Goan NRIs hoping against hope

HERALD, Jan 3, 2006

PANJIM, Jan 2: For the third time in Goa, Non-Resident Indians (NRIs)
will voice their expectations on a common platform in the hope of
receiving some response from the government.

The Gomant Vishwa Sammelan, a worldwide Goans convention organised by
the NRI Goa Facilitation Centre, sets stage on January 3 and 4, 2006 in
Panjim.

However with the last two conventions hel din 2004 and 2005, not much of
an outcome has been in sight, according to NRIs.

Says Zamir Khan, NRI from Saudi Arabia: We openly discussed our
problems with the Chief Minister last year but nothing much has been
done. NRIs have general problems pertaining to land, health and
education, among others. We had demanded a single window to address our
problems, but this demand has not been met, says Khan.

The State Government has no concrete working for the NRIs, opnines Peter
D'Souza, also from Saudi Arabia.

The government needs to introduce projects and proposals for the NRis
and go to the point of sale, just like Kerala or Andhra Pradesh, where
the State government reaches out to the NRIs worldwide, opines D'Souza.

As for these conventions, they are held once or twice and then
forgotten, says D'Souza. You can't expect anything concrete from such
conventions, he says.

The fact is that both sides are not serious, he opines. The NRIs have
a poor attendance due to the timings of the conventions and the
government is not strongly interested, says D'Souza.

No doubt that the NRI centre is in its initial stages. But with such
conventions, we plan direct NRI involvement in the State, says Dinar
Bhatkar, chief coordinator, NRI Facilitation Centre.

We have recommended to the government that a survey be done on issues
pertaining to NRIs, says Bhatkar.

However, the biggest stumbling block after the convention in January
last year was the change in government, which brought things to a
standstill, says Bhatkar. (ENDS)

Chicken biryani   2 cups basmati rice, 4 cups chicken stock, 1
chicken,cut into large pieces, 2 tsp cumin powder, 3 cardamoms, 4
cloves, a piece of cinnamon, 2 tsp aniseeds, 2 tsp coriander seeds, 2
bay leaves, 4 big elaichi, 1/2 tsp red chili powder, 4 tsp salt, A
pinch of nutmeg powder 1/4 tsp yellow color, 1/4 tsp orange color, 1
big onion,finely sliced, 1 tbsp ghee, 1 pod of garlic, 1 tbsp
badam(almonds), 1 tbsp kishmish(raisins)   Soak basmati rice for half
an hour.  Make a bag of fine cloth with garlic, big elaichi, bay
leaves, aniseeds,and coriander.  Cook chicken with 5 cups of water and
put masala bag in it.  Cook till chicken becomes tender and only 4 cups
of water is remaining.  Remove chicken pieces and masala bag,and keep
aside.  Heat ghee in a heavy bottom pan add onions and fry,when it
becomes pink,add cardamoms and 1/2 tsp garam masala powder and 4 cups
of water.When it starts boiling add basmati rice and chicken pieces, 
red chilli powder and cook till water is completely absorbed.Now add 
badam and kishmish and both the colors and nutmeg powder.Allow to cook
on low heat till done.

1133 DSSS claimants are fake: Goa's Department 
of Social Welfare has found that 1133 beneficiaries
of the Dayanand Social Security Scheme (DSSS) have been

The following which I wrote and which was published in the local Arab Times 
(Kuwait) Daily dated 01.01.06 should evoke some interest in many of our 
Goans back home in Goa and elsewhere too.  The nationlity of the murdered 
maid is not yet disclosed but she can be any body's mother, wife, sister or 
unty.  Our Maids coming to Kuwait first find out the character of the 
sponsors and employers.  Our Maids coming to Kuwait to work must have some 
body of her own for any eventuality, in the event of any problem she might 
have to undergo due to the harsh treatment meted out to her by her 
employers.  Many times when dead bodies of maids are sent for burial in Goa, 
their relatives must find out how she died. Many times many questions remain 
unanswered.  The social workers, NGO's and religious leaders mainly the 
Church leaders should educate the propective maids by preaching in the 
Church.  Many times our priests are coming to Kuwait but many of them are 
not interested in knowing the situation of the weaker section here, they 
come and raise funds for their activities back home but do not bother to 
know the pathetic situation of our suffering maids and others.  Our 
tiatrists too are sailing in the same boat.  They can do lot of educating 
the people back home in Goa. The write up below is self explanatory and by 
reading it many of our people should know the hardships many of us are 
undergoing here while earning petro dollar.



This is in response to the news item appeared in Arab Times dated 29.12.05 
under the caption “Maid Killers’ jail extended”.  The news item of killing 
their maid by a Kuwaiti couple is creating chilling effect on readers.  In 
his statement, the advocate for the murderers said that his clients should 
be released since there is nobody to take care of their children 
particularly Eid holiday is about to start”. What about the children or 
dependent of the brutally murdered maid?  Who will take care of her 
dependents for whose sake she came to Kuwait?  This question should get 
preferential answer first.  The news item further states that “the couple 
confirmed they had not murdered the maid but she committed suicide”.  
According to me, no maid normally comes to Kuwait to commit suicide, she 
comes to Kuwait to work and earn petro dollar to support her dependents back 
home.  To earn precious Dinar is her only motto and not to forfeit it by 
committing suicide.  Even at times when she commits suicide or made to 
believe that she committed suicide when in fact she was killed,  she does so 
because she is forced to when she is constantly maltreated and beaten as it 
was indicated in your report saying that the Kuwaiti madam “used to beat 
her”.  Here I asked, what right the Kuwaiti lady got to beat her maid and 
who authorized her to touch her maid by meting out corporal punishment?  It 
is atrocious and no civilized person will accept this type of treatment.  
“The couple found the house maid dead in her room.  Fearing the woman would 
be charged with murdering her; the couple carried the body in their vehicle 
and buried it in a desert area in Jahra” states your news item further.  It 
is rubbish to accept this statement even by a layman.  The Kuwaiti woman is 
not a small baby simply to accept accusation of murdering the maid when she 
is not a culprit.  She should have complained to the police and police would 
take care of the remaining but surely not take law into her own hand and 
burry the body in the desert without informing the proper authority.  What 
about the relatives and the nearest and dearest of the maid?  What do they 
know?  Do they know that the maid is still working and not taking care of 
contacting them back home because she is flirting here in Kuwait with 
someone in whom she is more interested than her relatives back home?  Or 
where they informed by the Kuwaiti criminal couple that she was dead?  There 
is no respect for the dead body?  There are no last religious rites to be 
performed on the dead body and just buried in the desert instead of 
cemetery?  Is Jahra desert become an illegal burial place for the innocent 
victims murdered by the murderers? I condemn such killings and ask society 
as a whole and Kuwaiti society in particular to raise its voice against this 
type of atrocities against weak creatures of God.  Where are the Kuwaiti 
Human Rightists and social activists? They must come forward forcefully 
before the fair image

I was looking for information on this ship and came across an email you sent
speaking of your work at the Devaray Jayanti in 1971.
I have been trying to locate two individuals who used to work on it at about
the same time you did.  One was an officer and the second was the radio
operator.  The officer's name was Suresh Menon and the radio officer was
Melvin Martinez?

My father, a radio operator himself, brought them home and we continued the
friendship for years through letters.  We finally lost contact and I would
like to get back in contact with them.
Do you happen to know either one of them?

