Defining Hinduism has been a problem that many have grapled with. The problem 
is compounded by the fact that Hinduism is being looked at in terms of 
religion. In the various languages of India there is no word for religion.
 
Some say that Hinduism is a way of life. I think this does not adequately 
explain the system. I like to think it as a philosophical concept, in which 
religion is part of it.
 
I think the way Swami Vivekanand explained Hinduism, particularly when he was 
in Europe and America in context of the World Parliament of Religions in 1893, 
is probably the best way to define Hinduism. He said that a Hindu is one who 
believes the sholka Ekam Sad, Viprah Bahudda Vadanti. He translated it as 
God is one, there are many ways to reach it. He said that god for a Hindu is 
a metaphysical concept and not as a human form. However, the various gods are 
in a human form, with some of them having incarnations.
 
Some have said that without caste, Hinduism does not survive. I think this is 
wrong, and there have been many Hindus, for a very long time, who have worked 
against eliminate the evils of casteism. And yet if you tell them they are not 
Hindus, they will take serious objections. 
 
The sholka that Swami Vivekanand uses is the calssic way of a polytheist, in 
that he has to create his own spiritual experience.

No one has the authority to say that his religion is the right one and will 
attain to him or her salvation and other religions will take you no where. God 
is the owner of heaven and earth. It is he who will judge all living beings 
whether they can go to heaven or have to be condemed to hell. No human beings 
can save us only God. I compare religions to a prism.Each face represents a 
religion which ultimately will reach a tip that is God. If prism is too small 
take a pyramid. God will not judge us by the way we pray or the way we shout 
and make noise. He will not bother to see how many masses we have heard or how 
many pujas we have celebrated. He will see wther our hearts are empty or full. 
Whether they are filled with pride, hatred, unforgiveness or wther they are 
filled with love of God. Without God our life is empty. God has no name, no 
religion, no colour, no caste.God is God the Almighty.God wants us to love Him 
above all things and to love human

 Ever since dance bars have been stopped in certain states of India,it is in, 
just these states, that women of all colour, caste and creed, Indians and 
foreigners, are getting raped and molested. 

In fact, recently, while driving home, my husband's friend, a guy, pointed to a 
young female foreigner who was asking a security guard for directions at 
11.30pm and remarked,  this is why women are getting raped and molested.  I 
turned to him, and said there are also men on the roads at 11.30pm at night, 
are women raping and molesting them?

Reacting to the incident, Home Minister Ravi Naik said, There are some
foreign nations who are involved in media propaganda that Goa is not safe
for tourists. He however declined to name any country. 

Talking to presspersons in the presence of state's police chief B S Brar,
Naik rubbished the contention that Goa is becoming increasingly unsafe for
tourists.

Those nations who want to frighten the tourists and who envy Goa's
increasing tourism trade are involved in such propaganda, Naik added.

New Year's Eve sagas have not died down. Television actress Kamya Punjabi 
(Sindoora of Dulhann.) had a horrifying experience at the Bagga beach in Goa 
on the New Year's eve. A man in his late-20s tried to molest her by pinning 
her down on the beach but the actress managed to get away.

Our source from Goa tells us, Kamya had a traumatic experience on the beach 
on the New Year's eve. It was simply disgusting. A man wanted to touch her 
and feel her for all the wrong reasons.

When contacted, Kamya was reluctant to talk about it. But when we insisted, 
she admitted that a man did try to molest her that day. The guy touched my 
legs and tried to pull me down. I thank my stars that I escaped from that 
pervert, she says.

So what exactly happened? Kamya recalls that she was sitting with a group of 
friends in a food joint, Titos, but not enjoying herself. So I requested my 
friend, Faisal to drop me at Mambos where my best friend Lata was hanging 
out. Faisal accompanied me to Mambos, but he left after some time. After a 
few minutes, Lata and I walked out from Mambos on to the Bagga beach.

Kamya continues, Suddenly, a man in his mid-20s came said that he knew that 
I was a TV actress and he wanted to touch me. He held my hand and pulled me 
down.

