How effective that will be, I cannot say, knowing the vagaries of government -- which works sometimes and sometimes (more often?) doesn't. Someone I know is still trying to get to the bottom of why he was being deprived a visa to visit Goa for many years, without any specific reason being given! On the other hand, if this is a case of a general nature, then obviously it could be unfair to burden an infrastructure set up with a specialist agenda to take it on. It must be said however that the tenancy laws of the 1960s and 1970s (particularly the mundkar, or homestead-tenancy laws) have been overwhelmingly anti-expat in impact. Many reading this would know how it worked: you're based abroad, give that friendly neighbour your home (or part of it) to stay in and look after, and suddenly the laws change and s/he becomes owner with many actual-owners left homeless. It might be nice if we on Goanet could spend some time to put this issue on the agenda, rather than just indulging in infighting and name-calling and spending so much of our energies to make the point of how great Portuguese colonialism was in its civilising mission. You learn through experience and bring in some changes so that everyone is satisfied and that change is not by shunning people completely. Old Goa is a Historic place and people from all over the world come down to see and along with them there are the Devotees as well. Just because a few people mis-behave you don't close down the house. Have you been to the movies in a theatre? There are always those few who cause trouble but because of those few, you dont shut down the movie theatre? You can approach them, reprimand them or have a Police/Security Guard to do the needfull. One may argue that the Devnagri script can be used too, but for that it is necessary to know how to type it. In fact, how can one insist that English should be a subject from Std I (the demand was made by the Samta Andolan at Pedne Parishad) and then persist with the claim that the Roman script is alien to young minds. It is pertinent to note that publications and periodicals in the Romi and the Kannada script are written and read by many. The numbers prove that public patronage exists for all the scripts. The Devnagri script too, will flourish, but it does not have to be at the cost of the Romi-script or the Kannada script. Prejudice No 2: Single Script strengthens Language The blockage of the Urdu script has left Hindi poorer. Even today, the best of Hindi writing comes from people who know both the scripts Devnagri as well as Urdu. When we interact with Konkanis from Karnataka or Kerala, our common language matters, not the accent, not the vocabulary and definitely not the script. Konkani has survived all odds over the years along the entire Konkan belt, due to the plurality of dialect, accent and script. Last year, a Konkani Yakshagaan performed in the Kala Academy, with the background banner written in the Kannada script. Discrimination against script will only create divisions and diversions in the Konkani movement. Prejudice No 3: Western culture will dominate This prejudice falls flat in regards to the Kannada script. Regarding the others, it is observed that the aping of western culture is not restricted to any one script, community or language. And most importantly culture is not really eastern or western, northern or southern... it is reflected in the values of democracy, equality, freedom, empathy and humanism. Yes our ethnic identity is reinforced with the consolidation of our language, but to insist that the Devnagri script should be thrust upon people will have its dangerous implications. Forceful impositions will lead to resistance and even revolt. To promote the Devnagri script, one does not have to demote the Romi or Kannada scripts. Prejudice No 4: All opposition is anti-Konkani In supporters of the Romi-script are even described as anti-national. Our language is one of colourful plurality and it is unfair to view it through a blinkered black-or-white perspective. A few hotheaded, nasty arguments needed not be the basis to decide that supporters of any one script are opposing the other. Such chauvinism is best left to the Konkani speaking Goan who insists that Konkani is a dialect. Nationalism and national pride are not slaves to any single language or script. They go beyond, to first recognizing and then accepting, both, our strengths as well as our weaknesses. Attacking the plural diversity will wreck all possible unity! Prejudice No 5: It reinforces arguments of Konkani bashers Two Mandovi bridges have fallen down, been rebuilt and an entire landscape has changed, since the official and public recognition of Konkani as a language of the Konkani people. The use of written Konkani has increased in leaps and bounds. Literature, theatre, Documentation and development is taking place in all the major scripts. This controversy is less to do with language and more to do with economics that come with the official recognition of the script. The proponents of Kannada and Romi scripts want their dutiful share of the Sahitya Academy and other awards and rewards. Some in the Devnagri camp do not want to let go of the monopoly. May all Konkani people disregard the divisive arguments and allow Konkani to flourish in all scripts by patronizing the distinct and unique plurality of our language. This has effectively forced the press to accept self-regulation (and selective reporting,) to protect their own interests and ward off any threat from politicians and those in positions of power. Sadly, but invariably, press reporting has often turned into dictation by politicians who have mastered the art to exploit and exert a great deal of control over the press on what gets covered and what does not. Journalists today spend much more time evaluating whether the politicians can successfully spin the public (i.e. through lies and deceit) than they do holding politicians accountable and responsible for their actions. More stories get reported and public concerns voiced via e-media by people like