INDIA: Advocates Of Roman-script Konkani Say Goan Priests Have Let Them Down PANAJI, India (UCAN) -- Some Catholics in Goa say their priests have betrayed them in their campaign to have the Roman script used in the written expression of the Konkani language. Konkani is the official language of Goa, and for several decades the Church has pressed for the Roman script to be used in writing it. Hindus, who form some 67 percent of the state's 1.3 million people, use the Devanagari script for the language. They dismiss the Roman script as a "missionary script," since Christian missioners introduced it. The issue took on political overtones after 1987, when Goa became a state and the government recognized Devanagari as the script for Konkani. This script is used for Sanskrit and several languages in northern India. Until recently the Church was united in its demand for the use of the Roman script. But now Catholics say some priests working in the archbishop's house no longer support the cause. "We feel betrayed by our own priests," says Maria Fernandes, a Catholic. The Church has "backed us for decades on the Konkani cause," she told UCA News, but "now the Hindus are laughing at us." A pro-Roman script group had sent a letter to parish priests appealing for Catholics to attend a Feb. 10 rally intended to counter a Feb. 10-12 world Konkani convention in the Goa capital of Panaji, some 1,910 kilometers southwest of New Delhi. The convention advocated use of the Devanagari script. The pro-Roman script group wanted its appeal to be read out in churches. Some priests called up the archbishop's house for advice. As Archbishop Filipe Neri Ferrao of Goa and Daman was at the Indian bishops' plenary in Bangalore, his secretary, Father Joaquim Loiola Pereira, told the priests not to read out the appeal. Later, the priests working in the archbishop's house called up all parishes and asked priests not to read it out. The Catholic rally organizers said they wanted to protest the Konkani convention's divisive and "fascist" agenda of promoting "one script, one language, one literature and one community." Opponents attribute the move to right-wing Hindu nationalist groups. Rally organizers argued that after official recognition of the Devanagari script, Goa's Catholics have faced discrimination in employment, such as in government publications and state projects, and in literary awards and grants. Catholics generally are fluent in the Roman script, used in liturgical publications, but many are said to struggle still with the Devanagari script. >From the archbishop's house, Father Raymond Antao, who heads the archdiocesan Center for Social Communication Media, justified the directive not to read out the rally organizers' appeal. According to him, it "did not come from a proper forum" and was issued without consulting the archbishop. "We have to have proper consultations before such announcements are made from the pulpit, or else it can trigger a backlash," he explained. Some priests who attended the rally, however, decried such an attitude. One who refused to be named countered that priests should not be treated as "animals" without the ability to think. "We know what is good for the people," he said, adding that priests have already been making other announcements in church from various bodies including government agencies. At least four priests occupied the dais at the pro-Roman script rally. Some others present said the directive from the archbishop's house placed the clergy in a poor light. A Konkani newspaper ran a headline saying that Archbishop Ferrao did not support the use of the Roman script. Tomazinho Cardozo, a Catholic leader of the pro-Roman script movement, blamed the refusal to read the appeal in churches for the poor turnout of fewer than 500 people. "Whenever we had meetings with the archbishop, he was always sympathetic to our cause," he added. Father Mousinho de Ataide, who teaches canon law at the archdiocesan seminary, attended the Konkani convention's valedictory function and was its chief guest. He supports the Devanagari script out of conviction, he told UCA News. Devanagari is not only the natural script of Konkani, but was in use before the arrival of Portuguese missioners, he explained. Father Antimo Gomes, a parish priest who shared the dais at the pro-Roman script rally, said about 20 of the archdiocese's 630 priests support the Devanagari script since they are afraid of a Hindu-Catholic divide in the state. But the script issue itself had created the sectarian divide, he added. At a Feb. 22 function in Panaji, State Industries Minister Luizinho Faleiro called for the two script factions to come together and develop the Konkani language further, rather than having Goans "fight among ourselves." Nonetheless, he called for proper recognition of those using the Roman script. END

