Originally built by Portuguese, a span was blown up in an effort to slow down the advance of the Indian army in 1961. The span was rebuilt by Richardson Cruddas Co. in 1963. Thereafter, a couple of spans came down when a pillar of the bridge was hit by a laden barge (there may have been more than one hit during its life). The army built a Bailey Bridge to replace the broken spans, crossing across which required busses to disembark their passengers who had to foot it across the bridge, then cross the bridge empty, after which the passengers then climbed aboard and carried on to Margao, Ponda, Panjim or Sanvordem (Vasco-Sanvordem route) destinations. A new bridge was built in 1986, when the Bailey Bridge was probably dismantled by the Army, leaving the gaps. Therefore, it is not correct to say 50 years of broken bridge ... PS the river current around that area is said to be exceptionally high as it rounds the bend, which meant that the crew of the barges had to be extra-vigilant steering their barges. It is also said that barges approaching the bridge too fast during the Portuguese era were alerted to the fact with a spray of machine-gun fire across the bows, which is why there were no accidents during the time. Thus he produced the first Konkani Gramophone Record, the centenary of which we are celebrating this year’, said Dr. Rafael Fernandes while addressing the gathering yesterday on 22nd December 2010 at TAG’s Conference Hall, Campal, Panjim. According to Dr. Fernandes he feels that Joao Agostinho Fernandes produced the first Konkani Gramophone Record in 1908 and not in 1910. He informed the audience that he has found this from the remark that Joao Agostinho has made in his book of one of his tiatr published in 1911, that some of his songs were recorded by HMV Company in 1908. However, he stated that more research is needed to verify the same. The Chief Guest of the function, the veteran singer of All India Radio, Smt. Ansso Rodrigues stated that in the past they recorded songs when enough facilities were not there. She expressed her satisfaction that their efforts and sacrifices proved useful for the development of Konkani song and music. Shri. Tomazinho Cardozo, President of TAG, stated that producing a Konkani Gramophone Record over 100 years back was a milestone in the history of Konkani song and music. He highlighted the efforts of late Alfred Rose, C. Alvares, Alexinho de Candolim, Chris Perry, Young Menezes and others who produced numerous Konkani Gramophone Records and took Konkani kantar to different parts of the world. Western Ghats Are Not At All Protected It's become more of a fashion for our politicians to talk about protecting our environment these days, just a couple of days ago it was the CM, then the PWD minister. Now it is the turn of our Minister for forests to appeal to the Goan public to respond adequately to the environmental crisis. Almost everyone knows the importance of the Western Ghats to Goa and Goans, the bio-botanical world is amazed at the richness of the bio-diversity that's prevalent in our backyard and the world prays for the protection and preservation of this huge reservoir of wealth that nature in it's generosity has bestowed on us. The Minister for forest at the photographic exhibition of the Western Ghats said that the Goa government has declared the entire Western Ghats corridor as protected area on account of the rich bio-diversity in the region. Declaring and enforcing are entirely two different entities as far as the Goa government is concerned, it declares a huge load of things but fails to enforce them, making them as ineffective as their government itself. A good government will always follow it's declarations by the obvious action of enforcing those declarations only than can it have the desired results. At least our Minister for forests with his statement has admitted and accepted the existence of environmental crises in Goa, it's a step in the right direction, in order to rectify a fault we have to first admit to it, that is what he has done, now after knowing fully well about the crises, what has he done about it or what's he going to do about it ? Appealing to the people he has generated awareness, not that people did not know about it, but as a Minister for forest what action does he plan against the originators of these crises ? Minister for forests you opened your big mouth now act. For a long time our anti mining activists have been crying foul over the destruction of our Western Ghats, there is enough proof to establish a systematic destruction of the bio-diversity and our environment by the mining fraternity. The nexus between the miners, police and our politicians babus is an open secret and it is also recorded in the Goa Assembly that a vast majority of our politicians are involved in illegal mining, so I pray to the Minister for forests to educate his comrades to respond adequately to the environmental crisis before asking the public. The Western Ghats are as vulnerable to the mining fraternity as our pristine beaches are to the drug lords and pimps. The statement by our Minister for forests that the Western Ghats is a protected corridor is as acrimonious and erroneous as that of our Home Minister's statement that there are no drugs in Goa. Our politicians do seem to be victims of the foot in the mouth syndrome. Taking photos The visual archiving of Goa and its challenges For sometime now, there have been a number of Goans engaged in documenting our state visually. Two of these photographers are, the USA based Rajan Parrikar, and the anonymous JoeGoaUK. The impression that one gets is that this visual archiving of our state is motivated by the not-unfounded-fear that the Goa that they (and we) knew, is fast fading into oblivion. For this archiving, future generations of Goans, and no doubt others as well, will be grateful. In embarking on this project however, these people have embarked on an ethnographic project. As basketfuls of anthropologists have indicated in debates within this academic discipline, the ethnographic project is