[This was written and published in the Herald before the event.] Goan NRIs hoping against hope HERALD, Jan 3, 2006 PANJIM, Jan 2: For the third time in Goa, Non-Resident Indians (NRIs) will voice their expectations on a common platform in the hope of receiving some response from the government. The Gomant Vishwa Sammelan, a worldwide Goans convention organised by the NRI Goa Facilitation Centre, sets stage on January 3 and 4, 2006 in Panjim. However with the last two conventions hel din 2004 and 2005, not much of an outcome has been in sight, according to NRIs. Says Zamir Khan, NRI from Saudi Arabia: We openly discussed our problems with the Chief Minister last year but nothing much has been done. NRIs have general problems pertaining to land, health and education, among others. We had demanded a single window to address our problems, but this demand has not been met, says Khan. The State Government has no concrete working for the NRIs, opnines Peter D'Souza, also from Saudi Arabia. The government needs to introduce projects and proposals for the NRis and go to the point of sale, just like Kerala or Andhra Pradesh, where the State government reaches out to the NRIs worldwide, opines D'Souza. As for these conventions, they are held once or twice and then forgotten, says D'Souza. You can't expect anything concrete from such conventions, he says. The fact is that both sides are not serious, he opines. The NRIs have a poor attendance due to the timings of the conventions and the government is not strongly interested, says D'Souza. No doubt that the NRI centre is in its initial stages. But with such conventions, we plan direct NRI involvement in the State, says Dinar Bhatkar, chief coordinator, NRI Facilitation Centre. We have recommended to the government that a survey be done on issues pertaining to NRIs, says Bhatkar. However, the biggest stumbling block after the convention in January last year was the change in government, which brought things to a standstill, says Bhatkar. The nationlity of the murdered maid is not yet disclosed but she can be any body's mother, wife, sister or unty. Our Maids coming to Kuwait first find out the character of the sponsors and employers. Our Maids coming to Kuwait to work must have some body of her own for any eventuality, in the event of any problem she might have to undergo due to the harsh treatment meted out to her by her employers. Many times when dead bodies of maids are sent for burial in Goa, their relatives must find out how she died. Many times many questions remain unanswered. The social workers, NGO's and religious leaders mainly the Church leaders should educate the propective maids by preaching in the Church. Many times our priests are coming to Kuwait but many of them are not interested in knowing the situation of the weaker section here, they come and raise funds for their activities back home but do not bother to know the pathetic situation of our suffering maids and others. Our tiatrists too are sailing in the same boat. They can do lot of educating the people back home in Goa. The write up below is self explanatory and by reading it many of our people should know the hardships many of us are undergoing here while earning petro dollar. This is in response to the news item appeared in Arab Times dated 29.12.05 under the caption Maid Killers jail extended. The news item of killing their maid by a Kuwaiti couple is creating chilling effect on readers. In his statement, the advocate for the murderers said that his clients should be released since there is nobody to take care of their children particularly Eid holiday is about to start. What about the children or dependent of the brutally murdered maid? Who will take care of her dependents for whose sake she came to Kuwait? This question should get preferential answer first. The news item further states that the couple confirmed they had not murdered the maid but she committed suicide. According to me, no maid normally comes to Kuwait to commit suicide, she comes to Kuwait to work and earn petro dollar to support her dependents back home. To earn precious Dinar is her only motto and not to forfeit it by committing suicide. Even at times when she commits suicide or made to believe that she committed suicide when in fact she was killed, she does so because she is forced to when she is constantly maltreated and beaten as it was indicated in your report saying that the Kuwaiti madam used to beat her. Here I asked, what right the Kuwaiti lady got to beat her maid and who authorized her to touch her maid by meting out corporal punishment? It is atrocious and no civilized person will accept this type of treatment. The couple found the house maid dead in her room. Fearing the woman would be charged with murdering her; the couple carried the body in their vehicle and buried it in a desert area in Jahra states your news item