Report of the Christmas Get-Together 2010 held on Saturday the 27th of November 2010 The Goan Association Germany e.V. (GAG) sprang up another big surprise by successfully organizing their annual Christmas Celebration 2010 on the 27th of November 2010, the 1st Advent weekend of the festive season.. It was a very cold and dull day. Outside it was a thick white blanket of snow. Contrastingly inside the hall it was warm, bright and beautifully decorated. The hall slowly started getting filled to its capacity especially with lots of guests coming from very far away. With a little bit of delay the evening began with the MC giving the welcome address and then the President Vito Oliveira greeting all the guests. The programme for the evening was meticulously planned and well executed. Lively lovely music was dished out to the full satisfaction of all the guests. The DJs of the evening, Trevor Jerome really had a fantastic selection, so much so that the crowd did not want to leave the dance floor. All this time, in the background, Michael Mascarenhas the Chef-de-Buffet with his team did a fabulous job of getting the buffet ready. This well-laid sumptuous buffet was then opened to the guests but not before Monsignor Alker blessing the bounty. The guests ate to their stomach’s content with appreciatory messages coming from all corners more for the variety, the taste, the lay-out and the replenishments. Of course, not forgetting the well-stocked bar with very reasonable prices that kept the spirits high. The highlight of the evening was the Carol singing by the youth which was so very well appreciated by the public that they had to repeat the Carols. There was also a solo guitar performance by Paolo Oliveira Naturally no Christmas goes by without Santa. He made his grand appearance to the delight of all the kids – big small. Along with his good-will Christmas messages he distributed goodies to all the kiddies. He left with a heavy heart but assured that the kids were happy. In between all these, there was so much of dancing with lots of spot-prizes. And then it was time for the tombola. There were fantastic prizes to be won. It was great to see so many people winning these super prizes. The desserts were served, the dancing continued, and the enjoyment went on till late in the night. Then with a heavy-laden heart the MC had to close the curtains of this grand show. He especially thanked Vito Renate, Jerome Trevor, Reggie Theresa, Michael Anita, Joanita Fermino, Salvino, Margarethe Gordon, Marina, The Youth for the Carol-singing, Sylvia, John Cabral, Shanta and all those who helped in which-ever way. The bureaucracy, Governor downwards, at first seemed to be receptive and friendly, then, perhaps motivated by the threats and reactions of freedom fighters, many of whom suffered unspeakable acts of cruelty at the hands of Fernando Revez Romba, his henchman Casmiro Monteiro and others of his ilk, short of packing off the ship, cold-shouldered the invitations of the Portuguese ambassador and the captain of the ship to the social functions they hosted. The people, the always large-hearted and hospitable Goan, the ever forgive-and-forget Goan, seem to be grateful to the Portuguese for the many good things they did, most of all for the red peppers they brought along and for the xitcoddy that characterises Goa, gave Sagres and its crew a warm embrace. Those invited to the party fully enjoyed themselves. The fishermen of Vasco bay dressed their boats with festoons and gave the ship and its crew a hearty send off. Diplomats will be diplomats and find ways to unburden themselves of their grief. On this occasion, the Government of Goa heard in silence the Portuguese Consul Generals subtle dig: that Portugal was the first nation to vote for Indias permanent membership of the UN council. On an earlier occasion, the then president of Portugal, Dr Mário Soares said in the plainest of words that he and other anti-Salazar Portuguese victims fought for their freedom as fearlessly as their Goan counterparts. At Peniche, the gruesome jail, he was lodged a few cells away from our own Puruxotoma Kakodkar. The Portuguese earned a bad name as colonisers for other reasons, which are historically well documented. To be short, they were cruel as evangelists and they were shameless womanisers. We know by now why. As evangelists they committed themselves to the Vatican to fazer muita cristandade - to make as many conversions as they could, whatever the means. Their methods of concertinos in Goa differed widely from those followed in the Northern Provinces, a widely confusing toponimic because the same provinces were known in Vasai (Baçaim) and neighbouring areas as East Indies. To them, Goa being the westernmost possession in India, was the West Indies, while Vasai being North of Goa was the capital of Northern Provinces. Fr Thomas Stephens who evangelised in the area was an Englishman. Not for him the Latin frothiness of the Spanish and Portuguese Jesuits who evangelised in Goa. Thomas Stevens learnt devnagri and spoke Konkani and Marathi. Before he converted a native he first taught her/him the Bible, not assorted prayers jaculatorias. Bible studies were necessary in his parishes. I spent some time in Vasai and know the difference between the curricula of Vasai and Goa parish