not without its problems. For example, what is the gaze, or view, that one adopts when documenting? For a space like Goa that has been, for at least fifty years now, ceaselessly pictured as a tourist paradise, is there a way in which we can see the non-touristic side of Goa? Goa’s representation has thus far been equally (but silently) dominated by ‘upper’-caste visions, is there space for the representation of Goa by marginal groups? Thus while there is much that is being archived and documented, there is equally much more that is not. And this gap is significant. It represents that which the archivists do not see, or consider trivial or not important enough to document. Despite this gap, it is from what is captured that a reality is constructed. Indeed, scholars such as Nicholas Dirks make an important argument about the ethnographic project. They point out that the British launched this project as they sought to understand the general features of the subcontinent they were beginning to administer. In the process, they froze certain aspects of society and made these permanent features of ‘Indian’ society. An example of this would be the images that we often come across depicted ‘A Hindu holy Man’, ‘a banian merchant’ and such like. These images further depicted these people engaged in their ‘traditional task’. Thus images that were representative of a particular time and circumstance were frozen to become the ‘traditional’ image of the subcontinent and the various groups that these images became representative of. A similar process underway inspired this column. Another Goan interested in documenting his homeland put up images of his project and lent captions to these images, very much in the style of the colonial anthropologist- ethnographer. The caption that caught my eye was one that read ‘Bamboo weaver - Paitona’. What was remarkable was the similarity of this caption to colonial era ethnographies that similarly described these images. What were missing were details that could give us an insight into this particular basket weaver. His name, his age, perhaps a story that drove home the point that this ‘basket weaver’ was an individual with his own history and story to share. To be sure the mere presentation of this data may not suffice to do justice to this man, but perhaps it would mitigate the possibility of his being captured for posterity with out the dignity of a name and his own personal story. The need to give dignity is an issue of importance because of the context of the image. Goa apparently had a rather rich tradition of weaving baskets of various shapes and sizes that is now almost extinct. The reason for this was that as soon as they could, the Mahar community that engaged in this weaving gave up a practice that marked them as untouchable and brought them no respect. From within Goa one hears stories of these basket-weavers who were not allowed to come up to the house to deliver the basket, they had to throw the basket so as not to pollute the ‘upper’ caste home. The ‘upper’-caste Goan is largely clueless to this history, and mourns only the loss of the basket-weaving tradition. The weaver is largely, unimportant. Perhaps it was this entire background that I read into that little caption that innocently contextualized the image. It would be unfair to demand that the visual archivists, who are going about a task they clearly love, also engage in collecting the stories and voices of the unheard peoples in Goa. This column seeks only to point to what we are leaving out, and contemplate a situation in which we could possibly amplify the effort of these archivists. Indeed, a contemplation of these issues could allow the same archivists to be sharper and more discerning in their capturing of Goan images. In the context of these ‘basket-weavers’, their name was unimportant. They had to merely produce and deliver. They were not the individual artisan or artist whose work was celebrated. Perhaps even if we provided only a name for this individual in the image we would take one more step toward a more equal and inclusive Goa. Transform the nameless basket-weaver into an individual, a man who has a name, and who, in addition to the many things he does,

It has led to an estimated 575 million cases of diarrhoea, and 350,000 deaths from diarrhoea alone, in the under-five age group. It is the poorest who bear the greatest cost due to inadequate sanitation. The poorest fifth of the urban population bears the highest per capita economic impact of Rs 1,699, much more than the national average per capita loss due to inadequate sanitation, which is Rs 961. Among rural households too, the poorest fifth bears the highest per capita loss in the rural area at over Rs 1,000. '' And these are hugely underestimated estimates because we have excluded mortality impacts,'' Costain says. The report admitted that many economic impacts like other diseases influenced by hygiene and sanitation and the impacts on pregnant women, low birthweight and long-term health had not been covered. Health impacts, accounting for the bulk of the economic impacts, are followed by the economic losses due to the time spent in obtaining piped water and sanitation facilities , about $15 billion, and about $0.26 billion of potential tourism revenue lost due to India's reputation for poor sanitation, the report says. ~Avelino

This tiny State of Goa is not able to manage its own affairs and now it's greedy politicians have begun eyeing their neighbour's daughter. We all know that a 'Greater Goa' will offer ample opportunity for 'Greater Loot' and 'Greater Confusion'. There is nothing great in this proposal for us the goan people, only some more tears and bad blood with our neighbours. What goans would actually be interested in are 'Greater Powers' in local governance to the Village Panchayats and Municipalities through the Gram Sabhas and Mohalla Sabhas. Freeing Goa's villages and towns from the interference of unscrupulous politicians. Will Churchill and his beloved politician daughter Valanka welcome this 'Power to the People'?