At present a nominee of the All India Konknni Parishad is the ex-officio member of GKA. GKA Constitution must be amended to include a nominee of Dalgado Konknni Akademi as the ex-officio member of GKA. Goa Govt. appoints three eminent persons in the field of Konknni language, literature or culture as ex-officio members of GKA. While nominating these three persons Govt. should give equal representation to Devanagari and Roman script. 5.Kala Akademi (KA) gives annual prizes for one book published in Konknni in Devanagari script and a book in Marathi. KA must also give an annual prize to a book written in Roman script. KA should give to Konknni in Roman script the projects and schemes which are available to Konknni in Devanagari script. 6.Kala Akademi gives Gomantak Sharada Puroskar to Konknni writers in Devanagari script and Marathi writers. In future KA must consider and give this prestigious award to Konknni writers in Roman script and artists as well. 7.Kala Akademi is established to promote the culture of Goa. Hence it should be asked to hold competitions and to promote Khell tiatrs (non-stop Konknni drama), one-act plays in Konknni in Roman script, Mandos, Dekhnnis, Christmas carols, Christmas cribs, Sangodd, Church hymns, Motets, Intruz khells, Kantaram, Kunnbi songs and dances, and other folk arts. 8.Govt. must name its new theatre for the performing arts in Margão, in honour of Late João Agostinho Fernandes, who is popularly known as "Pai Tiatrist". By doing this Govt. will honour a great Goan tiatrist and his minority community. 9.Goa Govt. has the Advisory Board for Directorate of Official Language. In this Advisory Board the Govt. must give equal representation to Konknni writers in Roman and Devanagari scripts and Marathi. 10. Goa Konknni Akademi, Kala Akademi, Directorate of Art and Culture, and other Govt. departments while publishing Konknni books, should publish them in both Devanagari script and Roman script. 11. Tiatr is the most popular form of theatre in Goa. To promote this local art form, Goa Govt. should make available its theatres in Panaji, Ponda, Margao and elsewhere at subsidized rates for tiatrs. This generous gesture of the Govt. will boost the tiatr industry. 12. Konknni has two representatives in Sahitya Akademi, New Delhi. Goa Govt. sends three names to Sahitya Akademi as its nominees. To promote Konknni films the Govt. must establish a separate board of films consisting of writers, artists and experts in filmmaking. Battling for about two hours, police brought the situation under control after firing into the air and resorting to lathicharge, Deputy Inspector General of Police (Crime) Ujjwal Mishra told UNI tonight. The police are likely to impose prohibitory orders with immediate effect under section 144 CrPC, prohibiting assembly of five or more persons in the tension-ridden area following the turmoil, he said. Night patrolling of the area was underway now and efforts would be made to apaprehend the miscreants on either side. The situation was tense but under control. The trouble started after the demolition of a place of worship belonging to a minority community on Wednesday, with the community elders getting a stay from the Directorate of Panchayats against the demolition order issued by the local panchayat. This snowballed into a clash in the village despite the presence of the police, with both the communities hurling missiles at each other. The police could not specify the number of people injured in the melee, with the miscreants on the prowl. Additional police force had been rushed to the village as a precautionary measure. Meanwhile, Chief Minister Pratapsinh Rane had appealed to the people to maintain peace, harmony and restraint in the village asking them not to take law into their own hands or get carried away by incitements. He sends 100 pounds (Rs.8200) once in 3 months plus his mother gets Govt.Pension Rs.500 per month. plus they have a property to live on. In an other case, in Goa, a well to do family, father being retired Seaman with house and land, one son in the US (wife in Goa), one son works in Gulf, 2 other sons work for Goan hotels etc Retired seamen get their pension and on top Govt. Pension ? When asked one the the sons said the local MLA helped them (who also belongs to the same caste 'Charddo' or 'Gaumkars') It looks like half the pension fund goes to the rich or to the friends and family of MLAs, Sarpanchas, panchas etc Both congress and BJP assured that the pension would be raised to Rs.700pm if come back to power. Both also assured starting of 'dole' payment to unemployed youth. Rs.600,00,000 per month? avois!! Is this money going to the right people ? Are these people are real 'Gorib' Konnache poixe ani konn khata gai ? or one in 16 goans is gorib bikari ?? Saiba bhogos. And after 5 years, what ? one in ten goans Gorib Bhikari ? I am 64 now, and I am glad next year I too would be Rs.750 richer every month. Any NRIs interested ? Just see your local Sarpanch or MLA or MP. Or just see me I have good contacts and my commission is Rs.250 (about 33.33%). Conclusion: This is a good scheme to help the needy, thanks to Parrikar Govt. He should at least get some credit for this. But 'all is not well' with this scheme. Whole scheme should be scrapped as soon as possible. It should be re introduced with stricter eligibility criteria, including the applicants family background, the value of house or property, bank balances, gold ornaments and other valuables. "It's hard to teach people to be risk takers, and you have professors here who give you the tools to be risk takers," Bush told the ISB gathering. President Bush, who praised the Entrepreneurship Centre at the ISB, said: "The world needs India. And it is in the interest of both the US and India that the entrepreneurial class grows in India." "I am honoured to be at the ISB," he said as he addressed to a group of entrepreneurs in a roundtable at the Atrium of the ISB's Academic Building around 12.30 pm. He spent a little over an hour interacting with the entrepreneurs in a characteristically relaxed and affable