“Utt Goenkara” has vowed to pursue complaints of
corruption and abuse of authority in government
departments received from any nook or corner of Goa. 

“Utt Goenkara” has demanded an immediate probe into
the appointment letters issued last week by the Public
Works department to 103 new Lower Division Clerks
(LDC’s) at the behest of Mr. Vishwajeet Rane and Mr.
Sudin Dhavlikar. 

Congress President Sonia Gandhi’s directive to Goa
Chief Minister Mr. Digambar Kamat to provide a corrupt
free administration has to be taken in right earnest.

As a step in this direction MLA’s Dayanand Narvekar
and Mauvin Godinho with cases of serious criminal
offences pending against them should not be inducted
into the cabinet until they are cleared of the charges
by the Courts. 
  
To protect the interests of Goa’s educated unemployed
the Government should revert the retirement age of
government employees to 58, revoke the blatant
extensions in service and contract appointments being
given to retired government officers and have a very
transparent system for recruitment of government staff
by entrusting all government recruitment to the Goa
Public Service Commission.

Demanding that the Goa’s new regional plan be prepared
in consultation with all concerned, Utt Goenkara has
stated that the Goa Regional Plan 2011 was not a mere
mistake or mishap but a planned fraud on the people of
Goa by some politicians to line their pockets by
selling Goa. 

Only a judicial probe into the roots of RP 2011 would
reveal the extent of the financial benefits that were
sought to be amassed through the anti-Goa, anti-people
and anti-environment Goa Regional Plan 2011 by some
Ministers and many MLAs of the last legislative
assembly along with their cronies.

There is need of a consensus within all political
parties of appointing only technical experts on the
Town and Country Planning Board and other planning
authorities to ensure Goa’s planned development with
an environmental vision by first improving Goa's
crumbling basic infrastructure while tackling serious
issues like garbage and vehicle parking in cities on a
top priority. 

A fractured mandate is a recipe for administrative
chaos and in such a situation it warrants the need of
NGO’s to be all the more vigilant against any
injustice to the common man.

A delegation of “Utt Goenkara” would meet Chief
Minister Mr. Digambar Kamat next week and seek his
intervention in resolving Goa’s pressing problems.

You have made a statement below. I wonder who is the
enemy? If it is the Portuguese (you do not have the
courage to name) you chaps (hindus) were the greatest
benefactors of their presence in Goa. Even today
you'll have links with the Portuguese. You may not be
aware that there are thousands of Hindus living
happily in the enemy camp. There is even a hindu
temple in Oeiras. The same with Britain.

spat on the offer of
the award but she is European-born and does not see the historial injustice. 
Instead she becomes a
player and pawn in this pitiful tamasha. Of course a number of Indians 
including the Indian media
were thrilled at the award since they need a white person's validation. Any 
third-rate white award
means a whole deal. I suppose if years of colonialism have brainwashed you to 
think of yourself as
second-class to whites, then any white stamp is an honour. This doormat 
mentality afflicts Goans
too including mindless church feasts to celebrate long dead European saints who 
had no connection
or interest in Goa, not to mention membership in the Knights of Columbus (also 
a mass murderer).

Unique rainwater harvesting project at Goa University

HE is a humble scientist fully dedicated to his work and always shies
of publicity. But he has done tremendous social good by completing a
unique rainwater harvesting project in the academic campus. Thanks to
the single handed, selfless efforts and technical brilliance of Prof
Chachadi of department of earth sciences, Goa University, a beautiful
rainwater harvesting (RWH) structure has been built. People can see it
in front of the university's sub post office.

Prof Chachadi is well known in India and in the EU countries as an
expert hydrogeologist. He has assisted several industries and mining
companies on hydrogeological issues. When the outgoing vice chancellor
expressed keen interest in using the plentiful rainwater accumulating
in the campus Prof Chachadi came out with his detail plan 'Goa
University rainwater harvesting and aquifer recharge project' with an
estimated cost of Rs eight lakh.