Yet he did not know a ‘long life’ here on earth. We often think of the fourth commandment solely in terms of the obligation of younger children to obey their parents. That is part of it. The Village panchayat of paroda through the Dy-Collector of Salcete proposed to acquire an area of 8295 sq.mts of survey No.109 of Paroda village, for the construction of panchayat Ghar cum market complex which area admittedly get flooded every year during monsoon season . In the objection filed before the land Acquisition officer the tenants claims that they are from Schedule Tribe community, and being Tribals who are voiceless and powerless, intentionally their fertile paddy field which is cultivated during vigon season is proposed for acquisition, even though there is barren land towards in that area . That by acquiring the Tribal land the government involved in committing atrocities against the tribals. They claim that that this is the move of the government to displace the tribals of their land, of their livelihood which trend is going on in other part of Goa on the garb of public purpose and development states the complaint further. The objection further states that the proposed land is the only paddy field/land which they are having and is the only source of their livelihood, acquiring their only land/life support system mean denying them their right to life, guaranteed by the constitution of India. The proposed land is a paddy filed/agricultural land comes within the jurisdiction of COMAND AREA of Paroda Irrigation canal. Such a fertile cultivable land cannot be acquired for the construction of Panchayat Ghar cum Market complex when there are alternate barren land are available in the nearby area and within the jurisdiction of V.P. Paroda. If the department goes on acquiring vast areas of fertile agriculture land like the present one then in the future we may face food crises states the objection further . The objection further states that the proposed acquisition is against section 2 of Goa Land Use Regulation Act 1991 which states that “ 2. “No land which is vested in a tenant under the provision of the Goa Daman and Diu Agricultural Tenancy Act 1964 ( Act 7 of 1964) shall be used or allowed to be used for any purpose other than agriculture” more so as there is alternate barren uncultivable land is available in V.P.Paroda. The proposed land is a low lying area, which get flooded/submerged under water of a height of around 2 to 3 mts during rainy season. If such a low lying flooding area is acquired and filled with mud to make way for the proposed project then it will have adverse impact on the surrounding areas and the ecology. We undertakes to produce evidence to that effect at a later stage. They further contented that why such a huge area of 8295 sq.mts is required for the construction of a Panchayat Ghar when well equipped panchayat Ghar can be constructed over an area of around 300 mts. They further stated that there is no need of a Market complex for Paroda Panchayat, when the Avedem panchayat market complex is just at a distance of 500 mts from the proposed land and major portion of the said complex remain idle due to lack of vendors. The Quepem Market which is the main center for commercial activity for the villagers of Paroda and surrounding area is hardly at a distance of around 2 kms from the proposed area. They requested the Dy-Collector to drop the land acquisition proceedings.