schools. Another difference was that the Portuguese settled in the Northern provinces were married to Portuguese women, often enough war widows. For reasons to all appearances basically chauvinistic, Portugal firmly discouraged their men from taking their wives to overseas postings, but only for a while, till the consequences of that policy stared them in the face. The Spaniards, on the other hand, encouraged men to take their women. When Hervan Cortez conquered Mexico in 1519, the Spanish coloniser or soldier was given eighteen months to bring his wife if he had one or, then, he had to marry a native woman. But Portugal had its arguments. It was alive to its special circumstances. It was much smaller and, therefore, much less populated than Spain and could not afford a population drain. Then, America was just across the Atlantic. The journey, certainly, was not devoid of risks and perils, but it offered more options of shelter in times of distress like the islands scattered on the Atlantic coast around the hump of Africa. An additional reason was that it would be imprudent to have women on long journeys, lasting months, six or more, in ships loaded with men, some, if not most, prisoners on parole, the only kind of persons other than daredevils and adventures, who might feel motivated to involve themselves in an exercise of dubious utility which the countrys eastward expansion eventually proved to be. The precedent of Madeira from where Christiano Ronaldo hails and which was Portugals first major overseas venture had not been very inspiring. Unforeseen difficulties had arisen. With each scam more mind boggling than the other it is difficult to decide the Scamster of the Year. The growing revelation of so many scams will make it difficult for the Supreme Court and High Courts to monitor and keep pace. That corruption has been eating up into the entire system is alarming. It's the end of the article that we Goans have to make a note off, he clearly states where Goa is heading and the writer himself fears the worst, he is concerned about the future of Goa. In his own words he says The magic of Goa lies in its water. And that he is not the only outsider to fall under its spell. More and more people from Delhi and other parts of waterless north India are going to Goa and building their homes there. It's a small place, Goa, and it's getting overbuilt and overcrowded. Will this invasion of barren concrete turn it into a place of harsh stone, bereft of the gentle languor of water? As a lover of Goa, I can only hope it doesn't. This is the reality in Goa today, the million dollar question is how long will Goa sustain, the attacks, by the greedy and the elite, devouring the natural virgin beauty and replace it by ugly concrete structures. How long will it be before the exodus from all over India into Goa overrun and outrun our land and it's resources ? Here is a man who, although being a non Goan, is in love with Goa fears for it's future and does not want it to be trashed and desecrated with concrete and steel. If a non Goan has such feeling for Goa why aren't we Goans feeling the same and stop the sacrilege against Goa. Dear friends, Augusto's post makes it obvious that, despite belonging to the Goan Catholic community, he does not read Konkani in the Roman script; and he is certainly not an exception! Given this fact, his question in the subject line is not surprising, because Soter Barreto is one of those many veterans who have been ignored entirely in the “Brief History of Konkani in Roman script” which, in stead, exaggerates and eulogises even the minuscule contribution of self-propagandists who are in the good books of Dalgado Konknni Akademy. This lacuna is being remedied to some extent by the Konkani monthly GULAB. The English version of the same appears in the Konkani-English bimonthly THE GOAN REVIEW, as well as on GoaNet. Soter Barreto lives in Margao, behind Metropole Cinema. Information about him appeared in the current (December, 2010) issue of GULAB. Born in 1944, Soter Barreto began writing in Konkani in 1962 and has been at it continuously and consistently since then. He writes in both Roman and Devanagari scripts. He is a regular contributor to GULAB and THE GOAN REVIEW; as also other periodicals in Roman script. His Devanagari articles and poems appear in JAAG, SUNAPARANT, BIMB, KONKAN TIMES etc. He has been awarded by GULAB and Konkani Bhasha Mandal (twice). He is also a past Secretary of Konkani Bhasha Mandal. The poem, that Augusto has posted, itself appeared in the Roman script in the July 2010 issue of GULAB. It is reproduced here for comparison with Augusto’s version. This is not to suggest that there is anything amiss, or there are any “errors”, in Augusto's phonetic rendering; but it certainly exposes the orthographic mess that exists in Konkani in Roman script, in spite of its claimed 500 years of history and tradition! My Uncle stayed in Borivali, just opposite the Convent a house called VILLA FORTES. At that time I used to work Bombay offshore, on ONGC Oil Rigs. When I used to come off for 7 days off after 14 days work, I was spent one night with my uncle and Borivali is the best place and he used to take me around to meet his Goan friends in IC Colony and around IC Colony. [Goanet] COLUMN: Who Changed our Regional Plan?