Kamya didn't know what to do. The public around Kamya preferred to remain 
mere spectators. She further recounts, I looked both ways, but no one came 
forward to help. Lata tried her best to be a tomboy but that didn't help 
much. The man was hell bent on pinning me down. I shudder to think that what 
would have happened if he had succeeded in pulling me down on the sand!

So how did she thwart his advances eventually? I had no choice but to speak 
very sweetly to him and tell him to contact me in the hotel where I was 
staying. I couldn't afford to be rude to him. He was a local Goan and very 
aggressive.

Kamya did not file a police complaint.  (ENDS)

Anurag continues his fine showing; Abhijeet Gupta shocked

Grandmaster-in-waiting Abhijeet Gupta suffered a shock defeat at the hands 
of seasoned Ram Prakash in the third round of the 6th Parsvnath 
International open chess tournament now underway here at Modern School. 
Goa's State Champion Anurag Mhamal continued his fine showing by holding 
International Master P. Konguvel to a draw today. Yesterday, he had held 
fancied IM Saptarshi Roy to a draw as well and this is one of the finest 
performances by him. He next faces Nepalese player Ramesh Shreshta in the 
4th round to be played tomorrow morning. His coach Akash Thakur is here with 
him for this tournament and the hard work definitely seems to be paying off.

The seeds had a tough time but quite a few came unscathed in the third round 
of the biggest open event of the country that has a total prize pool of Rs. 
10 Lakhs. Suffering a major jolt was Grandmaster and four times National 
champion Surya Shekhar Ganguly who was held to a draw by Swapnil Dhopade who 
is looking for his maiden IM norm here.

As many as 27 players came out with a perfect 3/3 score after the third 
round of the 10-rounds tournament that features players from 20 countries. 
Prominent among them are GMs Ehsan Ghaem Maghami of Iran, Igor Kurnosov of 
Russia, ELizbar Ubilav of Spain, Dzhumaev Marat of Uzbekistan and Abhijit 
Kunte of India.

Abhijeet Gupta was outdone in the endgame against a resolute Ram Prakash. 
Not wanting to draw a level endgame, Abhijeet pushed his luck a bit too far 
in the rook and minor piece ending and was in for a surprise as Ram Prakash 
carried out his counter play in style. The BPCL recruit fell under time 
pressure too which did not help his cause and eventually caved in when his 
opponent's pieces had the final say.

Ganguly was surprising troubled by Dhopade who played black. The heavy 
pieces endgame that ensued after initial struggle resulted in a slightly 
better position for Dhopade who was quite content with the half point in the 
end.

Ubilava was quite satisfied with his effort in the end against J Rama 
Krishna. The Georgian-turned Spaniard is more famous as a trainer for 
Viswanthan Anand and various other Indian strong players but when it comes 
to competitive chess, Ubilava showed yet again that his playing acumen is 
well intact. Playing black, it took a little over three and a half hours for 
the famous trainer to pull the plug on Rama Krishna.

Kerkar Art Complex organizes concerts of Indian Classical Dance and Music

In 1979 under the leadership of United Goans Football Centre, Goans in
particular and other Indians in general started their first ever competitive
soccer tournament at Sour Ground, in Kuwait. After so many years of playing
competitive soccer at Sour Ground, this year it is stopped there because
some construction work is undergoing there. Hence, from this year our soccer
activities are shifted to a place called Salmiya. During the football
matches injuries are bound to happen and they actually happen.

In 1980 ace Goan forward Cosme from Arpora, while playing for G.O.A. Maroons
at Sour grounds was purposely injured by his opponent. Because of this
injury, Cosme had to sleep in the Hospital for some time and then at home
with total bedrest, his leg was plastered. In this position he remained out
of work for about 2 months but fortunately for Cosme, his manager in the
company where he was working was one of the committee members of G.O.A.
Maroons Mr. Peter D'Souza (Bosh) whose contribution for the promotion of our
soccer was enormous. His name should remain imprinted with golden letters in
the history of Goans in Kuwait for providing many jobs for Goan footballers.
Good that Cosme was working under Peter otherwise his services would be
terminated and he would be out of the job. We are employed in Kuwait not
because of our companies and no company is having its soccer team officially
like what we have in Goa, e.g. Dempo, Salgaocars etc. Our soccer and playing
foot-ball is purely a personal matter between the player and the team that
the player is playing. Our employers have nothing to do with our foot-ball.

