TIATR REVIEW: Ulhas Tari shines in Dhoni

Ulhas Tari, in the role of Joywin, was a shining star in
Roseferns' Non-Stop Tiatr Dhoni (Owner). His heart-rending
display of emotions on stage captured the hearts of the
audience. He played the role of a person who, after
expressing his unconditional love to a blind girl, finds that
the same girl proves to be ungrateful and turns
materialistic.
 
 Enisia (Kezia) and Fiona (Roshan) are sisters who, after
 the death of their parents, are looked after by their
 maternal uncle Dom Pedro (Peter de Benaulim). Fiona has
 lost her sight in a tragic accident. Dom Pedro is a
 notorious character, and is known for his crooked
 attitude. Enisia and Fiona's other uncle is a police
 inspector (Roseferns). Enicia discloses to her inspector
 uncle that she is in love with Joywin and invites him
 home with the intention of introducing him to her sister
 and uncles, but the moment Joywin sees Fiona, he is
 captivated by her beauty, and falls in love with her.
 
Without any hesitation, he promises to marry Fiona, despite
knowing that she is blind. Enisia is heartbroken. Joywin
sells his house and property to raise money for Fiona’s
operation to restore her eyesight.
 
However, on the eve of their departure to Bangalore for her
operation, Vicky (Victor), a professional photographer, who
lusts over Fiona conspires with Dom Pedro, and attempts to
kidnap her. Joywin fights the kidnapers, and in the scuffle
one of the assailants is killed, and Joywin is accused of murder.
 
The story takes a turn when Fiona, after her sight is
restored, is overwhelmed by greed of material wealth and
fame, and refuses to recognise Joywin. Vicky has offered her
modelling assignments which will catapult her to fame.

Vicky’s intention is to use her and dump her when he has
achieved his goals of fulfilling his lust and making money
after taking her nude photographs and selling them. Fiona
refuses to see reason, when confronted with the truth about
Joywin and the threat Vicky poses to her life.

Joywin is blinded by Fiona's love, and is hurt by the
betrayal. He is obsessed and goes insane. Through this entire
ordeal, Enisia loves and cares for him, but Joywin fails to
see Enisia's love. He dies after getting beaten up by a mob.
By the time Fiona realises her mistake, it is too late, and
she ends her life by jumping into a well.

The comedy roles by Sally, Seby, Costy and Santan generated
peals of laughter by their non-stop comic antics as Pulsar,
CBZ, Bullet and Scooty Pep.

The well-scripted and dialogue-packed non-stop tiatr penned
by Roseferns was overall a good performance with all the
artistes giving their best.

The nearest thing I can think of is in our own backyard viz Karwar/Seabird!
Here we have a 'mammoth naval base' under development minus a commensurate
air defense system of its own i.e. an air station. Plans for the latter
suddenly went underwater when the Dabolim issue turned red hot a few months
ago. The Seabird air station will probably take shape only when the Dabolim
situation is under full control.

This may not be the same as the "quick change" plan we have in mind. It
could simply be called an "empty core" or "fill in the blanks" strategy.

[Goanet] DABOLIM UPGRADE ETC ... AND POLITICS

Recently (i.e. just a week ago) like a bolt from the blue it was announced
that the Navy had agreed to part with 9 acres of land for a new terminal,
aircraft parking etc and that the Centre had agreed to direct (i.e.
scheduled) international flights out of it. The announcement was made by
someone who was never in the airport picture till now, the redoubtable
Willey D'Souza, deputy CM and Tourism Minister who may have done wonders
during his current tenure for outbound (i.e. HIS) 'tourism'!. He claimed to
have had a meeting with the Civil Aviation Minister, Praful Patel, and got
this long pending matter sorted out in a jiffy.

Now, as almost everybody knows, both worthies are members of the same
political party, the NCP, which is in alliance with the Congress at the
centre and in Goa. Strangely enough, Praful Patel himself had gone on record
just 3 months ago to say that "Dabolim has no scope for expansion" and hence
Mopa was imperative.

Of course, expansion and upgrade may not be the same thing. It may be
possible to have the latter without the former. In fact, the former may not
even be necessary since Dabolim's runway is big  enough for the 747.
'Expansion' of the civil enclave even by 9 acres is not such a big deal.

Anyway, it does seem that the whole announcement was just a part of party
politics. The NCP is posturing for more mileage in the next elections in Goa
and the Civil Aviation Minister is playing along with the local party's
strategy.  The Congress has responded with internal patch up moves and grand
plans for "going it alone" etc. This may be just the kind of sham "activity"
that the Goa govt is a victim of simply because it cant grab the Dabolim
nettle firmly once and for all. Everything suffers because of this
fundamental weakness in the government.

