"A picture is worth a thousand words" has never been more true than what we see 
everyday of the Russian/Ukraine war.
All wars have wanton death and destruction, immeasurable pain and suffering, 
unfairness and hypocrisy. I think this war is different because of the 
unprecedented coverage of 'real time' images that haves a visceral effect on us.

My take on Russian “invasion” of Ukraine

Since time immemorial, invasions/devouring has been happening and will continue 
in the future, so why so much uproar of present Russian “invasion” of Ukraine

It has always happened/will happen that the stronger will invade/devour  the 
weaker

Larger Animals will devour the weaker animals - Lions,Tigers, Cheetahs etc will 
devour deer, lambs, cows, buffaloes etc
Bigger fish will devour smaller fish etc

Stronger countries will invade weaker countries - stronger empires will invade 
weaker empires

Many of the present NATO countries (British, France, Germany, Portugal, Spain, 
Dutch etc.) have “invaded” ENTIRE CONTINENTS like The Americas, Africa, 
Australia, & large parts of Asia

Present day America has “invaded” many countries like Vietnam, Iraq, Syria etc 
& installed US friendly regimes with immeasurable collateral damage to 
civilians & property

Also India “invaded” & dismembered east Pakistan & created an India friendly 
Bangladesh

It is customary that if you are powerful you can create boundaries & define 
democracy, rebels/terrorists or freedom fighters

When I first saw the painting, it seemed no different from the usual paintings 
of the Crucifixation. However, viewing it now in a different light from your 
explanation, it makes a lot of sense.

Chagall lived in Byelorussia during the during the death throes of the tyranny 
of the Tsars, and the birth of a new tyranny of Leninism. All through this 
difficult period, every one attacked Jews violently and destroyed their farms, 
homes and villages. Many were taped and killed.

Marc Chagall was showing the Suffering of Jesus, in the agony and death Jesus 
is shown wearing a prayer cloth around his loins, instead of the traditional 
loincloth. And surrounding Jesus, there are scenes of Jews being persecuted, 
their farms destroyed and harm inflicted on them, resulting in them fleeing to 
safer places.

It is a profound condemnation of the Christians who are using Jesus’ name to 
destroy his people. And it is a plea for tolerance and peace.

We may find analogies to the persecution of Jews and their exile from their 
homes now that we are remembering the 50th anniversary of the expulsion of 
Indians from East Africa, culminating in the final ninety days for Ugandan 
Indians to go into exile.

 It is for this reason I posted it on the Goan sites.

Many far right Christians, and even many Catholics, object to this painting, 
claiming it to be blasphemous. I find it a sad despairing and probably true 
reflection of the human race.

Pope Francis, a well-established 
ally and friend of the Jewish people, considers the painting to be his favorite.

One should certainly look at it, study it and come to one’s own opinion. The 
original is displayed at the Art Institute of Chicago. It is believed the Pope 
plans to seeing it later this year on a visit to North America.

depict the horrors of what would happen.

What a shame , that the Chinese would want to go down the road to
Christianity. Sure,they could find something better, rather than the
neo-liberalism they now espouse? They are welcome to Christianity, as
Gandhi said " It's a good idea". Maybe if the Western world heeded what the
present Pope is wishing, then maybe there is hope. In the meantime enjoy
the wonderful world we live in.

The appointment of a non-European general is to be welcomed. If the
"paradigm shift" is to willed, then one will expect that in Goa, change
will have to take place, in policies especially relating to the land and
the poor. I await to see these changes being manifested.

It might be useful to replace the concept of "general", with something more
appropriate, for the 21st century, and in keeping with the spirit of
Laudato Si.

as onThanks for this clear analysis of the land grab problem in Goa. The
authors are being kind in describing the issue as one of narrowly defined
concept of 'development'.  This is a pure exploitation of the people and
its land. It is the greedy rich and the powerful, that want to make Goa
their playground.This so called development is for a tiny minority. The
state of Goa is being run for this tiny minority, with the assistance of
the goondas.

 Goa is constantly framed as the holiday capital of India.
 However, there is a good amount of violence that underwrites
 this project of providing fun.  The recent incidents in
 Tiracol, a village in the northern-most tip of the state,
 highlight this clearly.

   Sometime around the midnight of 14 May, residents
   of the village were awakened by the arrival of men
   and machinery hired by M/s Leading Hotels Pvt.
   Ltd., a five-star hotel company, who went on to
   bulldoze a large part of the orchard lands of the
   village as part of their plan to build a PGA
   standard golf course and resort.  The villagers
   have been strongly opposing this project for the
   last several years, with the result that the
   project has now been virtually stayed by the
   courts.  Leading Hotels’ response to this legal and
   popular opposition was to sneak their men and
   machinery in at the dead of night, protected by
   50-odd bouncers.