All teams are not taking care of their players when they are injured. A few
years back, while playing for Rising Stars, one of their star forwards was
injured and could not even walk properly, he had to make use of crutches to
walk. Secondly, good his immediate superiors were sympathetic for closing
their eyes for this injury regarding his job. But, unfortunately, none of
the Rising Stars Team management personnel came even for a minute to see
their injured star at home and enquire about him. It is unfortunate that
some teams make use of their players only to promote their teams and team
personnel who are hungry for prominence because in Goa, in Bombay, in
Mangalore and in other parts of India they never tasted prominence. Back at
home in their States they were idiots and these idiots are ruling our
affairs in Kuwait. For this reason, in Kuwait we don't get people of caliber
to do things of caliber.

On Friday, 11th of this month, while playing for Kuwait Goan Association in
the 18the 18th NYC Rolling Trophy Football tournament organized by Navelim
Youth Centre, one of the star players of KGA was injured by their opponents
DHL. The injury was so severe that the injured player's one leg is totally
become unfit to play further. He was immediately admitted to Hospital where
an emergency operation was conducted to heal his injury. His bone is broken
as per the firsthand information. This injured player was a star player in
Goa representing Dempo Sports Club. He was a new comer to Kuwait having no
very firm job. Because of his injury his all round situation is become
precarious. Because of this injury he may be out of job for over 3 months.
His employers are not responsible for this injury and hence his job position
in danger. Who will support him now? Who will provide him with a new job? If
his residence is finished or cancelled, who will help him? Will the DHL
player responsible for the disaster of KGA player do something for the
injured player? Will DHL top management come to the rescue of the inured
player? It is a lesson for the Team Managements and for the players too. We
are come here in Kuwait to work and earn our livelihood. Foot-ball is
secondary.

*According to one source, the KGA player was injured with the intention to
finish him by one of their desperate, frustrated players whose earlier
record was not very palatable. If this is the case then thorough
investigation should be conducted and if necessary Police Case should be
filed otherwise KGA management must inform the Hospital sources accordingly
and Hospital may call the police for thorough investigation.*

Our football field should not be converted into a battlefield to massacre
innocent

 'Konkani Kullvar, Kuwait' a Konkani Writer's Forum in Kuwait, is 
organizing a One-day Seminar by  Mr. Dolphy F. Lobo (Dolphy Cascia), a 
well-known Konkani Writer, Novelist and Journalist, who is in Kuwait at present 
on a visit with his family.
  Seminar will be on Friday, 22nd of February from 10.00 am to 05.00 pm. The

In the fraught political climate of contemporary India, a change of faith is
not simply an individual decision, but assumes a collective dimension and
can prompt ethnic violence. While religious commitment is a matter of
personal choice, it has a bearing on other aspects of individual and social
life. *Changing Gods: Rethinking Conversion in **India* (Penguin, 2007) is a
courageous examination of the questions of faith, community and politicized
religiosity in a multireligious society threatened by the spectres of
extremism. It argues for a rethinking of religious conversion in India from
the viewpoint of a 'religious disarmament'.

