Before a single vote is caste ... Frederick Noronha The voter in Goa is fast losing control over the electoral machine. At every election, a notional sense of power is handed over to the citizen. But democracy surely means more than punching a single electronic button once every five years. Not only is the voter totally dis-empowered in between elections, but his or her role even in deciding at poll time is also reduced to the absolute minimum. It would not be an exaggeration to say that many election results are decided on before even a single vote is cast. Political parties completely lack inner-party democracy. Their mode of selecting candidates is wholly untransparent. Party leadership at the helm decide everything, often sitting 2000 kilometres away. At poll time, the leadership comes up with catchwords such as win-ability, as if this is enough to justify their controversial nominees. As it exists, the system also disallows new parties from growing without access to big money. As if this is not enough, party tickets sometimes get simply auctioned. Cases of this have come up in the run-up to this year's elections too. But it's not just money-power that decides. Elsewhere in the electoral field, factors like caste decide who contents where. This is as bad as any form of inner-party dictatorship. Then, there is the issue of match-fixing. Ironically, such games have been repeatedly played, without anyone even noticing them. Third candidates are propped up in the race. Given the narrow margins in many seats in Goa, it is not surprising that the alternative candidate often plays no role other than that of a spoiler in the race. These candidates put on a mock fight for the sake of pushing the result in a certain direction. For their 'job', they obviously do not lose. Now, such games are becoming more open. Even before nominations can be filed, politicians are themselves raising the issue. Surendra Furtado has also spoken about match fixing in the context of Panjim. The smaller parties have proved to be little of an option in Goa, with both their leaders and entire parties swinging opportunistically while claiming to work to fulfil their people's decision. There are other forms of manipulation of the electorate. Groups of voters -- often on the basis of religion or caste -- are manipulated, and pushed into block voting for one or the other candidate. It is easy to manipulate the minority sentiment. So far, the over-simplistic argument was that minorities needed to vote against communalism. That meant backing the Congress, or one of its splinter groups. This of course helped the politicians concerned, but such painted-into-a-corner groups could be easily taken for granted for five long years and more. Term after term. Today, the boot is on the other foot. After realising how this game can be played, other parties (particularly the BJP and its supporters) are targetting the Congress by highlighting the single point agenda of corruption. There is more than an element of truth in the link between the ruling party and corruption. The Congress is worse than the other parties because it is so disorganised and decentralised in the manner in which it allows corruption to grow under its roof. But none of the other parties are lily white. Once the bogeyman of corruption is made a single-point electoral issue, the voter can similarly be assured of being again taken for granted. Money-power, media-manipulation of public sentiments, and the mischevious deletion of names from electoral rolls are among the other serious concerns that the voter needs to grapple with. The alternative to the problematic reality we have in place is not pessimism or cynicism. Each voter needs to realise that democracy is not merely paying darshan before an EVM once in half-a-decade. NRI Goans of the world unite now or face the reality that you are about to be classed as a Non-Goan. According to newspaper reports, a Goan is to be defined as someone with 25 years of residency. The following matters are most pertinent. a) Will a non-occupancy tax on NRI homes owned in Goa come into effect? b) Will property and land owned by NRI Goans in Goa, now be considered as owned by foreign nationals and subject to confiscation. Many NRIs have not resided in Goa for 25 years (me included) but they have strong links to Goa, own homes and property. There is a gnawing feeling in the pit of my stomach. The Armageddon of the Mundkari Act which saw bhatcars lose their properties overnight is now going to be visited upon the heads of us NRIs who overnight might be classed as non-Goans. Please don't expect anyone in Goa to take up this case for us..afterall the purpose of NRIs in the course of Goan history has been only to repatriate thousands of sterling, shilling, rupiah, dirhams and dollars. In return we can look forward to a robust kick on our bruised backsides. Meanwhile, Lalu Ram and Mohammed Iqbal from Bihar who has been squatting on communidade land for the past 25 years can rightfully call himself a Goa and exempt himself from all such laws. Is Mr.Parrikar admission of the mistake, a Poll gimmick? Parrikars candid admission of the good Friday holiday issue as a mistake on the verge of election raises eye brows. The Minority community along with secular forces of the majority community voted the Congress with comfortable numbers to bring it in power in the last election to teach a bitter lesson to the BJP who attempted to tear the secular fabric of the state and I feel that this has promoted Mr. Parikar to admit his mistake to win back the Christians who always appreciated his administrative qualities except for the communal lineage. No doubt Christianity is all about forgiving, and looking at the greater damage the present Congress Government has inflicted to this beautiful state during its five years of misrule and bad governance with various issues such as corruption, illegal mining, Regional plan etc, One could gauge that the various NGO’s in Goa and even the church authorities