Just Loving Life: The Spirit That's Uniquely Anglo-Indian By SAR NEWS BANGALORE, Karnataka (SAR NEWS) -- There were fears among the Anglo-Indians in India that the federal government would remove the constitutional privileges and the minority status for the community as enshrined in the Constitution. This year, however, the privileges and the status were renewed for another 10 years. SAR News brings you an article by Beverly Pearson that condenses the 300-year history of the Anglo-Indian community into a perfect script for a 10-minute speech. -- The British Empire once held absolute power in over 52 countries. About two-fifths of the world. But there was only one jewel in the crown -- India. The first European settlers in India were the Portuguese in 1498, about 100 years before the British. The Dutch, the French and the British followed. They were all here for the duration on. The inevitable happened and a new mixed race community emerged. Even though the British came in peacefully as merchants and traders, they soon colonised the subcontinent of India. But the British needed allies to protect the jewel in the crown and so began a deliberate policy encouraging British males to marry Indian women to create the first Anglo-Indians. The East India Company paid 15 silver rupees for each child born to an Indian mother and a European father, as family allowance. These children were amalgamated into the growing Anglo-Indian community, forming a defensive structure for the British Raj. This was a deliberate act of self-preservation by the English. This unique hybrid individual was ethnically engineered by the occupying British, so much so that the Anglo-Indians were the only micro-minority community ever defined in a country's Constitution. Article 366 of the Indian Constitution states: An Anglo-Indian means a person whose father or any of whose male ancestors in the male line is or was of European descent but who is domiciled within the territory of India and is or was born within such territory of parents habitually resident there-in and not established there for temporary purposes only. So you can see we were intended to be a permanent micro-minority. In 1830, British Parliament described the Anglo-Indian as those who have been English educated, are entirely European in their habits and feelings, dress and language. They were more Anglo than Indian. Their mother tongue was English, they were Catholic or Anglican, and their customs and traditions were English. While most of them married within their own circle, many continued to marry expatriate Englishmen. Very few married Indians. Without Anglo-Indian support British rule would have collapsed. Railways: We ran the railways, post and telegraph, police and customs, education, export and import, shipping, tea, coffee and tobacco plantations, the coal and gold fields. We became teachers, nurses, priests and doctors. If it had any value, the British made sure we ran it. And when it came to secretarial duties, no one could touch our Anglo-Indian girls -- the best stenographers in the world and with a beauty to match. Were we favoured? Yes, the English trusted us. After all, we were related by blood. We worked hard. We became indispensable. We lived comfortably and were protected by the British Raj. Like the British, we had servants to do all our domestic work. The average Anglo-Indian home could afford at least three full-time servants -- a cook, a bearer and the indispensable nanny (ayah). Part-time servants included a gardener, a cleaner and a laundry man (dhobi). Of course, we learned to speak Hindi to be able to argue, give orders, bargain, accuse and terminate employment and throw in a dozen Hindi expletives. Imagine our horror when we were later to migrate to England, Canada and Australia and we no longer had servants to do our domestic chores. Who can remember looking at our first toilet brush and asking what do we do with this? We had to learn to cook, clean, garden, do the laundry and take the garbage out and look after the kids. Christmas cake: The tradition of making your own Christmas cake was a sacred Anglo-Indian custom. Each family had a secret cake recipe, handed down from our grandparents. About a week before Christmas, the local baker was contacted. He would turn up to your home with two very large terracotta bowls that looked more like satellite dishes. One for the egg whites and one for mixing. Mum would dish out the ingredients. This was all mixed together under her watchful eye and distributed in to about dozen or so cake tins and labelled with your name on it. This labelling was all important. We did not want him to return that evening with someone else's cake recipe. Heaven forbid. Music and dance: Music, movies and socialising were high on the agenda. We loved a dance. Afternoon

Industry sources say unemployment figures could be higher than the official estimates and that remittances to India - $43.5 billion in 2007-2008 - are certain to be much lower this year in the wake of the continuing recession in the region. The Dubai World's debt just adds to the bad news. UAE is the favourite destination for a maximum number of overseas Indian workers - 3.4 lakh people went to the country in 2008 - but the number has been fast declining as Indian workers are unable to get new contracts or extensions in the country that's in the grip of recession. It's well known that when Dubai sneezes, south India, especially Kerala, catches more than just a cold. Last September, when Lehman Brothers collapsed triggering the great recession, the arrivals at Chennai, Hyderabad and Thiruvananthapuram airports wore a grim look. The news of Dubai World's inability to repay the $59 billion debt has triggered similar fears among the relatives of immigrants back home. However, the minister for Overseas Indian Affairs tried to allay such fears. ``There were some concerns during the beginning of the slowdown an year