The ideal held out by the media before us is: 'To be more have more! Yet, when we see people struck down in the prime of life without enjoying what they have earned we are shocked. When suddenly tragedy strikes in the form of a fatal sickness or disaster we wonder: Is life worth living? Paradoxically, to have life we have to be ready to let go, and to enjoy life we have to look beyond life! Have a quiet weekend reflection on what my life is all about. Fr. Jude Sunday Reflections: 18th Sunday of the Year: Don't get bogged down by life! Look beyond! Above! 4-Aug-2013 Readings: Eccles. 1: 2, 2: 21-23Colossians 3: 1-5, 9-11Luke 12: 13-21 In the first reading from the book of Ecclesiastes, the author speaks very bluntly about his view of life. It starts with: Vanity of vanities, all is vanity! A man, who has laboured wisely, skillfully and successfully must leave what is his own to someone, who has not toiled for it at all. It sounds like a rather pessimistic view of life and yet this book written in the third century before Christ has some profound truths, which hold good even today. The point that is being made is that life is ephemeral, it is like chasing the wind, nothing is certain. The pursuit of life as a sole end is vain. This truth hits us hard especially when we are confronted with the sudden death of a friend, a loved one, someone who we just talked with recently and is no more. Vanity is the first word and also the last word of this book of scripture. We are vain people and life is vanity itself. First I was dying to finish high school and start college. And then I was dying to finish college and start working. Then I was dying for my children to grow old enough for school so I could return to work. And then I was dying to retire. And now I am dying and suddenly I realize I forgot to live! - Anon The Gospel of today starts with a man in the crowd asking Jesus to intervene on his behalf to tell his brother to give him a share of the inheritance. At face value we would have expected Jesus to readily oblige to being a mediator in the family property dispute. Jesus immediately declines the role. Who appointed me judge and arbiter of your claims? Why does Jesus refuse the role? His priority was matters of the Spirit, which were clearly more important. Instead of dividing the inheritance between the two brothers, Jesus focuses on why the inheritance has divided the two brothers. From our own personal experience we know how family inheritance and wealth, instead of being a source of happiness has so often become the bone of contention and division in good Christian families. Jesus was very much to the point when he said: Watch and be on your guard against avarice of any kind, for a man's life is not made secure by what he owns, even when he has more than he needs. No amount of money can bring us happiness. In the last part of the gospel Jesus drives the point home with his parable of the rich man who having had a good harvest thinks of what he will do to secure his future. I will pull down my barns and build bigger ones, and store all my grains and goods in them, and I will say to my soul: My soul you have plenty of good things laid by for many years to come; take things easy, eat drink and have a good time. But God said to him, Fool! This very night you die and this hoard of yours, whose will it be then? So it is when a man stores up treasure for himself in place of making himself rich in the sight of God. In the parable the rich man is called 'Fool' by God because he has wrong priorities firstly, because he never saw beyond himself and the present moment. Secondly, he was foolish because he never saw beyond this world. His security was his money, which is also the security of so many today. Having everything, the rich man had really nothing because he was possessed by them. A sign of being possessed is the inability to share, just as the sign of love is the ability to give rather than to grab. Today Jesus invites us to evaluate our priorities: Do we possess things or are we possessed by them? Do we realize that we can spend less and enjoy more? 