Church is the people of God and all the people are equal before God. The various Churches are also equal. There may be elder sisters and younger sisters among the churches but no superior and inferior. But it is a sad fact that caste system on which social organization has been built, has entered into the Church of India. The depressed classes of people belonging to the lowest level of the caste hierarchy were known as 'harijans'. Today the term Dalits is used to denote them. Literally the word means the weak, the broken the oppressed. In the Church today then name 'Dalit Christians' is used to denote Christians of scheduled caste origin. The problem of the Dalit Christians has come to focus today. The Dalit Christians are in fact discriminated by the government and the Churches. The rights and privileges given to the Dalits by the Government are denied to the Christian Dalits because they were converted to Christianity. It is a pity that in the Church also the Dalit Christians are discriminated because they are 'low caste or out castes'. In recent years the problem of the Dalit Christians is brought to the attention of the Church and the state. It seems that the Church has not offered opportunities to the Dalit members to come up educationally and socially. As a result even after hundreds of years of their existence in the church, they remain on the periphery of the community. There are few priests and leaders of the Church and from the Dalit section. In the states of Tamil Nadu, Andhra Pradesh, Orissa, Bihar where majority of the Christians are Dalits this problem is seriously felt. According to the reports 70% of the Tamil Catholics are Dalits. It is reported that out of 14 Bishops in TN only one is a Dalit. The percentage of Tamil priests are only 4%. There is no significant steps taken by the Church till recently to lift the socio-economic condition of the Dalits. Vocation from Dalit Christians have not been encouraged. A dalit priest's feelings have been expressed in the following words: 'We do understand that vocation is from God, but it boggles our mind why He should choose His priests from non-Dalit only. Very briefly, Rajdeep( CNN-IBN) cautioned on excessive government control and manipulation of the Media ,Nandan (Infosys) scrupously avoided mentioning politicians and governance.( In fact when he was asked why the people of Goa have objections to Industrialisation, Casino culture etc he pointedly stated ask your government!).Dr Guha (Historian and Intellectual) boldly stated it like it is, why India is the most interesting and exasperating country in the world.This talk should have been compulsory for our politicians and bureaucrats. He was forthright like our retiring Lok Sabha speaker Chatterjee.The best speaker ( who had comparatively the least audience) was Expert on Urban planning Jaime Lerner. Absolutely down to earth, hands on grassroots man ,who found his town being destroyed by the policies of his government.Nobody would listen to this Architects simple ideas, so he even became a garbage collector worker, ran for Mayor so he could implement his ideas , became governor, eventually world famous and consultant to UNO for Urban planning.He said 1) A model city is possible with limited budget 2) Different from today's planning,he advised not to be afraid to keep it simple.GIVE ROOM TO PEOPLE TO CORRECT YOU.DO NOT THINK YOU HAVE ALL THE ANSWERS.This he emphasised is the key.3)For participatory planning to work, start with ideas that majority can understand and is desirable. It should be creative with sustainability in mind. 4)You get creativity when you cut zero from your budget, sustainability when you cut two zeros from your budget! Our builders,Industrialists and politicians should be quoting this and not out of context excerpts from the other speakers to justify Business as Usual. To, The Editor Herald Panjim Goa Dear Sir, Subject : Calangute panchayat and neighbouing villages This is with reference to the newsitem in Herald dated 2nd March titled Calangute Panchayat the richest in Goa . Firstly let me congratulate Mr. Joseph Sequeira our dynamic sarpanch for the developments he and his panchmembers have undertaken in Calangute . The most significant development is the Poriat football ground the villagers can be proud of and of course his excellent garbage disposal scheme his panchayat undertakes tirelessly everyday . Though I now am a resident of Calangute for over 15years my ancestral