  DEADLY ACCIDENT: A hearse van, attached to the Cuncolim
  police station, which was transporting a body to the
  Hospicio Hospital in Margao, met with an accident at

  met a watery grave at Palolem beach. When it neared

The above two posts on the heel of each other gives credence to what is said 
about Goa and Goans.

"If two Goans get together there must be three organizations"

No sooner one organization came up with its inaugural schedule, pronto comes 
another one beating its own Reng-te-Teng.

Now the problem here is "who to believe"

This becomes a diffifult task for us at goasuraj which has been beating its 
own Reng-te-Teng for almost nigh six years and wanted to believe that there 
would be some sanity amongst Goans especially after the bone crushing communal 
riots in Savordem/Curchorem.

We are no strangers to either the newly elected President of the NRI Forum Mr. 
Jamie Rebello nor Mr. Manuel Caldeira the officially appointed NRI 
representative. Mr. Jamie Rebello happens to be our party's 'Life Member"  
since past many years. On the other side, Mr. Manuel Caldeira happens to be a 
recent Moidekar, having established his handicraft venture dealing with 
ceramics. We have, to a certain extent, through our founding president Mr. 
Floriano Lobo, who is also a Moidekar,  with the Party's Head Office located 
at Moira, helped Mr. Caldeira overcome the harassments meted out to him by his 
vile neighbours as well as by Government authorities while setting up his 
enterprise, when we realised that he was the appointee of the NRIs to 
represent them with the the Government NRI-Cell appointed at the last NRI 
convention at the Kala Academy, Panjim in January.

We are in a precarious position to place ourselves between these two persons,  
or  seemingly  two parallel organizations dealing with the same entity, 'THE 
NRIs". But we as a party with its raison d'etre being "Goan Unity"  cannot 
play spoil-sports with both sides and damage what is good for Goa and Goans. 
Therefore, we must take our unequivocal stand. And the stand we take is to 
denounce what Mr. Jamie Rebello is doing with all his friend circle and uphold 
and recognize Mr. Manuel Caldeira as the NRIs sole appointed Representative to 
liaise with the Government appointed NRI-CELL.

It is unprecedented that an organization such as ours will denounce its own 
life member. But we cannot and will not play with fire which is starting to 
consume the NRI Goans who are poised to make a beginning after three long 
years of venting their frustrations on the Goa Government's apathy towards the 
NRIs and NRGs. We have witnessed the venting of such frustrations during the 
three  NRI conventions. It is time to start with clear objectives and not just 
the song and dance that Goans are known to associate with come sun,  come 
rain. This is serious business and the FORUM set out by Mr. Jaime Rebello has 
no place other than to back Manual Caldeira in his efforts to make a clean 
beginning. There is always a proper time for the NRIs to think away from 
Manuel Caldeira once his term until the next NRI convention is over.

If the FORUM  set-up by Mr. Jamie Rebello by appointing himself as its 
President does not call off the inaugural function at Leonora's come 16th. 
March, 2006, it will be tantamount of hoisting  a BIG BLACK FLAG to announce 
to the world that Goans  cannot ever UNITE and work as ONE.

Goasuraj will work whole-heartedly with the Goan NRIs only through their 
officially appointed representative Mr. Manuel Caldeira until such time that 
the NRIs decide to appoint their new representative.

The country is on the verge of aviation revolution. Thanks to the arrival of
low-cost airlines, the aviation sector has changed completely. Recently
success stories of India's aviation sector has spread across the world at
such a pace that even the industry insiders are having a tough time keeping
abreast of the latest developments. The frenetic pace at which the country's
aviation industry is growing is bound to attract the attention of any
investor.In just a year, more than five new airline companies were floated
and took to the skies. Some of these are Kingfisher Airlines, Spice Jet and
Paramount Airways. Waiting to fly high are new entrants like Magic Air and
Air One.

Jet Airlines recently acquired Air Sahara, its closest rival in the aviation
sector. This high profile takeover saw Jet emerging as country's largest
airline. Going by the past experience the outcome is expected to be
positive. It is likely to benefit all the players in the field. The
consumers will have more choice, competing fares with a tendency to come
down, improved service etc. Also booking an air ticket has now become much
simpler. An agent can give you options of lower fares and ways to find seats
in booked flights. Nations around the world, including the more developed
ones, are increasingly privatizing their aviation sectors and entering into
innovative corporate partnership in the global market.

When it comes to pricing, airlines today are competing with Indian Railways.
They are trying to woo train passengers who travel in first class and in AC
coaches. Undoubtedly, infrastructure bottlenecks are the major stumbling
blocks for the industry's growth. The smaller players in the field are
demanding the setting up of an apex body for the aviation sector, on the
lines of NASSCOM.

Improving the infrastructure is expected to bring large benefits to several
sectors ranging from tourism to manufacturing activities. India has
benefited immensely from the privatization of aviation sector. Growth in air
traffic must be accompanied by improvement in infrastructure as well as high
standards of safety

Hmm, There you go again, trying to discredit the Indian Armed Forces.

