Sewage system a major worry for Panjimites

PANJIM, MARCH 9 – The sewerage system is a major issue dogging Panjim
and both the main panels - of Babush Monserrate and Manohar
Parrikar-Somnath Zuwarkar - contesting the March 12 Municipal
Corporation elections have assured Panjimites that the city would be
entirely covered with underground sewerage lines.

Currently Panjim has two sewerage treatment plants (STPs) – one at
Patto and the other at St Inez Tonca. Though normally the life-span of
a STP is 30 years, the Patto STP is less than ten years old.
It was constructed by the Economic Development Corporation but the
tendering and construction of the project was allegedly embroiled in a
scam. Later, the matter was investigated by the CBI and recently two
senior engineers had been brought into the CBI ring.
The small STP is yet to cater to the entire Patto area. Government
quarters at Patto and some other buildings have not been connected to
the STP. Sources however said that this will be done soon as the work
has already been tendered.
The new 12.5 MLD C-tech (cyclic technology) based STP constructed with
foreign technology, takes care of around 75 % of the city. This was
commissioned less than two years ago. Some areas are yet to be
covered. Officials however say that this has not been done so far
because of technical difficulties like laying of pipelines through
steep slopes.
To cover the Taleigao and Dona Paula areas, the Government has plans
to put up a new STP in the near future.
Currently, a major problem on the sewerage front is overflowing of
septic tanks from residential-cum-commercial complexes in the city.
The PHE section at Tonca strictly conducts checks and reports are
regularly sent to the Corporation of the City of Panaji (CCP) for
action. It is the overflow or leakage from private pipelines that led
to an outbreak of jaundice in 2003 after sewage entered into a cracked
water pipelines.
Officials say the main sewage lines are more than one metre below the
ground level and there is hardly any possibility of sewage entering
into water pipeline.
Contamination generally occurs from private lines. In fact, sewage is
a major factor for the contamination of city wells. The government
however is working on a Japanese Development Bank-aided sanitation
programme that is expected to improve the situation in Panjim within a
 year or two.

MARGAO, MARCH 9 — District Magistrate, South J B Singh today asserted
that no person either from Bhatkal or Hubli had entered
Sanvordem-Curchorem on Friday last, but confirmed that members of the
minority community from Panjim, Margao, Sanguem and other parts of Goa
were part of the 800-odd crowd that assembled near the local mosque
that day to protest against the prayer house demolition.

Incidentally, even as the five-member BJP fact-finding team led by MLA
Francis D'Souza questioned why the administration did not deploy armed
security to guard Muslim houses in Curchorem, Singh replied the police
were busy in containing a violent mob at the police station.
The five-member BJP teams comprised of MLAs, Francis D'Souza, Laxman
Parsekar, former Speaker Vishwas Sattarkar, Ramrao Dessai and Damu
Naik. The team later proceeded to Sanvordem-Curchorem.
The Magistrate admitted that the adminstration was not fully prepared
to deal the situation arising out of the counter protests in Sanvordem
on day one. "There was no information that the counter protests and
morcha will lead to a violent situation," he maintained.
On the allegation that armed people from Bhatkal were holed up in the
Masjid, the Magistrate told the BJP team that the administration was
willing to conduct a search of the persons assembled at the Masjid for
swords, but the locals rejected the proposal.
Singh offered not to comment when the BJP team asked whether he agreed
to the views of the Chief Minister, Pratapsing Rane that the attack on
the minority community was pre-planned.
The BJP team harped on one single point as to why the handful of
houses belonging to the local Muslims were not guarded with additional
security. In his reply, the Magistate was categorical in saying that
it was not at all possible to deal with a mob at the police station
and also deploy security to protect houses of the minority community.
The Magistrate and the team also had different opinion on the release
of the arrested people for violating Section 144.
CURCHOREM: The 'fact-finding' team also went to Guddamol and visited
the controversial prayer house, besides interacting with Hindus and
Muslims there.
At Curchorem, they met shopkeepers and discussed the situation with
the President of the Curchorem Merchants Association Pandurang Dessai.
They also met the affected Muslim families and were apprised of their
mental and physical anguish during the past one week.
Later speaking to reporters, MLA Francis D'Souza said there was no
truth in allegations by the Congress, that MLAs Ramrao Dessai and
Vinay Tendulkar had committed offences by addressing agitators when
Section 144 was in force.
"In fact, the people were all the more agitated when Chief Minister
Pratapsing Rane visited Curchorem and went away without interacting
with the people," Mr D'Souza added.