village is neighbouring Saligao and whenever I visit my relatives there they have a lot to complain about the garbage dumping that takes place daily at the hill ontop of their village . Incidentally the area where the garbage is dumped lies in Calangute jurisdiction but the percolation and pollution is borne unfortunately by the Saligao villagers. The air and water pollution especially during the monsoons can be felt in those areas of Saligao that lie at the foot of the plateau where the garbage is dumped . If the Calangute Panchayat is earning an average revenue of 3 crores I think it is time that they also solve the problems of the neighbouring villages . Saligao is begining to face a massive problem of garbage from within the village itself and lack of funds limits the ability of the Saligao Panchayat to address this problem. I would like to request Mr. Joseph Sequeira to look into the matter and atleast help the village of Saligao tide over its garbage problem . Maybe he can have the garbage van collect garbage from Saligao atleast twicce a week . For this the Saligaokars can coordinate with him to ascertain certain pickup points. Benefits should percolate to neighbouring villages as well ,as infrastructure for tourism is also provided by other villages for example there is a new road being proposed via Saligao hill to tide over the traffic congestion due to increase in tourist traffic. If not I request the Government authorities to try and merge the above two panchayats along with one or two more affected villages to give them a municipality status where the development can be broadbased benefitting all villages. People who visit Goa on holiday appear to need rooms to stay in but don't ever eat! As a result there is a great need to build only more and more rooms, more hotels. But what about food? Well, it can come from outside as Goa's agricultural land has to be sold to builders or it would appear from the government's land use policy. As shocking as it is true, Goa cannot boast of an agriculture college when this sector can provide employment on a large scale if it is given its due importance and support, such as, exclusive markets for farmers. But when even the CM is sympathetic to the building lobby and anti- agriculture, then there is little hope. Is he thinking of building an agriculture college after all the agricultural land has been sold? Maybe. With three schools moving out of Panaji (as reported in the media) why can't these buildings be used to start an agriculture college as it is well located and would be ideal for everyone in Goa. Now is the time to demand an agriculture college or are we going to see a scenario where these three buildings are going to be demolished and then replaced by hi-rise parking? I can only hope not!

I am living in India while getting my income from the USA. There does not seem to be any rhyme or reason to the current exchange rate between the USA and India. The Indian economy, while suffering the effects of the worldwide recession is still in good shape. I cannot imagine the rupee sinking much further. I will stash some funds in rupees while the dollar is strong as a hedge against the dollar sinking, which is inevitable. As for the US Economy and the US Treasury collapsing, this is wishful thinking on Merwyn's part. There are just too many countries with a stake in propping up the US dollar and the US Economy to let that happen The fundamentals of the US Economy are still strong. The USA will weather this storm and come out stronger (sound like Obama dont I ?)/ But the people of the USA needed this reality check. The freewheeling and free spending days are a thing of the past. Most folks in the USA, except perhaps those in the Medical field (for now) are hurting badly. They will learn a lesson from this Depression. It is a Depression regardless of when the financial gurus reluctantly call it that. After hitching their hopes to a strong American economy, the world including Canada, will have no one else to turn to. The Chinese, despite their current surfeit of dollars, have their own problems as their factories become idle with slackening world demand, and a growing unemployment. I predict that India will slowly but surely grow into an Economic powerhouse, with its brains, its entrepreneurial spirit and relatively younger population. Some folks know that and are trying to derail India with terror attacks, but India will overcome these pinpricks and emerge stronger.