Well, let me tell you that there is no contradiction whatsoever in the
Navys stance.  Firstly, the officers have been dismissed from the
Service by *the pleasure of the President* decree, and not as a result
of trial by Court Martial.  This is a rare occurance, but happens from
time to time. One of the Navy Chiefs was dismissed in year 2000 using
this decree. All officers of the Armed Forces serve at the pleasure of
the president and can be dismissed by him WITHOUT ASSIGNING REASONS.
This is different from a court martial, where the accused has a
defence lawyer, and the procedure is like a civil court in most ways.
The Navy board of Inquiry determined that the information was sold by
the officers to Shankaran, who was an agent for a foreign arms dealer.
 So it was obvious all along that foreigners were involved in the tail
end of that company.

If the dismissed officers are claiming that they were not afforded the
right to sit through the proceedings of the BOI and crossexamine
witnesses, its POPPYCOCK, because all Boards of Inquiry have to allow
the alleged accussed this facility as per Regulations for the Navy,
and the Navy Act. Incidentally,  Both these legal documents are based
upon and framed on the QR&AI--Queens Regulations and Admilralty
Instructions.

The Navy has nothing to hide, and in fact has punished the guilty quite 
swiftly.

NEW DELHI: One of Goa's most exotic delicacies could soon lead India's
fight against malaria. 

Scientists from the National Institute of Oceanography in collaboration
with researchers at the National Centre for Cell Science, Pune, and
International Centre for Generic Engineering and Biotechnology have
isolated molecules from the Indian green mussel (perna viridis) that
kills the chloroquine resistant malaria parasite, especially the
Plasmodium falciparum type, very effectively. 

The molecules, named NIO-1 and NIO-2, have been sold to a Mumbai-based
company which will develop and commercialise the anti-malaria drug. 
According to NIO's Anil Chatterji, pre-clinical toxicity study of the
molecules have shown absolutely no side effect. Clinical trials will
begin in two months. The project to find the molecules was funded by
CSIR.

Chatterjee said: "The molecules will be extremely effective especially
against chloroquine resistant strain of malaria parasite - W2Mef. 
The molecules kill the parasite rather than just inhibiting their
growth. Compounds were found to be non-toxic to human cells with no
negative effect seen on them.

Government of Goa for the past three years through NRI Conventions (Samelans),

The website will be fully operational shortly, as work in this direction is 
ongoing.

The name for this website 'goa500.com' is a tribute to the glorious Goa of 
past 500 years  and for the distinct identity of Goans in the Indian 
subcontinent.

Fifty years ago, overseas Goan would send a letter or a telegram and the post 
man would deliver.  But now goa500.com is here to unite us with ease and make 
us feel readily at home.

Goa has been called by distant admirers as the 'Pearl of the Orient', and 
Goans everywhere throughout the world are proud of their heritage. But never 
before  could they communicate like today using  the e-technology.

Every one of us Goans could be struck by thunder and lightning of Goan 
jealousy, clan mentality, and recently, since 1961, by corruption. Today, 
despite these counter productive signs, we have Goan youth like this web 
designer Mr. Warren Rodrigues of Warren Designz.com and his teammates that put 
together this website without receiving any payment so far for their efforts, 
just to contribute for a better and a united Goa. There are strong elements in

South Goa, earlier known as Chandrapura and today  CHANDOR to us.  As a mark 
of history, one  still witnesses the 'Musol Dance' executed in Cotta, Chandor, 
on the  second day of Carnaval each year,  where Goans dressed in original 
dresses of  500 years ago  perform  in front of  each household, displaying a 
lit oil lamp, chanting  " WE SHALL MAKE POWDER OF OUR ENEMIES". Chandor is the 
lost Mecca of glorious Goan past where one still finds, at least in one 
household,  holed cellar walls to accommodate gun muzzles and intriguing 
hidden passages, a means of defense and escape against enemy  intruders.

Beautiful, friendly, peaceful and rich in natural resources and cultural 
heritage is  Goa, now the home to new comers,  looking for a better and 
peaceful living. And it is here that the revival of Goan identity is a must to 
preserve the good in life and to prosper in the global economy. Let goa500.com 
be a vehicle to take us in this direction and be a 'forum', like never before, 
to address NRI's and NRG's concerns, problems, aches and pains and to share 
constructive opinions and ideas for a result oriented and progressive

Dear Goanet Readers,

In my opinion the State Government of Goa must take immediate steps to ensure 
that no premises, residential or commercial are leased out to anyone without 
first obtaining the NOC - No Objection Certificate from the Police Department 
like it is done in Mumbai.

There is a form to be filled up with photographs of the owner leasing the 
property, the person taking the lease, and the estate agent or person 
introducing the tenant.

Copies are retained with photographs of all concerned at the Police 
Station.Owners and Cooperative Societies have to follow this as a law failing 
which they could be prosecuted as per the law.

It would be in the interest of all concerned if, it is followed strictly. 
Hotels & Motels would also have to follow some sort of ID for tourists both 
local & international which can be checked by authorities if the need arises. 

All should be extra security conscious in these trying circumstances.

serious problem not only for the Government of the state but for every person 
be it a Goan or a Non Goan ,irrespective from any religion caste creed or 
race, the Government of every state where such issues arise can only do their 
best the rest is and should be the responsibility of every human being in Goa, 
if  people want to enjoy in Goa its their moral responsibility to protect it 
from all dangers of such terrorist attacks, let's just not blame the 
Government or police but the fight should be from all of us as we stand united 
in this.
   
