Goa may have the nation’s highest paid Advocate General but the quality of
legal advice being tendered to the Government is a big question.



With most of the government decisions being quashed and set aside by the
Courts it does not augur well for a government that claims to be Aam Aadmi
oriented.



As the Advocate General gets paid Rs 8000/- every time he stands up in the
High Court one wonders whether the legal advice given to the state has a
motive,  because  if people do not queue up at the High Court with their
petitions the Advocate General has nothing to gain.



An Advocate General should be giving the government legal and not political
advice. But having on August 4th 2008 accompanied Chief Minister Digambar
Kamat to the residence of Mr. Dayanand Narvekar to seek the then Law
Minister’s resignation, Mr. Subodh Kantak did what  no Advocate General has
ever done or should dare do.

Provedoria Lottery for Re.1
 
I remember, in 1970s, sortikar were selling the Provedoria Lotteries @ Re.1 per 
ticket.
At Margao bus stand, they used to shout thus - 
Sort-a-bett.Sort-a-bett (may be they got it or shorten it from  'Sorti 
abelltur' (Lottery draw).
If the lottery draw was on next day then..
Faleam-abett, faleam-abett (faleam abeddtur)
Kadd bai, Kadd baba, 
tuc' lagtoli bai
Tuc' jerul lagtoli baba 
Ekuch urlia bai/baba (meaning, only one left- a sheet of 5).
 
What was the top prize?
 
As a winner, you could either take home Rs.20,000

Later on, I remember, Provedoria also introduced Mini Lotteries priced at 50p
Top prize being Rs.10,000.

 
I think Provodoria lottery was started during Portuguese time and is one of the 
oldest state lotteries in India.
 
When other bigger prize money lotteries were introduced from Sikkim, Megalaya 
like Mahalaxmi, Dhanlaxmi etc, I think the oldest Provedoria Lotteries lost its 
popularity as the  punters, with the same ticket price, could buy the other 
states lotteries with chances of winning upto one lakh.
 
The money that was earned by the Provedoria, I think was used to run 
various charity institutions  like PAP, Alberique/Alber (old age homes etc)
 
Don't know if Goa Govt. still runs State lottery now.

my wife was pregnant with our son in 1983.  There was a solar eclipse in London 
then, and for a reason of emergency (we had an unexpected guest), she had to 
chop vegetables on the day.  My son has a deep cleft on the top of his left

The weather on planet earth is determined by the heating of the oceans at the 
equatorial regions. Barometric pressure and 
winds are other factors that determine the weather. Every twelve year old child 
should know this. Those who still want to 
believe that the rains and weather are dictated by the whims of the Gods, are

others who have the scientific info.

Hurricane Katrina is a prime example. God did not send it to the USA to kill 
the people there. The birth, adolescence, maturity
and path of the storm was accurately tracked, recorded and reported. Those who 
understood science took the necessary steps
to protect themselves. Those who did not understand, did not protect 
themselves, and as a result, mother nature removed
them from the gene system. 

As for the "made-of-water" comment, I find that bizarre. I was told as a child 
that I was made of dust :-)

We the Goan migrants in UAE (as many would like to say) have to go back
one day to where we were brought up unless we decide otherwise.  We are
a touch too emotional about Goa hence the decision to go back to Goa
even though we have ample of opportunities to migrate elsewhere.

What AVC knows - was probably never known to Eugene.

re # [6] above (sometime around 1970) ...The Bandodkar Govt actually
effected the change of  name from Vasco da Gama to Sambhajinagar.
There was a big Yellow Board with Black Lettering just outside the
railway station stating SAMBHAJINAGAR. This was way before Tai
(Shashikala) occupied the kodel. IGoa was an Union Territory then and
the Centre did not approve the change.

Then (in 1997-98)  came the famous tamasha engineered (knowingly or
otherwise) among others by Teotonio de Souza whose book on Vasco da
Gama was side-stepped by the Discoveries Commission, Portugal (and
Prof Sanjay Subramaniam's book accepted) and Prabhakar Sinari ...that
brought the Vasco da Gama name again to the fore.

In 2002 (I believe) the BJP/MGP ally i.e. Shiv Sena had promised to
change the name back to Sambhajinagar. was it Haldankar who promised
but lost his deposit?

WORLD'S OLDEST MAN DIES AGED 113


Henry Allingham, the world's oldest man and oldest World War I veteran, died on 
last 
Saturday, July 18, 2009 at the age of 113.