The question put forth by the public was If the government is so bent on protecting the interests of one company, that it can bring in an ordinance to modify the law to favour one individual, why can't it do so to ensure that the livelihood of thousands of ordinary citizens is protected ? A very valid question in the present circumstances. Over 8000 structures all over Goa are to be demolished. These over 8000 structures, do they not belong to Goans ? Is it not the duty of the elected Government to protect it's citizens or are, only the rich to be protected ? There about 73 fisherfolks in Betul who have been issued CRZ demolition notices. Of course, unfortunately the people did push further when Mr Kavlekar promised to lead a delegation to the CM's residence. My question to Mr. Kavlekar is, which delegation did he take to the CM's residence when he proposed the Food Park at Naqueri ? or Which delegation did he take to the CM's residence at the time of his election ? To do all the dirty things they do not need the support of the people but to do some thing good for the people he needs to take a delegation to the CM's residence !! My other question to Mr. Kavlekar is, was Mr. Kavlekar not aware of this CRZ problem before and only needed the people to bring it to his notice at the Gram Sabha ? THE CROREPATI carnival continues with India Today listing five crorepati MLAs in Goa among the richest politicians in the country. The survey of the richest politicians in the country which appeared in the India Today issue dated February 3, 2009, covered Members of Parliament, chief ministers and Members of the Legislative Assembly. Even going by the income declared in the affidavits that they submitted at the time of filing their nominations during the last assembly elections, according to the survey, Goa has five crorepati Members of the Legislative Assembly. BABUSH ASSETS: Babush Monserrate’s mansions on the Dona Paula-Miramar bypass (top left) and in Taleigao will have a market value of over Rs. 15 crores. Heading the list of crorepati MLAs according to the India Today survey is the controversial mine owner and contractor of the long abandoned River Princess with an officially declared income of a whopping Rs. 91.4 crores. Indeed, Anil Salgaocar ranks eight among the ten wealthiest politicians in the country - just behind Anand Singh, the BJP MLA representing Vijaynagra in Karnataka and M.A.M. Ramswamy, the industrialist and race horse baron who is a Janata dal member of the Rajya Sabha from Karnataka. While Anil Salgaocar’s wealth does not come as a surprise, considering his significant stake in the iron ore export business in Goa (which witnessed a huge boom in the last five years), the declared wealth of the other politicians in the list are obviously due to the misuse and abuse of their very remunerative offices of profit. Trailing far behind in terms of the declared assets of Rs. 91.4 crores attributed to Anil Salgaocar independent MLA from Sanvordem is Babush Monserrate, the independent MLA from Taleigao whose total declared assets are shown at Rs. 15 crores in the India Today survey. This is obviously a gross underestimate as, in his declaration to the returning officer, Babush Monserrate had grossly undervalued the market price of his ancestral mansion in Taleigao and his new mansion on the Dona Paula-Miramar bypass road in Panjim. Besides these two properties, it is public knowledge that Monserrate owns another plush mansion in the La Citadel colony in Dona Paula. BABUSH LOOT HE, or rather his son, is known to have bought the former Hotel Libdoran, which is adjacent to the Monserrate mansion on the Dona Paula bypass. Babush has also, in his declaration, admitted to owning several apartments and commercial premises in Campal and Kamat Kinara. It is also rumoured that Babush Monserrate has several floors in many buildings of owners to whom he granted a higher FAR during his tenure as Town and Country Planning Minister, notably Shalom which was allowed to go up to eight floors from the existing four floors during Monserrate’s tenure. Monserrate has also admitted to having prime property in Bangalore. It has been repeatedly alleged that the principal source of his assets, which are conservatively assessed at over Rs. 250 crores, came from the alleged kickbacks he extorted during the preparation of the scrapped Regional Plan 2011 when land sharks were permitted to literally dictate the shape of the Regional Plan for a hefty kickback. Indeed, if the market value of all of Babush’s declared known assets, including his fleet of cars and fancy motorcycles, is calculated it would far exceed the declared assets of the MLA from Sanvordem, Anil Salgaocar. RICHY RICH ACCORDING to the India Today survey of the Assembly of the rich, the third richest MLA in the state of Goa is the former chief minister and the present speaker of the Legislative Assembly, Pratapsingh Raoji Rane, who represents the Poriem constituency in the Legislative Assembly of Goa. Senior Rane’s declared assets do not come as a surprise as he is known to be a wealthy man with a flourishing farm in the Sattari taluka. Indeed Pratapsingh Rane has always prided himself on being a successful farmer. Besides his farm house, senior Rane is also known to own a bungalow in Altinho, a flat in Miramar and several other properties. Presumably, since agricultural income is not taxable, the probability is that senior Rane is worth much more than his declared assets. In his official declaration, like all other politicians, Senior Rane has only shown the depreciated book value of his various agricultural and non agricultural properties and not the market value. Going by the fact that t here has been a phenomenal increase in real estate prices, the assets of the senior Rane are likely to be worth closer to Rs. 80 crores rather than the Rs, 8.9 crores he has declared in his affidavit on assets and liabilities at the time of contesting the last general elections.

