come, first-served
basis.

These limited tickets, which would be up for grabs from January 3,
would be available on the re-designed website of the premier airline
and would be valid for one year from the date of purchase, its
president Ronojoy Dutta told reporters in New Delhi.

Air Sahara also plans to start services to Hong Kong and Bangkok and a
second daily flight to Singapore in the next few months, he said,
adding that it would launch these services as it inducts seven Boeing
737-800s in the next 12 months.

Click here to search for lowest airfares!

Asked whether the domestic fares would further decline, Dutta said:
"Quite potentially, yes. The (domestic) fares should continue to
fall... not just due to the decline in jet fuel prices... we are ready
for this eventuality internally."

On the international sectors, he said the London and Singapore
services were doing very well in terms of passenger load factor.

Air Sahara carried 3.5 million passengers in calendar 2005 compared
with about 2.8 million the previous year, Dutta said, adding that the
projection for 2006 was another 15 per cent growth, especially taking
into account the seven new aircraft, which would be inducted this
year.

To questions on the government's insistence on training pilots to use
CAT-III instrument landing system to overcome fog-related problems, he
said it would go ahead with imparting training to flight instructors
and examiners.
"But we are continuing dialogue with the government" on ways to relax
the strict conditionalities prevailing on this count, he said.

Dear Mr. Parrikar,

Good Morning and Happy New Year

Glad that you finally woke up to the magnificiently SELECTIVE application
of the Goa Tenancy Act .

Just a few questions for you to ask the Judge in the Judicial Probe you are
demanding:

1. Why were the Mines exempted from the Mundcar Act ?

2. What were the circumstances under which they were exempted?

3. Why is this non-enforcement of an Act ."unfortunate" as opposed to
"negligent"

4. Should the Judicial Probe not investigate the various Chief Ministers and
their cabinets who were busy in backstabbing "coup detats" while playing
politics with Goan lives and Communal Harmony and .. neglecting the
work for which they were (already now) PAID for ?

On a totally different issue IS it not interesting that the Mundcar Act
was quite 'nicely" applied and enforced in Salcete (which according to Mr.
Antonio Menezes is the Uttar Pradesh of Goa) while the River Princess
(Matanhy Saldnaha happy new year) and the mines continued their
polluting and depleting status quo

Oh Oh! ...jusht now only noticed that the Salcete 'landlords' were Catholic
...and traditionally anti-communal parties.

Not to forget

Zuari Agro, and the alleged " Gorrment cabal" which have yet to advise the
Goan electorate of Dabolim's ownership and Anjediva's midnight transfer !

When you finish assessing all the above questions, would you please advise
us

What YOU did about the "unfortunate" non-enforcement of the "Tenency Act"
while you were occupying the Chief Minister's Kodel ?

Will ask you at a later date . What you did about the forceable renaming
of the road in Fontainhas (oops ! your constituency) which was previously
named after TWO Goan patriots by the vandalistas?

AND

if you would you please update us on the "Goa Jalao" stuff which happened
last year ?

good wishes

jc

PS: Never Mind the time-limitation do you believe that your own Actions
(and Inactions) before, during and after your ascent to the Kodel ..
should be subject to Judicial Review ?

jusht only asking.

Please note the baseless accusations and innuendo

I submit to you that the above poster will not able to
name any actual scientist who has obtained a research