ground here - his reputation and standing has been tarnished with his

PANJIM, MARCH 9 – Director General of Police, Neeraj Kumar on Thursday
said the Goa police have got deportation orders for 13 foreign
nationals, out of which seven have already been deported, four others
have challenged  deportation orders and two others (Russians) are
"missing".

Speaking to reporters, Kumar said it was confirmed that the two
Russians were running a place called 'Palace' near the Anjuna Petrol
Pump. "After we found the place to be dubious, it was raided. It was a
watering hole for rave parties and doing high-end drugs with a premium
client base," he added.  Kumar said the police are on the trail of the
two missing Russians.
He observed that the trend of foreigners entering Goa had undergone a
sea change. "Initially, the hippies came to Goa's pristine beaches,
then came the UK nationals and then the Israelis. As of today, the
Russians are trying to take control from the Israelis because of
business interests."
The DGP claimed that  this season the police to a large extent
succeeded in keeping in check rave parties. "Whenever there are
complaints we have gone to the spot and stopped the parties."
Meanwhile, the hearing on the petition challenging deportation order
served on German national Ingo Grill of  Saturday night bazaar fame
and his wife  was adjourned in the Fast Track Court here.
When the matter came up for hearing, the government pleader sought for
time to file an affidavit in-reply. The matter will come up for
hearing on March 28.
They were asked to leave the country for undesirable activities by an
order issued on February 1 under  section  3 (2) (c) of Foreigner's
Act, 1946. The order asking them to leave India by February 18 has
been challenged in the court.

If at all any structure that  needs to be effectively  demolished, it is the
Directorate of Panchayats along with its Director, the  Deputy Director and
the concerned Minister.

I have my own very good  reasons for saying what I am saying.

ANYONE WHO HAS ASKED FOR A STAY ON DEMOLITION OF ILLEGAL STRUCTURE HAS NEVER
BEEN DENIED. IT IS ''  ASK AND YOU 'MUST' RECEIVE"" with the word 'shall'
cremated for good.

The Panchayat Raj Act is a tom-foolery of its worst kind. Under the Indian
Administration, no law, rule or regulation exits without gaping loop-holes.
Every law is designed for the ultimate benefit of the criminal rather than
for the benefit of the victim.   The Panchayat Raj Act  needs very serious
amendments by way of stipulating severe  penalties for the Director and the
Deputy Director for granting stays left-right and centre to anyone who
applies for it. As it stands, it is designed to feed the lawyers who are not
very successful in Civil and Criminal matters.

It fails to satisfy my mind as to why an ordinary villager who has never
gone to court or a lawyer should do the same for simple matters which during
the ertwhile Portuguse regime the village REGEDOR would solve.

In 99 cases out of hundred, when the Sarpanches of the Village Panchayats
move to demolish blatant illegal structures (the ones erected in someone
else's properties, stays are given forthwith by the impotent Director
demolishing the stand and the morale of the Sarpanch and the Panchayat who
is trying to enforce the law.

Presently, as the Panchayat Raj Act stands the Director of Panchayat is a
puppet on a string whose only job is to
execute everything told to him over the phone by ministers and the Chief
Minister and to frolic from his office to the respective minister's cabin or
the house like an errand-boy.

I want any Director or Panchayats, present or otherwise to challenge my
statement and I will run him down into the ground.

