[Goanet] Deciding on airport(s') viability
Airport zone Facilities: Big opportunity for developers http://www.thehindubusinessline.com/2008/09/08/stories/2008090850760600.htm Comments: This otherwise sensible take has to be revamped for purposes of a project like Mopa. The vision of "airport zones" has to be held back for the long term (10-20 years down the line) instead of from Day One as far as Mopa is concerned. Similarly any idea of Mopa as an "international airport". To begin with the focus has to be on aeronautic activity even while "provision" is made for long term growth and expansion. The traffic projections may have to be down graded from the recent explosive levels to traditional ones. This becomes accentuated by the need to keep Dabolim open on a sustained basis. Higher growth can be achieved by enabling low cost carriers to operate on new short haul routes. This requires keeping airport costs and charges low. The successful privatisations so far may be Delhi and Mumbai which have seen an explosion in traffic sustained somewhat by a regression to hub-to-hub traffic in the recent slump. The newer projects like Hyderabad and Bangalore may be struggling due to the collapse in short haul traffic in 2008. These are the kinds of things Goa government must get up to speed on before declaring open season for airport developers. That said, it makes no sense for Goans to have a government that (1) collects taxes but doesnt deliver on basic services (robbery?) and simultaneously (2) intends to give airport developers the licence to rip off passengers and residents in their desparate bid to keep their project viable. Meantime Dabolim civil enclave is left completely in the lurch. This is no way to run a promising state like Goa. What is infinitely worse is that people who should know better are subscribing to this totally retrograde view! What balderdash.

Florian-bab, First step towards making Goa a 'first-world' state is to curb the corruption - and from my point of view, it starts with the people. Educate them enough to create a stink should they be requested for a bribe, or, should the work which is expected to be completed in a reasonable space of time, is not completed. Only once the place is "cleaned up" of corruption can one contemplate on 'first-worldness'. Just my thoughts. And as a few netters have stated before, probably a useless piece of advice from afar. Anyhow, I have stated the obvious. A couple of days back, I found myself in a serious predicament over a simple problem. My shoe soles had given way and I wanted to ask my maid to get them stitched by a cobbler who lives next door to her house. My maid does not understand Hindi or English and I converse with her strictly in Konkani. I found myself at a loss of words, particularly in the light of the feathers that had been ruffled in the Assembly over Parrikar's statement and the sentiments being hurt thereof. I always thought that "chamar" meant cobbler in Konkani but with the ruckus and din of the last several days, I did not want to land myself in a soup over this. Was "chamar" an offensive word, did it signify a lowly caste or did it signify one's profession? I was seriously very confused. Would I offend my maid if I were to use the word "chamar" in my diction? Would her sentiments be hurt and would she walk out from the "kitchen of my house" in protest? Would Dadu Mandrekar then lead a procession to my house or worse - - would he file a suit against me in the Court of law on the grounds that I had insulted the sentiments of the backward community? Is the profession of a cobbler a restricted profession, for the Hindu backward castes only? Can others not venture into this trade? If the forward castes or Christians, or Muslims or Buddhists venture into this field, do they stand to be automatically converted to a different caste or a different religion? Does a Muslim cobbler continue to be a chamar or should we call him a "mulla"? Would a Christian cobbler be a forward or a backward, or is Christianity a casteless society? If a person from the backward caste becomes a doctor, would Parrikar have still called him a chamar or would he have called him a "dotor"? To maintain the honor and dignity of all professions, should we call all cobblers "dotors"? Will Christopher Fonseca go on a hunger strike on their behalf? Will Hema Sardessai join him? I was always aware that Religion was a delicate subject but what I was not aware of was that "words" can be such a delicate issue too, with people feeling insulted and sentiments being hurt - - sometimes strangely, at times whimsically. No wonder the Judge in the M.F. Hussein Judgment observed that "Nowadays it has become a habit to be offended by anything and everything under the sun". Cheers Sandeep

