[Goanet] The Charms of Diu

Good travelogue article on Diu written by Naresh Fernandes and brought to us by 
Con Menezes.

Either Naresh is so good with his words or Diu is really that kind of a place. 
Most Goans like me have never been to Daman or Diu, simply assuming that if you 
know Goa why would you need to go there?

But here is a little piece of territory with the same colonial past as Goa but 
without the modernity or the ugliness of tourism. Here is a place that on a 
smaller scale represents the Goa of the 50s and if you know what I am talking 
about then you probably will like the place too. Gujaratis speaking Portuguese, 
a European-like environment and most of all virgin beaches for which Goa was 
once famous.

The Gujaratis are as good a race as Goans, even given their hard nose for 
business.

I am sorely tempted to go for my next Goa holiday to Diu instead.

This could be a breach-of-promise. But rape?

There have been other strange case. One (in Parra, if I recall right),
where the woman accused her ex-paramour of sexually abusing her daughter...
apparently the relationship between the adults had gone sour. Tarun
Tejpal's case made nationwide headlines, and while Tejpal's reputation was
controversial, we all know the politics played over the case. It not only
pretty much finished off Tehelka (though its shadow continues in
existence), but also took the spotlight away from the Ahmedabad woman
tracking case, which allowed two persons facing the allegations to become
key persons in India today.

In some cases, the application of anti-rape laws are getting pretty
bizarre. Like the children's protection laws, these are some of the few
where the accused is guilty until proven innocent.

Also, consent can be withdrawn at any stage. Even hours or a day or two
later, as we saw recently in the Julian Assange of Wikileaks case.

Waiting for some women to stand up and say that while rape is a heinous
crime, this is going too far and the 'treatment' might be worse than the
disease in at least a few cases.

This has reference to your communication issued on 7th Jan 2016, inviting 
Suggestions and Objections for the proposed DP Roads in revised Draft DP.

To our dismay, the MCGM has failed to share information on the official  
website - Ward wise plans indicating the Road Stretch Nos - which has made the 
taxpaying citizens extremely difficult to co relate and offer Suggestions and 
Objections.

I was told, during discussions yesterday(30th Jan 2016) with Mr Daftardar and 
Mr Kubal(Exe.Engg) that the plans have been displayed in respective Ward 
Offices and citizens could take the photographs of the respective locations for 
offering their comments. This intimation too was missing on your website.

Has it been done deliberately to keep the citizens in dark and avoid their 
corrective and logical participation. In today's digital communications, do you 
expect every citizen to visit your offices to understand and get clarifications 
and submit Observations/ Suggestions/Objections on blatant Omissions by MCGM?

Please Upload the  corresponding DP Road Survey plans immediately and extend 
the due date of submissions by at least a month.

I had to visit Head Office to seek clarifications from Mr Sachin Nagare on my 
piecemeal Ashoknagar, Kandivali -East, queries.

Once again, repeating the need to Upload the Road Survey Plans and extend the 
date of submissions.

It was organized in honour of  late Cypriano by DKA , at Reginaldo
Fernandes Hall , on 15-3-2016 at 4.30.p.m. The  podium  was illustrated
with his backdrop. The Photo was garlanded by his mother. Audience then
paid floral tributes as a mark of respect

 Mr,Vincy Quadros conducted the proceedings. The speakers were his brother
Edris, Mr. Wilson Mazarello, Mr Michael Gracias,Mr Tomazinho Cardoz,Dr
Rafael G.U., Mrs. Sangeeta, represented Doordarshan staff, Mr.Premanand
Lotliker, President  DKA, and Mr Trindade concluded with a vote of thanks

