The department of primary and secondary education has also decided to stick to Kannada script for the language—though another suggestion to use Devenagari is still in circulation. In order to protect the interest of Kannada, the government will make it mandatory for students opting for Konkani to compulsorily study Kannada either as a first or second language. Though Konkani Sahitya Academy had demanded introduction of Konkani in the coastal districts—Mangalore, Udupi and Uttara Kannada—the government will make it optional for all students across the state to study Konkani as a third language. The 10-member committee headed by Konkani Sahitya Academy president Eric Ozario has prepared the syllabus for the language from Class 6 to 10 and the department has accepted the syllabus. An official order will be issued next week, asking the Department of State Education Research and Training to prepare the textbooks. Class 6 and 7 students will have four classes per week of 40 minutes a period in Konkani, while Class 8, 9 and 10 students will have longer classes of 45 minutes a class. As per the syllabus circulated by DSERT, Class 6 students will have six chapters under poetry and 11 chapters under prose. There was an overwhelming response from the Konakni writers as they participated as large numbers as 117. Konkani Stalwart Albert W. D'Souza inaugurated the programme by bursting the literary baloon through the point of the nib of a large pen. Later while addressing the crowd Mr. Albert spoke on the importance of literary trining in our life. Goan Review Editor Mr. Fausto V. D'Costa was the chief guest and he spoke on the importance of writing and reading a good literature. Kutam Editor Henry D'Paula was the president of the programme and he spoke on the role of investigative journalism in building a new society. Mrs. Clara Lobo was the guest of honour. Rons Bantwal was honoured during the occasion for his couragious contribution to Konkani and Kannada journalism. Dr. Edward Nazareth and Mr. Dolphy Cascia were the main resorce persons who had come from Mangalore for the programme. They covered various literary fields in a whole day programme. Fudar Pratishtran President Mr. John D'Silva was the president of the first session. Well Known Mangalorean Play writer Sunny A. D'Souza was the chief guest. Konkani Novelist H. J. Goveas and the Goan tiatr artist Romi Pinhero were the guest of honour for the first session. There was a hilarious Hasya Kavi Goshti from the Mumbai, Mangalorean and Goan origin poets. Mr. J. B. Moraes moderated the poetry session. Mr. J. B. Sequiera, Mr. Navin Kulshekar, Mr. Sudhir Kodkani, Ms Philomena San Francisco, Mrs. Sheela Kolambkar, Mrs. Jayamala Danaiti, Mr. V. D'Silva Kanjurmarg, Mr. Ron Michael Vas, Mr. Victor Concesso and Mr. Neri Nazareth participated in the poetry session. Concluding session was presided by Sangeet Samrat Henry D'Souza. Mr. J. B. The show was organised by Konkani Welfare Assoication Mira Road. Eric Ozario along with Joyce Ozario, Zeena, Felix, Prakash and Adolf was successful in stealing the hearts of music-lovers through the melodious voices. Some of the hit numbers sung with the baila beat on Sunday were Mumbai Sherache Matient, Savlo Tuka, Shenddo, Ghoddgoddaita, Santanam, Vodda Ponda, Sezarachem Sunnem, Jam Zalom, Ashim Sopnnam, Punve Chan'nem, Festa Santek, Ie Moga, Altoddicho Lok, Tonnier Tonni, Ravre Nhesun, Paizonnam and Shirandarincho Paus. 'Rosaline mhojea mogachem' was also sung but without baila beat. There was also a non-stop bail string for the whole crowd on the floor for dancing. Instrumentalists Jerome Coelho (Bass guitar), Melvyn Fernandes (Drums), Alwyn Fernandes (Lead Guitar), Roshan Crasta (Rhythm guitar), Umesh Suratkal (Trumpet), Sunil Kumar (Violin) and Onil (Keyboard) gave an exciting combination of music in accompaniment.. Dances were choreographed by Chetan Salian, with co-artistes Shilpa, Seema, Sweety, Merola, Snehal, Anil, Avil and Pramod. Wilfred Mascharenhas, Wilson, Divya and the Master of Ceremonies Stany Alvares kept the crowd in a joyous mood throughout the show through their hilarious jokes. Formation of Vishwa Konkani Parishad (World Konkani Council) Karnataka Konkani Writers Forum (Regd) organised a programme on the subject Unity in Diversity. 