 Work was halted only when the vigilant villagers alerted the
 police. However, when local reporters reached the scene, the
 bouncers were still there. Diana Fernandes, a journalist
 writing for O Heraldo (16 May, 2015), reported that the area
 was still swarming with 20-odd musclemen the next day.

 This instance of violent land grab is not confined to the
 village of Tiracol. In fact, as a result of the boom in
 mining, real estate and tourism industries in Goa, it has
 become a trend over the last couple of decades.

 In most cases, the chief victims are agricultural tenants who
 tilled the land belonging to landlords, and mundkars living
 on this land, with various obligations towards its upkeep.

   The problem of land-grab in Goa needs to be
   understood through the existing feudal land
   relations in Goa -- the relation between the
   mundkars and agricultural tenants (henceforth
   tenants), and the bhatkar (landlord) -- have been
   supplemented by the feudal-like powers of global
   capital that work in alliance with the feudal
   lords.  Additionally, we also suggest that the
   existing sorry state of affairs that Goa finds
   itself in, due to excesses of 'development' in the
   real estate market and other industries that gobble
   huge chunks of land, can only be correctly
   understood and effectively addressed, if one
   approaches the issue from the perspective of the
   tenants and their experiences.

 In Goa, land was traditionally appropriated and tightly
 controlled by the bhatkars. In addition to being a class,
 these bhatkars were also upper-caste. The caste equation is
 important as the bhatkars could be of any religious
 background, but were invariably from the upper-castes.

 Relief to the mundkars and tenants came in the form of the
 Goa Agricultural Tenancy Act, 1964 and the Goa Mundkar Act,
 1975, but this relief was eventually thwarted by a new and
 developing economic system that no longer made it
 economically viable to cultivate land and made it seem more
 alluring to sell land to the highest bidder and share the
 spoils, albeit disproportionately between the bhatkar and the
 tenants.

   But Tiracol was different. The bhatkarial rights
   were held by the Khalap family, said to be a branch
   of the Deshprabhu family who still are the bhatkars
   of most of Pernem taluka.  The bhatkar here was an
   absentee one who had long broken contact with the
   village, to the extent of not collecting either
   mundkarial services or tenant revenues.  This,
   coupled with the relative homogeneity of the tenant
   population -- a small village of about 50 Catholic
   households living off cashew orchards, fishing and
   the production of urrack and feni, along with some
   rice farming and coconut

CII-IGBC conducts Training Programme on Green Building

 

Panaji: CII-IGBC Goa Chapter conducted a 2-day Green Building Training
Programme for senior engineers, architects and other government Officials of
the Government of Goa including the PWD. The programme was inaugurated by
Mr. Ramkrishna Dhavalikar, Hon'ble Minister for PWD. 

 

In his inaugural address Hon'ble Minister Mr. Dhavlikar stated that Swatch
Bharat is a laudable effort by the PM, and stated that Green Building is the
need of the hour. It refers to healthier spaces and will contribute towards
Swatch Bharat. Water being a scarce resource, it should not be wasted but
should be used judicially. His Objective is to give 24X7 water supply to Goa
through the JICA Project.

 

The minister called upon architects and engineers to work towards
sustainable and greener Goa. He called on CII and IGBC to conduct such
workshops to create awareness. He further stated that the government would
provide any assistance for fruitful development of State and bring about a
Green Revolution.

 

Mr. Amar Britto, Chairman IGBC Goa Chapter, in his welcome address stated
that we look forward to Govt of Goa planning, designing, building and
operating all its future projects to be Platinum/Gold rated buildings. This
move by the government will not only ensure that government buildings are
sustainable but will also go a long way in fulfilling the Hon'ble Prime
Minister's dream do Swatch Bharat Abhiyan.

 

Mr. Dattaprasad Borker, Principal Chief Engineer, PWD expressed the view
that this knowledge was very relevant for the PWD Engineers and Architects.
Ms. Radha Pamnani Chief Architect stated that the training prog was a dream
come true and that we looked forward to doing green projects in Goa. Mr.
Kirit Maganlal, Chairman CII Goa State Council stated that the CIII IGBC
would extend all support needed to the government for sustainable
architecture and Green buildings. 

 

The day long deliberations were informative  lively and interactive with
case studies. The IGBC faculty Mr. Ankoor Sanghvi and Dr. Vishal Garg
explained Site Selection and Planning, Water Efficiency, Energy Efficiency,
Materials and Resources, Indoor Environment Quality, Innovation  Design to
make projects green  sustainable.