All the speakers had personal ,intimate , work related  relations with
Cypriano,. Some speakers became emotional and could not hide their tears.
His love for Konkani and Romi lipi, involvement and promotion were
highlighted. He refrained from publicity, in stead worked silently behind
the scene committed to his goals very firmly making his views  of
displeasure known. He served as the representative of  culture,Kokani
language, interests  of community  within the limits of his parameters of
official position He worked sincerely at the time of his disposal. It was
said the  effective role played by actor matters more than the actor being
scene  longer on the stage. He always  initiated new talents and
programmes, encouraged artists with varied types of entertainments,
discussions , debates and singularly inculcated love for language. He
emphatically suggested that the publication of JIVIT be either in Romi Lipi
or devanagri script, His idea and attempt to digitalize records for
preservation was highly appreciated

Doorshan spokeswoman relished his role as a common rallying point, enjoyed
his company, pleasant work ethics ,He even purchased his own chair for some
reasons

He was overjoyed to inspect the new premises of DKA and   his sense of
encouragement remained hallmark of his personality. It was observed that
attendance at condolence meet for the first time was unprecedented The
mourners filing past his last journey is a testimony of  the  respect and
admiration for his relationships with all concerned

Every speaker wished him eternal rest, at the same time offering to extend
their  support to the family and offering prayers

named Diogo Rodrigues after whom Rodrigues island was named.  Diogo was once 
captain ofRachol fort.   Some of his other ancestors include Vital Porobo 
Dessay of Colva - 1550, the Raja ofUxem, Rama Naique Dessay, 1880, and Lourenco 
Mariano do Rosario Roiz of Colva, 1780,    More recent ancestory lies with

waited at Bali for his return. When they saw his car returning by evening
they all threw rocks at him and damaged his car, from that day on-wards

The last posting under this thread talked about?a recent?descendent of
the?Kadamba dynasty visiting his ancestral kingdom in Goa and being met
with local farmers / residents / former subjects protesting his visit and
pelting his car with stones and other road blocks.
It would be worth mentioning just for the record what these farmers were
protesting.? They were protesting the hard life of the peasants under
India's rajas and other hereditary landowners.? And their message to these
hereditary land-holders to "don't-even-dream-of-returning."
In those days, (aka amchem tempar) which continued under?colonial (British
and Portuguese)?rule, the peasant and his family usually lived in a drafty
one-room window-less house with a thatched roof, a cow-dung covered floor
and no furniture with an outhouse or open field as their toilet. Half the
living-quarters was outdoors along with the farm animals.??
A major part of his meager crop (from the limited land-holding)?went to the
landowner / batkar and another significant part to the government.? To
supplement his family's meal, the farmer /?mundkar had to trap small?
animals and catch fish. He had to provide (for free) the landowner all
ancillary services as a priority to his own farm or family?needs.
A peasant's life was unbearable in hard times; which was generally caused
by droughts, floods, changing rains, famine, wars, epidemics, illness in
the family, not uncommonly forcing the farmer to sell his children or
giving them for?adoption.
Finally even though?agriculture was the only real?economy?of Goa's and
other Indian kingdoms, the?backbone of that economy and royal wealth had to
suffer the ignominy of his caste status.

line up issue as to who is Kadamba. My thanks to Mr.MMDemelo for his
research, too. Thanks to all Goan historians, Once in hundred times we get
the chance, a pip into our Goan history. Thanks to the Video uploaded on
youtube by Asley Paidival and classmates, first time a great work of moving
art for the people of Konkan area, which covers from Ratnagiri to almost
Kerala border and deep in to upper Karnataka.

later after liberation lead the Goans into Democracy to rule Goa with
separate identity as Goans for which we are grateful.

An open Letter to Governor of Goa by Lianne Falk Rodricks

Honorable Governor of Goa,

This should come as no surprise, but your tacit assent to the controversial
Coconut Tree bill has driven a stake through the heart of every right
thinking, cogent and nature loving Goan.

I personally had paramount hope, that you, as an appointed Official of the
President of India would see it fit to weigh the pros and cons of this bill
before signing it. I had absolute faith that you would discern the corrupt
motive that is commonplace in Goa’s political hierarchy.