'I complained that I had no shoes till I met a man who had no feet!' Really Livin’! There was a multi-millionaire Texas oil man, who wanted to be buried when he died in a solid gold, custom-made Cadillac surrounded by all his wealth. At his funeral, a vast crowd assembled to pay their last respects. The dead man was dressed in his finest glittering apparel and was propped up in the front seat of his gold Cadillac. ON GMC STUDENT’S HARASSMENT On 27th July a letter appeared in NT by Mr. Nadeem Ahmed, Vasco on the above subject that the GMC college female MD student of forensic medicine allegedly having sexual harassment by her three professors. Earlier there was a similar case also in GMC that a professor in medicine was also been alleged by a girl student for a similar offence and that was on account of taking with her possession the examination papers without permission, from the cupboard of the professor and blaming him unnecessarily for sexual harassment who has even lost his promotion of the Head of the Dept. Such instances are very common among the female students which they take the shelter of these laws and dictate terms to their superiors. In this case how can three professors together sexually harass a girl is a million dollar question and the public should also realize that this could be a kind of gimmick to blame them. She must have done something wrong for not attending the classes or a bad behavior etc. Since the rapes cases are high in the country; these girls sometimes take the advantage to get their work done by putting the blame on males for molestation and rapes cases. The inquiry in this case may reveal the exact position whether the MD GMC medical student was sexually harassed or not, and the Press should not take the liberty to expose such crimes immediately until it has been well examined or sentence by the court. Jet-Etihad deal: Investment board to look at re-worked agreement today NDTV | Reported By: Sandeep Phukan | Updated On: July 29, 2013 15:46 (IST) The Foreign Investment Promotion Board or FIPB will today look at a reworked agreement on the Rs. 2058-crore Jet-Etihad deal, which proposes a sale of 24 per cent stake in India's Jet Airways to Abu Dhabi's Etihad Airways. In June, the board had sought more details on who would have effective control. In major changes that Jet Airways has reportedly made to the shareholders agreement to win the FIPB's approval, Etihad will now have two directors on the airline board and not three as proposed earlier. Jet Airways will have four directors. There will also be six independent directors on the 12-member board and appointments at senior levels will be decided by a majority in the board of directors, the revised agreement proposes in an attempt to address the fear that Jet will lose effective control to Etihad. Commercial operations and air operations of the airline will remain in India. All foreign appointments will be made after security clearance by India. Shares in Jet shot up as much as 10 per cent, but closed off the day's high at Rs. 412.20 gaining over 4 per cent. Jet shares have been swung wildly to any news regarding the deal. They fell sharply in June when FIPB withheld an approval, but have been gaining for the last two sessions. If the deal does get FIPB clearance today, it will go to the Cabinet Committee on Economic Affairs (CCEA) and also to the Competition Commission of India (CCI) for approval. The deal was wrapped up in April, but political concerns and also scrutiny by market regulator Securities and Exchange Board of India or Sebi have delayed it since. The FIPB had put off a decision on June 13, after several government agencies raised questions about who would effectively control the airline. Sebi had raised concerns that the deal (in its original form) would have given Etihad 'control' over Jet with only 24 per cent stake. The deal has also been under intense political scrutiny. Several Opposition members of Parliament have written to the Prime Minister alleging that the government has gone of its way to sweeten the deal for Etihad, which is UAE's national carrier. They point to a bilateral agreement that the Civil Aviation Ministry signed with Abu Dhabi - on same day that the two Airlines announced their deal - to increase 36,000 seats on the India-Abu Dhabi route. The critics argue that a bulk of these seats will be used by Jet and Etihad and will put other airlines at a disadvantage. The suggestion by the Prime Minister's Office that the Cabinet clear the deal has reportedly upset Civil Aviation Minister Ajit Singh, whose Rashtriya Lok Dal is a UPA ally. He had met UPA chairperson and Congress president Sonia Gandhi reportedly to register his dissatisfaction. The deal is the first since the Government allowed 49 per cent foreign participation in India's airline sector in September 2012. It would help Jet Airways, deeply in the red, to pay off debts.

