George, The problem I have with some of this so-called research about Goan history, whether it is church-related or otherwise, is that it is merely the expression of somebody's subjective opinion pulled out of thin air and dripping with either left-wing or right-wing ideology. There is no indication of any effort made to dig into primary sources, or to even make a comprehensive search of secondary and tertiary sources. There is no dispassionate search for the truth - no compulsion to uncover actual facts, and go wherever they lead you. It is as if all that is needed for something to be called research is to merely put down on paper whatever comes to mind in a convoluted manner, punctuated by politically significant buzz words. In the past I used to think that this was because of lack of funds, and inaccessibility to libraries, databases and archival sources. But after my recent visits to the new central library and the Xavier Centre of Historical Research, combined with my knowledge of what can be easily accessed freely on the internet, I do not think that there is any excuse any more for not doing a proper search of the existing literature before writing a research paper on history. For instance, if someone makes a statement that the temples that were destroyed by the Portuguese were not Hindu temples, then the minimum that is required of that person is the citation of actual facts and sources that led him/her to draw that conclusion. One expects him/her to make an exhaustive search of writings in which destruction of temples has been documented, and ascertain the identity of the temple deity in each recorded case. If he/she has not done this then his/her work is not research. If his/her assertion is purely an opinion, a gut feeling, a belief, a hunch, a hope or a wish then it is not an example of scholarship or even an academic exercise. No intellectual effort is required to hold such feelings or beliefs. It does not matter whether they are held in the interest of communal harmony or in order to pacify inflamed passions, and it certainly does not matter whether the person holding them has an advanced degree or high position in society. Prop up a male dominated institution, mostly European institutions and furthering their power through various religious orders. What great purpose is served by the study of such history? 2. The flip side is social justice issues are ignored, specifically in Goa where there are any amount of issues which impact ordinary folk. 3. The use of this study of history to make political points, not just revise the past through religious and political lenses. One can only hope for more constructive use of time from our historians. [Goanet] LEENA MEHENDALE NOT A VIABLE CONTENDOR FOR POST OF CIC
The Chief Information Commissioner (CIC) holds office for a term of five years or till attaining the age of 65, whichever is earlier. So, if the Goa Government succumbs to the lobbying and appoints Leena Mehendale who was born on 31st January 1950, the government besides sadly opting for a non Goan, would effectively have her for a very short a tenure of just over a year. Which means that the Goa Government would have to commence right away the process of finding her successor. This, given the long time the government is taking to find a person to head the State Information Commission. Leena Mehendale who hails from Jalgaon District in Maharashtra if appointed as Goa’s Chief Information Commissioner may not even complete learning Konkani during her brief sojourn in Goa. Besides, the government which for over five years has been unable to find a proper and decent premises to house the State Information Commission, will now have to run helter- skelter to find a residential accommodation for Leena Mehendale as the Chief Information Commissioner enjoys the rank and status on par with Election Commissioner of India. Hopefully, the high level committee headed by the Chief Minister as its meeting tomorrow will take all these factors into consideration. Surprisingly all these vital facts skipped the attention of the screening committee headed by the Chief Secretary which shortlisted Leena Mehendale’s name for the CIC’s post. The Committee comprising of the Chief Minister, Leader of the Opposition and Deputy Chief Minister will meet on July 29th to select Goa’s Chief Information Commissioner (CIC) and State Information Commissioner (SIC). The committee must ensure that only the best and the brightest are selected. If the Goa government is serious on Special status for Goa, it should ensure that only Goans are appointed to both these positions. There should be no reservation whatsoever on the basis of sex, caste or creed and merit alone should be the sole guiding factor in the selections to these two crucial posts. The committee must review all the applications and select outstanding Goans while not entertaining any lobbying or fixing whatsoever. To ensure proper implementation of the Right to Information Act, the State Information Commission should comprise of independent minded persons who would not succumb to the pressures and pulls of the politicians in power. The committee must ensure that the selection of the CIC and SIC is strictly in accordance with law so that the Pandurang Nadkarni and Pradeep Padwal fiasco is not repeated. By Roland Francis Source: Goan Voice UK Daily Newsletter 28 July 2013 at www.goanvoice.org.uk It was 1963 and under the mistaken assumption that I needed some coaching in my high school studies (the problem actually was that I spent less time on my books than I should have), my father got a 23 year old Goan lad from my Bombay building to tutor me. He had just got a job with the Bank of India in the Fort area and in a couple of months he interviewed for a clerical position