also not be able to name a single scientist who has

the western economies, principally the USA.
>
JunkScience.com represents the opposition to those
scientists who make no sense. Readers should bookmark
it and see for themselves. The lack of common sense,
context and perspective by those who describe
themselves as serious scientists is often hilarious.
>
Some of the "serious" scientists need to describe the
"sky as falling" in order to scare people into
providing more research grants. Others have been
co-opted by the socialists who have infiltrated the
environmental movement and are trying to excercise
control over the western industrial economies. They
failed to bring these economies down to the lowest
commin denominator through socialiam and are now
hiding behind environmentalism to achieve that goal
through the back door.
>
This is why they are trying to fool people into bogus
solutions like the Kyoto Protocols, which almost
everyone is failing to adhere to, and exempts the two
fastest growing industrial giants, India and China.
>
How can any serious scientist think that exempting
India and China, which have NO environmental controls,
is going to help their solution? Obviously they are
NOT serious.
>
Here in simple English is what we are expected to
believe by the "serious" scientists. See what your
common sense thinks about these claims:
>
a) Computer models and lab experiments tell us that
the earth is going to warm to dangerous levels over
the NEXT 100 years DUE TO HUMAN ACTIVITY. At the same
time these climate computer models cannot predict the
weather accurately over the NEXT SEVEN DAYS.
>
b) The global cooling and warming that took place
before human industrial activity began can all be
explained away.
>
c) Europe is going to experience a mini-ice-age over
the next several decades, at the same time it is going
to experience global warming. Huh?
>
d) Some islands in the Pacific are being drowned by
rising sea levels while other adjoining islands are
not.
>
e) Some glaciers are melting while others in the
vicinity are not.
>
f) CO2, which is 0.036% of the total Earths
atmosphere, can be controlled by economic disruption
of the major world economies, while exempting India
and China.
>
g) Global warming is responsible for the severity of
hurricanes Katrina, Rita and Wilma. In the meantime,
forget about the 22 hurricanes that formed and
dissipated before reaching the mainland. Apparently,
no one told those hurricanes that there was scientific
hot air over the Gulf of Mexico.
>
h) The worst hurricanes occurred in the Gulf of Mexico
in 2005 due to global warming. But wait, history
tells us that the worst hurricanes occurred there
between 1880 and 1900, before there were environmental
scientists to tell us about the connection between
hurricanes and global warming.
>
i) Believe the scientists that tell us that human
activity is to blame for whatever global warming is
taking place, but don't believe other scientists who
tell tell us that human activity is not to blame, or
that modest global warming will actually benefit
humanity. The former are "serious" with motives as
pure as new-fallen snow, the latter are charlatans
with political agendas.
>
j) Above all, DO NOT USE YOUR COMMON SENSE.

Bosco, I don't have to put words in anyone's mouth.
You do that by what you write. When you dismiss the
Israeli description of their plight of being in a
survival mode as "propaganda", and I prove you are
wrong by citing the PLO Charter and recent graphic
re-iterations of the goal of eliminating Israel by the
leaders of Al Qaeda and Iran, you clearly demonstrate
your disregard for the survival of the Israeli nation,

Bosco, you need to familiarize yourself with the
difference between "viewpoints" and "news reporting".
In countries that have freedom of speech, the news
media can express any "viewpoint" they choose to on
their editorial pages. Readers can counter these by
writing letters to the editor. The news media cannot
express their "viewpoint" in their news reporting
pages, where they are supposed to, by definition,
report what has actually happened. Reuters, The
Guardian, CNN and BBC have been found to have
deliberately and repeatedly misrepresented in their
NEWS REPORTING what has actually happened in the
Palestinian-Israeli conflict, and HonestReporting.com
documents these falsehoods.

While the city debates the evils of plastic bags, Perses Bilimoria has
created one that takes from the Earth only as much as it can return.
Mumbai Newsline
Anumeha Yadav

Mumbai, January 1: On August 24, a government with its back to the wall
announced its intention to free the state of the 'culprit' behind
clogged drains and waterlogged streets-the ubiquitious plastic thaili.
''Retrograde,'' retorted manufacturers, retailers and many consumers.
Objections and suggestions poured in, committees were set up, war-like
debates raged. What thickness, what size of bags to be allowed that will
meet varied demands and still be environmentally sound?

The answer could lie in Perses Bilimoria's factory at Vasai. The place
has that tempting smell of fresh popcorn, but no, Bilimoria (46) is not
a chef, nor does his unit supply snacks to the city's multiplexes.

Here, starch from corn, wheat and potatoes is used to make bioplastic-
material that looks like plastic but is completely biodegradable, like
natural cellulose. Of this are made Bilimoria's Earthsoul products-bags,
wrappers and bin liners with the strength and versatility of plastic
minus its environmental hazards. ''I wanted a product that was
ecofriendly at every stage, from origin to end,'' says the Zoarastrian
businessman for whom respect for the elements is a principle to live by.
Bilimoria, otherwise busy building a beer brand he owns, has found a
business model for Earthsoul that is sustainable-commercially and
ecologically.

Earthsoul's bioplastic disposal bags and suit covers are now much in
demand with Mumbai's luxury hotels like the Taj and Oberoi groups. But
it's been hard dealing with not just the initial financial losses, but
also skepticism and apathy.

It was four years ago, walking on a beach littered with plastic in Goa,
that Bilimoria resolved to find an alternative to this threat to the
soil and the sea.