Now the thing is: learning through the correspondence course method (like ignou's courses), and that too by the Internet contact class method (of which www.coursera.org is an example) tends to be pretty difficult because it is always a problem to maintain one's motivation level when one has one's regular work to perform. Knowing this www.coursera.org recommends: You're likely to enjoy, learn more, and stay with the course if you invite 2-3 friends or family members to take it with you and form a small study group. I wonder whether any of you would be interested in joining this course and being part of a small study group? If we could watch the course videos; read the study material etc (together or separately) and then share our experiences then we would be more likely to continue with the course and complete it. I am certain that for those who are career inclined it would be a very important addition to your bio-data. For those who are just knowledge-motivated like me, it would also be a fruitful thing to pursue. So I hope at least a couple of you join in this course. UK: Crowds throng the Oral History Exhibition !! From Selma Carvalho, Project Manager: Past Lives: The Exhibition, presented by the Oral Histories of British Goans Project (Goan Association UK), funded by the Heritage Lottery Fund, UK, was mounted for a one-day showing at the Cranford College Hall, during the Goan Festival on July 28, 2013. Crowds thronged the exhibition on this beautiful Sunday afternoon. Many of those who paid a visit had already seen it at its previous venue, the Nehru Centre but wanted to see it again. This was a touching tribute to the exhibition and the love Goans have for their heritage. The preservation of our heritage in oral, visual and written form is imperative. The time for a permanent Goan Diaspora Museum is nigh. As we dismounted the exhibition for the last time, I felt a certain pang in my heart. The people who had come to see it, had marvellous stories to tell of their own past lives in East Africa. For one brief moment, they were reliving those lives. Kenyan- Goan nationalist Fitz de Souza (photo at the link) gave us an impromptu glimpse into his own life. Included in the exhibition was a Fitz de Souza family picture dating back to 1898. The annual Goan Festival organised by the Goa Association UK was very successful and saw a huge crowd. According to the President of the Association, Mr Ravi Vaz, the crowd had reached to more than 15,000, a record breaking crowd compared to the 2012 event which had seen about 9,500. The event started with a concelebrated Mass at 11:00 AM with the main celebrant being Bishop his Lordship Allwyn Barretto, a Goan . Among the dignitaries the local MP of Goan origin Mr. Keith Vaz was also present throughout the day . Goa's ace band Forefront performed on the stage . The festival was sponsored by Air India, Tilda Rice and Sony. There was also Free Career Guidance for the Youth and Free Diabetes testing by Silver Star Charity. Stalls sold Goan Sausages, Sorpotel, Tisreo, Kharem, Isvonn, molho, croquettes etc. Eight full buses from Swindon arrived at the festival . Vasco Saptak (as we called it) always reminds me of hot-hot jelebies prepared on site. Believe me or not, it was just 15 paise a plate now don't ask me what year it was. People form out place, all Catholics, used to hire one or two buses which would leave around 8pm and back by 5 or 6am. There were some floats moving in the middle of the night in the pick-up van or trucks carrying various gods and deities or Par or Paro and they were in the procession chanting like Janoba Tukaram etc Since long time now, I have not been to this night time event. The 7 day fair was mainly of furniture, Coper /brass/aluminium pots /utensils, toys (Perni), eatables like Jelebies, Khajem, Chonne etc. We did not have readymade plastic items, readymade garments etc which we see now which constitute 80% of the present day fair. An interesting analysis of India' present financial problem By William Pesek July 22, 2013 5:02 PM EDT India has long been viewed as a value investor’s dream: rapid growth, 1.2 billion people pining for a taste of globalization, and underdeveloped industries ripe for turnarounds. So it surprised few when the genre’s guru, Warren Buffett, placed a bet on the world’s ninth-biggest economy. What did come as a surprise, though, was last week’s decision by the billionaire’s Berkshire Hathaway Inc. to give up on India’s insurance market after just two years. Adding to the drama, the withdrawal came the same week India unveiled plans to open the economy as never before to foreign-direct investment. Buffett isn’t alone in voting with his feet. Wal-Mart Stores Inc., ArcelorMittal (MT) SA and Posco are pulling back on investments in India that they had announced with great fanfare. What’s scaring