As far as human beings are concerned, each individual
has his/her own purpose. Mine is to understand how the
brain works and why we are conscious. Among other
animals, non-primates and non-cetaceans do not seem to
be able to contemplate on a purpose of their own. 
Primates and cetaceans might, but I don't think
anybody knows what the purpose might be in each case.

New York: After teasing the audience with cryptic riddles, the screen
adaptation of Dan Brown's best-selling novel, The Da Vinci Code hit
the big screen across America on Friday.

At a multiplex in Times Square in New York, the viewers' verdict on
the opening day of the movie was unanimous - all shows were sold out.

However, a few miles away, in the suburbs of Long Island, some members
of the St Mary's Syro Malabar Church gathered for a weekly prayer
meeting. Their verdict on the movie was equally emphatic.

"We, especially our youngsters, believe that this is sacrilegious.
It's blasphemous, because the author claims that he did a lot of
research on it and he's after truth," says the Editor, Malayalam
Patram, Joy Lukose.


Agrees Secretary of New York based St Mary's Syro-Malabar Church,
Varghese Bhavuk: "This is a combined effort against the Catholic
Church because it is a mighty church and if somebody can oppose that,
they will get the fame."

The Kerala based Syro-Malabar Church is one of the major Eastern
Catholic churches, and has over 1,00,000 Indian followers in north
America.

While many of these parishioners may not support banning The Da Vinci
Code, they have no strong objections to similar demands made in India.

"The protest is that ordinary people who cannot make a proper
distinction between what is fiction and what is truth, so their faith
can be challenged," says priest, Syro-Malabar Church, Abraham
Vettiyolil.

Others like a Tonia, a high school student say that the church should
not feel threatened by the book. "But I believe that people do because
there are people out there who are naive and gullible and they are
able to be swayed by books and movies like this," she adds.

But for any movie, the quest for the holy grail always ends at the box
office and for The Da Vinci Code, that cup may spill over

NEW DELHI: Kolkata may have a greenfield airport with up to 100% foreign
investment, instead of modernising the existing airport under joint venture
(JV) route.

It is understood that West Bengal and Tamil Nadu are keen to have
world-class airports in Kolkata and Chennai at the earliest and they would
soon initiate the process of finalising the two projects with the Centre.

"West Bengal has indicated its desire to have a new world class
international airport. Technically, 100% FDI is allowed in greenfield
airport projects. Now, it is up to the West Bengal government to take a
final decision," a senior government official said.

The Centre has made it clear that it would not invest any money in the
development of greenfield airports in metros. "The Centre will invest in
only those new airport projects which are not attractive enough for private
parties, for example North East and Sikkim," he said.

In these circumstances, depending on the state government's decision,
foreign investors may have up to 100% equity stake for the development of
greenfield airports in metros.

Sources in Civil Aviation Ministry said that development of airports in
Kolkata and Chennai would depend on the state support guarantee by the
respective government.

"Before finalising on issues like FDI, states are expected to ensure
infrastructural facilities such as land, roads and water connectivity,
electricity supply etc," he said.

Earlier, speaking at a Conference on Public Private Partnership (PPP) in
Infrastructure, Planning Commission deputy chairman Montek Singh Ahluwalia
said that the policy is very clear on greenfield airport developments.

**"Existing airports (owned by Airports Authority of India) are valuable
assets and the issue of their modernisation would be tackled on case-to-case
basis," he said. **

The government restricted FDI limit up to 49% in the modernisation of Mumbai
and Delhi airports, even as 74% FDI is allowed in restructuring and
modernisation of existing airports.


Then why was Dabolim written off in 2000 when and if a greenfield airport
was built in Goa?  This silly resolution must be revoked forthwith and Mopa
should be re-designed to function in tandem with Dabolim for the long haul.

[Goanet] EDUCATIONAL INSTITUTES SANS GOVT RECOGNITION

The St Mary's High School Grounds, bang opposite 
M/s Varona Hardware, owned by Mr Tommy Cruz , in
Church View Apartments, the suspected killer (now
behind bars)of  SBI Malbhat Margao Dy GM late Ms
Philomena Lopez,(who also resided in the same
Apartments in her sisters flat above prior to her
brutal murder in her new bungalow just five minutes
walk )was a witness to a two day Education fair, in
the Navelim Constituency of Mr Luizinho Faleiro, MLA
and Minister for Education and Industry.

There was a lot of literature distributed at the
stalls. The Citizens Charter of the Department of
Education billed as the most impressive document of
the Department ( which ironically employs the largest
number of Government employees ). From Primary Middle
Secondary Higher Secondary College Section, Technical
Vocational Higher Education etc and the Goa
University, besides institutions like Architecture
Music Allopathy Homeopathy Hotel Management etc all
this was available freely. 