Allingham, who in 2008 led the country in marking the 90th anniversary of the 
World 
War I armistice, put his longevity down to "cigarettes, whisky and wild women."

He had become the world's oldest man on June 17, Guinness World Records 
confirmed, 
when the previous holder, Tomoji Tanabe of Japan died aged 113.

Allingham had marked his 113th birthday on June 6.  He was very active right up 
to 
his final days.  He lived in three different centuries and saw six British 
monarchs 
on the throne.

Events he lived through included the death of Queen Victoria in 1901, the 
sinking of 
the Titanic in 1912, the invention of television by John Logie Baird in the 
1920s 
and the Wall Street crash of 1929.

A mechanic in the Royal Naval Air Service, he took part in the naval Battle of 
Jutland in 1916 and was one of the founding members of the Royal Air Force, 
which 
was formed in 1918.

Allingham had five grandchildren and 12 great-grandchildren, 14 great-great 
grandchildren and one great-great great grandchild.

Dorothy Allingham, his wife of 51 years, died in 1970, a decade after he had 
retired.  In civilian life, he worked for carmaker Ford.

During my childhood most of our relatives and neighbors died in their Eighties 
and 
Nineties and some even completed centuries.

But that is not the case now.  Life today is cut short due to worries and heavy 
stress - stress to earn a living, stress to educate children, stress to compete 
with 
others, stress to amass wealth, etc.  Although we pray everyday: 'Give us this 
day 
our daily bread' but what we aspire is not daily bread but wealth for 
generations.

Under such circumstances, if one completes half a century, it is a big 
achievement. 
If one steps into the Sixties, that's a big bonus.  Getting into the Seventies 
is a 
milestone, and living in the Eighties and Nineties is longevity luxury.

Henry's longevity takes me back to the beginning of the mankind - Adam, who 
died at 
the age of 930 as illuminated to us in the Holy Book.

The following members of Adam's family also lived a long life as indicated in 
years 
against each name:


Set died at the age of 912.

Enosh died at the age of 905.

Kenan died at the age of 910.

Mahalalel died at the age of 895

Jared died at the age of 962

Enok died at the age of 365

Methusala died at the age of 969

Lamek died at the age of 777


When Noah was 500 years old, he gave birth to Shem, Ham and Jafet.

After that, many daughters were born and the population on earth kept on 
increasing. 
Males got attracted towards beautiful females and they liked and got married to 
them.

Then the Almighty Lord said:  "Now, I will not give long life to man; he has to 
die 
one day.  From now on, man will not live beyond 120 years."

Is that why we don't come across people living beyond 120 years?

No matter what the likes of Santosh says, the moon does have effect on
mankind like it or not, believe it or not.
Yes, it is true about planting according to the phases of the moon, they

Secondly, if one breaks a branch of a tree or cuts it, you will find the
texture different, the tree is strongest at full moon.
Last of all has any one notice that our hair and nails grow faster in the

I did not attempt - I actually delivered, I presume it did not work. It was
an electronic sound emiting unit which output a high decible sound only
audible to mice which made them uncomfortable!

I have one in my house in Goa and it works it that area, although I must
admit there are still visiting rats in the night.

I have taken some back break traps to Goa and I have managed to catch just
one big un!

I must inform you though that even our biggest back break traps are no match
for the 'Kolle Undir' in the garden - they simply wriggle out - injured as
they are.

In Nairobi, we had back break traps made out of steel with serrated edges,
on the base. My father took some back with him to Goa - they were so
effective that, one by one they disappeared!

So when is the Goanetter's meeting this year? Hope to make it!!

Good to see a lot of independent thinking on this issue. Rajiv Desai, Samir, 
Mario and Jose have made very good points even though they may not be in 
agreement with each other. It is nice that people have started seeing beyond 
the stupid ideological divisions and herd mentalities of the past. Breaths of

Quite predictably, facts don't matter to this type of journalism. It relies on 
name-calling, smear and abuse. What kind of an ideology is this which regards 
scientific facts as just another mythology? If you think it is harmless, please 
think again. A more rational and decent approach would have been to read up on 
the basic physics of gravitation and heavenly bodies, and try to address one's 
ignorance. Yes, even Wikipedia would have been alright, given the current state 
of intellectual laziness.