It gives the Executive committee great pleasure and satisfaction to see Goans and Manglorians from all over Germany to come in support of Konkani and Goa . Our next function ( Christmas party) will be held on 29 of November, Kind regards Vito Oliveira NATTOK’ mesmerizes Frankfurt == John D’Silva and his troupe, after making a premiere in London, landed in Frankfurt to put up his show in his brand new drama ‚ NATTOK’. The hall was packed to capacity with people coming from far away places and John did not disappoint anybody. With a very entertaining, enthralling, emotional and lively story, backed-up by some very meaningful and melodious songs, the drama got going. But the highlight was the comedy. With John and Michael blossoming into a right comedy-duo, it was laughter-galore. If you believe in the saying ‘laughter is the best medicine’ then NATTOK is where its all about. One could actually see tears in the eyes from the audience because of the comedy. Everybody had words of praises for the actors and were rather disappointed that it had to come to an end. Never the less they left very satisfied. All this was due to the hard work of the president of the Goan Association Germany, The GAG who went to a lot of hardships to make this a reality. Mr. Francis D’silva from KDA-London played an important role in this too. He was very well backed by Jerome Simoes and the rest of the committee. A big thanks to Chico Fernandes (Merces) , Matano Gracias ( Mandur), PeterFernandes (Ambora) Agapito Cruz(Merces) and Mariano Pereira (Majorda)for all their support in cash and kind. John D’Silva commended the organizers and presented a small gift to them. So too the organizing committee, handed to every artist a gift and a certificate of appreciation. The President of GAG Vito Oliveira proposed the vote of thanks. The giant Ganesh idol, a first for St Estevam, is made completely of eco-friendly products from the coconut palm -- revered in Goa as the 'kalpavriksha' or tree of plenty -- and depicts Ganapati inside a coconut set upon a copper 'kalash' fringed with mango leaves, a traditional motif. It has been designed and executed by a group of local artists led by Tukaram Chodankar. In a letter to Mr. Morad Ahmad, Chief Town Planner, Town & Country Planning Department Govt. of Goa GOACAN has requested that the last date for filing objections and suggestions be extended by another further 30 days ending 12th October 2008. Copies of the letter have been sent to Mr. Digambar V. Kamat Chief Minister, Govt. of Goa, Mr. Daulat Hawaldar Director, Directorate of Municipal Administration, Menino D'Souza Director, Directorate of Panchayats, Chairperson, Zilla Panchayat North & South Goa, Secretary, Town and Country Planning, for their information and action. It may be noted that the Draft regulations of the Goa (Regulation of Land Development and Building Construction) Act 2008 were issued as a notification No. 21/1/TCP/08/PT.File/3015 dated 8th August 2008 and published in the official gazette, Govt. of Goa, Series 1 No. 20 dated 14th August 2008 The draft regulations are pre-published as required under section 5 of the said Act for information of the persons likely to be affected and the draft regulations are taken into consideration by the Govt. of Goa after the expiry of a period of 30 days from the date of publication of the notification in the official gazette. Dear friends, In his article which appeared on GT of 03/09 at pg. 5, Tomazinho Cardoso accuses his adversaries of "levelling unfounded allegations against the protagonists of Konkani in Roman script." But all he has done is giving false dates of events *_with which he was personally associated_* besides covering his own failings. He states that the Dalgado Konknni Akademi (DKA) was established in 1989. And this is not a typographical error, because the phrase "just after two years and not 20 years" that