The university had not earmarked any funds for the project. The state
government does not have any scheme to support RWH projects. So
ultimately Prof Chachadi had to use his own project funds and request
some sponsors to meet the balance. Sociedade de Fomento Industrial Pvt
Ltd; Bhagavathi Ana Labs Ltd; Timblo Ptv Ltd; V M Salgaocar  Bro Pvt
Ltd, Vasco, Goa and Mineral Engineering Services came forward with
generous contributions.

Having seen the work on this socially useful project right from its
inception, I was curious to seek more details from its creator. Goa
University campus is located on a lateritic plateau in the island of
Tiswadi. When I asked him about the importance of such plateaus in
Goa, Prof Chachadi explained that: These are unique geological
features consisting of hard laterites of variable thickness on the top
followed by a thick sequence of lithomarge clays and fractured and
weathered basement rocks forming deep seated aquifers. Highlighting
importance of plateaus, he further said that growing anthropogenic
activities on the plateaus have caused depletion and deterioration of
the groundwater including drying up of several springs along the
plateau slopes. The rainwater recharge in to the subsurface under
natural conditions is not sufficient to balance the present
withdrawals of groundwater. There is further reduction of this natural
recharge due to pavements, roads and buildings occupying the top
surface of most of the plateaus. In order to keep pace with the ever
increasing anthropogenic stress on this groundwater regime it is
necessary to develop and adopt certain measures to protect the
aquifers underlying the plateaus from further depletion and
deterioration for availing safe and sustainable water supplies. Rain
harvesting is one of those measures.

Prof Chachadi had conducted some studies in 1991 and 1994 in the
campus, which indicated a good scope of rainwater harvesting with
infiltration rates ranging between 4- 6 cm/hr. The seed of the idea
was sown at that time but none in the university showed interest in
his useful idea, which had to wait till 2005-06. Giving technical
details of the project Prof Chachadi said: Goa University Campus has
a water requirement of about 500 - 600 m3/day to meet various needs
but receives less than 50 per cent of its water requirements from the
public water supply. The balance of the water demand is partly
curtailed and partly met from the existing six bore wells in the
campus. These bore wells due to the typical geological disposition of
the aquifer cannot provide water on sustainable basis particularly
during summer when the public water supply also dwindles to less than
50 per cent of the supply.

Explaining his calculations further he said: The campus spread over
173 hectares receives an annual rainfall amounting to about 5 million
cubic meters of rainwater. Assuming 50 per cent dependability about
2.5 million cubic meters of surface runoff is available for
harvesting. The annual water demand of 0.22 million cubic meters (at
the rate of 600 m3/day) constitutes only about 8.5 per cent of the
dependable surface runoff in the Campus. An area of 2.2 hectares with
a 10 m deep pit can hold this entire volume of water, which is
required for the whole year.

Giving specifications of the RWH structure he said: The site is
located at the starting point of a natural drainage. For creating RWH
structure, the site was desilted, levelled and a protective rubble
wall was built

My First Date.  My First  Innocent Date
 
(It’s a big story but cutting it short)
 
We both  knew we ‘like’ each other  very much.
What we did not know  if we both  really in  ‘love’ with each other
 
We were very secretive, all we wanted was to see each other’s face at least 
once a day.
And how this was possible?
Well,  Tuesday’s St. Anthony Mass, Wednesday Novena, Thursday Pilar, Sunday 
Mass etc.  She had
two elder brothers so she would not do anything in the open.  She was innoncent 
and God
fearing too
This innocent affair went on for about 6 months and during this period  I may 
have dance with
her  one or two times at someone's wedding receptions and that’s all.
 
One day, it was raining heavily; she and her mother took shelter outside our 
house.
At this time I quickly wrote a note (my first love letter?) saying to meet  me 
at a place
which was about 11 kms away.  I somehow managed to pass on the note to her 
while they were
there outside the house.
 
I could not sleep whole night thinking she might not come.  Next day, she was 
there at the
right place and at the right time.  We both headed for north (on my chetak 
scooter and we did
not talk much)  via Chorao ferry.  I wanted to go somewhere far away, so I 
choose the spot
where I had been only once before when I was a kid during our school picnic.  I 
must have
asked at least 5-7 people how to get there.  Finally, we made it .  We hired a 
boat and we
were in the waters seating facing/starring  each other  for about one full hour.
It was at this time we both realized we are actually in L O V E.
 
