Goa woman death case: Pacheco's wife summoned by Crime Branch Ads by Google Press Trust Of India Panaji, June 12, 2010 Crime Branch today issued summons to the wife of former Goa Minister Fransisco Pacheco, who is on the run after being probed for the death of his close friend Nadia Torrado. "Viola has been summoned to the Crime Branch on Saturday at 10.30 am," a source close to Pacheco's family said. Police raided Pacheco's house at Betalbhatim, 40 kms away from here, and confiscated half a dozen computers. The summons were served to Viola soon after the raid. Police are investigating the death of 28-year-old Nadia Torrado, who died allegedly after consuming poison on May 15. The Crime Branch has accused the former Tourism minister of being involved in the crime. The minister's close friend and officer on special duty Lyndon Monteiro has been made co-accused in this case. Pacheco and Monteiro are on the run since June 6, when they were called for questioning by the Crime Branch. Sessions court has already rejected their anticipatory bail petition. Police have said that both would be arrested once they appear before investigating authorities as their custodial interrogation is required to solve the mystery behind Nadia's death.

Cops raid missing Goa ex-minister Mickky Pacheco's residence NDTV Correspondent, Updated: June 11, 2010 19:51 IST, Panaji There was high drama and tension at Betalbatim village, constituency of Mickky Pacheco as the police arrived to begin its search at the residence of the former Goa Tourism Minister - now, the prime accused in the mysterious death of his girlfriend Nadia Torrado. A computer hard disk and documents were seized, but there is still no trace of Pacheco who has been missing for a week now. His supporters claim the NCP leader is being targeted by the state Home Minister Ravi Naik. Pacheco, they say will stay in hiding unless a CBI inquiry is launched. "He is on this soil. Right here with the people. He is not hiding behind the law. But the crime branch is a missionary of the government. We want the CBI to inquire," said Godfrey Rodrigues, Pacheco's associate. The police's failure to find Pacheco is becoming a huge embarrassment for the government, which is something the Chief Minister chooses not to admit. "It is a matter of investigation. This incident is not affecting my government," said Digambar Kamat, Goa Chief Minister. The political atmosphere in Goa is often so acrimonious, that every time a high profile leader is charged with a serious crime, invariably his political rivals are accused of vendetta and of using the police. With this case, this notorious reputation has only been strengthened.

Goa gets 2nd airport; Greater Noida next? 11 Jun 2010, 0654 hrs IST,ET Bureau NEW DELHI: The government has approved setting up of a greenfield international airport in Goa, relaxing the 150 km minimum separation norms. The move would pave the way for similar airports projects near cities, such as Delhi, that are beginning to face air congestion. The decision on second airport at Goa was taken by the Cabinet that met on Thursday under the chairmanship of Prime Minister Manmohan Singh. As per the decision, the international airport would come up in Mopa area of Goa through private participation. The new airport will not come at the cost of suspending air operations at the existing Dabolim airport, information and broadcasting minister Ambika Soni told reporters after announcing the Cabinet's decisions. "The cabinet reviewed its earlier decision to close down the existing airport at Goa once the commercial operations started from Mopa," she said. There was apprehensions among the locals about the possibility of the Dabolim airport being closed down once the new one started operations. In 2000, the civil aviation ministry had proposed that Dabolim airport should be closed down once an airport starts operations in Mopa. The existing airports at Hyderabad and Bangalore have been closed after the private greenfield airports started operations there. The government's decision assumes importance as it could pave the way for similar projects coming up in cities like Delhi where the 150 km norm is being hotly debated. In fact, the Uttar Pradesh government has proposed international airport in Jhevar at Greater Noida, which falls within the 150 km range of Delhi's existing IGI airport. "A group of ministers (GoM) is evaluating the proposal and likely to take decision soon," said an official of the civil aviation ministry, asking not to be named. "There is no binding regulation to follow 150 km norm. The government can relax provisions considering the need for a second airport in any other Indian city," the official said. The government has already proposed two such airports at Navi Mumbai (near Mumbai) and Kannur in Kerala. The Delhi International Airport (DIAL), led by Bangalore headquartered global Infrastructure major GMR Group, has taken over operation and modernisation international airport of Delhi. The company had expressed concern over second airport in the vicinity of Delhi as it would have impacted its revenues.