In short Insititutions granted recognition by the
University Grants Commission UGC, All India Council of
Technical Education AICTE, Indian Nursing Council  INC
  Architectural Council of India ACI Board of
Technical Goa other recognising Authority.

But there were other exhibits as well of the Rural
Development Agency, the Goa Tourism Development Corpn
Ltd, Rural Employment Gurantee Scheme, Khadi Village
Industries Board, Directorate of Fishgeries  Goa
Energey Development Agency (GEDA) Goa Industrial
Development Corporation, Electricity Department etc.

But TWO stalls that caught the attention of this
writer were 
a) Paras Education Foundation (Vedang Overseas
Education Consultancy ) based in Vasco da Gama 
which claimed to be FINANCING placements in reputed
educational foreign countries AND 
b) Rajaram Institute of Industrial Technology
(Yeshwantrao Chavan Maharashtra Open University
)imparting training at Margao Rajendra Prasad Stadium
in Dip in Comp Hardware Maintenance  & Networking TV
VCD Technician etc) 

Most of the visitors that this writer interacted with
felt that the Government should have NOT permitted
these stalls a) they are not affiliated to any of the
authorities of the Government of Goa b) nor have such
educational financial consultancy firm  been granted
recognition by the Goa Education Development
Corporation GEDC.

This writer had an informal chat with the Minister of
Education Mr Faleiro today afternoon near one of the
stalls and quizzed the Minister on the role  of
Institutions like M/s Frankfinns institute which
sported an IATA logo last June 2005 but were served a
cease and desist notice when the South Goa Public
Interest Action Group a registered NGO got
confirmation from IATA Geneva that they were not
authorised to do so.  Meanwhile they managed to lure
gullible Goans to their Airhostess and Hospitality
Management Courses which are niether recognised by the
Ministry for Tourism or the Ministry for Civil
Aviation Govt of India. Ironically at least one
teacher  in the Institutes was a candidates who passed
from another private institute in Goa. 

Now another CMTES from Hyderabad has come in this time
they are not imparting Airhostess and Hospitality
courses with SISI  Govt of India body but they too
claim to have Strategic Partner relations with the
world body IATA at Geneva. The same NGO SGPIAG is
investigating the genuineness of the same. 

Mr Faleiro admitted that there is NO LEGISLATION as of
date to check the credibility of such institutions but
he hopes that the KNOWLEDGE COMMISSION OF THE
GOVERNMENT OF GOA will address itself to this matter
and a report is in the offing .  Which briefly implies
that students who have passed out in SSC and XII will
be victims of such institutions.  Mr Faleiro also
seemed resigned to this fate when he admitted that on
one hand we invite private sector in the field of
education who unfortunately have larger than life
personalities on the Board of such instiutions making
it difficult to judge the genuinity of the
institution.  In any case this is a lame excuse.

As regards the credibility of Institutions granted 
recognition granted by the Human Resources Development
Foundation, HRDF ( viz TAME etc emphasis mine)  Mr
Faleiro stated that in 1989 post statehood there was
no body recognising typewriting institutions etc
existing in Goa which were recognised by the Govt of
Maharashtra, therefore he founded this HRDF under the
Department of Labour alongwith the Manpower
Development Corporation) a survey of Goan youth
employed in the coastal belt of South Goa  --then only
two starred Hotels M/s Dalmia Resort and Majorda
Resort indicated that the employment potential was
dismal during the past decade, Therefore by providing
stipend Rs 150/ - per month and training to youth in
the Hotel Management areas with teachers from schools
paid Rs. 400/- and another from his pocket he managed
to have some students trained both theoretically and

The anchor of 36 China Town lies not with the dialogue, but in the
deft direction of Abbas and Mustan. While the audience is sure to be
glued to their seats trying to figure out whodunnit, they will also be
kept amused by the hilarious shenanigans of the "suspects".

Although the script lacks substance, the film does have commendable
points. For starters, the top-notch cast is engaging in their
respective, eccentric roles. And the suspense level never fluctuates
in the build-up to the climax.

36 China Town gets underway with Raj (Shahid Kapur) hoping his music
video will sway a director to make him the hero in his movie.

However, his efforts are futile - he has to first pay one million big
ones if he wants to get the part. While trying to figure out his next

to make a killing at the casino, and his wife Ruby (Tanaz Currim) as
well as Nat (Paresh Rawal), a hotel owner and "reformed" gambler, and
his bombshell wife Gracy (Tanaz Currim)

The lives of all these characters, including playboy Rocky (Upen
Patel), intertwine when Sonia is killed.

