Government is planning to curtail time limit beyond 1 AM, for hotels,
restaurants and clubs under new excise rules which is likely to be
effective from April 1.

With this news there was an immediate response from all of them
including taxi owners who are completely dependent on Goa's night life
for their livelihood?

If this is implemented definitely tourism industry will be the most
affected. Now, coming from the response to this notification Michael
Lobo, MLA from Calangute responded immediately since he himself is a
hotelier who has offered two categories to consider levying fees from
the Government. First category is, for those who wanting to keep their
establishment open till 1 AM, can be levied less fees than those who
wanted to keep open till 4 AM which comes under second category.

In fact the best timing for the people to go to sleep is from 1 to 4
AM and that was the correct timings which the Govt taught off being
strict in their new set of excise rules. Michael Lobo could have opted
again, for a third category which could go for a full night life.
Therefore it is prudent that the Government should adhere this new set
of excise rules which needs to be enforced with full force so that the
public can get sleep without any disturbances. In fact it should have
been retained up to 12 midnight.

Election time is carnival

Come elections, all parties strip each other thread bare,The scams,
corruption  are all reserved for propaganda during elections. Most of the
time during the period of tenure of the  houses, politicians are best of
friends, enjoying the best of relations. Even after the elections are over,
the vitriolic is soon forgotten and friendly relations are re established.
It is true that in politics there are no permanent friends or enemies. All
their posturing is only to retain power and be in office. They understand
more than the voters, the benefits that accrue being in power and great
disadvantages they dread to face being in limbo

They thus mesmerise the general public of the need to vote out the other
and reign in them in turn to usher  in heaven on earth, Politician's during
elections make enemies out of friends and relatives, neighbours  and forced
to take sides on their propaganda. It is difficult to digest for the voters
all what they propagate against their opponents; Most of the voters are
politically illiterate. But now the youth and educated are strongly
participating in the process, unlike in the past,The vigilant press and the
electronic media are opening up for the public to understand and exercise
their judgement independently The main political parties be it BJP or the
Congress with their alliances, seem to suggest that it is their birth right
to Govern the Country by turns, They harp on organisation and
administrative experiences to drive home the stability factor in electing
them. In the past they have encouraged defections, witch-hunting and using
 administrative machinery to tame them to submission.

The regional parties in many states are dictating terms and are a force to
reckon with. No majority can be  obtained without alignment with regional
forces either  pre poll or post poll, These arrangements are a drag on
National policies due to pulls and pressures of regional satraps, which
cannot be ignored. The other parties are more divided at every e due to
personal aggrandisement and self worth, The National parties are well aware
of deficiencies of not being able to galvanise into one powerful force

The electorate is totally confused in the end to make a clear unbiased
judgement, with mountains of disinformation against each other, confining
finally to petty issues they can comprehend, Besides all the last minute
enticements, incentives and personal promises clouds their decisions  But
to day nothing can be taken for granted, Political parties are scared to
the bones of the unpredictable outcomes due to youth verdict limited to
good , corrupt free governance, employment, educational opportunities for a
progressive life .The freebies, promises do not entice them. The results in
Delhi  elections to change the old, tested guard are an indication of a
revolutionary outcome The National parties are entrenched in all sorts of
corruption through their experiences of manipulative practices

The Congress has been in power for over 6 decades but there is an yawning
gap with what they promise and finally deliver Election is a ritual to
promise the moon and there is no accountability once they are in saddle.
The right not to vote conceded of late, is of insignificant consequences,
The right to recall or too limit to two terms in office, age restrictions
and educational qualifications will never be addressed .The win ability is
linked to muscle and money power to a very  large extent and that is why
convicted, corrupt politicians are re-nominated by all  major political
parties

No matter,   the only assurance for a better tomorrow is to continuously
change candidates and parties, irrespective of past performance, often
linked to being in power alone The candidates, their integrity, passion for
social commitment, character, profession, social standing, past performance
should be indicators to be considered to merit our consideration and not
party affiliations.

With reference to the reported Cases in India

I believe that the short answer to your question is MOST LIKELY.

Here are a few scenarios:

1: Mr. M is on his way to work. He is on a crowded ferry across the
Mandovi. It is a smooth ride. Suddenly, a young lady (F) shouts that M
touched her breasts. M denies the accusation vehemently. No witnesses
despite the number of persons on the ferry. The (real / fictitious) CCTV
camera is on the blink) What happens next? Does Ms. F have to prove that
Mr. M touched her or does M have to prove that he did not touch her? Please
re-visit the Goa Children's Act.

2: Ms F is on the beach or in a restaurant really flaunting her cleavage in
the presence of Mr. M. This happens on several occasions. Is that sexual
harassment by way of exposure?

3: Mr. M  is on the beach in a really skimpy mono-kini in the presence of
Ms. F. This happens on several occasions. Is that sexual harassment by way
of exposure?

4: Mr. M and Ms. F are 'in love'. They get sexually involved. It first
happened one fine night after the carnival dance and it was consensual.
 During their consensual torrid 2 year affair, Mr. M  and Ms F talk about
getting married and having kids blah blah.

