Those annual holidays in Goa, include bathing at the well and fishing in the Mandovi estuary, were among his best childhood memories. His ancestral house in Piedade is one of the oldest structures in Goa, the ground floor dating back to the time when his family name was Kamat, and this house of his ancestors is something that the de Sa's would never part with for anything in the world for it represents their roots. In spite of Anthony's father himself being born and brought up outside of Goa, both he, and his son (as soon as they completed 14 years) were registered in Goltim (Divar) for their 'zonn'. Both of Anthony's parents have bequeathed to him and his sisters an abiding love for and pride in their heritage. Anthony has stated somewhere,The waters of the Mandovi and the Chapora are mingled with the blood in my veins. Soon after his post-graduation from St Xavier's in Mumbai, Anthony was a research fellow in the Heras Institute, and while preparing for his IAS entrance exams also researched the history of Goa - under the supervision of his cousin, Fr John Correia-Afonso, a scholar of international repute and an authority on Goan history and culture. Practically every wedding in the de Sa family, including that of Anthony's daughter, has been celebrated in Goa. Anthony is also a poet and a whole section of the poems he has composed are dedicated to Goa, and a book of short stories that is soon to be published are entirely located in Goa. In the Govt of India records his 'home state' is recorded as Goa and that his mother tongue is recorded as Konkani. Although he admits he is not very fluent in it (his wife, Malusha is fluent in both Salcete as well as Bardez Konkani - even though she too has been born and brought up outside Goa, in Mumbai), and they have consciously tried to familiarize their children with the language of their heritage, even though, understandably they are more fluent in Hindi. Like a good IAS-wallah he is equally proud of his native state as well as devoted to his state cadre Madhya Pradesh. That apparently is the very essence of an all-India Service, such as the IAS. I think we all agree that it is as presumptuous to assume that just because a person is born and brought up outside of Goa, there would be a lack pf pride in his or her roots, as it is erroneous to assume that every person born and brought up in Goa is passionate about it. Goa CM: Won't send tiger reserve proposal TNN | Oct 2, 2013, PANAJI: Chief minister Manohar Parrikar on Tuesday expressed his opposition to the proposal of declaring Mhadei wildlife sanctuary as a tiger reserve. He said the state government will not send a proposal to declare the sanctuary as a tiger reserve. Parrikar categorically stated that if a big cat is sighted occasionally, it doesn't necessitate declaration of the area as a tiger reserve. The chief minister pointed out that the tiger should be protected but the issue of wildlife sanctuariesand national parks should not be a hindrance to development and economic activities. Environmentalists had been hopeful of conservation of a 'resident tiger population' in Goa after then Union environment and forests minister Jairam Ramesh asked the Goa government to submit a proposal to declare Mhadei as a tiger reserve. Ramesh had noted in his letter to then chief minister Digambar Kamat that Mhadei was a contiguous part of the tiger landscape and formed a corridor to Bhimgad wildlife sanctuary and Anshi-Dandeli tiger reserve in Karnataka. The big cats are a resident population and not transient animals in Goa as thought of, he had stated. The Kamat government had not acted on this suggestion. Though the Parrikar government had given the green signal for inclusion of the Goa stretch of the Western Ghats as a world heritage site, it is not in favour of a tiger reserve. Goa's ore reserves should be explored over 50-100 yrs: CM PTI | Oct 2, 2013, PANAJI: The iron ore reserves in Goa should be explored over a longer period of time through sustained mining, chief minister Manohar Parrikar has said. We want them to be utilised over a period of time, Parrikar said. We will request National Environmental Engineering Research Institute (NEERI) to guide us on inter generational equity so that the availability of ore reserves can be spread over a period of 50 to 100 years, Parrikar told PTI here on Tuesday. Total reserves of ore are estimated to be around 1.3 billion tonnes in the state, part of which cannot be explored as it is locked in the forest areas. The Parrikar-led government has already suggested that there should be capping of iron ore at 45 tonnes annually, of which 25 tonnes should be from the ore rejects piled up across the state. The state does not favour that mining companies should exhaust the available ore reserves within next 10 to 15 years, he said. The state government has communicated with NEERI to determine and recommend the optimal level of fresh mining that can be undertaken in Goa. The government wants that all the 23 mines which are within one kilometre buffer zone of the wildlife sanctuaries, should be given time of five to ten years to phase out, rather than stopping them immediately, the chief minister said. We are waiting for the decision of the Supreme Court on the issue but government's opinion is that they should be shut down in a phased manner, he said. Goa currently has 90-odd working mining leases which tap the ore that is exported to countries like China and Japan. The Supreme Court is currently hearing a petition filed by an NGO against illegal mining in the state. Iron ore activity had been halted in the state following an apex court order since September last year. NGT gives MoEF till Nov 12 to decide on Western Ghats reports TNN | Oct 2, 2013, PANAJI: The principal bench of the national green tribunal, New Delhi, has directed the Union ministry of environment and forests(MoEF) to clarify its position on the acceptance of the two reports submitted by Gadgil and Kasturirangan on the Western Ghats. The bench, in an order dated August 30, 2013, had granted what it termed as the final opportunity with four weeks time to MoEF to clarify its stand, either accepting or otherwise, the two reports. It had warned of stringent orders if the ministry failed to file the compliance report. On Tuesday no report was filed, but the MoEF affidavit stated that the ministry is working in the right earnest to comply with the directions and pleaded for a month's time. The bench warned on Tuesday that if the final reports are not placed before the tribunal by November 12, 2013, at the next hearing, the MoEF secretary would have to appear in person before the tribunal. The chief secretaries of Tamil Nadu, Kerala, Karnataka and Gujarat have been directed to submit their comments on both reports to MoEF within two weeks from Tuesday. The Gadgil and Kasturirangan panels pointed out that the degradation of the Western Ghats is already very serious and that eco-sensitive areas be notified soon. MoEF is yet to accept the reports. Goa Foundation and another party had filed the application before the tribunal praying that the government respond in terms of implementing the Gadgil report to protect the Western Ghats.