Everyone is a suspect as they each had a motive to kill her and it is
up to the police investigator (Askhaye Khanna) to figure out who the
real culprit is.

36 China Town is a cocktail of Subhash Ghai's sense of humour and
Abbas-Mustan's clever, suspenseful direction. While the glossy dance
scenes are enter-taining, they are often misplaced. Kapur, oozing with
energy, is mind-blowing in the dance scenes; he so has the right
moves.

Kapur has grown as an actor and wears his versatility well; he is
adorable in so many scenes.

Khanna is in his element. The female cast doesn't get that much scope
and, as such, are passable in their respective roles.

After watching this film, I'm afraid I can never look at Rawal in the
same way - him in green swimming trunks is not a sight one can easily
forget.

This film is recommended as a fun night out with the family!

[Goanet] Kuwait Goans Issues with the Commissioner for NRI Affairs - Mr. Eduardo Faleiro

During my recent short visit to Goa, met with the Honourable Commissioner for 
NRI Affairs, to personally appraise him of the difficulties faced by the 
Kuwait Goan Community and to seek his valuable assistance, to redress the 
various issues raised from time to time. Each and every issue relating to 
Kuwait Goans was eleborately explained so that a perfect understanding of the 
difficulties could be placed on record. Mr. Eduardo Faleiro, Commissioner for 
NRI Affairs, appreciated the manner in which NRI Goans are contributing 
towards the development of Goa and after a patient hearing of the issues, 
assured that all the issues will receive the desired consideration and 
appropriate action.
 
It may be noted that the following issues were raised for immediate 
consideration and favourable redressal:
1. Emmigration Clearance relaxation for those whose qualifications are below 
Std XII.
2. Re-scheduling of the AI direct flights to suit the convenience of the 
passengers travelling from Kuwait to Goa.
3. Extend facilities to Other Airlines who wish to commence operation of their 
flights from Gulf/Kuwait to Goa so that the fares are made competitive.
4. Ensure that Goa University Degrees (10+2+3) are recognised worldwide 
without any discremination.
5. Recognition of Goa University Engineering Degrees in Kuwait by the Kuwait 
Society of Engineers, which is hetherto not being given due recogintion. 
 
Realising the urgency of the matter, Mr. Eduardo Faleiro, immediately made 
several phone calls to Heads of all the concerned Departments/Authorities at 
the Union and State levels and presented the issues for suitable redressals. 
The authorities contacted were: Protector of Emmigrants -New Delhi, Director 
of Civil Aviation - New Delhi, Joint Secretary Ministry of Education - New 
Delhi, etc. He has assured all possible help to redress the grievances of 
Goans, one by one, and also requested to keep him informed of other issues of 
the Community, that may come up from time to time.
 
The Hon'ble Dy. Chief Minister, Dr. Wilfred D'Souza, has made considerable 
progress to ensure that other Airlines, namely, Emirates, Air Arabia may soon 
be able to fly to Goa. This is a welcome move which will certainly benefit 
Goans as well as Tourists from the Middle East and the Western countries. 
There is no doubt that once the competition grows Goans living in the Gulf and 
other countries will be offerred competitive air fares, like our counterparts 
from Kerala, Chennai, Andhra Pradesh, Gujarat etc. This move will definately 
give an excellent filip to the Tourism Industry of Goa.
 
May I take this opportunity to appeal to our fellow Goans who are heading Goan 
Organisations in UAE, Bahrain, Oman, Qatar as well as other countries 
Worldwide, to put forward their issues afflicting them, for the greater 
interest of the Goan Community spread far and wide.

The South Goa district administration in a surprise raid this evening 
clamped down on a kiosk accepting matka bets at Navelim and 
attached the same, even as those operating it took to their heels.
The surprise raid took place as a continuation of a planned demolition of an 
illegal kiosk, which though slated for May 18, was not a success as the 
concerned block development officer and panchayat were informed that the 
illegal structure was demolished amid conflicting reports. 

While one of the reports suggested that the illegal kiosk had been 
voluntarily removed, the other stated that on seeing the police party the 
operators of the kiosk had fled.

This evening, as the district administration team comprising of the 
sub-divisional magistrate, Mr Suresh Pilernkar, the Salcete mamlatdar, Mr 
Johnson Fernandes and the joint mamlatdar, Mr Ashutosh Apte, who were passing 
through the Navelim church area, noticed that the kiosk was up and running 
(despite the earlier reports indicating otherwise).

The team immediately took a turn and reached the spot to notice that 
kiosk was open but empty. Apparently, those involved in operating the 
illegal kiosk had fled from the scene after seeing the approaching 
government vehicle. Upon verifying documents and other material in the kiosk, 
the officials recovered several books and slips with the marking 'Kalyan Matka' 
and 'Main Matka' and also bundles of notes.