Back home in Mumbai, he spent nine months digging out information on
commercial biopolymer alternatives available around the world. He
finally approached Cathia Bastioli, CEO of Novamont, and a bioplastics
manufacturer in Italy, for supply of the raw material. ''She laughed
when she heard my idea,'' Bilimoria remembers the skepticism surrounding
the product's commercial viability in India when it hadn't found enough
takers even in the developed European countries.

Selling bags priced at about Rs 4 as an alternative to plastic ones that
cost Re 1 or less, can be tricky. But sales picked up after Bilimoria
approached hotels. ''It's a question of adapting to the conditions at
one's end,'' says the pragmatic businessman who then found takers in
Delhi and now also exports Earthsoul bags to the UK.

Bilimoria's perseverance is admired by another never-say-die green,
Bittu Sahgal. ''Perses has achieved a lot with the strength of his
conviction and gone a step ahead of what he set out to do, showing how
it's possible to engage the system,'' says Sahgal of Bilimoria, who is
also a member of the Central Committee on Plastics and Waste Management
set up in Delhi in November.

And Bilimoria definitely has his sights set high. ''I want biopolymers
to reach the man on the street, the farmers. The market for this product
will grow if the common man finds it useful,'' he says, explaining how
rising demand can drive down the cost of this ecofriendly product.

And he has support from those with first-hand experience.''If the
government gave it a duty exemption, it would be a great alternative.
I've seen an Earthsoul bag full of wet waste decompose completely in 30
days,'' says Indira Malkani, co-ordinator, Joint Area Action Group, a
neighbourhood-level citizens' group at Malabar Hill.

Bilimoria, meanwhile, continues work on making plastic less plastic and
more soul.

Japanese agency to draft sewage scheme for State
---
State Government Advisor Alban Couto has said that Japanese
International Cooperation Agency (JICA) would prepare a master
plan for water supply and sewage treatment up to 2025 depending
upon the feedback received from the stakeholders.

He was addressing at the recently concluded second State level
stakeholders meeting towards augmentation of water supply and
sanitation for Goa under JICA sponsorship at Goa International Centre.

Speaking further, Mr Couto stated that Goa would benefit from
Rs 1200 crore water supply and sanitation schemes conceptualised
and submitted by JICA consultants.

PWD secretary Santosh Vaidya presented the status report on the
water distribution network of Goa and stressed the need to prepare
a water supply master plan for Goa up to 2025.

He delved into the lacunae in the present mechanism used by the
PWD. Director Ministry of Urban Development, Government of India,
Savitur Prasad emphasised that Goa as a prime international tourist
centre was given priority over 28 other States and Union Territories
in the grant of the JICA funds and studies in respect to water supply
and sanitation studies.

Takesama Mamiya of JICA made his presentation on the various
water and sewage treatment plants in Goa. Similarly, Wilfrido Barreiro
of JICA Organisational & Legislation Unit spoke on planning and
implementation of the various conceived projects in Goa. Diazo Iwata
spoke on the aspects of financial and economic feasibility of projects
to be undertaken in Goa.

Roland Martins, placed various relevant issues of corruption, lethargy
and the lackadaisical attitudes of various Government departments
with special reference to the PWD. He appealed to JICA that their study
should address the ground reality problems of Goa and the master plan
so prepared should actively involve the local participation.

Dr Joe D'Souza stressed the need for the master plan to be in tune
with the Regional Planning Documents, as data provided by the JICA
seemed to refer to outdated Government statistics on population
growth.

Sanjit Rodrigues stressed that the JICA plans should be up to 2050
as 2025 was not a very long time for such an extensive exercise.

Narayan Vaigankar of Goa Environment and Ecology Trust, requested
JICA to also see that rural ground water and village well-water
conservation is undertaken as PWD water distribution through
pipelines was extensive cumbersome expensive and often polluted.

Calangute Sarpanch Joseph Sequeira stressed that sewage
treatment plant for Calangute was conceived 18 years ago,
but still the Calangute residents are suffering from sewage
percolations from soak pits from tourist hotel complexes and
the STP is yet to be sanctioned for Calangute.

Several other submissions were made from Vasco, MPT,
Mapusa, Margao, Porvorim regarding water supply and
sanitation.