Genuine human rights and social justice comes from political and economic 
freedom, which only comes from true capitalism, which, by necessity includes a 
high level of social justice not for its own sake or some altruistic motive,

individual cares little for why they are being treated humanely.  What the 
individual cares about is the dignity of having a well paid and interesting 
job, being able to care for their families, and being able to speak their mind 
without repercussions.  Capitalism provides this for the greatest number of 
people for the longest period of time, without any altruism being involved in 
the equation.

The last time I checked, Sonia Gandhi was supporting Manmohan Singh and running 
away from political liberalism - which is really socialism for those who don't 
want to be called socialists after their dismal record at helping the poor - as 
fast as she and the Congress could, with the communists - who are socialists on 
steroids - trying to hold them back.

I think you need to catch up with what Comrade Obama - as Hugo Chavez aptly 
called him recently when he said he had to look to his left to see Obama - is 
up to right now, six months into his experimental presidency.  You can only 
fool so many people for so long, and the polls are showing this.

To the foreign property purchasers who lecture Goans on the ills on spurning 
their economic largesse, I would contend, caveat emptor, from that civilizing 
Roman influence, is appropriate. 

 
If you are settled in on land acquired through fraudulent property deeds with 
falsified residency permits, you deserve to forfeit your ill-gotten holdings. 
If you have acquired communidade land, it can never become private property 
because it rightfully belongs to the people of Goa.
 
To claim ignorance of the law in property purchases and business operations - 
and this from a seemingly sophisticated group of westerners; seasoned 
travellers at that, with disposable incomes enough to access legal advice and 
information at their fingertips - is a tall order. 
Wilful blindness cannot become the basis for exculpation [ Ignorantia juris non 
excusat ], as it would undermine the enforcement of any law, in any country. 
Laws create and protect a functioning society. 
 
As to granting amnesty as has been suggested, this measure would create a 
special, protected class of individuals who on the basis of their foreign 
origin and skin colour alone, would be exempt from prosecution, and allowed to 
skirt the laws. 
 
It would mean that they could proceed on as before, hanging on and increasing 
their illegal holdings in prized coastal zones, acquire agricultural land, 
operate businesses as they have, because of the grant of ‘oblivion’ or 
‘amnestia‘. 
While accepting them as guilty, which they are, amnesty would restore them to 
the class of ‘innocent‘, which they are not. 
 
It is after all, looking the other way that got Goa into this mess in the first 
place.
 
Why should Mr. Rane, not then empty the jails of all prisoners? Are they are 
not equally deserving? Drug dealers? Paedophiles? Thieves? All could claim 
ignorance of the law, and want amnesty.
 
The Goan people are unfairly being castigated with charges of intolerance and 
racism, and bear the brunt of the indignation of these foreigners, and their 
mouthpieces. This is the public, from whom a consensus on land development was 
never sought and who find the land being sold from under their feet. 
It is the Goan people, and their best interests that matter. Not the 
politicians or developers, and least of all the foreigners, who reside in Goa.
 
With the growing disparity and economic inequality of the locals, communal 
riots could be provoked by the sheer injustice of looking the other way and at 
the special dispensations afforded foreigners. 
The current press on the anti-foreigner feeling, would pale in the reporting of 
the causes of the unrest, with the major contributory roles these foreign 
residents are playing in the land grab. 
 
Some foreign residents warns us that Mr. Rane  “ ..risks invoking the 
intervention of foreign consulates, and raising a local issue to an 
international one”. 
This is simply not true.
Consulates are loath to confuse issues such as this, much less intervene on 
behalf of their law-breaking nationals, when it comes to matters of law and 
sovereignty of countries. Gunboat diplomacy is passé. 
 
Tourism development has been allowed to run amok --- unregulated, unplanned, 
resulting in obvious environmental destruction and societal and cultural 
breakdown. 
The crime rate, environmental degration, and institutionalised fraud are 
precisely the fallout from the frenzy to participate and profit in this tourist 
trade. ‘Greed is good’ would appear to be their maxim.
 
Tourist destinations evolve from discovery to development and then decline. 
Goa, has reached a critical mass, and is on the last phase. This might be a 
blessing of a kind.

An article from a member of the medical community -

The notification of the new Goa Public Health Services Development
Corporation in the official gazette is a scam to grab land under the guise
of improving health care (Chapter V, for example,  could easily be a page
from the scrapped RDP!).