ago, but now we are not expecting any exodus (return) of Indians and India will not be affected by Dubai's debts,'' Vayalar Ravi told TOI on telephone. OIA secretary K Mohandas added that large scale retrenchment was unlikely even though labour movement to UAE had come down. ``There are some countries like Saudi Arabia where labour movement has increased,'' he said adding, however, that the increase was negligible. However, the government of Kerala, where overseas remittances contribute 20% of the state GDP, does not sound too optimistic. ``We do not yet know the magnitude of the crisis. On the face of it, the problem looks serious. Now we will have to wait and see its impact on other sectors, and whether there will be a credit freeze,'' Kerala finance minister T M Thomas Isaac told TOI. ``If it (Dubai debt crisis) affects the real estate sector, we have enough reasons to be worried. Only after the (Id) holidays are over in the Gulf, we will come to know more,'' Isaac said. Over 5 lakh Indians have returned from Dubai since September 2008, of which two lakh are Malayalees. Almost 60% of these people are technical or non-technical skills professionals. ``Over 50 lakh Indians work in the Middle East of which 20 lakh are from Kerala. We do not expect large number of returnees now,'' K V Mohankumar, CEO of Kerala NRI group, Non Resident Keralites' Affairs (Norka). According to Norka, 10 lakh Malayalees live and work in Dubai, along with 4 lakh people from Andhra Pradesh and and 4.5 lakh Tamils. The situation in the past year has prompted the OIA ministry to introduce a welfare fund for emigrants in distress. Services like a toll-free helpline, a counselling facility and a facility to extend contingency based legal, medical and emergency relief assistance are on the anvil to provide a safety net to a large and vulnerable work force in the region. The minister has also announced setting up of an Indian Workers Resource Centre (IWRC) in the region and a ``Return and Resettlement Fund'' that will provide for a contribution-based scheme to incentivize the return and resettlement of overseas workers. Details of the proposal are being worked out. However, bankers here are not losing sleep over the Dubai World crisis, yet. ``The original impact of the Dubai crisis has already happened. I do not see any further impact coming in,'' said Venugopalan M, managing director CEO, Federal Bank. ``I don't see any further reduction in remittances as well.'' The news of Dubai rescheduling its debts fails to surprise some. [Goanet] NEWS FLASH - TRAGEDY AVERTED at HP - Petrol Pump in Margao
A major tragedy was averted when a generator caught fire in the premises of the Bharat Petroleum - M/s Virginkar's owned petrol pump in the heart of the city of Margao exactly 1745 hrs today . According to the pump attendants on duty who spoke to this writer in situ they noticed fumes followed by a slight flare. The Fire Brigade station located just behind the Petrol pump adjoining the South Goa Police Headquarter Margao and the traffic police played a timely role in averting a panic as the vehicle owners ran off the scene. The news of the fire spread and there was an apparent panic but the situation was well under control. Traffic movement was efficiently manned by Traffic Police PI Mr Shirwaiker and the fire doused out. The adjoining Hindustan Petroleum - M/s Kavlekar owned petrol pump closed operations and ensured that the petrol tanks were sealed. Presently sale of petrol has been temporarily stopped until the fire embers are doused off effectively. Unfortunately the fire hydrants were not easily available, in the office and this could have proved tragic. According to one of the attendants who spoke to this writer at the site none of them are trained in preliminary fire fighting works and hence they had to depend on the fire brigade. It may be recalled that the Margao Municipal Council has since the early 1990's been hankering over shifting the petrol pumps four in all from the heart of the city what is prominently known as the George Barretto square. In fact following the fire at an oil terminal in the north Indian state of Rajasthan which lasted for well over a week the Disaster Management team headed by the District Magistrate South Goa District Mr G P Naik had taken the issue seriously and demanded the immediate relocation of these pumps. However the political will is lacking according to ex councillor Ms Auda Viegas a woman activist who spoke to this writer. She said there were several resolutions passed to move these pumps but to no avail, instead they have restructed several of them making light of the public demand and the Municipal Council resolutions . Hopefully the present fire could serve as a precursor to enusre their shifting which will also result in clearing the traffic snarls in the heart of the city. The present councillor of the ward Mr Fondekar was not available for comment at the time of filing this report. Incidentally some of them owe arrears in lacs to the Margao Municipal Council and they have been in the last fortnight given an ultimatum to cough up the amount or face conswquences like sealing of the pumps. Today being Eid-uz-Zuha or Baqr-Eid a public holiday there except for holiday crowd in the Aga Khan Garden /Margao Municipal Garden and the pre-advent shoppers mainly women and children this weekend Saturday would have turned chaotic if the situation was out of hand. Except for the above, we fully agree with you. However, unless and until villages fight panchayat elections on 'pannel' basis (as proposed by us) with a complete 'village development' manifesto which the pannellist panch candidate must agree and underwrite, panchayats and gram sabhas will always be at logger heads with each other with the MLAs and Ministers calling the shots mostly against the people and villages. Please remember that: 'without a political party, there is no government or governance. 