Thereafter, the officials without waiting to undertake technical aspects like 
hiring of workers to move the illegal kiosk, lifted it physically on their own 
without any external help, although a large number of people gathered at the 
site to see the action. The Navelim sarpanch, Ms Ana Carneiro was also present.

Speaking to The Navhind Times, the SDM, Mr Suresh Pilernkar 
revealed that the seized kiosk was now in the locked premises of the 
collectorate. "We are contemplating lodging a police complaint on Monday. This 
could be against unknown persons or the village panchayat, who had already been 
asked to demolish the structure but had not done so till date," the SDM stated.

The authorities also carried out a video recording of the entire operation. On 
the amount of money recovered from the kiosk, the SDM revealed that all details 
were yet to be ascertained. It is learnt that in the past the same kiosk was 
lifted twice, but yet made an appearance at the same spot.

The administration had also written to the police, who had reported that there 
was no gambling taking place in the area, the SDM informed. On the last 
occasion of demolition, the joint mamlatdar, Mr Pundalik Khorjuenkar had to 
return while carrying out the orders, as the kiosk was missing.

And I must extend my apologies to Khuswant Singh-ji for writing about his
write-up in my last Sunday's Ramblings (4) and crediting it to an unknown
'Kuldip Singh'. They say time and tide waits for no man. Could it be that
'age' is catching up with me? Hopefully it will be charitable on the part of
the 'age' to  keep 'senility' enough away from me, more so in the light of
many of our senior most  super-politicians having been severely affected.

And the 'Da Vinci Code' has burst enough gall bladders in our Country, more
specifically in Goa and 'amchi Mumbai',  than in the nation which
constitutes 95% Catholic Christians.. 'POLAND', the land which has produced
at least one Pope.  Me think, at the rate things are going on, the world
will soon be divided between 'Catholic Christians'  and 'Pseudo Catholic
Christians' just like L K Advani  came up with  brilliant 'Seculars' and
'Pseudo Seculars'. And I have always wondered why Catholics call themselves
'Catholics' and not plain and simple 'Christians' if they are so much in
love with  Christ.  For my part, I have, over the good many years of
international roaming, coined a one word phrase  'INTERNATIONAL'  when
anyone asks me about my faith. And it is fun to see how this baffles them.
And as according to Amulya Ganguli (FN-Goanet), the 'Da Vinci Code' is
giving the Catholics in India the FUNDAMENTALIST VIRUS more than it is
giving the Christians of the world.  Perhaps they will now be telling the
Christian world that what 'Jesus Christ' meant when 'He' raised the TOAST at
his 'Last Supper' and said "DO THIS IN MEMORY OF ME" is in fact a goad-on
for themselves to pick up a fight with idiots who choose to defame 'Him' and
'His' name,  by giving away millions of Rupees, $ et Euros for their
worthless heads rather than to stand up for the truth,  non-boisterously,
like 'He' did it when he was nailed to the CROSS. And I have always enjoyed
asking some of those who pride themselves as the sworn body-guards of Christ
Himself as to what Christ must have meant when he said those words, I mean,
'Do this in memory of Me', if He might not have meant  some other profound
thing of value rather than the indulgence into the   'Elbow Exercise' on
everyday basis.  And it is a pity that the 'Inox' in Panjim has lost making
rupees one hundred plus from me, since I had planned to see 'Da Vinci Code'
in its much talked about luxurious comfort, which comfort I have missed all
this while due to my very own boycott of the venue for reasons of a very
equation. Manohar Parrikar wanted to promote INOX,  with or without his
brain-child, IFFI-2004. And I have fought that idea from the depths of my
bones, him  making use of Goa and Goans for his private passion.

And Mr. A Veronica (Kuwait) has made his point twice in his write-up
"Churchill Alemao and Kuwaitkars" (Goanet). But my interest in this write-up
has nothing to do with Churchill Alemao. Needless to say that I just love
the 'To Hell With You" terminology which Veronica has used to make his
point. That makes two of us who find its use more relaxing besides being a
maha-problem-heartache solver.

To quote Veronica  (1) THEN I SAID TO MY COLLEAGUES 'TO HELL WITH THIS
BISHOP"  and (2) WHEN I THINK OF ALL THESE EVENTS, I SAY 'TO HELL WITH THESE
CARMELITES AND BISHOP MECHALLEF'.

