Tiatr is a powerful means of mass communication: Eduardo
HERALD NEWS DESK
PANJIM, APRIL 17

Commissioner for NRI Affairs, Eduardo Faleiro said that the tiatr is a
part of the cultural heritage of the Goan people and it is also a
powerful means of mass communication.

Faleiro was speaking after felicitating six senior tiatr artistes for
their outstanding contribution towards development of tiatr state in
Goa. He said, the tiatr is not just a successful form of entertainment,
it is a grassroots imitative that has survived and thrived over time.

He congratulated the Kala academy for celebrating Tiatr Day and for
holding one act play competition to promote and encourage young talented
artists in this field.

Speaking further Faleiro said that attendance at tiatr performances has
increased greatly over the years. Tiatr has also been a regular feature
of the Global Goans Conventions which are held abroad every year for
expatriate Goans whether in Muscat, Toronto or elsewhere.

Anthony Fernandes (Roseferns) renowned tiatrist also spoke on the occasion.

Faleiro also presented prizes to the winners of 35th Tiatr competition
and 8th Canataram singing competition.

Faleiro said that tiatrists from Goa compare favourably with the best
dramatic performers anywhere in the world. However, we do live in the
age of specialization. The tasks of the script writer, director and
actor are different and required different. Some of the leading
tiatrists have specialised in one or the other area of tiatr and this
specialisation is necessary it tiatr is to attain even greater heights,
he added.

Earlier, Paresh Joshi, vice chairperson of Kala Academy welcome the guests.

Teotonio D’Costa compered while Dr Pandurang Phaldesai, Member Secretary
proposed vote of thanks.

Well known tiatr artistes Luis Bacchan and Domnic, Pitush and Agnel
staged skit and C D’Silva and group presented canto and cantaram.

Dear Sebastian,
I was a 100% certain that would share/ present this robust list. One can
sense it exists but one must also have the wherewithal, or at least a place
to begin.

These are simply marvellous: Kirmiji = Bluish red, Kusumbem = Reddish
saffron, and the bhogvem (bhagwa, Marathi, etc.) referring also to Saffron
(I presume with some fluorescing quality). Vittkem = Pale
and Fikem = Faded would certainly extend my attempt at pinning
(with some leeway) down colors in Konk'nni. The prefix vittkem to bhogvem,
to X-sar could take one in the range of the cadmiums. To say the name of a
color one is used to in English, etc., into Konk'nni while also attempting
to observe the effect it would have on the mind could be something (we are
getting into issues of perception here). I believe one sees colors
differently through different languages. Its like saying Poptti and telling
someone a color is Parrot green---the "impression" would not be the same, I
believe.

I am blown by colors that you present falling under Ochres (from
Vittkem-Pivllem, Vittkem-Hollduvem and into Gamboge, etc) , Earth (Matkott),
and Browns (may their tribe increase)---suggesting subtlety in tonalities.
Needless to say we are a brown people, although many desperately see
themselves as wheat-complexioned. This is a great service to Indian-kind and
Goans: Udi = Brown, Kabrem = Brown (especially for cattle), Kondi = Dust
coloured, Pingxem, pingllem = Tawny, Gonvall = Wheatish, Mollkhav = Dirty
brown, Matkott = Earthy, Vittkem-Hollduvem = Buff, Topkiri = Snuff-colour.
Topkiri is all the more fascinating to me since my Mothers place was called
as Dumtikaragher.

Up(arunn) = Infrared. I presume the arunn is akin to arunday(a)
(dawn). Oti(nil) = Ultraviolet; interesting to see the "nil" appear here.

Akaxi = sky blue, Kirmiji = Bluish red, Ognivornn = Crimson: For the poets
for sure.

++

On Alambradu/ alambreadu: I am not displeased to hear that Alambradu/
alambreadu means amber, which in Portuguese is ambarino. This means that my
conjecturethat
the word must come from the Arabic Al-hambra (the Red, the Moorish
castle Alhambra) must be wrong. Btw, I mention at the link that one of my
long-term goals is to write a dictionary on color in Japan, BUT in Japanese.
How crazy is that? Very. Anyway, back to Goa.

