http://oheraldo.in/node/10823 Sewage system a major worry for Panjimites BY HERALD REPORTER PANJIM, MARCH 9 – The sewerage system is a major issue dogging Panjim and both the main panels - of Babush Monserrate and Manohar Parrikar-Somnath Zuwarkar - contesting the March 12 Municipal Corporation elections have assured Panjimites that the city would be entirely covered with underground sewerage lines. Currently Panjim has two sewerage treatment plants (STPs) – one at Patto and the other at St Inez Tonca. Though normally the life-span of a STP is 30 years, the Patto STP is less than ten years old. It was constructed by the Economic Development Corporation but the tendering and construction of the project was allegedly embroiled in a scam. Later, the matter was investigated by the CBI and recently two senior engineers had been brought into the CBI ring. The small STP is yet to cater to the entire Patto area. Government quarters at Patto and some other buildings have not been connected to the STP. Sources however said that this will be done soon as the work has already been tendered. The new 12.5 MLD C-tech (cyclic technology) based STP constructed with foreign technology, takes care of around 75 % of the city. This was commissioned less than two years ago. Some areas are yet to be covered. Officials however say that this has not been done so far because of technical difficulties like laying of pipelines through steep slopes. To cover the Taleigao and Dona Paula areas, the Government has plans to put up a new STP in the near future. Currently, a major problem on the sewerage front is overflowing of septic tanks from residential-cum-commercial complexes in the city. The PHE section at Tonca strictly conducts checks and reports are regularly sent to the Corporation of the City of Panaji (CCP) for action. It is the overflow or leakage from private pipelines that led to an outbreak of jaundice in 2003 after sewage entered into a cracked water pipelines. Officials say the main sewage lines are more than one metre below the ground level and there is hardly any possibility of sewage entering into water pipeline. Contamination generally occurs from private lines. In fact, sewage is a major factor for the contamination of city wells. The government however is working on a Japanese Development Bank-aided sanitation programme that is expected to improve the situation in Panjim within a year or two. -- TUMCHER AXIRVAD ASSUM; DEV BOREM KORUM. http://oheraldo.in/node/10828 'No outsider entered Sanvordem' BY HERALD REPORTER MARGAO, MARCH 9 — District Magistrate, South J B Singh today asserted that no person either from Bhatkal or Hubli had entered Sanvordem-Curchorem on Friday last, but confirmed that members of the minority community from Panjim, Margao, Sanguem and other parts of Goa were part of the 800-odd crowd that assembled near the local mosque that day to protest against the prayer house demolition. Incidentally, even as the five-member BJP fact-finding team led by MLA Francis D'Souza questioned why the administration did not deploy armed security to guard Muslim houses in Curchorem, Singh replied the police were busy in containing a violent mob at the police station. The five-member BJP teams comprised of MLAs, Francis D'Souza, Laxman Parsekar, former Speaker Vishwas Sattarkar, Ramrao Dessai and Damu Naik. The team later proceeded to Sanvordem-Curchorem. The Magistrate admitted that the adminstration was not fully prepared to deal the situation arising out of the counter protests in Sanvordem on day one. "There was no information that the counter protests and morcha will lead to a violent situation," he maintained. On the allegation that armed people from Bhatkal were holed up in the Masjid, the Magistrate told the BJP team that the administration was willing to conduct a search of the persons assembled at the Masjid for swords, but the locals rejected the proposal. Singh offered not to comment when the BJP team asked whether he agreed to the views of the Chief Minister, Pratapsing Rane that the attack on the minority community was pre-planned. The BJP team harped on one single point as to why the handful of houses belonging to the local Muslims were not guarded with additional security. In his reply, the Magistate was categorical in saying that it was not at all possible to deal with a mob at the police station and also deploy security to protect houses of the minority community. The Magistrate and the team also had different opinion on the release of the arrested people for violating Section 144. CURCHOREM: The 'fact-finding' team also went to Guddamol and visited the controversial prayer house, besides interacting with Hindus and Muslims there. At Curchorem, they met shopkeepers and discussed the situation with the President of the Curchorem Merchants Association Pandurang Dessai. They also met the affected Muslim families and were apprised of their mental and physical anguish during the past one