The OSD, a close aide of Pacheco, in his anticipatory bail plea, has said that the minister had also called upon the Chief Minister to probe the involvement of the son of a influential politician in the said drug racket. “The same was not liked by the other cabinet colleagues who are trying to cover up and save the said politician’s son as is also evident from the recent statements made by Chief Minister himself,” the petition said. Nandkumar through his writing has expressed concern against environmental, cultural and social wrong doings in Goa. He has worked for tribals, deprived and needy. He was student leader and continues to be a leader amongst thinkers. His scientific mind is appreciated and admired by many including me. But every one has likings, priorties, constraints and weakness. When Digamber became chief minister, Nandkumar praised him. Perhaps that has constrained Nandkumar not to speak against mining accesses for last three years, because Digamber is the only person responsible for them. Digamber sidecasted Charles Correa Regional plan despite GBA’s follow-ups (grossly ineffective efforts). Nandkumar in his felicitation speech at Gomant Vidhya Niketan in Margao expressed that Digamber would solve all problems related to Land sharks in six months. But Digamber dragged the issue for three years and of-late has become even bigger Rule flouter than Babush. I have not come accross Nandkumar uttering a word on this leave alone denouncing Digamber’s actions and inactions. However, after GBA started losing ground and VGG took over the initiative, Nandkumar has started raising Land Shark issues, but without blaming the TCP minister. Now, Nandkumar wants the CM, Who is the Mines Minister of Goa for last 11 years (He must by now know mining nitty gritties as much as Mine Owners and more than anyone else in Goa) to attack sand miners. CM is not taking any steps to rein in illegal mining and excesses in iron ore (mining without leases, leased mines operating without relevant approvals, legally leased miners digging outside leased area, ore transport flouting rules, laws and court orders, under paying royalties). Iron Ore creates nuisance 100 times or even more than the sand mining. Sand mining activity yields subsistence earnings running in few crores annually, whereas iron ore mining yields Windfall profit of Rs 10,000 crore annually. For comparison Budgeted revenue of entire state of Goa is Rs 2700 crore for 2010-11. Doudts arise, why Nandkumar is turning Nelson’s Eye to Iron ore mining, which creates 100 times more problems than sand mining? Is it to divert public attention from a problem which hurts Digamber? Or is it because people residing in Western Goa are less aware of the Woes of Eastern Goa? Nandkumar is not a cut-n-paste internet scientist. I can recollect his study few years ago, of Taleigao plateau trees called Sanver, the timing of breaking of its bondas releasing of winged seeds and how it can be calibrated as a lead indicator of rain activity in Goa. And therefore I do not expect that Nandkumar is ignorant of woes of people in Rivona, Quepem, Sanvordem, Usgao, Bicholim, Shirgaon, Advalpal, Honda, Sanquelim, Pale, Dhrbandora or Molem. He in many of his articles has also high-lighted the importance of aiming the eye of the bird as Arjuna did. Considering this, I am quite certain that he is fully aware that the main problem nagging Goa and which does have potential to create a mass unrest if not Naxalite overtones is iron ore mining and transportation thereof. People dying or getting disabled under the wheels of mining trucks, the pollution menace faced by both poor and well-to-do, the futility of innumerable complaints to administration and police, the neglect by politicians, media censorship with an eye on government advertisements and flouting of reliefs given by the judiciary are recipes for a major up-rising. Take the case of Carmo Cardozo, an aged mother of three. Ten years ago, she built a comfortable house on Rivona-Jambaulim road. She had all comforts and a peaceful life till mining transport started in Rivona some five years ago. Today she says her life is like hell. She just touches any part of her house or any furniture and shows her hand coated with mining dust. Her sons come home after day’s hard work and help their mother to mop up the house-floor of the mineral layer. When they eat, it constantly strikes their mind that iron-ore dust is present in their food. They eat but don’t relish. When they sleep, the bed linen has to be dusted several times. The sleep is disturbed. Trees around her house are all brown. The cross, which she paints white every Christmas becomes reddish-brown a month later. The biggest disdain is that her innumerable complaints to police and administration were unheard. Anyone can ring her on 9421193858 and learn her plight directly from her or visit her house to see for real. What is stopping Nandkumar from reaching for the bird’s eye? Is it the stance on Digamber, which he inadvertently got committed to, believing the promises Digamber displayed at that time? There is a unassuming word in the Japanese language— yugen (幽玄), an aesthetic concept that is anything but simple, expresses a deeply “refined elegance” (Zeami): indeed, context dependent. It contains in its Kanji a swath of signifiers that convey a complex of aesthetic references: Vagueness not ambiguity, subtle yet profound, nuanced yet gently hinting an attitude, a quiet elegance, “shadows within emptyness” (Jun ’ichirou Tanizaki). What could these words be describing. There are those objects, ideas, sounds, darknesses, shadows around us that our minds can barely pin down. The sensate experience they evoke can hardly be explained in absolute terms, leave alone even in a relativist manner. Yugen pervades all Japanese arts include the budo of the martial arts. A word to signify “a profound, mysterious sense of the beauty of the universe… and the sad beauty of human suffering.”