Below are three
translationsof the
Alambradu
line in Suria Noketrancho Porim Porzolta and in all three, the line reads as
"Alambradu pole tuje." None says dolle. So something is up. The link in
"three trasnlations" above is,
http://www.songs-from-goa.at/goa/docs/mando.htm It is hard to locate the
text, but each has an attached reference 102, 103, and 104. Roman Abreu
simple keeps it Alambradu in the English translation. I have also seen a
translation which refers to Alambrad(u) as alabaster!! The other two
translators are José Pereira and Olivinho Gomes.

Q&A Ramachandra Guha
‘How much inequality can a democracy sustain?'

Author and historian argues against those who believe India is in on the
way to becoming a superpower

Campbell Clark
Globe and Mail Update
Published on Friday, Apr. 16, 2010 4:33PM EDT
Last updated on Saturday, Apr. 17, 2010 11:37PM EDT

India has swagger. Its booming economy has created an affluent middle
class and a triumphant elite of politicians and business leaders. It has
a major information-technology sector and super-rich tycoons. U.S.
presidential candidates, in 2008, debated ways to stop American jobs
from being “Bangalored.”

Some in India take it further: They expect to become a superpower.

Ramachandra Guha, author of the celebrated 2007 survey titled India
After Gandhi: The History of the World's Largest Democracy, is poking a
stick at that popular ambition.

While in Ottawa recently to deliver a lecture, he gave his reasons for
believing that it's much too soon for India to see itself as a true
global powerhouse.

UP, UP AND HIGH...
GALLANT GOANS IN THE SKY - 2

=
VALMIKI FALEIRO follows up his story carried in the HERALD Sunday Mirror on 28
Feb
2010, on the gallantry of Goans in the Indian Air Force, in this two-part
sequel.
=

Reader response to the cover story in the Sunday Mirror (HERALD, 28 Feb 2010)
warranted this sequel. Grouse was there were many more gallant Goan airmen who
laid
down their lives. Besides, the article did not convey the extent of Goa's
contribution to
the Indian Air Force (IAF).

Goa, as I said before, provided officers to India's armed forces far beyond the
ratio of
her population. Most joined the army and navy, fewest went to the air force.
IAF men
occupy only 8-10 houses out of some 150 at Porvorim's Defence Colony. Yet, a
listing
only of IAF Goans provides fair judgment of Goa's singular contribution to the
ranks of
the three wings of India's defence services.

But, before that, two corrections to Part-I of this serial.

Sqn Ldr "ML" was actually "Emil" (Emiliano) Fernandes, from Dramapur proper, not
Sirlim. He was, in fact, a maternal nephew of Valerian Cardinal Gracias, from
Battiavaddo-Dramapur, now claimed as a son of Navelim. (Cardinal Gracias' mother
hailed from Navelim.) Two, I wrongly ranked Sqn Ldr FX da Silva as Wg Cdr. More
on
them below.

This list is largely sourced from the IAF website. Today, let us look at those
who died in
harness, in action or of other causes. Names are listed by the date of death,
and where
not known, by seniority or alphabetically. Ranks are in abbreviated form.

IAF gallantry awards in war are, in ascending order: Mention in Despatches
(M-in-D), Vir
Chakra (VrC), Maha Vir Chakra (MVrC) and Param Vir Chakra. Ditto for peacetime:
M-
in-D, Shaurya Chakra, Kirti Chakra and Ashoka Chakra. Citations, if available,
are in
quote marks within brackets - but in abridged form.

This list is not comprehensive, much less exhaustive. There would be many more
IAF
Goans who died in service, unsung.

*Flt Lt Aloysius William Barrette, VrC in 1950. Commissioned (hereafter, com.)
1943,
he died in a Tempest-II of 8 SQN on 08 Aug 1948 during the J&K Ops. He battled
bravely (but let's keep that story for another day.)

*Flt Lt Agostinho Gracias Monteiro joined the IAF after a brilliant academic
record at
St Xavier's-Mumbai and was based in Jalahalli. On a visit to Mumbai, he died of
a heart
attack in 1950.