manner that charmed the ISB community gathered to witness the occasion. Complementing the ISB on its Centres of Excellence in education, President Bush said that it was a new school using innovative tools to succeed. The President referred to the nuclear agreement reached on Thursday with Prime Minister Manmohan Singh, and said that he was quite "excited about the strategic partnership between the US and India." He spoke about the need of alternative sources of energy for the country's growing needs, which could come from safe civilian nuclear facilities. "When India's economy grows at 8%, you consume a lot of energy. So, it is in global interest that we are concerned about the consumption of that energy," he said. He revealed that he had discussed alternative sources of energy with President Abdul Kalam -- who he thought was 'a good guy' -- the previous day. On the question of free trade, the President said, "We are working towards a free trade agreement, but it is important to get the Doha Round done." With regard to protectionism policy, his comments were, "If you look at the history of the world, protectionism policy leads to recession, and sometimes depression." He complimented India's diversity, saying, "India is a great example of democracy. It is very devout, has diverse religious heads, but everyone is comfortable about their religion. The world needs India," he said. President Bush also had words of praise about Indian education. "Indian schools are doing a good job educating their students in the sciences and math -- the subjects of the 21st century," he said. On the eagerly awaited question of opening a consulate in Hyderabad, the President said "Yes, you have got a deal." He then turned around to look at Secretary of State Condoleezza Rice who was seated to his right, and said, "Now it's up to the Secretary of State to fund it!" The Church of Our Lady of Springs situated on 1.3-kilometer strategic island of Anjidiva, along the West Indian coast, some 2,030 kilometers south west of New Delhi, was donated in 1991 to defense authorities for Asia's biggest Naval base `Seabird project.' Under the agreement of transfer, civilians would be permitted access to the island during the two days of the island feasts -- February 2 and 4 October -- feasts of Our Lady of Springs and Saint Francis of Assisi respectively. Though efforts to deny access from Navy surfaced in 2002, on 10 July 2004, Rear Admiral Shekhar Sinha, Flag officer Commanding Goa area told presspersons that the Navy would continue to allow pilgrims to visit the church twice a year. However, devotees from Goa who had ventured out on their own to distant Binga, in Karwar were stopped at the entry point, and asked to return back last year. In 2004, Naval authorities granted access to devotees after much haggling, insisting on furnishing names of devotes, allotment of passes, but eventually permitting all devotes from Goa and refusing those from the locality, contending that under the agreement of land transfer only devotees from Goa would be granted entry. However, the following year the island was barred for devotees. Making a special mention in the Rajya Sabha on 1 March, Naik said that despite commitments made by the Indian Navy, devotees are not allowed to celebrate these two feasts. He said, the Church and the chapel existing on the island were not maintained properly by the Navy. He pointed out that even high security zones were open to the public, as a goodwill measure, on occasions like Navy Week, etc. "Project Seabird at Karwar has been no exception, having opened its portals to the entire sundry during Navy Week for the last three years," Naik told the Upper House, adding that peaceful celebration of two traditional feasts could also be handled, without hassle, by the concerned authorities. "If people were allowed to celebrate the feasts, Indian Navy would be honoring the legitimate sentiments of the peace loving Catholic population of Goa," said Naik adding that Archbishop of Goa and Daman has also written to Indian Navy on similar lines. He demanded that the Defense Ministry direct the Indian Navy to allow celebration of the two feasts and to carry the maintenance of the church and the chapel there. Last February, preceding the feasts, the Bajrang Dal, a right wing Hindu group, had threatened that the town of Binga would be in turmoil should Catholics be allowed access to the island. Similar utterances were also made by Pramodh Muttalick, VHP (World Hindu Council) coordinator for South India, who declared in Karwar that if access to the island was granted to Catholics, Hindus should also be given access too because they claim that the island also had some temples. He also threatened to storm the island with 25,000 Hindu activists. Legend has that Goddess Arya Druga Devi was located on the island, but the Goddess sat on a banana leaf and went to Ankola. Hindus claim that a temple dedicated to Arya Druga devi was located in the island. However, no temple was in existence on the island after the Portuguese advent in 1498, and thereafter, even at the time Goa transferred the island to the Defense. Father Britto D'Silva, parish priest of Saint Anne's Church, Binga said: "The island was occupied by beef eating Arabas before the advent of Portuguese in 1498. My sincere question is why does this happen in India and seemingly nowhere else where I have travelled extensively? Cecil: 1) I have not travelled very extensively and so am not qualified to comment but since my father runs a electrical shop I would like to state that very often it is due to our Indian propensity to take the cheaper option. Use a thinner gauge wire than recommended, buy the cheaper sub-standard fittings, hire a cheaper ill-qualified electrician, etc etc. But things are changing. With economic prosperity people are willing to pay for quality, and the manufacturing and service industries are responding. 