Rudolf Heredia is a distinguished sociologist and a Jesuit. He is currently
a research fellow at the Indian Social Institute, New Delhi, and Editor of
the Institute's journal, *Social Action*. He earned his licentiate in
philosophy (1967) and his bachelor's degree in theology (1973) from Jnana
Deepa Vidyapeeth, Pune, and a doctorate in sociology from the University of
Chicago (1979). He founded the Social Science Centre at St Xavier's College,
Mumbai, in 1980. Among his numerous publications are: *Voluntary Action and
Development: Towards a Praxis for Non-governmental Agencies*; *The Katkari
Nomads in Transition*; and *The Family in a Changing World*. His papers have
appeared in *The Economic and Political Weekly *and *Contributions to Indian

To Goanet -

I happened to be in the High Court yesterday for the hearing
of my PIL concerning the city of Panjim.  The Aldeia de Goa 
builders were there, too, with their hotshot attorney flown 
in from Delhi in regard to their case about the hill cutting in
Bambolim that was restarted,  then stopped, in November 
after the GBA activists confronted the Chief Minister (remember
the missing file from the TCP dept?).

The softball tone with which the Goa govt's Advocate General 
spoke made it difficult (for a layman in judicial matters, such 
as myself) to figure out on just whose side he was batting.

I can see it all now.  GBA makes another round of hullabaloo,
Digu promises to study (knowing full well that the builders
can always secure victory in the Court whereas he can pretend 
to be batting for the Goan people outside it).  When the dust 
settles, Dr. Rebello will write another sweet column extolling
the valiant, forthright and amazingly far-sighted Digambar 
Kamat.  Next year, he will be in line for a Padma Shri nomination
and my mailbox will be spammed by the non-existent Rohit 
Paiguinkar.

Stupendous achievement, Goans.  Shabash!

With the same intensity as we normally berate the Goa Police, let us applaud
them for the ingenuity with which they unravelled the abduction saga of
18-month old Maraya. I think we should appreciate the swiftness and
meticulousness of the cops involved in saving a young and innocent life. The
amazingly well-coordinated move on the part of the Police is a bright
reminder of what our law enforcement is capable of if they set their minds
to accomplish something. Let's hope that the new-found professionalism of
the Police force is not a flash in the pan but rather a whiff of things to
come.

It would be unfair to blame the victim of the crime for being the villian. 
However, without doubt, there is a huge 'clash of civilisations' happening 
along the Goa coast. In terms of what is acceptable behaviour on both sides 
(tourist and local) of the cultural gap.

Hello JoeGoaUK and Goa Netizens,

Thanks for sharing the lovely pictures of Colva and specially the
ugly/stinking sight of Colva. If you visit Colva again take a photo opposite
William Resort Hotel. This dumpster has been around for years and nobody
seems to care.

The beach and the parking lot was dirty as hell ... still few days after new
year.

There are no dustbins in sight. There is one near the bridge and the next
one is half a kilometer away.
And add to it those intellectuals for whom cleanliness/dustbin is an alien
word.
And you have a making of a stink hole.

On the positive note, the Colva traffic was well managed during Christmas
and New Year.

I thought Margao is getting its clean up act together quite nicely. Now,
only if they can fix the traffic chaos that reigns supreme in Margao. I am
still wondering why they allow traffic into the Old Market (near the pimple
tree). Big cities are known for converting major roads to walkways.

And the driving ... wow these guys really do not care for their lives.

rather than a mechanic if you want to get business. To day, the word mechanic 
applies more to the repairs of mechanical gadgets rather than those that are 
electrical and electronic.

Some time back I had given a call on this goanet. One Bavesh Mandrekar needed  
help to get his  daughter operated for a rare heart diseases. Mr.Nelson Ferrao 
took up this case and approached many people. Dr.Annesimo Fernandes a gynec. 
took up lots of trouble to collect money for this Bavesh and just few days back 
a  cheque for fifty thousand was handed over to Bavesh Mandrekar for his follow 
up processes.at workhard hospital Bangalore. This is christianity.There were 
many people involved in this process of collecting the money and passing on to 
Mr.Bavesh Mandrekar. I am yet to get the list of names which I will be 
publishing here whereas others are there in the list who do not like to publish 
their names as they would prefer to be silent donors. May I use  this forum to 
ask God to bless the families of our beloved donors because of whom this poor 
Bavesh was able to give a second life to his daugther. Initially he got one and 
half lakh of rupees from the Govt of Goa under medi
 claim scheme but this hospital being very expensive hospital more money was  
needed . Bavesh has to go to Bangalore for the followup work and he has to stay 
close to the hospital, pay the hospital fees and cost of medicines. Thank you 
doctor Fernandes and Dr.Dessai and his brother Mr.Dessai who handed over the 
cheque and also to Nelson Ferrao for giving more publicity. 
I have no more words to express the gratitude for a unknown brother of ours. 
When you do to the least of my brothers you do it to me says the Lord.