[Goanet] misuse of powers by Town and Country Planning Board

Dear Editor,

The Newspapers have carried news items in the last few days that the Town and 
Country Planning Minister, Atanasio ( a.k.a. Babush) Monserrate,  has been 
personally supervising the construction of a children's park cum jogging park 
along the beach front on the Dona Paula - Miramar Road at Caranzalem.  
Monserrate is reported to have asserted that CRZ clearance is not required for 
a children's park or garden on the beach.   This is highly disputable.
However, the point to be specially noted is that the Town and Country Planning 
Board and the various Planning and Development Authorities are 
purely planning authorities.  They do NOT have any authority to execute any 
projects.  The TCB is not an executing agency.  It can only approve 
plans from a planning point of view submitted by Local Bodies such as 
Municipal Councils or Panchayats.

The fact that the Minister is personally overseeing the implementation of a 
specific project is clear evidence of a gross and blatant violation of the Law 
by the Minister.   It is not within the competence of any Minister to 
implement any project. This is a clear case of a Minister running amok.   
Where is the Cabinet of our Chief Minister, P.R. Rane?  Has it been dissolved 
or is it hibernating?

Congratulations to V.M. de Malar on a very succinct and powerful analysis of

energizing Goa.  What we need here is not a mere tinkering with the 
administrative machinery, which has become completely obsolete.  We need to 
set up a completely new administration which will be sensitive to the real

Dear Friends,

As Goans we are all concerned about the cleanliness of Goa and our beaches. I 
have obtained a list of contractors appointed by the Government of Goa, 
Department of Tourism appointed for cleaning of beaches in Goa, their 
telephone numbers and the contract amount. The list is attached.

Whenever you stroll on the beach, check out if it is cleaned or call up the 
respective contractor. I'm sure our monitoring will motivate them to do their 
job well and there will be better accountability. Lets work together for Goa. 
Can you still go one step further and find out where the contractor is 
disposing of the garbage?

Please share this info. with your friends and specially those living along the 
beach belts.

It is interesting that the vociferous extreme
environmentalists on Goanet, bent on forcing mandatory
climate controls down our throats based on
questionable evidence, while curiously exempting India
and China, had nothing to say about my post on the
deadly wastage of DDT in malaria-ridden Bihar.

It was junk science by the extreme environmentalists
that banned the use of DDT in western countries and
still discourages the use of DDT leading to millions
of deaths in mainly poor and tropical countries.

The following excerpt is from the link above, Written
Testimony of Roger Bate and Richard Tren to the Senate
Environment and Public Works Committee hearing on the
role of science in environmental policy making,
Wednesday 28th September, 2005, Room 406 of the
Dirksen Senate Office Building.:

DDT helped eradicate malaria from Europe and the
United States in the 1950s, and was used to eradicate
malaria in many other countries in the following two
decades. It is still used widely in at least a dozen
countries (perhaps as many as two dozen), but these
countries have been discouraged by virtually all
United Nations organizations, donor agencies and
commercial interests.

DDT is safe for human use and there has never been a
peer-reviewed replicated study showing any human harm
from the chemical, even though billions have been
exposed to it (hundreds of millions in moderate to
high doses). Its bioaccumulation and persistence in
the environment have caused far less harm than is
commonly believed. But small problems did occur when
massive amounts were used in farming, and today, quite
correctly, it is used solely in disease control where
tiny amounts are used. But some environmental groups
continue to conflate tiny vital use in disease control
with massive and potentially dangerous use in
agriculture. These groups have sustained pressure
against its use for over three decades with disastrous
results.

No serious efforts made to rectify accident zones
--
Every year, Road Safety Week harps on road engineering 
as an important aspect for reducing fatalities on Goan roads. 
However road engineering in the state is being given little or 
no attention and black spots marked for urgent improvements 
seems to be getting redder with increasing accidents, major 
and minor, every year.

The Traffic Division of the Goa Police prepared a report a year 
ago listing 70 spots all over Goa requiring immediate attention 
for improvements in road engineering. A year later only partial 
improvements have been undertaken at 41 spots and 29 
extremely crucial spots remain unattended to.

While many of the recommendations include road  widening, 
re-alignment of junctions,traffic islands, sub-ways etc,even 
simple recommendations of pedestrian crossings, road signages, 
bus bays, road medians, speed breakers, road widening have 
been shelved.

In Porvorim alone, there are about three to four extremely 
dangerous spots near Ashwin garage, Teen Building,  
Teachers’ Training College-Goa Board junction and Porvorim 
Petrol Pump. Nearly 150 accidents and fatal accidents have 
taken place at the said four sites during the  last five years. 
But recommendations for various improvements have fallen 
on deaf ears. 

The Panjim-Margao route also has a couple of black spots  
at Agassaim bazaar,Rumder at Nuvem,Ambaji junction,  
Bambolim Cross and Nuvem junction. These spots have  
witnessed nearly 175 accidents and fatal accidents in the  
last five years.

In North Goa, spots like the Bastora junction, Gandhi Chowk 
in Mapusa and in South Goa Periudok in Curchorem, Gullem 
in Canacona near Bhumipurush temple  and Upper Bazaar 
in Ponda have been marked for urgent improvements in road 
engineering. These spots have  recorded over 80 accidents.
These are only few of the many spots suggested for improvements 
and are yet to see the light of day.

“We submitted a report last year and we are not at all satisfied 
as no improvements have been carried out by the PWD,” says 
Atmaram Deshpande, Superintendent of Police (Traffic). 
 
Deshpande also said that the spots which have been partially 
improved are not achieving the objectives of  reducing road 
accidents as they require improvements in toto.

no exaggeration.For the breed that talks about corporate social 
responsibility and talks about the role of corporate India, a visit to Jamshedpur is a must. 
Go there and see the 
amount of money they pump into keeping the town going; see the smiling faces of workers in a region 
known for industrial unrest; see the standard of living in a city that is almost 
isolated from 
the mess in the rest of the country. 
This is not meant to be a puff piece. I have 
nothing to do with Tata Steel, but I strongly believe the message of hope and the message 
of goodness that they 
are spreading is worth sharing. The fact that you do have companies in India which look at 
workers as human beings and who do 
not blow their software trumpet of having changed lives. 
In fact, I asked Mr Muthurman, the managing director, as to why he was so 
quietabout all they had done and all he could offer in return was a 
smile wrapped in 
humility, which said it all. They have done so much more since I last visited Jamshedpur, which was 
in 1992. The town has obviously got busier but the values thankfully haven't changed. The 
food is still as 
amazing as it always was and I gorged, as I would normally do. I visited the plant and the 
last time I did that was with Russi 
Mody.But the plant this time 
was gleaming and far from what it used to be. 
 Greener and cleaner and a tribute to environment 
management. You could  have been in the mountains. Such was the quality of air I inhaled! 
There  was no 
belching smoke; no tired faces and so many more women workers,  even on the shop floor. 
This is true gender equality and not the kind 
that is often espoused at seminars organised by 
angry activists. I met so many old friends. Most of them have aged but not grown old. There 
was  a spring 
in the air which came from a certain calmness which has always  been the hallmark of 
Jamshedpur and something I savoured for a full two  days in between receiving messages of 
how boring and decrepit the  
Lacklustre Fashion Weak 
was.It is at times such as this that our city lives seem so 
meaningless. Jamsetji Nusserwanji Tata had created an edifice that is today a 
robust company 
and it is not about profits and about valuation. It is not about  who becomes a millionaire 
and who doesnt'. It is about getting the job 
 done with dignity and respect keeping the age-old 
values intact and this  
is what I learnt.I jokingly 
asked someone as to whether they ever thought of joining an Infosys or a Wipro and pat 
came the reply: "We are not interested in 
becoming crorepatis but in 
making others crorepatis."Which is exactly what the Tatas have done for 
years in and around Jamshedpur. Very few people know that Jamshedpur has been selected as 
a UN Global 
Compact City, edging out the other nominee from India,  Bangalore. Selected because of the 
quality of life, because of the  
conditions of sanitation and roads and welfare. If this 
is not a tribute  to industrial India, then what is? Today, Indian needs 
several  Jamshedpurs but it also needs this Jamshedpur to be 
given its fair due,its recognition. I am tired of campus visits being 
publicised to the  Infosys and the Wipros of the world. Modern India is being built 
in  Jamshedpur 
as we speak. An India built on the strength of core  convictions and nothing was more 
apparent about that than the experiment 
 with truth and reality that 
Tata Steel is conducting at Pipla.Forty-eight tribal girls (yes, tribal 
girls who these corrupt and evil 
politicians only talk about but do nothing for) 
are being educated  through a residential program over nine months. I went to visit them 
and  I spoke to 
them in a language that they have just learnt: Bengali. Eight  weeks ago, they could only 
speak in Sainthali, their local dialect. But 
 today, they are brimming with