Yes, we were on a romantic boat trip
A boat trip  at Mayen Lake .
 My first date.
 My first innocent date.
 
Like most of the boys of my age, I too felt very proud  and secured for having 
a girlfreind
(just two of us and nobody else knew about this affair).
Sadly, she got married within one year  as if we were not made for each other.
I was to blame for this as I was ’bekar shett’ at that time  and her parents 
were after her
marriage and she finally got married at the age of 20 and her younger sister 
got married  even
younger at the age of 17.5 by bribing the Panchayat.
But the innocent moments we spent together at Mayem Lake have left an indelible 
ink mark on my
heart.  Like the song ‘Sad movies  always make me cry’ 
Mayem Lake makes me cry every time I go there and see the little pedal boats 
(or see on TV
etc) and now every time I watch this clip...

RESPONSE: The award was also lacking in sensitivity; drawing further
ire from the Muslim World, making the Citizens of the U.K., further
game for the Islamists. The Queen's effigy was burnt, although to be
fair, she just follows the dictate.

Ultimately, Tony Blair is responsible for this. He has ordered a

  Sunday Reflections: Twelfth Sunday –John the Baptist 24-June-07
  Readings: Isaiah 49:1-6;   Acts 13: 22-26; Luke 1:57-66, 80;
   
  In today's first reading, Isaiah, identifies himself as the servant, chosen 
before he was born, to speaks to Israel. God makes him an effective instrument, 
like a sharp sword, in proclaiming his message. Perhaps God hid him and 
protected him in preparation for his mission. The prophet continues his mission 
even though no one listens to him. He knows he is speaking on behalf of God and 
God alone will be his reward. He will continue to speak not only to Israel but 
to all the nations. God's message is for all peoples, whether they listen or 
not.  God used Isaiah to deliver some of his most encouraging and challenging 
messages. God uses us as well. 
   
  Be Positive  Donald B. MacMillan, the artic explorer, received a letter from 
an unknown person, when setting out on an expedition to the far North. 
Inscribed on the cover were the words: To be opened when everything has gone 
dead wrong. –The letter was not opened even after fifty years. MacMillan 
informed his friends that during all the time nothing had gone dead wrong in 
his life. Whether you think that everything is wrong or good in life is just an 
attitude. Choosing to develop a positive attitude towards life leads to 
happiness.

  The success of the precursor of the Lord, John the Baptist, lay in his belief 
in him whom he heralds. In the second reading Paul reminds the Jews of Antioch 
and us that the success of our mission in life also likewise depends on our 
belief in the Lord Jesus. John humbly acknowledged that his life was focused on 
Jesus. 'I am not the one you imagine me to be; that one is coming after me and 
I am not fit to undo his sandal.' Our lives have meaning and purpose only in 
and through Jesus. 
   
  Shoe-shiner Pastor  Mr. Samuel Logan Brengle was a Methodist Pastor in 
America who once dreamt of becoming a bishop. In 1879 William Booth had formed 
the Salvation Army in England and was enlisting people. Brengle turned away 
from a fine pastorate, crossed the Atlantic to join the Salvation army in 
England. Booth accepted the services of Brengle grudgingly at first. He said to 
Brengle, You have been your own boss too long. As a trainee he was assigned 
the job of cleaning the boots of other trainees, as Booth felt that Brengle 
should learn humility. Brengle said to himself, Have I followed my own fancy 
across the Atlantic in order to black boots? Later he had a vision of the Lord 
Jesus washing the feet of rough unlettered fishermen. Brengle yielded himself 
saying, Lord, you washed their feet, I will black their boots.