CII Goa to organise prog on

'Adapting to the Changing Economic and Regulatory Environment'

 

Panaji: CII Goa in association with KPMG is organizing a half-day session on
'Adapting to the Changing Economic and Regulatory Environment' on 14 October
2014 at Taj Vivanta Panaji. The financial reporting environment is changing
dramatically and it is important to stay abreast with changes in reporting
requirements. Effective Tax and Accounts Management provides a distinct
competitive advantage to business. 

 

The programme will provide insights on topics on Indian Accounting Standards
and Income Computation and Disclosure Standards, New Companies Act including
brief of CSR Modalities, There are also sessions on MA/Fund Raising Tax
Structuring, Recent trends in Indirect tax with Impact of Budget 2014
amendments and High level discussion on GST, and Advance Pricing Agreement.

These sessions are expected to assist CFOs, those heading accounts,
financial, tax and accounting professionals in firm to stay in tune with the
changing business environment. The sessions will be conducted by seven
speakers - a panel of senior Partners from KPMG with extensive experience in
the relevant areas. Each session will include a QA session to ensure your
specific queries are addressed adequately.

 

The session on Indian Accounting Standard and Income Computation and
Disclosure standards will provide an overview of the proposed adoption of a
new set of Indian Accounting Standards (Ind-AS), which are converged with
International Financial Reporting Standards (IFRS), focusing on the key
areas of differences, proposed roadmap, transition issues, and
implementation challenges.  The session will also cover the proposed
notification of the Income Computation and Disclosure Standards (also called
as Tax Accounting Standards) focusing on the key changes proposed in the
draft standards and transitional challenges.

 

The session on New Companies Act including brief of CSR modalities will
provide an overview of the recent changes in Companies Act 2013.  Since the
Act was operationalized earlier this year, there have been numerous
notifications and circulars, amending and clarifying the requirements of the
Act. The session will focus on the practical issues around implementation of
these new changes including CSR related provisions.

 

The session on MA/fund raising tax structuring will provide an introduction
to issues that arise from cross-border acquisitions, pre-IPO restructuring,
unlocking the value of business, regulatory hurdles in MA, recent
developments in MA tax structuring and ways to effective tax planning. 

 

A session will also cover the recent trends in Indirect tax with Impact of
Budget 2014 amendments and High level discussion on GST

 

With a view to curb the growing transfer pricing disputes, in 2012, the CBDT
had introduced the Advance Pricing Agreement (APA) regime into the Indian
tax statue. The APA regime has been well accepted by the taxpayers and the
taxpayers are approaching APA authority both for new as well as existing
transactions. The session will give you a perspective on mechanics of APA
regime and how one could use the APA route with regard to international

Panaji: The CII looks at the budget to revive investment and script a 
turnaround in growth by the government adopting a three pronged approach of 
creating a framework for sustained low and stable inflation, setting public 
finances on a sustainable path by tax and administrative reforms and creating a 
legal framework for a well-functioning market economy.

 

CII wholeheartedly supports the need for a fiscal consolidation roadmap 
ensuring greater transparency and improved budget management to step up the 
quality of fiscal deficit by boosting capital expenditure to re-energise 
investments and contain inflation.

 

In view of a stable and predictable tax regime, CII advocates the need for 
rationalizing non-productive input subsidies and a transformation of tax 
administration for improving the investment climate and moving towards the next 
level of growth.

 

CII strongly hopes that there will be an early implementation of GST which 
would increase growth of GDP by about 1.5%

 

The Budget, we hope, would come out with innovative measures to revive the 
economy and provide an impetus to investment and growth which would create job 
opportunities for the large number of unemployed youth entering the job market

CII Goa to conduct Prog on 

Export  Import Documentation and Procedures

 

Panaji : Any EXIM transaction is routed through and relied on Documents. A
small mistake like wrong HS code may result in huge losses. Similarly,
following appropriate procedures is also very important from regulatory
compliance point of view. Trade Facilitation Agreement discussed recently
during Bali Ministerial Conference of the WTO also highlights provisions on
streamlining EXIM procedures and documentation to cut down transaction
costs. On the other hand Custom clearance of any EXIM transaction plays an
important role. It is the duty of the Customs Official to check on
Classification and Valuation aspects first. If product is wrongly classified
or if it is valued incorrectly, it amounts to mis-declaration and invites
allegations, penalty, etc.  To avoid such problems it is very important for
any importer or exporter to have knowledge on regulatory aspects,
documentation, procedures, valuation and classification of items to be
imported and exported. 