It would be pertinent to note that Transparency International's recent
report on corruption in India higlighted the health sector as the most
corrupt: the biggest scams are taking place in allocating medical college
licences, giving land for health projects and equipment purchases.
Interestingly, this is precisely what has been going on in Goa since the
early RDP was scrapped: it seems that heatlh is now the back door route to
getting SEZs!

There are many gaping holes in the notification; for example, the act is
purportedly 'primarily for implementation of the Universal Mediclaim Scheme
and Management of Assets of Asilo and Hospicio
Hospitals". Yet, the bulk of the activities relate to land acquisition for
health estates: in what way does this contribute to the purported aims? Goa
already has one of the highest number of beds and doctors in the country,
and while the state cannot even guarantee clean bedsheets, essential drugs
and rat-free operation theatres, it has gone on a spree to build more
hospitals rather than fix the ones already in the state. If you visit most
of the PHCs in Goa, you will find that their bed occupancy rates are very
low; its not clear why more beds are needed.

The ministry wishes to tackle corruption in the mediclaim scheme (which is
widespread); but how will acquiring land deal with this, when the corruption
is within the staff of the medical college and department of health?

A hint of the SEZ is also visible in clause 38 c where, amazingly, it is
written that all planning permissions related to the area where the acquired
land is located will 'cease' to apply!

No need to be a rocket scientist to work out what the real agenda of this
bill is.

Why the Goa Health Services Development Act must go

We will now need a 'Goa Protection of the People from Abuse by MLAs Act,
2009'. None of the 40 will of course oblige. They have passed yet
another undisguised tool to usurp the people's land and have cynically
called it a 'health services' act. It has nothing whatsoever to do
with health and nothing at all to do with services of any kind to the
residents of Goa.

This piece of legislation was introduced as a bill in August 2008 by the
health minister, Vishwajit Rane. It was turned into an Act on 15
June 2009 and is called 'The Goa Health Services Development Act, 2008'.
Here's what this Act concerns itself with: roads, supply of water,
drainage, building, structure (whether commercial or not, whether in use or
not), 'health estate', premises, access by road, access by
wharf, 'development' (as is used in property development), and above all it
concerns itself with land.

To take care of all these concerns - which have to do with land and not with
medicine and our health - this Act will set up a Goa Health
Services Development Cor

BICHOLIM JULY 22: The Shiksha Bachao Abhiyaan (SBA) - Goa on Tuesday
submitted a memorandum to the

opposition leader, Manohar Parrikar seeking support for their movement
for saving Indian History through the school textbooks.

It may be recalled that the SBA had earlier demanded the education
departnment to the controversal school History

textbooks.

The Shiksha Bachao Abhiyaan which is a national organisation was
started in Goa by the teachers when it was noted that the department
tried to subvert the Indian History and give priority to the foreign
History through the school text books.

The memorandum states that the text books from std. V to X are highly
objectionable for several reasons. The very

purpose of teaching history to students is defeated as there is an
absence of Indian History. The stress is laid upon

Mughals and Muslim History. There is just a small mention of some of
the Indian freedom fighters and martyrs while a

great deal is talked about the Britishers and the people who ruled our country.

Most of the students have already started showing disinterest in the
subject as there is no clarity regarding historical

facts, there are absurd pictures, content unorganized and to the point
with little explanation, no link of syllabus from

one standards to another, difficult language for students creating
confusion in their mind.

The memorandum has also given several examples stating as to why they
have opposed the textbooks. It has urged

the opposition leader to look into the matter and support the issue.
Parrikar in turn has also assured the teachers that he

would raise the issue in the assembly.

"Pakles," in comparison, were decent. Worse than the worst Muslims like
Mallik Kafur and Ghazni Mohammed, were the marauding troops of Sambhaji.
His father, Shivaji, who also seined and attacked Goa (in the mid-17th century,
during the Portuguese era), was kind in comparison.

When Sambhaji's troops overran Salcete from the southern fortification of
Cuncolim in Dec-1683, despite paying for peace, women had to dive in
rivulets and the Sal to hide, neck-deep in water, to save their honour. On the
eve of Christmas day that year, they reached Margao. The local men who
gathered at Holy Spirit church, negotiated peace for a huge price. After it was
paid, and hiding womenfolk and children were assured safe passage to the
Rachol fortification, the women who emerged to flee to Rachol were attacked.
Many were stripped of their honour and possessions. Those who tried to
defend themselves were speared to death or had their limbs severed. Such
was the barbarity that many women preferred to jump into wells.