further. It is rubbish to accept this statement even by a layman. The Kuwaiti woman is not a small baby simply to accept accusation of murdering the maid when she is not a culprit. She should have complained to the police and police would take care of the remaining but surely not take law into her own hand and burry the body in the desert without informing the proper authority. What about the relatives and the nearest and dearest of the maid? What do they know? Do they know that the maid is still working and not taking care of contacting them back home because she is flirting here in Kuwait with someone in whom she is more interested than her relatives back home? Or where they informed by the Kuwaiti criminal couple that she was dead? There is no respect for the dead body? There are no last religious rites to be performed on the dead body and just buried in the desert instead of cemetery? Is Jahra desert become an illegal burial place for the innocent victims murdered by the murderers? I condemn such killings and ask society as a whole and Kuwaiti society in particular to raise its voice against this type of atrocities against weak creatures of God. Babush) Monserrate, has been personally supervising the construction of a children's park cum jogging park along the beach front on the Dona Paula - Miramar Road at Caranzalem. Monserrate is reported to have asserted that CRZ clearance is not required for a children's park or garden on the beach. This is highly disputable. However, the point to be specially noted is that the Town and Country Planning Board and the various Planning and Development Authorities are purely planning authorities. They do NOT have any authority to execute any projects. The TCB is not an executing agency. It can only approve plans from a planning point of view submitted by Local Bodies such as Municipal Councils or Panchayats. The fact that the Minister is personally overseeing the implementation of a specific project is clear evidence of a gross and blatant violation of the Law by the Minister. It is not within the competence of any Minister to implement any project. This is a clear case of a Minister running amok. Where is the Cabinet of our Chief Minister, P.R. Rane? However road engineering in the state is being given little or no attention and black spots marked for urgent improvements seems to be getting redder with increasing accidents, major and minor, every year. The Traffic Division of the Goa Police prepared a report a year ago listing 70 spots all over Goa requiring immediate attention for improvements in road engineering. A year later only partial improvements have been undertaken at 41 spots and 29 extremely crucial spots remain unattended to. While many of the recommendations include road widening, re-alignment of junctions,traffic islands, sub-ways etc,even simple recommendations of pedestrian crossings, road signages, bus bays, road medians, speed breakers, road widening have been shelved. In Porvorim alone, there are about three to four extremely dangerous spots near Ashwin garage, Teen Building, Teachers Training College-Goa Board junction and Porvorim Petrol Pump. Nearly 150 accidents and fatal accidents have taken place at the said four sites during the last five years. But recommendations for various improvements have fallen on deaf ears. The Panjim-Margao route also has a couple of black spots at Agassaim bazaar,Rumder at Nuvem,Ambaji junction, Bambolim Cross and Nuvem junction. These spots have witnessed nearly 175 accidents and fatal accidents in the last five years. In North Goa, spots like the Bastora junction, Gandhi Chowk in Mapusa and in South Goa Periudok in Curchorem, Gullem in Canacona near Bhumipurush temple and Upper Bazaar in Ponda have been marked for urgent improvements in road engineering. These spots have recorded over 80 accidents. These are only few of the many spots suggested for improvements and are yet to see the light of day. We submitted a report last year and we are not at all satisfied as no improvements have been carried out by the PWD, says Atmaram Deshpande, Superintendent of Police (Traffic). It is one thing to talk and quite another to do and I am delighted to tell you that Ratan Tata has kept alive the legacy of perhaps Indias finest industrialist J.N. Tata. Something that some people doubted when Ratan took over the House of the Tatas but in hindsight, the best thing to have happened to the Tatas is unquestionably Ratan. I was amazed to see the extent of corporate philanthropy and this is no exaggeration.For the breed that talks about corporate social responsibility and talks about the role of corporate India, a visit to Jamshedpur is a must. Go there and see the amount of money they pump into keeping the town going; see the smiling faces of workers in a region known for industrial unrest; see the standard of living in a city that is almost