[Goanet] Goa, and the RTI...
Goa information commission has found another interesting reason for rejecting appeals and complaints. If first appellate authority (FAA) passes an order in favour of disclosure but the orders are not obeyed, the case is rejected by the information commission on the ground that an appeal could be filed only if one were dissatisfied with the order of first appellate authority. One cannot request the information commission to ensure compliance of first appeal orders. So, where should an appellant go? Goa Information Commission has turned away several people on this ground. http://www.rtiawards.org/news/2009/10/29/what-information-can-be-asked-under-rti/ -- Frederick Noronha :: +91-832-2409490 Writing, editing, alt.publishing, photography, journalism Books from Goa: http://tiny.cc/goabooks

[Goanet] 'Makod'
You are right Domnic we should write as accurately as possible, and the words should be written as 'makodd' and 'Khetem'. Fausto Domnic wrote: As far as I know, the Goan Konkani word for monkey is makod. However, in Karnataka they call it mankod. Hence, I wrote . we in Goa write it as makod. The female monkey is known as keldem. Whenever we write Konkani on a public forum, let us keep in mind that there are scores of people, including Goans in foreign countries, who pick up what we write and learn from us. Therefore, we should write as accurately as possible rather than confuse and misguide them.

[Goanet] Request for words for monkey in Konknni
Hi all, I have been off the net for a while, and upon reading a few of your comments was pleasantly surprised that this request seems to have taken off. Mr. Tavares (not Alfred) pointed out vandor, which I now remember my Dad (both he and Grandpa were born in Mumbai). My mother used makodd. I believe the correct spelling is makodd/mankodd. Thanks Dominic, Blasio, JoeGoaUK, and anyone who may have responded, considering that I have not read all Goanet. This query originated when a friends young daughter who knows a smattering of words in many languages said she knew the word for monkey in Konknni -- dudhu/duddhu/dudu. Now we know the words for money (incl. poixea) in Konknni, as well as for milk. I pointed her towards makodd, but she insisted that dudu had to be one; at which point I send out that email from her fathers office, with her looking over my shoulder. Perhaps there is a word, and I wanted to give her that benefit, with the collective force of Goanet behind it. Further to the above: The interest in dissecting Konknni words may be helpful if we are inclined in looking at say some of the collective Konknni words, for example, measuring vessels -- gunnati, arnatti/annatti, natti, and so forth. Let me get back and I will post. Heads up to anyone who wishes to start a post on the same -- ordho pod, pod, kudov, handi, etc., and as they deviate into other uniquely singular meaures. Feel free t o correct if in error. venantius j pinto

[Goanet] Migration cannot end by beating up peop le’
‘Migration cannot end by beating up people’October 30th, 2009 - 4:28 pm ICT by IANS [image: Tell a Friend]http://www.freetellafriend.com/tell/?option=manualu=4395- Panaji, Oct 30 (IANS) Migration is a global reality which needs to be handled with maturity and not by beating up migrants, state commissioner for Non-Resident Indian (NRI) Affairs Eduardo Faleiro said. Pressing for an academic approach to the issue of migration within the country and abroad, Faleiro also took a dig at Raj Thackeray’s Maharashra Navanirman Sena (MNS) for its migrant-oriented partisan politics. “The migrant issue is a problem in Mumbai. But the best way out of it is not to beat up people. No one has the right to beat migrants, because they also benefit the host city,” Faleiro told reporters Friday. Faleiro was pushing for a centre of diaspora studies in Goa, a state which has seen out-migration to Britain, Africa and especially to the Gulf countries. “Goa was the second state in the country after Kerala to carry out a scientific study on migration. But it has to be a continuous process,” Faleiro said. The former union minister of state for external affairs said he had discussed the issue of setting up a centre of diaspora studies in Goa, with the union Minister for Human Resource Development Kapil Sibal. “The Indian diaspora has significant communities worldwide, but none of our universities have facilities for focused research or teaching in this area,” Faleiro said. “Goa is an ideal location since over centuries a major chunk of our population migrated to other parts of India and abroad, also there in-migration into our state from other parts of the country,” he said. To back up his argument, Faleiro said the United Nations Development Programme (UNDP) in its 2009 human development report has identified migration as a prominent feature of domestic and international debate. “This year’s UNDP report, called Overcoming barriers: Human mobility and development, deals exclusively with migration,” Faleiro said. The veteran Congressman also called for a head count of the Goan and Indian diaspora abroad, stating that without a system in place, it was virtually impossible to figure out how many Indians had migrated abroad for sake of employment Read more: http://www.thaindian.com/newsportal/uncategorized/migration-cannot-end-by-beating-up-people_100267729.html#ixzz0VQiE1AL0