were already looking for the BJP and allies as an alternative to the Congress. It is to be noted that the Goa Diocese which had dedicated the 2011 Calendar year for the proclamation and protection of Environment and land for the future generation in all churches in Goa was a step in this direction. But the stand taken by Mr. Parikar on the MOI issue that if BJP comes to power It will reverse the MOI decision passed by the present government on the very first day on assuming power would probably be another Mistake Mr. Parikar may have to admit if he is really interested to win the minority Christian community and till such time Goa as a state may have to lose another five years of good administration and good governance by him which he is capable of. The church which runs more than 140 schools in Goa realized the importance of English and hardships faced by students in schools supported the demand of the parents to introduce English as medium of instructions in their schools forcing the present Government to take a cabinet decision fearing a backlash during this elections. Will the decision of the BJP not hurt once again the sentiments of the parents who are demanding the introduction of English as a medium of instruction? We all know that BJP in association with BBSM was prompt to paint the movement with a communal brush by saying that the demand is only by Christians and the church authorities. How can BJP term English as a foreign language when some North Eastern states under the Indian constitution has English as their mother tongue. Moreover English is used in every sphere of our daily life and administration across the length and breadth of the country. We are all proud of Konkani as our mother tongue. There cannot be two mother tongues in any state. All those who give patronage to a mother tongue of another state which is already a highly developed language in India under the guise of cultural language on par with our mother tongue and have no problem to give financial support to it in our state are only hypocrites. Why should English only be denied the same support when we all know the immense importance of the language to the state in the globalised world. As we know from past record that not all the issues or promises made in a manfestor is honoured by a winning party. The 25-year period could well be the best option in the current situation, though it could be a part or parcel if the winning party fights and gets special status for Goa. It seems for now that the government's think on non-occupany tax is to prevent those from outside India (not of Goan origin) in buying homes in Goa, creating the market price to jump up. We have to wait to see how the bill is drafted. Everything is in the air right now and so it is better for NRIs not be apprehensive. BTW, the government is also thinking of changing the overseas citizen of India card to something different.The government wants to drop the citizen part. It wants to avoid the dilemma it faced with the Rushdie. Rushie, as OCI cardholder, could not be banned from entering India, since it was a citizen of India. By changing the OCI, the government would have powers to block those holding the cards on certain grounds. That Rushdie stayed away because of potential threat is another matter. Contrary to what Selma says, India, and by default Goa has one in a million chances to be a Banana Republi if one understands Indian democracy. Indian democracy is NOT perfect and it will never be. The Indian government has made all efforts to protect the Indian diaspora, from organising Pravasi Divas to giving OCI and PIO cards. I don't understand why Selma insists on Diaspora Catholics, as if they are separate and needs special attention. The number of Catholic Goans may be more than Hindu Goans in the diaspora wilderness, not discounting agnostic Goans and atheist Goans ;-) Once the draft of the bill is out and Catholic Goans find that it targets them, we can raise our voices through our elected representatives in the assembly and through other forums. Before a single vote is caste ... Frederick Noronha The voter in Goa is fast losing control over the electoral machine. At every election, a notional sense of power is handed over to the citizen. But democracy surely means more than punching a single electronic button once every five years. Not only is the voter totally dis-empowered in between elections, but his or her role even in deciding at poll time is also reduced to the absolute minimum. It would not be an exaggeration to say that many election results are decided on before even a single vote is cast. Political parties completely lack inner-party democracy. Their mode of selecting candidates is wholly untransparent. Party leadership at the helm decide everything, often sitting 2000 kilometres away. At poll time, the leadership comes up with catchwords such as win-ability, as if this is enough to justify their controversial nominees. As it exists, the system also disallows new parties from growing without access to big money. As if this is not enough, party tickets sometimes get simply auctioned. Cases of this have come up in the run-up to this year's elections too. But it's not just money-power that decides. Elsewhere in the electoral field, factors like caste decide who contents where. This is as bad as any form of inner-party dictatorship. Then, there is the issue of match-fixing. Ironically, such games have been repeatedly played, without anyone even noticing them. Third candidates are propped up in the race. Given the narrow margins in many seats in Goa, it is not surprising that the alternative candidate often plays no role other than that of a spoiler in the race. These candidates put on a mock fight for the sake of pushing the result in a certain direction. For their 'job', they obviously do not lose. Now, such games are becoming more open. Even before nominations can be filed, politicians are themselves raising the issue. Surendra Furtado has also spoken about match fixing in