follows proves that the year has been correctly printed. The fact is that it was established in 1988, the seeds having been sown by Fr. Pratap Naik at a meeting he called on 14th March, 1987 i.e. within a month of the OLA being assented by the Governor! Following that meeting, Fr. Naik contacted Fr. Freddy Da Costa and Tomazinho Cardozo and impressed upon them the need of starting the DKA. When the DKA was finally established on 28th August, 1988 at Loyola High School, Margao an ad hoc Committee was formed with Fr. Freddy as President and Tomazinho as Secretary. The next Committee was elected on 2nd July, 1989 with Fr. Antimo Gomes as President and Tomazinho again as Secretary. After that, the DKA became defunct only to be revived on 12th May, 2004. Now, could Tomazinho please explain this hibernation when it had such an important task in hand? What activities did it undertake between 1989 and 2004? At no stage during 1987-89, when it was active, did any DKA member ever declare that their intention was to introduce Roman script into the OLA. In fact, the declared intention was to prepare Catholic Goans for a smooth change-over to Devanagari. To that end, the Akademi appointed a Committee to prepare Orthographic Rules for Writing Konkani in Roman script under the chairmanship of Fr. Matthew Almeida s.j. These Rules were published by DKA in 1988 i. e. well before the date given by Tomazinho for the establishment of DKA! Tomazinho poses a question: How many Roman script writers have been given an opportunity to head the GKA? Now, who makes these appointments? The protagonists of Devanagari script? Or the Government? And Tomazinho himself has been a member of the ruling dispensation. Since the term of the President of GKA is 3 years and that of the Legislative Assembly is five, at least one appointment, if not two, must have been made during Tomazinho's tenure as an important functionary of the ruling Legislature party. What efforts did he make in that regard then? Tomazinho bemoans the fact that no books in Roman script Konkani have been published by GKA. This is not entirely true. *_No such books were submitted to it for publication. _* Let him produce the list of manuscripts which were rejected by GKA. In fact, Tomazinho himself had undertaken to compile an anthology of "101 Tiatr Songs." But has not submitted the manuscript thereof till date, even after 15 years! And he does not say that he cannot do it either; there are persons who would be willing to do that job in six months! What will such overly busy persons do as Head of GKA? In contrast, the late Felicio Cardoso completed two anthologies of Tiatr plays, within two years; and these have been published by GKA in Roman script. One can only conclude that the present movement was started by Tomazinho to hide his own sins of omission. And he has certainly profited from it. The above appeared as a Letter to the Editor in GT dated 05/09, but in a rather truncated form. A calumnist, who writes exclusively for English readership, thought that I got the above dates right because I write in GULAB magazine whose founder editor, the late Fr. Freddy J. Da Costa was the President of the ad hoc Executive Committee of GKA. Isn't this preposterous? How can one get correct dates today from a person who expired four years ago? In fact, I got my correct dates from the very reverend whose sidekick the calumnist is. But then, can one expect mercenary writers to check their facts before they shoot them off? I practise the precepts of not only Monsignor Dalgado but also those of Dr. Pratap Naik who wrote as follows in two of his RESEARCH PAPERS (not popular articles, mind you): "(1) This is not the time for standardization. Konkani people are dispersed in several locations, scripts and religions. This is the time to use a single script, to understand each other, to dialogue, to learn from each other. (2) It takes time for a standard dialect to evolve. It is a process. Until that happens, let us write and read in Devanagari. When the time comes, when the day arrives, a standard dialect will automatically present itself. (3) We need a standard dialect for teaching in schools and colleges, for official correspondence, for using a formal language in public gatherings, etc. The only question that remains is, which dialect is to considered standard.