I had unmitigated trust that you would decide what is best for the State
and nature. I had supreme confidence in your integrity. I had unabated
expectancy that as a woman and a respected Leader you would lend heart and
ear to this cause- celebre that is putting Goa on the map for all the wrong
reasons.

I believed firmly that your Gubernatorial authority would rise above the
greedy lot who sell their souls for thirty pieces of silver. I never
expected you to offer acquiescence to this acquisitive bunch who only think
of their own interests and how best to line their pockets and their Swiss
Bank Accounts while the going is good.

The world is looking at sustainability and every individual has a duty and
a responsibility to conserve resources to help save our species for
Generations to come. Please explain to me how this Bill will be a
betterment for the State? When it is obvious that the ulterior motive is to
allow impending beer factories and large dairy conglomerates to hack down
the mighty Coconut Palm to clear the decks so that they can set up
environment damaging factories? The Coconut has long been an alluring
feature of Goa’s coastline. The buck stops here and our once poetic
description of “ Sandy Beach Paradise dotted with swaying Palms” will be a
thing of the past. History books will allude to this bill, that borders on
the ridiculous and remind the world of the Palm fringed paradise that once
was……. Geography text books will carry chapters on eroded coastlines that
once beckoned the tourists of the world, and Social Studies will refer to a
Coconut cuisine in the past tense.

Do you forever want to be remembered as the person who sounded the death
knell for this glorious tree and/ or the nature killer who parried the
people who welcomed you to Raj Bhavan? Is it fair that toddy tappers,
Coconut Farmers, Palm Feni brewers, Vinegar distillers and the refreshing
taste of Coconut water and all the other coconut- based cuisine from
curries to coccad will face extinction in due course? It may be trivial to
you and the mighty milliondollar conglomerates who intend to set up shop in
spaces that currently house these marvels of nature…… but to us Goans the
Coconut was…… .. is…. and hopefully will always be the bedrock of worship,
the crux of our cuisine and the base ingredient of our daily sustenance.

Can we as a people coax you into revoking this assent? Can sanity be
restored to the order of nature? Can the Government not interfere with
Nature and allow coconut palms to remain TREES?

There is a saying in English: "The smaller the head, the bigger the dream".
Some years back a minister from Goa dreamt of building a bridge from Dona Paula 
to Vasco in lines with the Bandra-Worli sea link. It was just a pipe dream. 
Last year a Union Minister for Highways dreamt of building a new Zuari bridge 
with a viewing tower on lines with Eiffel Tower of Paris. We will to wait till 
the minister wakes up to find out if it is a dream. Now we hear in Goa Assembly 
of a proposed ropeway from Panjim to Reis-Magos. It says will attract high end 
tourist as well as generate employment.
One wonders whether Goans are still in kindergarten or suffering from insomnia 
to listen to these bedtime stories?

[Goanet] CUTTING RIBBON BY POLITICIANS ARE MORE OF PUBLICITY?

Today I happened to be in Maina for Lent season to attend "Santos Passos"
as I am son -in law of Maina Curtorim. I could not enter the Church as it
was crowded. When I was sitting outside the Church on the footpath, I
happened to notice two things, one is broken benches at the Maina Children
park in such a bad condition and other one is marble plate written the
details with  one spelling mistake that is ( inaugrated instead of
inaugurated with "U"  missing). This board is still seen with the same
mistake. Shri Faleiro could have asked to replace the board and get the
benches repaired . They are really in  dilapidated condition ( see photo).
This Park was inaugurated by our great person Shri Eduardo Faleiro, ex-
Hon. MP of Rajya Sabha under Mplad sheme in the presence of Hon. ex-Speaker
of Goa Assembly Shri Francisco C. Sardinha on 20th Sept, 2005.
What I want to say is that most of these great personalities do not look
what is written on the board ,  and just cut the ribbon  for inauguration,
sometimes could be their own name is wrongly written.  Being both great
persons  Eduardo and Sardinha one from Raia and other from Curtorim itself
respectively did not  take interest to visit  this Park after that. " Kam
zalem Voiz Mello" is our Konkanni saying.
 Similarly many such politicians  like CM's , MP's, Ministers , MLA's are
fond to cut ribbons and forget it.  This kind of things happens mostly
for publicity, election stunts or political motive.
Just recently I have come across an inauguration yesterday on Saturday of a
Modern X-Ray processing system called the Computerized Radiography system
(CRS) which was placed order last few years back, by former Head
of Pulmonary Chest Diseases Hospital ( TB ) Dr. Antonio Mesquita  and all
of a sudden we see  Dy. CM. Shri  Francisco D'Sousa and Panjim MLA  Shri
Sidharth Kunkolienkar inaugurating this Digital Advance machine and
their photograph is published in one of the dailies. This clearly shows a
clear publicity. The person who has taken interest to get this machine for
his TB Hospital was not even invited, as a courtesy sake.
This is the way things works in Goa.