The Deputy Director of Panchayats is indeed the Director of Panchayat's
valet and nothing else.

The present Minister for Panchayats Mr. Subash Shirodkar is not fit to clean
the Panchayat toilets. He exists only because he has of late developed a
good pair of tonsils and built a strong Midas' room to fill  up what was
absolutely empty.

The present duo i.e Director of Panchayat and his Deputy in  Mr. Menio
D'Souza and Mr. C.D. Gaude will hopefully be different from  'Yes Sir'
category.

Mapusa river contaminated

MAPUSA, MARCH 9 - The Tar river in the city was found contaminated on
Thursday morning, after miscreants dumped a poisonous chemical,
believed to be industrial waste, into the river.

The incident came to light when people were shocked to find the river
water blackish and fish struggling for life.
While a number of people were busy trying to gather the fish, many of
which were already dead, Sarpanch of nearby Bastora panchayat
Janardhan Parsekar alerted Mapusa police.
A police team, headed by PI C L Patil and PSI Mohan Naik, rushed to
the site and pulled out everyone fishing in the river.
The police team then rushed to the Mapusa market, were some of the
fish was being sold and confiscated it.
Police later alerted health officials and the Pollution Control Board
about the dumping of the chemical waste into the river, which is
believed to have been emptied into the river by a tanker.
A team from the Pollution Control Board collected water samples for testing.
Earlier, North Goa Superintendent of Police D K Sawant along with the
Sub Divisional Magistrate Mahesh Khorjuvenkar inspected the site.
and took stock of the situation.
Mapusa police has registered a case against unidentified persons.

Not yet but some parts of its neigbouring/border state 'Maharastra' affeceted.

What about the other birds including the migratory ??

How do we cull or destroy them ?
No solution yet

So, no risk in Goa as there are no migratory birds..
Who says ?? Goa get both national and internation tourists, I mean, winged 
visitors.

In today's GT (GOA), a picture of Siberian Crane appeared looking for food in 
the
paddy fields near Gausa-vaddo in Siolim. Flocks of varied migratory birds make
Siolim their home from December to March end.

In the mean time, Serbia has confirmed its first case of the deadly H5N1 of 
bird Flu
in a swan.

P'yats should act against illegal structures

PANJIM, MARCH 9 — Illegal constructions have turned into a menace
especially in panchayat areas, where it is easy to get the go-ahead
for any kind of construction from the panchayat authorities.

It appears dealing with this menace is telling on the functioning of 
the Directorate of Panchayats as there are about 1100 appeals for
demolition pending before it.
To overcome this additional burden, the Department is now thinking of
setting up a special body to deal with cases of illegal constructions.

PANJIM, MARCH 9 – The Goa State Co-operative Bank has resolved to file
an FIR against its former chairman Prakash Velip and ex-managing
director R R Phal for investing Rs 55 crores in  bonds and causing
loss to the bank.

A three-member Investment Committee comprising chairman, managing
director and general manager (accounts) on July 13, 2004,  purchased
1812 Noida Toll Bridge Company Ltd's zero percent deep discount bonds
at a price of Rs 35,950 per bond involving Rs 6.51 crores.
Again between September and November 2004, the committee  purchased
12,758 zero percent IIBI non-SLR deep discount bonds at a total cost
of Rs 48.75 crores.
The decision was taken allegedly without  taking the Board of
Directors into confidence  when  Velip-led BJP-supported group was
ruling the roost of the bank. The investment committee was constituted
by the bank's executive committee. Incidentally, Rajkumar Dessai, a
teacher and a member of the RSS was the vice-chairman of the bank then
and Goa was ruled by the BJP.
The decisions of investment in non-SLR bonds was discussed at the
meeting of board of directors recently. It was stated during the
meeting that the bank should not have sold the securities  as the
market was not good then.
To a query raised at the meeting whether bank norms had been followed,
Velip said the bank could have purchased only listed non-SLR bonds
after studying the health of the company. The meeting however noted
that the  bonds  bought were not listed ones. A resolution was later
adopted authorizing the general manager (vigilance) of the bank to
file FIR against Velip and Phal in the matter.