Australia says sorry to Haneef for wrongful detention Dec 23 2010 Melbourne: Admitting their mistake, Australian government today formally apologised to Indian doctor Mohammed Haneef and said sorry for wrongly detaining him on terror charges. The formal apology, issued by Australian government, came after Haneef reportedly received a substantial but undisclosed compensation payout from the government following his bungled detention on UK terror related charges in 2007. The AFP (Australian Federal Police) acknowledges that it was mistaken and that Dr Haneef was innocent of the offence of which he was suspected, the apology read. The Commonwealth apologises and hopes that the compensation to be paid to Dr Haneef will mark the end of an unfortunate chapter and allow Dr Haneef to move forward with his life and career, it said, according to AAP report. It was also acknowledged that arresting, charging, detaining and eventually cancelling Haneef's visa created 'serious consequences for him and his family' by the government. The apology, which was released by the Attorney-General's Department yesterday, agreed that the terms of the settlement remain secret. Haneef's lawyer Rod Hodgson has said the apology reaffirmed his client's innocence. We congratulate the government for recognising an injustice done on the watch of the previous government and for this public apology and declaration of innocence, he said. The apology means a lot to our client. Hodgson has said the Australian people would form their own judgments about Andrews' refusal to offer his own apology. On one side we have ASIO, the Queensland Police Service, the findings of the Clarke Inquiry, the AFP and the current Australian government all prepared to declare that Haneef is innocent, Hodgson said. Yesterday's unfortunate accident resulted in the loss of life of an innocent victim. In the final analysis who is to blame? I put the blame squarely on the heads of corrupt RTO officials. Why do I make such an accusation? Let me give a few reasons. As a Goan son of the soil, if I try to get a new vehicle registered at the RTO, I have to fill a plethora of forms, show all sorts of proofs of identity and give all sorts of residential proof. And now here we find that there is a Thakur, who smacks of being a non-Goan by the very name, who registers his vehicle in Goa with a simple residential address which he has conveniently changed since the time he purchased his MUV and is now apparently a non-existent person. So now arises another question by corollary: What was the original purpose of purchasing the vehicle? White (read Russian) Slave Trading? Pedophilia? Smuggling - Alcohol, Narcotics, imported goods? Next question: What is going to be done to the corrupt RTO wallahs who accepted the bribes to register the vehicle? What remedial action is going to be taken to avoid future recurrence of such incidents? I could recommend a full Mandatory and comprehensive KYVO (Know Your Vehicle Ownership) to be carried out within 6 calendar months for each and every vehicle which is on the roads in Goa. 14 New VCDs After a long gap, I bought these VCDs. Last time I bought was on 22nd Oct. Today, bought in all 17 VCDs but end up buying 3 that I already have. As, you know, out of the 350 VCDs I have, at least 150 of them never been opened or watched. Mum’s moving tribute to Goa bike tragedy victim By Catherine Lynagh Friday, 3 December 2010 Accident: Susan Robinson A Northern Ireland woman who died in a traffic accident in India this week told her mother she was “having a ball” just hours before her death. Susan Robinson, from Bangor, died at Goa medical college and hospital after suffering serious head injuries in a motorbike accident. She has been described by her mother Rosemary as a “caring and outgoing” young woman. The 33-year-old was on a six- month excursion to the Indian coast when tragedy struck on a routine night out. Her mother said she left Northern Ireland on October 12 to pursue a lifetime dream and had settled in very well — recently acquiring an apartment. “She just wanted to see the world. She was having a wonderful time, she was really enjoying herself,” she said. On Monday Mrs Robinson received two phone calls from India. The first was to be the last conversation she ever had with her daughter. The second, only hours later, was devastating. “She called, like she always did. She was in good form and was chatty. “She told me she was heading out to a film festival that night and was being picked up by her friend,” Mrs Robinson told the Belfast Telegraph. Just a matter of hours after speaking to her mother Susan was involved in the fatal road accident. The Times of India newspaper has reported that Susan was a pillion passenger when she fell off the motorbike and hit her head on the road. The paper reported that Vasudev Krishna Bagkar (30), who was riding the motorcycle, has been charged with rash and negligent driving. He mother said she has felt in “limbo” since hearing the tragic news. “It is terrible, it is such a shock. I am very up and down emotionally at the moment,” she said. Susan used to work in the family jewellery shop and arts and crafts business. Describing her daughter, Mrs Robinson said: “She was a full of life, outgoing and a very caring young woman. “She loved working with children on summer schemes and has touched so many people’s lives. “She also enjoyed working in the family business and will be dearly missed. “She had lots and lots of friends. So many people have contacted me, and I have received lovely letters.” She added: “The local shopkeepers have been very kind and sent us a bunch of flowers. We have also had a constant stream of cards and phone calls. “We feel like we are in limbo and will feel like that until we get her back. Pivoting on the Point of Return: Setting Sail From Goa by Judy Luis-Watson jluiswatso...