49 Veterian Konkani activist and noted Konkani writers from Maharashtra, Goa, Karnataka and Kerala were present. The programme was held on September 11, 2005 at Sandesh, Mangalore. Goan Konkani Theatrist Wilson Wilmex Mazarello, Noted Konkani writer of Mangalore Dr. Edward L. Nazareth and the poet Ancy Paladka of Mumbai presented papers on the Konkani situation at their respective regions. Konkani Linguist Dr. Pratap Naik Goa and Mandd Sobhann fame Konkani artist Eric Ozario Mangalore spoke on the organised working for Konkani in order to promote it to the future generation. Noted Konkani novelist Dolphy Cascia moderated both the sessions. As there is not even a single Konkani body that works at the global level to promote Konkani a strong need was felt to have a international body to work for the cause of Konkani. Then an adhoc committee was formed to initiate the formation of the global body. The committee met on September 18, 2005 and suggested that the global body would be called as Vishwa Konkani Parishad or World Konkani Council. It also elected Mr. Eric Ozario Karnataka as President and Mr. Tomazinho Cardozo Goa as secretary. This is what Fr. Pratap Naik, Director of TSKK has to say about modi script for Konkanni. Konkani was written in Hale Kannada script in 17th century. We have one manuscript written called Flos Sanctorum by Franciscan Missionary Sam Anna in 1607. The original is in Public library in Paris. The xerox copy of this MS is in Goa University. Dolphy Cascia, Walter Lasrado, Ancy Paladka Selected for 2005 Literary Awards Mumbai, Aug 30: Konkani Sabha, Mulund (Regd) on Tuesday announced its literary awards for 2005. Dolphy Cascia has been selected for his excellence in publication, Walter Lasrado for his thoughtful editorials and Ancy Paladka for his children's literature. The award ceremony will be held on September 10 at 7.45 pm in St Pius X High School hall, Mulund. A cultural programme is also planned on this occasion. A musical Nite by Wilfred Fernandes and troupe and a Konkani play Daktto Padryab by the members of the association will be the highlights. Talented children'also will be selected and honoured during this programme. Dolphy Cascia is a Konkani novelist, producer, director, actor of Konkani theatre, journalist, editor and a publisher has published 108 Konkani books under his Punov publication. He has been also the editor of Mithr Konkani Monthly, Kurov Konkani Monthly and Jhelo Konkani Monthly magazines. He has written 38 novels, 22 plays, 10 Tulu plays, one in Kannada, more than 300 short stories, poetry and several articles on various subjects. He has won Karnataka Konkani Akademy, Konknni Kutam, Konkani Natak Sabha Man of the year award and several other awards and honours. He was also a Sahitya Academy advisory board member for four years. Walter Lasrado, who is known for his editorials, is a novelist, story writer and a translator. He has made significant contribution since the time of Poinnari till now. Though simple in nature, his writings are very effective. Ancy Paladka started his literary career 23 years back as a Konkani poet. Later he switched on to Konkani children's literature. He has not only worked extensively in various fields of children's literature but formed children's groups for the development of Konkani. He has bagged Karnataka Konkani Akademy and Dr. T. M. A. Dear Bab Jerry, Thanks for your message. If you think of Roman Konkani only for current Goan elders who use it then whatever writing method followed is fine and very good. Also it is not at all problem for me as I have mastered reading and writing in current Roman script. The current Roman script has lots of influence of writing Portuguese. In olden days the Portuguese influence was more in Goan and thus the current Roman script went fine with every Goan with the right pronunciation. But the situation is changed now. The Portuguese influence is replaced by English language influence. Also the English influence is universal in all the regions of Konkani. If you want to keep Roman script Konkani exclusively for Goan Catholics you could go with the current writing method itself without agreeing for any other changes. But if you want to give it an universal acceptance then may be it would be better if you keep yourself open for a very little changes. I know that any change in human life is very difficult to accept at the beginning. You said you are writing Gai and not Gay. I am aware of that. There is no change in pronunciation in both the words. But if you dictate the word Gai to a group of people who do not know to write Konkani in current Roman script and see the result then you will find that all of them will write it as Gay. This is because of the influence of English. Similarly consider the words Dor Mhoineachi Rotti You are used to read and write in Roman script. Hence you will not have any problem in pronouncing both these words. But consider the people who do not have the practice of reading or writing of current Roman script. They will find it difficult to do the exact pronunciation. They will pronounce it as Dor Mhoyneyachi Rotti. Here Dor becomes the rope of the banana tree. Also the first three letters Moy they pronounce as the word Moy (i.e. the Cashew Nut) Consider if you write these words as D^r Mh^ynyachi Rotti then they can make exact pronunciation without any difficulties. (Note that here the letter ^ may look bit odd over here in emails but while printing or while writing it is printed or written as inverted V thus it makes the pronunciation very simple and easy. Please check out http://www.konkanifoundation.com/konknni.gif) Similarly if we write SAM ZUZE the people who are not aware of Roman script will pronounce SAM as they pronounce as KAM (work). Instead if we use the nasal vowelas suggested by TSKK and write it as Sa~ Zuze then the pronunciation is made much easier (I am considering the people who are not used to current Roman script reading). In December 2004 there was a World Canara Catholic Konkani Convention was held at Mangalore for all the Catholic Konkani speakers of the origin of Karnataka and Kerala. About 20,000 Catholic Konkani people gathered for this convention. During this time a resolution was passed to learn Roman script for Konkani along with the Kannada script that they use for writing Konkani. In support of this the Karntaka Konkani Writers Forum had organised training programme in writing Konkani in association of TSKK. Mangalorean found it very easy and simple the new Roman script taught by TSKK. In the similar lines recently we had organised training seminars in writing Konkani in Roman script specially for the Mangaloreans of Mumbai with the collaboration of TSKK. We had these sessions at 10 places namely 1.Vasai 2.Malvani 3.Andheri 4.Jerimari 5.Malad 6.Vidyavihar 7.Ghatkoper 8.Mira Road 9.Vakola 10.Dombivili. All the photographs of these training seminars at 10 locations are available at http://ancy.fotopic.net/list_collections.php During these training seminars we found that the people who never read any text of Roman script Konkani could read any text given to them very fluently with the exact pronunciation. But when we gave them the current Roman script text they had to struggle to read them. In fact TSKK has retained all the good things in the current Roman script. But suggested only three changes. 1. Introduction of Inverted V for the Short 'A' sound. (this could be also used as ^ during emails and sms) 2. Introduction of the letter y 3. Introduction of letter ~ for the nasal sound. Just with these only three changes the result is really amazing. Also it keeps the mouth shut of the people who criticise that Konkani can not be written as it is pronounced in Roman script. The current Roman script writing is excellent except for few loop holes. The first and foremost one is the letter short A. This sound is pecular for Konkani language. Current Roman script uses the letter 'O' for this sound. Thus I have noticed most of the Goans with whom I have interacted that they do not pronounce the actual Konkani short 'A' sound. They replace it with 'O' sound. Because of this see how the meaning changes. Gay ch^rta (cow grases) is pronounced by Goans as GAY CHORTA (cow steals) Sa~ Zuze M^riyecho p^ti is pronounced by Goans as Sa~ Zuze Moriyecho poti (Here Mori will mean as bathroom and poti will mean as the small bag inserted at the waiste by the old lady) Kam k^r is pronounced by Goans as Kam Kor (Here Kor will mean as Anjya~cho Kor) Hundreds of similar example can be given. Thus TSKK suggested new letter ^ or (Inverted V while printing or writing in hand) for the short 'A' sound. In fact inverted V is used for the same sound in linguistics too. __ Second change TSKK Roman script is the letter ~ for the nasel sound. In current Roman script the letters m and n are used for this and also for the sounds of m and n. Thus it is confusing many a times and some of the Konkani words with nasel sounds are very difficult to write. Thus TSKK has made this task very simple by introducing the letter ~. In fact this letter too is used in linguistics for nasel sound __ The third change TSKK Roman script is the use of letter 'Y'. In current Roman script some this letter is represented by ia, ea, oi etc in many combinations. Just by introducing the letter Y all these peculiar combinations are made simple. TSKK has kept all other usage in the current Roman script. When others were teasing that Konkani can not be written accurately in Roman script TSKK has showed that more than 90% accuracy can be achieved by make these only three changes in current Roman script. The accuracy in other scirpts like Devnagiri, Kannada etc are less than 70% Seeing this, Mangaloreans too have not come forward to use Roman script as the new method introduced by TSKK has become very very simple. Dear Eugene, TSKK just by introducing two symbols namely ^ (or inverted V) and ~ could achieve more than 90% accuracy in writing Konkani as it is pronounced. Accuracy in Devnagiri or other scripts are less than 70%. As per the new method Goem will be written as Goye~ and Goim will be written as Go~y Goiam will be written as Go~ya~ Goimkar will be written as Go~ykar Note that ~ is used for the nasal sound which is also the symbol in linguistics. Facts related to Konkani script Thomas Stephens Konknni Kendr (TSKK) as an institution devoted to linguistic research into the Konkani language would like to draw the attention of Konkanis to a few important points regarding language and script, in the context of a controversy being raised by certain individuals to create confusion about the issue. 