Only the Mongols might match the Marathas under Sambhaji when it came to
barbarity against women. And our own Shashikala Kakodkar, in the mid-1970s,
wanted to change the name of Vasco da Gama (the place, not the man!) to
Sambhaji Nagar.

'G' Bye Goa: Parkles Arrive' is an article by Valmiki Faleiro about the arrival of the Portuguese (mainly men) to Goa. However, I 
recall that the word "Parkles" (Portuguese soldiers) spread considerable fear among young Goan women when lorry loads of 
Portuguese soldiers swept threw Goa villages. In one instance, to my astonishment, in 1952, word went round like wildfire that the 
Parkles were around and all the young women disappeared within a matter of seconds to hiding places they knew. Whether this was a 
genuine fear of rape or a figment of the imagination is immaterial As soon as the fear was dissipated, the young women calmly

BICHOLIM JULY 17: The 12th Annual General Body Meeting of the
Deendayal Nagari Sahakari Pathsaunstha Maryadit Bicholim was held
on Sunday 19th July, at 10 am at Deendayal Bhavan Bicholim.

Addressing a press conference here in the city the Chairman of the
co-operative society, Kanta Patnekar told that their society has completed
13 years of service and presently has four branches in Bicholim,
Ponda, Mapusa and Porvorim. "We are now planning to open three new
branches in Sanquelim, Marcel and Pernem" Patnekar told.adding "to
give more facilities to the customers we have also plans to uplift the
computer software in the branches and also start SMS banking."

Speaking about their annual report and financial performance Patnekar
told that they give 12 percent dividend to share holders. "We have a
net profit of Rs 60.59 Lakh and because of the hard work made by the
staff members of the society we were able to bring down the NPA to
1.9%" he disclosed adding "at present we have 22 employees and about
12000 members attached with the institution."

Patnekar told that their institution is not a profit making
institution and they have implemented several schemes for the society.
" We have special social upliftment fund through which we give
scholarships to needy and deserving students and about Rs 55,000 is
contributed for the same." he said "besides this we have given 2 lakh
for the special children school in Bicholim run by Keshav Seva
Sadhana."

Disclosing their future plans he told that they are now planning for
Deendayal Seva Kendra and would also strive for a bigger project in
north Goa in educational field. The Treasurer, Arjun Malgaonkar;
Director, Vithal Vernekar; Arun Naik, were present for the press
conference.

BICHOLIM JULY 22: The forest department today arrested one Nagesh
Majik from Keri Sattari in connection with the Tiger killing case that
rocked the state some months back.

According to sources Nagesh Majik was today called by the forest
department at Tushimala Sanquelim for an inquiry. After an initial
inquiry the department personnel including RFO, Tulshidas Wadkar,
chodankar took him to the spot where tiger was killed.

The sources told that the personnel also inquired the owner of the
said land Arjun Majik who later denied that the property belong to
him. On inspection the department recovered an used bullet very close
to the site.

The forest department immediately arrested Nagesh on suspicion even he
has denied any link with the case. He was later kept in the custody of
the Valpoi police.

It may be recalled that some months back the forest department was
taken to task when an environmentalist, Rajendra Kerkar disclosed that
a tiger was killed in the village and the forest department are trying
to hide the issue. Following the controversy the department rounded up
Suryakarnt Majik and some other villagers who were also resorted to
third degree treatment. In this incident Suryakant was also
hospitalised after he had suffered serious injuries on his backbone.

The villagers on the other hand had accused the department of
threatening and terrorising the villagers to save their own skin.

Speaking to Herald today the Suryakarnt Majik's brother, Prabhakar
Majik told that the department is still terrorising the villagers and
are frequently calling them for inquiries. "Today to our surprise
Nagesh was called for an inquiry and was arrested late in the evening,
while going in the forest to search for any possible clues the
department also destroyed several cashew saplings that the villagers
had planted." Prabhakar disclosed adding "we are trying to bail out
Nagesh who claims to be innocent"

Yesterday I received my copy of Vavraddeancho Ixtt. No clue why the past few
copies have being mailed from Singapore, but am happy that since then the
copy comes in a wrap, and is not torn (one was in bad shape), ripped,
scuffed etc. Anyway, Alexyz's editorial cartoon under the caption Garbage
Flue or Money Flu, is most interesting. His singular Goan female character
(the bunhead, with lips that would wrap around a head, yeaah) is accosting
the Goa CM. She says, "Diggu! Swine Flu? His response, "...With all the
garbage in Panjim...I'd be a swine...not to be cautious!