*Pilot Officer Hugo Pacheco Gracias was with 2 SQN (Unit 3) when he died in a
Tempest-II crash on 24 Nov 1951 during a dive-bombing practice with the army, at
Halwara, at age 21.

*Fg Offr Gerald B. Cabral, VrC, was with 8 SQN during the 1948 J&K Ops. Let's
leave
his rarest of rare stories for another day. The third time he crashed, during
peacetime,
he was unlucky. He died on 01 Dec 1951 when his Tigermoth-DH82 crashed into a
glass
factory at Begumpet.

*Fl Lt Salvador ("Sally") Rodrigues died in Jamnagar in 1951 in a flying
accident.

*AVM Erlic Wilmot Pinto, M-in-D in 1951, PVSM posthumous. His death is the most
known among IAF Goans. Com. 1940, he commanded Goa Ops in Dec-1961. He was

Drooling at Goan roadside delicacies
Published on: April 5, 2010 - 01:45

Michael Fisher

PANAJI: Enterprising people script their own success story. This is a
story of teacher, a Konkani actor, now a practicing lawyer, who was
the first to start the `Sigdi’ trend (open air oven) in Goa, not
realizing that he was opening new opportunities to the would-be
unemployed, he is Mr Mike Metha.

Margao street food is pretty famous and most Indian tourists gorge on
the street food stalls, delicious and affordable. The street food, not
Goan dishes, is a blend of various flavors that stimulate the taste
buds of tourists as well as locals. In Margao alone from the KTC bus
stand to the Old Market bus stand more than 30 plus `sigdi’ type
portable food stalls are doing brisk business, cooking tandoori to
Chinese dishes are prepared in front of the customers. The customers
also ask for extra flavors such as more spice or more tanginess.

By the end of the 1980s, this illegally economy became unstoppable as
scores of portable barbecue- style stalls and kiosk emerged in nooks
and corners of Margao town catering to all classes. With new
makeovers, these joints have jazzed up their act attracting the young
‘n’ hip and the families.

The over 100s of these roadside stalls doing lakhpati business, owe
their gratitude to Mr Mike Metha, who in 1985 took over a kiosk and
started the first ever roadside barbecue `sigdi’, at the vicinity of
the Old Market area of Margao. He imported two cooks from Bombay and
called his kiosk `Byculla Sigdi’. As time went by his kiosk became a
landmark, especially for visitors and the late night workers.

His kiosk attracted Taj chefs and Goans by nature are a reluctant lot
when it comes to eating at street corners were attracted to Byculla
Shidi, which started serving Arab, Chinese, Mogul and Goan dishes.

Seeing Byculla Shidi hogging the evening limelight, such open air
stalls sprang up in various corners of Margao town to get a slice of
this cake, offering similar dishes.

On an average Byculla Shidi would sell two kilos of cooked mutton and
15 chickens every evening till mid night. A year later the two cooks
left, but this did not deter him, he employed locals and continued the
art of cooking he learnt from the Bombay cooks. The Byculla Shigdi
continued, amidst scores of emerging sigdis. Those who missed Bombay
roadside food, got the taste of it again from these illegal stalls.

Then in the late 1990s, the High Court terminated all the roadside
kiosks. These open air stalls created a new industry as over 1000 of
them gave restaurants and hotels a run for their money. The High Court
crated a state of disarray for some kiosk, who continued to operate
defying the order. The Margao municipality had no other alternative,
but to rehabilitate them in selective areas. They were allowed to
operate only after sunset.

Mr Mike Metha’s Byculla Sigdi refused to rehabilitate would up. But he
does not regret that his idea has created a local fast food industry
and prays that his Divine Lord has blessed him with a restaurant
called `With Love’ located at Madal, opposite the Margao KTC bus
stand.

The art of cooking came to Mike by mischief. Living in Bombay in the
1960s, he and his friends would shoot pigeons perched on the Parsi
parapet. He first ventured to cook, while staying as a paying guest
with an elderly Indian-French couple. Creeping into their kitchen with
out their knowledge and using their ingredients, he cooked up the
first shiny pigeon dish and offered them to eat. They praised it to
the skies.