 

Managers and Executives from organisations especially those grappling with
complexities in Import  Export documentation formalities and also
Importers, exporters, service providers and entrepreneurs should take
advantage of this unique opportunity to get a clear understanding on the

Chhattisgarh CM open to investments from Goa

 

Dr Raman Singh, CM of Chhattisgarh interacted with the CII members at Grand
Hyatt and opened the young state for investments. Dr Raman Singh said that
his state has a potential for investments inspite of the naxalite movement.
The power production is huge in the state, 44% of forest land is open for
exploration, hub of herbal industry which is the future and agricultural
production is double than the national average. He compared the similarities
to Goa and appreciated the Hon'ble CM of Goa in his efforts. He mentioned
that he studied the Konkan Railway before he came out with plan on the
national corridor. The state of Chhattisgarh is the pioneer in the PDS
aiming for only 0.4% leakages, the state has come out with a beneficial
skill development program to improve the naxal problem. 

 

Also present were Industry Minister of Chhattisgarh Mr. Rajesh Munat,
Industry Secretary and Secretary to Hon'ble CM Mr. Aman Singh and MD of
CSIDC, Mr. Sunil Mishra, Mr. Atul Pai Kane Chairman CII Goa, Mr. Kirit
Maganlal Vice Chairman CII Goa, Mr. Shivanand Salgaocar Past Chairman CII
Western Region, Past Chairmen CII Goa Council and other eminent CII Members
were present.

 

Mr. Sunil Mishra spoke about Chhattisgarh and said that it is the ninth
largest state with the lowest population density. It's a leading producer of
Rice and a mineral reserve of India. Mr. Aman Singh said that Chhattisgarh
has made a mark in the short span of attaining statehood. The state has
beneficial social policies like Right to Food for its population and
Nutrition security and a Universal Health Insurance cover. The five reasons
for investors to come to the state is the uninterrupted availability of
power at a competitive rates, top class infrastructure as was evident from
the recently inaugurated Raipur Cricket Association stadium which is one of
the best in the country, well connected with neighbouring states, physical
and social world class infrastructure and availability of skilled manpower
at a competitive rate. No other state can boast of good ranking in IAS
examinations. 

 

Mr. P K Mukherjee from Sesa Goa added that the sixth reason for investment
is the dynamic Chief Minister of the state. He also requested to open the
state for selective participation in the coal resources. Mr Arun Naik Past
President GPMA (Goa Pharmaceutical Manufacturers Association) requested for
a separate land for the industry. On this the Hon'ble CM asked for a CII
delegation from Goa to visit the state and promised a single window access
to them. On a query from Mr. Umesh Sandu, CII Member requested for long land
leases for herbal industry. Hon'ble CM stated that he was open for the
option of joint ventures. 

 

Mr. Atul Pai Kane and Kirit Maganlal thanked the Hon'ble CM for giving the
opportunity to CII for the session which also was an eye-opener to such a
special state.

CII PRESS RELEASE

Candolim: At the Confederation of Indian Industry - Indian Green Building
Council (CII-IGBC), Goa Chapter's second conference on 'Sustainable
development for a Green Goa', on 30th May 2013 at Fortune Select Regina,
Candolim, Goa, Hon'ble MP Mr Shantaram Naik was the 'Guest of Honour' and
'Keynote Speaker' for the program on 'Green Legislations'. This session
focused on the need/requirement of Green Legislations in the state of Goa. 

During his address, wished the august gathering on the statehood day and
recalled the zero hour time when he had had raised this issue of Statehood
during Rajiv Gandhi's tenure as Prime Minister in 1987.

Hon'ble MP Mr. Shantaram Naik spoke about the age old green concepts which
have been in practice in Goa. He reminded the audience of how the design of
old houses with the courtyard, higher ceilings, big windows, fruit trees
planted in the compounds to improve the micro-climate etc. made a green
house. The similar concept needs to be kept in mind while building homes in
the modern age. He also emphasized on land protection and controlled use of
land for housing so that the environment is well protected. 

During the course of his address, Mr. Shantaram Naik made suggestions that
instead of going for a new legislation to green the construction industry,
amendments should be made to the building Regulations in Goa- The Goa Land
Development  Building regulations 2010. He also made a strong case for the
use of the National Building Code in Goa during construction of homes
stating that he felt that the Green Buildings could be partly achieved
through its use. According to him it might be difficult for a common man to
follow the three main legislations. He also stated that the local Government
has to amend the local byelaws to incorporate green features to ensure
construction of Green homes in Goa. 

Hon'ble MP Mr. Shantaram Naik also launched the book on new rating system
'IGBC Green Existing Buildings O  M Rating system'.