Someone buy that piece. Love the idea of those words giving thought to the
CMs political stratagems emanating 'neath his diadem. Swines in deeds,
swines indeed.

Besides Valmiki's piece on Goan emigration, there was another piece on the same 
subject by Maria de Lourde Bravo da Costa in the Gomantak Times Weekeneder of 
July 19.
Titled "Towards Greener Pastures", the noted librarain and author begins with 
the statement, "It is not known when exactly the emigration of Goans from the 
state began. However, it is presumed it must have started with the ships that 
brough merchadise to Goa."
Since Valmiki gives the name of Panna, a Goan Saraswat from Ambaulim-Quepem, in 
the "pre-Christian era". I am surprised that the noted librarian and author 
could not find this information.
The subject is relevant to what is the hottest topic in Goa these days. A short 
visit to Goa brought me to the start reality that in-migration has brought a 
sea-change to Goa's socio-cultural as well as eco-political landscapes.
I am, however, not an alarmist like Arwin. As I said in the past, unlike 
amendments are done to India's Constitution that would confer "special status" 
on Goa, the native Goans would have to bear the consequences -- and benefits -- 
of in-migration.
I do not want to be in either camp, but I would rather choose to stay in the 
middle. With adjustments and compromise, I think a solution can be worked out. 
But it's not going to be an easy task.
Talking to a veteran journalist of Goa on some issues affecting Goa today, the 
topic of Opinion Poll came up. He said, I am tend to believe, that during Goa's 
liberation the Goan population in Bombay was more than in Goa. Bombay had four 
lakhs Goans at that time.
It was thought my some forward-thinking Goans, including some Catholic Goans, 
one of them being the late Cardinal Gracias,  that a merger with Maharashtra 
would economically benefit Goans. I will not disclose here what he was told by 
Dr. Jack Sequeira when the journalist asked him many years later if the good 
doctor was satisfied with what is happening in Goa after winning the Opinion 
Poll. I leave it to goanetters to guess.
With the influx of migrants, there will obviously be demand for housing. Hence, 
mega-projects are planned, much to the chagrin of the majority of the local 
people. I was surprised to read that Babush Monserrate was supporting the 
villagers of Taleigao against a project (I forget if it a a mega one).
Here is a man, rather a minister, who has financially gained through real 
estate development.  It is alleged that he owns many apartments in the prime 
locality of Miramar.
I don't know why he is now backing the anti-project protest. Perhaps, there is 
a story behind it.
Going through the cities of Vasco, Panaji and Mapusa, I could see the building 
coming up. The cities are already choking, so to say. More buildings in the 
cities would only mean that there would be chaos with regard to vehicular and 
pedestrian traffic, market space, public transports, etc.
Hearing the debates on the opening day of the Assembly, some MLAs talked about 
tourism. One of them said that the government was spending big bucks on 
advertisements promoting tourism when part of the money could have been 
channelled towards development of tourism infrastructure.
I do not want Goa-based netters to hit back at me when I say that Goa indeed 
needs more infrastructure development to make it a truly world-class tourism 
destination.
I was suprised too that Mauvin Godinho spoke against "illegal developments". I 
know of a case in Bogmalo where one of his staunch supporters put up a shack on 
the shoreline with the "blessing" of Godinho many years ago. The shack still 
stands and does good business.
I took public transport a couple of times and it was horrible. That Goan 
travelled like packed sardines was very much true during the Portuguese days as 
it is today. Thank God that the shuttle bus from Panaji to Vasco was limited to 
the seats with no standing passengers. It is similar to other routes, I suppose.

Press Note from Christian Adivasi Sangatna.
 
The Goa Government headed by the congress party  is committing atrocities on 
Christian Gawdas and trying to wipe out them from the  map of Goa by attacking 
their economic base  stated Christian Adivasi Sangatna of Quepem in a press 
note issued today. 
 
They claim that the fertile paddy field  which is being acquired by the 
Government at Rawandfond at a very low rate  90% of the cultivators  are  from 
Christian Gawda Community . As the Christian Gawdas are voiceless and 
powerless, in  recent years the attack on the them  from the   Government side 
has drastically increased.  The acquisition of land at Rawandfond, the land 
acquired for    District collector building near new bus stand and for the new 
District Hospital goes proves these. These land were fertile paddy  were 
cultivated  by   Christian gawdas reads the press note further. 
 