Just see the enclosed news where a huge another Mall from Caculo plans to
come at Margao?
Please see that in future, there exist parking facilities at every Mall in
Goa, like what we have in major cities e.x Pune,  Bangalore, Chennai,
MUMBAI etec
Panjim Caculo Mall is been given all approvals in the heart of Panjim city,
 without such kind of level parking and Panjimites are now suffering and
facing blunt of traffic congestion on adjacent road.

Ajit John ajit@ herald- goa. com PANJIM: The Caculo mall at St Inez will
remain as the template for any future expansion of the group. This was
revealed by Manoj Caculo, chairman and MD of the group on the sidelines of
the celebrations on the 5th year of operations of the mall.

Business, he said had been good over the years with a 10% growth every
year. However, he conceded in the last year and a half the Russian, Iranian
and other international tourist had stopped coming over to the mall. The
drop in tourism numbers, he conceded had affected them. The ban on mining
he said had not affected the mall because most of the outlets sold
necessities.

The group however he said were moving ahead in their move to gain more of
the retail market with the launch of a 10,000 sq ft outlet called Westside,
the Tata flagship brand in the retail trade in Margao.

This outlet, Manoj said, would cater to customers from the outskirts of
Margao.

This move was dictated by the fact the brand was registering a growth of
25% at the Caculo mall in St Inez.

With regards to the plans in the next five years, he said there were no
plans to open up another mall though he believed the presence of more malls

An act that has empowered millions is slowly being leached of its force majeure
In the last week of April 2005, as news headlines were dominated by citizens 
agitating against police con stable Sunil More, infamous for the Marine Drive 
rape case, there was a small inside page report about a police inspector 
Prakash Aware who had raped a minor in September 2004.The medical report and 
evidence were conclusive and Prakash Aware was suspended from service. In 
December 2004, the case came up in court and he was acquitted. By March 2005, 
his suspension was revoked, and he was back in service. Agitated by this 
report, I decided to act.

Under the Maharashtra act, I sent an RTI application to the Public Information 
Officer (PIO) of the Police Commissioner on May 2 2005 asking for a copy of the 
letter revoking his suspension.This information would reveal the name of the 
police officer responsible for revoking the suspension.They refused to give the 
information on frivolous grounds, and I filed an appeal. In August 2005, the 
police sent me a letter instead that they had dismissed police inspector 
Prakash Aware from service in July 2005! While the RTI isn't intended to 
address grievances, it can bring transparency and accountability into 
governance.

DEMOCRACY AT STAKE

The biggest strength of the RTI is that citizens use it, spread the good words 
and teach others how to use it. It becomes more powerful by the day, deepening 
our democracy. When a slum dweller -an RTI-empowered citizen -applied for a new 
ration card, he was told he would have to give a bribe of Rs 2,000 to officials 
to obtain it. Our friend smiled and just went ahead and applied. No bribes, no 
grovelling for pity. He had found out that all the bribegivers got their ration 
cards in about six weeks. He waited eight weeks, and then submitted an RTI 
asking up to which date applications for ration cards had been cleared, and the 
action taken on his. His tools were the simple RTI form and a fee of Rs 10. He 
then delivered this to the PIO of the Food and Supply office. The corrupt 
officials were shaken, since the information would reveal that they had given 
ration cards to others who had applied after him, and there was no 
justification for delaying his card. Net conclusion, he obtained his ration 
card immediately. This story repeats thousands and thousands of times, with 
different particulars. Citizens have gotten pensions, passports, tax refunds, 
electricity connections, birth certificates and so on.