Who Changed our Regional Plan? By Venita Coelho The RP2021 was released and already we have had several reams of newsprint telling us how wonderful it is. Congratulations and thanks have been handed out on all fronts. My question to all the journalists and opinion leaders who were so quick with their responses is this – have you even read the Final RP2021 document? How are you so sure it is good news without taking any time at all to analyse it, and when the plans for the two Talukas haven’t even been released? As the GBA starts the process of studying the final document, there seem to be several worrying issues. The biggest issue is the ways in which the final Plan deviates from the Draft Plan. The mandate of the State Level Committee set up to finalize the plan was simple. It was to take the existing Draft Plan, look at the village level plans that had come in, incorporate the suggestions made and produce a final plan. What they have done is to fling in some innovations of their own – which did not exist in the Draft RP2021 and which they had no business doing. None of these innovations has been opened to the public for their feedback or been part of any sort of participatory process. Most of these have not been adequately explained either. The first is the abandoning of the VP3 category. This plan has repeatedly been trumpeted as having ‘people’s participation’ and a key cornerstone to that claim was that villages had been allowed to choose the VP status they would like. Why has the VP3 category been dropped? No proper explanation. How can a category that was part of a Draft plan that had been notified (and so has legal standing ) be dropped? No explanation. When villages have expressly opted for VP3 how can this expression of peoples participation and will be over ridden? No explanation. The question begs to be asked - participatory planning or a compromise with the building lobby? The Final plan suddenly adds three new categories. Huge chunks of pink appear on the map marked as ‘Zone Plan’. There is no proper explanation of what a Zone Plan is. There is a second new category ‘Non PDA ODP areas’. Again there is no precise explanation of what this is or under what rules and building categories this will fall. The third and most suspicious category that has been added is Micro Industrial Development Zone. This sounds like it is meant to encourage small scale industries until you read the fine print. These will be governed by ‘a unique policy’. So this one could go either way. It could actually be used to encourage small scale industry - or it could be a nice little loophole to bring the SEZ’s back under another name. The Draft Plan was scathing about the effects of mining on Goa. It recommended that mining leases close to water bodies and other sensitive areas be phased out in three years. And that all mining be phased out in five years. This has gone entirely missing in the final notified RP2021. Instead we have two recommendations that sound suspiciously like they came from the mining lobby. The first is the recommendation that a new four lane ‘State Highway’ be built through the sensitive ghat area. What exactly is a State Highway? How is this different from the Expressway that is already planned? And who will benefit the most from a highway that runs straight to the most densely mined areas? If the Expressway is already being bulldozed in over people’s protests why do we need another State Highway? The second is the push to add one more rail line. Sounds like good planning, until you learn that in response to an RTI the Rail Vikas Nigam clarified that the line was part of a ‘port connectivity project’. Read ‘to transport iron ore’. These are just some of the issues that are emerging. It took us months of intense study to understand the implications of the Draft Plan. It was overall a good plan which would have done much to preserve and protect – but now it stands changed. The implications of the changes in the final plan are yet to be understood – do they water down the Draft Plan? Radically alter it? Undermine its spirit? It is very premature to begin the celebrations. On the other hand neither do we wish to throw out the years of hard work that have gone into getting a decent plan by a knee jerk reaction of rejection. All the various business lobbies would love a stay order that would allow them to continue with the rules that currently apply – outdated ones from RP2001. Once again the original demands of the GBA sound more and more like good sense. Put the Final Plan in the public domain for 30 days for us to give our feedback. Until the final issues are sorted, let the Eco Sensitive Zones be marked and preserved immediately. Let VP3 status stand for all the villages who opted for it until the entire plan is completed and notified to everyone’s satisfaction. Throw all the new innovations in this plan open for

