First and foremost, echoing the call of many small-town Indians is a growing dislike for TV news channels, who descend on Panjim like a certain species of bird. Take the case of a woman battling both ministers and miners, who's called at 5.30 pm to appear on a panel on illegal mining at 6.30 pm. Or take the case of another channel that blocked the time of a person neck-deep in pursuing the mining industry in the courts, then cancelled the programme without informing him. It's not that environment activists in Goa haven't received such treatment before. More than a year ago, a news channel in Delhi was contacted and asked to cover the obvious crimes related to mining. Oh, we just did a story on mining in Goa three months ago, they replied. One of the ‘better' incidents, of course, is the one in which a French film crew was recently taken to Cawrem, an area in Goa where villagers have successfully closed down a patently illegal mine. It is the first time that such a thing has happened in Goa. Excited about shooting a village spring which the mine may have dried up, along with one of the villagers, the videographer was stopped by his producer, a woman, who said, How can you shoot with him dressed like this (he was wearing a shirt, trousers and shoes)? He's not dressed like a farmer. Though the print and online media have been exemplary, and people trust them, they also fumble reality at times. The story that broke the skullduggery in Goa first appeared on Firstpost. Later, it was methodically pursued by reporters from Hindustan Times' Mumbai bureau. But what many people don't know is that the Firstpost story was first commissioned when the reporter concerned was working for another magazine, which takes pride in being politically neutral. The story remained in limbo for two weeks. It saw the light of day only when the reporter left the organisation, took the story with him, made one more trip to Goa and uncovered some more irregularities. Environmentalists in Goa were, however, not puzzled by the said magazine's reluctance to go after the Goa government and its home-grown mining barons, given that it had sent a reporter earlier and had blocked that story then too. The magazine's proprietor had bought an old house in a Goan village. Even as I write this, he is bending rules to get the house refurbished into a new age spa. Just across the house was an old jackfruit tree, which was cut even when the inside of its thick turmeric-coloured centre was still gleaming with moisture. It's anybody's guess how many more old trees would have been cut inside the vast perimeter of the property to make way for lawns, garden and ponds. It doesn't end there. The said magazine will soon hold an ‘ideas' jamboree in Panjim at a hotel which is owned by a mining company. It's a clear case of you scratch my back and I'll scratch yours. Perhaps a better word to describe it is ‘complicity', which environmentalists say will ensure a systematic destruction of Goa. From government officials, who may have invested in mining trucks, to media barons-in-the-making, who look the other way when the loot is distributed, everyone is involved in the dirty business of illegal mining in Goa. The policy was quietly introduced at the end of June, with little explanation. With immediate effect carriage of fish, crab, sea food, meat and poultry products will be prohibited as check-in baggage, according to a statement from the airline. Passengers from Goa say vacuum-packed sausage and canned tuna fish are among the items confiscated, and are threatening to boycott the airline. With this policy of Jet Airways, it is surely going to lose a big chunk of Goan business not just from Goans but other passengers too who love taking Goan sausages to enjoy a bite, predicted one Goan news site. It isn't surprising that the restrictions should have elicited so much irritation in Goa, whose residents have a hearty appetite for spicy chorizos, vindaloo and other carnivorous delights. But it may not be long before residents of other states begin to grumble, too. Despite the conventional wisdom that most Indians are vegetarian, the country's Anthropological Survey estimates that approximately 80 percent of the population eats the varieties of food prohibited by the airline. It's a statistic that is quoted approvingly on the Web site of India's Ministry of Food Processing, as a way of emphasizing the vast business potential for the country's meat-processing industry. There is a huge scope for expanding exports, especially in buffalo and poultry meat, eggs and dairy products, it says. Since 1995, the production of meat and meat products has been growing 4 percent a year, while the poultry industry has been expanding at 9 percent a year. India is the world's fifth-largest egg producer and has one-ninth of its poultry. Even though so many Indians get their nutrition from