Godfrey Gonsalves and Aires Rodrigues, than some of our Goan journalists who either shy out or cowed down from actively fulfilling their role of factual and responsible reporting. A truly independent journalism requires the journalist to stand outside of partisan institution, intimidation and biases, and assume the perspective of those outside the corridor of power. As a legendary expression elucidates: Journalism should afflict the comfortable and comfort the afflicted. This is certainly not happening in our Goa State. The local MLA wants to convert the place to a playground for children (his children). Arvind says it is built on top on a temple. The Goa Historical society want to convert it into a historic site since one Portuguese coin was found there. The Devnagiri and Romi Konkani folks are going to hold opposing rallies on the property tomorrow. If the house is still standing after that, the rave party folks would like your permission to have a trance party for three days. Actually, they don't want your permission, but would like the Goan public to think they legally seek permission. There is a allegation that one Bihari and one Kashmiri stole mangoes from your tree since all crime is committed by illegals in Goa while our Goa for Goans crowd is crime free. While all of this is happening on your property, the Goan media is reporting that the flowers are blooming on your neighborâs property. In March of this year we visited the Saint Francis Xavier Church. While we were there, we were amazed to see how the guides were behaving and speaking so loudly in a place of worship. My husband politely took the guide to one side and requested him not to speak so loudly as he was praying. The guide punched my husband on his head, face and kicked him in front of the tourists. No one came to assist my husband while the guide kept attacking my husband. This caused great distress to me and my husband as we had travelled to Goa after 15 years and visited the Church to have peace of mind. My husband had to visit a doctor and get medication for the injuries he suffered. We were in Goa for 2 weeks but this ruined our trip. I am amazed the some of the priests think that the ban is going too far. When tourist visit places of worship they should treat it such and not treat it as a market place. Monday, July 10, 2006 by UCA News A recent ban on tour guides inside Bom Jesus Basilica in Old Goa, which holds the relics of Saint Francis Xavier, has brought relief to some people but dismay to guides and others. The basilica rector maintains that the ban, which took effect July 2, will help maintain decorum and a sense of reverence inside the 401-year-old church, but guides, tourists and even some priests say the decision is unfair. The historic church, a World Heritage monument located in the one-time capital of the former Portuguese colony of Goa, 1,910 kilometers southwest of New Delhi, attracts hundreds of tourists and pilgrims daily. Jesuit Father Savio Baretto, the rector, said basilica authorities decided to keep the guides out following complaints from local devotees that tourists behave disrespectfully in the building. The priest recounted that not long ago a guide picked a fight with a local devotee who resented the commotion tourists were creating. That incident started him thinking, he said, and after a month we decided to ban entry of guided tours. The new rule allows guides to speak to their tour groups outside the basilica or in the foyer, but not beyond that. Father Baretto also lamented that tourists often would barge into the basilica during religious services. Some visitors of other religions also would queue up for Communion, he added. Catholic Church rules allow only baptized Catholics to receive the Eucharist. The Archeological Survey of India (ASI), which oversees the maintenance of the building, agreed to the ban and will prepare signboards asking visitors to maintain silence and decorum inside, according to the rector. Father Almir de Souza, who previously worked at the basilica, welcomed the ban. It's a sacred place, he explained, adding that tourist guides tell a lot of rubbish. He suggested the Church train Religious and priests to be tour guides so they can explain the significance of the various objects inside the basilica while maintaining a sense of sacredness within the church. Father Moreno D'Souza, a senior priest attached to the basilica, acknowledges that the number of tourists has increased significantly over the years. At any given time, there are at least two or three groups of over a hundred each inside the basilica, and the end result is a shouting match, said the Jesuit priest, who was basilica rector for several years. He also said tourists often rush to receive Communion out of great devotion, but do not necessarily know what the Sacrament really means. In one instance a local devotee discovered a tourist trying to take the consecrated host home as a relic, but the matter ended without incident after the consecrated host reached the priest, who consumed it. The way they trained and rehearsed in a matter of three days, skimmed across Lake Victoria and staged that daring operation -- complete with a lookalike of Idi Amin in his usual car, even if a friendly neighbouring African nation refused them refuelling on the return? A book and a film have recorded that story. (The hijacked plane, btw, was not an El Al liner, it was an Air France liner on a scheduled flight.) Point is, it was intelligence again that came to Israel's rescue. They had the complete blueprints of the Entebbe terminal building, made cardboard lifesize models for their rehearsals and even had plans for various contigencies (like dispersal of passengers in different areas inside the terminal) in place, prior to embarking on that mission. Intelligence plays the major role. A brains versus brawn point. But the Sinai radar and PLO HQ storming, which occured much before, had their own brilliance. (Both were staged, incidentally, by the Mossad.) I'll briefly explain. I'll condense only one. The Soviets