These days, anything to do with Sattari gets treated more seriously in
Goa. Is this everyone's way of admitting that here was an issue, right
under our nose, that we failed to even take cognisance of, until it
quite blew up in our face? Or, acknowledgment that there are still parts
and peoples of Goa which 'we' hardly understand.

  Last week, Nandkumar Kamat introduced me to Sattari
  lecturer Prakash Paryenkar, whose book 
  Dovorne (named after the traditional place where you
  rested your buden if carrying a headload, it's a stone-
  built structure of sorts still visible in parts of Goa)
  is being released on Friday, January 6 at 5 pm at the
  Institute Menezes Braganza.

This text is in Marathi, and it's being released at a function where
the chief guest will be Datta Damodar Nayak, and guest of honour
Mohandas Surlekar (vice-chairperson of the IMB). The president of the
function will be Pundalik Narayan Nayak, while Dr Nandkumar Kamat will
introduce the book. 

Being in Marathi makes it accessible to one section of Goans. But one
needs to acknowledge that this has long been the language of choice for
the written word, for a significant section of Goans -- particularly
the Hindu population. 

It would be nice to get reviews of this, and other books on Goa in
Marathi too. --FN

controls on everyone else (coming out of the pool and
going to the loo) while exempting India and China
(they are allowed to go in the swimming pool, aka
atmosphere).  Got it now?  Whew!

THE wells of Laporia never run dry. In an arid village, in an arid
corner of the country's most arid state, that's little short of a
miracle. Seven consecutive years of poor rainfall in the Dudu
subdivision of Jaipur district, Rajasthan, has decimated villages,
forcing large-scale migration. But Laporia soldiers on, its perennial
wells and ponds never failing to slake their thirst.

Meet the man who made it happen: Laxman Singh, a simple farmer with a
simple dream.

I visualised a village at harmony with nature, self-reliant and
prosperous, says this farmer-turned-green activist. I knew the kind of
farming we were doing was wrong. We were interfering with nature,
subverting natural processes. No good would come of this.

Large flats of wasteland bordered the village and water was hard to come
by, he recalls. This was in the mid-1980s, when 'sustainable
agriculture' was not yet part of the policymaker's vocabulary.

Singh mooted a unique watershed management scheme, dove-tailed with
animal husbandry and organic farming. It was low-cost and
community-driven. The villager elders were convinced. The watershed
management project was exectued by the village itself.

Says he, We evolved what we now call the chauka system. A series of
bunds, channels and pits were dug over a 5-km stretch, in a checker
board-like pattern, following the natural slope of the land. Water is
thus channeled into the ponds and wells, which are desilted annually in
a shram-daan (gift-of-labour) programme involving every woman, man and
child. 

Gradually, the wastelands were transformed into rich pastures.

Central to the economy of the village are its cattle. The gochar or
pasture is considered sacred and is integral to the watershed management
programme. The cattle are left free every morning to graze along the
bunds and pits which form part of the chauka system. They follow a
well-defined daily routine, eating grass from the pits and sipping water
from the channels.

Our cattle are desi breeds. Stall-feeding is rarely required. The
different varieties of grass they consume on their daily rounds seem to
have a medicinal as well as nutritional value. They never fall ill,
says Laxman. 

No shrub or tree which grows on the pastureland is ever touched.
Likewise, no form of wildlife is disturbed. A portion of the village
land has been designated as a forest zone where trees, plants and birds
of all descriptions are allowed to flourish.

Cattle wealth allows the production of plentiful green manure which is
essential for organic farming. An agricultural scientist once trained
us in vermi-composting and we've never looked back. It's five years
since any farmer used chemical fertilisers ere and yet yields have not
suffered, he adds.

The Laporia model can work only if a village pulls together. The
toughest part was evicting those who had grabbed the common land,
leaving nothing for pastures and watershed schemes. Once the gram sabha
land was free, everything followed.

The best part, they say, has been community bonding. Crime is virtually
non-existent as the village folk have become accustomed to working
together. The bureaucracy, perhaps unnerved by this camaraderie, sent
Laxman a showcause notice for having usurped their powers by mooting a
penalty (of planting five new saplings) on anyone who felled a tree!

The biggest problem in rural areas? Says Laxman: I think it's the
decline in village commonland. If there are no pastures, there will be
no cattle and if there are no cattle, there will be no manure. You'll
buy chemicals from the market and poison the earth.

The Rajasthan government's proposal to give wasteland to private players
for development should be modified, he feels. If the land is given to
village communities, they will do a better job of reclaiming it.

- is correct.  However the almighty cock up was aimed
at confusing the Iranians, not helping them, as Gabe
has falsely insinuated in his post.  It was part of a
deliberate disinformation program in the long

British during WW-II to confuse the Germans, and used
by everyone engaged in geopolical conflicts ever
since.

Here are the relevent excerpts from the same article

Operation Merlin has been one of the most closely
guarded secrets in the Clinton and Bush
administrations. It's not clear who originally came up
with the idea, but the plan was first approved by
Clinton. After the Russian scientist's fateful trip to
Vienna, however, the Merlin operation was endorsed by
the Bush administration, possibly with an eye toward
repeating it against North Korea or other dangerous
states.

Several former CIA officials say that the theory
behind Merlin - handing over tainted weapon designs to
confound one of America's adversaries - is a trick
that has been used many times in past operations,
stretching back to the cold war.

It is little wonder that you wish to ignore reality
and find defending your position an excercise in
futility.  I would feel the same way if I did not have
the facts on my side.