Pratap Naik, though sketchy, is fairly truthful. Surprisingly, in spite of the title, some facts about Konkani in Devanagari script as well as performing arts are also thrown in. Yet some points need clarification. What is meant by "between 1556 to 1561 "Doutrina Christam", ….. was printed"? Was the book so voluminous that it took five years to print? Or, more likely, was it printed several times, in hundreds of copies? How is it that not a single printed copy survives worldwide? Perhaps it was never printed at that time. There is also no mention of any Konkani book having been printed up to 1922 when Thomas Stephens' "Doutrina Christam" appeared. More surprising is the fact that Fr. Naik has omitted mention of the Konkani books "of the missionaries for the missionaries" that were printed during 38 years (1622 – 1660). Was this done in order to hide the fact that not a single Konkani book in Roman script was printed between 1660 and 1890 any where in the world? And also that no Konkani book was printed in Goa even between 1890 and 1928? Doesn't this fact nail his oft-repeated lie that Roman script has a continuous tradition of 450 / 500 years in Konkani? I hereby challenge Fr. Pratap Naik to prove me wrong on this count; and this is not the first time I am throwing this challenge. Fr. Naik also exploded his own pet myth: that Devanagari script is of the Hindus whilst Roman script is of the Roman Catholics. He now proves what I have been consistently stressing; that when it comes to using Devanagari for writing / teaching Konkani, it is Catholic Goans who have led the way and the Hindus, including Saraswats, followed much later. To the evidence adduced by Fr. Naik, one could add the following: in 1926, Francisco Pedro Borges wrote a Konkani (Devanagari) religious book of 198 pages entitled "Kristanv Bhavartheacho dispott'tto sangati;" this was printed in Khanapur. At the threshold of the twentieth century, a matriculate (equivalent to XI passed) Shenoy Goembab, in his twenties/thirties, published some Konkani translations in Roman script. And this is held against him. Some ignoramuses also think that this is a revelation, little realizing that the info is found in my translation of Shenoy Goembab's biography. But at the threshold of the twenty-first century (in 2003), a Ph.D. in linguistics in his forties/fifties, Dr. Pratap Naik s.j. wrote in his research papers, "(1) This is not the time for standardization. Konkani people are dispersed in several locations, scripts and religions. This is the time to use a single script, to understand each other, to dialogue, to learn from each other. (2) It takes time for a standard dialect to evolve. It is a process. Until that happens, let us write and read in Devanagari. When the time comes, when the day arrives, a standard dialect will automatically present itself. (3) We need a standard dialect for teaching in schools and colleges, for official correspondence, for using a formal language in public gatherings, etc. The only question that remains is, which dialect is to considered standard. (4) We do not yet have a standard Konkani. Therefore, instead of imposing the dialect of a particular community, religion or caste on others, we must use only Devanagari script for writing our own dialect. In this manner, we shall be able to learn each others' words, grammatical forms etc. Thus, within a few years, a standard Konkani will develop in Devanagari script." So can we fault the Shenoy for arriving at the same conclusion which the Father discovered nearly 100 years later? Mando arrived in 1830's. But what connection does this have with Roman script? Even as late as the 1940's, there were illiterate 'mestres' who directed Carnaval and Easter folk-plays ('zomnivele khell'). The dialogues, songs etc. were entirely in the brain of the mestre; not a single written symbol! Why could not the mandos have been composed in like manner? Or does Fr Naik have any manuscript of a mando as proof of its having been written in Roman script? I would be very happy to receive clarifications on the above points. Sotachench Zoit Zatolem. Romualdo's analysis of the reality and management needs. If Bhausaheb Dayanand Balkrishna Bandodkar had the pragmatism to form the Goa Education Society and start the first College in liberated Goa, while universalizing primary education through hundreds of Govt. Primary Schools reaching out in a decade where the Escola Primaria network had not even dreamt of reaching in another century, there is no reason why Babush Babush Atanasio Monserrate cannot do likewise. I fully concur with Floriano Lobo's assumption below. For the record, Francisco "Mickky" Pacheco had the "Krishi Bhavan" built in two years flat [even if he had to be the Agriculture Minister in two differently 'labelled' Governments in those two years 2004 and 2005] ... a feat that Francisco Sardinha did not manage in 14 years as the same Minister, two foundation stones not withstanding. Monday, September 08, 2008 SC refuses to prosecute M F Husain "There are many such pictures, paintings and sculptures and some of them are in temples also," a Bench headed by Chief Justice K G Balakrishnan said, dismissing a petition New Delhi: Noted painter M F Husain today got a major relief from the Supreme Court which refused to initiate criminal proceedings against him for allegedly hurting public sentiments through some of his paintings that were dubbed obscene. "There are many such pictures, paintings and sculptures and some of them are in temples also," a Bench headed by Chief Justice K G Balakrishnan said, dismissing one such petition. The Bench, also comprising