CII Western Region Chairman Visit Hon'ble Governor and Hon'ble CM

Kaushlendra Sinha Regional Director CII Western Region and Geetika Goyal
State Head CII Goa called on Mr Bharat Vir Wanchoo, Hon'ble Governor, Goa
and appraised him of the proactive work being done in the CII WR in
partnership with State Governments of the Western Region. Mr Mukundan talked
about the Initiation of Panjim Connect in Goa as an extension to the
objective of CII of inclusion of people in Governance process. Mr Atul Pai
Kane briefed on the details of the Panjim Connect. He mentioned about the
trust and that core committee is formed by the CII Past Chairmen Vijay Hede,
Dean Menezes and him. They will work on making Panjim pedestrian-friendly,
creating awareness about parking areas and make people more aware on clean
and safe surroundings. Governor added that safety is required along with
decongestion in road traffic. The Culture of Goa is the USP where merry
making is a must  should be included in the activities of City Connect.
Kirit Maganlal briefed about the activities of Tourism Panel where CII is
looking at training the frontline staff involved in tourist activities in
soft skills. Governor agreed with Kirit and said that the image of Goa is in
reverse to the reality. So a proper image building is required. He showed a
concern on the unorganised manner of selling cruise boats, taxi hire charges
and improvement in the services required in tourism like taxi, laundry etc.
He also suggested of improving rail connectivity for tourism promotion and
mentioned about his communication with Union Railway Minister regarding this
issue.

 

The team also called on the Hon'ble CM and R Mukundan the CM on the CII
National Council meeting and Retreat being held in Goa this year in
November. R Mukundan and Atul Paikane briefed the Hon'ble CM on the CII
Agriculture panel and assured that CII will help the Government in the
entire possible manner in improving the Agriculture in the state. Hon'ble CM
said that main focus is dairy and animal husbandry along with farming. Free
fertilizers can be given which can also be used to create energy. He
emphasized on the employment skills in Agriculture. R Mukundan shared Tata's
Aligarh model where 12th Fail students are taught on farming techniques.
Hon'ble CM wanted CII to work on employability skill training. Mr Mukundan
discussed Centres of Excellence in Gujarat, run in CII Office itself and
about CII Skill Centre in Chhindwara Madhya Pradesh. Hon'ble CM assured all
the assistance required in skill training for employability in Goa.

Budget Announcements to Provide Particular Benefits to the Western States:


Mr Pradeep Bhargava, Chairman, CII WR

 

Commenting on the Union Budget, Mr Pradeep Bharagava, Chairman, CII Western
Region said that, This budget has a number of investments that would
benefit the states in Western India. Incentives in the areas of industrial
corridors, road construction, rural development, textile and renewable
energy would definitely promote development and investments in these
states. 

 

Industrial Corridors 

The Finance Minster announced that DMIC has progressed rapidly, and now work
on new smart industrial cities at Dholera in Gujarat and Shendra Bidkin in
Maharashtra will start in 2013-14. In order to encourage development and
assure Central Government funding support, the Finance Minister announced
that if required, additional funds would be allocated over the next year in
the overall outlay of the DMIC project. He also announced that preliminary
work to develop the Bengaluru Mumbai Industrial Corridor will begin. 

 

Mr Ashank Desai, Founder, Mastek Ltd commented, In the long term, projects
like DMIC and the proposed industrial corridor between Bengaluru and Mumbai
will spell new investments along the corridors and augur well for the
overall industrial development in these states.

 

Road Construction

For the road sector, recognizing the challenges faced, the Finance Minister
announced the setting up of a regulatory authority for the road sector. In
order to address bottlenecks in the road construction sector 3,000 kms of
road projects in Gujarat, Madhya Pradesh, Maharashtra, Rajasthan and Uttar
Pradesh will be awarded in the first half of 2013-14. Thus, the states of
Gujarat, Maharashtra and Madhya Pradesh are expected to benefit with an
upgraded road network. 

 

Rural Development

On the rural development front, the Pradhan Mantri Gram Sadak Yojana (PMGSY)
would receive Rs 21,700 crore and since several states have already achieved
the objectives of PMGSY, a new scheme PMGSY-II was announced and under this
scheme funds would be allocated to several states, including Maharashtra.
However details of the scheme are still awaited.  

Textile 

The Finance Minister proposed to set up Apparel Parks (for apparel
manufacturing units) within the Scheme for Integrated Textile Parks (SITP)
and Rs 50 crore has therefore been allocated to the Ministry of Textiles.
Further, the Technology Upgradation Fund Scheme (TUFS) for the textile
sector would be continued while modernisation of the powerloom sector was
encouraged with a provision of Rs 2,400 crore in 2013-14. A scheme to
address the environmental issues faced by the textile industry was also
announced. 