Excited by Mike’s talents his friends and he ventured to shoot flying
foxes at the Vadala five-gardens. With pigeons and flying foxes, they
would come home with 20 kgs of meat daily and enjoy a hearty meal.
These examples prove that any person who wants to make a fortune only
needs a burning desire and some of the necessary skills. Over 100s of
these now official open air portable stalls are doing roaring business
in Margao.

Dear Ms. Cynthia Pinto,

Congratulations.

Today, the world needs more nutritional supplements and effective
anti-oxidants in our foods and drinks than the 100 per cent prevailing
ACIDS, body acidity being the hospitable next door neighbour that will
shelter all the viruses and the cancer potential free-radicals in our
bodies.

Big Pharma goons are today edging out simple, low cost alternative remedies
but are gunning for patents for the same non costly suplimentaries to be
sold as prescription drugs at galloping costs.. Target .
make billions at the cost of poor, gullible sufferers.

American FDA, I am told, is part of the goon Pharma syndicate. Recently, it
is believed that a glucose reducing drug for diabetes was sought to be
removed from the market as it has caused more deaths through damaging
cardio-vascular systems than solving diabetic problems. But the drug, when
put ot vote in the within the FDA, won the war with 8 votes to 7. More
people will die because they want their diabetes under control and doctors
still prescribing death because it is available on the shelves of medical
stores.

Do hope that your organization will make the people aware of the benefits of
supplementaries rather than costly drugs like chemo and radiation which
expedite the end but with more pain.

Cheers

If the aspirin a day does not solve the problem as assured and one is

And, come to think of it that I have been avoiding the 'STOMACH' a

We were to go to London by BA  tomorrow afternoon flt.
For this we had a return ticket by Kingfisher Airline leaving Goa at 6.30

We been constantly checking BA website for latest  updates etc
At around 10.15 pm we found out the flt for 18th also cancelled.

What a relief!
At least we can stay here in Goa rather then getting stranded at Bombay.

We immediately phoned Kingfisher to keep our ticket open for re-scheduling
at future Dates..

Don’t know how long it will take to bring about normalcy in the air traffic..
It says next day flt is normal, earlier, it also said 18th April  flight is
normal

Lucky us.

Extended Easter holiday for kids too.

When writing this, I also got an SMS from BA to say the flt is Cancelled.
The phone No. I only added this afternoon to my booking info online.

the path of the volcanic ash affecting UK airspace and

Dear friends,
When it comes to churning out inane yarns, Miguel Braganza knows no equals.
Absurd statements are so much his forte that he could as well be called "Absurd
Miguel Braganza" i.e. Absurd could be his first name.  Sample this: << The
Antruzi Konkani that is now the Official but sparingly used [the only newspaper
in Devanagri script Konkani, SunAparant sells less than a thousand copies
...and spends?more on electricity?and travel each day, to say nothing of the
fancy salaries of the staff] has Rs.20 million pumped into it every year
through the Goa Konkani Akademi.>>  Does it make sense?  The verifiable fact is
that Goa Konkani Akademi's Total Annual Budget (including staff salaries) is
less than Rs. One crore or, to use his system of counting, less than Rs. 10
million.  How could this Akademi pump Rs. 20 million annually into Sunaparant?
Any earthly explanation?

On 15 Apr 2010  eric pinto sent the following post
purporting it to be from Miguel Braganza:
?