with then Gulf Bank of Kuwait and soon he was gone. He kept in touch with us and we happily followed his progression. He took a part-time job with a Kuwaiti trader who soon became a multimillionaire in the booming oil city. Our Goan lad had become his right hand man. He met and married a Swedish woman and in time he relocated to Sweden, a wealthy man from his time in Kuwait. In due course when I went to the Gulf myself, working for an English company in a senior management position relatively restricted in pay by being hired from India and I have sometimes wondered whether I would have been much better off being a trusted lieutenant of the many Arabs I came across who called me to work for them while they became very rich men. It was not unusual to be in such a situation in those days - starting to work for an Arab for less than you were worth but soon having access to earning very big money. There were many success stories of Goans going to the Gulf like that. Initially they went from Karachi and Bombay but men and women from Goa and even East Africa followed when economic conditions in the latter countries deteriorated. Most of the salaries may not have been astronomical but they were tax-free and earners were able to send money to relatives back home while socking away enough for a nest egg. The Arabs were of the generation that knew India from the dates, fish, pearl and gold-smuggling trades they carried on with it while they were desert poor. They especially liked Goans since they were polite, Christian and gave no trouble. Although they were rude and exploitative to their Goan housemaids, they gave them gold, took them with family on foreign trips and got work visas for their lazy no-good sons in Goa all of which which were valuable perquisites to their paltry salaries. Not to say that the Arabs didn't hire anyone else. The heads of families who built their trading empires with the huge incoming flow of new oil money went to Europe and other countries to get their executives and managers. The Americans weren't interested then. The US was at an economic peak and the only Americans to be seen in the Persian-Arabian Gulf were those in Aramco in Saudi Arabia and those in the oil-drilling service companies like Schlumberger and Halliburton elsewhere in that region. They didn't like the English much although they needed them because they didn't bend to their personal will and they didn't trust the Egyptians, Palestinians and the Lebanese, Iraqis and Syrians not to cheat them while their backs were turned. It was a very personal society then. If they trusted you they lifted you if they didn't, you might as well leave. Your abilities came second, if at all. The situation has changed a lot now as is to be expected. That generation of Emiratis, Kuwaitis, Omanis, Qataris and Saudis has given way to their sons and grandsons mostly educated in the US, quite a few of them in Ivy League universities. The Ivy leaguers may not have all academically qualified for admission but their governments have made sure that generous financial grants and gifts to those universities paved the way for their boys and girls. Money was never a problem - not when oil was $30/bbl and certainly not when it became $110/bbl as it is now. Initially the Gulf youth partied their way through American schools. They came out with degrees that were suspect, proved by their ineptitude when they returned to high positions and still depended on expats for management strategies. That has gradually changed. Either by government prompting or by personally understanding that their country cannot prosper forever through other people's visions, they have become more serious in their learning. On returning they have become less dependent and more capable. Many of the companies operating there which were expected to flounder once the Brits left, have prospered beyond measure. My own former employer the British Cable and Wireless which renamed itself QTel and is now Oredoo has plotted a growth chart that was unimaginable once, earning revenues comparable to a large North American corporation. That is not to say that Goans cannot find their way there any more. However, the middle class employee has given way to either the low-level hire with pathetic wages, exception being those there for many years whose salaries have shot through the roof, or the professional classes, those in healthcare, IT, oil industry techies or teachers in international schools. Because that is the percentage of people polled in the first ever Mood of Goa survey, commissioned by The Goan to Nielsen, one of the world’s foremost information measurement companies.But the people of Goa have also sent out clear messages. They aren’t sure he will deliver on promises. Over 60% feel that he has “somewhat” or not kept promises and they blame him more than anyone else for shutting down the mines in Goa.Interestingly, of the sample of voters who claimed to have voted for the BJP in the last elections, there is a 12% vote shift to other parties including the congress. However a greater shift of votes away from the Congress restores this equation, at least on paper. But there is the print and the fine print. And The Goan-Nielsen Mood of Goa Survey is as much about the fine print as the most obvious findings.Our message to the Chief Minister“Sir, ignore the fine prints at your own peril”.So here are the big findings and the even bigger fine print message in those findings.PERFORMANCE:BIG FINDING: -51% of those surveyed rated the current BJP government as “good” or “very good”FINE PRINT: The same people were asked to rate the previous Congress performance and 46% rated the Congress as “good” or very good, a difference of just 5% TIME TO GOVERNMENTBIG FINDING: Time to Parrikar government - 43% were