According to CNN, eight years ago, this award-winning chef with a five-star hotel chain was all set to go to Switzerland for a high-profile posting. On a visit to a Madurai temple, he came across a homeless, old man eating his own human waste. That stark sight changed Krishnan's life. Much to the dismay of his parents, CNN says, Krishnan abandoned his career plans and decided to spend his life and his professional training in looking after those who could not care for themselves. He has provided more than 1.2 million hot meals through his nonprofit organisation Akshaya Trust, and now hopes to extend this to shelter for the homeless too. Krishnan is the only Indian in a list of 10 heroes that CNN has picked worldwide to honour. One of them will be chosen CNN Hero of the Year, selected by the public through an online poll. If many Indians get together to vote for this inspiring man, he can win by a long mile. If Krishnan wins he will get $100,000 in addition to the $25,000 that he gets for being shortlisted for the Top 10. [Goanet] I Am Questioned By The Dreaded Agente Monteiro
Two books related to the Portuguese in Goa fell into my hands this week. They are from the University of Ottawa library. IN QUEST OF FREEDOM by James Fernandes (Concept Publishing New Delhi) WHAT ABOUT GOA by Roldaum Anton Souza (Tipografia Silvas, Lisbon) James Fernandes is (was?) a freedom fighter convicted of non-violent political protest and sentenced by the Portuguese military tribunal to 12 years in prison. He was let out in 1958 on a general amnesty after serving four and a half years in Fort Aguada. Very interesting books, by Goans both, albeit on opposite sides of the fence. While that by Roldaum is a defense of Salazar and Portuguese policies and rule, the one by James is merely a narrative of his experience as a freedom fighter rather than a defense of any politics or ideology. WHAT ABOUT GOA is well written and the description of Salazar's reasoning and ideology has made an impression me. I had a totally wrong impression of the man as an obstinate dictator, puffed up with his own importance like a modern-day Robert Mugabe or contemporary Mussolini. However in Roldaum's writing and commentary of Salazar's speeches, he Salazar, comes across a man who genuinely cared for Goa, it's place in history and what would become of it if or when the Union (India) swallowed it. His appreciation of Goans as a people seems equally genuine. Nehru on the other hand, despite the gentleman he was, seems utterly callous about Goa and its future, merely worried about it being a pimple on the face of a bright new India. All this is based on what the two famous men actually spoke and wrote their own opinions and feelings. More on that book later. It deserves further review. Lets us get back to the chapter related to Agente Monteiro in James Fernandes' QUEST FOR FREEDOM. QUOTE During the 3 months I was at Police HQ in Altinho, I was also called for questioning four or five times, by other investigating officers. When you are called by a different interrogator, you went with trepidation in your heart because you did not know what the officer wanted from you and how he would treat you. But it turned out in most of the cases, I was wanted by other interrogators only because my statement was needed to fill certain lacunae in the case-reports of certain prisoners not belonging to our group. The activities of these freedom fighters had been somehow connected with references to me or to our group. The interrogators now checked and confirmed those references by recording my statement in that regard. These were generally matters of detail to which the interrogators did not attach much importance; and that is why I had no trouble even from some of the brutal questioners. They questioned me for about 15 minutes in an off-hand manner and then dismissed me. But the worst interrogator I faced was the notorious monster Monteiro. He was dreaded by every prisoner, because by this time his reputation as a cruel brute was well established. With his brutal beatings, he had maimed scores of prisoners and he had beaten to death at least four or five prisoners, among them a man from my village, Assnora. (Bala Mapari of Assnora was arrested in connection with the assault on Assnora police post, early in 1955, and was tortured to death by Agente Monteiro.). Monteiro was a mestizo (mixed breed), fair, rather tall and powerfully built, quite handsome looking, but with a cold cruel glint in his eyes. We used to see him often walk past our cell with a swaggering stride, followed by his six to eight assistants, all young mestizo ruffians, whom we used to call his hounds. They reminded one of a pack of hounds, because beside their chief, they appeared quite small, and like dogs they followed closely at his heels. They always accompanied him when he went by jeep on