Kuwait: An unforgivable, vicious foul by DHL's Elvis Camelo that crippled
Kuwait Goan’s young playmaker Christovam Colaco with a broken shin was one
of the most horrific incidents seen in the 18 year history of the NYC
Rolling Trophy football tournament played under the auspices of Kuwait
Indian Football Federation (KIFF).
 
In chilling temperatures as low as 6°C at Salmiya Grounds, Kuwait Goans
Association (KGA) led 2-0 in the second half with goals from Andre Dias and
Jimmy Goveia. With less than ten minutes left for the final whistle
Christovam was moving diagonally with the ball just after the centre circle
when DHL’s stopper-back Elvis lunged at his legs with both feet. The studs
beneath one of Elvis' boots crashed into the flesh of Christovam’s shin
grounding the player writhing in pain. 
 
Referee Sarto Baptista, one of the most consistent referees had little
hesitation in giving marching orders to the DHL defender. “A two footed
tackle, anyone will testify, is the most heinous foul in football,” quoted
Junnifer Rodrigues, member of the Indian referee’s body in Kuwait since 1980
 Another official said, “The two-footed tackle in football is always illegal
but players get away with just a red card…That’s the maximum penalty refs
can give on the field...” 
 
Player in Hospital

KGA officials who reportedly lodged a complaint with KIFF against the brutal
tackle said Christovam was operated at Al-Razi Hospital for a broken leg. 
Christovam’s football activity is ended in most probability and he is in
danger of losing his job also. We are afraid he may never be able to play
again. He is crippled with the shin bone broken into two. Doctors have
advised him complete bed rest to recuperate once discharged from the
hospital. It could be as many as 3 months before he can walk again. For the
time, all arrangements are being made to fly the player back to his home in
Goa for better care and treatment. Many clubs have shown concern and support
towards the player.., disclosed KGA Team Manager Nazi Azavedo. 

The official football rules called the ‘Laws of the Game’ are revised
annually by FIFA, the world football governing body. These rules are adopted
by KIFF and the Indian Football Referees Association (IFRA), although many
football organizations worldwide have their own set of rules. 
 
“…Perhaps the ‘dastardly foul’ will be discussed by the disciplinary
committee of KIFF. Even then, an offence like this may get a maximum 3 match
ban. That’s not enough...” remarked an unnamed football administrator.

Public Reaction

There were mixed reactions from all circles about the credibility of some
teams and players in the aftermath of the fatal injury. 
Many spectators called the foul ‘intentional’, ‘horrendous’ and viewed
concern over such tackles perpetrated by some ‘frustrated’ players in an
expatriate ‘working’ world where games are played only as pastime.

“There are some players who disgrace their teams and bring the game to
disrepute – especially when they are at the losing end,” commented a
spectator while another bystander added, “There was no need for such a
dangerous tackle knowing they (DHL) were down by 2 goals...No, it was not
accidental or 50-50...It was deliberate… Everybody saw that!.. Moreover, it
is disgusting to note some of DHL’s supporters and substitutes instigating
their players from the sidelines to play rough.” 

Someone needs to sit him down and educate him about the game he plays,
said another observer about the DHL defender, This player should be kicked
out of the game by his club and the federation. It is necessary to improve
the game's image... Primarily, it should be every club's responsibility to
impress upon players not to commit fouls that get them sent off…
 
Christovam was undoubtedly the best player on the field with meticulous
dribbling and majestic, untiring runs with the ball. He fed his strikers
over and over again with precision passes. Kuwait Goans took the lead
through his hard work off striker Andre Dias and were never in real danger
from then on. KGA goalkeeper Martin Dias, captain Vico D’Souza, Caridade and
defender Teotonio too excelled in the match.