In the meantime, it is left to the responsible
national leaders in the US, UK and Australia, and
their coalition, to deal with a country that publicly
threatens to wipe a country off the map and seeks

The govts of Afghanistan and Iraq were installed by
the Americans. The Americans carefully vetted who
would be allowed to hold govt positions. These elected
puppets do not have any control over their respective
countries. In both countries, the leader of the govt
is nothing more than the mayor of the capital,

306 people were killed.

not just to the people involved in accidents but to their

driver, a passenger or as a pedestrian ? What is our view
on Road Safety and Traffic management in a tourist destination
like Calangute ?

In this connection, a consumer interaction meeting to focus on
the vital issues of Road Safety and Traffic Management is being
organized in Calangute.

Officials from the Directorate of Transport, Traffic Police, PWD,
Kadamba Transport Corporation, Department of Tourism,
Directorate of Consumer Affairs and Directorate of Panchayats
will be present for the meeting.

National Organisation for Tobacco Eradication (NOTE) having base in
Goa today served a legal notice to superstar Amitabh Bacchan for
violating Cigarettes and other Tobacco Products Act.

The NOTE has taken exception to the advertisement hoarding displayed
on the national highway in Goa depicting Mr Bacchan smoking a
cigarette. Eight days notice is given to the star to respond.



Churchill raises Mopa issue again



After a brief silence following his expose in the national television

Was passing thru Mumbai, the city many Goans know as Bombay, earlier
today. It was interesting to read some of the news papers which are
published in Mumbai (at a very low price, one might add) but largely
unavailable for sale in Goa.

This includes the Hindustan Times (Mumbai edition, sold at an invitation
price of Rs 2.50) and the DNA (48 pages, founder partner price of Rs
2). Unfortunately, one might say that while there is a wider amount of
coverage, it's simply more of the same -- trivia and Page 3, seeking to
further entertain the bored Indian affluent class, while largely
overlooking issues of important to the bulk of the Indian population.

Together with this, three's also the booming local press, which like
Goa's free-sheeters
(here it's priced) doesn't try to address the entire Mumbai market, but
only sections
of it.

Some stories from the papers:

* Khan-tastic! As Shah Rukh did a Ye Dosti with Karan Johar, Salman Khan
  decided to really let his hair down and make a big dash and splash
  in Goa. Nearly a quarter page devoted to saying: SRK lived up to his
  promise during Salman Khan's 40th birthday bash in Goa. Salman, who
  recently underwent a hair procedure, turned up sporting a Feroze Khan
  look. His sister Arpita had drawn up a guest list of 50 people and
  most of Sohail Khan's friends were present (like Dino Morea and Yash
  Tonk). But it was Shah Rukh who stole the show. He had promised
  Salman that he would make it, especially since he missed out on
  Salman's birthday party on December 27 -- and King Khan didn't
  disappoint. The holiday is over now for the extended Khan-daan who
  are all back to the grind in Mumbai.

* A Goan-sounding name, Malad resident Lorraine Vaz recalls how a
  mini bus, which spun out of control, narrowly missed her on Dec 30
  but killed one and injured several others. (From Mid Day, reproduced
  in Metro-Malad to Borivli)

* In the Borivali Local Samachar, Mario Carvalho (tel 2891 2932)
advertises
  for home-made Goan sweets/snacks. Doce is priced Rs 150 per kg, 
  dodol at Rs 175. Gauva cheese Rs 140, potato chops at Rs 5 each,
  cutlets at Rs 5, croquettes, pan rolls, mince samosas (Rs 4 each),
  potato samosas, and two Chinese items too...

The call of the year 2006 and hence forth is every Goan has to be Movers  
Shakers or else we will find ourselves in ashes undetectable even by 
sophisticated DNA testing. Even when these alarming bells are ringing loud 
and clear elderly personnel are heading to control the youths with an 
intension to take control of entire situations in Goa. If they are thing so 
I should say they are not into 20th century!


What today's youth demand is All should follow and respect Peoples agenda 
not Party's agenda Youths don't give value to His Master's Voice agenda. 
Today's youth is getting frustrated for losing Goan identity in Goa. Balcony 
including Drivers seats are all sold out in Goa for non-Goans! Factually 
Youth always wants to be in drivers' seat not in passenger seat. And we 
Goans are now struggling to get the tickets at least not to miss a passenger 
seat.Therefore Youths are marching forward to locate a Real Efficient Leader 
who can lead them and ultimately Goa. They don't want to accept the old 
practices of saying You are great. Therefore I will accept your ideology 
and belief  listen to you The most they do is give respect to these old 
stalwarts truly by heart! They respect them and their guidance; they always 
expect to be guided by them but they never accepted the philosophy of 
leading them or accepting them as members of true activity in which they are 
indulged. They will never ever follow the path of elderly stalwarts. At the 
same time young bread is very shroud enough not to loose the name of the 
elderly person being associated with their activity?


Their entire planning of youth starts with including respected personnel in 
their activity and once they achieve their goals elderly personnel are just 
discarded as disposables! This is the truth and factual reality. Reality 
today is the younger you are, the active you are, you are most wanted. The 
only salvation to elderly persons is to be a guide, be a tutor, or be an 
inspiring force without attempting to become a leader. Should any elderly 
person try to interfere in such mass movement I am sure youths will be most 
happy to give you shoulders to graveyard.

PUBLIC INTEREST  WITHDRAWN  certain  revenue villages
from the planning areas of 
A)  Panaji   viz; Morombi o Pequeno and Grande,
Renowadi, Murda, Chimbel, Panelim,Bainguinim,Ela,
Telaulim, Curca, Bambolim, Calapur, Cujira  
retaining   Taleigao Durgawadi
B) Mapusa  all revenue villages   
viz; Anjuna, Verla, Canca, Calangute, Candolim, Marna,
Pilerne, Reis Magos, Soccorro, Salvador do Mundo and
Penha de Franca;

This was confirmed vide a teletalk this evening this
writer had  with the Chief Town Planner Mr Morad
Ahmed. 

With this the three month long agitation  spearheaded
by the MLA Santa Cruz  Deputy Speaker Ms Victoria
Fernandes and other NGO's has achieved a victory of
sorts.

It now remains to be seen when the controversial Town
 Country Planning Ordinance of 29th September, 2005
will be repealed.

Incidentally this writer had an informal  tete a tete
with the new incumbent  Law Secretary Mr U V Bakre (ex
District Judge ) at his residence at Aquem Margao to
confirm whether he had indeed been asked by the Chief
Minister to examine the modalities of repealing
controversial TCP. But  he feigned ignorance of the
same  and stated that he had only read that the same
was handed over to him in the local dailies.

Instead he confirmed to this writer that after he
resigned from the Judiciary he took up his new posting
for only two days 24th 25th November, 2005 and then
proceeded on leave until the 2nd January, 2006 owing
to his daughter's marriage on 25th December, 2005.

Notwithstanding all this the agitators would prefer to
keep their fingers crossed and await the assurance of
the CM to fullfill his promise to repeal the
controversial TCP ordinance.

I think the bulk of the evidence on global warming supports Maurice's and my 
recent take on this issue. A minority like you, who seemingly 'worship' 
American capitalism, despite its ravaging nature, fight on. Good luck to you 
as I have said before. But I suggest that you are thoroughly confused 
thinking that envy comes into the picture at all. It is the very survival of 
the planet, as we
know it, that really matters and the current American administration ignores 
this and imperils us all, including militarily making the world ever so 
dangerous.