(a) Then, one fine day, Mr. M finds Ms F to be too controlling or becomes
infatuated with another young lady Ms. F2 or just is unsure if he wants to
carry on this relationship. Ms. F is furious and approaches the courts.
Will the court find Mr. M guilty of rape?

OR

(b) Then, one fine day, Ms. F finds Mr M to be too controlling or becomes
infatuated with another young hunk of a man Mr. M2 or just is unsure if she
wants to carry on this relationship. Mr. M is furious and approaches the
courts. Will the court find Mr. F  guilty of rape?

And, I am not even getting to Adultery.

PS:  The above script has NO relationship to the Tejpal alleged-incident.

Will you not be playing into the hands of the Government and the very 
politicians, you are supposed to keep a tab on???.
If GUJ and your fellow newsmen, cannot keep tabs on one your own fraternity,

Thank you for upping the ante on the issue of paid news in Goa. Your
continued pursuance of the protest path has finally forced the chief
minister Manohar Parrikar to express regret for his unfortunate and blanket
comments damning the journalist fraternity here.

As you may recall on Saturday, I had written to the Goa chief minister and
tagged along documentary evidence which showed that paid news has indeed
taken root in at least one leading newspaper, namely Herald.

The letter to Mr. Parrikar was accompanied by email transcripts between
former Herald editor and the newspaper's general manager Michael Pereira,
which clearly indicates that paid news was commonly practiced by the
Herald. This was perhaps the first time that a paid news-related paper
trail has surfaced.

The same documents, which held identify paid news practices during the run
up to the 2012 assembly elections have been uploaded on Facebook and have
also been attached along with this email for your reference.

As you are aware, the phenomenon of paid news is slowly taking a vice-like
grip on the functioning and decision-making in several newspapers,
published in both English and vernacular languages. If attempts are not
made soon to combat it, sincere journalists plying their trade may find the
going difficult to even survive in the profession.

My request to you as the head of the only organisation in Goa which also
acts as a custodian of journalists' interests, is to ensure that my
complaint to the chief minister is collectively pursued to ensure that the
highest authority in the land gets to the bottom of the matter. I would
appreciate that GUJ, with the resources and manpower it has at its
disposal, follows up the complaint with the chief minister.

I am also requesting you to impress upon Mr. Parrikar to initiate a
judicial probe into the practice of paid news in the Goan media. The email
transcripts have enough material in them to serve as a starting ground for
such a probe by a retired judge, which could once and for all help identify
those black sheep in our profession and expose them to their readers. It
would be an honourable first for the GUJ to become the journalistic body in
the country to demand for such a probe on the basis of documentary
evidence. A judicial probe in Goa's increasingly corrupt media scenario
would also send a signal to journalistic fraternities across the country to
follow suit.

GUJ should also take the responsibility to use its offices to formally
complain to the Press Council of India and the chief electoral officer for
Goa, mentioning the specific instances of paid news which are made out in
these email transcripts. This would only be in sync with your public appeal
on Monday (March 3), where you implored to journalists and the public at
large to approach GUJ with specific complaints about paid news, which you
assured would be taken up with the relevant authorities.

In a statement issued here today, the GFDO said that it was interesting that 
the BJP Minister for Forests and Environment had raised the issue of the 
“illegality” of the Navy’s occupation of Dabolim at a public interaction 
held in Cansaulim. It was surprising however, that the BJP Minister felt 
compelled to call upon the people to unite and put an end to the Navy’s 
occupation of Dabolim.


The people of Goa remain perplexed as to why the common citizens are needed 
to step into the breach and address this issue, when there is an elected 
majority government in place, to deal with such matters that are connected 
to protection of the state’s legitimate right over its resources. GFDO would 
also like to know what steps the BJP government has taken in this regard.


In fact, since the Chief Minister has publicly claimed that the Navy will 
not part with an inch of land for expansion of Dabolim airport, the people 
of Goa also have a right to know when his government had formally approached 
the Navy for additional land for expansion of the airport. The Navy’s reply 
in this regard should also be put in the public domain for the sake of 
transparency.


The Chief Minister should also explain to his people how his stand in 
leading a delegation to Delhi to plead for Special Status for Goa, 
ostensibly to preserve and protect Goan identity and scarce Goan land, fits 
in and reconciles with his action in snatching 84 lakh square metres of Goan 
land, from Goan farmers to gift to private individuals for the setting up of 
a totally superfluous and clearly unviable Public Private Partnership 
airport at Mopa.


In fact, it is becoming increasingly clear that this BJP government has 
absolutely no justification for this move as can be seen from the Chief 
Minister’s mysterious and compelling silence to constant and ongoing queries 
from the public and the GFDO, about his government’s strange obsession with 
building an airport at Mopa. This ill considered and unviable fixation flies 
in the face of facts and figures from expert reports that flatly contradict 
the logic of this project being executed at great cost to Goa and Goans. Or 
is it that this government feels that the people who have elected it into 
power have no right to know the crucial facts that will seriously impact 
their land and their future.