Hi Subscriber

If you've watched V people today afternoon then you've seen Vijay Nair
instead of me. Mrinal (director) says that Channel V probably mixed up
the tapes, so mine probably will appear only from the 9th- 16th of Jan.
Though I can't be sure, i'll let you know in any case. Do also note the
show is a filler, so it is only of about 4-5 minutes duration.

I appologize for the confusion. My only hopes are that you catch this
email before you catch tonight's show!

Sorry

COMMENT: Khase Pratapsing Rane, times have changed (Sujay Gupta, in
Gomantak Times)

GT, December 30, 2005

Satarri salvo could fuel furious peasant uprising in Goa

THE MURDEROUS uprising in Saleli, Valpoi by villagers, quite a few of
them tribal gowdas who tilled the land of the landlords, could well be
the beginning of widespread sporadic upheavals in rural Goa, specially
in areas of the new conquest.

Wednesday's (Dec 28, 2005) incident, where the son of a landlord was
killed by villagers in protest over the installation of hazardous
stone-crushing machines, was a potent catalyst that led to the mob
stoning and brutally injuring 40 policemen.

The manner in which 1200 villagers united against one common enemy and
refused to hand over those accused of murdering Prithviraj Rane, the
sone of Krishnarao Rane, to the police, is a precursor to a very strong
peasant uprising.

However, since this is limited to pockets of Sattari, Pernem, Bicholim
and Canacona, it hasn't really affected the political and social
consciousness of the state. Yet. But this may change if word, and more
importantly, the feeling spreads that the government is turning a blind
eye to the everyday excesses of the landholders known as 'khashes' in
the area.

To understand the issue in perspective, a sense of history is vital.

The taluka of Sattari was conqured by the Portuguese a good 300 years
after the first conquest. The late arrival also dimmed their
cutting-edge presence and their influence over land-management, most
importantly the very-forward thinking communidade system.

By the time the Portuguese came, the landlords went and registered all
the land in their names. In the absence of land-titles in the names of
the cultivators, the tillers had to accept the equation quietly.

They thereby cultivated the land of the landlords with no legal right
over the land. Thereafter, the basic drawbacks of the feudal system,
persistent in Telangana, Bengal and Bihar manifested itself in these
belts of Goa, albeit in smaller doses, mainly due to a lesser
population.

Horror stories of exploitation, importing outside labour, misbehaving
with women folk, denying minimum wages have been heard. In this
particular case, matters got worse because villagers were deeply against
the crushing of stones in the vicinity of the villages, since it led to
polluting the atmosphere and causing hardships, specially to children
and women.

Not heeding villagers' please, the Ranes bought 12 stone crushers one
after the other. But crusher number 13 proved to be unluckly.

While the immediate cause of black Wednesday was this, the real reason
was that the heat that was simmering for ages, reaching boiling point.

Where does Sattari go from now on?

I do not expect it to take the complete shape of the Telangana rebellion
or the Bihar or Bengal peasant movement. However, if you study those
movements and some others, it is indicative that the germ of discontent
are similar. If this discontent is stirred by an organised group, or
more importantly by a political party cashing inon the backlash, the
movement could take critical political overtones that might even
determine the balance of power in the state.

Check out some of the rebellions in the past and their causes and you
see that the underlying fabric of discontent is similar. Long before the
Sepoy Rebellion, hungry peasants of Bengal and Bihar, victims of a
terrible famine (1770), rose in revolt against the East India Company,
which had been extracting money and crops from them.

There was the famous sannyasi rebellion. A large number of sannyasis and
fakirs who were being fleeced by the British rulers, through various
forms of extractions, played an important role in organising the
peasants.

Along with the peasants and sanyasis and fakirs, there were also village
artisans the famous silk weavers of Bengal, who had been made to slave
for the British merchants. Led by Majnu Shah, Bhabani Pathak, Debi
Chaudhurani and a host of heroic figures, therebellion continued till
the beginning of the 19th century and was marked by daring attacks on
the East India Company's offices in different parts of Bihar and Bengal,
killing of notorious Indian landlords and money-lenders as well as of

Recently some Portuguese cartoon caused a stir among

Besides the Novas Conquistas have been left to lurch

BJP demands judicial probe into Dec 28 murder episode
Webindia123.com
Panaji | January 02, 2006 3:37:18 PM IST

Former Goa Chief Minister Manohar Parrikar today demanded a judicial
inquiry into the December 28 incident in which a stone crushing unit
owner was lynched to death and several policemen injured by irate
villagers at Saleli village in North Goa.