  During our childhood days our folks told us that once Goa would be hit by a 
severe cyclone or earthquake causing a lot of damage our lovely mother called 
Goa , but due the relics of Saint Francis Xavier at OLD GOA we were all saved, 
and we pray that we continue to be saved because of him , because of our 
prayers and we should continue them.
   
  Let the politicians not create the arrest of the terrorist into a election 
issue or a propaganda, pray they forget all their differences and fight it out 
together.Goans are know for being very calm but GOENKARA don't be so calm that 
you do not know when the floods have hit your house for it will be too late 
and above all let's not communalise this issue , normally we have been reading 
a lot between hindus v/s muslims, christians v/s hindus or muslims and so 
forth, if a terrorist has been a kashmiri or a pakistani let's not measure all

Dear Miguel,

As a lecturer I communicate with students and encourage debate on
various issues. Many a time what a student says does not match my point
of view - I do not stop him/her from talking. Instead I encourage others
to debate on the issues raised, and in turn raise questions that force
students to think. I feel this facilitates the sharpening of the
students' ability to think.

Sometimes I myself am forced to counter arguments raised by students. I
find this challenging. Ultimately it helps me to sharpen my arguments
and helps students to develop their ideas.

Banning of ideas is something that one associates with religious
fundamentalism. We need to focus our energies on demolishing the
arguments of the Subhash Velingkars of the world. This will help to
mobilise opinion in a positive way. Sitting and pointing fingers at
others is counter-productive.

Unfortunately I read konkani very slowly, but I regularly go through it.
I can say with certainity that if a list was made of articles,
editorials and reports that are progressive and that counter
communal/parochial/sectarian ideas that list would run into many pages.
I think a person and his/her work needs to be looked at in their
entirety before attempting to demolish the credibility of the person and
his/her work.

I think we need to be responsible in our criticism of others. I get the
feeling that you have not read Sunaparant yourself. I suggest that you
meet with some of the youngsters who read Sunaparant and find out what
it is that they like in this paper.

participate in this Tiatro. One of the visiting artistes is the living 
legend and the senior most Konkani sage artiste Ophelia Cabral coming back 
to Kuwait to entertain the crowd after 18 years.  Speaking to this writer, 
Ophelia Cabral who is known as Tragedy Queen said “though I have grown in 
age but my wish to perform on stage is still young and in this show I will 
perform to the best of my abilities”. The other outstation artistes are 
Ophelia’s daughter pretty Babli like her late talented father Bab Peter, 
from Goa Antonette de Calangute, the number one hilarious character comedian 
John D’Silva and after a long period jet speed political singer William de 
Curtorim.


The local artistes are Marcus Vaz, Sylvester Vaz, Laurente Pereira, Comedian 
Philip, Querobina Carvalho, Manuel de Santa Cruz, Simon Gonsalves, Xavier

indecently assaulting a teenage girl at the Games

Panaji March 14: The additional Director General (Tourism), government
of India, Mr Rajeev Talwar, has said that collaborative and sustained
efforts should be made to develop Goa as a distinctively unique and
branded international destination, based on elements such as its
natural attributes and cultural heritage.

The mindsets and attitudes must be attuned to derive maximum benefit
to the state from tourism, Mr Talwar said at a seminar organized by
Goa Chamber of Commerce and Industry as part of the Goa Tourism Meet
2006 � Summertime in Goa, held over the last weekend.

Mr Talwar also spoke about the changes taking place in the
international tourism marketplace, with a move towards brand creation
and niche marketing. The demand was for differentiated and branded
destinations, with their own unique and distinctive brand identities,
he added.

�The many elements unique to Goa, such as the culture, heritage,
cuisine, festivals and carnival, to name a few, must be showcased to a
larger audience,� he said adding that these elements, which will go to
make a vibrant and attractive destination and should be packaged and
marketed on a global basis.

Mr Talwar said that there has to be a private sector-led initiative in
this endeavour and asked pro-active organizations such as the GCCI to
take the lead in this effort. �Every Goan should be active participant
in the process of creating a unique and appealing destination and must
assist in both creation and marketing of the strong Goa brand,� he
added.

The additional director general (tourism) also appealed to Goans to
focus on the positives, and to emphasize the manifold benefits from
tourism. Mr Talwar presented international experiences and management
approaches to explain what he meant by emphasizing the positives.

The central government official made a strong plea that Goa should
have an annual or bi-annual Goa Travel Mart, which should be
international in approach and on a much larger scale. He pledged full
support for this effort.

Mr Talwar, however, pointed out that the dates should be chosen so
that the Goa Travel Mart does not clash with established international
conferences such as the ITB, Berlin. This travel mart would go a long
way to promote and market the exciting Goa brand and experience, he
emphasized.

The additional director general presented a case study of the Kerala
model of good branding and marketing and explained how Kerala has
created and maintained a strong global brand and presence.

He also stated that Goa already has a visible and established brand
identity and that the state has a good infrastructure that it can
build on, such as its excellent hotels.

Investments must be directed from the private sector into tourism
infrastructure such as airports, as well as into eco-tourism, large
convention centres, medical tourism, leisure tourism and other
specific areas, he said further.