1. Central Hindi Directorate of Govt. of India brought out an official book, written by eminent linguistic scholars like Dr Suniti Kumar Chatterji, titled 'Devanagari - Development, amplification and standardization' They give the gist of language, alphabet and script, which we too emphasize and propose to you for serious consideration: * Language is something that is intrinsic to personality. * Alphabet has a certain relation to language and some alphabets express different sounds more successfully than others. * Scripts are an abstraction thrice removed from direct experience. * Any alphabet can be written in any script and therefore it follows that any language can be written in any script, provided the alphabet has the necessary sounds. If it has not, such sounds may be added and visual symbols invented or adopted to represent them. * The only basis on which to prefer a script should therefore be clarity, legibility and capacity for easy manual and mechanical manipulation. 2. Though Devanagari is best suited to represent the sounds of Sanskrit, in ancient times Sanskrit used Brahmi script, and then the descendants of Brahmi, viz. Tamil, Kannada, Malayalam and Devanagari. Devanagari cannot show a number of sounds proper to Konkani, and its use is not as scientific as in Sanskrit because of inconsistent spelling. Devanagari cannot be the natural script for Konkani because it was not evolved for Konkani. 3. Konkani has used Roman script right from 16th century. Instances of use of Kannada script from 17th century in Goa, and in Karnataka Kannada script has been used for Konkani for over a hundred years. Devanagari script has been used only from the beginning of the last century in Goa, and very few use it elsewhere to write Konkani. 4. The resolution passed by the Sahitya Akademi recognizing Konkani as an independent modern literary language of India at the meeting of the General Council of the Sahitya Akademi held on 26 February 1976 is as follows: As Konkani fulfils the criteria formulated by the Akademi for recognition of a language, it is recognized as an independent modern literary language of India. With regard to programmes in Konkani like the annual award, publications, constitution and meetings of the Advisory Board, etc., involving expenditure, Sahitya Akademi should request the Government of India to provide the necessary extra funds. Such programmes and other activities should be undertaken only when extra funds are available. Here there is no mention of Devanagari script whatever. That was later on hoisted on Konkani by false propaganda. 5. The Constitution (seventy-first amendment) Act, 20th August,1992, does not mention the script of Konkani: There have been demands for inclusion of certain languages in the Eighth Schedule to the Constitution. It is proposed to include Konkani, Manipuri and Nepali languages in the Eighth Schedule to the Constitution. The amendment reads: (a) existing entry 7 shall be numbered as entry 8, and before entry 8 as so re-numbered, the entry 7. Konkani. shall be inserted; It is true, however, that only the Goa state when declaring its state language has mentioned Konkani in Devanagari. 6. The Constitution of India in defining Cultural and Educational Rights, has ensured the liberty of choice of script: 29. Protection of interests of minorities. - (1) Any section of the citizens residing in the territory of India or any part thereof having a distinct language, script or culture of its own shall have the right to conserve the same. In view of the above six points we sincerely believe that language is primarily important. The importance of the script comes only at the written level. Therefore it occupies the secondary importance. Nobody can impose a single script on the entire society. Society has the right to decide script or scripts for their language. Language Bill is taking Catholics for a jolly ride, says researcher By Bosco de Sousa Eremita PANJIM: A Jesuit researcher has warned that the Language Bill of Goa has been detrimental to the Catholic community, with the Catholics sacrificing the Roman script for Konkani's sake but the Hindu community benefiting, with the Language Bill giving a deemed official status to Marathi. Granting even to include the name Marathi in the Language Bill was the biggest blunder in the history of Konkani language, said Dr Pratap Naik Director of Thomas Stephens Konknni Kendr (TSKK), Porvorim. TSKK is a Konkani