cheap meat products, vegetarianism is often held up as a virtue, especially by some upper-caste Hindus. In extreme cases, this virtue has been enforced in strong-handed fashion. For instance, when a restaurant serving meat dishes opened in 2006 in Mumbai's neighborhood of Walkeshwar, where many vegetarian Gujaratis and Jains live, customers were reportedly pelted with pebbles and spat on. Pizza chains in the neighborhood were forced to take meat options off their menus. Maybe it's not surprising, then, that some critics say the Jet Airways restriction is yet another attempt by vegetarian fundamentalists to foist their ethical codes on carnivores. Said a posting in one Facebook discussion, These vegetarian fascists have been at work for a while now!! Chain e-mail messages, calling for Goans to boycott the airline and to demand that airline officials give them written statements explaining why their meat products are being confiscated, have started circulating. Jet Airways insists the policy isn't an underhanded way of enforcing vegetarianism. A spokeswoman, who didn't want to be identified by name, said that the policy was enacted after some travelers complained that their baggage had been soiled by seepage from adjoining suitcases containing meat products. This has been revealed in the information furnished by the Home Department under the Right to Information Act. The file notings shockingly reveals that the Home Minister’s decision was not sent as required for the finance department’s concurrence despite there being financial implication on the State exchequer as was observed by Special Secretary Home Mr.Rajeev Verma. It may be recalled that on 4th December 2009 Siddharth Singh, the former IGP’s son was driving his father’s official vehicle Toyota Innova GA-07-G-0063 along with his friends which included Power Minister Alexio Sequeira’s son to a night club at Vasco when he crashed the vehicle while also damaging two electricity poles. Interestingly while the former IGP has been left scot free the Home Minister has ordered action against the former IGP’s official driver Mr. Mahesh Sharma despite the driver having categorically stated that though he was on duty the keys of the vehicle were with Mr. K.D Singh. The file notings also reveal that Home Minister Ravi Naik overruled Special Secretary Home Mr. Rajeev Verma who had strongly proposed that the Government recover the Rs 4, 33,200 from Mr. K.D Singh for he had the direct responsibility for the custody and use of the official vehicle. The file notings also reveal that the former IGP in his representation to Home Minister Mr. Ravi Naik on 11th December 2009 had submitted that he was a former Army officer and had suffered bullet injury in the 1971 Indo - Pak war. He had further stated that before being posted in Goa he had done hard postings in Arunachal Pradesh and Mizoram for 15 years while having a clean record of integrity. By another letter dated 12th July 2011 Mr. K.D Singh submitted that he was ready to pay for the repairs of the vehicle if the criminal case against his son is dropped. This conditional offer was vehemently turned down by Special Secretary Home Mr. Rajeev Verma while ruling that the money be recovered from the former IGP. While the government has now decided not to recover from the former IGP the expenses incurred on the repair of the vehicle, the Goa Police have also not charge sheeted the former IGP’s son Mr. Sidharth Singh in the accident case. The Director of Prosecution Mrs. Shobha Dhumaskar in her legal opinion given on 22nd February last year had opined that the former IGP’s son should not be charge sheeted in the accident case and that the case be closed as it would be difficult to prove the case in Court. The Government’s decision comes despite the categorical statement by Chief Secretary Mr. Sanjay Srivastava at a press briefing on 14th December last year, that the expenses incurred on repairs of the police vehicle would be recovered from the former IGP and that his son would be prosecuted in the accident case in accordance with law For the last two years there has been a just demand that the expenditure incurred on the repair of the vehicle be recovered from former IGP Mr.K.D.Singh and that the former IGP’s son be also prosecuted in accordance with law. Other than collecting the toll nobody is seriously keeping a watch on the safety of the parked vehicles. The ticket should have the number of the vehicle and time. While leaving the parking lot the vehicle must be checked with the parking ticket. Any one fiddling with the parked vehicle, pretending to carry out repairs or otherwise should be asked to produce the ticket pertaining to the said vehicle. A number of people have lost the contents of tool box during parked period At the end of the day, tired and exhausted from days work, making complaints or reporting the