I got to look at the Special Issue of Marg on Goa Vol. 64, No.2 - 2012 today in my college library. Titled Crossovers: Heritage and Fusion in Goa, it has been guest edited by Savia Viegas. This is the third edition on Goa, the first two being 'In Praise of Christian Art in Goa' ed by Mulk Raj Anand, Marg Vol 32, No 4, 1980 and 'Goa: An Encounter' ed by Saryu Doshi, Marg Vol 35, No. 3 1983. Apart from the Introduction by Savia Viegas there are articles on literature by Maria Aurora Couto and Damodar Mauzo; music by Francisco Colaco; painting by Savia Viegas. There is also an article on F N Souza by Baiju Paithan; a photo essay on the photographs of Souza Paul; an article on tiatr by Jose Lourenco; on dress by Wendell Rodricks; and on food by Fatima da Silva Gracias. I found most of the articles aimed at an audience which had no knowledge about Goa, and so were rather elementary in their approach. The paintings photographs and illustrations in this glossy volume are gorgeous though. Our friend, Prof. Augusto Pinto, received an eminently merited rap for -- as he is apt to -- shooting his gun before getting his facts right. A person of Goan origin is a *khaas Goemkar* if he cares for his native soil. Augusto obviously forgets the reasons why Goans by the drove chose to out-migrate, particularly from the 19th Century. On a personal note, however, I am grateful to Augusto that he did not raise this issue when reviewing my book, *Patriotism in Action: Goans in India's Defence Services*. None of the 400-odd Commissioned Offrs listed in the book -- including my father -- would fit into Augusto's idea of a Goan! Goans in Goa could not join the British Indian armed forces until 1947 and India's forces until 1961. I particularly liked the part in Tino's reply retained below. Well said! At least in Mumbai there are strict laws against reckless driving and specially drinking and driving. But in Goa, most of the drivers are drunk, specially the bikers. They come to Goa from North, South, East and west as only Goa allows them the freedom to drink and drive. Last year on 30th December four of us were walking to church in the morning in a single file in Anjuna and this huge car just hit my relative on her hand. The driver was so nasty, he was about to hit my son who lives abroad. I stood in front of my son to prevent this and told the man to just go away. It left us with a very bad feeling. Chief Minister Manohar Parrikar has called upon the people of Goa to bring forth to his attention any instances of corruption by his Ministers and MLA’s. Isn’t this sniffing job the task of the officers at the Anti- Corruption branch who sadly today have been reduced to dumb caged parrots of the ruling party? The Chief Minister’s bonafides on corruption are in doubt as one of his decision after assuming office was to give an extension in service to the then Director of Prosecution Shobha Dhumaskar against whom an F.I.R under the Prevention of Corruption Act was pending. May be its time to set up CCTV cameras at the office and official residences of the Chief Minister and his Ministers, not forgetting the Advocate Genera. And possibly all this should be controlled and monitored by an independent and very vigilant watch dog. When this government took over the reigns of office last March, Mr. Manohar Parrikar had vowed emphatically that it would be Zero tolerance to Corruption. The least that was expected to begin with was for the Chief Minister to reign in his Ministers, MLAs and the coterie of those busy bees hovering around him. Over the last 19 months, the only Parivartan is that the agents, brokers and beneficiaries of corruption have changed. Suffering from no memory loss yet, I clearly recall that on February 20ththis year, I had telephonically given Chief Minister Manohar Parrikar details of how a steel company had to allegedly pay a bribe of a whopping three crores to seek a 20 M.V.A power connection for the expansion of their plant. Ironically the Minister concerned was reportedly directed to deposit that bounty in the BJP coffers. The Chief Minister had categorically assured me that the power connection application by that industrialist would be rejected. But as expected, I am informed today by my source in the electricity department that the application is still under active consideration. Alike the Casino M.V. Horseshoe it looks like this steel company will also find light down the tunnel. Is the Chief Minister trying to tell us that he is sincerely not aware of the rampant corruption that Goa is currently engulfed in? He must be at least in the know of the huge kickbacks from the Casino operators for the blessings and support they are getting from this government. Mr. Chief Minister, you cannot afford to be just silently watching this grim and sordid state of affairs. It’s time to act and sweep away the corrupt. And for this you will have the support of every right thinking Goan. Otherwise the double speak would be too much for the people to bear. We want to remind the Chief Minister the shortfall of 7403 police personnel should be filled up as