"Mere magisterial probe is not enough to cover the events that preceded
the murder and the villagers attacking police. A judicial inquiry alone
could bring out the truth behind, including police high-handedness,
landlord brutalities and failure of the official machinery to enforce
Tenancy Act for generations," Mr Parrikar told media persons.

Stating that the Bharatiya Janata Party condemned the murder of
stone-crushing unit owner Prithviraj Rane, the Opposition leader said
the judicial probe by a "High Court judge" should cover acts of
commission and omission of the armed police force, "including
unwarranted firing in the air "for which there was no magisterial order
on the spot as required under the law.
"There was neither lathicharge, nor teargassing and even a warning was
required when the situation was really going out of control," Mr
Parrikar said.

He questioned why the victim was allowed to quarry stones using machines
despite a clear ban on any mining activity in the taluk under the
forests and wildlife area. It was not known whether he got the permit
for stone crushing or not.

It was unfortunate that the Tenancy Act had not been enforced in the
Satteri and Pernem taluks, thereby allowing a certain handful of
zamindars to enjoy the land at the cost of the real tenants whose names
were not registered for several years for various reasons, though they
continued to till lands, he said.(UNI)

Should Goa be *importing* cashew nuts? It's happening... What about the
official claims that agriculture and horticulture is doing well in the
state? FN

GOMANTAK TIMES: Mormugao Port receives first import of raw cashew
nuts...

GTNEWSROOM [Dec 31, 2005 GT]

The Mormugao Port has received the first ever import cargo of raw cashew
nuts from Indonesia for Ajanta Industries, Ponda and Sunrise Cashew
Industries, Valpoi.

Import of raw cashew nuts into Mormugao was hitherto not possible. The
GCMA has taken the initiatives for the direct import of raw cashews into
Goa, for the benefit of the processors, so that we don't have to shut
down for want of raw material.

There is a lot of support given by the Development Commissioner of Goa,
J K Dadoo, Goa Chambers of Commerce and Industries, and the Chief
Commissioner of Customs Sunil Kumar Sawhney.

The cashew crop in Goa has not increased much in the last 15-20 years.
The yield per tree has not improved. No serious attempts are made by the
government to increase the production in the state.

Unlike any other agricultural produce, the cashew producers in India,
and more particularly, in Goa, always got premium prices.

The Goa Cashew Manufacturers Association has taken the initiatives for
the direct import of raw cashew into Mormugao for the benefit of the
processors, so that we don't have to shut down for want of raw material.

The Government of Goa has recently come up with the Horticulture Plan
2005-06, wherein various supportive measures and incentives are offered
to raw cashew farming community, to increase the production per acre and
to go in for organic farming.

The producers are offered Rs 10,000 per hectare, for conversion of their
farm into organic and get certified by the international certifying
agencies. (ENDS)

GOMANTAK TIMES: Govt, city fathers neglect port town

Dec 31, 2005

Goa's towns were planned by the Portuguese regime for smaller
populations and their needs. And since then, they have grown
haphazardly. From today, GT will focus on the ills plaguing Margao,
Mapusa, POnda, Vasco and Panjim in a series 'Let's make our cities
better'.

BY JOAQUIM GRACIAS
[EMAIL PROTECTED]

VASCO: As one enters Vasco through Vaddem or New Vaddem, negligence
seems to be written all over the face of this port city. Tragically,
successive governments and city fathers have done little to plan for the
future.

Vaddem and New Vaddem have a cosmopolitan population of over 13,000 and
form four wards of the Mormugao Municipal Council (MMC).

The major problem in these wards is lack of planning and infrastructure.
Dr Pedro Bravo da Costa, a prominent physician and citizen from the
locality, lamented that there was no planning with majority of
constructuctions violating the FAR (floor-area ratio).

"It is sad that laws are made but are not implemented by the
authorities. The authorities turn a Nelson's eye to the misdoings which
affect those who follow the rules and the law," stated Dr Da Costa.

Former MMC chairperson and present councillor Carlos Almeida also
emphasized that there was need to re-plan as the condition at present
was chaotic.

"I also believe that poor planning has been the cause of the chaotic
situation, but if there is a will then there is a way. The government
can always help by re-planning," Almeida opined.

Flooding of low-lying areas still haunts villagers in the monsoons.