Justices P Sathasivam and J M Panchal, was not impressed with the argument that Hussain was taking advantage of his age and reputation to get away after painting obscene pictures. One such creation of the painter, titled Bharat Mata, was brought before the apex court for scrutiny. Maharashtra-based Dwaipayan Venkateshacharya Varkhedkar had challenged a Delhi High Court verdict quashing the criminal proceedings initiated against the eminent painter in Maharashtra, Madhya Pradesh and Gujarat. Husain's paintings, allegedly depicting Bharat Mata and Hindu Gods and Goddesses in an obscene manner, had created a furore resulting in him receiving threats from right-wing groups like the VHP and the Bajrang Dal. As a result, the painter is living in a self-imposed exile in Dubai. The proceedings against the painter were initiated on the basis of complaints filed in Panderpur (Maharastra), Rajkot and Indore alleging that his paintings were obscene and hurt public sentiments. The criminal complaints filed in various places were shifted to the Patiala House district courts in the Capital after the artist had approached the apex court. If our thoughts were to be realized the dead would return home. —Konkani proverb Thoughts have their own trajectories, slopes and energies. Through our ideas we are propelled, compelled or impelled towards, or away from, various phenomenological encounters. Edges may be seen in cornices, crevices, orifices and precipices. They in turn evoke emotions and feelings fuelled or muffled by societal norms and indulgences. Making a mark is a sign of affirmation and could as well be one of distancing and negation. Those among us who are attracted to the world of marks, erasures, scratches, crosshatching, impasto, and rubbings, are allowing the body to reflect, rebel, revolt, repulse, rejuvenate, remap time; in doing so, have found one way to engage with reality. Since early childhood, I was drawn to colour, detail in objects and faces, and things that projected unique lines. Lines convey movement which in turn express what even the senses cannot take in. Besides such pulls, trains (and in extension the variegated vocabulary of the railway) played a role in my visual imagination during my early years and youth. These included other elements; sounds emitted and aspects that rendered themselves visually: steam, smoke, the sound of wagons being shunted, and tracks being changed—my father was an engine driver. My mother was blessed with many talents, and undertook tailoring projects like frocks, school uniforms, as well as the rare wedding gown. She stitched all our shirts and styled them well. We did encounter our slices of life—the company of neighbours and working class kindred spirits courtesy of living among Bombay Port Trust rank and file. They saw us as quaintly exotic; the women wearing dresses and my father in his suit and a cigar during festive occasions. All these engagements paved the way I see line and form. The line as a journey into time and space has kept pointing towards, as well as projecting onto, space—ideas through conjunctions as visual grammar. It was the late George V. Coelho of Bethesda, Maryland who pointed this connection and suggested the phrase, The Hem and the Rail which was the title of my talk at the Goan Convention in Lisbon in 2007—The Hem and the Rail: We do not Come by our Thoughts; They Come to Us. As a child I could tell if darts on dresses were not symmetrical by a process of mental superimposition. Such observations, my mother reminded me, were not becoming of a boy. Perhaps it was an early attempt at viewing fullness—a childhood thesis in fecundity! Everything around was subject for rumination—Why were things the way they were? Could they have been any way else? These beginnings led me to see myself as a labourer—an artistic labourer whose concern with artistic metaphors spans religion, sexuality and consciousness. The shaping of shapes and a concern towards meaning is within my being—an artistic existence rooted in artistic labour as a path to an independent expression. Our yearly trips to Batim, Goa lifted our spirits in a way that is appreciably true for those touched by Goa. The render and his journey up the coconut tree was a metaphor akin to Jacob's ladder. To me Goan culture has always been about restraint and on the other hand a spirit of allegria and inclusiveness. I saw this through my father's existence as a parent and a worker—who could relate to all manners of individuals. His journey was about seeking understanding of the direct encounters when faces greet each other. My parents, Maria Otilia Lucinda Jovita Figueiredo and Antonio Bernardo Benedicto Pinto, strove to give me and my bothers (I have no sisters) direction and a lot of paints. I needed two to three boxes a year, while my classmates did well with one box for two years. I later tried to contribute to the family income by making Christmas decorations. The Emergency in 1981 created a window for excesses which directly affected my father. He repeatedly failed his eye tests, which were certainly rigged; demoted, he never recovered from this injustice. As an artist of Indian descent, born of Goan parentage, my focus has been to incorporate the essence of various cultures to create complex wholes as a means to understanding. I seek out multiple ways of understanding phenomena that traverse across and within my senses. Recent works focus on drawing, and continue to be reflections on ideas situated at the intersection of religion, sexuality, and social consciousness. Drawing, to me, is one of the most organic of processes. I am comfortable in the non-figurative as well as the figurative, but prefer the former to express emotive ideas. My expression is of thoughts and objects—the spaces they inhabit. Who assigns the sacred? What objectifies the profane or mundane? How do I vie