the context of Panjim. The smaller parties have proved to be little of an option in Goa, with both their leaders and entire parties swinging opportunistically while claiming to work to fulfil their people's decision. There are other forms of manipulation of the electorate. Groups of voters -- often on the basis of religion or caste -- are manipulated, and pushed into block voting for one or the other candidate. It is easy to manipulate the minority sentiment. So far, the over-simplistic argument was that minorities needed to vote against communalism. That meant backing the Congress, or one of its splinter groups. This of course helped the politicians concerned, but such painted-into-a-corner groups could be easily taken for granted for five long years and more. Term after term. Today, the boot is on the other foot. After realising how this game can be played, other parties (particularly the BJP and its supporters) are targetting the Congress by highlighting the single point agenda of corruption. There is more than an element of truth in the link between the ruling party and corruption. The Congress is worse than the other parties because it is so disorganised and decentralised in the manner in which it allows corruption to grow under its roof. But none of the other parties are lily white. Once the bogeyman of corruption is made a single-point electoral issue, the voter can similarly be assured of being again taken for granted. Money-power, media-manipulation of public sentiments, and the mischevious deletion of names from electoral rolls are among the other serious concerns that the voter needs to grapple with. The alternative to the problematic reality we have in place is not pessimism or cynicism. Each voter needs to realise that democracy is not merely paying darshan before an EVM once in half-a-decade. Historically, I was a supporter of the Congress Party. However, as I got involved over the last few years on issues seriously affecting Goa and after seeing a lot of facts first hand, I learnt a painful lessons on how bad this Anti Goan this Party really is, for Goa and Goans. What is appalling is now after a long period of continuous/serious destruction of Goa, its environment, identity and pollution/reduction of its water resources, this party is now doing what it does best; which is trying to use a trump card as its hope to win the March Elections i.e. resort to attacking its opponents as Communal, so as to scare the minorities into voting for it. Other tactics are imported vote bank politics and buying the voters with various enticements with cash made from looting/destroying Goa. This Parties faulty and Corrupt policies are increasingly reducing Goans to a Minority and with it, selling of Goa to the rest of India/World via various scams, illegalities etc Just look at the sorry state of affairs in Goa today to make your judgement on this party. I am not supporting the perceived communal parties but I must emphasise, that the alternative is not the Congress which is even worse for Goa. It is better to go for alternative peoples candidates with good reputation, to ensure that the Congress learns a good lesson this time for taking us for Granted!! It is true that a voter may be totally or partially dis-empowered between elections, but he is in absolute charge of the electoral machine. (whatever that means). He or she decides who to vote, or not to vote. It is, therefore, amazing that an election is decided before even a single vote is cast. Goa's politics is fluid. What Fred probably means is that some candidates are odd-on favourites and it is a foregone conclusion that they would win hands down. There is a central leadership of national parties who may or may not decide but plays an important role in the selection of candidates with consultations with the local leadership or committee. If left solely to the local leadership, it would be complete mayhem. Selecting a candidate by central leadership is no barrier to the birth and growth of new parties. New parties must raise its own money. In today's struggle for power, each party must go for winnable candidates. Match-fixing is part of dirty politics. If I understand Fred right all partgies are corrupt. There is no bogeyman of corruption because elections is for grown-up adults and not for children. Corruption is a fact of life. True, voters must keep their elected representatives on their toes. It happens very rarely in Goa. Ann, there is nothing wrong in Priest of Christians, Imam / Mullah of Muslim and Bhatji of Hindus joining politics! Let's motivate them to enter politics so that we will get government ruled by religious philosophy rather than dirty politician's philosophy. Once we achieve this, and to accommodate politicians, let's make all these dirty politicians the preachers of respective religions, what say? I think, one need not become MLA or MP or head of any political body to help poor and the depressed. The drive to help them should come from within and not through the position one holds in government. On the contrary..one bad mango in a basketful of good .spoils all the mangoes.this saying still holds well. Christian art museum burgled, guard killed TNN | Jan 26, 2012, 03.42AM IST PANAJI: In a daring evening robbery, thieves decamped with gold from the museum of Christian art, Old Goa after killing the security guard on Wednesday. In what appeared to be a pre-planned robbery, the gang is understood to have attacked the security guard and killed him before breaking into the museum. As of now no artefact or statue seems to have been stolen. The thieves have decamped with gold, PI Edwin Colaco, in charge of Old Goa police station who was on the site told TOI, adding that the investigations are on. He said the incident occurred between 6.30pm and 7.30pm. The security guard has been killed and there's no one to tell us what exactly happened. It is not known how big the gang was, he said. Old Goa police said a complaint has been lodged by the museum's administrator.