Dr Da Costa who stays close to the famous Vaddem Lak had the experience
of his house being flooded. "I built my house with a plinth heighth of
one and half feet above the road 30 years ago. But doay, the height of
theroad has also grown like human beings," he said sarcastically.

He cited the failure on part of the authorities to clean up the three
major nullas as the cause of major floods.

Eric Fernandes, yet another resident from the area, also expressed that
there has been total neglect by both government and municipality. "The
council is corrupt and what can one expect from them," he expressed, and
added that it was only during Dr Mesquita's tenure that development had
taken place.

The nullas in questions are the Goa Shipyard nulla, Vaddem lake nulla
and the nulla by the side of the Pai Hospital.

The Goa Shipyard nulla serves as a water way not only to rain storm
waters from Vaddem and New Vaddem but also Mangor, Baina and Butaybhat.
Today, there is sewage gushing through it and residents of the MES
Quarter also pour out their contents here.

Vaddem Lake, which was once famous for fish breeding is heavily
contaminated as people dump garbage in it. Further, a builder has
covered the mouth of this lake by putting an RCC slab over the drain,
making it difficult to clean the silt. Teh nulla near the Pai Hospital
too is flooded with silt.

Traffic jams near the road entering the city opposite Goa Shipyard
Limited (GSL) that has been greatly affecting the general public and the
condition is acute during the afternoon.

The residents from New Vaddem face great hardships as widening of the
junction opposite the GSL of New Vaddem road failed to materialise and
the lethargic attitude of the PWD is the cause for the delay.

Dr Da Costa blamed the citizens for the garbage problem. There is no
civic sense even among th eeducated. He also felt that there was a need
to have more garbage bins.

Sattari, Pernem devoid of Comunidade system

[EMAIL PROTECTED]

PANJIM: The unprecedented violence in Saleli-Sattari on Wednesday has
brought into sharp focus the issue of 'mokasos', a piece of land which
the Ranes obtained by compelling the colonial Portuguese to dissolve the
Comunidade system and sign a treaty with them.

It is learnt that Sattari and Pernem are the only two talukas in the
state which, till date, do not have the Comunidade system.

The villagers often recall Dipaji Rane's historic revolt against the
Portuguese rulers. They carried out a relentless feud against the
Portuguese and continued on for more than 100 years, with the Ranes
launching encounters such as swift raids on Portuguese strongholds and
even striking at key outposts and causing lot of damage.

The Ranes became the heroes of folklore and, being fed up to combat the
Ranes revolt, particularly the one of Dipaji Rane, the Portuguese made a
cease-fire, a gesture reciprocated by the Ranes.

While doing this, the Portuguese refused to acceed to Dipaji Rane's
demand to abolish the Comunidade system prevailing at that time in Goa.

Accordingly, they were allotted 'mokasos', a piece of land which
actually meant they were the care-takers of the land. They were granted
land along with rights of revenue collection and free forced labour
services in the villages, which made these 'mokasos' into conglomorates
of vast collection of wealth, apart from acres of land.

Any individuals who owned large tracts of land were called "Khashe".

They often used physical muscle for revenue collection, through their
intermediaries. Basically, most of these 'mokasos' and 'Khashem' hail
from upper caste Maratha communities in the Sattari taluka. The Ranes
were Rajputs, who, in medieval times, had emigrated to the west coast
and settled down in the jungles of Sattari by right of conquest.

Kustoba Rane of Sattari was a crusador of the poor and robbed the rich
to give to the poor. Later, in the mid-nineteenth century, Dadaji Rane,
a member of the clan, virtually declared war on the Portuguese. He
captured Sattari and went raiding into other areas of Goa as well.

After waging a battle for almost three years, the Portuguese saw fit to
concede his demands. They signed what was treated a "treaty" with Dadaji
Rane and presented him with a dress and sword and gave him the rank of
Captain.

The last such revolt on the part of the Ranes was in 1912, when they
sought to force the Portuguese to modify a new policy of taxation. But
this revolt was mercilessly suppressed by the Portuguese.

However, as far as Pernem taluka is concerned, it was found that the
then rulers did not wage and almost surrendered to the Portuguese on
their own will.

Soon after liberation, the people from both these talukas started
asserting to get back their rights of the land and tried to registered
their names as tenants. Unfortunately, those in power saw that their
demands were not met. (ENDS)

Hi Goanetters,
It has been a pleasure to read what you all posted in 2005.
I particularly remembered some very cheap airfares from London to Goa and
back and I was recently telling my cousin who had come down that she could
spend something like 100 Pounds for a one way trip , it seemed like
something I had read in these columns.
Could some Goanetter please enlighten me ?