Re: [Goanet] What will the future be? - GOA (LETTER AS PUBLISHED INLOCAL DAILY -OHERALDO)
If one wants to purchase a house or a flat in Goa, today, the first order that goes out is for window grills and the security gate for the front door. My father built his house in 1943. I and my siblings grew up in that house sans window grills untill after liberation and can still enjoy the memories when we could jump out of the windows when we played hide-n-seek. Somewhere around 1966 my father had all our windows fortified with grills and we had felt caged in. But he left the front and the back doors un-gated. Last year I have gated the front and the back door with ms gates. Today, my 87 year old mother is locked inside during the day as she is living alone in the house with us visiting her every now and then just from across. But we get to hear her complains like MAKA PANDREAN GALAM? - AUN UDHON VETA TOSLEM SUKNEN? It is a sorry state of affairs that she cannot sit out in the verranda or the back balcao and leisure away her lonely hours enjoying a cup to tea and chat with the passers by. A time will come when we Goans will have to fortify our tiled roofs, the day when Good old Goa will be DEAD. And we can then put the blame squarely on Jawaharlal Nehru's Samadi not that it is too early to do the same right now. [Goanet] POLITICIANS SHOULD BE ABOVE SUSPICION
In order to manipulate the law, the principle of jurisprudence that a person is presumed to be innocent till proved guilty in a court is being invoked to shield tainted politicians. The presumption of innocence relates to a routine criminal offence and not to unbecoming conduct of a person holding public office. Conduct amounting to a wrongdoing justifies a prohibition from holding public office. In the case of a government servant accused of serious misconduct he is met with suspension till his case goes through a disciplinary inquiry and later to Court. In line with this suspension from service in case of government servants there has to be a bar to holding public office for elected representatives till the outcome of the cases against them is revealed. Ministers should not hold office once an F.I.R is registered against them more so a charge sheet. They will misuse their power and authority to manipulate their trial. This is exactly what has happened in the case of Goa Health Minister Mr. Vishwajit Rane who Police Inspector Mr. Gurudas Gawade claimed he could not trace for almost two months to serve him court summons. As emphasised by Prime Minister Dr. Manmohan Singh the standard for those in public life should be that not only Caesar but even Caesar's wife should be above suspicion. Aires Rodrigues Ribandar

Thanks FN, I think 4 anattim make a Poll (and not 16) Neighbours used to borrow from us ‘poll bhor tandull’ We did not have any paddy fields. One anattem is roughly the size of Milk Maid (Condensed Milk) tin. The milk tin was widely used as an unit of measurement ‘anattem’ Paili is a wooden round unit – see pic. Wedding Cakes, until early 80’s were of 4-5 round layers. In the order of Ex-Large (bottom layer) , large, medium and small (top) (On top, they used to keep a big baby doll (sitted). The bottom layer was always the fake layer made up of wooden round paili. All the layers (placed on each other w/o stands) were decorated with white paper (Noketra foli). The bridal couple, often seen cutting the cake (poking their knife) into the lowest layer only to find it was hard wood, then they will go in for second layer which was the cake so also the third and the foruth. [Goanet] Dr. Renato Gracias, Goan patriot, R.I.P.
Dr. Renato Gracias was a family friend as well as family doctor. He treated both my parents till their last days.Dr Gracias was a goan to the core. He loved all things goan and during his stewardship of the Poona Goans Institute he did a lot to bring Goa to the goans of Poona. He was a simple unassuming person despite the high positions he held in public life.He was a humanitarian and gave a lot of his time to charity and the poor. He spoke English with a clear Portuguese accent and it was a pleasure to hear him speak. One thing, I will always remember him for was that he would do the daily marketing for his family and that he rarely used private or public transport. One would always find him walking- whether to Church or to the market or to his workplace, Maybe, that is one of the secrets to his longevity. Another goan stalwart who passed away just last month was Dr Victor Fernandes, hailing from Parra. He too was a goan to the core. He was a friend, doctor and counsellor to the numerous konkani speaking goans especially from the lower middle class of Poona. He was actively involved in many charitable activites and was the house doctor for the various trusts, old age homes and orphanages. Incidentally, Valmiki please note, his son Fr Stanny Fernandes sj. is presently working in Afghanistan. Yet aother goan footprint. I extend my condolences to both the bereaved families and eapecially to Mario the youngest son of Dr Gracias and my classmate at St Vincent's. May their souls rest in peace. Regards, Marshall