foreigners away? A rampant political dysfunction that has stopped India’s progress cold. Headwinds from New Delhi are contributing to the slowest growth rates in a decade, a record current-account deficit and a 7.9 percent plunge in the rupee this year. Fiscal neglect has bond traders demanding higher yields for government debt than India wants to pay. But the most devastating no-confidence vote is coming from the big, long-term money India needs to boost its competitiveness. Foreign-direct investment slid about 21 percent last fiscal year, and this one doesn’t look promising. Biggest Democracy In theory, no Western executive or investor can ignore the vast potential of Indian consumers, 29 percent of whom are under age 15. India’s geopolitical importance is rising in step with China’s ambitions. U.S. Vice President Joe Biden, visiting New Delhi this week, is hoping to deepen Washington’s bond with a possible bulwark against Beijing’s influence, as well as increase bilateral trade. The problem is an Indian government that won’t get out of its own way. The long debate over foreign-investment limits says it all. In September 2012, Prime Minister Manmohan Singh’s government passed a law allowing big retailers to open stores directly in India, yet no one has. Reasons are legion: too many prerequisites; constraints on whom goods can be purchased from; a raft of regulations limiting franchise models and factory construction; and the hair-pulling need to negotiate separately with each of India’s 28 states. India has fallen into a self-destructive pattern of relenting on the big issues, then killing would-be investors with the details. Take the experience of furniture retailer Ikea of Sweden AB, which in January won approval to open outlets in India. Not content with the Swedish icon investing about $2 billion, the government played hardball. It tried to bar Ikea from selling food in its stores; Ikea stood its ground. But the damage was done. Executives fully expect to have to navigate India’s notoriously bad infrastructure, rigid and often unskilled labor markets, red tape and official corruption. They’re less keen on tripping over the fine print of vaguely written laws and local power brokers with agendas at odds with New Delhi. Headline-making disputes involving household names like Ikea, Wal-Mart and Berkshire don’t help India’s image. Worse, the uncertainty is breeding a huge trust deficit. On July 17, India moved to open important sectors such as defense, power and telecommunications to foreign investment. It’s being heralded as the nation’s “big bang.” Big fizzle is more like it, as big inflows are likely to continue eluding India. Any major foreign investor cannot ignore the experience of Vodafone Group Plc, which is still wondering if it will take a multibillion-dollar loss on a deal thanks to tax-policy changes. In 2007, the Newbury, England-based carrier acquired the Indian unit of Hong Kong-based Hutchison Whampoa Ltd. Since then, a retroactive clause placed in the nation’s laws have thrown the deal into chaos, creating a $2.2 billion tax dispute, delaying an initial public offering and further denting India’s reputation. Squandered Potential It’s time for the government to stop squandering India’s potential. The lack of transparency and reliability makes it virtually impossible to consider long-term investments there. And even if a foreign executive has faith in the sober-minded Singh, there’s no guarantee his ruling Congress party will be in power after elections next May. The opposition Bharatiya Janata Party, normally a pro-business crowd, has threatened to roll back India’s new investment laws. What should India do? Pass clear and strong investment laws that will survive the change of government and offer a code of conduct for state leaders. But along with the rain, comes the realisation of the poor quality of mid-day meals in the schools here with, at least in one case, cat and dog litter being found in the room where food was being cooked. A spate of incidents, coupled with the national alarm triggered by the deaths of nearly two dozen school children in Bihar, has forced the state government to look for newer ways and means to check the rot in Goa’s mid-day meal disbursing mechanism. After mulling the possibility of temporarily discontinuing the mid-day meal scheme pending a thorough review, Chief Minister Manohar Parrikar now says that the menu would be completely altered and articles susceptible to contamination eliminated from it. Fruits and wheat-based chapatis are on the top of the agenda. The checks, he said, will be more stringent, with the food being regularly subjected to inspections by specially designated food inspectors in the state education department. ‘Food inspectors will conduct regular checks for these food items,’ Parrikar said. In the last two