You can keep your America Mario, I wouldn't have it even if you paid me for 
it. I saw it well at first hand and I reckon well before you
stepped in there. I rejected it and provided my reasons for this. Even the 
knowledge that, (thanks to Rosa Parks, as reminded by a wise guy in one of 
our posts), today you are not required to sit at the back of your local bus 
in rust-belt Toledo, this would not tempt me to your beloved America for 
residence purposes i.e. until progressive forces as epitomised by George

I have spelt out my reservations about the American exploitative scenario in

New Delhi: The 10th edition of the National Football League with a prize
money tag of Rs 11 million will kick off at Kolkata with a match between
East Bengal and Mahindra United on January 10.  Same day, holders Dempo
will take on Sporting Clube De Goa in another league match at Panaji.

The 10-team competition, to be called ONGC Cup National Football League,
will be played in Kolkata, Goa, Mumbai, Delhi and Ludhiana.  The team
taking part in the league are Dempo, Sporting Clube De Goa, East Bengal,
Mohammedan Sporting, Mohun Bagan, Mahindra United, Fransa-Pax Club, JCT
Mills (Phagwara), Air India and Salgaocar. 

The league has been divided into two phases. Forty matches will be
played in first phase to be held from January 10 to February 9 and the
second phase, in which 50 matches are slated, is scheduled from March 12
to May 14.
The winner of ONGC Cup NFL will take home Rs 40 lakhs while the runners
up will receive Rs 22 lakhs.

The third placer will earn Rs 16 lakh, followed by Rs nine lakh (4th
placer), Rs 5 lakh (5th placer) and Rs 3 lakhs (6th placer).  Winner of
round robin league match will get Rs 30,000 while the highest scorer of
the tournament is assured of Rs 50,000 and Team getting the Fair Play
trophy will receive Rs one lakh.

Addressing a media conference here this afternoon, All India Football
Federation (AIFF) President Priya Ranjan Dasmunsi said the league had to
be divided into two phases as We have to accommodate FIFA and AFC
calendars also.  He said for the first time, the AIFF has kept three
places- Delhi, Bangalore and Calicut- as alternate venues. This has been
done so that if a match can not be held on a scheduled venue due to
unavoidable reason, it be shifted to any of these places so that the
schedule is not disturbed and the sponsors are not affected.

The AIFF chief said that there was a possibility of some matches being
played at Barbourne Stadium in Mumbai.  I have talked to Raj Singh
Dungarpur, who is president of that club and he has agreed to allow
football matches being played at that stadium, he informed.  He said
the AIFF's request to the clubs to ascertain the antecedents of the
foreign players before taking them in has started bearing fruits.  Soon
you (media) will know the ranking and the status of these foreign
players, he said.
Mr Dasmunsi, who is also the Information and Broadcasting Minister, said
though Zee TV has the exclusive rights to telecast the ONGC Cup NFL, he
will like to see Doodarshan also show few matches.

I am confident Zee TV will cooperate because it will help football earn
more exposure and more people will watch it on television, he added.

MUMBAI: The total funds stuck in the Indian banking system in terms of
bad loans, write-offs and restructured assets have touched an alarming
high of Rs 2,36,000 crore, according to Asset Reconstruction Company of
India (Arcil) data.  The money stuck in the Indian banking system is
enough to fund 200 world-class airports in the country or fund the
entire Golden Quadrilateral highway project by four times.

During last three fiscal years, new NPAs amounted to Rs 66,000 crore
whereas non-performing assets (NPAs) of over Rs 77,000 crore were
written off, the Arcil says. By writing off the loans, the banks take
out bad loans from their balance-sheet and as and when the funds are
recovered, it is added to the banks' profitability.  Of the written-off
accounts, around 50 percent will be in AUCA (assets under collection
accounts) having potential for value realisation. ''If we add 50 percent
of the AUCA figures to the NPA level of Rs 2,03,000 crore, the same will
increase to Rs 2,36,000 crore... this will account for 16.3 percent of
GDP,'' says Arcil.

As NPAs in the financial system are large in dimension, it requires
on-going steps to unlock their values. Restructured assets (Rs 92,000
crore) and NPAs of all scheduled commercial banks, financial
institutions, non-banking finance companies and co-operative banks (Rs
1,11,000 crore) put together are Rs 2,03,000 crore. This is nearly 14
percent of the GDP at current factor cost, Arcil says. Arcil has been
floated by a clutch of banks to recover bad loans. However, according to
bankers, restructured assets are not classified as NPAs. ''In most of
the restructured cases, there're interest waivers and moratorium on
repayment. So the repayment can be delayed by 6-12 years,'' clarified a
PSU bank official. This means a bank usually forsakes its profits so
that its principle amount can come back to its kitty.

Further, implementation of BASEL II norms from 2007 and 100 percent
provisioning on doubtful assets over three years from March 2007 are
likely to further increase volume of NPAs. ''The present buoyancy of the
economy provides an opportune time for recovering realisable value from
the sizable NPAs,'' Arcil claims. Banks have restructured Rs 27,000
crore standard assets which do not figure as NPAs. Beside, Rs 65,000
crore debts have been restructured through CDR. ''Experience suggests
that some of these restructured loans (Rs 92,000 crore) are likely to
turn into NPAs,'' Arcil says. Restructured assets and NPAs as stated
above add up to Rs 2,03,000 crore. The GDP at current factor cost as of
September 2005 is Rs 14,49,000 crore. Thus restructured accounts and
NPAs comprise 14 percent of the GDP at current factor cost.

Not only that, NPAs erode shareholders value significantly. During last
three fiscal years banks have booked a PAT of Rs 60,000 crore and
provided Rs 43,000 crore as provision for NPAs. ''Substantial portion of
the profit of the banks is eaten away by NPAs. Thus, shareholders' value
is getting eroded on account of NPAs,'' it says.  Though the government
of India came out with legislation on making recovery of bad loans
easier, the banks are resorting more to write-offs than to recover funds
from big industrial houses.

NEW DELHI, JAN 4:  Fiscally disadvantaged states suffer from a major
handicap. Their capacity to raise resources is limited by their low
level of income. At the same time, they do not do enough to mobilise
resources, said Dr C Rangarajan, chairman of the Prime Minister's
Economic Advisory Council. 
Dr Rangarajan was inaugurating a workshop on 'Fiscal Management in
Disadvantaged States' organised by the National Institute of Public
Finance and Policy, the Delhi-based think-tank. Five states - Orissa,
UP, Bihar, Jharkhand and West Bengal - have been identified by NIPFP as
'disadvantaged'. 
 
Differences between federating units are commonplace. But what makes the
Indian situation more problematic is that the difference between the
federating units is much wider than in most other federal countries. In
Canada, for instance, the per capita income in the richest state is just
1.5 times more than in the poorest. In India, in contrast, the per
capita income in Goa is nine times that in the poorest, Bihar. Even if
Goa is taken as an outlier and a state like Maharashtra is taken
instead, the per capita income is about four times higher than in Bihar.
The challenge of bringing about some kind of horizontal equity is,
therefore, much more, he said. 

The effort of successive Finance Commissions has been to ensure
reasonably comparable levels of service delivery at reasonably
comparable levels of taxation. Here, inter-government transfers - from
the Centre to states and between the states - can help. But only up to a
point. Beyond that, states must do more to raise resources. 