Sri Lankan media, quoting the sports minister, said five players received minor injuries in the attack - Kumar Sangakkara, Ajantha Mendis, Thilan Samaraweera and Tharanga Paranavithana. Sri Lankan skipper Mahela Jayawardena was slightly wounded in the foot, his father told a local television station after speaking with him by telephone. Pakistan television channels news channels said four people were killed. A witness told reporters he believed two police commandos were killed along with a regular policeman and a traffic warden. Shopkeeper Ahmed Ali said the two police commandos had been driving behind the team bus when they were hit. It was a very heavy firing and I heard at least two explosions at the time, said a witness who had been on his way to cover the test match between Pakistan and Sri Lanka. Pakistan only invited the Sri Lanka team to tour after India's team pulled out with security concerns following the militant attacks on the Indian city of Mumbai in November.

Those of you who think the Indian rupee will go back to 39 Indian bucks against the US dollar are dead wrong. Till such time the US recovers and Americans invest back in India, the rupee is doomed to plow lower. Here's why: The fact that the rupee even touched 39 against the USD is no mystery at all. From the beginning of 2005, the western hedge funds and major financial institutions around the world (referred to in India as FII's) began to build equity positions in the BRIC (Brazil, Russia, India, China) economies. These western investors (led mostly by Americans) were borrowing as much as 40 times the initial investments and plowing this money into the stock markets in places like India, driving their stocks to the moon. Of course much of the leveraged funds went on to prop up the housing market to dizzying levels in the US and Europe, but a significant portion also went into the Indian (and BRIC) stock markets. So when American funds want to invest in India, what is the first thing they need? Of course, they need rupees. So they sell US dollars and buy rupees - which in turn drives the value of the rupee higher (because of the higher demand for the rupee in this situation). The rupee peaked in Jan 2008, just around the time when the BSE sensex hit 21,000 points - from about 6000 points in Jan 2005! This crazy climb would have continued, had it not been for the unraveling of the housing bust in the United States. The housing bust in the US set off a chain reaction that resulted in the highly leveraged hedgies and big investors to receive margin calls. So what was the first thing they did in the reverse situation? They began to dump their holdings in the BRIC stock markets (including India) and repatriate their money back to the US, hoping they would be able to bring down their leverage ratio and make good on their margin calls. So when you sell the rupee to buy back the dollar, the value of the dollar obviously would have to go up, leaving the poor rupee holding the bag! Now, much of the foreign investments are zeroed out in the BRIC nations. So why is the rupee still falling? The answer is very simple. It has been known for at least two decades that the Indian rupee over a period of time, falls on average about 3 to 4 percent a year against the USD. So whats happening right now is a simple game of catch-up. No rocket science this !!! For better understanding, here are two simple charts - you may want to print and super impose the two charts and see the relationship in plain sight. In the year 2005 the USD did not fall much (as should have been the case) but I believe this was because the hedgies were quietly cherry picking their positions for a good 12 to 15 months. Chart 1. [Goanet] GOA IS A FAILED STATE
Goans have failed Goa in everyway, each one for himself/herself and God for all. Too many articles on paper, goanet, NGO's just come up and vanish , we like to be seen on TV's answering questions , like to splashed on the newspapers etc etc, but we have not really got together, unitedly,with a sincere heart and one goal in mind to get rid of those who misuse power, against those who have acquired wealth in negative ways,those politicians and those govt.officers who have sold vast Goan land to many others and are flaunting their wealth direclty or through their children, we will only stand , watch and complain never ready to take up leadership, we are only followers , i think , hope and pray for a miracle that the Good lord almighty sends an angel to save Goa and Goans, who have not really cared for their motherland , who really don't know and understand that a day is coming where we will be kicked out from our own motherland and will have no place to stay ,as we are all running out of Goa for greener pastures while others are coming in to sow and reap the green pastures from Goa which we Goans do not want and cannot see it .