week. Later speaking to reporters, MLA Francis D'Souza said there was no truth in allegations by the Congress, that MLAs Ramrao Dessai and Vinay Tendulkar had committed offences by addressing agitators when Section 144 was in force. Speaking to reporters, Kumar said it was confirmed that the two Russians were running a place called 'Palace' near the Anjuna Petrol Pump. "After we found the place to be dubious, it was raided. It was a watering hole for rave parties and doing high-end drugs with a premium client base," he added. Kumar said the police are on the trail of the two missing Russians. He observed that the trend of foreigners entering Goa had undergone a sea change. "Initially, the hippies came to Goa's pristine beaches, then came the UK nationals and then the Israelis. As of today, the Russians are trying to take control from the Israelis because of business interests." The DGP claimed that this season the police to a large extent succeeded in keeping in check rave parties. "Whenever there are complaints we have gone to the spot and stopped the parties." Meanwhile, the hearing on the petition challenging deportation order served on German national Ingo Grill of Saturday night bazaar fame and his wife was adjourned in the Fast Track Court here. When the matter came up for hearing, the government pleader sought for time to file an affidavit in-reply. The matter will come up for hearing on March 28. They were asked to leave the country for undesirable activities by an order issued on February 1 under section 3 (2) (c) of Foreigner's Act, 1946. If at all any structure that needs to be effectively demolished, it is the Directorate of Panchayats along with its Director, the Deputy Director and the concerned Minister. I have my own very good reasons for saying what I am saying. ANYONE WHO HAS ASKED FOR A STAY ON DEMOLITION OF ILLEGAL STRUCTURE HAS NEVER BEEN DENIED. IT IS '' ASK AND YOU 'MUST' RECEIVE"" with the word 'shall' cremated for good. The Panchayat Raj Act is a tom-foolery of its worst kind. Under the Indian Administration, no law, rule or regulation exits without gaping loop-holes. Every law is designed for the ultimate benefit of the criminal rather than for the benefit of the victim. The Panchayat Raj Act needs very serious amendments by way of stipulating severe penalties for the Director and the Deputy Director for granting stays left-right and centre to anyone who applies for it. As it stands, it is designed to feed the lawyers who are not very successful in Civil and Criminal matters. It fails to satisfy my mind as to why an ordinary villager who has never gone to court or a lawyer should do the same for simple matters which during the ertwhile Portuguse regime the village REGEDOR would solve. In 99 cases out of hundred, when the Sarpanches of the Village Panchayats move to demolish blatant illegal structures (the ones erected in someone else's properties, stays are given forthwith by the impotent Director demolishing the stand and the morale of the Sarpanch and the Panchayat who is trying to enforce the law. Presently, as the Panchayat Raj Act stands the Director of Panchayat is a puppet on a string whose only job is to execute everything told to him over the phone by ministers and the Chief Minister and to frolic from his office to the respective minister's cabin or the house like an errand-boy. I want any Director or Panchayats, present or otherwise to challenge my statement and I will run him down into the ground. The Deputy Director of Panchayats is indeed the Director of Panchayat's valet and nothing else. The present Minister for Panchayats Mr. Subash Shirodkar is not fit to clean the Panchayat toilets. He exists only because he has of late developed a good pair of tonsils and built a strong Midas' room to fill up what was absolutely empty. The incident came to light when people were shocked to find the river water blackish and fish struggling for life. While a number of people were busy trying to gather the fish, many of which were already dead, Sarpanch of nearby Bastora panchayat Janardhan Parsekar alerted Mapusa police. A police team, headed by PI C L Patil and PSI Mohan Naik, rushed to the site and pulled out everyone fishing in the river. The police team then rushed to the Mapusa market, were some of the fish was being sold and confiscated it. Police later alerted health officials and the Pollution Control Board about the dumping of the chemical waste into the river, which is believed to have been emptied into the river by a tanker. A team from the Pollution Control Board collected water samples for testing. Earlier, North Goa Superintendent of Police D K Sawant along with the Sub Divisional Magistrate Mahesh Khorjuvenkar inspected the site. and took stock of the situation. A three-member Investment Committee comprising chairman, managing director and general manager (accounts) on July 13, 2004, purchased 1812 Noida Toll Bridge Company Ltd's zero percent deep discount