 

Mr Pradeep Bharagava commented, The addition of apparel parks in the STIP
scheme would benefit Maharashtra, Gujarat and Madhya Pradesh, which have a
number of textile parks under this scheme. These measures would supplement
existing measures by state governments, like the Gujarat Textile Policy, and
incentives to textile units in Madhya Pradesh under the Industrial Promotion
Policy.  

 

Green Energy

The Finance Minister also gave a boost to the renewable energy sector,
addressing the issue of high cost of finance. The central government would
therefore provide low interest bearing funds to renewable energy projects
via IREDA from the National Clean Energy Fund (NCEF) for a period of five
years. The wind energy sector also received incentives by the
re-introduction of generation-based incentives for wind energy projects, and
fund allocations of Rs 800 crore to the Ministry of Non Renewable Energy. 

 

Mr R Mukundan, Deputy Chairman, CII WR and Managing Director, Tata Chemicals
mentioned that, Renewable energy industries in the Western states would
benefit from low finance costs and the various schemes proposed would
benefit industry in the states of Gujarat and Madhya Pradesh that are
working in this area.

CII CEO's Quotes on Union Budget 2013-14 

 

Mr R Mukundan, Deputy Chairman, CII WR  Managing Director, Tata Chemicals
Ltd said that the increase in social sector spending in the budget is a
step in the right direction. Women, youth and the poor are the sections that
need to be taken care of. The budget emphasis on roadmap or supporting
MSMEs, Agriculture and infrastructure is welcome. Now what needs to be seen
is prudent and effective tax management.

 

Mr Arun Nanda, Past Chairman, CII WR and Director, Mahindra  Mahindra said
Given the challenges that the economy is facing, the Finance Minister has
come out with a reasonably balanced budget. It is good news that there have
been no harsh tax levies though more could have been done for incentivising
investments particularly in the infrastructure sector - and providing
liquidity boost by boosting savings and infrastructure SOPs for bringing
more funds in this sector. 

 

Mr Satish Jamdar, Chairman, CII Maharashtra State Council  and Managing
Director, Blue Star Ltd stated that the budget is quite focused in terms of
devoting attention to the underdeveloped parts in the country. A lot of
schemes have been announced for the rural sector, roads, MSMEs which gives a
good direction. However, the budget does not bring in too much extra
revenue. It is otherwise a soft budget.

 

Mr Govind Sankaranarayanan Past Chairman, CII WR Economic Affairs
Sub-Committee and CFO  Chief Operating Officer - Corporate Affairs, Tata
Capital Ltd,  has said that the budget has focused on a lot of small and
micro issues which will in the long run spell a lot of difference. The
social services spending in the budget is strong on intent but its ability
to enhance consumption remains
to be seen. The support to Housing, support for infrastructure debt funds is
a specific positive measure. However details on this are awaited.


Mr Ashank Desai, Founder, Mastek Ltd felt that the positive part of the
budget was the acceptance of the Rangachari committee measures. Focus on
angel investors and CSR benefits provided to incubators will benefit IT
industry. A fifty per cent increase in funds for JNNURM is a welcome move
and will spell benefits for the IT sector which is primarily located in
urban centres. In the long term, projects like DMIC and the proposed
industrial corridor from Bengluru - Chennai will help augment investments.
However, no specific announcement on MAT was a big disappointment.



Mr Anuj Puri, Chairman, CII WR Real Estate Conference and Chairman  Country
Head Jones Lang LaSalle Property Consultants India  hi-lighted the
following points: One per cent TDS on Sales proceeds will bring in
transparency and good governance and also  reduce speculations. The demand
for housing in tier II and tier III cities has been propagated by additional
tax relief for first time home buyers. However the budget does not touch
upon the issue of Real Estate Investment Trust (REIT). Affordable housing
could also be given an industry status



Mr Ninad Karpe, Vice Chairman, CII Maharashtra State Council and CEO 
Managing Director, Aptech Ltd The Budget speaks a lot on education and
skilling. The proposal to reward Rs 10,000 to those pursuing courses at NSDC
is a welcome step. However the intent of achieving a target of 10 lakh
beneficiaries from the initiative will be a challenge.