In all the five states in question, the ratio of own tax revenue to
gross state domestic product is well below the national average,
implying that they are not doing enough to raise resources. It's much
the same story when it comes to non-tax revenues as well, with these
states lagging behind the national average.  As a result, these states
suffer from a number of infirmities - a low tax/GSDP ratio, a low ratio
of own resources to total resources and a low share of development
expenditure to total expenditure relative to the national average. 

Even if we accept that they are handicapped by their low income level,
these states are not doing enough to exploit the available fiscal space,
he said. 
The three-day workshop is being attended by fiscal experts and
government representatives from the states in question.

Chicken biryani   2 cups basmati rice, 4 cups chicken stock, 1
chicken,cut into large pieces, 2 tsp cumin powder, 3 cardamoms, 4
cloves, a piece of cinnamon, 2 tsp aniseeds, 2 tsp coriander seeds, 2
bay leaves, 4 big elaichi, 1/2 tsp red chili powder, 4 tsp salt, A
pinch of nutmeg powder 1/4 tsp yellow color, 1/4 tsp orange color, 1
big onion,finely sliced, 1 tbsp ghee, 1 pod of garlic, 1 tbsp
badam(almonds), 1 tbsp kishmish(raisins)   Soak basmati rice for half
an hour.  Make a bag of fine cloth with garlic, big elaichi, bay
leaves, aniseeds,and coriander.  Cook chicken with 5 cups of water and
put masala bag in it.  Cook till chicken becomes tender and only 4 cups
of water is remaining.  Remove chicken pieces and masala bag,and keep

PANJIM, Jan 2: For the third time in Goa, Non-Resident Indians (NRIs)
will voice their expectations on a common platform in the hope of
receiving some response from the government.

The Gomant Vishwa Sammelan, a worldwide Goans convention organised by
the NRI Goa Facilitation Centre, sets stage on January 3 and 4, 2006 in
Panjim.

However with the last two conventions hel din 2004 and 2005, not much of
an outcome has been in sight, according to NRIs.

Says Zamir Khan, NRI from Saudi Arabia: We openly discussed our
problems with the Chief Minister last year but nothing much has been
done. NRIs have general problems pertaining to land, health and
education, among others. We had demanded a single window to address our
problems, but this demand has not been met, says Khan.

The State Government has no concrete working for the NRIs, opnines Peter
D'Souza, also from Saudi Arabia.

The government needs to introduce projects and proposals for the NRis
and go to the point of sale, just like Kerala or Andhra Pradesh, where
the State government reaches out to the NRIs worldwide, opines D'Souza.

As for these conventions, they are held once or twice and then
forgotten, says D'Souza. You can't expect anything concrete from such
conventions, he says.

The fact is that both sides are not serious, he opines. The NRIs have
a poor attendance due to the timings of the conventions and the
government is not strongly interested, says D'Souza.

No doubt that the NRI centre is in its initial stages. But with such
conventions, we plan direct NRI involvement in the State, says Dinar
Bhatkar, chief coordinator, NRI Facilitation Centre.

We have recommended to the government that a survey be done on issues
pertaining to NRIs, says Bhatkar.

However, the biggest stumbling block after the convention in January
last year was the change in government, which brought things to a
standstill, says Bhatkar. (ENDS)

This is my final post on the repetitive circulars on
comical alternative science at this time. I hope that
at least this last post of mine elicits a full-blown
comical childish temper tantrum like Bush. I suspect
that unfortunately Goanet has been rejecting most of
these comical emotional outbursts.

In the latest issue of comical alternative science we
learn the following:

1. Almost everything that was claimed to be false in
the last issue of comical alternative science is now
claimed to be true. 

For example, it is once again claimed that China and
India are producing excessive amounts of greenhouse
gases, but humans in those countries are not
responsible for them.

2. Some new claims have been made in this comical
issue. The comedy this time even includes some potty
humor.

For example, it is claimed that JunkScience.com comedy
website is actually an anti-scientific site. It is
supposedly against some unnamed scientists.

It is claimed that India and China are being allowed
to go into some swimming pool while everybody else is
asked to come out of it and go to the loo.

The Goa state government, in association with the Children's Film
Society of India (CFSI), is all set to organise a state-level children's
film festival in the state from January 9 to 14, 2006.  The festival
will be inaugurated by Chief Minister Pratapsingh Rane at Kala Academy
and will also be attended by CFSI Chairperson Nafisa Ali, a release
said.

Besides, there will be free screening for visually impaired children and
inmates of remand homes.  A two-day film-making workshop will also be
organised at the Kala Academy, it added.  The festival is being
organised for the benefit of the student community. Films would be
screened in 14 theatres across the state in which students of primary,
middle and secondary school would be invited to watch movies for a small
fare of four rupees per seat, the release said.

3rd Gomantak Vishwa Sammelan brought CM and Opposition Leader (OL) face to
face program at famous Kala Academy. Non-Resident Goans literally grilled
the duo on major issues.

On garbage issue our CM confirmed that he had officially visited Macau 10
years back to study and implement the garbage handling German technology in
Goa which he could not initiate nor implement it till date. Now that Goans
are making hue and cry over the issue he is thinking of providing something
similar to Goa. To start with he is going to provide Goa gunny and rexine
bags to curb overuse of plastic bags! Is our CM sure that rexine bags are
biodegradable. It should not happen that our garbage problems compounds
further with this intellectual brains. On this issue OL said that he had
planned two plants one each in North and South Goa for garbage management
but there was some reluctance from concerned department and that he did not
want to interfere with Urban Development Ministry. But as then CM he
accepted the blame.

On Water Supply our CM said that with completion of Tillari Project we will
manage to take some load off of water needs in Goa and that he is going to
have many more such projects in various parts of Goa. All the Goans are only
hoping that CM should not initiate such projects close to boundary lines of
Goa which will prove beneficial to Maharashtra and Karnataka like that of
Mopa project. Secondly we should only hope that our Goa wants get flooded
with fresh drinking water due to such projects to be coming up. Goans please
keep your eyes open. Where as OL opined that Goa has plenty raw water
therefore what Goa needs is not Tillari project but more treatment plants?
The fact and reality is Goans don't get 24 x 7 hour water supply.

On influx of migrants CM says it's difficult to stop it. If this version
comes from CM one need not be surprised why he initiated changed in TCP
ordinance! This revised ordinance is issued only to take care of migrants so
that they can very easily construct structures on hill slops and on seashore
sides. OL showed concern to declining Goan numbers. He further said
immediate possible way to restrict migrant flow in Goa is going into
atomization so that we need not dependant on migrant labors. And that our
Goa's vision should be to go ahead with the projects that does not demand
working labors and yet attract the tourists.

On Dabolim air port CM wants Mopa to come up but equally at same breath he
says that Dabolim will be retailed. His expression like this clearly
indicates that he has not studied the international air port regulations.
Dabolim is next to impossible to operate once Mopa starts this is as per
international airport guidelines. Whom is he trying to fool?  OL did not say
any thing whether he is for Mopa or Dabolim but only confirmed that Nay
occupied Dabolim. OL should have come out open on their party stand. Why did
he not do that at this forum?

In case of constructions coming up violating CRZ norms our Mr. CM is on
record saying that it's true and that he cannot do any thing to control
this. If he controls this then sure he will have to loose his golden seat.
Who wants to cut the hen which lays golden eggs? Mr. Parikar was fool to do
this and he is suffering today is it not correct. But people say he had guts
and he did it.