months, students from several schools have fallen ill after complaining about the poor quality of food served to them under the mid-day meal scheme. On Saturday, Class IV and V students from the Kamleshwar school in Pernem, 25 km from here, were taken to a health centre as they started vomiting after eating the meal provided to them. A few days after the Bihar tragedy, 23 students in a school in Ponda, 30 km from here, had a similar ordeal after eating bhaji-pao, a snack comprising bread and curried vegetables, a local favourite. A probe by the Food and Drugs Authority (FDA) into yet another incident in June, where 86 students from a school in Canacona in south Goa revealed that the room where the meals were being cooked had cats and a dog litter as co-habitants. ‘Dirty and defaced kitchen walls, improper storage of various raw materials, cats and puppies in the wash area, fungus on the kitchen roof, flies and insects in and around the kitchen area were noticed,’ FDA director Salin Veljee told a local newspaper after the inspection. Parrikar had himself admitted in the state assembly last year that in some cases, the food given under the mid-day meal scheme was unfit for even animal consumption. ‘Even the animals will not eat that food which is given to students under the scheme. The rice which is given in the pulao is not fit for animal consumption,’ Parrikar said last July during the monsoon session of the assembly. Santosh seems to have hit the nail right on the head. The rambling essay is too shallow to merit the attention of scholars. Despite its sensational revelation, it has been rightly ignored by the press in Goa; however, a Konkani (Roman script) weekly has published a gist which is worse than the original. The absence of the word Hindu in Indo-Portuguese historiography has been cited to buttress the claim that followers of this religion did not exist in sixteenth century Goa. If this reasoning were to be accepted, one could also claim that there were no Konkani speakers in Goa, since this word too does not occur in that historiography; even its grammar printed in 1642 refers to it as Canarim. Apparently, both Dirks and Bhabha (not Baba) have been misreported. Neither is caste the product of British colonization nor is the caste system the fruit of British orientalism. The British certainly did not invent caste; even the word was adapted from casta (stock, breed) that the Portuguese had used for the phenomenon that they encountered upon their arrival here, the allusion, perhaps, being to the fact that marriage (hence breeding) was confined within these entities. The British (towards the end of the 19th century!) merely compiled exhaustive lists of castes and subcastes existing in the vast region under their rule, for the purpose of census enumeration, in pursuance of their own agenda. The fact that the water-tight (in the marriage market) castes and subcastes (zatis) have survived among Goan Catholics (converted in the 16th century!) should suffice to show that they antedate the arrival of the Portuguese. The caste names of Catholics are found only among the Hindus. Even untouchability of the Catholic Mhar, albeit in a milder form, survived until as late as the first half of the 20th century. Caste distinction also received ecclesiatic approval in Goa: membership of Church confrarias is caste-based, lower-caste boys were not ordained priests until very recently etc. The essay claims that the temples that were destroyed were not Hindu temples but of smaller, different and independent cults and religions which were often at war with each other. There are thousands of conflicting sects of Christian religion today, and many of these exist side-by-side in NE India. Assuming that a church is destroyed by ruffians in Nagaland, would it be correct to say that it was not a Christian place of worship but, say, a Pentecostal prayer-house? Claims about forced conversions and demolishing of the Hindu temples are ascribed to Hindu historians alone. Why? Has any Catholic historian debunked these claims? Are those atrocities (e.g. the desecration of the Cuncolim temple which led to the slaying of the perpetrators, later beatified as martyrs) not contained in the narratives of the missionaries themselves? The Christians too having forgotten their own origins are wounded... This is contrary to fact, at least to some extent. The upper castes, being literate, certainly know by name the patriarch who was obliged to embrace Christianity. A prominent Brahmin lady writer claims to be originally a Padiyar. The chardos of Cuncolim join their Hindu kinsmen from the respective vangodd during the Sotrio procession. The subalterns visit (now clandestinely) their family deities at least on aupicious occasions. In recent decades many of these have been deliberately made to forget their roots by overzealous