willing to give this government three to five years time to make changes and deliverFINE PRINT: 16% wanted a change right now QUALITY OF LIFEBIG FINDING: 31% felt that the quality of life under Parrikar had improvedFINE PRINT: 68% felt that there was no change Nielsen spent close to fortnight in ten chosen constituencies of Goa to bring back findings, that we sensed all along and yet even more. If the Chief Minister displays some pragmatism he will go beyond the big ticket picture, because the big surprises are there in the fi ne print and these surprises are eye openers. Brace for them:South Goa is still Parrikar’s shining star, but the North is silently at war. Massive negative signals from North Goa and not South Goa: Yes, that’s right. Parrikar has performed poorly in his traditional backyard North Goa across parameters. In North Goa, 36% felt the performance of the government was good as opposed to 54 % in the South, a huge 18% difference. In North Goa, a mere 9% were “extremely satisfied” with the performance of the government in curbing corruption. In the South 27% were extremely satisfied. In North Goa, the present voting inclination for the BJP is 51%. In South Goa it is 63%.HIGH HOPES FROM THE HIGH INCOMESThe Mood of Goa survey also extended across different income groups as it did across the two regions. The rating across the three most significant parameters – Time to government, promise fulfillment and performance, the CDE or middle to lowest income group categories, have sent out the strongest signals of disillusionment, as opposed to the highest and high income category A and B.Here’s a snapshot: 22 % in CDE categories want a change in government now, while only 13% in both A and B categories do so. 22% in CDE categories say that the government will not be able to deliver on promises while 14% in Category A and 18% in Category B feel so.Just 37% in CDE categories feel that he performance of the Parrikar government has been satisfactory, while 55% in Category A and 44% in category B feel so. But this was survey beyond just politics. It was a people’s survey and it mapped people’s irk levels and this is where the core of the real feelings of Goans came through. The issues on which Goans were irked the maximum were as follows: No Garbage management, prostitution of minors, increasing public debt, no promotion or preservation of heritage and Illegal land acquisition among others. Shockingly out of 25 such issues picked, the level of satisfaction did not go beyond 30% in a single case, with no garbage management being the lowest at 8%.So when our Chief Minister looks at the 57% thumbs up to him and his government during breakfast on Saturday or when he reads The Goan, he needs to read the fine print. The glitter is not gold. And let this story be told.

Under fire from not just the opposition but all; and sundry over absurd claims by its Kangresse leaders -- that one can get meals in Rs 5 and Rs 12 in Delhi and Mumbai respectively -- the Kangresse Communication chief Ajay Maken today tweeted We do not agree with Rs 15 Rs 5 statement of some leaders. In this line too, Maken prefers to say some leaders rather than saying some Kangresse leaders! The Kangresse was lambasted for these insensitive statements and was the butt of jokes not just on Twitter and television but on the streets as well. The common man had been outraged at this cruel joke; hence the need for Kangresse to clarify. Maken who took to his twitter handle @ajaymaken to clear the air, which in reality is far from over, then went onto target the opposition for fault finding with the UPA. Maken forgot that its Kangresse Party and their stalwart ministers who are the key starters of figure pointing/targeting at each and every word spoken by Narendra Modi of BJP! Therefore I find no reason why Aam Admi from all streets of India should not target Kangresse party and their leaders for their unrealistic, absurd and cruel jokes!

The Goa Government has decided to raise the retirement age of doctors at Goa Medical College from 62 to 65. One of the first beneficiary of this kind gesture by the Goa Government will be my friend of many years, the Professor of Radiology Dr. Mahesh Sardesai who was due to retire in February 2014. Dr Mahesh Sardesai is the father-in-law of Chief Minister’s elder son Utpal Parrikar. This latest move by the Chief Minister is however not expected to raise a row like the appointment of his another relative Kurupati Dwarkanath Row to the very high constitutional post as the Chairman of Goa Public Service Commission. Row is a relative of Manohar Parrikar’s younger son Abhijit as well as the Chief Minister’s brother Avdhut. Chief Minister Manohar Parrikar seems to be going out of the way to secure the interests of his family and coterie of friends. We were promised a Parivartan and good governance. Sadly over the last 16 months we have been witnessing utter nepotism and rampant corruption of the highest order, while Goa sinks getting further decayed by the day. I spent almost 6 years in Vasco and never heard of it. I even googled out but in vein. Asked few people at Vasco City, nobody knows. We then went to MMC building hoping to ask there somebody, being Saturday, it’s closed. We did find someone there and he being a Vasco Citizen in his 50s had no idea whatsoever. Time is running out..Time now is 11.30 (function was to start at 11) Next we thought of Vishwasurya (our old time news paper agent), if they don’t know then nobody will. He said to walk about 3 minutes in the same road.. thank god! For god sake, why they didn’t mention ‘Swatantra Path / Road’ For that matter, why not said ‘near MPT Institute’ or opp Bank of Baroda Or atleast say near Old Nataraj Hall or just say ‘press room’ Or say ‘PWD section office’ where technical approval granted for construction license almost instantly upon demand of bribe. Above figures of temple destroyed was an exaggeration by the local military commander, further inflated by authorities in Old Goa in reporting the accounts to Lisbon. 