Cruise packages find many takers
Sify.com
Monday, 02 January, 2006, 08:27

Mumbai: Sea cruises are still new to India but there seems to be enough
takers for a voyage.

According to Star Cruises, which set the ball rolling on domestic sea
cruises by stationing the Super Star Libra on Indian waters, its
one-night New Year sail to Bombay High is booked to capacity.

Star Cruises commenced its India-based cruises in October. It offers
three packages from Mumbai - a four-night-five-day package to
Lakshwadeep and Goa starting at Rs 11,000 a person; a
two-night-three-day trip to Goa (starting at Rs 8,000); and the
shortest, a one-night sail to Bombay High (starting at Rs 4,000).

Naresh Rawal, Marketing Head of Star Cruises, said that the one-night
cruise off Mumbai's coast was doing well and was popular with passengers
from Maharashtra and its neighbouring States. Corporates were booking
the two-night sails to Goa for meetings and as incentives. The
four-night sail to Lakshadweep and Goa was popular with families.

He added that cruising is still a developing concept in the country.
Indians are generally not inclined towards long sailings, and a four- to
five-night package is considered the ideal length, unlike abroad where a
cruise lasts at least seven nights.

The cruise could extend to a fortnight and even a month, the latter
being more popular with senior citizens keen to relax. Star Cruises
decided to position the 1,480-capacity Super Star Libra in the country
after finding that Indians were flying to Singapore to board cruises to
Phuket and Penang.

According to Rawal, around 750 travellers from India took cruises with
Star from Singapore each week. Cruising, he said, was cheaper than a
land-based holiday as the cruise package took care of the stay and a
maximum of three meals and entertainment on board.

While Rawal is optimistic about prospects for cruises in 2006, officials
from the tourism industry say that it will take a year before cruising
becomes popular in the country. An official with a tour operator said
that cruising will become a big business by 2008-09.

Further, the Government's initiative to upgrade ports with the
participation of the private sector would give a fillip to cruise
shipping, he added.
Gautam Dey, Assistant Docks Manager of Mumbai Port Trust, said that with
the arrival of Star Cruises to India, several US and European cruise
companies are evincing interest in the country.

Carnival, the largest cruise company in the world, has conducted a study
on the potential for cruise shipping in the country, he added.

I had posted earlier in some thread that I have stopped going to Goa.
The last time I was in Goa was atleast 5 or 6 years back. Goa has
changed. No comments on whether it has changed for good or bad. The last
time I was there I noted changes that were taking place. The smiling
cool guys maning the shops & the shacks had been replaced by arrogant
business men whose manners reflected the business you were bringin in. I
failed to understand the language spoken at the Tito's. While walking
back from Calangute at night to Bagha I was robbed at knife point. I
felt that I just couldnt handle it any more so good bye Goa, let the
memories of early seventies remain as fairy tales which I had told to my
children & if lucky would like to tell these tales to my grand children,
this is my tribute to Goa of yesterdays. Amen.

They are trying to kill the scene, firstly your article is much
appreciated the research u have done is meticulous and covered all the
points. It feels so good to read your article that some one is speaking
about the thoughts of thousands of Ravers.

Also Anjuna - Vagator is still a heaven for day Rave scenes its just
that in Christmas and Newyears a lot of unwanted people come here
Un wanted as they just block space even if they have no interest in
Raves.

Lets hope the scene come alive

As of now Gokarana and Hamping must having wild psy partys who knows

Boom

as I am in Arambol now
here is the situation:

in Anjuna there have been a few parties going on at Curlie's bar. Xmas
was just bad luck since there were suppose to be parties in 3 locations:
Hill Top, Monkey Valley and Disco Valley, but police shut them down.
since we arrived here in Arambol, there had been 3 parties here.
there is a party going on as I write now, at Hill Top in Vagator and
supposely one in Curlie's bar.
there are supposely two parties starting late here in Arambol tonight.

so, as you can see there are still parties going, but it is not what it
used to be when I was here in Anjuna 2 years ago.