35 - 45 years lean was detained by the Railway Police
at the Madgaon Railway Station.  According to one
Railway official as the Mangala Express Nizamuddin
Ernakalum reached Madgaon at 2115hrs IST the man
alighted and was nabbed on suspicion.

He has since been detained.  Police investigations are
in progress.

In the forthcoming session of the Goa Legislative
Assembly beginning on 20th March 2006 the enclosed
draft Bill prepared by this writer to amend The Goa
Daman & Diu Official Language Act 1987 for the grant
of official recognition to Konkani in Roman script as
well has been circulated to MLA's and others.

The other amendments provided therein to the Goa Daman
& Diu Official Language Act 1987 which was enacted   
while under  Union Territory status  are now following
Goa attaining Statehood sought to be carried out.

It is hoped that the same is pursued in right earnest
so that the movement and the issue does not turn out
to be a political agenda at future elections to whip
up emotions and frenzy as in the 1985 language
agitation.

Since the amemdment has support from all like minded
Goans for the development of the mother tongue of all
Goans except a miniscule  few who insist on only one
script mooted since 1939 the Bill ought to have a
smooth passage.

Meanwhile it is reliably learnt that the High Command
is sensitive to this demand now that similar moves
have been made from Karnataka as well to grant
recognition to Konkani in Kannada script under the new
dispensation in Karnataka.

BJP leaders incite people over water  shortage  in Vasco, and barge into PWD
offices, mob creates rukus, breaks table glass etc, why no Police action
IMMEDIATELY follows, no arrests, nothing happens when government property is
damaged? In fact cover up/hushing up are done expertly!
The majesty of the Law is not being upheld, but in fact manipulated./
trampled upon! I see CCP elections banners  of Manohar Parrikar  and his
candidate being torn down and those of Monserrate left untouched.  Valentine
Coelho  of Soccoro  gets vehicles in his garrage vandalised because he dares
question IT Park proposed.We have a depraved system ,when then GPSC is
empowered to grant liscences to Stone Crushing units without worrying about
the consequences of unmonitored and unregulated functionning on the local
people there! It appears to be a free for all, with Goa and its docile and
all other  gentle people being taken for granted.  Those who live by the
sword will die by the sword.What is the use of  Authorities, if they do not
bring solace and justice to  the poor and suffering people? They have the
power to strictly ensure  Law and Order. Why do complaints have to be made,
roads blocked, people forced to agitate or take the law into their own
hands,
before the authorities Act? ARE WE HEADING FOR ANARCHY?

Panaji March 9: Despite the fever of corporation elections gripping
Panaji, the sense of insecurity lingers at the back of the minds of
the voters. And this is going to be the deciding factor for those
candidates who have entered the fray backed by the political parties.

With barely a day left for campaigning and with most residents being
office goers, the candidates of both panels, Panaji Development Front
(PDF) and Panel for Progress(PFP) are finding it tough to reach every
one.

With the problems of garbage dumping, primitive sewage system, no
adequate water supply, no uninterrupted power supply, no proper
parking place and continuous digging of roads and above all dust
pollution, staring at the faces of the electorate of wards from 21 to
25, the candidates are vying each other in promising the moon.

For Ms Poonam Salgaonkar contesting from ward number 21 setting up of
a health club-cum-gymnasium in joggers' park would be her top most
priority. Her opponent Ms Sushila Gawas promises to work for the
maintenance of the government quarters and also to solve the slum
problems. In this ward number, with a total of 1148 votes it is going
to be the straight fight.

In ward 22 which has 1153 voters, while Mr Mangaldas Naik is for
providing a footpath next to the road leading to Altinho from the
Panaji Church and clearing the jungle behind the Government
Polytechnic, for Mr Abhishek Pai the priority is to get rid of the
existing sewage system at the Monte Pio hill,construct a bus stop at
Nirmala Institute and provide a rickshaw stand at Altinho. The third
candidate is Mr Joseph Claro Dias Sapeco.