The additional director general also said that government should be a
guide and a facilitator, whereas the private sector should lead and
drive the growth. He went on to add thata positive approach should be
adopted in driving growth and ensuring sustainable development of
Goa�s tourism.

He also spoke about the Incredible India Campaign and highlighted the
extremely positive response to this campaign worldwide and the high
growth rate that the country was experiencing in the tourism sector.

Goa, it's time to cry tears of blood

I've had a harrowing week. Grounded by a nerve racking flu that confined me 
to bed, doctor, anti-biotics and much less out of action, while the 
`seemingly' peace-loving folks of Sanvordem ransacked their neighourbour's 
homes, shops and integrity with a blood thirsty cry on their lips. There's 
a shiver running up my spine as I write this, and so should you worry as 
well, dear reader. The bubble has just burst, right over our faces.


A Kashmiri lands in Goa with detonators and RDX. He claims familiarity with 
the State because he has been on off on this sunny coast (like so many 
other criminals who treat Goa like a free port. Goa mein subkuch chalta 
hai). Meantime, where all have the explosives landed? I'm amazed you're 
surprised. Didn't you know that Goa is a docking station for AK 47s, bombs 
(since the Bombay Blasts and I know this firsthand) more guns, more drugs, 
more sex offenders, more twisted minds while we have wasted precious time 
gossiping about our neighbour and his wife? Goa provides the perfect 
camouflage. A multi-cultural society which loves foreign exchange, no? Hang 
your heads in shame.


We have a priced specimen in Ingo Grill (I don't know him, don't want to 
know him), who thumps his chest, as if he owns Goa, and will not quit his 
bull-shitting (like half of the Russians in Goa hiding from their law in 
Morjim, Arambol and Palolem, using Goa as a money laundering port. Goan 
tour operators, resorts, boutiques and local pimps they patronize all know 
about it because they get paid in hard cash, no matter what the price tag. 
The police don't know this? Are you trying to kid me?


I stopped visiting the Saturday Night Bazar after I smelled through Ingo's 
operations. Instinct, gut feel and a very curious nose honed by years in 
the media (qualities that don't let me down about people) screamed things 
were fishy. Very fishy, indeed. This was three years ago. Sure, Ingo will 
take recourse to the law today to fight his deportation (under the 
blessings of his political godfather), while you and I would want him to go 
home for disrespecting the law of the land. Fattened on bribes since the 
onset of the Saturday market, Ingo believes he has the law in his pocket, 
since he has the cops in his pocket. That it took the Goa Police this long 
to nap a finger on his activities baffles me. Allegedly, Ingo Grill is not 
above the law if sources abroad as to be believed, requiring further 
investigation by the Goa Police. Of course, you and I can't go to Germany 
or elsewhere and set up a roaring flea market and not invite the attention 
of the authorities to check into your background. Much so, if you're a 
foreigner. Everybody knows Ingo is not so clean as he would like us to 
believe (that its just a harmless market he runs. Sure). There's enough 
hash, cocaine, LSD, Extacy that changes hand freely during his Saturday 
markets with pushers all over the place. Didn't the media and police know 
about this all this while? But in Goa we tend to sleep over things, till 
the froth boils over. Goa is a red dot for the Interpol who have been 
keeping a watch on for years. But the Goa Police? Less said the better. 
They would sell us all ten times over.


Events in Curhorem-Sanvordem is just the beginning of things for Goa. The 
direction is murky and its time to be alert, not to trust the hand-folding 
montri at your door-step, the local leader who knocks on your door for 
votes, the ministers and MLAs who are now pointing fingers after their 
sordid deeds are done. There's only one way to rise above the mess under 
our noses. Take charge of your destiny. Arm yourself with information. Seek 
answers, do not be fooled by what the politics of today wants you to 
believe. A vigilant population will mean a vigilant media (you have that 
much authority over right, accurate, unbiased, secular information). Ask 
questions, do not take anything for granted. The times are a-changing. 
Unfortunately, they are not changing for the better.

Telecom tariffs for both national and international long-distance (NLD and ILD)
services are set to crash as the segment is all set to see the entry of as many

19 new players. 
Following the introduction of new guidelines for the long-distance sector, which
relaxed entry barriers, roll-out obligations, and annual licence fee from 
January
2006, the government has received five applications for ILD licences and 13 for 
NLD
licences, the Ministry of Communications and Information Technology has said. 

Industry analysts estimate a 30 per cent reduction in national long-distance 
tariffs
and a 25 per cent fall in ILD rates after the entry of these new companies. 

Currently, the country has only three players in the ILD sector - Bharti, Videsh
Sanchar and Reliance Infocomm. 

In the NLD space, these players are joined by Bharat Sanchar Nigam Ltd, which 
means
just four operators carrying the entire STD traffic in the country.

According to details provided by the ministry, the new applicants in the ILD 
segment
include Shippingstop Dot Com, Sify Communications Ltd, Dishnet Wireless, Spice
Communications and i2I Enterprises Ltd. With the exception of Shippingstop Dot 
Com,
the other four applicants have foreign equity share holding, varying from 26 to 
72.6
per cent. 