theft is tedious routine. Is there any one on site, or is there a process to lodge a complaint in the vicinity ?Parking ticket should imply safety of the parked vehicle too. He was seventy eight. My memories of him are linked to birds, which were everywhere around our house. The runela plum (Jagom) tree in the front yard, was a favourite haunt of the green barbet, which hung precariously, as it stretched its neck to swallow the plum; whole. It did not know that the plum tasted sweeter, when gently rolled between the palms and softened. The backyard was mostly fowl play, with ducks, drakes, hens, roosters and an occasional turkey. The lintels of windows to the courtyard had caged mynahs, bulbuls, rose-ringed parakeets. The mynahs bred in the hollows of coconut trees scooped up by golden backed woodpeckers. The bulbuls came as nestlings from Nuvem, Raia, Verna, as there were no bulbuls in the wild in Majorda, in those days. Some years ago, my younger brother informed me that he had seen bulbuls in the vicinity of our house. I could not believe him. My brother is an expert on bulls not bulbuls. However, several days later my mother confirmed that she had indeed seen bulbuls. I could not disbelieve her. She knows her bulbuls. She can sing like one. So, when I walked home, for the weekend, I was not surprised, to see a red vented bulbul on the mulberry bush, with its tail cocked and head held high (influenced by Tagore perhaps!) and throwing an open throated challenge, to Remo and Hema, Sonia and Lorna. Yes, indeed the bulbul had arrived in my village. I see and hear them, everywhere now. I have consciously planted some bird specific trees on land I have inherited and where I now live. The carambola tree immediately served its purpose, as the rose ringed parakeets found it, no sooner it had borne fruit. The golden Oriole took a little time, to spot the Chinese lime. Even now, I am only a rare beneficiary, of its fleeting visits. The munias have monopolised the bamboo grove. The babblers are all over. The paradise flycatcher, with its silver streamers hovers in the air, like a ghostly troll. The hoopoe, puts in a rare guest appearance. I had kept some baby corn on the stalks, to ripen for seed. One day, I found only the cobs with no corn. On closer examination, I concluded that squirrels were the culprits, as the stalks had been finely chiseled away. But, by the next day, I had lost my status, as Sherlock Holmes. A solitary parakeet was cleaning away the remnants. The parakeets, which had been invited for lunch had overstayed for dinner. Now they are permanent invitees, (influenced by Luizinho Faleiro perhaps!). After the death of my grandfather, my tryst with birds continued, as I accompanied my father to scour the countryside for game birds. My father to me, was what internet is to his grandchildren; full of information. The countryside was then what a screensaver is to you now; pretty and beautiful. It was only occasionally that a giant heron (kensar) or a large egret (bollali) was shot, sometimes a coot (budd) was seen, but would dive underwater before the gun could be aimed. The laws changed after “A India Portuguesa” ceased to be so. The guns, soon went silent. It was then, that I realized that the gun was merely an excuse, for my father for his country walks. I and my siblings, continued to trudge behind him, along pathways choreographed in white sand that slalomed around coconut trees, slithered under stalactites of banyan roots, tunneled through an over growth of under bush and went every which way. We walked miles simply watching the birds and enjoying the breeze, with my father identifying the birds. Now back in my village, I hope to walk the same paths with my children in tow, recreating old memories.

The arguments begin following the unfolding of arguments after Mayabhushan Nagvenkar's sting op exposing Herald's Paid News management and editorial policy, one reality sticks out much like Mukesh Ambani's Antilia on the Goa media skyline - none of the newspapers reported the story. This can only mean that all follow the same policy and are reluctant to cast the first stone. One can also infer that they pay scant respect to the reader's right to news in Goa. It also means that huge monies are paid out to the media to refrain from printing one little word above the headline - Advertorial. There is no other reason for the deafening silence of mainstream print media and television channels who have done yeoman service in the recent past to expose multiple scams in Goa. New media have splashed this story all over cyberspace. Websites like goachronicle, goanet, nizgoenkar and targetgoa have taken on this story as a cause to be celebrated. Paid news is as ugly a monster in the corruption landscape of Goa as are its MLAs, Cabinet and bureacracy. Again another nail is rammed into the coffin of the aam