isolated from the mess in the rest of the country. This is not meant to be a puff piece. I have nothing to do with Tata Steel, but I strongly believe the message of hope and the message of goodness that they are spreading is worth sharing. The fact that you do have companies in India which look at workers as human beings and who do not blow their software trumpet of having changed lives. In fact, I asked Mr Muthurman, the managing director, as to why he was so quietabout all they had done and all he could offer in return was a smile wrapped in humility, which said it all. They have done so much more since I last visited Jamshedpur, which was in 1992. The town has obviously got busier but the values thankfully haven't changed. The food is still as amazing as it always was and I gorged, as I would normally do. I visited the plant and the last time I did that was with Russi Mody.But the plant this time was gleaming and far from what it used to be. Greener and cleaner and a tribute to environment management. You could have been in the mountains. Such was the quality of air I inhaled! There was no belching smoke; no tired faces and so many more women workers, even on the shop floor. This is true gender equality and not the kind that is often espoused at seminars organised by angry activists. I met so many old friends. Most of them have aged but not grown old. There was a spring in the air which came from a certain calmness which has always been the hallmark of Jamshedpur and something I savoured for a full two days in between receiving messages of how boring and decrepit the Lacklustre Fashion Weak was.It is at times such as this that our city lives seem so meaningless. Jamsetji Nusserwanji Tata had created an edifice that is today a robust company and it is not about profits and about valuation. It is not about who becomes a millionaire and who doesnt'. It is about getting the job done with dignity and respect keeping the age-old values intact and this is what I learnt.I jokingly asked someone as to whether they ever thought of joining an Infosys or a Wipro and pat came the reply: "We are not interested in becoming crorepatis but in making others crorepatis."Which is exactly what the Tatas have done for years in and around Jamshedpur. Very few people know that Jamshedpur has been selected as a UN Global Compact City, edging out the other nominee from India, Bangalore. Selected because of the quality of life, because of the conditions of sanitation and roads and welfare. If this is not a tribute to industrial India, then what is? Today, Indian needs several Jamshedpurs but it also needs this Jamshedpur to be given its fair due,its recognition. I am tired of campus visits being publicised to the Infosys and the Wipros of the world. Modern India is being built in Jamshedpur as we speak. An India built on the strength of core convictions and nothing was more apparent about that than the experiment with truth and reality that Tata Steel is conducting at Pipla.Forty-eight tribal girls (yes, tribal girls who these corrupt and evil politicians only talk about but do nothing for) are being educated through a residential program over nine months. Or, acknowledgment that there are still parts and peoples of Goa which 'we' hardly understand. Last week, Nandkumar Kamat introduced me to Sattari lecturer Prakash Paryenkar, whose book Dovorne (named after the traditional place where you rested your buden if carrying a headload, it's a stone- built structure of sorts still visible in parts of Goa) is being released on Friday, January 6 at 5 pm at the Institute Menezes Braganza. This text is in Marathi, and it's being released at a function where the chief guest will be Datta Damodar Nayak, and guest of honour Mohandas Surlekar (vice-chairperson of the IMB). The president of the function will be Pundalik Narayan Nayak, while Dr Nandkumar Kamat will introduce the book. Being in Marathi makes it accessible to one section of Goans. But one needs to acknowledge that this has long been the language of choice for the written word, for a significant section of Goans -- particularly the Hindu population. In an arid village, in an arid corner of the country's most arid state, that's little short of a miracle. Seven consecutive years of poor rainfall in the Dudu subdivision of Jaipur district, Rajasthan, has decimated villages, forcing large-scale migration. But Laporia soldiers on, its perennial wells and ponds never failing to slake their thirst. Meet the man who made it happen: Laxman Singh, a simple farmer with a simple dream. I visualised a village at harmony with nature, self-reliant and prosperous, says this farmer-turned-green activist. I knew the kind of farming we were doing was wrong. We were interfering with nature, subverting natural processes. No good would come of this. Large flats of wasteland bordered the village and water was hard