In Goa MINING is underMINING the very existence of Goa by scraping its ovaries
[mining below the water table] and trying to make omlettes out of the faeces
[mining dumps]. The Chinese are saying NO to the BS.
?
The iron ore and manganese mines are Open CAST and mostly below to the Goud
Saraswat Brahmin CASTE [ Salgaocar, Timblo, Panonidkar, Talaulikar. The Bodke
aka Dempo's still have interest in processing of mined products and one
permission for expansion has been denied last week. Jai Jairam Ramesh. He is
bringing some Ramrajya to the Naked world of Digamber's Goa.
?
The Antruzi Konkani that is now the Official but sparingly used [the only
newspaper in Devanagri script Konkani, SunAparant sells less than a thousand
copies ...and spends?more on electricity?and travel each day, to say nothing of
the fancy salaries of the staff] has Rs.20 million pumped into it every year
through the Goa Konkani Akademi. That is like pumping drinking water from the
mining pits into the saline river water to get the ore.
?
Both Konkani in Devanagri script and the income from mines feed the same CASTE.
Borges and Barge drivers alike get the peanut butter to apply on their
Bikareachi Poyee. [Professor Sebastiao Mariano Borges was a lecturer in Geology
at the Parvatibhai Chowgule College in Margao. No prizes for guessing who owns
it.]
?
On 17 April, 2010 we are going to have two events to celbrate the Tiatr Day
.500 metres apart at Kala Academy and the Tiatr Academy. "Life is a
Natok" said Wilhelm Sex-peer . The Devanagri lipi guyz think the Tiatrists
cannot do it by themselves because the Natoks are not written in Roman script.
?
The Konkani in Devanagri script has ensured that Goa could get Statehood
[India's states are defined by language such as Marathi for Maharashtra and
Kannada for Karnataka ...and fights for the Gelgaonkars who speak both
languages] ...without really promoting Konkani. 986 Govt. Primary Schools
[GPS]?are in Marathi Medium and only 52 GPS in Konkani survive from the 72
started in 1992.
?
The Diocesan Society of Education/ABE shifted all its 126 primary schools to
Konkani in Devanagari. Like everything dome prematurely, it brings forth
nothing. The Catholic children are studying in "secular" schools run by
business houses owned by you know who and the DSE schools teach Lamains,
Bijapuris and Bhandaris who cannot afford English medium's stiff fees and
"voluntary" contributions to the corpus fund.
?
?
Our children studied in ABE Konkiani medium schools and learnt English at home.
You can imagine what happens to village students from Konkani speaking families
with illiterate parents. That is the Catholic Church's "preference for the
poor" in actual practice. After that they expect to get vocations among
intelligent, Sharda Mandir, Shiksha Niketan, Vidya Vikas educated students.
Those fols are sold on to the economics of making money. Few that join the
seminaries apparently do not leave this trait behind.?Why should they when
Sunday collections touch Rs.40,000/- in the town parishes ...each Sunday.

Shri. Tomazinho Cardozo, President of Tiatr Academy of Goa addressing
the press conference in TAG’s Conference Hall stated that TAG is making
all out efforts to develop tiatr in all respects. The occasion of the
‘Tiatr Day’ to be celebrated on 17th April 2010 at 10:00 am in TAG’s
Conference Hall will be used to launch numerous activities on the field
of Goan Tiatr.

“When the curtains rise… a story of Goa’s Tiatr” written by Dr. Rafael
Fernandes and published by Tiatr Academy of Goa will be released on the
occasion. A directory of Tiatr Artistes compiled by Tiatr Academy of Goa
will also be released.

Dr. Rafael Fernandes dwelt in detail about the content of the book and
the difficulties he faced during his six years research. Tomazinho
Cardozo stated that the book will be first of its kind because it is a
research work and provides authentic information.

Mr. Cardozo also informed the press about the schemes and activities of
TAG which will be implemented with the aim of developing Goan Tiatr in
all aspects. The details of the schemes are as under:-

(1) Documentation of the history of Tiatr
Documentation can be done in the following ways:

(a) Documentation of experiences of the old living artistes will be done
by interviewing old artistes of Tiatr which includes writers, directors,
actors, singers, musicians, persons involved in stage setting, light
effects, background music, etc. etc. on DVDs.
(b) By publishing books on history, critical appreciation and on any
other topics related to Tiatr, its song and music.

(2) Promotion of Tiatr through educational institutions
In order to make the students in the schools and colleges aware of the
Goan traditional Tiatr – its history and its importance in the Goan
society, TAG in collaboration with other individuals / institutions will
organize seminars, workshops, lectures, etc. for the students of
educational institutions.