aadmi. Again, institutions like the media who should be on the alert, to serve and protect their readers are doing the exact opposite. As far as the legality of paid news goes. It is not a criminal act, unfortunately, because essentially paid news is a massive confidence trick on the reader and the electorate, who trust the word of the media as the truth. All it entails is a breach of moral conduct and proof that self-regulation just does not work. There is hope though. The Election Commission has firmly stated that paid news though unethical for the media is a little different for the candidate paying for the news. That candidate can be barred from standing for elections. Which is huge, if it can be proved. Mayabhushan Nagvenkar's audio clips of the telephone conversation with the Marketing Manager of Herald Publications is damning evidence. It is to be hoped that Mayabhushan Nagvenkar lodges a formal complaint with the Election Commission. He has already received support from senior journalist P Sainath who promised to take up this paid news case on the national forum and to noted media critic Pradyuman Maheshwari. *TARGET GOA *will be carrying follow up developments of the Paid News sting operation. The exception that I referred to was in case the mother's life was in danger, in such a situation, abortion is justified. Similarly taking the life of another in self-defence can be justified. I would even condone a person who commits suicide in utmost desperation and despair. Having been closely associated with the Missionaries of Charity of Mother Teresa for sometime, I have witnessed from close quarters how babies have been saved from abortion. I have seen abandoned babies bring joy and happiness into the homes and lives of their adoptive homes. I have observed such babies grow up into beautiful human beings. If only we were all sensitized towards the value and usefulness of a human life, there would be less killings and hate in this world and make it a better place. This is my last piece on this topic. The might of the Government cannot browbeat and do whatever it wants to do under the guise of alleged Naxalism of which Arun Ferreira is accused of. If Arun Ferreira is guilty than surely he must be punished but that needs to be proved in the court of law which in this case after fours years and nine trials the state has not been able to prove. I too do not support violence of any kind. Because the vast majority are silent that state tramples on the human rights of individuals which probably has happened in this case. We would like to second Fr. Frazer that the Chief Minister, Home Minister and the Governor must intervene in such a situation and help find the truth. Should an educational institution teach the theory of anthropology or zoology in a sanitised, secluded atmosphere or should it encourage critical thinking in a real-world context? St Xavier's attempts to conscientise its students by involving itself in social and political issues, especially concerning the disadvantaged. Our students have recently hosted meaningful discussions on campus with Aruna Roy, Prashant Bhushan and others trying to make a difference in our country. While the college has supported the anti-corruption movement, we have cautioned that democratic processes need to be respected, given that they have borne good fruit like the RTI Act. Earlier this year, we hosted a public hearing on the Jaitapur issue, with academicians, activists and affected people bearing testimony. Last year we hosted a public hearing on the effects of global warming on the livelihood of the marginalised. The policy was quietly introduced at the end of June, with little explanation. With immediate effect carriage of fish, crab, sea food, meat and poultry products will be prohibited as check-in baggage, according to a statement from the airline. Passengers from Goa say vacuum-packed sausage and canned tuna fish are among the items confiscated, and are threatening to boycott the airline. With this policy of Jet Airways, it is surely going to lose a big chunk of Goan business not just from Goans but other passengers too who love taking Goan sausages to enjoy a bite, predicted one Goan news site. It isn't surprising that the restrictions should have elicited so much irritation in Goa, whose residents have a hearty appetite for spicy chorizos, vindaloo and other carnivorous delights. But it may not be long before residents of other states begin to grumble, too. Despite the conventional wisdom that most Indians are vegetarian, the country's Anthropological Survey estimates that approximately 80 percent of the population eats the varieties of food prohibited by the airline. It's a statistic that is quoted approvingly on the Web site of India's Ministry of Food Processing, as a way of emphasizing the vast business potential for the country's meat-processing industry. There