@gmail.com Published in the October/November 2010 issue of Confluence: South Asian Perspectives If Pivoting on the Point of Return: Modern Goan Literature were a collection of music, you could listen to it over and over, and it would surprise you with something new each time. This literary compilation offers an inside view of the rhythms and heart and soul of Goan experience. Frederick Noronha, an independent journalist based in Goa who is active in cyber ventures, wrote to Peter Nazareth in the US that he loved the first Goan anthology Goan Literature: A Modern Reader that was published in 1983 by the University of Michigan in the Journal of South Asian Literature (JSAL). Nazareth had the monumental task of editing and shaping the anthology with work from fifty writers from Goa and the Diaspora. A renowned literary critic and author, Peter is also a Professor at the University of Iowa, home of the International Writing Program. When Frederick invited Peter to edit a second Goan anthology, he initially thought of a completely new book. But then he thought of bringing out the JSAL anthology as a book. The result reminds me of what the music industry does best. Great recordings that were out-of-print are released as CDs, and given a fresh look with a few previously unreleased songs added to give the product greater value. By this I mean, that the new music not only adds an element of surprise, but it creates a richer context for the original music, gives it greater depth, and changes the feel of the entire album. While it is time to give voice to the many excellent Goan writers in a second anthology, the publishing of Pivoting on the Point of Return: Modern Goan Literature ensures that an out-of-print gem is accessible to a new generation. The book has a beautiful cover with new beginning and ending chapters that bring it into the 21st century. I wanted to review the book because I've been hoping for a long time that the Journal would at least be re-printed, and was thrilled to learn that it was available as a book. Co-published by Goa 1556 (named after the year the printing press arrived in Goa) and Broadway Book Centre in Goa, the book is easily available on-line. Knowing of my interest in Goan cultural history, my father Jerry Luis first passed along Peter Nazareth's two Africa-based novels The General Is Up and In a Brown Mantle, followed by the Journal, Goan Literature: A Modern Reader. He was then in Montreal and I was a graduate student in the US at the University of New Mexico in Albuquerque -- books travel well! The two novels helped me to understand some of my own experience growing up as a Tanzanian Goan. The anthology gave me a panoramic view of what some of the concerns and joys were to people of Goan ancestry. Becoming aware that there were some fine Goan writers who I could identify with was life changing. It gave me a sense of belonging and pride that we as a cultural group have something to say and to contribute to literature, to history. It inspired me to read and collect Goan and ethnic literature. Pivoting on the Point of Return is written essentially by cultural insiders, and that is significant. It is like writing and performing your own song that expresses who you are and what is important to you and your contemporaries. But the book also brings in empathetic outsiders like J. Mangamma who discusses when Goa became the birthplace of printing in India, and Adil Jussawalla who shares his deep and respectful reflections on the often misunderstood poet Eunice de Souza and her poems. Beginning with the new Twenty-First Century Foreword, the editor provides a rich synthesis of his experience that sets the tone for this exciting collection of writings that vary from being analytical to folksy and romantic, to humorous and caustic, to deep and just plain entertaining. Peter Nazareth provides insights into the literary world, the collaboration among writers and editors, the comraderie and also the misunderstandings that can develop, and the numerous roles he has played in this larger arena. She was alone and was from our neighbour community, Pastoral Centre. She came to our centre, Jana Vikas, around 6 p.m. Sr. M, my colleague Fr. Dibyasingh Parichha and I were quite excited to celebrate the Christmas Eve together. Then suddenly, there were several telephone calls within a few minutes informing that deadly violence has been unleashed on Christians; shops and houses are burnt in Bamunigam in Daringbadi block of Kandhamal district, which happens to be my native parish. News came that there was a huge group of Rashtriya Swayamsevak Sangh which has attacked Balliguda Parish Church, Minor Seminary, Boys’ Hostel, Sisters’ Convent, Dispensary and Girls’ Hostel. The miscreants had set everything on fire. Pastoral Centre and Jana Vikas centre came under Balliguda Parish. Hence, we were asked to leave as the fanatics would be heading towards our institutions. We were shocked because not even 50 meters away, the Sub