(3) Raising the Standard of Tiatr
Improvement of the standard of Tiatr in all respects is the need of the
hour. Therefore TAG will organize workshops/seminars, etc on various
aspects of Tiatr such as Script writing, Acting, Direction, Light
Effects, Stage Setting, Back Ground music, etc. by inviting
knowledgeable resource persons in theatre art from other languages.

(4) Preservation of Tiatr literature
Tiatr literature needs to be preserved for posterity. This will be done
by publishing books of scripts of Tiatrs, One Act Plays and Lyrics of
songs, with or without music scores, etc.

(5) Promotion of Tiatr music
TAG has observed that the number of musicians playing blowing
instruments such as Trumpet and Saxphone is decreasing day by day.
Hence TAG has formulated a scheme to encourage youth and others to learn
to play blowing instruments particularly Trumpet and Saxphone by
providing them with financial assistance.

(6) Promotion of Award Winning Tiatr
Kala Academy, Goa organizes Tiatr Festivals every year in Panjim only.
But the producers and directors of award winning tiatrs have no
opportunity to stage these award winning tiatrs in other parts of Goa.
Therefore TAG will organize a festival of award winning tiatrs in other
parts of Goa.

(7) Remembering Tiatr artistes of yester years
Tiatr stage produced great tiatr personalities in the past. These
pioneers of tiatr are no more with us. Their contribution to the Goan
tiatr is immense. Unfortunately today’s younger generation do not know
anything about them.

In order to make our younger generation aware of their contribution and
sacrifices TAG has introduced schemes as follows:
(i) To commemorate their jubilee birth anniversaries i.e. 75th, 100th,
125th, etc birth anniversaries by organizing special functions and
appropriate programmes.
(ii) To give financial support to troupes/ institutions/ individuals for
producing special programmes on the lives of particular artistes or a
programme of the tiatrs staged and songs rendered by those artistes in
the past.

(8) Financial assistance to troupes going to Bombay/Poona
Goan Tiatr was born in Bombay. There was a time when the Tiatr culture
was more prominent in Bombay than in Goa. Dramatic troupes from Bombay
used to come to Goa to stage their tiatrs. In the recent years the
scenario has completely changed. Dramatic troupes from Goa go to Bombay
and stage their shows in Bombay and Poona. Many a time staging tiatrs in
Bombay/Poona by Goan dramatic troupes is not a financially viable
proposition.
Therefore TAG has introduced a scheme to give financial support to the
tune

To,

Praveen Agarwal,
The Chairman,
MPT, Vasco, Goa.

E-mail: chair...@mptgoa.com

Dear Praveen Agarwal,

Thank you for your letter and sharing your letter with Costa in Italy.

At the outset I wish to place on record my deep appreciation that you

responded and shared MPT plans with me. A BIG THANK YOU TO YOU!

I did read through the document as well as your letter and found it

extremely absurd that so many stakeholders including gamblers have

been taken care of but not the people of Goa even though the projects

planned are going to change Goa in major way.
The plans outlined gives

me an impression that MPT is on an voyage to convert Goa
into Free

Port. How come to forgot to mention that in order to implement the

proposals set out you need to hold referendum in order to know the

opinion of people of Goa?

Personally I am against any kind of structural modification at MPT

that would facilitate the docking of Foreign or domestic vessels for

the purpose of 'rest and recreation'. In my personal opinion this is

not healthy for people of Goa that we become
servants of global war

industry, providing below the belt services. Instead we must work

towards dismantling of war industry itself so that no need ever arises

for any kind of 'rest and recreation', in military terminology.

I advise you to rethink on this and embark upon re-shaping of the

plans of MPT that would include exclusion of developing any kind of

docking/berthing facility for ships visiting for 'rest and recreation'

purpose.

I must tell you that this is urgent matter concerning entire

population of Goa and kindly treat this on
priority. I expect that you

begin to re-think your plans for MPT so that Goa
does not become

strategic 'rest and recreation' destination. It would be truly

unfortunate if do not consider approach as that will led to major

crisis in Goa as people will be left with no option other than - what

I said in my earlier letter - catch the bull by its horns.