padres. In painting of the Pre-Portuguese Goa as Hindu, there is a direct attempt to turn the historical facts about conversion against the Church and the Christians of today. In fact, it is the Church (and some misguided lay Christians) that is inviting the opprobrium upon herself and the Goan Christians by defending, and somehow justifying, the excesses committed by the European missionaries. The easiest and rational solution would be to disown those unchristian atrocities since they were not committed by the ancestors of Goan Christians. The bone of contention then disappears in a jiffy. There is an urgent imperative to generate a therapeutic dialogue (between Catholics and Hindus) that can respond to the wounded memories that disturb our society in Goa. And this essay is expected to provide the initial push in that direction. But can it achieve the desired purpose? By saying that his religion did not exist in the sixteenth century, when in fact his temples have been standing where they are for much longer, are you creating an atmosphere conducive to dialogue? Or are you hurting his ego and alienating him even more? This calls for a deeper cogitation. The issue of ship building and dry dock project came up after Lisa Dias Noronha and Premila Dias Fernendes had earlier on July 3 submitted an application that illegal construction is going on and a company erected some pillars not more than 30 mtrs from the river bank. They also highlighted the earlier order of the deputy collector to the company to stop work in the area. The villagers got furious when Sarpanch Pratishta Mishal expressed ignorance over the issue. “The project will destroy the entire village as it is polluting and coming up by cutting mangroves in about 2 lakh sq mtrs area and by widening roads,” said Panch Aditi Tuyekar. Later, Panch Tuyekar with the help of slide show presentation showed the illegal work going on in the area. The villagers forced the panchayat to pass a resolution to demolish the shed, not to give any NOC to the company or to have any kind of business with the company. “We will conduct site inspection in on August 1 and accordingly demolish the structure. We are with the villagers and will never allow any project affecting the environment of the village,” Sarpanch Mishal told media.

-- Samir Umarye BICHOLIM: The Pilgao Gram Sabha on Sunday resolved to remove the sheets erected by a mining company along the roadside at Sarmanas-Bicholim. The villagers demanded to know why the sheets erected some one-and-half year ago by the mining company along the roadside are not yet removed. Sarpanch Jayant Kavlekar replied that a Devasthan committee complained that the land where the sheets are placed belongs to them and should be removed. However, Sarmanas Panch Anil Naik accused the secretary and sarpanch of neglecting the issue. Kavlekar said they had resolved to refer the matter to the Town and Country Planning (TCP) and after the inspection, TCP claimed that they did not give any NOC to the company. The villagers got furious after they realised that the panchayat was unable to initiate any action against the company even after one-and-half years. At this, the sarpanch accused the earlier committee. “We are here since three months, but for the Sarmanas panch, this is his second tenure and why he did not do anything in this matter,” the sarpanch questioned. There was uproar over the issue with the sarpanch, secretary and panchas accusing each other over the issue. The issue of mobile tower also came up for discussion. It was resolved to demolish the tower and undertake inspection of the sheets along the roadside to initiate further action. “We will initiate further action and remove the sheets as we have not given any NOC to the company,” said Kavlekar. The issue of illegal sand extraction in the village also came for discussion and ward member, Jyoti Vengurlekar, alleged that the sand is transported at night after switching off the current in the area. The villagers said such activities should be immediately stopped. There was heated argument over the issue when Secretary Hanumant Borkar and Kavlekar did not show willingness to include the issue in the minutes book. “We have inspected the site and observed that there is no such activity going on. If the panch suspects this, she should have photographed it and added some proof. We have already intimated the police and now it is their duty to look into the matter,” said the sarpanch. Issues like indiscipline parking on road, cleanliness of public area and gutters from the village, frequent power cuts, unhygienic condition of drinking water, commissioning of a KTC bus in Pilgao, etc, were discussed. Deputy Sarpanch Babaji Gaonkar, Panchas Swapnil Fadte, Rashmi Kavlekar, Jyoti Vengurlekar, Anil Naik and Vishnu Jalmi were among others present for the meeting.