The other salient aspect of the US adventure Afghanistan is that soldiers are returning home and committing suicide. Not your regular post war trauma here. Seems that the youth of America are indulging in Afghans premier crop, poppies. Afghanistan, protected by the US, has had four bumper years of opium production, according to the UN. [Goanet] What would you be willing to give your life for?
Mario, you have completely missed the point in my posting. There is a world of difference between ' branded a naxalite' and 'being a naxalite'. Today anyone speaking / working for the tribals, the oppressed and the marginalised are branded as 'naxalites'. Our own goenkar Seby Rodrigues was branded one by Manohar Parrikar. Persons like Arun Ferreira, Himanshu Kumar, Dr Binayak Sen and many others who have devoted their lives by helping the oppressed, the tribals and the disadvantaged are branded naxalites, hounded, imprisoned without trial and tortured. Secondly, if you refer to the Sermon on the Mount and the 8 Beatitudes, Jesus Christ has the same social message. 'whatsoever you do to the least of my brothers, you do unto me'. Nowhere has violence been propagated, encouraged, justified or condoned. In fact, Jesus Christ was the ultimate peacenik. He said to offer the other cheek if one was stricken on one cheek. Further you have clearly misunderstood what liberation theology is all about. I suggest you read the following report: http://www.landreform.org/boff2.htm Liberation theologians agree with Marx's famous statement: Hitherto philosophers have explained the world; our task is to change it. They argue that theologians are not meant to be theoreticians but practitioners engaged in the struggle to bring about society's transformation. In order to do this liberation theology employs a Marxist-style class analysis, which divides the culture between oppressors and oppressed. This conflictual sociological analysis is meant to identify the injustices and exploitation within the historical situation. Marxism and liberation theology condemn religion for supporting the status quo and legitimating the power of the oppressor. But unlike Marxism, liberation theology turns to the Christian faith as a means for bringing about liberation. Marx failed to see the emotive, symbolic, and sociological force the church could be in the struggle for justice. Liberation theologians claim that they are not departing from the ancient Christian tradition when they use Marxist thought as a tool for social analysis. They do not claim to use Marxism as a philosophical world view or a comprehensive plan for political action. Human liberation may begin with the economic infrastructure, but it does not end there. The biblical notion of salvation is equated with the process of liberation from oppression and injustice. Sin is defined in terms of man's inhumanity to man. Liberation theology for all practical purposes equates loving your neighbor with loving God. The two are not only inseparable but virtually indistinguishable. God is found in our neighbor and salvation is identified with the history of man becoming. The history of salvation becomes the salvation of history embracing the entire process of humanization. Biblical history is important insofar as it models and illustrates this quest for justice and human dignity. Israel's liberation from Egypt in the Exodus and Jesus' life and death stand out as the prototypes for the contemporary human struggle for liberation. These biblical events signify the spiritual significance of secular struggle for liberation. http://www.socinian.org/liberty.html .http://74.125.153.132/search?q=cache:SmwtGOl8aU8J:www.mb-soft.com/believe/txn/liberati.htm+liberation+theology+historycd=3hl=enct=clnkgl=in http://liberationtheology.org/ Liberation theology has played a significant role in central and south America. Papa and Baby Doc Duvalier could be overthrown only because of the active role played by Jean Bertrand Aristide a former Salesian priest who aroused the conscience of the people and galvanized them into concerted action. Papa and baby Doc Duvalier can be counted among the most cruel persons who have walked upon this earth. Getting rid of them was no easy task. Similarly, in El Salvador, Archbishop Oscar Romero was instrumental in changing Salvadorean society. The ruling oligarchy and military juntas were overthrown and replaced by people movements. More importantly, the means used were non-violence, although Archbishop Romero himself was killed while celebrating Mass. Many priests sacrificed their lives and were killed for opposing the tyranic rule of the ruling juntas. In Nicaragua too, the Jesuits were in the forefront of opposing tyranic rule and helped the Sandinistas to come to power. Social justice cannot be achieved merely by preaching from the pulpit. It has to be put into action by walking the talk. And that is what liberation theology did. That the movement petered out subsequently was due to the conservative outlook of late Pope John Paul II. Closer home, the despotic rule of Ferdinand Marcos in Philippines could come to an end without bloodshed, was solely due to the role played by Cardinal Jaime Sin. All I can say is you and many other NRI’s are out of touch with reality regarding issues back home. Social unrest is the biggest challenge facing the Indian state

[Goanet] What will the future be? - GOA (LETTER AS PUBLISHED IN LOCAL DAILY -OHERALDO)
Dear Arwin Mesquita, Thanks for posting Reuben's article from Oheraldo. These are precisely the fears that many Goans both in Goa and overseas(NRI's) have. The only way Goa can survive is to amend the constitution of the state prohibiting land ownership by foreigners by Foreigners I mean any person who cannot trace his ancestry to Goa. If we believe that 40% of the current population is outsiders, then we must make sure that something is done to redress this issue. We also have to encourage our youngsters to take up positions in the Civil service. Surely we can man our own Civil service with Goans. We are noted for our ability to run efficient Civil Service Structures evident in that the majority of Civil Servants in Pre independent nations like Kenya, Uganda, Tanzania, Mozambique and others were 90% manned by Goans. Not only were the Goans efficient, they were also trustworthy and Honest. Bribery and corruption were foreign to their nature and the colonial administration trusted them fully. We should get rid of these Foreign working tourists and replace them with our own people and at least have some semblance of honesty and credibility in the Civil Service also reflective of the indigenous population. We will have our own people working for us and these outsiders who are growing fat at our expense will not be there for us to blame. We also have to elect Honest and trustworthy Parliamentarians who will put the good of Goa above their own selfishness of personal greed and enrichment. To this end, we must seriously campaign for honest leaders even if it means starting a new party to oppose the current Rogues who are running the state. We must strive to retain GOA FOR GOANS at every expense. Manuel (Eddie) Tavares duk...@bell.net