  In today's gospel we are reminded of the wondrous event of the birth of John 
the Baptist. In spite of the reactions of their neighbours and relatives, the 
name given to the child born to Elizabeth and Zachariah is John. The name, 
meaning 'God's gracious gift' is full of implication. Like John, each of us is 
special and we are a gift of God to the world today. Are we aware of the 
implications? Have we recognized the gift? Have we discovered the gift? Have we 
shared the gift? John's birth was already the good news, and Zachariah gives 
thanks to God for it. We are the good news and we are called to be the good 
news all through our lives. Like John we are called to be the ones who prepare 
the way for the coming of the Lord in today's world. All that we say and all 
that we do should communicate the good news. In the measure that our lives are 
pointing to the Lord, in the measure that we decrease, His life will increase 
in us. 
   
  John's is a strange destiny. On the one hand, a saintly intolerance of the 
things of this earth, yet on the other hand with this rugged austerity, an 
intense spiritual joy. Twice in his life he trembles with joy: in his mother's 
womb, and when as a grown man, he points to the Messiah. Until he has found

I don't believe the issue of the 'brain drain' is as serious a concern
for India today as it was, say, one generation or 40 years back.
Likewise, I am skeptical of the widely-held view that in-migration
into Goa is only (or largely) bad for the region.

A lot of mindless things are done in the name of
religion and even more mindless things are done to
gain acceptance in this world, but I don't think
celebrating village feasts is one of them. The poor,
hapless souls who celebrate these feasts do not even
know who the saints are, their nationality irrelevant
to them. They don't have anything to gain by being
validated by the white man, nor have they read
clever books to realise the redundancy of what they
are doing. They are simple people who are trying to
propitiate God to intervene in the helplessness of
their lives. Until they are transformed by education,
they will continue to do so, but we can't assign
motives to their veneration.

BICHOLIM JUNE 20: The continuous rains disrupted the normal life of the
people in Bicholim even as there was no untoward incident reported in the
taluka.
 The rains affected the weekly bazaar of Bicholim as there was hardly any
rush in the market since morning. The people chose to remain indoors due to
the

continuous rains. There were no incidents of  loss of property reported in
the taluka eventhough there was a power failure in the evening in some parts
of Bicholim.
 Meanwhile, in view of the possible floods in the taluka all the precautions
have been taken. The low laying areas have been spotted and are being
monitored.

Arrengments have also been made to shift the people to safer areas if the
need arises. Besides, special boats and other equipments have been stationed
near the

Popai or Popay [pronounces as 'Popeye' the sailor man]
   
  Spelling in Romi lipi [Roman script for Konkani] is more tuned to pronounce 
as one reads, instead of following the English style of pronunciation. In Romi, 
the word Putt is  pronounced as the English Put and Romi Boot would be 
pronounced like the English word Booth while the the English 'Boot' would be 
written in Romi as Boott
   
  One of the topics that was discussed during the recently held Workshop for 
Konkani writers at Institute Menezes Braganza hall, Panjim, it was suggested 
that the 'Popai' should be written as 'popay' this is to avoid tripple vowels. 
eg. plural of Popai would be 'popaieo' where as 'Popay' becomes 'Popayo' 
   
  By the above rule, some of the  other words that may be affected as follows.

Rats! Look who's getting tipsy in India

PATNA, India (Reuters) - Rats are gnawing at beer cans and making
holes in caps of whisky bottles stored in police storehouses in
eastern India and apparently getting drunk, authorities said on
Wednesday.

The rodents' love for liquor has the police department in Bihar state
stumped as it tries to store hundreds of bottles seized from illegal
sellers from across the state in Patna, the state capital, said Kundan
Krishnan, a senior officer.

We are fed up with these drunk rats and cannot explain why they have
suddenly turned to consumption of alcohol, he said.

The problem costs revenue as the seized liquor is usually sold through
auctions, he said.

Rats were also attacking people near the police buildings, nibbling at
their toes, although it was not clear if they were under the
influence, officials and witnesses said.

I agree the brain-drain was largely a bogie-man that
never came to haunt us.

On another note, we've heard a lot about how you don't
think in-migration will not negatively impact Goa but
we haven't heard how in your view it will positively
affect Goa. Perhaps I've missed it, as Cecil points
out periodically, I haven't taken time to read 12
years of archives, but I am genuinely curious (I'm not
being facetious or sarcastic) to know if there are
positives to this.