-- Samir Umarye BICHOLIM SEPT 8: If nuclear families have had a separate existence from their clan, Ganesh Chaturthi is an occasion for them to return to their roots for a few days. The age old tradition of celebrating five days ganesh festival by Prabhugaonkar family from Gaonkarwada Pilgao has become an unique example as every year about 325 family members come together to celebrate the festival. On this day all the members of the family come together from several parts of the state and enjoy the festival. "It is the time for all the members to come together, share their feelings and enjoy the festival in real sense" Jaidev Prabhugaonkar a senior family member told Herald adding "the tradition is going on since many years and this is the third generation which is now celebrating the festival with same vigor." During the five days the family members come together and all the food is prepared in the house by the women. "About 60 to 70 women are involved in the daily chores right from the morning tea to the dinner." Jaidev explained "The expense is bared by every member and we have maintained a special fund for the same; every year we contribute to it and now it has gone upto eight lakh." The five days are filled with lot of enjoyment where the women involve in singing, dancing and other rituals. A unique programme of the festival is the fugdi by men which is done during the second day. "Fugdi which is the traditional Goan dance is mostly performed by women, but as per our tradition men perform this dance in our house during chaturthi" Jaidev said. In the hoses there is also a small temple of goddess Rampurush. "The second day is also important as on this day 'awsar' (man is possessed by goddess) comes on one of the family member and the goddess bless the entire family." Jaidev claims. The festival also involves several competitive and musical programmes. The Prabhugaonkars are celebrating the festival since several years and now as some of them are well settled they have also made golden ornaments for theidol. "Whatever we are today is because of the blessings of Ganpati and we hope that our children would keep up this tradion even in our absence" Vinayak Prabhugaokar asserts.

Below is a synopsis of the Goa Sudharop sponsored workshop "Reading With Kids" conducted for approximately 40 parents at the Hospicio Hospital, Child Development Clinic of the Pediatric Dept, Goa, on 29th August, 2008 from 3-6pm. This workshop was conducted consistent with Goa Sudharop's 2008 theme "YEAR OF EDUCATION". The workshop was conducted by Ms. Sujata Noronha. Thanks to the donors, supporters and well-wishers of Goa Sudharop. Goa Sudharop www.goasudharop.org ---Topic: Workshop topic: How to encourage children to love to read During the workshop, parents were encouraged to think about reasons they believed children do not enjoy reading and reasons why parents would like to encourage children to read. The difference between reading as a skill and reading for pleasure was strongly reinforced to enable parents to understand the emotional link between reading to children, being read to and consequently growing up to enjoy reading. Parents were handed out a checklist to gauge the print rich environment in their homes to establish the theory that children who are raised in a print rich environment, where reading is fundamentally an enjoyable and valuable activity grow into adults who value reading. Through a Power Point presentation parents were introduced to the 3 stages in reading - 3-5 years, 6-9 years and 10+ readers. What interests and reading styles developmentally captivate these age groups and parents were shown examples of books that could be introduced to children during these ages. The third section of the workshop involved understanding the main building blocks to reading. Phonological awareness, Phonics, Vocabulary development, Reading Comprehension and Reading Fluency. These areas were explained using activities, reading sessions, games and exercises with parents. Sujata Noronha (email: [EMAIL PROTECTED]) has a Masters in Management and presently pursuing a Masters in Education from the Tata Institute of Social Sciences, Mumbai. She has 7 years of work experience in an NGO in the area of Child Development and Family Guidance, where she co authored a book for teachers in behaviour management in the classroom. She has closely worked on projects which concerned setting up resource rooms for children with learning disabilities and autism. Sujata has developed a preschool curriculum for the Nirmala Kindergarten at the Nirmala Institute of Education, Altinho Panaji and piloted the new curriculum for a 3 year tenure. Presently, Sujata and Elaine Mendonsa run their own Not for Profit Company called Bookworm The main focus being to teach children to read and love reading. Through this company, they run the only children's library in the State of Goa and lend books to schools (14) who do not have library facilities. They conduct teacher training workshops to help teachers see the link between reading and learning and link children's literature to curriculum in the classroom. Bookworm publishes its own Magazine called The Bookworm Magazine - to provide children with a graded reading resource that introduces them to children's literature at good quality and an affordable price. The Magazine is published 5 times /academic year and an annual subscription is Rs. 75/-.