Additionally, these five players have also applied for NLD licences. The 
applicants
for NLD licences include Hutchison Essar, HCL Infinet, Hughes Escorts 
Communications
Ltd, Tulip IT Services etc.

Panaji March 13: Sleuths of central investigating agencies have
started interrogating Tariq Ahmed Battlo alias Tariq Jalal, the
Tehriq-ul-Mujahideen terrorist who was arrested for possessing
suspected RDX and other explosives by the Margao police on Friday
night at the Margao Railway station.Police sources informed that the
Goa police have sought the help of the Jammu and Kashmir police in
throwing light on Tariq.

A highly-placed source in the police revealed that the interrogation
of Tariq would continue whole night to make him cough up on his plans.

The central investigating agencies have observed that Tariq was a
major catch and patted the Goa police on the back for arresting him,
the source informed.

A top police official denied a report appeared in a section of the
press on Tariq which has said that Tariq was pushed into the train on
way to Margao by the local policemen.

The sources also denied that Tariq was caught a week before by crime
branch officials and added that instead a crime branch official had
been sent to his temporary residence at Margao to keep a watch on
Tariq's movements after getting feedback from the Intelligence Bureau,
but arrested militant was reported missing from his temporary
residence.

The police official also denied the reports about his marriage, wife,
kids and other family background in Kashmir.

PANJIM, MARCH 13 – Notwithstanding his claim that BJP has maintained
its hold on Panjim constituency, getting only seven seats out of 16 in
the constituency is indeed a major set back to Opposition Leader
Manohar Parrikar in Panjim.

Mala-Fontainhas vandalism, giving over emphasis to International Film
Festival of India (IFFI) projects on one hand and neglecting the
municipal garden, Mala lake, municipal market new phase on the other,
heavy flooding hitting citizens living in low lying areas due to poor
quality IFFI works and damaged old drainage network, marriage of
convenience with bete noire-turned-friend Somnath Zuwarkar, are some
of the factors  besides anti-incumbency which seem to have contributed
to  Parrikar losing hold on his constituency.
This is the first time Babush has made forays into Panjim constituency
to test the political waters outside his Taleigao constituency. It's
an irony that Parrikar has been impacted by Monserrate, who was given
a state-level image by the former when he was the chief minister of
Goa. After making allegations against him in 2001, Parrikar joined
hands with Monserrate to form the government in June 2002 giving him
the prized Town & Country Planning portfolio. Monserrate was in fact
denied party ticket by the Congress for the 2002 assembly elections,
which he fought on UGDP ticket.
In 2004 when Income Tax authorities raided Monserrate, Parrikar was
the first one to raise objections to the raid. Under that pretext, CBI
was shunted out of Goa. Throughout his period, there were several
complaints against Monserrate but Parrikar as the chief minister never
corrected him. This is despite the fact that builders owing allegiance
to the BJP and party financers were no spared. He was stripped of  TCP
portfolio only when Monserrate  was plotting against him in January
end last year.
No wonder some builders on the quite supported the Parrikar panel to
prevent  Monserrate's control  over Panjim corporation but they also
seem to have been let down.
Analysts say that Monserrate's victory in Panjim constituency is not
because citizens wanted him to rule the CCP. A section of the
electorate voted in his favour as negative a vote against Parrikar.
The communal riots in Curchorem-sanvordem last week also seem to have
gone against the BJP candidates.
Analysts however say that though Parrikar is down now, this may not
necessary be the situation in the next assembly for him. Parrikar,
known for his deep analysis of voting pattern,  has the capacity to
pull up a surprise performance as he would concentrate on areas where
his base has eroded for the moment.

India's parliament has recommended temporary suspension of four
members over a scandal involving granting projects using constituency
funds.

It said the MPs should be suspended till 22 March for "improper conduct".

An Indian TV channel broadcast video footage of the MPs apparently
seeking a commission to approve public works projects in their
constituencies.

Last year, 11 MPs were expelled from the parliament after they were
secretly taped apparently accepting bribes.

A parliamentary investigation committee into the incident said it had
not recommended the expulsion of the four MPs as "none of them was
actually shown accepting money".

Allegations

The committee said the conduct of MPs Churchill Alemao, Paras Nath
Yadav, Faggan Singh Kulaste and Ramswaroop Koli was "not above board".

India's Member Of Parliament Local Area Development (MPLAD) scheme was
launched in October 1994 to enable MPs to allocate constituency funds
for creating community assets in their constituencies.

There have been allegations of corruption involving sanctioning of these funds.

Last December, 10 MPs were thrown out of the lower house and one from
the upper house after they were secretly taped apparently accepting
bribes.

Some of the MPs recorded in the videotape said they had been framed.

It was the first time since 1951 that any MP has been expelled for
corruption and the biggest single expulsion ever.

The MPs were all secretly videotaped by a news website and a TV news
channel allegedly accepting money in return for asking questions in
parliament.

[Goanet] Fond memories of a visit to an Indian town called Jabalpur

As a teenager I was called to represent the colours of
Goa for a hockey championship. One can imagine the
excitement not only to play but also to visit a
British built town in this case Jabalpur. 

This event took place more than 2 decades ago, the
horrendous train ride from Goa to Jabalpur where one
had to stand near toilets because of lack of space was
overcome by the desire and ambition to be athletes. 