to come by, he recalls. This was in the mid-1980s, when 'sustainable agriculture' was not yet part of the policymaker's vocabulary. Singh mooted a unique watershed management scheme, dove-tailed with animal husbandry and organic farming. It was low-cost and community-driven. The villager elders were convinced. The watershed management project was exectued by the village itself. Says he, We evolved what we now call the chauka system. A series of bunds, channels and pits were dug over a 5-km stretch, in a checker board-like pattern, following the natural slope of the land. Water is thus channeled into the ponds and wells, which are desilted annually in a shram-daan (gift-of-labour) programme involving every woman, man and child. Gradually, the wastelands were transformed into rich pastures. Central to the economy of the village are its cattle. The gochar or pasture is considered sacred and is integral to the watershed management programme. The cattle are left free every morning to graze along the bunds and pits which form part of the chauka system. They follow a well-defined daily routine, eating grass from the pits and sipping water from the channels. Our cattle are desi breeds. Stall-feeding is rarely required. The different varieties of grass they consume on their daily rounds seem to have a medicinal as well as nutritional value. They never fall ill, says Laxman. No shrub or tree which grows on the pastureland is ever touched. Likewise, no form of wildlife is disturbed. A portion of the village land has been designated as a forest zone where trees, plants and birds of all descriptions are allowed to flourish. Cattle wealth allows the production of plentiful green manure which is essential for organic farming. An agricultural scientist once trained us in vermi-composting and we've never looked back. It's five years since any farmer used chemical fertilisers ere and yet yields have not suffered, he adds. The Laporia model can work only if a village pulls together. The toughest part was evicting those who had grabbed the common land, leaving nothing for pastures and watershed schemes. Once the gram sabha land was free, everything followed. The best part, they say, has been community bonding. Crime is virtually non-existent as the village folk have become accustomed to working together. The bureaucracy, perhaps unnerved by this camaraderie, sent Laxman a showcause notice for having usurped their powers by mooting a penalty (of planting five new saplings) on anyone who felled a tree! The biggest problem in rural areas? Says Laxman: I think it's the decline in village commonland. If there are no pastures, there will be no cattle and if there are no cattle, there will be no manure. You'll buy chemicals from the market and poison the earth. The Rajasthan government's proposal to give wasteland to private players for development should be modified, he feels. If the land is given to village communities, they will do a better job of reclaiming it. Laxman is replicating the chauka system through an NGO, Gram Vikas Navyuvk Mandal Laporia (GVNML). Unfortunately, one might say that while there is a wider amount of coverage, it's simply more of the same -- trivia and Page 3, seeking to further entertain the bored Indian affluent class, while largely overlooking issues of important to the bulk of the Indian population. Together with this, three's also the booming local press, which like Goa's free-sheeters (here it's priced) doesn't try to address the entire Mumbai market, but only sections of it. Some stories from the papers: * Khan-tastic! As Shah Rukh did a Ye Dosti with Karan Johar, Salman Khan decided to really let his hair down and make a big dash and splash in Goa. Nearly a quarter page devoted to saying: SRK lived up to his promise during Salman Khan's 40th birthday bash in Goa. Salman, who recently underwent a hair procedure, turned up sporting a Feroze Khan look. His sister Arpita had drawn up a guest list of 50 people and most of Sohail Khan's friends were present (like Dino Morea and Yash Tonk). But it was Shah Rukh who stole the show. He had promised Salman that he would make it, especially since he missed out on Salman's birthday party on December 27 -- and King Khan didn't disappoint. They respect them and their guidance; they always expect to be guided by them but they never accepted the philosophy of leading them or accepting them as members of true activity in which they are indulged. They will never ever follow the path of elderly stalwarts. At the same time young bread is very shroud enough not to loose the name of the elderly person being associated with their activity? Their entire planning of youth starts with including respected personnel in their activity and once they achieve their goals elderly personnel are just discarded as disposables! This is the truth and factual reality. Reality today is the