bonds at a price of Rs 35,950 per bond involving Rs 6.51 crores. Again between September and November 2004, the committee purchased 12,758 zero percent IIBI non-SLR deep discount bonds at a total cost of Rs 48.75 crores. The decision was taken allegedly without taking the Board of Directors into confidence when Velip-led BJP-supported group was ruling the roost of the bank. The investment committee was constituted by the bank's executive committee. Incidentally, Rajkumar Dessai, a teacher and a member of the RSS was the vice-chairman of the bank then and Goa was ruled by the BJP. The decisions of investment in non-SLR bonds was discussed at the meeting of board of directors recently. It was stated during the meeting that the bank should not have sold the securities as the market was not good then. To a query raised at the meeting whether bank norms had been followed, Velip said the bank could have purchased only listed non-SLR bonds after studying the health of the company. The meeting however noted that the bonds bought were not listed ones. The other amendments provided therein to the Goa Daman & Diu Official Language Act 1987 which was enacted while under Union Territory status are now following Goa attaining Statehood sought to be carried out. It is hoped that the same is pursued in right earnest so that the movement and the issue does not turn out to be a political agenda at future elections to whip up emotions and frenzy as in the 1985 language agitation. Since the amemdment has support from all like minded Goans for the development of the mother tongue of all Goans except a miniscule few who insist on only one script mooted since 1939 the Bill ought to have a smooth passage. Mr Martins says that he has heard that in the arrest card under which the report of the arrest of a person without warrant is submitted, it is mentioned that the same is submitted under Section 62 of Criminal Procedure Code 1898. Accordingly Mr Martins has said that the corresponding Section under the Code of the Criminal Procedure 1973 is Section 58, under which the police has to report to the district magistrate or if he so directs to the sub-divisional magistrate, the cases of all such persons arrested without warrant, within the limits of their respective stations, whether such person have been granted bail or otherwise. The mandate of the above provision of law is to make the magistrate aware about the arrest of a person without warrant and such reports are to be submitted at the earliest. These wards cover an area behind the St Inez Ganesh temple to Mala via Bhatlem and Chincholem. The rival panels, Panaji Development Front (PDF) and the Panel for Progress (PFP) have fielded their candidates in all the wards. Ward number 16 consists of 1445 votes and the main fight is expected to be between Mr Tony Rodrigues (PDF) and Mr Santosh Kunkolienkar (PFP). There are two other candidate Mr Motos Sequeira Jose Francisco and Mr Sheikh Bapusab Shaukat. A former councillor, Mr Rodrigues had to lose his position after Taleigao was deleted from the CCP. His priority is to repair roads, keep the ward clean and complete the drainage. Besides, he said that he would stop the garbage segregation work being going on in the animal shed. Mr Kunkolienkar is in the fray to fight corruption and illegalities that are on in Taleigao. He said that Taleigao will be the only place in the state to complete roads without the land acquisition process being completed. "I am a victim and my 300 mts land was used for road and recently I have received a letter from the government for acquisition of my land for the road, which had been already completed'. Ward number 17 will witness a four-cornered fight between Mr Udai Madkaikar (PDF), Mr Sameer Chari (PFP), Mr Rupesh Naik, and Mr Ratinakar Phaterpekar. A former councillor, Mr Madkaikar is re-contesting. He said that inspite of severe opposition from land owners he had managed to provide 180 Sulabh Shouchalaya. As against this, the PFP candidate, Mr Chari plans to clean up the drainage and undertake road repair works. He alleged that the CCP has neglected the St Inez-Bhatlem road and the previous councillor had not even raise any voice about it. Ward 18 consists of 915 voters and three women candidates are in the fray, which include Ms Uma Naik (PDF), Ms Salomi Pawar (PFP) and an independent, Ms Aparna Naik. Ms Uma said that the major problems highlighted by the voters was the lack of sewage connections to houses on the slopes. As against this Ms Pawar said she would take up drain repari, street lighting, cleaning of gutters. Ward 19 consisting of 985 votes will witness a straight fight between Mr Narashiva Morajkar (PDF) and Mr Da Cruz Menino Jesus (PFP). The Mala lake project falls in this wards and Mr Morajkar said his priority would be to get the project completed, remove the water clogging to avoid flooding of Mala, and get the PDA's Mala market project completed. Mr Da Cruz said priorities