The government is trying to wipe out the Christian gawdas by attacking their 
Agricultural land which is still their main economic base and main source of 
livelihood for majority of them. The Tradition of agriculture in salcete is 
kept alive by the Christian Gawdas. However the Goa  Government instead of 
motivating these community it  discourage them by acquiring or by constructing 
road right through  the middle of the paddy field. The construction of road are 
done right through the middle of the paddy field, in order to discourage these 
community from taking up cultivations and to destroy these paddy field so as to 
make available these land for the  builder for construction purpose ,  reads 
the press note further. 
 
The Christian Gawdas of Goa always relied behind the congress. In the last 
parliamentary  if the Christian Gawdas did not relied behind the congress then 
the congress candidate would have been defeated in south Goa  as the congress 
candidate has secured thumping lead in those constituency where  the Christian 
Gawdas are in dominance.  But the prize which the congress party gives to these 
community for relying behind them is nothing but atrocities. The association 
has warned the Goa government headed by the congress party   if  the atrocities 
on these community goes on increases then its effect on the congress party will 
surely be seen in the elections . States the press note further. 
 
Criticizing the District collectors decision to give police protection to the 
illegal construction in the paddy field at Rawandfond the CAS stated  that the 
people of south Goa are  unfortunate to have a collector of such a caliber who 
justify or protect any illegality.  Under the leadership of Collector G.P. Naik 
there is total failure of  administration in south Goa  and the recent 
instances proves this states the press note further.

Criticizing the government decision to allot the Tribals land to outsider whose 
shops  were demolished for road widening at Rawanfond,  the CAS stated that 
these are the illegal encroacher on the area meant for road widening . By 
compensating or giving land to illegal encroacher the government is  setting a 
bad precedent. What about the Christian Gawda farmers whose paddy filed have 
been acquired and whose livelihood has been permanently destroyed , is the 
government is really concerned about the Tribals Question the CAS. There are 
ill encroachment  on the road side by the outsider  at Docarpali , when for 
road widening these illegal construction are demolished then the government is 
going to give them plot.  
 
The government in order to continue its  atrocities on the Tribal,  the Goa 
Government is not implementing the tribal act in its true spirit even though it 
had given an  assurance given to the High Court in writ Petition 313/2006. The 
Sangatna has warned the Government from acquiring the tribal lands in the 
future states  the press note further.

An excellent article by our friend Fred! (Fred, I'd like to meet your
German friend one day, and greetings to Paul VG!)


This said, what struck me in this article, is how much of what Fred says
about the 'Goa mood' could be tranfered verbatim to the Netherlands where
I live. Both the description of the situation and the 'general (?) mood',
and the counter-arguments to address/ combat them.

In this sense, one could maybe say that Goa is very 'modern' (or is it
'post-modern', Virilio style? (*) It suffers of a luxury problem of sorts.
Goa is richer and materially more succesful than almost all the rest of
India, and yet disapointment prevails.

But it has maybe to do with a deeper aspect of the (post)modern condition:
just as you have the saying "private wealth amidst public poverty", you
have a situation where institutionally speaking, society is a mess, but
where individual persons, groups and initiatives thrive, and form so many
innumerable islands of hope and light.

In the Netherlands, I can (and do) really get desperate about the
political situation (Wilders cs, and a completely uninspiring and
near-innefective government), the economic situation (crisis? you ain't
seen nuthin' yet!), the educaction system (one big mess), the ...etc etc
etc. Yet, on the other hand, I can barely keep track, no, I simply can't
keep track, of all most inspiring projects budding all over the place, in
all kind of fields: environment, culture, arts, kitchen, you name it.

So what then? My main current 'theoretical' (**) guide is, I admit, Paul
Virilio, and his musing about the 'integral accident' and the 'finiteness
of our world'. The latter is not (as many wrongly interpret it) the 'end
of the world', but the fact that we have reached the limit, and that we
need to look and ponder what to do next. And the former is about our craze
for ever more technological fixes, which are breeding as many accidents,
leading finally to the systemic one, when 'everything' freezes.

Everything, but not life itself. Of which we are the bearers, and not our
institutions/ systems going awry. So the big question (to me at least) is
how much we as individuals can reorganise and recapture our livelyhoods in
such a way as to make it workable. Looking around, at people, there is
actually only cause for optimism. But looking around at things (what
moaners do), there is only reason for despair, and inertia. 'Polar
inertia', as Virilio calls it.