younger you are, the active you are, you are most wanted. The only salvation to elderly persons is to be a guide, be a tutor, or be an inspiring force without attempting to become a leader. But he feigned ignorance of the same and stated that he had only read that the same was handed over to him in the local dailies. Instead he confirmed to this writer that after he resigned from the Judiciary he took up his new posting for only two days 24th 25th November, 2005 and then proceeded on leave until the 2nd January, 2006 owing to his daughter's marriage on 25th December, 2005. Notwithstanding all this the agitators would prefer to keep their fingers crossed and await the assurance of the CM to fullfill his promise to repeal the controversial TCP ordinance. The money stuck in the Indian banking system is enough to fund 200 world-class airports in the country or fund the entire Golden Quadrilateral highway project by four times. During last three fiscal years, new NPAs amounted to Rs 66,000 crore whereas non-performing assets (NPAs) of over Rs 77,000 crore were written off, the Arcil says. By writing off the loans, the banks take out bad loans from their balance-sheet and as and when the funds are recovered, it is added to the banks' profitability. Of the written-off accounts, around 50 percent will be in AUCA (assets under collection accounts) having potential for value realisation. ''If we add 50 percent of the AUCA figures to the NPA level of Rs 2,03,000 crore, the same will increase to Rs 2,36,000 crore... this will account for 16.3 percent of GDP,'' says Arcil. As NPAs in the financial system are large in dimension, it requires on-going steps to unlock their values. Restructured assets (Rs 92,000 crore) and NPAs of all scheduled commercial banks, financial institutions, non-banking finance companies and co-operative banks (Rs 1,11,000 crore) put together are Rs 2,03,000 crore. This is nearly 14 percent of the GDP at current factor cost, Arcil says. Arcil has been floated by a clutch of banks to recover bad loans. However, according to bankers, restructured assets are not classified as NPAs. ''In most of the restructured cases, there're interest waivers and moratorium on repayment. So the repayment can be delayed by 6-12 years,'' clarified a PSU bank official. This means a bank usually forsakes its profits so that its principle amount can come back to its kitty. Further, implementation of BASEL II norms from 2007 and 100 percent provisioning on doubtful assets over three years from March 2007 are likely to further increase volume of NPAs. ''The present buoyancy of the economy provides an opportune time for recovering realisable value from the sizable NPAs,'' Arcil claims. Banks have restructured Rs 27,000 crore standard assets which do not figure as NPAs. Beside, Rs 65,000 crore debts have been restructured through CDR. ''Experience suggests that some of these restructured loans (Rs 92,000 crore) are likely to turn into NPAs,'' Arcil says. Restructured assets and NPAs as stated above add up to Rs 2,03,000 crore. The GDP at current factor cost as of September 2005 is Rs 14,49,000 crore. Thus restructured accounts and NPAs comprise 14 percent of the GDP at current factor cost. Not only that, NPAs erode shareholders value significantly. During last three fiscal years banks have booked a PAT of Rs 60,000 crore and provided Rs 43,000 crore as provision for NPAs. ''Substantial portion of the profit of the banks is eaten away by NPAs. Thus, shareholders' value is getting eroded on account of NPAs,'' it says. Their capacity to raise resources is limited by their low level of income. At the same time, they do not do enough to mobilise resources, said Dr C Rangarajan, chairman of the Prime Minister's Economic Advisory Council. Dr Rangarajan was inaugurating a workshop on 'Fiscal Management in Disadvantaged States' organised by the National Institute of Public Finance and Policy, the Delhi-based think-tank. Five states - Orissa, UP, Bihar, Jharkhand and West Bengal - have been identified by NIPFP as 'disadvantaged'. Differences between federating units are commonplace. But what makes the Indian situation more problematic is that the difference between the federating units is much wider than in most other federal countries. In Canada, for instance, the per capita income in the richest state is just 1.5 times more than in the poorest. In India, in contrast, the per capita income in Goa is nine times that in the poorest, Bihar. Even if Goa is taken as an outlier and a state like Maharashtra is taken instead, the per capita income is about four times higher than in Bihar. The challenge of bringing about some kind of horizontal equity is, therefore, much more, he said. The effort of successive Finance Commissions has been to ensure reasonably comparable levels of service delivery at reasonably comparable levels of taxation. Here, inter-government