research institute run by the Goa Jesuits, which has been doing yeoman service since 1986 for the development of Konkani. It gives annual award Antonio Pereira Konknni Puroskar to Konkanis who have rendered valuable service to Konkani language, literature and culture. Lately it has started granting scholarships to B.A. and M.A. students who offer Konkani as the major subject. For the majority of Hindu community, Konkani in Devanagari script (which is highly Marathicized or Sanskritized) or Marathi does not make any difference. They are fully reconciled to that. Because though Goan Hindus speak Konkani most of them prefer to read Marathi and not Konkani. In Goa for the vast majority of Hindus the language controversy is related not to Konkani and Marathi but to their cast's rivalry. Hence to a great extent it is a cast controversy. Konkani Hindu Brahmin leaders of Konknni Porjecho Avaz (KPA) knew this and they exploited this situation. Else, why did they not oppose the Language Bill when Marathi was given an undue and unwarranted place in it? They did not want the official status for Roman script and they opposed it tooth and nail, because they were aware that should the 15 year transfer period from Roman to Devanagari, as demanded by Catholic leaders, was agreed by the government, the Hindu community would be nowhere because majority of rural Catholics were well versed in Konkani written in Roman script. In 1975 The Sahitya Akademi, New Delhi recognized Konkani as an independent literary language. When the recognition was given there was no mention of official script for Konkani. Later the above mentioned leaders through their manipulative qualities managed to convince the executive council of Sahitya Akademi, that Konkani books written in Devanagari script alone must be considered while giving the annual award! Jobs are hogged by Hindu community because under the Bill, Marathi has a place. The only way to cut the roots of Catholics was by making Devanagari script the official script for Konkani. If the Roman script was allowed, Catholics would have achieved the upper hand, he explained. Though he refused to comment on the recruitment of government employees in recent months, especially in the wake of saffronization culture in the police force, a data of the recruitment is likely to throw up several shocks for the minority community, feel detractors. Dr Naik reiterated that the enactment of the official Language Bill in 1987 has paved the way for economic marginalization of the Catholic community. It is a well-planned and calculated strategy by some of the KPA members and their supporters. He said, that though the Bill was passed in 1987, the motives of the elite Hindu community at that time is gradually becoming evident today, specially under the BJP (Bhratiya Janata Party) rule in the state. He said, the Konkani Brahmins had foisted a leader from non-Brahmin Hindu community as the leader of the Konkani movement, but the Brahmins true to their nature managed to achieve their goals by exploiting the naive Catholics and non-Brahmin Hindus. Throughout the history of Konkani, this Hindu elite community which is less than 5 per cent of Goa's population and their cronies have manipulated, suppressed and oppressed other communities in their game to occupy important positions in Konkani public institutions, to grab national and state awards, to obtain government funds (Central and State) and other schemes, to impose their own dialect which is highly Marathicized or Sanskritized as the pure Konkani!! They have managed totally to brain wash the common Konkanis and make them voiceless. Elite Konkani Hindu leaders wanted others as their admirers, followers and never as their leaders or equals!! While enjoying the major share of their booty they silenced their cronies by throwing them breadcrumbs. I am not going to elaborate here their sins of commissions and omissions. Those who are interested in this topic must read Mr Ramnath G. Naik's latest Marathi book 'Goveachea Bhashavadamagil Karasthan' (The conspiracy behind Goa's language controversy). In response to the barrage of anti-propaganda unleashed through the 'Konkani Minorities' Institutions' Association', ' 'Akhil Bharath Konkani Parishad', and so called one man organisation 'Konkani Bhasha prachar Sabha' the Karnataka Konkani Sahitya Academy President Mr. Eric Ozario has issued a detailed press statement. The Academy has also reiterated that, if this group does not succeed in their evil designs, then Konkani will be introduced as a third language option, from 6th std. onwards, in schools in Karnataka, from the next curriculum itself. If they do, God forbid, Konkani is doomed, says the statement. The main points of the press statement are as below. (1) Konkanis live on the west coast of India, mainly in 4 states, namely - Maharastra, Goa, Karnataka and Kerela. Of these, the highest number of Konkanis live in Karnataka, around 25 lakhs, more than double the number living in Goa, and more than half of the entire Konkani population. (2) Konkani has no script of its own, and it is being written in 5 scripts - Kannada, Devnagari, Roman, Arabic and Malayalam. (3) The highest amount of literature is being produced and read in the Kannada lipi. Goa is divided between 2 lipis - Devnagari and Roman, while in Karnataka no literature, worth the mention, in other than the Kannada lipi, exists or is read. Also, the Kannada lipi literature has a rich heritage of more than 125 years in Karnataka, of good quality and considerable quantity. (4) It is not true to say that the Devnagari lipi is the 'natural' lipi for Konkani. Devnagari was not evolved for Konkani. How can a lipi used by so many languages, be the natural lipi of Konkani? (5) It is not true to say that the Kendra Sahitya Academy has recognized only the Devnagari lipi.It is not for the Akademi to recognize any lipi. It only recognizes languages. What is true is that, the Devnagari lobby which has usurped all places (reserved for Konkani)in the General Council, the Executive Board and the Advisory Board of the Akademi, has made it a practice to award Awards only to literature written in Devnagari lipi and now, this practice is being projected as the policy of the Akademi. May it be known that the Kannada and Roman lipi practitioners are preparing ground for a legal battle against this gross injustice. (6) When Konkani was included in the 8th schedule of the Indian Constitution, no mention of any lipi as its official lipi was made - and rightly so, because the Constitution of India recognizes the right of every lipi and boli to exist and be preserved.The Constitution of India in defining Cultural and Educational Rights, has ensured the liberty of choice of script: 29. Protection of interests of minorities. - (1) Any section of the citizens residing in the territory of India or any part thereof having a distinct language, script or culture of its own shall have the right to conserve the same. (7) We in the Konkani movement always believed in the concept of 'Unity in Diversity'. Unity of Konkanis can not be achieved by imposing any one lipi or boli on all others. Only by accepting regional/local pluralisms is unity possible. The attempt from any quarter to impose the Devnagari lipi on the Konkani people of Karnataka is not acceptable and deserves condemnation. (8) Teaching a child a language is not a technical or a politico/ideological issue, but a practical one. In the selection of the lipi, care must be taken to see that enough literature in the regional/local variety is available to the child in that particular lipi. If one accepts this norm, then in Karnataka it will be a crime to teach Konkani in schools in any lipi other than Kannada. (9) Children in Karnataka learn Kannada as the first or second language, at the primary level and therefore are well-versed with the Kannada lipi by the time the third language is taught. And as Hindi and Sanskrit are the other options, along with Konkani; to teach Konkani in Devnagari lipi, the child would have to be taught the lipi first and then the language. This is not only impractical but also a burden on the child. Hence Devnagari is ruled out on this single count. (10) A bogus argument that is making the rounds is that Kerela has accepted the Devnagari lipi and so should Karnataka.The truth is that Konkani literature, in anylipi, including Devnagari, is conspicuous by its absence in Kerela. The tragedy of the Konkani movement in Kerela is that - only fancy name boards remain, no organizations; only ageing leaders survive, no followers;only Konkanis exist, no Konkani. Karnataka does not, most certainly, wish to follow in Kerela's footsteps. (11) We suspect that the protagonists of Devnagari in Karnataka, have a hidden agenda and their only intention is to sabotage the introduction of Konkani, in Karnataka schools. We say this for the following reasons: (a) They and the section they belong to, hardly read and write Konkani, by and large. And what little literature they produce, is all