Statement by Mr Chandrajit Banerjee, Director General, CII

 

CII welcomes the Railway Budget presented on the floor of the Parliament
today. Under the given economic conditions the Minister has presented a very
balanced set of proposals for the Railways. The emphasis of the Railway
Minister on financial viability and fiscal discipline of the Railways is
most reassuring and a welcome direction. Financial discipline, safety and
passenger amenities are inherent to the health and condition of this mode of
transport, which is availed by the common man and the Minister has paid due
attention to each, said Mr Chandrajit Banerjee, Director General, CII. With
fuel prices getting deregulated, linking of freight rates to increase in
diesel prices is the correct direction to take and CII commends the
Government for taking this step. Lower operational ratio announced by the
Minister would help provide for the much needed funds which can help
modernization. The prioritization of 347 projects with assured funding is a
very credible move. CII looks forward to a clear roadmap on PPP for taking
forward some of the more capital intensive projects, Mr Banerjee added.

CII Forms Task Force on Women's Safety

 

To go deeper into the subject of creating a safe environment for women, CII
has set up a Task Force led by Mr Subodh Bhargava,Past President CII  who
will lead the initiative and consult civil society, students and women's
groups apart from industry  and submit its report  to the authorities at the
soonest. This was announced by Mr Adi Godrej, President, CII in a press
statement issued today. The CII Task Force would also provide inputs to the
Government formed Task Force, which is being Chaired by the Union Home
Secretary, the CII release mentioned. 

 

The release said that crimes against women are of deep concern to all
citizens of the country; this needs to be contained quickly and efficiently.
Industry feels strongly that everyone should be safe through maintenance of
good law and order. 

 

CII is deeply saddened at the passing away of the young student who was
savagely brutalised in a moving bus in the most heinous manner. CII salutes
the enormous fighting spirit of the brave girl, who put in her best in her
battle for survival and in spite of her very painful and irritrivable
condition, provided enough evidence which helped in nabbing the culprits. 

 

CII feels that the collective emotion that this incident has given rise to
should not be allowed to dissipate.  It is now time for all citizens of this
country to stand together to create a regime which ensures that such heinous
crimes never gets repeated. 

 

The Press release went on to say that CII feels that this can be done if,
apart from other things, the legal system is deterrent enough to potential
perpetrators of such crimes. This can be done if the judicial system ensures
two things -  that punishment is meted out swiftly and definitively within a
specified time frame, say three months. Secondly the nature of the
punishment should be  exemplary and  strong enough deter potential
perpetrators.  

 

The CII release said that the apex industry body would work with business,
industry and civil society in recommending contours of such a regime. CII
will also look into aspects other than the law which have an overarching
impact on attitudes and mindsets.

India US Business Ties Will Shape Global Destiny: Adi Godrej, President
Designate, CII

 

India US economic cooperation will shape the economic destiny of the 21st
century. From $5 billion in 1990 it has reached $100 billion now with
potential to grow further, said Mr. Adi Godrej, President Designate CII in
an exclusive interaction organized by the Confederation of Indian Industry
(CII) and US India Business Council. Dr. Subir Gokarn, Deputy Governor,
Reserve Bank of India addressed the captains of India-US business. 

 

Doing this, Mr. Godrej believes, would require a lot of mutual work. The
most important thing required to achieve this is to create an environment
that is investment friendly for businesses in both the countries to invest
in each others markets. If we start from there, we will cross that figure. 

Mr. Godrej emphasised investment in infrastructure. Infrastructure remains
a mega-opportunity for US companies to engage in India's development plans.
From roads, highways and railways to ports and airports, India needs
capacity building at every level. A $1 trillion spend is estimated for
infrastructure development under the 12th Five Year Plan and about 30% is
expected to come from the private sector, he said. 

Bolstering international cooperation among the Small and Mid-sized
Enterprises. Policy reform in the financing arena, technology transfer,
sharing best practices, and clustering are some avenues through which
collaboration among US and Indian SMEs can be accelerated, Mr. Godrej
added.

CII emphasizes on greater initiatives for RD in the Union Budget

Confederation of Indian Industry (CII) wants the next Budget to provide
boost to RD initiatives in the economy. Our spending on RD at less than
one per cent of GDP compares unfavorably with 3-4 per cent in advanced
countries. Indian Industry aspires to be at the forefront of innovation and
RD and CII believes that India has the potential to be one of the countries
with the highest levels of embedded intelligence in its products and
services.  Therefore, we must make every effort to double the percentage
spend on RD over the next few years, which would be possible only by
enhancing the participation of private sector, said Mr. Chandrajit
Banerjee, Director General, CII.

While emphasizing the need for increasing the share of RD expenditure in
the economy, CII, among various measures, has suggested the extension in
period as well as scope of Section 35 of the Income Tax Act, which allows
weighted deduction of 200 per cent of expenses incurred on in-house RD to
select sectors, and expires on 31st March 2012. 