3. The numbers likely included road-side religious shrines and other landmarks; and religious structures that may be in residential front-yards. As most Goans are aware, the single biggest cause of structural damage to buildings in Goa is the weather. Examples are all over the state, but the best proof exists in Tiswadi at Old Goa. Nearly three quarters of the Portuguese structures (churches, monasteries, colleges, govt buildings, monuments) are destroyed and some with minimal remains because of lack of up-keep, toll of the monsoon and the advancing forests devouring roofs, timber, bricks and mortar. Today was the AGM of A A de Moira. A new committee was elected which is lead by Oswald Cordeiro the Sarpanch of the village and a close associate of Glen Ticlo MLA, and has Marie Evonne as Vice President Thomas D'Gama as Secretary, etc . I arrived late for the meeting - around the time the above dignitaries were already elected. By this time only the five remaining members of the committee were left to be elected. As I came into the hall someone - I think Francis Nazareth - proposed my name as a member. I laughed, You propose my name - without my consent? Francis replied,You have no choice. Anyway, the election continued and there were about nine names including mine which were proposed for those member posts. What was to be done? Francis suggested that the President Oswald suggest which of those names he would like for his committee. Ossie declined to do this. Then Caetano Cardozo and Mark Cordeiro and Alex Menezes and one other whom I can't remember withdrew their names. That left 6 names and there were five names to be selected. Marshall was baying for an election to be conducted because time should not be wasted. Chairperson Philomena D'Cruz stated that she wanted to save time by having a consensus. Francis suggested that Ossie should choose those members who he wanted for his team. Wisely Ossie desisted. Ultimately the issue was solved because I said I wanted to withdraw from the election. Many people were disappointed. They wanted me to contest and lose and then crow: O look at this Associate Professor of Dempo College who can't even win a Moira club election! I'm sorry to disappoint them. Bah!! I may be a Moidekar because my house is here but remember that I am a Gaunkar or Sangolda - closely related in many ways to the Moidekars but not in their stupid ways. To conclude - although I have been a critic of Romeo Coelho and his wife Celina for a long time, I felt a bit troubled that the new Chairperson of the General Assembly or the new President did not think it fit to thank them for the services they have rendered to the club over the years. I particularly remember the years when Romeo and Celina came back from the UK and immersed themselves in the activities of the club. The club then was a hub of activity and Associacao Academica de Moira' Christmas programs were the pride of Moidekars and the envy of other villagers Why the scene changed I don't know but the least I would like to thank Mr. and Mrs. Coelho is that they left the club in a state where the club can march forward (although if people are not careful it could go down the drain.) The Supreme Court is for final Judiciary decision. But I am afraid that they can take up matters related to supervisions like DGPS position system, which is a technical matter but I am sure SC can always direct some Govt agencies who can do a better job in Delhi like NIO ( CSIR) or elsewhere in the country, who can be directed to do this job pertaining to Mining. Not too long ago, the retirement age was 55. 2: It is smart policy for institutions (public as well as private) to hold on to (rehire if necessary) specialty-qualified individuals who are also high performing. The practice of medicine is one of apprenticeship. I understand that the younger and possibly impatient docs wish to also have the opportunity to be chiefs. Experience is not a disposable commodity. Promotion should come gradually. Patient care is more than just book-knowledge, even in a field like Radiology. 3: There is a recurrent and senseless mistake that successive Goa Ministers of Health are making: Preventing GMC doctors from engaging in private practice. My own knowledge of some of my Goan Profs, Asst Profs and SMOs at GMC is that they almost invariably had private practices after hours. I can attest to the fact that each one of them gave 200% to us students and to the public patients. They had a certain professional pride which the Bandodkar regime eventually destroyed by interfering in the running of GMC. This destruction of the professional pride was aided and abetted by those 'bhaille' Profs etc who were unlikely to succeed in private practice in Goa (did not speak the language or know the customs). So they engaged in Interpersonal Politics and Dog in the Manger policies. ( I will not be able to succeed in private practice You won't do it either). Hear me, Mr Goa Min of Health. IF you really want GMC to regenerate from the Dump it now is, appoint an independent committee to hire qualified staff (part time / sessional) from the private sector and HOLD ON to good, efficient and patient friendly staff - even if it means allowing them some part time after hours private practice. YES ...if there is abuse, FIRE them. After that STOP this nonsense of ICU admissions for politicians who do not need ICU care. If they need nonICU care, allow them the experience of becoming like Pope Francis ie Experience Life everyone else experiences. jc