Goa is already home to several institutions of national importance. I am aware of Goa's desire for an equitable share of facilities for higher education. The central government will bear this in mind while allocating new institutions for higher learning as envisaged in the 11th Plan. The government of Goa should immediately demand that one of these be located in Goa, and make available the required land for the purpose. As the most developed state in India, Goa is the most suitable location for a world-class university. 'Goa's corruption level alarming' 8 Sep 2008, 0512 hrs IST,TNN PANAJI: Goa has an 'alarming' level of corruption, finds a study involving below poverty level families vis-à-vis their access to public services. The state rubs shoulders with Nagaland among smaller states and Union territories, and five other bigger states, including Bihar. The joint study by Delhi-based Centre for Media Studies (CMS) and Transparency International India (TII) and released recently covered all 31 states and union territories and interviewed the poor in urban slums and rural areas. The states were ranked into four levels - alarming, very high, high and moderate. Among the bigger states who share the 'honours' with Goa for the alarming level of corruption are Assam, Jammu and Kashmir and Madhya Pradesh. Chief Secretary J P Singh declined to comment, saying, "I will have to see the report." However, Ganesh Chodankar, general secretary, Goa Government Employees Association said the findings are accurate. "For any appointment in government service, one has to pay huge sums underhand," he said. "It is the political class which is responsible for the malaise," he said. In Goa, households of poor families in Panaji, Margao, Ponda and Sanguem were contacted for the survey on corruption in eleven public services, including power, water supply, as also need-based services like land records/registration, housing, and police. As far as awareness about Right to Information Act and its use by BPL households is concerned, Goa figured at the bottom with only 1.2% of BPL families in the state aware about the potential of RTI as a tool to curb corruption. They are also trying to pressurise Political Parties into clearly spelling out what kind of Economic Activity they want in Goa or, whether they want Mobs to take the Law into their own hands, in the name of Democracy. What a pretence of those very plunderers who have manipulated all he laws in the State even to the extent of disrespect for human rights? They have opined that if no immediate corrective action is taken by the Government the situation will lead to total anarchy and chaos and the whole economic activity in Goa will be severely affected. Is this true? These type of opinions do not surprise anyone in Goa as time and again politicians, industrialists, builders, contractors and the rest from these overindulgent tribe of looters, whose illegal and exploitative bluffs when exposed by the public, have resorted to slanderous propaganda of dubbing NGOs and people's struggles as anti-development, anti-national or rival sponsored. Such tongue tickling propaganda about corruption and manipulation by NGOs is already in circulation by hired PROs. The failure of these environmental butchers to further their personal economic interests gets projected as a set-back to the national / State economy and progress. But are these so called government or private development projects enhancing the quality of the environment and life of society as a whole, or are they designing the deterioration in Goa's societal peace and fragile environment? The people of Goa had never opposed building projects which had been constructed over the last few years. So why is it that these projects have suddenly come under fire? Taking the case of Benaulim itself, the unscrupulous builder who goes around as a philantropist has land locked 4 to 5 families with his construction project. It does not end here. The builder has been pressurising these families to part with their houses and land in exchange for a flat. Can a construction activity that blocks a persons sunlight, ventilation and access to his own house be considered as democratic? Coming to the claims of builders that approved projects are being stalled, it only takes a visit to the site to notice the blatant violations in set-backs, road access, FAR and so on. Getting hold of an approved building plan from the Village Panchayat is a hell of a task but what