CII is of the view that not only the period of its applicability must be
extended by at least five years but also its coverage must widen to include
all sectors of the economy. This is necessary to strengthen our economic
power and competitiveness in the international arena by encouraging the use
of cutting-edge technology across industry, stressed Mr. Banerjee.

Further, CII has observed that the current provisions of deduction under
Section 35 even for select industries are very restrictive as some of the
activities directly related to research, such as clinical trials held on
patients outside the hospitals, bioequivalence studies, regulatory and
patent approvals etc, are outside the purview of the benefits. CII has,
therefore, recommended that all activities related to research, even if they
are carried outside the approved RD facility, should be covered under the
provision. 

Making a case of further extension in the provision of Section 35, CII in
its pre-Budget Memorandum wants Section 35 to cover all RD commissioned by
firms to academic institutions, public sector RD labs and land and building
pertaining to RD.  

Mr. Banerjee added that India has the potential to emerge as the global hub
for research, innovation and design if we could strengthen the incentives
for RD activity in the country.

[Goanet] Minority appeasement and pardon for terrorists

Sir,

In the wake of the 26/11, terror attacks in Mumbai, the Congress govtmt will 
now go into 100% MUSLIM APPEASEMENT POLICY starting with Mr Arjun singh 
Congress, HRD minister who will immediately grant 100% reservations for muslims 
in education, jobs, housing loans and business loans, etc. in India.  It will 
be a good package.

Congress govtmt will once again go soft on perpetrators of the 26/11 attacks 
in Mumbai and may even give the terrorists an official pardon, as they have 
been doing for the last 16 years.

Sir,

It is very surprising that while Fr. Cedric Prakash s.j. repeatedly speaks 
about the atrocities against Muslims in the Gujarat carnage of 2002, he never 
has a word of sympathy for the 59 Hindus who died in the burning of the train 
in Godhra.

He has never condemned the brutalization, rape and murder of the 4 lakh 
Kashmiri Hindu Pandits by Muslim militants forcing them to flee the Kashmir 
valley and take refuge in camps in other parts of the country.

As a man of God, and a representative of the Christian community, he should be 
unbiased in his approach to these disturbing events. Unfortunately, it appears 
he has a very one-sided view, which, is definitely not becoming of a man of his 
stature.

It is hoped he has a more even handed approach, in the future.

The pre-matric scholarship scheme for minority community families earning less 
than Rs. 1 lakh per year, in Maharashtra.

HOW TO APPLY:- 
The parents of minority community students are supposed to give declarations 
about their (1) community and (2) income on separate Rs. 10 stamp papers.  
However, now the state government has decided to accept the declarations  on 
plain papers.

NUMBER OF SEATS AVAILABLE - The centre has granted only 36,800 scholarships for 
Maharashtra:- 

Muslims – 21,680
Bodhs – 12,340
Christians – 2,240

WHO CAN BENEFIT :- The families with least income will be provided a 
scholarship.  Declarations will be taken from students after they are declared 
eligible for the scholarships so that people don’t end up spending Rs. 200/- 
unnecessarily.  

The scholarships for minorities were approved in July under the Prime 
Minister’s 15-point programme for the welfare of minority communities.

Sir,

The surprise is of Bombay Catholic Sabha President, giving interviews in Times 
of India of 9th December, 2008, putting pressure on government not to take 
action against terrorists. This is sending a wrong message to all youth, 
including, christian youth.

Is not the President of Bombay Catholic Sabha aware, that young innocent 
Christians were begging of the terrorists on 26/11, at Taj and Oberoi, to spare 
their lives, but terrorists showed no mercy and shot them dead.

The President of Bombay Catholic Sabha and Priest have neither visited the 
homes, nor offered condolence, sympathy,money to injured or dead christians in 
the attack by terrorists on 26/11 in Mumbai, it is probably because they are 
not from rich, well-known, christian families.  

Although the President and his family members and all members of the  Bombay 
catholic Sabha and their families did not suffer at the hands of terrorists on 
26/11, it is shocking to know that neither President of Bombay Catholic Sabha, 
nor any of the Chairmen of Bombay catholic Sabha Church units or any Priest, 
has bothered to offer Mass, in any Church in Mumbai,  for the dead christians 
in the 26/11 attacks.

My urgently request is for Bombay catholic Sabha and each one of their members 
to please let the government do the job of catching the terrorists, otherwise 
Bombay catholic sabha is giving wrong message to terrorists.

Please immediately Bombay catholic sabha should offer Mass for the dead and 
injured christians, as well as financial help to all christian families who 
lost their children, and family members in the recent 26/11 attacks, instead of 
hand-holding on the roads of Mumbai.