'without a good political party, there is no good government or good governance' 'Politcs need not be dirty, always. It can also be clean' 'That is - 'if the village people want it that way'. The government has proposed 17 acres of land for the academy, which will also get technical support from German giants Bayern Munich. In fact, the West Bengal government had signed a Memorandum of Understanding with Bayern in 2007. The state government initially was looking to set up the academy in collaboration with a corporate but now has offered the project to the AIFF. The national federation's ambitious plan to build a Rs.1 billion academy in Goa in association with telecom major Bharti has been put on hold due a tussle between two powerful ministers in Goa government. AIFF vice-president Subrata Dutta said Wednesday that to look into the nitty-gritty of the West Bengal government's proposal, a four-member committee has been formed and they will inspect the site in Burdwan, Thursday. It is a 17 acres of land and we hope that we will get all support from the state government. They have promised to give us all the infrastructural support and Bayern Munich will provide us the technical support, Dutta said. After inspecting the site we will submit our report to the executive committee, he added. Dutta also said that West Bengal government has agreed to increase the area of land if needed. The site is adjacent to the Sports Authority of India (SAI) complex and if needed we can also use the facilities there as well, said Dutta. He also said that Kalyani, which is around 50 km from Kolkata, has offered training facilities for the national team. Today we inspected the training facilities in Kalyani. The local administration has offered a good stadium and residential facilities for the team, he said.

Catholic Goans are vanishing because they're migrating. They're like matter changing its form! As far as their identity disappearing goes, is this anything new? I think Goans (particularly the Catholics among them) were the first to struggle with the migration reality: loss of language skills, loose links with home, threats to properties back home, fears of being displaced, being squeezed by language and domicile policies, running into the Idi Amins of the world etc, etc... today the rest of the Indian diaspora, including from large states, is facing the same. Instead of seeing a threat in every situation, we need to find new possibilities there. Before cyberspace came along in the mid-1990s, things were far more disconnected. Today, at least you have an ex-Africander sitting in Canada writing a book on Konkani music (together with another Goan in Canada, one in Bahamas, and someone in Goa poking fun and asking since when Malaika became a Konkani song, etc). So what if we disagree vehemently? At least we're getting onto a common page! This is probably happening after centuries. When we reached Goa in the 1960s, it was still a retirement home made up of kiddies and grandparents! The villagers demanded that the government reject the mining lease sought by a mining company to commence mining operations, saying the economy of the village is primarily dependent on agriculture. “Barcem village has a hilly topography. The cashew plantation is around 85 per cent while paddy is about 10 per cent. Cashew production turnover is around Rs 50 lakh per year”, the villagers pointed out. Saying that the village has around six natural springs, seven ponds, five wells, two main streams and other drainage system, which fulfills the livelihood of the villagers, the Samiti said that Quedem has 550 population, consisting of 95 per cent of Velip community. “They eke their livelihood on agriculture”, the memorandum submitted to the district collector stated adding that granting of mining lease will endanger the very existence of the village. The District Collector told Herald that the villagers has demanded that the government reject the application for the mining leases and promised to forward the representation to the higher-ups for necessary action saying that permissions for mining activities are only granted by the Department of Mines. A local resident, Kushali Velip said the village youths have no jobs and are dependent on agriculture to earn their livelihood. Irish Priest Admits Abusing 100 Kids By Daniel Florien on November 28, 2009 in Catholicism, Current Events, Religion. A new report is out showing the Most Holy Chaste Catholic Church has been covering up child sex abuse for decades: Following a three-year investigation in the Dublin Archdiocese, the country’s largest, the report concluded that four archbishops routinely protected abusers and failed to inform police of the allegations. One priest admitted to sexually abusing over 100 children, while another confessed that he had abused on a fortnightly basis over 25 years. “The volume of revelations of child sexual abuse by clergy over the past 35 years or so has been described by a Church source as a ‘tsunami’ of sexual abuse,” said the report…. The judicial probe discovered that the archbishops did not report abuse to police until the 1990s as part of a culture of secrecy and to try and avoid damaging the reputation of the Church. The report said: “All other considerations, including the welfare of children and justice for victims, were subordinated to these priorities”. It found children who complained “were often met with denial, arrogance and cover-up and with incompetence and incomprehension in some cases. Suspicions were rarely acted on”. Some of my Catholic friends boycott large companies because they have donated to gay rights or pro-choice organizations. Yet they give their money and loyalty to an organization that has been abusing children and covering it up for decades (though it’s probably been more like 1,700 years). It’s mind-boggling. In such cases, the issue is prosecution and conviction... not communion.