It was late in the evening when we arrived. We were
told that Jabalpur had just reeled from floods. We
were placed into a tiny house 18 of us. One expected
some kind of beds, even bunk beds would do but we were
dumped on the floor with carpets for the next week. I
don't remember having any meals that night, in the
morning our nightmare was realised. Nature's call was
answered in a hole (no pigs around for clearance or
American standard toilets). Thanks to our practice
with marbles we were mentally prepared to land the
waste in these holes.

The championship started we were playing on a mud
pitch, one expected natural grass or astro turf. We
played the Indian University mainly huge chaps (no
births are registered only bone test to confirm age
unlike Goa were births and deaths have a process). We
fought valiantly against players who made the Indian
team. The crowd booed the Uni players, our goal tender
Alex from Guirim school was in impeccable form. In the
last 20 minutes we had nothing left we got 4.

After the match we were offered lunch by the
organizers. Boy what was the food like? (Engish stew,
mince pies or the vindaloo?) 

The pea eyed Manipurs dumped the stuff (some cheap
rice not even basmati)on the table and left. 

To make up for the poor alimentation one of the lads
in our team managed to find his way to a 'dairy farm'.
We went together and drank a litre of unpasturized
milk. The result was, for a few days we did not have
to visit the holes. 

We had an off day to visit around. One expected
Jabalpur being a British town there would be a
semblance of Marks and Sparks, a Bentley or a Rolls to
roll by but there was none. Even the tinpot Padminis
and Ambassador were far and few. One native passed by
on an rickety Atlas bike no Raleigh in site. 

For sight seeing we were taken to a place called
Marble Rock. It is believed that the source of the
Narmada starts here. We saw hundreds of Jabalpur
natives striking at the rock making carvings. We were
told this was an important source of income. One
expected some excitement in Jabalpur like Phoolan Devi
to ride by from the near Chambal valley, but the only
devis we saw were covered from head to toe like those
residents from Afghanistan. 

One week we had enough in a British town. God we were
happy to be back in our lovely Goa. (On our way back
the train had to stop because of a derail. We had to
walk 2km to the nearest station to take us to Goa.
What a struggle!).

[Goanet] Goa : The Lusitanian Impact

Before November, 1510 Goa was rather an obscure land on the West Coast
of India.  The only place  that was somewhat known around, was the
minor port of Ela (later renamed Old Goa) which was frequently visited
by the Arabian and Persian dhows ( sailing vessels ). They brought
fine horses for the Deccan warlords  and returned laden with the cargo
of spices and precious stones.

Ela was ruled by Adil Khan of the sultanate  of Bijapur.  The people
of Goa were no different from the surrounding areas of the Konkan
region. They were mostly Hindus with a minority of Muslims as the
ruling elites.

On the 25th November, 1510 Afonso de Albuquerque, a Portuguese sailor
with a few sailing vessels under his command, entered the Mandovi
river and captured Ela which he needed to anchor his ships  and rest
his sailors during the stormy monsoon months of june to september . 
Ela was an inland port at least 10 km away from the coast.  The
journey back to Lisbon  via South Africa took almost a year in those
days.  The subsequent entrants in the Indian scene like the French at
Pondicherry and the British at Madras and Calcutta avoiced the west
coast and  concentrated their energies  on the east coast of India.

After consolidating  their hold over Old Goa, the Portuguese  by 1543
( i.e. during the next 33 years ) conquered the surrounding areas  of
Ilhas , Bardez and Salcete ( Mormugao taluka was detached from Salcete
 in 1880 )

>From 1510 to 1760 for the first 250 years  of their stay in India
their influence was  confined  only to  102 villages of  Ilhas Bardez
and Salcete.  ( Salcet - sahtt  60, Ilhas - tis  30 and Bardez - bara
12 ) The remaining 7 talukas Pernem, Bicholim, Satari , Ponda  Sanguem
 Quepem and Canacona ) were annexed between 1760 and 1790.

It would appear that during the first stage of their stay in India ( 
1510 - 1760 ) the Portuguese conquered areas  which could be easily
defended  with a few soldiers they had at their disposal in India. 
They were experts at naval warfare hence their Goa  till 1760  was
bounded in the north by Chapora river, in the east it was Mapusa river
( a branch of Mandovi river) , Canal de Combarjua and Zuari river. 
The south was rather safe with high hills of Quepem region. In the
west the Arabian sea posed no problem at all.

Today it is possible to logically deduce that for the defense of Goa 
( they were  still smarting  from the defeat that Albuquerque had
suffered at the hands of Adil Khan  when he tried to enter  Old Goa 
in March, 1510 )  they may have stationed  their soldiers  in places
like Siolim and Colvale opposite Pernem.  In the east in villages like
Assonora, Aldona,  Pomburpa and Porvorim.  In the islands of Chorao
and Divar.  In southern Ilhas it was the village of Neura.  And in
Salcete,  in villages like Loutolim, Raia, Rachol and Curtorim,
besided their stronghold  Old Goa itself.

The lawyers of textile heir Abhishek Kasliwal, accused of raping a
52-year-old woman in his Mercedes, today told a court that the evidence
suggests no more than consensual sex.