Recently, when one English newspaper editor told me that if I chose to be
'arrogant', he will close his doors to me (i.e. my party, whose current
spokesperson I am, just because I had called his bluff for not publishing
our press statements over a period of time). That is the time I have chosen
to tell  him "TO GO TO HELL", in other words, 'take your paper and shove it'
. In the same context, many years ago, when another editor of another
prominent newspaper had told me " Do something and show and I will publish
your press statements",  I had retorted back (which this God Almighty, at
that time, didn't like) to tell him "Yes, I will show you in good time. Of
that be rest assured. But remember one thing. You will not get people
dancing  naked in front of you to attract your attention. Take my word for
it". In other words I had told him to go to hell. (By the way this one is no
more the God Almighty he thought he was). Yet again, many years ago, during
the Meta Strips agitation and before I had joined active politics, yet
another prominent editor was told by me to behave as his master's dog does,
which he was, to bark when asked to and shut up when required to, when he
made a very derogatory remark on Goans in general in his edit. This same
editor was recently accused of molesting a child domestic when he was giving
sanctimonious lectures to the world against 'Child Molestations' in his
edits. We can hardly see guilty  being brought to books when they are the
influential editors of newspapers. The central idea of my talking about this
is that one needs to do one's part, efficiently, faithfully and dedicatedly.

I am definitely finished with Dan Brown story, though not the thread. This 
especially after watching a week of Da Vinci Code (or something like) that on 
the "History Channel".  The general consensus of the series is Da Vinci Code is 
a fake with a little sprinkling of historical facts. This is nothing new as Dan 
Brown himself admits it.  Yet, many confuse such fictional works with history 
and reference material.  We all love a conspiracy story with love, sex and and 
intrigue. So please do not burn your Da Vinci Code book. :=))

Most, if not all Goenkars, know about Port Wine, as a Ruby Red drink?

Well I have news for you - there is a White Port which is chilled and
absolutely divine. Some excellent White Ports cost an arm and a leg.
Perhaps some of the Lusophiles on this list could inform us, whether
White Port Wine was available in Goa!

Port Wine was freely available in Goa, greatly appreciated, for its
bouquet, body and flavour, in Goa when there Portuguese were around.

Vincola, is a poor substitute! More sugar than body.

Let's get back on track, was there White Port available in Goa during
the Portuguese time?

During his recent visit to Goa, Prime Minister Dr
Manmohan Singh sang praises of Goa saying it was one
of the more developed and better administered states
of the country.

The Prime Minister may not be aware that Goa is also
one of the most corrupt states with sleaze at its peak
and with red tape all over the wall. People are losing
faith and trust in the government machinery.  Ask any
entrepreneur who is trying to legally renew his
restaurant licence in Goa and he will tell you what a
frustrating nightmare it is.

And if Goa's political instability and turmoil was not
enough, the increasing crime rate which is something
new for the otherwise very tranquil state, is a matter
of great concern.

Today the increase in alcohol and drug addiction
coupled with a steep rise in molestation, rape and
murder cases does not augment well for India's
otherwise no. 1 state.

It is a matter of anguish that Goa lacks a people
friendly social mechanism to deal with the
frustrations of the youth in particular.

If immediate corrective steps are not taken there may
be a mass uprising against a government system that is
just not working and failing to deliver the hopes and
aspiration of Goans and the youth and poor in
particular.

[Goanet] RE: IDEA: HOW ABOUT A 'QUICK CHANGE CITY' --- AT MOPA![Rev]

The nearest thing I can think of is in our own backyard viz Karwar/Seabird!
Here we have a 'mammoth naval base' under development minus a commensurate
air defense system of its own i.e. an air station. Plans for the latter
suddenly went underwater when the Dabolim issue turned red hot a few months
ago. The Seabird air station will probably take shape only when the Dabolim
situation is under full control.

This may not be the same as the "quick change" plan we have in mind. It
could simply be called an "empty core" or "fill in the blanks" strategy.

P.S. In the normal course of urban evolution, an airport is the 'crowning 
glory' of a growing, prospering city. However, since an airport is 
increasingly becoming a sort of micro-cosm of a full fledged city, we are 
proposing in the case of Mopa that we try to "grow" a city with airport 
plans providing the germ of the idea. Modularity for scale up purposes and 
flexibility for the required "quick change" in future may be some of the 
keys to this venture.

This series began with a statement: that a larger share of blame for death and 
misery on Goa's roads lay with road users, than with bad roads or increased 
traffic. In subsequent pieces, we saw how. Let's now turn to everybody's pet 
target: Government. And two crucial areas: lax licensing and poor enforcement.

India and Egypt have several similarities: both are ancient civilizations, 
both have poverty and class disparities. Goa, too, is like Egypt: if you can 
start a car, engage it in gear, drive six metres forward (yes, METERS, not 
kilometres) and an equivalent distance in reverse, you're an Egyptian -- or 
Goan -- licenced driver!