In ward no 23 having 1225 votes it is going to be a straight fight
between Mr Rudresh Chodankar and John Rodrigues. While Mr Chodankar
will ensure that a corruption free, performance oriented corparation
emerges after the election, Mr Rodrigues believes in doing the social
work but his priority is to provide proper sanitation and construct
speed breakers at the school junction.

In this ward 24 having total of 1039 votes six ladies trying their
luck. They are Ms Lalan Surlakar, Ms Diksha Mayenkar, Ms Cardozo
Mariapaula, Ms Manda Sadanand Shetye, Ms Vaishali Nitin Shetye, Ms
Shalini Bhiva Usgaonkar.

Mr Shamu Trivikram Silimkhan from ward 25 having 1351 votes promises
to solve the traffic problem and carry out the beautification
programme. Mr Shantaram Kundaikar will provide a retaining wall to the
residents who houses face threat during monsoon season. Ms Nazima
Godinhoa and Mr Rajesh Keluskar are also in the fray.

 March 10 - JMFC, Panaji today admitted the complaint filed by
Vishwajit Rane, son of chief minister Pratapsing Rane, which alleged
that the statements made in a press conference by leader of opposition
Manohar Parrikar has defamed his reputation.

The court also served a notice to the former chief minister Manohar
Parrikar to appeal before the court. Noted lawyer Mahesh Jethmalani
appeared for Mr Rane.

It may be noted that Mr Parrikar in a press conference held recently
had charged Mr Rane of interfering in administration and effecting
transfers of government servents.

Vasco March 8: The deputy collector and sub-divisional magistrate,
Mormugao, Mr Levinson Martins has brought to the notice of the
district collector, south that the discrepancy in the printing of the
arrest cards be corrected accordingly and the delays in submission of
such reports be taken note of. Mr Martins says that he has heard that
in the arrest card under which the report of the arrest of a person
without warrant is submitted, it is mentioned that the same is
submitted under Section 62 of Criminal Procedure Code 1898.

Accordingly Mr Martins has said that the corresponding Section under
the Code of the Criminal Procedure 1973 is Section 58, under which the
police has to report to the district magistrate or if he so directs to
the sub-divisional magistrate, the cases of all such persons arrested
without warrant, within the limits of their respective stations,
whether such person have been granted bail or otherwise.

The mandate of the above provision of law is to make the magistrate
aware about the arrest of a person without warrant and such reports
are to be submitted at the earliest. However these are often filed
with considerable delay, thus defeating the very purpose of the
provision of law.

Panaji March 9: Fate of the controversial Mala Lake, completion of the
long pending PDA market at Mala, flooding of water, lack of toilet
facilities in the low lying areas are some of the issues that are
being raised by the voters from ward numbers 16 to 20. These wards
cover an area behind the St Inez Ganesh temple to Mala via Bhatlem and
Chincholem.

The rival panels, Panaji Development Front (PDF) and the Panel for
Progress (PFP) have fielded their candidates in all the wards.

Ward number 16 consists of 1445 votes and the main fight is expected
to be between Mr Tony Rodrigues (PDF) and Mr Santosh Kunkolienkar
(PFP). There are two other candidate Mr Motos Sequeira Jose Francisco
and Mr Sheikh Bapusab Shaukat.

A former councillor, Mr Rodrigues had to lose his position after
Taleigao was deleted from the CCP. His priority is to repair roads,
keep the ward clean and complete the drainage. Besides, he said that
he would stop the garbage segregation work being going on in the
animal shed.

Mr Kunkolienkar is in the fray to fight corruption and illegalities
that are on in Taleigao. He said that Taleigao will be the only place
in the state to complete roads without the land acquisition process
being completed. "I am a victim and my 300 mts land was used for road
and recently I have received a letter from the government for
acquisition of my land for the road, which had been already
completed'.