An unconvinced magistrate, however, sent the 26-year-old scion of the S.
Kumar's group to police custody till March 17.  Medical tests suggest
the woman, who had bruises on her body and right hand and bite marks on
the chest, had been raped, the police said.

The woman's complaint alleges the attacker, who had given his name as
Vicky Malhotra, had indulged in "non-stop sex" for two-and-a-half hours,
raping her four times on Friday night.  The allegation of "non-stop sex"
raised suspicions the accused may have been on drugs, but a medical test
on Kasliwal failed to confirm that, the police said.  Inside the
Mercedes, the police had found a water bottle filled with a mixture of
alcohol and a soft drink, human hair and a used condom. The hair samples
and condom have been sent for forensic examination.

The veil over the woman's profession, however, didn't lift even today.
She is believed to be of Goan origin but had lived mostly in
Visakhapatnam, and for a short time in Calcutta where her father worked,
before arriving in Mumbai in 2005. Her two teenaged children live with
relatives in Goa, she told the police.

"We are trying to verify more information from her friends and
relatives," deputy commissioner Santosh Rastogi said, denying reports
that she was a bar girl or a street-walker. The police said she was
wearing a skirt, a top and shoes.  The woman has given a temporary
address in Naigaon, Virar, in the far western suburbs. She hasn't
explained what she was doing at 2.40 am in south Mumbai's nightlife
area, frequented by street-walkers, when Kasliwal offered her a lift.
The last train to Naigaon leaves south Mumbai around 1.30 am, and there
is no direct road transport to Naigaon at 2.40 am.  The suburban
services resume at around 4 am.  According to the police, Kasliwal had
been pub-hopping when he spotted the victim at a traffic junction
outside the Prince of Wales museum. He offered her a lift to Bombay
Central railway station but drove her to Worli's Sriram Mill, owned by
his family, and raped here there.  Kasliwal's great uncle and S. Kumar's
chairman, 75-year-old Shambhu Kumar Kasliwal, issued a statement
expressing "deep pain" but adding that "if Abhishek has indeed indulged
in wrong-doing, I would be the last person to come in the way of
justice".

Abhishek is the younger of the two grandsons of Abhay Kumar Kasliwal,
who founded the business group with brother Shambhu Kumar in 1948.

Mario Goveia alluded the author of this statement to be a "Goan jihadi", 
while Lawrence Rodrigues answered with a "Ja, Ja, Heil Hitler !!!". It is 
not my objective to defend AF's statement, but it is my duty to underline 
the difference between a non-violent statement ("Damn the outsiders"), which 
might only be an outburst to what is happening in Goa, and two statements 
which try to link it up with a violent, anti-democratic and homicidal 
behaviour (jihadi), and a totalitarian dictator who has conducted one of the 
largest genocides in World History.


My request goes to Mr. Goveia and Mr. Rodrigues not to mix up things. If we 
empty concepts such as "fascism", "jihad" or "colonialism" and start calling 
each an everyone a "Hitler", we might just be on the right track to foster

is organising a Consumer Rights Awareness Fortnight
from 15th to 30th March. The fortnight long program seeks
to address the need for awareness on consumer rights,
the complaint procedures and redressal mechanisms
available to consumers in Goa.

During the fortnight GOACAN will join consumer organisations
all over the world on World Consumer Rights Day (15th March)
to promote the theme Energy: Sustainable Access for All and to highlight the 
right of all consumers to safe, affordable and sustainable energy.

GOACAN at the State level will also campaign for accountability 
and transperancy in governance by co-ordinating efforts with the 
Vigilance Department and the Anti-Corruption Bureau (ACB).

In order to draw public and media attention to consumer issues
during the fortnight, various events such lectures & demonstrations,
safety camps, poster exhibitions, surprise visits to pharmacies,
super markets & grocery stores to check products and take samples,
checking the bus transport service and the implementation of
weights & measures rules.

Consumer Forum activists will a organise "phone in's" with the
Commercial Tax, Legal Metrology, Food & Drug Administration,
Transport and other consumer related Departments.

Doubtful Gift schemes & Investment offers, violations of Packaged
Commodities Rules and the ISI & AGMARK mark will be highlighted 
during this fortnight.

During the fortnight consumer activists will publicize the official
telephone and fax numbers of the various departments at the
local & State level, highlight the redressal avenues available such 
as the Consumer Conciliation Committee, District Consumer Redressal 
Forums and Public Grievance Redressal officers at the Taluka and 
District level. Complaint formats and procedures for redressal 
of LPG,Electricity, BSNL Telephones, Postal, Banking and PWD
water supply will also be publicized.

Consumers are requested to send copies of their consumer

Unusual dishes are a passage to Portuguese India

Ayesha D'Mello is often mistaken for a Latin American, and others
assume from her last name that she is Italian. One taste of her food
and they realize she is from India. But her curries are a little
different, and so is the unusual multilayered cake made with an
egg-yolk batter she serves with cardamom-infused chai.

Ayesha was born in Gujarat, in western India, to parents from Goa, a
former Portuguese colony on the Konkan Coast, a lush, palm-fringed
strip along the Arabian Sea. Her father, a doctor, went to medical
school in Gujarat, where the family settled in Surat.