his rounds all over Goa, arresting people. And when he interrogated prisoners, it was these hounds who took hold of the prisoner and threw him on a stone bench and pinned him there, while Monteiro went on beating him with a rubber truncheon or a wooden baton. What impelled Monteiro to do all this horrible work so diligently? It was not so much loyalty to the Portuguese masters. He was an adventurer in the worst sense of the word - an adventurer with the instincts of a gangster. And l like every man of that type he wished to make an easy and fast buck. There were reports circulating all over Goa that he used to arrest innocent young men of well-to-do families and then demand large sums of money for their release. And the others, from whose relatives he could not expect money, he beat up mercilessly thereby pleasing his bosses in the police department and gaining the reputation of a hero in the Portuguese establishment. One day after I had spent two months in Panjim, one of Monteiro's hounds came to our cell and called out my name. (To do this, we do not have to cut at the roots of English usage in Goa either, as protagonists of Konkani who send their children to English medium schools acknowledge in practice.) So we have artificial shanties. There comes social service NGO's who try to teach Konkani to the migrate workers as it is important tool of survival. Some even teach them to sing Mando and then with the help of migrates 'Konkani Rocks'. There are political NGO's who are busy telling Goans how vicious the government polices are but at the sunset they 'wine and dine' with the same government officials/politicians. Then the Goans who are in great hurry to get rich, and get rich now by hook or crook. They collude with the tourist and provide all assistance to source and finalize property deal. They will even go out of the way to steal document and land records for few rupees unmindful of the damage they are doing to the motherland Goa. We have So-called Global Goans trying to keep Konkani and traditions of Goa alive. How? Not by speaking Konkani at home but by singing and dancing few broken Konkani songs. Tapping feet and celebrating Village Feast these Goans call themselves 'FLAG BREARERS' of Konkani and Goan tradition world wide. And now the Flip-Side, since Goa is become hot commodity we have many Goans running back to Goa from all over the world. Many of these who have migrated to big cites and towns in India and over the world used to ridicule native Goan as 'village folks'. I know many here in Dubai (some years ago) who despised Goa and Goans. If you had to ask, 'Tum Goemcho?' The catch phrase reply ' I'm born and brought up in Bombay. Later, Ashish went on to do an MBA from Wharton, Philadelphia. Today, the Bombay boy has a plum job at JP Morgan's London operations. Incensed people blocked the traffic and demanded to know why the police had removed the body without conducting the panchanama. When clarifications were demanded, after more than 2 hours of dilly-dallying, the police showed them a copy of the panchanama, which people found to be full of faults and not conducted as per the procedure.

Good Morning Frederick Pertinent to your mail below, I don't think IC Colony is the newer settings for Goans. As far as I know goans have been here long long before. I know of many who have/had property/ies within the Colony, Goa type houses. Yes there is an influx now, where many want to shift base to IC Colony cause of the goa-like-atmosphere around one gets as he/she steps out of their home. Me being a Colony member (formally from heart of TOWN) would like to say, this is the place to be/stay in, if you ever think of coming and settling in Mumbai. Peaceful, Clean, Safe and Happening With the Parish Feast nearing, one has to take a walk along the lanes and bylanes of IC Colony, Marian Colony, Mary Land Colony, Holy Cross Road .. and you can smell the Pulav and Sorpotel cooking yeah, brings back memories. There were many of them before I came around 40+ years ago Now you find more Gujaratis, Jains, Punjabis, etc in IC Colony. He was speaking in TAG’s monthly ‘Kolakarak Bhett’ (Meet the Artiste) programme on 30th November 2010. Speaking further Mr.John Claro Fernandes who has completed 80 years of age recently disclosed that production and staging of tiatr was a sort of mission for the tiatr artistes of yesteryears. There was no financial attraction at that time compared to the present times he stated. Answering questions he informed that his most popular tiatr was ‘Purtugez Kolvont’ and that it was staged over 200 times. However, he further informed of the 15 tiatrs that he has written so far, he considered ‘23 Vorsam’ as his best script. To another question, John Claro Fernandes responded that he acted in the tiatr only once and that too when the hero of the play could not attend the tiatr due to unavoidable