2) I would venture to say that you would not have got a shock if you had stayed at better hotels, like the Centaur, except when you paid your bill! 3) A quick cursory search of Goggle brought me two statistics: http://www.ferret.com.au/articles/e3/0c0373e3.asp Is Australia gradually catching up with industrialised nations? We think so. I've seen figures from the Office of Fair Trading in New South Wales, which reports that during 2004 there were 10 fatal electrical accidents and 165 non-fatal electrical accidents reported. I have been forced to send my unreached email messages by postal delivery to make sure the recepient gets them, not just once, but several times! Cecil: Sancharnet sucks. The market responds to a vacuum. Private players are offering competitive rates and services. There is a choice provided one is willing to pay for it. I have high speed broadband access at my home in Miramar for just an all-inclusive Rs. 500/- a month. And there is a Rs. 250/- package too. And this is a Government service! Where in the world can you get broadband so cheap? -- Cornel: So once again, I ask, what on earth is going on in an India which is supposedly at the cusp of economic supremacy? Cecil: You don't judge a country by a few stray electric shocks. -- Cornel: An expensive clock I purchase in Margao gave up the ghost six months later. It was unrepairable at this end and had to be thrown out. Also, a suitcase and a pair of sunglasses fell apart in next to no time. Cecil: Good in-expensive brand name clocks like Orpat and Ajanta all come with a one year warranty. VIP suitcases are exported world wide. GKB Opthalmics (based in Goa) exports high quality optical lens worldwide. --- Cornel: An Indian gentleman I met in Canada recently, and who produces concrete pipes in Mumbai for his family firm said that, the concept of quality is not something Indian firms understand or are concerned about! Is this true? Cecil: Please tell your Indian gentleman (of the family firm) not to generalise. People expect quality and low-price simultaneously. Not possible. One has to compromise the other. There are very high quality products and cheap low quality products available. The choice is yours. --- Cornel: I accept that there is quality work done on the software front and the health front because otherwise, India would not have been able to develop health tourism to the extent it does nor get so much software development from outside firms. Nevertheless, I believe I am expressing some genuine concern as dispassionately as possible and when quite seriously wanting India to do well as a global power and hopefully, beat the hell out of some Western nations which have it good for too long. Cecil: I appreciate your genuine concern and despite my skepticism of your perspective most of the points you have raised are fair to a certain degree. But times are a changing and so are providers and consumers. The consumer now has a better income and is demanding quality and is willing to pay for it. The manufacturers are making quality products

In today's HERALD there is an infomercial taken out by the "Hoteliers Association of South Goa" purportedly in "the public interest" and titled "Save Dabolim Save Goa". It is strange that the association of 34 members is explicitly one of SOUTH Goa but it now claims to be fighting for Goa as a WHOLE. It (the Association) is supposed to have been formed in 2000 (maybe after the decision was taken in March that year to set up Mopa and close Dabolim). It claims to have submitted a memo warning the state gov against going ahead with Mopa. Thus the mission of the Association clearly seems to be more of "Stop Mopa" than "Save Dabolim". The present infomercial is stated to be the first in a series of articles to "educate Goa govt and the people" about the damage Mopa will cause to the tourism industry. The piece consists of four "Impressions" and the associated "Realities". We will not go into details about the veracity of the Association's analysis. But there are two clear impressions that one is left with by the Association's effort. Specific Impression #1: The Association has clearly let the Navy off the hook at Dabolim. "The airport is clearly underutilised", it points out. There is no mention of slot restrictions at prime daylight hours and the high-frequency operational needs of low cost carriers from Goa's high-value "catchment" areas viz the IT etc crowd of Mumbai, Pune, Bangalore, Hyderabad, Cochin, Delhi and Ahmedabad. In this stance it parts ways with Churchill who has repeatedly called for the shift of the Navy out of Dabolim. Specific Impression # 2: Churchill has however (today itself) echoed the Association's point that ATCs at Dabolim and Mopa will not be able to coordinate and this would increase the probability of a collision between aircraft. So a neat confusion of the question about whether Churchill and the Association are on the same side or not. The jeep driver, Kennedy Fernandes, resident of Velim, was shifted to Goa Medical College