Hi Sachin,

Thanks for responding to questions that have intrigued me about the early years 
of Portuguese colonization.  As regards your overall comments, as often happens:
1. One may read and interpret more than what is written (depending on one's 
pre-conceptions).
2. One may not read or understand what is written or what the author is stating 
(depending on one's bias).
3. What is written may not fully explain all the events, in the details the 
reader expects.
4. What is viewed 500 years later is not necessary what occurred or perceived 
to have occurred at that moment in place and time.
5. It is difficult, though it is necessary to look at an historical event 
within the broader context of events at the time.

As a policy of their government, all European colonialists came to the 
Americas, Asia or Africa to lay claim to wealth and not for an altruistic 
purpose or pleasure trip. Some individuals did come with laudable goals in 
mind.  Portuguese colonial history (like other Asian or non-Asian conquerors) 
is a history of colonization - wealth, power and domination.  As in case of 
conquering armies, even their own soldiers were of little consideration.  

Natives - as persons, their culture, religion, way of life, etc., - were of 
little concern to armies. As history REPEATEDLY shows, the civilian natives 
(and their possessions) merely come in the way of conquering armies, are just 
one hurdle to overcome and another issue to be handled. So it is we who are 
claiming that one group or another were the special targets of the 
government's action or policy, perhaps to suit our own interests or to further 
our own agenda.  

Do you know of any group in colonial Goa that was NOT THE TARGET of the 
Inquisition? 

Even the White Jesuits (the religious order founded by Francis Xavier) were 
expelled from Goa in 1774 - Yes during the Inquisition!  I am neither 
condemning this action nor condoning this; nor any other actions by the 
Portuguese. I am merely stating the facts as they occurred; and as a 
history-buff trying to pursue the cause and effect.  I know it can be difficult 
to understand why would the authorities introduce the Inquisition to 
'persecute' the Portuguese themselves.  To me the Inquisition, including its 
punishment AFTER death, was to influence social behavior. This is like the laws 
today, including capital punishment, which serves to deter crime and encourage 
normal / moral behavior.  

So rather than view the Goa Inquisition as religion, one should look at it as a 
Period of History where events occurred. And one can learn from it to try to 
make a better world we live in.  I for one would like to read the Portuguese 
history (especially the period of Inquisition) in periods of fifty years (or 
there about); and try to understand the SPECIFIC political aims, military 
dynamics, population shifts, economic transitions of each period. The more I 
read about Portuguese history in Goa, the more I realize how they were hanging 
by a thread.

I hope you succeed in convincing the Hindutva and other extremists groups and 
individuals not to exploit religion and the Goa Inquisition to stir up 
religious hatred and disunite Indians. I hope you also succeed to convince them 
to end distorting the writings of Dr. Teo De Souza or Goa's history for their 
own ends. Leaders be they of the 16th or 21st century are not interested in 
religion, but in Raw Politics, Economics and Power.

There is one lesson to learn from the Portuguese in Goa. They arrived there 
because the natives - Hindus and Muslims - did not get along.  And the likely 
reason they did not get along was because the domination ethnic group very 
likely exploited the group that was not in power.  Are we seeing the same 
happen today with the outsiders coming in once again, to fill the gap and 
exploit the local unrest?  The Goans as 'a people' have had an enduring trait. 
Unfortunately today, we are loosing the values and the cultural practices that 
bound us together as 'a people'; with separation between the major groups and 
even within the various subsets.

Palkar's 'Maye Mate' selected for poets'symposium 2008

Panaji, Jan 15 : Konkani poet Sunil Palkar has been selected for this year's 
All India Akashwani Multi-lingual Poets' meet by Akashwani, Panaji.

His poetry 'Maye mate' has been selected for the National Poets' Symposium 
2008. A publicity-shy Mr Palkar has been writing Konkani poetry for over a 
quarter century, the pressnote here says and adds that he has also handled 
other literary works such as children's literature and one-act plays.