circumstances, he (John Claro Fernandes) had no option but to act and save the day. Mr.John Claro Fernandes who was responsible for unearthing the factual history of tiatr during the centenary celebrations of Tiatr in 1992 stated that he enjoyed writing and directing tiatrs and that it has given him fame, name and the greatest satisfaction. Mr. John Claro Fernandes was presented a memento by Shri. Tomazinho Cardozo, President on behalf of Tiatr Academy of Goa. Earlier Shri. Thanks Joe for your pics, videos and all the efforts you take to keep us informed. Once in a while you need to be reminded that we continue to be appreciative though you rarely see that mentioned. Present day Goans seem to be dressing like Potekars. I remember when services, especially at Margao Churches, and specially on feast days used to be a sight to behold. The men were in regulation suits and the ladies wore magnificent dresses and other accessories. Hats, gloves and stockings were not uncommon. They did it out of respect for the Big Guy, but that didn't stop me from admiring them. We are after all talking about Margao, once upon a time the jewel in the Salcete Crown. Not only the aristocratic Modgonvcars and Karns came bedecked, but also the prominent families from surrounding villages, irrespective of caste. I know times have changed, but it is ridiculous to see only the feast band dressed formally and in style. And this is December, to boot. It can't be that hot to be carelessly casual on a major feast day I think. And that coming from a Bardezcar who is the epitome of informality - usually. Agree with Hilary, Goans were there long before, most of them shifting from other parts of Mumbai. A few years back IC Parish had 20,000+ parishioners, which included Dahisar. Now Dahisar has a seperate church. The Bazaar is the typical Goan bazaar where you find mostly Goans coming for their daily fresh fish with Goa Bag :) There is already a Manglorean Association there, but Goans have recently started. A Prince Jacob tiatr is always house full. The midnight mass for Christmas/New Year starts at 9 n ends by 11, with reading and hymns in English/Konkani/Hindi. Its a typical goan village with Ambe, Ponos, madd. Dec is more festive with communion parties and each building having their own Christmas/new year parties. Slowly the old bunglows are making way for new buildings. (GAG) sprang up another big surprise by successfully organizing their annual Christmas Celebration 2010 on the 27th of November 2010, the 1st Advent weekend of the festive season.. It was a very cold and dull day. Outside it was a thick white blanket of snow. Contrastingly inside the hall it was warm, bright and beautifully decorated. The hall slowly started getting filled to its capacity especially with lots of guests coming from very far away. With a little bit of delay the evening began with the MC giving the welcome address and then the President Vito Oliveira greeting all the guests. The programme for the evening was meticulously planned and well executed. Lively lovely music was dished out to the full satisfaction of all the guests. The DJs of the evening, Trevor Jerome really had a fantastic selection, so much so that the crowd did not want to leave the dance floor. All this time, in the background, Michael Mascarenhas the Chef-de-Buffet with his team did a fabulous job of getting the buffet ready. This well-laid sumptuous buffet was then opened to the guests but not before Monsignor Alker blessing the bounty. The guests ate to their stomach’s content with appreciatory messages coming from all corners more for the variety, the taste, the lay-out and the replenishments. Of course, not forgetting the well-stocked bar with very reasonable prices that kept the spirits high. The highlight of the evening was the Carol singing by the youth which was so very well appreciated by the public that they had to repeat the Carols. There was also a solo guitar performance by Paolo Oliveira Naturally no Christmas goes by without Santa. He made his grand appearance to the delight of all the kids – big small. Along with his good-will Christmas messages he distributed goodies to all the kiddies. He left with a heavy heart but assured that the kids were happy. In between all these, there was so much of dancing with lots of spot-prizes. And then it was time for the tombola. There were fantastic prizes to be won. It was great to see so many people winning these super prizes. The desserts were served, the dancing continued, and the enjoyment went on till late in the night. Then with a heavy-laden heart the MC had to close the curtains of this grand show. He especially thanked Vito Renate, Jerome Trevor, Reggie Theresa, Michael Anita, Joanita Fermino, Salvino, Margarethe Gordon, Marina, The Youth for the Carol-singing, Sylvia, John Cabral, Shanta and all those who helped in which-ever way.