Gone are the days when driving schools hardly existed in Goa. And road 
fatalities were rare. But there were men like Cruz and Dixit, who took 
stringent driving tests before issuing a licence. They took you to Panjim's 
Pe. Agnelo Road (the Altinho uphill) and made you stop at a steep road 
gradient. Alighting, they placed a matchbox behind a tyre where the vehicle 
could slide in the hands of an inept driver. You then had to start and move 
the vehicle forward. If the matchbox crushed, so were hopes of a licence. They 
didn't quiz you on traffic signage from an office chart. During the test, they 
intentionally asked you to enter a no-entry street, park in a prohibited zone, 
or speed beyond the limit of the yonder signboard. Practical men!

A frequent writer on Goa's road scene, Antonio Pinto of Benaulim, holds -- I 
think, accurately -- that 90% of our licenced drivers would flunk a proper 
driving test. Beginning with those who teach and licence! Goa's driving 
schools are a joke, much as driving tests are. Elementary stuff like use of 
handbrakes, headlights, hazard blinkers, the accelerator-clutch combo on an 
uphill, parallel parking in reverse, even safe parking (like on slopes, where 
wheels are turned left, gear in first or reverse, handbrakes set) is seldom 
taught or examined.

Driving schools thrive on RTO liaison. Try going for a driving test 
directly. "Come through a driving school, "the official will advise. The root 
is rampant corruption, which starts at the top. Transport Ministers demand and 
receive huge bribes for every appointment, promotion and posting of officers. 
Border check posts generate fixed monthly kickbacks. Bribe demand routes are 
myriad.

About a decade ago, this rather mute Transport Minister hit a brainwave. The 
department's top hierarchy comprised, then, of a Director and two Assistant 
Directors. Our smarty told the two Asst. Directors he would create posts and 
promote them to Deputy Directors... for Rs.15 lakhs apiece. In the process of 
promoting the two Asst. Directors, then in turn two Motor Vehicle Inspectors 
to the resultant vacancies of Asst. Directors, two Asst. Inspectors to the 
vacancies of Inspectors and recruiting two fresh Asst. Inspectors, the 
Minister pocketed close to a crore of Rupees! Why blame MV Inspectors and 
Asst. Inspectors when they must pay every step of the way?

*Smart Card* driving licences, high-security number plates, dealer-level 
online registration are all very fine for private pockets and public 
convenience, dear Pandurang-bab Madkaikar. How about making Goa's roads a wee 
bit safer? Like with stricter licensing, putting young riders through CV 
Dhume's programme (as I mentioned last Sunday), publishing a *mandatory* 
manual for road users (as I will mention next Sunday), instilling road 
discipline through proper enforcement -- even negative marking for traffic 
offences?

Enforcement! Time was when men like late Venkatesh Kamat or Police ASI, Mario 
Valadares (who expired this week, heaven bless their souls!) disciplined 
traffic by sheer force of persona, less by the ticket, at times by the hand. 
Single handedly. Goa fortunately still has capable officers (names like SP 
Anita Rodrigues and Dy SP Rina Torcato spring to mind) but who will deploy 
them? Traffic postings are remunerative; the highest bidder wins.

Enforcement by police, RTO (and even by the high-profile RITES, once invited 
from Delhi, with radar-mounted interceptors) is perfunctory. Token action aims 
at raising statistics and fines, not road awareness. Interceptors stealthily 
lie in wait at unsuspecting points (near speed limit boards that are barely 
visible or sensible, for instance) with the transparent object of not 
educating but extorting fines. Occasionally, one sees enforcement out in full 
force and aplomb ... before the sahib's birthday bash, a community festival, 
or on Police Flag Day!

  This is to request information on whether my mother could claim for the 
compensation, as she has submitted the forms but after the date and has 
received no reply.   She has all of lher papers inorder proving that she had 
come during the invasion.
   
  Is it possible to send these papers again and claim the compensation, or is 
this only for thkose who have already completed the formalities and have not 
claimed the compensation that is being credited to their accounts.

[Goanet] Report "In the Wake of Communal Violence"

Bailancho Saad has just published a Report "In the Wake of Communal Violence" 
which documents the observations and expressions of pain and anguish of the 
women of Sanvordem-Curchorem, the prevailing lack of recognition of the same, 
the responses of the administration and of various sections of society, the 
role played by elected representatives as also various statutory bodies, and 
initiatives from various sections of society including initiatives taken by 
Bailancho Saad itself. At the end, some areas requiring immediate intervention 
have been identified.

As this Report has come out of field visits and interaction with people, we 
hope it will add to the understanding of the various dimensions of the 
communal violence and lead to more active involvement by civil society to 
combat communalism.