Hospital, Bambolim with chest injuries. Other occupants of the jeep who sustained minor injuries were Antonetta Fernandes, Presila Fernandes, Assuciana Fernandes, Amelia Simoes, Gracy Fernandes, Joanna Fernandes, Inacinha Simoes, a four-year-old boy Baliton, Santan Fernandes (55) and Joaquina Fernandes (60). They were later discharged after administering first aid, the police said. According to Margao police, the jeep driver lost control of the vehicle when a two-wheeler entered the main road from the Metropole road. The jeep later crashed against the electric pole and the adjoining compound wall. The nearby residents immediately alerted the police and the fire brigade as the occupants of the ill-fated jeep cried for help. The Electricity Department too was summoned to order a power shutdown in the locality as a precautionary measure. The sensitive issue prompted South Goa SP Shekhar Prabhudessai and Quepem DySP Jaiprakash Nagvekar to visit Curchorem police station on Sunday night to take stock of the situation. On Thursday morning, 100-odd people stood outside the police station, demanding the release of the arrested persons. They dispersed only when the accused were released by the Sanguem court in the evening. To beef up police presence in the area, Canacona PI S Ekoskar and Cuncolim PI Siddhant Shirodkar and their respective police teams were sent to Curchorem. Sanguem Mamlatdar Vinayak Volvoikar was also present at the site. Sanvordem Sarpanch Baptist Fernandes told Herald that the demolished structure had been illegally constructed on government property. Responding to complaints from locals regarding the prayer house, the Sanvordem sarpanch said the panchayat has issued several notices to Anarbi Adam Khan, who had constructed the structure. The National Egg Coordination Committee (NECC), which met the director today claimed that the poultry farmers have incurred heavy losses in the last eight to ten days. The NECC has asked the director to consider giving a support price to poultry farmers. Naik said that he is thinking of proposing this to the Government. However, no assurance could be given as of now. He said that a survey will have to be done to see the extent of the losses. For this, we will also have to take help from other departments, he said. Meanwhile, the Animal Husbandry Department is in the process of collecting serum samples from the poultry farms. The Government said their induction and acquisition of shares in the company is not legal, carried out without RBI permission, as well as in violation of provisions of the Foreign Exchange Management Act, 1999. Similarly, Saturday Night Bazar Co, was formed by the duo with two Indians as directors, namely Shankarlal Bairwa and Mamta Bairwa. Most of us resent their 'high and mighty' attitude of the average tourist. They do not respect our laws – drive recklessly on two wheelers without wearing helmets, throw their garbage into our fields, and treat us as if we our second class citizens in our own state. They have brought in the drug menace and paedophillia and they have taken over the prime beach fronts in north Goa. In 1981 when I visited England I was asked whether I was going to Scotland or Wales, in a very rude manner. I told the female immigration officer that I had a tourist visa for the UK – I presumed that covered Scotland and Wales. She retorted "we WOGS like to sneak into the country.'' She then asked me wait in caged enclosure for a virginity test despite me telling her that I was a mother of three. She then sent me to another official who read me a lecture on "unschooled Indians coming to their country in droves'', despite my passport showing that I was a doctor in medicine. Recently I was nearly knocked down by a helmetless, bare chested white skinned rider on a two wheeler who shouted "black devil get out of the way'' instead of apologizing. If you are suffering rudeness it is a reaction to the general treatment we get in our own land, from the whites. You claim you employ Goans probably as domestic help but back home you would probably not be able to employ a charwoman or maid. Why are you on an extended visa? This was stated in an affidavit filed by the State Government before the Fast Track Court in connection with the deportation of German national Ingo Grill of Saturday Night Bazaar fame and his Canadian wife Maria Brotherton. The State Government on February 1, 2006 had ordered deportation of Ingo and Maria under Section 3 (2) (c) of Foreigner's Act, 1946. They were ordered to leave India by February 18, 2006, order which is now challenged before the Fast Track Court of North Goa, praying that it be set aside. Foreigners are allowed entry and stay in India at the pleasure of the Government, the affidavit said stressing that no fundamental rights are available to foreigners. "The protection of rights guaranteed by Article 19 of the Constitution of India is not available to the plaintiffs, who have been carrying on illegal business, which is also furthering drugs and narcotics activities in the region". Locals have also opposed business activities of Mr Grill, which has been resulting in traffic problem in the area. As a result, police personnel have been deployed to man the traffic, the affidavit said. While hearing on this case has been adjourned till March 9, Adv Emrico Alfonso appearing on behalf of the State argued that court should pass an order stopping business (Saturday Night Bazaar) of Mr Grill until next hearing.