would be get the sluice gate repaired to avoid flooding, complete the lake and market projects. Ward number 20 consists of 1004 votes and there will be straight fight between Mr Krishna Shirodkar (PDF) and Mr Pravin Sopte. For Mr Shirodkar the repair of the sluice gate to avoid flooding of mala during the monsoon are priorities. Besides he said that he was in favour of completion of the Mala Lake project. As against this Mr Sopte says that the project was undertaken by the Parrikar government and that he would work to complete the project. It is now patently clear to most, if not all the People of Goa: the BJP aided and abetted the disturbances in Cuchorem. The press did a magnificent job; roundly condemning the BJP for their opportunistic vile deeds. The general consensus now arrived at, lays the blame at the door of the BJP; We can only hope that the people of Goa are not short minded and forget these acts of the BJP, at the time of the elections. We can also hope that the repercussions of what have happened has sunk in and the BJP will not in the future embark on anymore shenanigans...the fact that the people of Goa found this totally alien and repulsive should be a lesson learnt and remembered by the BJP and their cadres! -- TUMCHER AXIRVAD ASSUM; DEV BOREM KORUM. Gilbert, Several classmates at the school I studied at, in N. India, were children of Army personnel. They always came to school in Army trucks. I never knew they may have paid for the service. Thanks for sharing that. On the flipside, the Indian Army, would take all students from our school in their Shaktiman trucks to their base regularly for Hindi movies. While the fare of movies were dour, the ride to/from the base was always exhilarating - open trucks, high-speedJust before graduation, the class spent an entire day at "the range" - running with stone-laden backpacks, target shooting (live ammo), mock attacks thru growing "bootha" fields and mounds of earth. Was a tough day - several bottles of Iodex and Sloans were utilized that night. While the class had an entertaining day, nobody contemplated joining the Armed Services, other than Balwinder and the Dhupia bros. Several years later, I still carry those wonderful memories about the Armed Services. The Armed Services in India are always perceived to be above the law, possibly due to their own judiciary system - the Army Act. Nevertheless, it is in the interest of the Armed Services that fellow Indians know more about the former. To that end, you have volunteered information, several times. Thank you. [Goanet] Konkani Press and communalism?
It is sad that a journalist of Sandesh Prabhudesai's calibre has had to justify his stand and defend Sunaparant of which he is Editor. Sunaparant, as I see it and read it, is the most balanced local daily and I salute Sandesh for it. He has not once allowed his personal views to colour the face of the paper. The fact that, as Miguel has said, few people today read the Sunaparant, is a pity but I am sure this is changing soon, as Sunaparant offers the best reading material and a wide spectrum of views, everyday. Newspaper columns serve as a platform for writers to express their personal opinions and as such should not be mixed with the newspaper's 'agenda', if any. If a Datta Naik is allowed to say his stuff, why not a Subhash Velingkar? And if anyone has something to say contrary to what a columnist writes, why not say it through that very paper? All of us who know Sandesh personally, and this includes Miguel, should know that Sandesh is above caste and communal bias. He is one of the few baamans I know who isn't exactly ecstatic about being one. I really wish, once again, that Sandesh did not have to defend Sunaparant and offer justifications when he has single-handedly elevated the status of the paper to being a balanced, zestful and intelligent daily. Philip Thomas has taken the time and effort to enlighten us with relevant information about the status and possibly future direction of Goa's aviation scene for several months now. I believe, it is largely thanks to him that we have a better understanding of what the airport imbroglio is all about. Your response below like several to Goanet "displays your chronic irritability and rudeness". There is nothing anybody can say or have an opinion about, without you having to pipe-in with uncomplimentary remarks. With this attitude of yours NOBODY should be answering any of your questions. The next time you go to Goa - go to the hotel and hospital yourself and ask them why "the victim was allegedly treated in a callous and appalling way by hotel and hospital personnel after he was attacked? And fyki while addressing Fred, you posted your message to Goanet - a public mailing list, which means anybody can respond to you. If you wanted to address Fred directly, you should have sent him a private message. I don't know how the misfortune that befell a Russian in Goa, suddenly became your business ??