Parsi boy, whose fervent wish is that his idol Zinedine Zidane visits
Bombay. Though his mother died in childbirth, Xerxes hopes that she can
still see him and affect miracles from her place up there. His older
brother Art is a starry-eyed cartoonist whose wild fantasies come to life
in surprising ways. Their father Khodaiji, a self-proclaimed
protector-of-the-faith, thrives on the attentions (and donations) of
hopeful believers. The brothers love to hang out at the home of their
father's arch rival, Pressvala, the publisher of a liberal community
newspaper. Art burns with unrequited love for Pressvala's oldest daughter,
while Xerxes incurs the wrath of the younger daughter, who resents the
attention her family showers on the motherless boy. But the real fireworks
begin when...

As part of our
initiatives to raise funds and supplement ongoing research, development and to
further the vision of the Goa Chitra Ethnographic Museum, we had conceived a
10-day Narrative art residency project in Goa from 12th Feb to 22nd
Feb 2014.  Eight women artists from
across the globe came together for a 10-day Narrative art residency in Goa. This
was conceptualized to also bring back the tradition of narrative art and
experiment different approaches to it such as “art in series”.

 

The theme of the
first edition of this residency is titled “Womanhood”. The theme recognizes the
fact that woman has been a true and constant source of inspiration and
celebrates this spirit, to coincide with the International Women's Day 2014,
which is celebrated on March 8 every year.

 

Through art and
narratives by the women and for the women we celebrate the pivotal role they
play in every facet of human existence. Her inspiration has paved the pathway
where history is created, where the past moves to a greater future, where life
itself exists and where creativity flows through narratives.

 

The residency was held
from   February 12th, 2014 to February
22nd, 2014 at three different venues in Goa. The selected artists included Ms.
Anna Orbaczewska- Niedzielska (Poland), Ms. Ekterina Abramova  (Russia, Ms. 
Birgitta Volz (Germany), Ms.
Mekhlla Harrison (Delhi, India), Ms. Anjum Chaturvedi  (Baroda, India), Loretti 
Joyce Pinto (Goa,
India), Ms. Yolanda De Souza Kammermeier (Goa,India) and Ms. Nirupa Naik (Goa,
India).

 

The artist travelled
with the curator of Goa Chitra Museum, to remote villages of Goa where the
origins of the implements on display at Goa Chitra were collected, so as to
connect with the lives of those that once lived and worked with them, creating
visuals that narrate a story. They had the opportunity to experience firsthand
the rural life in Goa and interact with the natives of Goa. 

 

After which the
invited Artists created Illustrative and narrative expression through two
paintings and one drawing using the museum's immense collection of cultural and
ethnographic display and site-specific projects that interpret and contribute
to the awareness of the environmental challenges battling mankind in today's
era.

 

The 10 day residency
was also supported by interactive workshops and presentations by the
participating artists.

 

The 24 special works created for the workshop will be
exhibited  for sale  to raise funds for Goa Chitra at The Dom Martin
Art Gallery at Goa Chitra on International Women's Day on 8th March, 2014 till
22nd March 2014.

[Goanet] CHEATING CASE AGAINST TOURISM MINISTER DILIP PARULEKAR SHOULD BE PROBED BY CRIME BRANCH

Goa's Director General of Police T.N. Mohan has been urged to direct that
the cheating case registered on 17th January 2014 at the Porvorim Police
Station against Goa's Tourism Minister Dilip Parulekar be investigated by
the Crime Branch.



Along with Tourism Minister Dilip Parulekar, the then Administrator of
North Goa Communidade Irene Sequeira and then Attorney of Serula
Communidade Peter Martins stand booked as co-accused under Sections
119,120, 420 r/w 120-B of Indian Penal Code in the 599 sq mts Communidade
land grab case at Porvorim.



It has been pointed out to the DGP that though almost two months have
elapsed since the registration of the F.I.R that in rank violation of law
the Porvorim Police have shelved the investigation of the case to shield
the accused just because he is a powerful Minister in the Goa government.



It is imperative that the investigation be conducted by an officer of the
rank of Superintendent of Police to ensure that the probe is conducted
without fear or favour and the accused Dilip Parulekar is prosecuted in
accordance with law.



The F.I.R was registered against Dilip Parulekar on the direction of the
Judicial Magistrate First Class (JMFC), Mapusa after the Porvorim Police
acting as caged parrots declined to register the F.I.R against the Tourism
Minister while giving him a clean chit.



The Porvorim Police Inspector had hesitated to register that F.I.R even
after directions were issued by the JMFC. The Police are required to act in
accordance with law and cannot be shielding the accused just because he is
a well connected ruling party politician. The Goa Police who have gone
above board in gunning down Tarun Tejpal, have shelved the investigation
against Dilip Parulekar in an obvious attempt to protect him.



There is rightly a public perception that the police force in Goa are
acting as caged parrots in acting swiftly only against the political
opponents of the government. Such conduct by the police is in blatant
violation of law besides being in contempt of various directives issued by
the Supreme Court and the High Courts time and again deprecating the manner
in which the investigating officers have been acting as tools of the
politicians in power.