Everything starts with a dream and a dream is in effect  a
crying need for change.  The only fault of some of our stalwart Goans
is that we are not open to change and therefore, the lament.  I am not
talking of the negative kind of change which is unfortunately, and to
some extent befalling Goa - e.g. destruction  by unscrupulous builders, miners
etc. etc.. but a change for the better.  Having seen the transition of
Goa from Portuguese to Indian, there is a phenomenal change specially
in people's lifestyles (I'm talking about food, sanitation even
standard of living).  I remember a friend at Xavier's invited me to her
house when I was  in my early teens, her father held a very important
position and the lifestyle was 5-star with butlers to change the
crockery and cutlery with every course of the meal.  This was a daily
feature in most of the elitist and graceful homes in Goa. 

The need of the
hour is for Goans  from all over the world to unite on a common
platform to fight against corruption, nepotism and work towards
building a  haven of that little paradisiacal state of ours.  The
important requirement is unity, which is unfortunately not present. 
It's more of a crab mentality to pull down the crab which is climbing
higher.

Blasio, you have a point here. Many Goans in the Gulf are dependent on
educational facilities here, and could also retire (if they don't head
for Canada, etc) after retiring.

PS: Nobody has told me where the figure of 40% migrants in Goa comes
from. Is it from some set of politicians who, in the first place,

'G' Bye Goa: Parkles Arrive' is an article by Valmiki Faleiro about the arrival 
of the Portuguese (mainly men) to Goa. However, I recall that the word 
"Parkles" (Portuguese soldiers) spread considerable fear among young Goan women 
when lorry loads of Portuguese soldiers swept threw Goa villages. In one 
instance, to my astonishment, in 1952, word went round like wildfire that the 
Parkles were around and all the young women disappeared within a matter of 
seconds to hiding places they knew. Whether this was a genuine fear of rape or 
a figment of the imagination is immaterial As soon as the fear was dissipated, 
the young women calmly returned to their normal village tasks. However, to read

Finally, I come back to Valmiki Faleiro to tell about his excellent and 
informative Goanet article titled 'G'bye Goa-Goan Emigration' that first 
appeared in the Herald Newspaper. In simple style but with powerful impact, we

For difference between Countries & States: I hope you at least understand
that states are basically setup in India based on their respective
Identities; if we go the way that you are projecting then we do not need
states in India!!

 On Goan Identity Maybe you & your kind should spend more time with those
Non-Goans who recognise and appreciate it; and find out what you are
missing.

Bottom Line: Goa & its identity can  be preserved, but you dont believe in
it so I rather spend my valuable time with people who believe in it and have
a positive "CAN DO" attitude

can do other than lobby the Goan politicians to change the laws governing
the locations and types of buildings.  I doubt they can change laws that
affect other non-Goan Indians.

Any universal Goan identity is all in your mind.

Some legalities are virtually divine.  For example, Goa is a state within
the country called India.

Of course you could change that by becoming a modern Chattrapati and
forcibly breaking away from India.  Perhaps you could get the meaty Russians
in Morjim to help you.  Then you could run Goa the way you keep writing
about.

Until then, I think it would help your blood pressure if you understood the
difference between a country and a state.

Many Goans don't seem to be interested in making a decent living in Goa,
like you for example.  This is what creates the need for migrant workers
from other parts of India.

Instead of fantacizing about bogus premises of statehood I suggest you hook
up with people like Floriano and Carmen Miranda and perhaps Ana Maria and
work on some realistic ideas.

Goa is very much a part of India since liberation and we are proud to be
Goans as well as Indians, However, there are certain states in India
that have laws implemented to protect their identity culture etc. 

We the Goan migrants in UAE (as many would like to say) have to go back
one day to where we were brought up unless we decide otherwise. We are a
touch too emotional about Goa hence the decision to go back to Goa even
though we have ample of opportunities to migrate elsewhere. Opinions of
Pseudo Americans / Australians / British / Canadians holding PIO or OCI
cards may and will differ but at the end of the day, it doesn't mean
anything to the people who try and will fight in preserving what is left
of our little Goa. Even if we don't win, we will take solace in the fact
that we fought a good fight.  

People can bisect and dissect the emails but that does not change our
thought process. I may have ruffled a few feathers here.. but who the
bleep cares..