transfers - from the Centre to states and between the states - can help. But only up to a point. Beyond that, states must do more to raise resources. In all the five states in question, the ratio of own tax revenue to gross state domestic product is well below the national average, implying that they are not doing enough to raise resources. It's much the same story when it comes to non-tax revenues as well, with these states lagging behind the national average. As a result, these states suffer from a number of infirmities - a low tax/GSDP ratio, a low ratio of own resources to total resources and a low share of development expenditure to total expenditure relative to the national average. Even if we accept that they are handicapped by their low income level, these states are not doing enough to exploit the available fiscal space, he said. However with the last two conventions hel din 2004 and 2005, not much of an outcome has been in sight, according to NRIs. Says Zamir Khan, NRI from Saudi Arabia: We openly discussed our problems with the Chief Minister last year but nothing much has been done. NRIs have general problems pertaining to land, health and education, among others. We had demanded a single window to address our problems, but this demand has not been met, says Khan. On this issue OL said that he had planned two plants one each in North and South Goa for garbage management but there was some reluctance from concerned department and that he did not want to interfere with Urban Development Ministry. But as then CM he accepted the blame. On Water Supply our CM said that with completion of Tillari Project we will manage to take some load off of water needs in Goa and that he is going to have many more such projects in various parts of Goa. All the Goans are only hoping that CM should not initiate such projects close to boundary lines of Goa which will prove beneficial to Maharashtra and Karnataka like that of Mopa project. Secondly we should only hope that our Goa wants get flooded with fresh drinking water due to such projects to be coming up. Goans please keep your eyes open. Where as OL opined that Goa has plenty raw water therefore what Goa needs is not Tillari project but more treatment plants? The fact and reality is Goans don't get 24 x 7 hour water supply. This revised ordinance is issued only to take care of migrants so that they can very easily construct structures on hill slops and on seashore sides. OL showed concern to declining Goan numbers. On Dabolim air port CM wants Mopa to come up but equally at same breath he says that Dabolim will be retailed. His expression like this clearly indicates that he has not studied the international air port regulations. Dabolim is next to impossible to operate once Mopa starts this is as per international airport guidelines. Whom is he trying to fool? And yet, one morning in January 1993, Mir Aimal Kansi, a Pakistani national, drove to the headquarters of the CIA, waited in his car -- without being questioned by the security guards -- till the staff started arriving for their morning shift. He got out of his car with a modern rifle and fired indiscriminately, killing two officers and injuring some others, got back into his car, drove to the airport, left for Pakistan and disappeared in the remote tribal areas of Pakistan. It took the CIA and the Federal Bureau of Investigation months before he could be arrested, brought to trial in the US, convicted and executed. It was a serious breach of physical security. Yet, the US media -- print as well as electronic -- covered it with a certain sense of balance and analysed professionally, without unnecessary sensationalism, as to how the breach occurred. An in-house enquiry was held and the deficiencies in security identified and corrected. The media and terrorism analysts in the US conducted themselves with considerable professionalism and restraint and avoided sensationalising and over-dramatising the incident by projecting as if Washington had suddenly become a very insecure place. Unwise sensationalising and over-dramatising a terrorist incident only amounts to playing into the hands of terrorists and provides, as Margaret Thatcher described when she was the British prime minister, oxygen to terrorism. One has reasons to feel concerned over the way sections of our media -- more electronic than print -- and analysts have been going overboard in sensationalising and over-dramatising the action of a terrorist in gaining access to a conference of scientists at Bangalore on December 28, and opening fire on the scientists as they were coming out, killing one of them and injuring some others. To stress the need for restraint and balance in analysing the gravity and implications of the incident is not to underestimate it. It is to emphasise the importance of seeing the incident in its proper perspective so that