Ward number 17 will witness a four-cornered fight between Mr Udai
Madkaikar (PDF), Mr Sameer Chari (PFP), Mr Rupesh Naik, and Mr
Ratinakar Phaterpekar. A former councillor, Mr Madkaikar is
re-contesting. He said that inspite of severe opposition from land
owners he had managed to provide 180 Sulabh Shouchalaya. As against
this, the PFP candidate, Mr Chari plans to clean up the drainage and
undertake road repair works. He alleged that the CCP has neglected the
St Inez-Bhatlem road and the previous councillor had not even raise
any voice about it.

Ward 18 consists of 915 voters and three women candidates are in the
fray, which include Ms Uma Naik (PDF), Ms Salomi Pawar (PFP) and an
independent, Ms Aparna Naik. Ms Uma said that the major problems
highlighted by the voters was the lack of sewage connections to houses
on the slopes. As against this Ms Pawar said she would take up drain
repari, street lighting, cleaning of gutters. Ward 19 consisting of
985 votes will witness a straight fight between Mr Narashiva Morajkar
(PDF) and Mr Da Cruz Menino Jesus (PFP).

The Mala lake project falls in this wards and Mr Morajkar said his
priority would be to get the project completed, remove the water
clogging to avoid flooding of Mala, and get the PDA's Mala market
project completed. Mr Da Cruz said priorities would be get the sluice
gate repaired to avoid flooding, complete the lake and market
projects.

Ward number 20 consists of 1004 votes and there will be straight fight
between Mr Krishna Shirodkar (PDF) and Mr Pravin Sopte. For Mr
Shirodkar the repair of the sluice gate to avoid flooding of mala
during the monsoon are priorities. Besides he said that he was in
favour of completion of the Mala Lake project.

As against this Mr Sopte says that the project was undertaken by the
Parrikar government and that he would work to complete the project.
Besides, he said that he would work for the promotion of the Mala
fountain as a tourist spot on lines of Boca da Vaca fountain.

Sanvordem March 9: The South Goa Congress MP, Mr Churchill Alemao
expressing shock over the Sanvordem-Curchorem riots, has appealed to
Goans to maintain peace and communal harmony as they have been doing
all these years.

He urged political leaders not to tear the communal fabric apart for
their narrow political gains.

Speaking to the reporters today morning, Mr Alemao blamed the police
for their inaction even though the rioters openly ransacked houses and
broke open shops and damaged petrol pumps. " It was the destructive
idea of the BJP to instigate the people to violently attack the
minority community at the twin-towns— Sanvordem- Curchorem." He
alleged that it was the BJP's game plan to fan communal tension in the
towns and its local MLAs should also to be blamed. Mr Alemao who
visited the affected Sanvordem areas and the houses of people from the
minority community, stated that it was the false rumors that few armed
men had come from Bhatkal in Sanvordem to create communal tension. "If
so the police had to give a report in that regard," he stressed. Mr
Alemao revealed that the Goa government had initially taken things
lightly and never sought help from the Central Industrial Security
Force (CISF). He claimed that the CISF was sent to Goa at his request
to the Goa Governor and top police official to control the situation.

Mr Alemao questioned as to how the police allowed the former chief
minister, Mr Manohar Parrikar and it's five MLAs to hold three meeting
at the twin towns when the government had imposed Section 144. "The
Goa police are responsible for rioting incidents," he stated.

Panaji March 9: The president of the All Goa Private Bus Owners
Association, Mr Rajanikant Naik today said that the association would
have no option but to go one a statewide strike, if the government
fails to agree to its demand of increasing the bus fares before the
end of the March 15 deadline.

The association members during the day met the Chief Minister, Mr
Pratapsingh Rane with their demands but were asked to take the matter
to the Transport Minister, Mr Pandurang Madkaikar.