soon as possible. To add to this is in 2012, 28420 police personnel were deputed for VIP security. Chief Minister Sir, this deployment of VIP security should also be looked into. We urge the Chief Minister to finalise the transfers of Sr. IPS Police Officials and not to leave it to politicking and unnecessary speculations. As citizen's we are shocked at the complete callousness of the administration in looking after our safety. At any given time only 20% of the police force is available to ordinary citizens. This means that the effective cover for one person is .021policemen per person( or 21 policemen per lac population). The UN recommended minimum is 220 per lac population. The VIPs on the other hand has 1 policeman or more for every one VIPS. Providing policemen for unnecessary security to a few very privileged people is costing us our lives. This has to stop. The city of 1.3 crores deserves to have well trained law abiding boots on the ground available on call for everyone going about their daily business not to create spurious special cases. Rather than making urgent changes in policing so that it can be an effective service for the public the primary concern of every government in power has been to make sure that the police keep doing their bidding. In a match they should have won, the Indian U-16 National Team narrowly went down to eventual champions Uzbekistan, losing 2-3 in their first Group D encounter where they later held Syria and China to goalless and 2-2 draws respectively. “It’s a tough Group no doubt and there is no denying that we are not the favourites,” Toal told reporters at the Pre-Tournament Press Conference here on Thursday (October 3, 2013). “We haven’t played Qatar in the recent past and it would be an interesting battle. They are a very good side and we have to put our best foot forward. We have a young side with really good players who have been doing well as a unit. Let’s hope for the best,” added Toal. The recent comments by Mervyn Lobo and Eric Pinto on this topic have encouraged me to research more before I form a definitive opinion. Meanwhile, I thought I'd ask myself a few questions: 1: Am I reading ALL the viewpoints or only those which fit my partisan preference? 2: Before I quote nooj papers, do I perform due diligence on the author's expertise on the matter? 3: Is it possible that some but not ALL the positions of any one side are justifiable? 4: Is the management of 'doença' best handled by the special relationship that exists between the 'doente' and the dotorbab? 5: What role are third-parties playing in the decision making process wrt WHEN the 'tratamento' can and is delivered, say, in countries like Inglaterra and Canada? 6: If 30% of individuals in the developing world go to bed hungry, Is the answer (say in Goa) to effectively nationalise ALL restaurants? 7: Would it not be a better idea to (instead) provide tax-payer funded free meals for the poor? I do not have the answers to questions like the ones I have posted above. Hence, I will just sit and read the 'carte blanche' brilliance that is being spouted. And while I do that, I will accept that sooner or later, it will emerge that when the 'doente' comes to see the dotorbab for his 'doença', there will be a significant Rao-Re while the dotorbab receives an Authorisation (and an Auth number) from some Gorrment-babu to see the patient, and complete a mountain of paperwork before he gets any 'pagamento' at the rates determined by someone who has never been to medical school. jc I wonder: Which is better..Zhallach Pahije or a reasonable and affordable middle ground?

Thus Barretto became Barrett; De Sa became D'Sa; Fernandes became Ferns; De Souza became D'Souza or even Delaney and so on and so forth. In this way they were able to claim Anglo-Indian status and further got an opportunity to get into the IAS and British Indian Army and so forth. I don't think your book Patriotism in Action: Goans in India's Defence Services*, Valmiki, sufficiently dwells upon the aspect of the how Goans managed to become upwardly socially mobile (which incidentally, I am not against per se; although what I am against is the humbug of Goans who have availed of such routes to upper-class-hood, today trying to deny their little chicaneries in a holier than thou manner). Folks, I was viewing some home video's the other day and came across this snip of Calangute beach which I thought I should share with all (interested.) Some of you are old enough to recognize/remember how Souza-Lobo's looked yesterdecade. Notice that the Tourist Hostel looks brand new? I clearly remember that the day after this home movie was shot. A band contest (which I think was the Silma All India Band Contest took place at the same spot. In those days, if you were not close to the loudspeakers on stage (150 watts) the crowd and the wind soon drowned the music. No prices for guessing which month this movie was shot. However, I am interested to see if anyone can guess or give me the correct year. I also would be pleased to know if anyone can recognise/identify any of the people in the video.