So I await for your letter that will declare that the MPT has dropped

its plans to transform Goa as 'rest and
recreation' destination for

the global warships in search of 'small brown fucking machines' by

coming Monday 19 April 2010. Your letter like this will do great

service to Goa and surely People of Goa will
respect and treat you

with dignity.

Ever warmly,

Seby

One of the slightly persuasive points made in relation to Hussain's freedoms
by Santosh, Sandeep and other defenders of his freedom is that courts have
thrown out cases against him.

Here are the same courts objecting to another Indian's freedom of speech.

Comments please, gentlemen.

The Bombay High Court had banned the book on grounds that it hurt Muslim
sentiments

The Supreme Court on Friday declined to interfere with a judgment of the
Bombay High Court upholding the ban imposed by the Maharashtra government on
a book on Muslims authored by an advocate, claiming that the book brought
lesser-known aspects of Islam before the public eye.

A Bench of Justices P. Sathasivam and H.L. Dattu, after hearing counsel for
the appellant R.V. Bhasin, dismissed the special leave petition against the
High Court judgment at the admission stage itself, and thereby upheld the
ban on the book, *A Concept of Political World Invasion by Muslims *written
by the appellant.

The book was released in 2003. The State on March 9, 2007 issued a
notification banning the book on the ground that it contained derogatory
remarks about Islam and Prophet Mohammad and insulted Muslim sentiments. The
notification said, “The book perpetrates hatred against Muslims, promotes
enmity between classes, likelihood of violence, breach of harmony, peace and
tranquillity.” The government declared that every copy of the book as well
as of the translation thereof in Hindi be forfeited to the government.

Mr. Bhasin challenged the ban saying it violated his right to freedom of
expression and contended that the book was a historical analysis that threw
light on lesser-known facets of Islam. He had contended that Islam
encouraged terrorism and did not tolerate those of different faiths. He
quoted few Quranic verses to substantiate this point.

A three-judge Bench of the High Court, in a 150-page judgment in January
this year, held that Islam or any other religion could be criticised, but a
malicious criticism aimed at promoting communal hatred and painting the
whole community as villainous was not permissible.

Dismissing the petition, the court had said: “While we have the right to
criticise, the criticism has to be healthy and not malicious. It must not
lead to creating ill-will and hatred between communities. The freedom of
expression granted by the Constitution should not be used to trigger
senseless destruction of lives and property and breach of public order.” The
present appeal was directed against this judgment.

Dear Sir/Madam,

Greetings to you from VHAG office (Voluntary Health Association of Goa).

The Voluntary Health Association of India (VHAI) is one of the world’s
largest non profit associations of voluntary organizations. The Voluntary
Health Association of Goa (VHAG) is the state branch of this organization.
VHAG has been working in the field of Health Promotion in Goa since its
inception in 2002.

Among the many objectives of VHAG one of them is to promote production &
publication of newsletters, books, brochures, pamphlets, posters and other
relevant awareness, research & resource materials etc., on all matters
related to health and well being of the people. Being true to this objective
VHAI has brought out several books related to health. One of the books is
on "Health Care and Rights of the Patients: A comprehensive guide to a
doctor-patient relationship and the rights of patients to seek health care",
authored by Dr. Gladstone D'Costa, Mr. Raj Vaidya, Mrs. Deepali Naik. This
book has been translated into various languages and now we have the
privilage of announcing to you that it has been even translated into
Konkani, state language of Goa. Hence our kind request to you would be to
write a review for this book. It is a very useful guide to the Patients and
hence by writing a review, the wider public will be able to profit a lot
from this book. It is a small book of 64 pages which raises several
concerns- regarding choice and health care services, correct and timely
diagnosis, information about illnesses, preventive
measures, personalized treatment, right to complain and other issues. A must
read book to everyone especially patients and their families, health
professionals, NGOs, care providers and health workers etc. We will be glad
if you could consider our humble request.

Awaiting a positive response from you. Kindly give us your postal address so
that we can dispatch our book to you.

Thanking you in advance,

Sincerely yours,

Cynthia Pinto