Anjuna changed a lot since last time I was here. it is definetly future
Ibitza.

as for the raves... it is such a pity that the government is shuting
them down. this is what brings backpackers to Goa. as for the other
travelers, Goa offers everybody whatever they are looking for. there are
quiet beaches for people who are looking for that, there are tourist
oriented beaches for whomever is looking for package, good service and
expensive hotels and it is a pity that they no longer want the
backpackers who represent a great percentage of the travelers here in
India.

the backpackers bring a lot of money into the tourism in India and it is
a pity that they want to estrange them away from Goa.

what I don't understand is this: why is Paradiso and Tito ok, but yet
open raves by the beach are not ok? Paradiso and Tito are just as loud
as every other rave. and please, there are still drugs going on in
Paradiso and in Tito or in any big techo club in the west for that
matter.

if you are telling me that the location is what bothers the Goans, well,
the party locations are all set up far away from villages, by the beach,
where the sound goes into the sea or open air. so it is far away from
Goan houses.

so I don't understand why they want to shut down the parties in Goa
where all over the world people are setting up open air raves for the
people who like them?

anyhow, I hope the parties come back to Goa, even though I am getting
out of the rave scene, but if not for my benefit, at least for the
benefit of all those travellers who want to experience something
different and a lot more original than a night club.

The plan for Mopa is supposed to have been developed by Aeroports de Paris
International (ADPI) which may be the same as ADP. It turns out that this
agency is also involved in bidding for Delhi and Mumbai aiport modernisation
projects in conjunction with one Macquarie and the Indian entity of
Sterlite.

http://in.rediff.com/money/2005/dec/30paran.htm

Here is an excerpt from the above which is a report on the evaluations fo
the bids :

Thus ADP's role in Mopa does not inspire any confidence. The sooner its plan
for Mopa airport is shelved the better for all of us in Goa. We have to go
back to the drawing boards for the second airport in Goa. At any rate there
is no chance of anything coming up in Goa closer than Mopa as long as the
Navy is here to call the shots about airport locations in the state! Think
about it.

Benign demons

There's nothing quite like 'doing' Goa on a hired motorcycle. After all,
how often do you get to lose your way in a maze of narrow sun-kissed
roads cutting across green farmlands with not a soul in sight, while the
love of your life holds on to you for dear life? It was during one such
ride that I encountered a demon. Me and the aforementioned love of my
life (read wife) decided to spend our Diwali vacation in Goa. We checked
into a lovely little resort by the Anjuna beach. A little asking around
led us to Savio, the friendly neighbourhood guy, who got us a bike.
After beach-hopping through effusive north Goa, we decided to experience
the grace of Old Goa. Buffaloes yawned at us as we rode on winding roads
flanked by sleepy houses and sleepier dogs. Spotting hectic activity at
a roadside temple, we pulled over. We were startled to find a 15-foot
effigy of a demon squatting in the temple courtyard. "Who's he?" my wife
asked the priest tentatively. "Narakasura," he replied, eyeing us
suspiciously. The name was familiar but we thought only Ravana and
corrupt politicians deserved such mammoth proportions in their effigies.

Narakasura, it turned out, had made life hell even in heaven before
succumbing to Krishna's might on the day before Diwali. People in this
region usher in Diwali by burning effigies of Narakasura amidst
fireworks and revelry.

During our ride, we came across all sorts of Narakasuras - from
life-size to mammoth three-storey high effigies. We even spotted an
all-pink Narakasura at Candolim. Although the effigies looked distinctly
different from each other, their faces were all remarkably benign. Goa
was too large-hearted to have cruel faces, we concluded. Narakasura was
no exception, even though he was a demon. Just outside the Basilica de
Bom Jesu in Old Goa, we were greeted by another benign-faced demon with
a faraway look in his eyes. Probably he was contemplating the irony of
life. Inside the Basilica, St. Francis Xavier's body had withstood the
elements for centuries. Outside the Basilica, Narakasura faced
annihilation the day his effigy was completed. Perhaps he wanted to
atone for his sins, but it was too late. Residents of Old Goa had
already stuffed him up with firecrackers.

We came back to our resort at Anjuna late in the evening. It had been a
tiring day, but retiring to bed early is never an option at Goa. So we
plonked ourselves by the poolside. The nip in the air grew sharper as
evening rolled into midnight. Suddenly, the nightly calm was shattered
by loud noise of firecrackers. The dark sky lit up with dazzling
fireworks. The Narakasura of Anjuna had just been slain. We raised a
toast. I felt a little sad for the pink Narakasura of Candolim.