The Report is a publication of Bailancho Saad and is a result of the efforts 
of Sabina Martins, Afrose Shaikh, Seema Naik, Suvarna Naroji, Vrunda Prabhu, 
Meenaxi Pednekar, Banu Shaikh, Angela D'Souza, Albertina Almeida.

It may sound strange but try it and only then comment on it or get back to me.
Make a small hole (little bigger than thumb size)  on hen's egg- and stick the 
empty shell (even half shell is ok) on a wall. in all the rooms for some 
days.   You have to do it if you want to get rid of them. drill a nail in the 
wall and put the egg shell in it. please try it. 
one trick at a time .. you will not need more tips on above .
In case of cockroach problem, 
Sprays are not so effective. for cockroaches - there is a paste 
called 'combat' . this is like tooth paste just apply a little on walls 
(no need to spread, similar to just as we apply toothpast on tooth brush)  at 
corner  etc.. at night.. behind cupboards etc.. each room about 4 to 5 places 
is good enough. it cost about Rs. 400/- . each pack is enough for nearly 10 
families. The result is guaranted .

Ralph,

It was not my intention to portray Churchill as The best politician but just a 
good side of this person. all have 2 or more sides.  it was only the good side 
of this man known to many goans. I have never met him though nor got any 
personal favours. I did mention about Narvenkar too.. I felt the gratitude of 
the late carmo's family to the man who helped bring back the remains from 
distant land 'cayman islands'. could anyone else (politician) help ? can you 
imagine the sorrow of late carmo's mother at the death of this young lad, and 
not even having to see him for last time ? can you feel the gratitude of this 
woman to anyone who helped in this case ? from her point of view - thanks, my 
son lies in goan soil. god bless his soul.
 
we can view it differently why a particular person helped someone cross the 
road. some may say it was just show off, others may view it as pure help, 
while still others will say it was long term political benefit... what options 
do people have at the time of voting ? even if good persons are voted, they 
get along the rotten mangoes and get same thing done to themselves.
also i admit, no one person can be liked by all the people. even M. Gandhi the 
father of the nation could not escape the anger of few. 

i remember a story, a man said if i had the power of god, i would change a 
whole lot of things. he said what is this god made a huge banyan/oak tree with 
small fruit and see the pumkin plant, just a lke a creeper with huge pumkins 
on it. he was sitting under this huge tree when suddenly a  small nut fall on 
his head, he than realised what would have happened if a pumkin size fruit had 
fallen on his head from this big tree. he than said if i had gods power i 
would leave the world as it is, because god knows what is best.
tell me what can i or you do ? write  and inform people ? !! not vote ? join 
Laden ? 

I am also told a lot of bad things about churchill, like that he used the 
unemployed men to get his work done, that he smuggled goods, that he used the 
morchas for his political gains, that hotels in the south coastal belts were 
harassed, etc etc...  we hear a lot..about all the politicians. did you not 
hear about narvenkar and cricket, did you not hear about rane and his son in 
EDC, did you not hear that parikar got most brahmins in top govt. posts, did 
you not hear monseratee and money lending, did you not hear about ravi naik 
and land conversions ? did you hear what luizin did for himself and not to 
othres ? did you not hear the Ambani used to get discarded things from gulf, 
western countries and sell to indian govt in the 1970s. ?? see what he 
achieved for reliance co.. who is good or goodest ? you and me and others 
around us or george bush or ahmednijad ?

When we have to select between deep sea and devil, we have to and will choose 
in most cases the lesser evil and sometimes necessary evils too. my sympathies 
with those at the receiving end. and sorry i dont view him as catholic 
strongmen. he is just a normal chap, who rose to limelight with whatever good 
or not so good means he could get. from his brothers point of view , how many 
brothers do what churchil did for his brothers ? . from the goan public point 
of view, it is two sided. which  side will weight more, i really dont know ? 
-  if i or you were god, what things would i or you have changed ? or would we 
leave it as it is today ?
I hope i have tried to clarify my position and not aggravate it.

I have never had the pleasure of meeting the larger than life Mr. Alemao. 
Being a lifetime politician from South Goa what he does not know in his neck 
of the woods, is usually not worth knowing. So I assume he may also know why 
the Taj Exotica has always had its road signage torn down and by whom. He may 
probably know who goes around the South Goa hotels like the Club Mahindra at 
Varca collecting hafta. And why the Dominoes Pizza man is afraid to enter the 
area for fear that his legs might be broken ?
   
  I ask Goans why they vote for people like Churchill and Monsaratte.The stock 
reply is "They may not be good people, but at least they are Catholic".