Ayesha recalls the challenges of growing up Catholic with a Muslim
name (Ayesha was one of the Prophet's wives) and trying not to offend
the vegetarian Hindu neighbors when smells of cooking meat wafted
their way. Holidays were spent back in Goa with aunts and uncles
eating fish and shrimp curries; fiery pork vindaloo; rechad, fried
mackerel stuffed with spice paste; and sour-spicy sorpotel, an earthy
stew of pork and liver.

The cuisine of Goa is a blend of Indo-Iberian ingredients and
influences. Chiles, cashews and pineapples were brought from the New
World and mingled with indigenous spices, coconut and tamarind to
create spiced-up renditions of caldos (soups), caldeiradas (stews),
assados (roasts), chourico (sausages) and empanadas (savory pies). The
family had a cook, and Ayesha only learned to cook when she moved to
Canada to attend university.

She and her Goan husband, Bruno, recently moved with their two
children to Pinecrest from the San Francisco Bay area due to his job
transfer. At a recent get-together for their new neighbors, they
started with potato chops, balls of mashed potato stuffed with spiced
minced beef, dipped in egg and bread crumbs and shallow fried, served
with green chutney made by grinding freshly grated coconut with green
chilies, garlic, ginger, lemon juice and cilantro.

Rechad is made by cooking bite-size pieces of chicken breast in a
bright red masala based on ground chiles, spices and vinegar normally
used to stuff fish. The spice-encrusted chicken is served on a platter
with homemade fries and okra stir-fried with crushed pepper flakes and
tangy green mango powder.

Shrimp curry is mildly hot, creamy and slightly tart cooked in a
ground spice mixture based on black pepper, cumin and coriander seeds
with onions and green chiles in coconut milk and a touch of tamarind
pulp.

Pork vindaloo (from vinh d'alho, meaning wine of garlic in the
Portuguese Creole spoken in Goa) is tongue-warming, cooked in a robust
vinegary garlic, ground chile and spice paste. All the dishes were
accompanied by basmati rice and roti (flatbread) flavored with grated
bitter gourd.

Dessert was bebinca cake, made by cooking thin layers of an egg yolk,
sugar, flour and coconut milk batter under the broiler until each
layer sets and browns. The whole cake is inverted on a cake plate so
the caramelized bottom is on top. When cut, the sweet, slightly
gelatinous, nutmeg-flavored slices are striated.

In Goa, up to 24 layers are made for holidays, taking hours, but the
version Ayesha makes stacks two cakes of 5 to 6 layers, easily doable
with a little patience (each layer has to be carefully watched as it
browns under the broiler).

When in California Ayesha taught cooking classes to small groups, and
if she finds there is enough interest in South Florida, she will
consider teaching again. Meanwhile, she has some lucky neighbors.

The Indian Navy has admitted that foreign nationals were involved in the
'War Room Leak' case.

The Navy said this while replying to a petition filed by Captain Kashyap
Kumar against his dismissal from service.

This is a change from the Navy's stated position so far that Ravi Shankaran,
former Naval officer turned arms dealer was the man who bought the war room
information.

Contentious deal

Three Navy officers were dismissed from service after media reports
indicated kickbacks in the mega deal worth Rs 13,000 crore for purchase of
French 'Scorpene' submarines.

Now Defence Minister Pranab Mukherjee says he doesn't even know who these
foreigners are or who they work for.

"I do not know anything. I have ordered a CBI enquiry," said Mukherjee.

Also left unexplained is why it took the Ministry of Defence ten months to
order a CBI enquiry. The controversy first came to light in May 2005.

But this is not the only contradiction in the Navy's reply.

In his petition, Kashyap Kumar had alleged that he was denied his basic
rights by the Board of Inquiry (BOI) under the Navy Act.

He says he was not given the terms of reference of the BOI and he was never
informed that he was an accused. He also says he did not get a chance to
cross examine witnesses.

Questions raised

To this, the Navy's reply is: "The BOI was a general fact finding enquiry.
It was not directed or aimed at an individual. So the petitioner's
contention that he was not given the terms of reference is inaccurate."

But the Navy's press release on October 29, 2005, the day the officers were
dismissed, was pretty categorical. It had then said:

"An examination of the various acts of the commission and omission by the
three officers revealed they collectively as well as individually
compromised the security of classified naval information. They also accepted
gratification other than legitimate remuneration."

But there is another issue. According to the Navy, a condemned man doesn't
have the right to see the evidence that has been used to indict him.

The Navy says it has clinching evidence against Kashyap Kumar but not one
bit of that evidence can be shown to Kumar.

It will show the evidence to the judge and no one else. So the question
still remains - what has the Navy got to hide?

As mentioned in an earlier post, this report (which originally appeared in
truncated form in HERALD) seems to confuse chartered flights with scheduled
flights. Four scheduled airlines are named along with one chartered carrier
(Condor). So what are the proposals of the scheduled international airlines?



Note that foreign tourist arrivals have reportedly gone up from 3.14 lakh in
2003-04 to 3.63 lakh in 2004-05 and to over a whopping 5 lakh in 2005-06
which is still incomplete! How can they assume that ALL foreign tourists
arrive by chartered flights? Dont some Goan VFRs also travel by chartered
flights? There must be some mistake in the stats. Anybody able to shed some
light on this? Cheers.