His 'Nagin' (collection of poems) and 'Rangmanch' (one-act plays) have been 
published. He has compiled songs of national spirit of various Konkani poets 
all over India, and this collection is in the process of being published. 
His collection of songs on nationalism of only Goan poets called 
'Rashtrajyot' has been published. Most of his poems usually take the form of 
songs, the press release says. He has to his credit a collection of more 
than 200 abhang (hymns). His songs and abhangs are regularly broadcast over 
Akashwani.

Palkar has acted in the Konkani film 'Akant' as well as in tiatrs. The 
national symposium of poetry will take place at Akashwani, Nagpur on January 
17 and the same will be broadcast on January 25 on the eve of the Republic 
Day.

The answer: an emphatic Yes.

Why?
Answer: To save Goa.  Goa has no protections right now
and the excuse Goa is part of India is used by all to
come in and park themselves here at will.

What do you mean by autonomy?
Answer: Goa will be part of India but as an autonomous
region with complete control over its internal policies 
including immigration.  Our external policy and security 
will be handled by India.

No.  Many heads and hands need to get together and

Communidades, Panchayats or  SEZ Republics?
The land and money in SEZ are mined blowing

How many times must the people in Goa come on to the streets before they are 
for ever free? How many times will our social workers aka polluticians 
sell us down the river before they let us be? The answer, my friend, is 
blowing in the wind; literally blowing in the wind .as dust from the 
excavators, rippers, dozers, cement mixers and other quarrying, mining or 
construction equipment. It is a more constant reminder than Ash Wednesday of 
the eternal truth: Dust thou art and unto dust thou shall return. There is a 
rider to it: the return to dust is assured if the crematorium or graveyard 
is not acquired in public interest for some SEZ or Food/IT Park before you 
die!

Ever since mankind gave up nomadic life and settled down on the banks of 
rivers like the Nile, Euphrates, Amazon or Indus, land has been an issue. 
From territorial rights, as exercised by bovines, canines and felines for 
the purpose of food and mating, man adopted land ownership rights. It was 
still the group ownership. The oldest surviving form of this is the tribal 
clan of North-East India or North-West Pakistan.

A more civilized form of Common Property Rights [CPR] is the Gaokari or 
Communidade system. The cats and dogs have their own system of marking the 
boundaries of their territory. What the communidades did can be seen at the 
Shimga [Shim, Xim = boundary] or Shigmo and at the Bonderam [Bon'der = 
flag] in Divar. This CPR system and share-cropping was, in fact, codified by 
the Portuguese in the official document called Codigo de Communidades. 
Communidades survived 451 years of much derided oppressive, foreign colonial 
rule but collapsed within 45 years of Liberation. I cannot think of a 
greater irony. Just look at what we have done to ourselves!

The village Panchayats came into being in liberated Goa that was trying to 
come to terms with the end of the weak dictatorship and the beginning of an 
equally weak democracy. The non-elected Block Development Officer [BDO] or 
Mamlatdar, who were often Deputationists borrowed from Maharashtra, could 
turn any Panchayat decision on it s head. They often did just that. At the 
top end, the Leiutenant Governor could throw a decision of the elected 
Government in the dustbin and still smile. The declaration of Statehood in 
May 1987 changed the way things could be done by the legislators and 
Government of Goa. Alas, these legislators are most unwilling to transfer 
the powers downwards to the Zilla Panchayats and Village Panchayats as 
envisioned in the 73rd and 74th Amendments to the Constitution of India. 
Four powers are partly devolved to the village panchayats and twenty-five 
powers are fully held back!