supplied their latest, most sophisticated radar systems to the Egyptians. It was installed on the Sinai Peninsula. The radar brought all of Israel under enemy eye -- even a helicopter could not take off even from the northernmost tip of Israel without the enemy's knowledge. The Israelis were alarmed. The Israeli PM called a meeting of the defence chiefs and the Mossad. Each one presented his plan on to deal with the situation. The army guy (I think the Yom Kippur hero, Gen. Moshe Dayan, was still the Dy Chief of Army staff then) unfolded his plan to destroy the radar. The chief of the Air Force told how he would carpet bomb the entire camp, including the Soviet radar. Then came the turn of the Mossad chief. He begged of the PM to allot the assignment to him. We will NOT destroy that radar, he pleaded, we will bring it back to Israel. They did just that. Together with requisite help from the other services, a small helicopter-borne commando unit took the relaxing Egyptian guards by complete surprise, dismantled the radar system and brought it back home ... piece by piece! (It was later re-assembled and studied in detail by Israeli and western techies, in Israel, to Russia's chagrin. The Soviets changed their arms policy: never again did a first-generation piece of defence equipment leave their shores.) A hurried overview (while not claiming to be comprehensive) of what the report says is here [2] on Goanet [3]. This morning (July 13), it was interesting to see the response this story got from the mainstream media in Goa. Given that papers and presspersons have been heavily politicised in recent years -- they always were, but this activity took on a new high under the Parrikar regime -- the slants were clearly showing. Herald [4] aka oHeraldo, struggling to maintain its role as a inconsistently critical paper (needing to be critical of the current Congress ruling establishment, but also someone as influential as ex-CM Manohar Parrikar, seen by many here as a CM-in-waiting), puts it about the most bluntly. Its lead-item, that dominates three-fourths of the top-half of its front-page, says, IFFI'04: CAG nails Parrikar. Financial irregularities involving crores come to light [5]. Another top-of-the-page single column notes that the CAG report raps cops [6]. Herald [7] adds some background to say: The expenditure by the Manohar Parrikar government has drawn a lot of controversy and opposition from the public, because of the huge expenditure involved. The CAG report confirms these wasteful expenditure in all areas and states that huge expenditure was incurred in haste by-passing established tendering procedures, allowing inflated projections to be passed without adequate checks, passing exorbitant costs on consultants/contractors and architects though they lacked justification and transparency. It has specific highlights showing what the CAG says about wastage of money -- large sums of it -- on the obviously-questionable cine-multiplex Inox deal, raod works, road package works, consultants, the contractor and the restorations and upgraded of the Kala Academy. The Navhind Times [8], for long Goa's dominant newspaper player but seeing erosion in that postion coupled with fears of a Times of India [9]. entry into the local market in Goa, had this story: IFFI-2004: CAG pulls skeletons out of government cupboard [10]. It's an amazing 26-para report, with a lot of details, but which doesn't once mention the name of Manohar Parrikar. This means forgetting the politician who staked his reputation in getting IFFI2004 adamantly done his way, and claimed credit for it too. In para 25, there's just a reference to the then chief minister of Goa. *Gomantak Times*, owned by the family of the Maratha strongman Nationalist Congress Party politician Sharadrao Pawar, carries the story as a smallish two-column on the bottom of Page 1, titled IFFI-04: GSIDC plays 'villain' in CAG report. Rapped for wastage of funds. GT, as the paper is called, has been doing some interesting stories on some issues in recent times. Unfortunately it doesn't have a website, and simply gave up trying to maintain its presence in cyberspace perhaps not long after the web-savvy former editor Ashwin Tombat ceased being at that slot. *Sunaparant*, Goa's lone Konkani daily paper (though not a widely-read one), plays down the story to a three-column item, with its headline just peeking above the 'fold'. It talks about the wastages in creating infrastructure for IFFI2004, and leaves it to the reader to recall the politics behind this particular event. Interestingly, *Sunaparant's* main story for the day is about how every house in Goa will get hi-tech, with 10MB[PS] connections by March. Am I just too skeptical, or do we have an infinite capacity to buy hype? *Navprabha*, the Marathi-language sister publication of *The Navhind Times*, carries CAG as the top-of-the-page 1 story, with a red-coloured headline, but in a smaller size. It reads: 04chya IFFImulay 13 kotichi fatka'. *Tarun Bharat*, an earlier Belgaum-based paper now with a Porvorim office and considered the closest to the BJP (till recently, you'll appreciate why below), has two-thirds of its front-page still devoted to the Mumbai blasts, a couple of days after the event. The remaining one-third goes to a report on a pro-Marathi meet in Panjim on July 15, Rane's talk of a law against communalism, and an attack in Porvorim. Poor CAG and all the work put it; it only makes it to Page 3, with a bland heading that IFFI2004 lead to vaifal kharcha. *Gomantak*, the Marathi sister-publication of the

( two such trees/plants are near Panaji, one on Campal Road New Govt.Gym and other near market.) Those days, we even used it for labelling our school books/note books besides using pasting letter as said in the Clue. Besides, these 'gomi follam' we also used 'Xita Cuyam' or 'Beje Cuyam' (canji) as gum and during Xmas time for giant Star decoration and 'festachim bonderam' or armusao etc we used 'guruth' as gum (made up of Maida Flour) There were about 7 entries with just one correct answer.