In nut shell duo appeared to be two sides of the same coin. General
impression was OL outsmarted CM on many counts and also came to his rescue
many times. But both of them were made speechless by the audience on many
occasion was also witnessed on that day.

After a long wait Mr. CM came on record with two things. First announcement 
was spontaneous i.e. announcing judicial inquiry. His next action came at a 
press conference held at official residence of CM. At this press conference 
he categorically announced that BJP party including opposition leader Mr. 
Manohar Parikar is brain behind organizing unwanted incidence at Saleli - 
Sattari. I only hope Mr. CM's intelligence agency's reporting is not a 
failure or misguiding information like Bush's and Blair's reporting 
intelligence agency! One should not forget that just because of US and UK's 
intelligence failure millions of Iraqis had to loose their lives. Mr. CM if 
you are convinced beyond doubt initiates legal proceedings against the one 
whom you are accusing. Who has stopped you from taking action? Mr. CM your 
ACTIONS SHOULD SPEAK LOUDER THEN YOU ARE VOICE. I hope Mr. CM is listening.




GPCC president or GPCC party may not be with Mr. CM or his views. What is 
more important is youth leader in Goa Pradesh Youth Congress (GPYC) 
president in Girish Chodankar has extended strong support to you and is with 
you. This is very clear from the press statement that he has released. Does 
the press statement appear to you as blame game!




Mr. CM should not be too much worried on what if any one does in-depth 
analysis of the past misdeeds! Never mind what you said at 3rd Gomantak 
Vishwa Sammelan about you granting licenses to only 4 crushers when you have 
actually granted licenses to 7 stone crushers since 1993 - 2000. The issue 
to be made in this episode is not about you sectioning 7 stone crushers but 
the issue to be made is why BJP granted license to one crusher i.e. the 8th 
crusher in 2002 to Swaraj Metal which belonged to Prithviraj Rane that too 
in CM's constituency. Mr. CM be rest assured that no one will dig the past 
record which says that GSPCB had objected to setting up of the very same 
stone crushing project of Prithviraj Rane on 25th November 2002. Never mind 
that this objection was initiated much before villagers had officially 
complained about the said project. Mr. CM be rest assured that no one will 
ever try and find out whether despite GSPCB's official objection to granting 
the license to the said project Prithviraj was illegally operating that 
crusher under some other political blessings or not.  Situation today 
demands that Congress loyalists has to make an issue that BJP tried to 
extend unwanted favors to Prithviraj only to grab his loyalty towards BJP. 
And since they failed in their attempt they triggered the recent issue. How 
you like this brainy idea Mr. CM? Mr. CM don't you worry about any 
consequences, congress youths are with you full heartedly and your 
intelligence reporting system. With all this you don't have to have even a 
vote of confidence in whether what you are doing is right or wrong from 
GPCC. GPCC is not UNO. For your information Mr. CM even Bush and Blair had 
not cared for UNO. So why should you care for GPCC. You start your action 
plan of bulldozing BJP. And if at all you feel you are short of ideas please 
dial in official capacity to Bush or Blair. They will be most willing to 
help you in this situation. US might even send their external affairs 
minister in smart dynamic lady to your rescue.

CM alleges BJP's hand in the December 28 incident

Goa Chief Minister Pratapsinh Rane today alleged Bharatiya Janata
Party's (BJP) involvement in the December 28 incident in which the
owner of a stone crusher unit, Prthiviraj Rane, was lynched to death
and several policemen injured by irate villagers at Saleli village in
North Goa.

Speaking to reporters here Mr Rane also alleged that the Leader of the
Opposition is a party to this incident. ''It is very sad, taking a
milage on someone's death,'' he added.

Mr Rane admitted that as home minister it was his duty to visit Saleli
village and see who were injured and also to visit the kin of the
victim. ''If I had not visited Saleli, there would have been a riot,''
the chief minister said.

He said the police were forced to fire in the air for the safety of
their personnel as irate villagers were hurling stones in their
direction resulting in severe inuuries to a few cops.

Why South India is jihadi target

The White House, the Pentagon and the headquarters of the National
Security Agency and the Central Intelligence Agency are reputed to be
the best-protected establishments not only in the United States, but
also in the whole world.

And yet, one morning in January 1993, Mir Aimal Kansi, a Pakistani
national, drove to the headquarters of the CIA, waited in his car --
without being questioned by the security guards -- till the staff
started arriving for their morning shift.

He got out of his car with a modern rifle and fired indiscriminately,
killing two officers and injuring some others, got back into his car,
drove to the airport, left for Pakistan and disappeared in the remote
tribal areas of Pakistan.

It took the CIA and the Federal Bureau of Investigation months before
he could be arrested, brought to trial in the US, convicted and
executed.

It was a serious breach of physical security. Yet, the US media --
print as well as electronic -- covered it with a certain sense of
balance and analysed professionally, without unnecessary
sensationalism, as to how the breach occurred.

An in-house enquiry was held and the deficiencies in security
identified and corrected.

The media and terrorism analysts in the US conducted themselves with
considerable professionalism and restraint and avoided
sensationalising and over-dramatising the incident by projecting as if
Washington had suddenly become a very insecure place.

Unwise sensationalising and over-dramatising a terrorist incident only
amounts to playing into the hands of terrorists and provides, as
Margaret Thatcher described when she was the British prime minister,
oxygen to terrorism.

One has reasons to feel concerned over the way sections of our media
-- more electronic than print -- and analysts have been going
overboard in sensationalising and over-dramatising the action of a
terrorist in gaining access to a conference of scientists at Bangalore
on December 28, and opening fire on the scientists as they were coming
out, killing one of them and injuring some others.

To stress the need for restraint and balance in analysing the gravity
and implications of the incident is not to underestimate it. It is to
emphasise the importance of seeing the incident in its proper
perspective so that we draw the right lessons and protect ourselves
better.

It is not as if South India has overnight become the preferred target
of Pakistani terrorists, instigated and assisted by Pakistan's
Inter-Services Intelligence.

It has been an important ISI target for many years because of the
location there of many of our defence, nuclear and space
establishments, information technology and other hi-tech industries
and some of the most sacred places of Hinduism.

Is Hyderabad the next terror target?

It is very difficult for a foreign terrorist to operate in our
territory without at least some local support for logistics and other
purposes. Before 1992, such support was scarce in South India. The
anger caused among some sections of the Muslim youth in South India by
the demolition of the Babri Masjid in December 1992 created a fertile
soil for the operation of the ISI-backed jihadi terrorists in the
South.

The Babri Masjid demolition provided the oxygen to jihadi terrorism in
many areas of India outside Jammu and Kashmir, and particularly in the
South. This is a ground reality which one cannot and should not play
down.

The media has been analysing as to why the jihadi terrorists have been
targeting South India. The right question to be asked is as to why the
ISI has been targeting the South. It has not been targeting the South
only since 1992. It has been doing so since 1981.

Before 1992, it had very little support from our Muslim community in
the South. It, therefore, sought the help of the Khalistani terrorists
for extending their acts of terrorism to the South.

B Raman: Why terrorists struck Bangalore

Take out from the archives of the intelligence community the
interrogation report of Lal Singh alias Manjit Singh of the
International Sikh Youth Federation, Canada -- who was arrested by the
Gujarat police in 1992 -- and read it.