It seems that the State Bank of India (SBI) has forgotten to know that the official language of Goa is Konkani although Marathi when used for official purposes does not harm the Goans. But what if Kannada is made as the language as can be seen at the SBI ATM at Ponda where the option of languages given in this ATM machine is English, Hindi and Kannada. This is a insult to the Goans as till today we have been forced to learn Marathi as a third language and on no cost we will think of learning Kannada if it is imposed by the Government as it is seen that a lot number of migrants have made Goa as their place of living. Since recently the advertisement of the popular briefs Rupa Frontline is been given a new look by introducing Sanjay Dutt in the advertisement wherein the word Frontline is written in Kannada as can be seen in Goa, prior to this their was a tea called Turya where its advertisement posters were pasted in Kannada with the word Turya Chaha written in Kannada. It looks like the outsiders who make these advertisements still do not know the official language of Goa is Konkani and not Kannada. . Protection of the Law and many privileges that are available to Dalits of Hindu, Sikh and Buddhist faith are denied to their brothers and sisters who have adopted Christian or other faiths. The Public Hearings, organised by the Movement set up jointly by the All India catholic Union, the All India Christian Council and Voice of Dalit International, were fully backed by Catholic and Protstant Church leaders. Present were Catholic Bishops Conference of India executive secretary for Dalit affairs Fr Philomen Raj and former secretary Fr Lourduswamy. Messages of solidarity and support have been received from Bishop Percy Fernandez, Secretary General, Catholic Bishops Conference of India, Bishop Dr Jeypaul David, President, national Council of Churches in India, Dr Joseph D Souza, President, All India Christian Council, and many Indian and International Human Rights organizations. The report of the Tribunal will be sent to the President of India, the Chief Justice of India and Judges of the Supreme Court of India, the National Integration Council, the Speaker of the Lok Sabha and to the Prime Minister, State Chief Ministers and leaders of National and State political parties, apart from the National Human Rights Commission, the National Commission for Minorities and the National Commissions for SC and ST, Women an Children respectively. Madurai was chosen for the First Public Hearing as Andhra Pradesh, Kerala, Pondicherry and Karnataka contain over 70 per cent of the entire Dalit Christian population with Maharashtra, Punjab, Rajasthan and Uttar Pradesh containing the rest. Of India's approximately 2.5 Crore (25 million) Christians, estimates are that over 60 per cent are converts from the former untouchable or Dalit castes. The struggle of the Dalits was also born in South India where under casteist influence even the Christian Church and other religions at one time fell prey to the practice of discrimination and ostracisation of people converts from the untouchable castes even after untouchability was outlawed. The People's tribunal heard that even some cemeteries once had separate areas for the burial of Dalit dead and the dead of families who converted from the upper castes. Remnants and reminders of such practices remain. The Church long ago renounced casteism. But as Mahatma Gandhi famously noted in his magazine Harijan, the social evil of casteism crosses the boundaries of religion. Although several States now give Backward Class or Most backward class status to coverts from certain castes, this does not meet the aspirations of the people seeking dignity and equality. In their formal deposition before the tribunal, the organizers, AICU, AICC and VODI said the Founding Fathers of the Constitution of India and the Freedom struggle leaders had NOT discriminated against Dalit Christians. The Constitution when first signed by the late Prime Minister Jawaharlal Nehru and others, had affirmative action programmer for ALL Dalits suffering a 3,000-year history of debasement and caste tyranny. It was under the influence of a few casteist elements that Presidential Order of 1950 restricted the privileges only to Dalit Hindus. This effectively denied freedom of faith to all Dalits and kept out a large section of Dalits from the protection of the Constitutional guarantees of basic human rights. Buddhists and Sikhs from Dalit origin wage bitter battles before the Constitution was amended twice to restore them the rights that were given to Dalits of Hindu faith. The fifty-year old struggle of the Dalit Christians has so far been stalled by vested interests despite a former Congress government moving a Bill in Parliament to correct the injustice. The Bill could not be discussed because the Lok Sabha was dissolved. The presentation before Justices Sawant and Sona Khan emphasized that the struggle was not for mere reservation in jobs and educational institutions in the public sector. This is important. More important is Human dignity and protection of law as equal citizens of India. Dalit Christians cannot fully participate even in the Panchayat Raj and grass roots democracy structures from reserved constituencies even if they are the major group in the village or constituency. There are other areas of discrimination also, including economic disempowerment. The participants in the Public hearings will narrated their life experiences.