is a huge scope for expanding exports, especially in buffalo and poultry meat, eggs and dairy products, it says. Since 1995, the production of meat and meat products has been growing 4 percent a year, while the poultry industry has been expanding at 9 percent a year. India is the world's fifth-largest egg producer and has one-ninth of its poultry. Even though so many Indians get their nutrition from cheap meat products, vegetarianism is often held up as a virtue, especially by some upper-caste Hindus. In extreme cases, this virtue has been enforced in strong-handed fashion. For instance, when a restaurant serving meat dishes opened in 2006 in Mumbai's neighborhood of Walkeshwar, where many vegetarian Gujaratis and Jains live, customers were reportedly pelted with pebbles and spat on. Pizza chains in the neighborhood were forced to take meat options off their menus. Maybe it's not surprising, then, that some critics say the Jet Airways restriction is yet another attempt by vegetarian fundamentalists to foist their ethical codes on carnivores. Said a posting in one Facebook discussion, These vegetarian fascists have been at work for a while now!! Chain e-mail messages, calling for Goans to boycott the airline and to demand that airline officials give them written statements explaining why their meat products are being confiscated, have started circulating. Jet Airways insists the policy isn't an underhanded way of enforcing vegetarianism. A spokeswoman, who didn't want to be identified by name, said that the policy was enacted after some travelers complained that their baggage had been soiled by seepage from adjoining suitcases containing meat products. First and foremost, echoing the call of many small-town Indians is a growing dislike for TV news channels, who descend on Panjim like a certain species of bird. Take the case of a woman battling both ministers and miners, who's called at 5.30 pm to appear on a panel on illegal mining at 6.30 pm. Or take the case of another channel that blocked the time of a person neck-deep in pursuing the mining industry in the courts, then cancelled the programme without informing him. It's not that environment activists in Goa haven't received such treatment before. More than a year ago, a news channel in Delhi was contacted and asked to cover the obvious crimes related to mining. Oh, we just did a story on mining in Goa three months ago, they replied. One of the ‘better' incidents, of course, is the one in which a French film crew was recently taken to Cawrem, an area in Goa where villagers have successfully closed down a patently illegal mine. It is the first time that such a thing has happened in Goa. Excited about shooting a village spring which the mine may have dried up, along with one of the villagers, the videographer was stopped by his producer, a woman, who said, How can you shoot with him dressed like this (he was wearing a shirt, trousers and shoes)? He's not dressed like a farmer. Though the print and online media have been exemplary, and people trust them, they also fumble reality at times. The story that broke the skullduggery in Goa first appeared on Firstpost. Later, it was methodically pursued by reporters from Hindustan Times' Mumbai bureau. But what many people don't know is that the Firstpost story was first commissioned when the reporter concerned was working for another magazine, which takes pride in being politically neutral. The story remained in limbo for two weeks. It saw the light of day only when the reporter left the organisation, took the story with him, made one more trip to Goa and uncovered some more irregularities. Environmentalists in Goa were, however, not puzzled by the said magazine's reluctance to go after the Goa government and its home-grown mining barons, given that it had sent a reporter earlier and had blocked that story then too. The magazine's proprietor had bought an old house in a Goan village. Even as I write this, he is bending rules to get the house refurbished into a new age spa. Just across the house was an old jackfruit tree, which was cut even when the inside of its thick turmeric-coloured centre was still gleaming with moisture. It's anybody's guess how many more old trees would have been cut inside the vast perimeter of the property to make way for lawns, garden and ponds. It doesn't end there. The said magazine will soon hold an ‘ideas' jamboree in Panjim at a hotel which is owned by a mining company. It's a clear case of you scratch my back and I'll scratch yours. Perhaps a better word to describe it is ‘complicity', which environmentalists say will ensure a systematic destruction of Goa. From government officials, who may have invested in mining trucks, to media barons-in-the-making, who look the other way when the loot is distributed, everyone is involved in the dirty business of illegal mining in Goa.