The delegation of the association had already met the Transport
Minister two days ago and he had directed them to approach the Chief
Minister. Mr Madkaikar had also expressed his inability to increase
the ticket rates.

The association had submitted a proposal to the government suggesting
the ticket rate of Rs 5 for first kilometer travelled and 40 paise for
every subsequent kilometer. Presently these rates are Rs 4 and 35
paise, respectively.

cuisine only after the Portuguese?


Where does one go for this FACT?

I could understand this situation when Goa was under the Buddhists. Wonder 
what happened to them. Did the Portuguese wipe them out too?

MARGAO, MARCH 9 — MP Churchill Alemao has said the proposed Mopa
airport would revive the spectre of Vishal Gomantak (Greater Goa)
promoted by Marathi protagonists which would wipe out the identity of
Goa.

"The Mopa airport would only strengthen the idea of Greater Goa which
would merge all Konkani speaking areas into one State. This would
destroy Goan identity," Alemao maintained while addressing a public
meeting at Curtorim this evening.
Saying that the Congress can easily win between 27-30 seats in the
coming Assembly polls, Alemao wondered why the party leaders are
digging their own grave by supporting the Mopa airport. "The Mopa
airport would destroy the Congress in Goa," he said and reiterated his
oft-repeated stand that he would go with the people if the Congress
fails to scrap Mopa before the polls.
Making an appeal to both Speaker Francisco Sardinha and Industries
Minister, Luizinho Faleiro to admit their past mistakes and support
the Dabolim airport, Alemao said "by supporting both Dabolim and Mopa,
both Luizinho and Sardinha are supporting the stand of the BJP".,
Save Dabolim Action Committee spokesman Radharao Gracias said that
both Dabolim and Mopa cannot co-exist in Goa given the international
rules on Aviation and criticised both Sardinha and Faleiro for
misguiding the people on the issue.
Congress leader Dr Wilfred Mesquita echoed similar sentiments saying
that Mopa and Dabolim cannot exist, adding that the Union government
will close down Dabolim with the commissioning of Mopa airport.
In his address, Adv Mike Mehta made an open call to Sardinha to share
the platform with Save Dabolim Action Committee and fight to retain
Dabolim airport as Goa's lone international airpot. Mehta came down
heavily on the Industries Minister for passing certain remarks on
tiatrists, saying that tiatrists have always fought for the cause of
Konkani langauge and Goan culture.

Living, India's only international lifestyle channel, will present the
country's heritage in "Floyd Week".

Floyd Week, a one-hour special slated to be aired on Discovery Travel
& Living everyday from March 13 to 17 at 9 pm, weaves two unique but
complementing subjects, Indian food and French wine into two half-hour
back to back programmes-Floyd's India and Floyd Uncorked.

The first half-hour of the special- Floyd's India would present to the

realness of the city, shuns modern day luxuries and presents the buzz
around Bapu Bazaar and Hawa Mahal from rides on cycle rickshaw and
camel cart. Floyd also visits the neighbouring villages and uses his
culinary expertise to cook regional delicacies.

The other India's cuisines and preparations captured on the programme
include - Vindaloo in Goa, street food of Mumbai, Chettinad food of
Chennai and fish curry in Kolkata.

Remark: Floyd has been to Goa and if anyone has seen his cooking
programme before, he has copious amounts of lubrication at hand. He
has called the Goan Feni a close second to Calvados ( Apple
distilled). Floyd has been to Goa before and has cooked on a shigdi.

a: has realised that his post does not make sense. i.e. Does someone who 
receives(uses) services need PERMISSION to PAY .or is that someone 
EXPECTED to PAY.


b: has NOT realised that his post does not make sense

And has decided that attack, name calling and obfuscation is the best form

g: Law abiding residents of Dabolim and vicinity

Does he believe that their life is any less dangerous than that of the chaps 
in Dabolim ?