(Ortolani, 325). Ortolani, Benito. The Japanese Theatre. Daisetsu Teitaro Suzuki, in Zen and Japanese Culture (New York, 1959), pp.220-21 (CHECK) Yugen is a compound word, each part, yu and gen, meaning “cloudy impenetrability,” and the combination meaning “obscurity,” “unknowability,” “mystery,” “beyond intellectual calculability,” but not “utter darkness.” An object so designated is not subject to dialectical analysis or to a clear-cut definition. It is not at all presentable to our sense-intellect as this or that, but this does not mean that the object is altogether beyond the reach of human experience. In fact, it is experienced by us, and yet we cannot take it out into the broad daylight of objective publicity. It is something we feel within ourselves, and yet it is an object about which we can talk, it is an object of mutual communication only among those who have the feeling of it. It is hidden behind the clouds, but not entirely out of sight, for we feel its presence, its secret message being transmitted through the darkness however impenetrable to the intellect. The feeling is all in all. Cloudiness or obscurity or indefinability is indeed characteristic of the feeling. But it would be a great mistake if we took this cloudiness for something experientially valueless or devoid of significance to our daily life. We must remember that Reality or the source of all things is to the human understanding an unknown quantity, but that we can feel it in a most concrete way. As with Zeami’s yugen, there is Rikyuu’s wabi (a sense of tranquil solitude), and Basho’s sabi. A world of aesthetics where all the forms evolved in the Muromachi period or descended directed from it. Yugen is exceeding hard to convey—it eschews the linear thought processes, and cannot be grasped, however much the logical capacity of our minds; but it does manifest upon encountering creativity, within ourselves, others, and insentient objects. And of course, creativity too is a source hard to fathom. Yugen in that sense is the becalmed self free of anxiety, strategy, machinations, doubt—a self that expresses a form, a shape, a space, a movement, discovers a formula—which truly appears to evoke wonder in the one who experiences. Three member team from Goa's Forest Department on June 9, 2010 evening visited residence of Tulsidas Velip and exerted pressure on him to backtrack on tiger claims he made in his letter to Prime Minister of India on March 30, 2010. The officials first visited his family in forest village of Cavrem, Quepem and threatened his family. Then after contacting him over the mobile met Tulsidas Velip and took him to the venue in nearby forest where Tulsidas claimed tiger visit in March 2010. After reaching the place forest officials tried their level best to convince Tulsidas that it was not a tiger but some other animal like Leopard or the Cawrem villagers themselves have killed the Bison and wanted Tulsidas to sign on statement forest officers had prepared. Tulsidas replied to them in forest that since the statement is in English he is not able to understand it and would like his lawyer to have a reading about it. Forest department officers got infuriated and threatened Tulsidas Velip of dire consequences. Tulsidas refused to sign on statement till the end and asked them the copy of draft to so that it can be shown to a lawyer. Officers refused and after that told Tulsidas that they are going to call him to the forest department office in Canacona over the phone to sign the statement anytime within next few days and he has to oblige. Two officer's names are unknown while the third one is Babani Naik. The game plan of forest offcials is clear: deny that tiger visits Cavrem forest so that mining companies can be gifted forest lands. Goa Forest department is notorious for their with mining companies and Tiger is giant thorn on their way. Draft Goa Regional Plan 2021 even has a list of mining companies who are given forest land in Goa for mining companies. Mining companies and Forest department have ongoing honeymoon in this relationship. Threat to Tulsidas Velip is clear additional proof in this regard. We Goans need to appreciate more their efforts in preserving traditional Goan culture, and especially old Goan houses by having a special day every year dedicated to expressing our great thankfulness to them, with this day named in their honor - Foreigners Day. We Goans of course are a product of two cultures, Eastern and Western, and this fusion of two cultures and way of thinking in the 21st century is our real strength and something to fill us with a great sense of pride. The world today is deeply interdependent and we Goans are indeed lucky lucky to be a mixture of at least two worlds. Let's celebrate this diversity of East-West magic by dedicating it to the foreigners who live in Goa and make it a better place because of their being here. Celebrate life!