we draw the right lessons and protect ourselves better. It is not as if South India has overnight become the preferred target of Pakistani terrorists, instigated and assisted by Pakistan's Inter-Services Intelligence. It has been an important ISI target for many years because of the location there of many of our defence, nuclear and space establishments, information technology and other hi-tech industries and some of the most sacred places of Hinduism. Is Hyderabad the next terror target? It is very difficult for a foreign terrorist to operate in our territory without at least some local support for logistics and other purposes. Before 1992, such support was scarce in South India. The anger caused among some sections of the Muslim youth in South India by the demolition of the Babri Masjid in December 1992 created a fertile soil for the operation of the ISI-backed jihadi terrorists in the South. The Babri Masjid demolition provided the oxygen to jihadi terrorism in many areas of India outside Jammu and Kashmir, and particularly in the South. This is a ground reality which one cannot and should not play down. The media has been analysing as to why the jihadi terrorists have been targeting South India. The right question to be asked is as to why the ISI has been targeting the South. It has not been targeting the South only since 1992. It has been doing so since 1981. Before 1992, it had very little support from our Muslim community in the South. It, therefore, sought the help of the Khalistani terrorists for extending their acts of terrorism to the South. On 19 December, shortly after the cash-for-query scam was exposed by a sting operation carried out by a private TV channel, another such exercise called Operation Chakravyuh by a different private TV channel showed a former Congress Goa chief minister and Lok Sabha member Mr Churchill Alemao and former Union minister and BJP MP Mr Fagan Singh Kulaste as being involved in corruption in allotting work for the MPLAD scheme. It, however, said a Samajwadi Party MP, Mr Toofani Saroj, refused to discuss or accept any commission. Taking cognizance of the second scam, the Lok Sabha Speaker had announced in the House on 20 December that the inquiry would be conducted into the serious allegations of improper conduct. According to sources, all Lok Sabha MPs named in the expose on corruption in MPLADS have filed their replies to the seven-member inquiry committee headed by senior Congress MP Mr PK Bansal, who also inquired into the cash-for-query scam. While some of the names in the panel, like designers Wendell Rodricks and Narendra Kumar were expected, others like Ritu Beri and buyers Sangeetha Kathiawad of Melange and Pradeep Hirani of Kimaya come as a big surprise. Looks like FDCI, which has also been served a notice by the government under the Monopolistic and Restrictive Trade Practises Act for restricting designers from participating in both the events, has some catching up to do. Love All While everybody else was basking in the year-end celebrations, designer Ashish Soni did his bit to contribute to the relief fund for tsunami rehabilitation by organising a show in Chennai. The new Wendell Rodricks Design Space is located in the picturesque old heritage area of Campal, in the house of a former governor of the state and has a cafe and a skin clinic, in addition to the four rooms devoted to designer wear. Besides established designers, one of the rooms is devoted to upcoming talents. Caused by parasites spread by sand flies, the disease has claimed 118 lives in the state. But there is evidence that the threat posed by the dreaded disease is not quite being taken seriously by the state. Letters sent by district malaria officers to the state health society document how huge quantities of DDT supplied to Bihar by the Centre for combating malaria and kala azar never got sprayed. Of the 80,000 kg of DDT that Saharsa district received, only 7,900 kg was used. Along with stocks from 2004, now 1,32,000 kg of DDT has piled up and all of it has expired. Madhubani has reported almost 1,16,000 kg DDT lost and Hajipur 1,45,000 kg. Expiry date Figures from 11 districts add up to 470 metric tonnes, which means DDT worth more than Rs 6 crore has now expired. When kala azar had killed more than 400 people in Bihar in 2000, the state government had accused the Centre of not supplying enough DDT. But now 2000 metric tonnes of unused DDT has piled up in warehouses. Samples of the DDT that has expired are being sent to New Delhi for testing and officials are hoping that not all is lost. It's a stable compound, but while testing, often it's found that potency may have reduced, said Dr CB Singh, Chief Malaria Officer. What makes the current wastage more ironic is the fact that its in the name of poor patients that DDT, despite being banned in many countries, has been sanctioned for use in India.