Divisional police officer, Fire station officer and above all Sub-Collector were present. We decided to abandon our fellowship dinner and asked the Sister to go to a neighbourhood family to hide. Kandhamal still Groaning: The first violence saw 120 churches, parishes, convents, dispensaries and hostels in ashes besides claiming four human lives. The second attack was quite severe and the largest attack on Christians in India. It claimed 93 lives, destroyed 395 churches, 45 institutions and hospitals. The nefarious designs saw more than 55,000 people fleeing to jungles, while more than 27,000 lost their houses amounting to crores of rupees. It is almost three years that nearly 2,500 households have gone without roof on their heads; thousands of children and adults face the winter that reaches 2 degrees Celsius; nearly 350 village Christian communities wouldnow celebrate Christmas under trees and tents as the churches remain in ashes and rubbles. Criminal Justice delivery system is in chaos. Kandhamal Exodus Experiences: There is no difference between the Israelites of Exodus and Kandhamal Christians who have nothing but persecutions in common. The Christians wish to be free like Israelites who had graduated from slavery to freedom. The petty traders who came from outside the district along with the fascist communal forces exploited the communities for ages. With the arrival of Christian missionaries in the early nineteenth century, the local people found freedom from caste clutches and exploitative money lenders. The ordeal began with arrival of Laxmanananda Sethi in 1969. His hate campaigns resulted in continuous violence from 1969 onwards that saw people, pastors and priests beaten up and churches burnt at regular intervals. The group went on to brand Christians as anti-nationals. There were several memorandums submitted to government and public authorities - District Collector, Chief Minister, Prime Minister and President of India since 1969. The more the memorandums submitted the more the violence and persecutions. The past forty years are a history of violent journey of communal forces while the State was a mute spectator. Kandhamal Christians look for a Moses to come to their rescue. Bruised Kandhamal Looks for Hope: There is life again in Kandhamal and hope over frustrations. When Christmas comes, the memory haunts back to the day when, for the first time, we were deprived of celebrating the birth of Jesus. I made a round in Kandhamal recently and talked to people. Their stories, their faith and their hope in Jesus Christ would inspire many and would remain unforgettable. When I think of Christmas, it is Sr. M who comes to my mind first. She continues to suffer alot. Her ordeal is far from over with the local media spreading calumny about her. Yet, here is a person, who says Christmas for me is hope over hopelessness, justice over injustice and peace over insecurities. I asked her how she looks at her life and what she would be praying during Christmas. She replied: I have forgiven them. I have no ill-feelings towards the men who defiled me. But then, forgiveness does not mean withholding the truth. I do not want what happened to me should happen to others. I do feel that justice should be done to every victim. Corporate-backed developmental activities in the tribal region, one of the most backward places in the country, have come to a standstill following the environment ministry's ban on mining. The Anil Agarwal-controlled Sterlite Industries had been ordered by the Supreme Court in August 2008 to spend about 5% of its profit for development activity at Lanjigarh. Since the environment ministry barred mining in the region in August 2010, the implementation of the rehabilitation package too has come to a standstill. The 10 crore of annual development work includes building of roads, schools and hospitals. If disbursement from the development fund were to continue, it would imply approval of mining which would be contrary to the ministry's order, said one person directly involved in the developmental work. On August 30, 2010, the ministry of environment and forests issued a notice barring bauxite mining in Niyamgiri on grounds of violation of environmental norms. According to the same person quoted earlier, if the government asks Sterlite to stop developmental activity it would amount to contempt of court as it would go against the Supreme Court directive. ...Under our order, we suggested rehabilitation package under which Sterlite Industries is required to deposit 5% of annual profits before tax and interest from Lanjigarh project or 10 crore per annum, whichever is higher, said the Supreme Court order. The said project covers both mining and refining. The amount is required to be deposited by Sterlite Industries every year, commencing from April 1, 2007. For the above reasons, we hereby grant clearance to the forest diversion proposal..., read the order dated August 8, 2008. A spokesperson for Vedanta Resources, the parent company of Sterlite Industries, declined to comment on the issue. Mails sent to the environment ministry went unanswered. For tribals of the area, the halt in developmental activity has compounded their woes. We have wasted our time for nothing. Now, we want basic facilities like education and healthcare first. Industrial development can come later, said Jitu Jakasika, a Dongriya Kondh tribal, one of the few people to have studied.