He had stated how the ISI was interested in organising an act of
economic terrorism in Chennai and sent him to study the possibility of
organising an explosion at the Chennai Stock Exchange. After visiting

The new system puts Eugene among four airports in the Northwest using the
advanced gear. The others are Portland, Spokane and Seattle-Tacoma. The
Category III Instrument Landing System projects an image on a special screen
in front of a pilot called a head-up display. The image provides altitude,
heading, speed and other information. 

The new system is a big step forward, but not the ultimate solution to all
fog-caused flight problems, Noble says. Eugene will have a few days when the
fog is too thick for a Category III system landing. Also, not all airplanes
are equipped with a head-up display, and not all pilots are trained to use
it, Noble says. I don't want to paint it as a solution to all situations,
Noble says. The next generation of navigation systems will use
forward-looking infrared radar that can see through fog and give pilots an
image of buildings, vehicles and other objects at the airport. Future
surface guidance systems will lead pilots directly to their gate after
landing, Bush says.

NEW DELHI, Jan 4. - The Lok Sabha MPs named in last month's television
expose on corruption in the MP Local Area Development Scheme (MPLADS)
have filed their replies to the inquiry committee set up by the Speaker,
Mr Somnath Chatterjee. 

On 19 December, shortly after the cash-for-query scam was exposed by a
sting operation carried out by a private TV channel, another such
exercise called Operation Chakravyuh by a different private TV channel
showed a former Congress Goa chief minister and Lok Sabha member Mr
Churchill Alemao and former Union minister and BJP MP Mr Fagan Singh
Kulaste as being involved in corruption in allotting work for the MPLAD
scheme. It, however, said a Samajwadi Party MP, Mr Toofani Saroj,
refused to discuss or accept any commission. 

Taking cognizance of the second scam, the Lok Sabha Speaker had
announced in the House on 20 December that the inquiry would be
conducted into the serious allegations of improper conduct.  According
to sources, all Lok Sabha MPs named in the expose on corruption in
MPLADS have filed their replies to the seven-member inquiry committee
headed by senior Congress MP Mr PK Bansal, who also inquired into the
cash-for-query scam. The other members of the committee are Mr VK
Malhotra (BJP), Md Saleem (CPI-M), Mr Ram Gopal Yadav (SP), Mr C
Kuppuswamy (DMK), Mr Prasanna Acharya (BJD) and Mr DP Yadav (RJD). The
committee has been asked to give its report by 31 January.

The tug of war between the Fashion Design Council of India (FDCI) and
Lakme over their respective fashion weeks continues. While FDCI has
announced that they have 65 designers on board for their first event in
April, Lakme has come up with an impressive panel of designers and
industry stakeholders. The panel will act as their advisory board in
selecting emerging designers. While some of the names in the panel, like
designers Wendell Rodricks and Narendra Kumar were expected, others like
Ritu Beri and buyers Sangeetha Kathiawad of Melange and Pradeep Hirani
of Kimaya come as a big surprise. Looks like FDCI, which has also been
served a notice by the government under the Monopolistic and Restrictive
Trade Practises Act for restricting designers from participating in both
the events, has some catching up to do.

While everybody else was basking in the year-end celebrations, designer
Ashish Soni did his bit to contribute to the relief fund for tsunami
rehabilitation by organising a show in Chennai. It was followed by an
auction, the proceeds of which went to the Chief Minister's relief fund.
The event was a lively affair with participants of the Chennai Open
tennis championship - Leander Paes, Carlos Moya and Paradorn Srichaphan
- walking the ramp for Soni. The star of the day was by far the shy
Spaniard Moya who floored the audience with his good looks and dapper
style statement. Incidentally, Soni is heading back to New York in
February for a second showing before he heads off to Berlin for a
special showing at their fashion week. 
 
Arty Fact
During his last visit to Delhi, Goa-based designer Wendell Rodricks had
promised us that he would soon come up with a spectacular store in his
hometown. Now the designer has gone ahead and upgraded his store. The
new Wendell Rodricks Design Space is located in the picturesque old
heritage area of Campal, in the house of a former governor of the state
and has a cafe and a skin clinic, in addition to the four rooms devoted
to designer wear. Besides established designers, one of the rooms is
devoted to upcoming talents. Well, with his present assignment as a
board member of the Lakme Fashion Week, we are sure that's one room that
won't stay empty!

See, Maurice, even the comical Santosh is beginning to
slowly acknowledge some of the  fundamentals of what
is going on in the environmental arena, while
continuing to twist the truth about other facts.

Earlier he had falsely claimed that Bush and Blair had
been named as scientists.  I think it was a pathetic
attempt at being comical, little realizing that his
verbal antics are comical enough.  Now he seems to
have given up on that absurdity, but watch for it to
be repeated again in future.

He continues to falsify what has been said about India
and China while avoiding explaining how the
environmental swimming pool can stay clean with these
two burgeoning economies being allowed to go in the
pool, while demanding that everyone else climb out of
the pool and go to the loo.  However, this is fairly
typical of how extreme environmental activists address
these issues.

He continues to falsify what has been said about the
contributions of humans versus nature to the miniscule
percentage of greenhouse gases in the atmosphere.  The
fact is that, regardless, the percentage is still a
drop in the bucket.

He continues to falsify some of what has been said
about JunkScience.com, while finally admitting that it
debunks the comical claims of the extreme
environmental Junk Scientists, whom Santosh has
staunchly defended on this forum and others using the
verbal tactics typical of environmental activists. 

BTW, everyone needs to visit JunkScience.com for
frequent updates on the comical and contradictory
shenanigans of the extreme environmental Junk Scientists.

countries in the world where the use of DDT has been
sanctioned for use, but bureaucratic red tape has
delayed the spraying process at the expense of
numerous lives.

NDTV.com report:
Tonnes of DDT goes waste in Bihar

Black fever or kala azar is among the biggest public
health challenges in Bihar.

Caused by parasites spread by sand flies, the disease
has claimed 118 lives in the state.

But there is evidence that the threat posed by the
dreaded disease is not quite being taken seriously by
the state.

Letters sent by district malaria officers to the state
health society document how huge quantities of DDT
supplied to Bihar by the Centre for combating malaria
and kala azar never got sprayed.

Of the 80,000 kg of DDT that Saharsa district
received, only 7,900 kg was used. Along with stocks
from 2004, now 1,32,000 kg of DDT has piled up and all
of it has expired.

Madhubani has reported almost 1,16,000 kg DDT lost and
Hajipur 1,45,000 kg.

Expiry date

Figures from 11 districts add up to 470 metric tonnes,
which means DDT worth more than Rs 6 crore has now
expired.

When kala azar had killed more than 400 people in
Bihar in 2000, the state government had accused the
Centre of not supplying enough DDT.

But now 2000 metric tonnes of unused DDT has piled up
in warehouses. Samples of the DDT that has expired are
being sent to New Delhi for testing and officials are
hoping that not all is lost.

It's a stable compound, but while testing, often it's
found that potency may have reduced, said Dr CB
Singh, Chief Malaria Officer.

What makes the current wastage more ironic is the fact
that its in the name of poor patients that DDT,
despite being banned in many countries, has been
sanctioned for use in India.