Mickky's anticipatory bail plea rejectedTNN, Jun 11, 2010, 05.52am IST MARGAO: Rejecting the anticipatory bail plea of former tourism minister Francisco “Mickky” Pacheco, 46, the Margao additional sessions court on Thursday stated that the injuries on Nadia Joelle Torrado's body indicate that the rodent poison might have been forcibly given to her or she might have been induced to consume the same. “The material collected by the prosecution ruled out the possibility of (Nadia) consuming the rodent poison by mistake which intensifies the gravity of the offence. The poison was consumed at 9am and till the time of admitting her to the hospital at 3pm, the deceased had a history of vomiting on six occasions,” read the order. “The truth can be revealed only by specific interrogation and not otherwise. The presence of Pacheco in the house of the deceased (Nadia) has not been properly explained during interrogation,” stated the order pressing for his custodial interrogation and leading to the rejection of the anticipatory bail. The order further stated that the material collected by the prosecution points to the involvement of Pacheco— who has been named prime suspect in Nadia's death—and therefore it cannot be said that the prosecution is trying to unnecessarily harass him as contended by his lawyers. It also noted that the prosecution has collected sufficient evidence to show that Pacheco was with Nadia in her house on the previous night and that he alone will be able to disclose what transpired between them. It added that Nadia's family members are not disclosing the true facts regarding the injuries on her body. “Discharge papers of Apollo Victor hospital in which she was first admitted point out that the patient was shifted to JupiterHospital at Thane, Mumbai against medical advice. The report shows that the victim was admitted with the history of consumption of 20x0.5 mg of Alphrazolane and unknown quantity of zinc and phosphide rodenticide,” the order ssaid refering to public prosecutor Sarojini Sardinha's arguments. The order also said that Sardinah had told the court that the deceased consumed the entire contents of the Ratol tube which is clear from the report of Apollo Victor hospital and the doctor's statement who first attended to her. She added that Nadia's subsequent statement before the SDM at Mumbai that she mistakenly took some part of Ratol paste on her toothbrush is incorrect and appears to have been given under duress or threat. The public prosecutor submitted that there were multiple contusion injuries on the forearms, legs, lips, chest which were opined as 12 to 13 days old by the doctor from Chennai and thus it relates to the day prior to the date of consuming Ratol. The prosecution contended that Nadia's statement recorded by the SDM at Mumbai is contrary to her earlier statement recorded in the presence of the constable, earlier investigating officer and her mother and most probably in Pacheco's presence. According to the order the prosecution further submitted that the circumstances in which the relations between Pacheco and Nadia were brought to the notice of the investigating agency create grave suspicion about the involvement of Pacheco, who is high profile and has the power to influence the witnesses and tamper with the material evidence if kept at large. Sardinha had pointed that Pacheco was interrogated by the crime branch but was initially reluctant to cooperate and disclose the relevant facts, leading to the interrogation remaining incomplete and hence he was called the next day but failed to appear and was found absconding. The police have searched for him, but till date Pacheco has not been traced. According to the order, Sardinha had also pointed out in her arguments on Wednesday that Nadia's widower Winston Barreto clearly stated in the divorce proceedings as well as in a case under Section 498 A of IPC filed against him by Nadia that their marital ties were destroyed due to Pacheco. Meanwhile, Barreto withdrew his anticipatory bail application on Thursday. Barreto had applied for anticipatory bail before the sessions court at Margao apprehending arrest in the case registered under Section 309 and Section 306 of IPC by the Maina-Curtorim police. The latest incident of a Minister in the Government absconding in a case where he is wanted for questioning in connection with the death of a young woman only exemplifies the impunity with which persons with political patronage and influence use the same. Goa Tourism Development Corporation (GTDC) Vice Chairman Mr. Lyndon Monteiro should be immediately sacked inview of the prime facie evidence against him in Nadia Torrado’s death. A person who has been absconding after being linked by the Crime Branch to Nadia’s death cannot not continue as a Vice – Chairman of a Government Corporation. It is now very clear that instead of using the post to promote Goa as a tourism destination, Mr. Lyndon Montero had misused his position as Vice Chairman of GTDC and OSD to former Tourism Minister to support and abet the illegal misdeeds of Mr. Micky Pacheco. All the disproportionate assets and real estate investments of Mr. Lyndon Monteiro over the last three years need to be probed. The crime branch should record the statements of all officers who have held the post of Director of Tourism and Managing Director of GTDC during Mr. Micky Pacheco’s tenure as Tourism Minister and also that of Goa Tourism Secretary Dr. M. Modassir. Mr. Micky Pacheco’s henchmen need to be interrogated and if the statement of one of Nadia’s very close friend Nadira Sheikh from Margao is recorded more facts would be unraveled. Nobody is above the law. Micky should face the music as any other accused. Over the years as a Minister he has abused, kicked and slapped so many including some government officers.