Citizens had an active role in drafting the RTI act, rated among the top three 
in the world. The creation of an Information Commission, and the provision for 
a penalty of Rs 250 per day of delay on the responsible officer in case of 
delay or refusal without reasonable cause, have been the major reasons for its 
success. The law is simple and over-rides all earlier laws. No information can 
be denied by claiming confidentiality, aside from the 10 provisos under Section 
8 (1) of the RTI law.A nominal fee of Rs 10 for the application and Rs 2 per 
page for the information given, empowered the citizen. It is estimated that in 
the ten years of its existence, over 30 million applications have been made, 
and about six to eight million are likely to be made this year.

THE TRIPLE THREAT

But there are those who resent the changing paradigm of power, and there are 
three major ways that the RTI is being subverted.

First, the bureaucracy is developing techniques to wear out those seeking 
information that could expose arbitrariness and corruption. After getting 
power, people's mindsets undergo a transformation. It is a matter of deep 
distress that even the present CM of Delhi Arvind Kejriwal, who become 
nationally famous for his work on the RTI campaign, has not brought about any 
significant change in his government towards transparency. Even when 
Information Commissions give specific orders, governments defy them with 
arrogance. Currently, the Maharashtra Chief Secretary is defying the 
commission's order to appoint PIOs in the offices of ministers and provide 
information. Ministers are scared of being transparent about their actions, and 
are thus illegally defying a statutory order. This is lawlessness. The 
Maharashtra Commission has been delivering decisions at a comparatively fast 
pace but is handicapped by the fact that the State government has been very

The South Goa Additional Sessions Judge Sherin Paul today fixed for March 18
th the framing of charges against Goa based model Siddesh Dashrath Juvekar
who is facing trial of having alleged raped and cheated a Navelim based
girl. Siddesh Juvekar from Betul is a close relative of BJP leader Pradeep
Shet who owns the Antique Mardol Hotel at Verna.



As directed by the High Court Siddesh Juvekar along with his lawyer today
appeared before Judge Sherin Paul and was directed to furnish a surety of
Rs 25,000.



Siddesh Juvekar a resident of Betul in South Goa was  on 13th November
2013  charge sheeted by the Colva Police under Sections 376 and 420 of
Indian Penal Code on charges of rape and cheating. Siddesh Juvekar was
accused of having repeated forcible sexual intercourse with the victim girl
under the false promise of marrying her. He was further charged of cheating
the victim to the tune of Rs five lakhs by taking money from her on the
false pretext of starting a business.



Siddesh Juvekar was however on 4th July 2014 discharged by the South Goa
Additional Sessions Judge without going through the trial. The victim girl
through a Criminal Writ Petition moved the High Court challenging the order
discharging the accused Siddesh Juvekar.



Allowing the victim girl’s petition Justice S.B. Shukre of the Bombay High
Court at Goa last month while quashing and setting aside the South Goa
Additional District Judge’s order directed the accused Siddesh Juvekar to
appear before the Margao Sessions Court and face the trial for the alleged
offences.



Justice Shukre in his order has observed that the South Goa Additional
Sessions Judge had committed illegality by discharging the accused in
disregard of the well settled principles of law and that such an order
cannot stand the scrutiny of law.


Incidentally the accused Siddesh Juvekar who has been pursuing modeling as
a career had represented Goa and was the first runner up at the ‘Mr. India
Man Hunt’ contest held last year at New Delhi by Sky Walk Entertainment.
But now for the beleaguered Model it has been a walk from the ramp to the
Court dock.