GOAN BAGS 11 GOLD MEDALS AT NATIONAL LAW SCHOOL Goan-origin law graduate Jagdish Menezes bagged 11 gold medals at the 11th annual convocation of the B.A., LL.B (Hons) 5-year degree course at the National Academy of Legal Studies and Research (NALSAR) University of Law held at Hyderabad on Saturday, July 27. Chief Justice of India, Justice P. Sathasivan presented the medals in the presence of N. Kiran Kumar, Chief Minister of Andhra Pradesh at a function presided over by the Chief Justice of Andhra Pradesh High Court, Justice Kalyan Jyoti Sengupta. It may be recalled that Jagdish led a 3-member NALSAR team that won the 19th Willem C. Vis Moot Court Competition, the world's largest, over 289 teams from leading law schools, in Vienna, Austria in 2012. Securing admission at Cambridge and Oxford Universities, Jagdish is set for masters in the UK. He has been awarded a full tuitions scholarship by the Goa Education Trust, funded by Goa's Dempo-Fomento groups and administered by the British Council. He has also secured the Hirani Foundation scholarship, covering part of his living expenses during the course. HOWEVER, Jagdish is not eligible to apply for the Goa government's *Goa Scholars Scheme* under existing rules, which stipulate birth and/or 15-year domicile in Goa, irrespective of the regional origin. (In other words, he is Goan under the Dempo-Fomento scheme but he is not Goan under the Goa government scheme!) Born in Mumbai to Glenroy Menezes of Batora-Curtorim and Anjinha Faleiro of Povoacao-Margao, 22-year old Jagdish schooled at Campion High School and St. Xavier's College, both in Mumbai, before ranking in the top percentile at the all-India Common Law Admission Test in 2008. However, this is no reason for you to ignore wealth tax. This tax is payable if the market value of certain assets exceeds 30 lakh. The tax is 1% of the combined value of such assets. Wealth tax targets unproductive, non-essential and idle assets. In the crosshairs are two of the biggest obsessions of Indian investors: property and gold. If you have bought a second house and not given it on rent, the value of the property will be included while computing your wealth tax liability. Of course, the outstanding loan taken to buy the property will be deducted from this. Gold and silver, whether bought, gifted or inherited, will also be included in the calculation. Even the cash you keep in your locker at home is liable to wealth tax. However, productive and financial assets, such as commercial property, bonds, fixed deposits, stocks, Ulips, gold funds, mutual funds, your savings account bank balance and gold exchange traded funds (ETFs) are exempt from wealth tax. This tax is not taken very seriously by taxpayers because the Central Board of Direct Taxes is busy with other, more important, ones, such as corporate tax, income tax, service taxand excise. Wealth tax accounts for less than 0.25% of total direct taxes and is minuscule in the total revenue collection. Last year, it contributed 866 crore to the total revenue collection of 1,038,036 crore. The taxman's disinterest is surprising because, although small, this is a regular stream of tax collection . Unlike income tax, which is levied on earnings just once, wealth tax is payable every year for the same assets. One would have thought that wealth tax collections would see an exponential rise as India's rich became richer. Instead, these collections have witnessed a slow growth, rising 10% from 787 crore in 2011-12 to 866 crore in 2012-13. This doesn't mean the taxman will not go after you for not paying it. Direct tax collections have been below the target set in the budget and the CBDT is under pressure to improve compliance. There is a stiff penalty for evading wealth tax. Incorrect declaration of wealth can invite a fine of up to 500% of the evaded tax. One can also be jailed for up to seven years if the tax due is over 1 lakh. Remember, wealth tax evasion is easy to detect because the assets are tangible and undervaluation is not difficult to prove. Are you liable to pay wealth tax? Fill the table provided here to know if you are rich enough to fall in its ambit. If the total figure exceeds 30 lakh, you have to pay 1% wealth tax on that amount. This can be paid online or deposited at any designated bank branch. The wealth tax return is to be filed using form BA and the last date for doing so is 31 July. If the assessee is liable to audit, the last date is 30 September.