The reason for holding back from the village panchayats the powers mandated 
by the Constitution of India [to which the MLAs swear allegiance on the very 
first day of each term] becomes clear when one analyses the Industrial 
Estates and the Special Economic Zones. First, the Goa State Government used 
its new found powers to remove the IDC Industrial Estates from the purview 
of the Panchayats and Municipalities within which these estates are located. 
Since everyone understands money, the tax was shared with the LSGI [Local 
Self Government Institutions]. That there was a difference, in how they 
received the money, was lost to the LSGIs. Money is money. The money flow 
was assured for five years that would be co-terminus with the elected body. 
When the next set complained the notified scheme was extended for another 
five years. What was a right of the LSGIs had already become a favour to 
them. That was for practice. Then came the SEZ.

It is not necessary to write about SEZ. Just pick up a printed paper these 
days and you will know. If it does not have anything on SEZ, it is not a 
newspaper. On December 21, 2007, United Goans Democratic Party Secretary 
General warned, Any attempt to victimize the people, for putting up a 
resistance against illegal sale of land, shall be opposed by the people with 
their entire might. The UGDP congratulated the people of Taleigao led by 
their MLA. The people of Goa will resist the attempts of politicians to 
sell Goa to real estate developers, which will ultimately destroy Goa's 
identity, ecology and serenity, Mr Viegas said. He further said that UGDP 
had differences earlier with the Taleigao MLA, who had

who has over the years actively encouraged ghatis to encroach and 
thus increase his vote bank?  What the hell is Bhembre talking about 
here?  He should start first with his own bum pal Digu.

Fogeys like Bhembre who have been in public life in Goa  the past 
2 decades or more are have been party to this mess in the first place.  
Now suddenly they have an epiphany that the monster they created 
will soon come back to lop off their own heads.

But this is not the time for recriminations.  I say to Bhembre, welcome 
aboard.  Let us join hands and beat back this menace.  Goa is at its 
last gasp, very close to the knee point of the precipice.  If we don't 
pull back now, we'll be in free fall soon.

Forest, local squad to curb leopard menace in Goa 
15 Jan 2008, 1533 hrs IST,PTI

PANAJI: Goa will form a joint squad of locals and forest department
officials to curb leopard menace that has been haunting the rural taluka
of Bicholim for almost two months. 

Forest minister Filipe Neri Rodrigues assured the state legislative
assembly on Monday that the squad would also include non government
organisation and experts in handling this problem. 

People in Bicholim taluka, Goa's one of the remote area, are living with
fear of leopard attack since last two month. 

A leopard, who had ventured from surrounding Goa-Maharashtra border, and
fell into a well was rescued by forest department and sent to Bondla zoo
while another leopard who was trapped managed his escape by breaking the
trap.

A friend in Mozambique wanted her book in Portuguese to come out with
a possible English-language translation in Goa. Even while I was
thinking of possibilities, last afternoon I ran into my 1983 colleague
Alvaro Leao Fernandes (who lives in a pretty home, alongside the Old
GMC). We worked together in the Herald in 1983. I was not even out of
college, and Alvaro, one of those caught in the 'Liberation'-time
confusion of 1961, was negotiating the tough transition from working
in Portuguese to trying to make it in English.

These times meant different things to different people. Opportunity
was opening up for us. The last Portuguese-language daily newspaper in
Asia (O Heraldo) was shifting over to being an English-language daily.
For another generation, the skies were literally falling down on their
heads. Portuguese was a shrinking language in Goa. It's even more so
now. They were negotiating the choppy waters of shifting from one
European language (though they had grown up with it, almost as if it
was their own) to another!

Alvaro was a reflection of that generation. We often run into each
other in Panjim. He on his cycle, me preferring to walk occasionally
-- that's more personal than my made-by-Bajaj Platina 100 cc
two-wheeler, and one gets a chance to meet many more persons anyway.
Alvaro did some work awhile with my brother's firm

into English. We often discuss the news, the world of newspapers, what
we enjoyed reading ... and sometimes about my old journalist colleague
and friend Eduardo (Eddie) Rodrigues.

The purpose of this note is to share with you that Alvaro does
Portuguese-to-English translations (and I guess the other way around
too, but I didn't ask). He's not so much on email, but his mobile is

both sides of those looking (and offering). Hope something comes out