is more horrifying is that even after a complaint is filed before the competent authorities, no action whatsoever is taken. Even before the authorities make their arrival on the scene the builders goons and agents will visit the house of the complainant to threaten and negotiate a settlement. The local sarpanch may dig the files for some irregularity of the complainant and issue a notice to distract him/her. Is this not anarchy? A noted construction company which carries out its rape in the name of God has even gone to the extent of offering to sponsor the marriage ceremony of local representatives in Socorro village. If all is clean with the builders, then for what is the offer of 2 lakhs to 5 lakhs to silence the authorities? This shameless tribe of anti-goans are definitely more of a curse to Goa then a blessing. The Benaulim villagers have challenged them to conduct a joint site inspection of all the project sites along with the public and prove their claims that they are unjustly being harassed. Hi Mr Fernandes I came across your email address when I googled Alfred D'Cruz. Do you know anything of Alfred D'Cruz? The reason I am asking is that I have recently started researching my Portuguese and Indian ancestors and I am not making much progress. My GG Grandmothers name was Kathleen Louisa Marks (although I believe the original surname was Marcos). Attached is a copy of her marriage details and as you can see an Alfred D'Cruze was a witness in 1894 in a place called Sirsa. Would the Alfred D'Cruz you mention be too young to be the Alfred D'Cruz of 1894. I would appreciate any help you may be able to give me. Regards Ken Brown

How far will a person go, to realize his "selfish-ambitions"? We have seen people in the past, stooping very "low", for such reasons. But, Pundalik Naik "takes the cake", for stooping to the lowest level. He is a person, who would rather break the unity of Goans , then suffer a set-back in fulfilling his "personal-ambitions". A local Konkani Daily, in its issue of 27th August 2008, has published, on its front page, the hostile reaction, of Mr. Pundalik Naik, to the sincere intention of the Chief Minister of Goa, to undo the "injustice" caused to the users of Roman Script, by the present "Official Language Act of Goa.". It is very clear, from his hostile response, that Mr Pundalik Naik, is doing his utmost best, to prevent Goans from ever "uniting". Mr. Pundalik Naik has been manipulating anything and everything, that's going on, only to hide his real intentions. In sheer desperation, Mr Pundalik Naik calls, even the common anxiety of all Legislators, cutting across Party-Lines, to settle the long pending, "Roman Script issue", as a ploy of the Congress-led co-alition Government, of Mr Digamber Kamat and the Opposition Party. Further, Mr Pundalik Naik, in his effort to fool the Goans, says that in 1987, just as the Christians of Goa , agreed to give up the "Roman Script', the Hindus of Goa, agreed to give up 'Marathi". Would anyone believe this ? Whom is Mr Pundalik Naik fooling ? First of all, no Christian ever agreed to sacrifice the Roman Script. How could any one agree, to reject the Script which brought respectability to Konkani Language? Such a thing could possibly exist, only in the "hidden agenda " of Mr Pundalik Naik and a few of his manipulators. Secondly, did Mr. Pundalik Naik really sacrifice "Marathi" ? If so, why is Marathi, safely included inside the "Official Language Act"? Mr Pundalik Naik "had the cake and ate it too", by putting, both "Devnagari Konkani" and "Marathi" inside the "Official Language Act". He is a partner in crime, to keep "Konkani in Roman Script", out of the 'Official Language Act". Can he deny that ? Was this not done by you Mr Pundalik Naik ? You "used" the Christian community, for your selfish purpose, and discarded them after your job was done. But rest assured , the Roman Script will sooner or later, enter the "Official Language Act of Goa", with full dignity. You cannot go on fooling all Goans, all the time. By now, the people of Goa are fully aware of your "sinister designs". Goans will never forgive you for "back-stabbing" them. Goans will never forgive you for trying to "divide them on communal lines". What will you achieve, with all this Mr Pundalik Naik ? Your term as the "President" of the Goa Konkani Akademi, is getting over in October 2008. That's just "a month away". Do you think the present Government, will ever back you, for one more term?