[Goanet] On Cuchorem

It is now patently clear to most, if not all the People of Goa: the
BJP aided and abetted the disturbances in Cuchorem. The press did a
magnificent job; roundly condemning the BJP for their opportunistic
vile deeds. The general consensus now arrived at, lays the blame at
the door of the BJP; We can only hope that the people of Goa are not
short minded and forget these acts of the BJP, at the time of the
elections. We can also hope that the repercussions of what have
happened has sunk in and the BJP will not in the future embark on
anymore shenanigans...the fact that the people of Goa found this
totally alien and repulsive should be a lesson learnt and remembered
by the BJP and their cadres!

Gilbert,

Several classmates at the school I studied at, in N. India, were children of 
Army personnel. They always came to school in Army trucks. I never knew they 
may have paid for the service. Thanks for sharing that.

On the flipside, the Indian Army, would take all students from our school in 
their Shaktiman trucks to their base regularly for Hindi movies. While the 
fare of movies were dour, the ride to/from the base was always exhilarating - 
open trucks, high-speedJust before graduation, the class spent an 
entire day at "the range" - running with stone-laden backpacks, target 
shooting (live ammo), mock attacks thru growing "bootha" fields and mounds of 
earth. Was a tough day - several bottles of Iodex and Sloans were utilized 
that night. While the class had an entertaining day, nobody contemplated 
joining the Armed Services, other than Balwinder and the Dhupia bros. Several 
years later, I still carry those wonderful memories about the Armed Services.

The Armed Services in India are always perceived to be above the law, possibly 
due to their own judiciary system - the Army Act. Nevertheless, it is in the 
interest of the Armed Services that fellow Indians know more about the former. 
To that end, you have volunteered information, several times. Thank you. I 
hope you continue to do so.

[Goanet] Konkani Press and communalism?

   It is sad that a journalist of Sandesh Prabhudesai's calibre has had to
justify his stand and defend Sunaparant of which he is Editor.

   Sunaparant, as I see it and read it, is the most balanced local daily
and I salute Sandesh for it. He has not once allowed his personal views to
colour the face of the paper. The fact that, as Miguel has said,
few people today read the Sunaparant, is a pity but I am sure this is
changing soon, as Sunaparant offers the best reading material and a wide
spectrum of views, everyday.

   Newspaper columns serve as a platform for writers to express their
personal opinions and as such should not be mixed with the newspaper's
'agenda', if any. If a Datta Naik is allowed to say his stuff, why not a
Subhash Velingkar? And if anyone has something to say contrary to what a
columnist writes, why not say it through that very paper?

   All of us who know Sandesh personally, and this includes Miguel, should
know that Sandesh is above caste and communal bias. He is one of the few
baamans I know who isn't exactly ecstatic about being one.

   I really wish, once again, that Sandesh did not have to defend
Sunaparant and offer justifications when he has single-handedly elevated the
status of the paper to being a balanced, zestful and intelligent daily.

Is it so difficult for you to stick to the debate ?? Are you so out of sync ?? 
Out of the 3 paragraphs in your message below, only the first one is relevant 
to this debate.

Philip Thomas has taken the time and effort to enlighten us with relevant 
information about the status and possibly future direction of Goa's aviation 
scene for several months now. I believe, it is largely thanks to him that we 
have a better understanding of what the airport imbroglio is all about.

Your response below like several to Goanet "displays your chronic
irritability and rudeness". There is nothing anybody can say or have an 
opinion about, without you having to pipe-in with uncomplimentary remarks.

With this attitude of yours NOBODY should be answering any of your questions. 
The next time you go to Goa - go to the hotel and hospital yourself and ask 
them why "the victim was allegedly treated in a callous and appalling way by 
hotel and hospital personnel after he was attacked?

And fyki while addressing Fred, you posted your message to Goanet - a public 
mailing list, which means anybody can respond to you. If you wanted to address 
Fred directly, you should have sent him a private message.

I don't know how the misfortune that befell a Russian in Goa, suddenly became 
your business ?? I'm sure you get my drift.
