Madam Speaker, A bill seeking to amend the Right To Information (RTI) Act to shield political parties from providing information under the transparency law is scheduled to come up for discussion in Lok Sabha. The government has proposed an amendment in Section 2 of the act, which defines public authority, to shield the political parties.The proposed amendments, if accepted by Parliament, will make it clear that the definition of public authority shall not include any political party registered under the Representation of the People Act, officials said. I have been visiting well known dentist based in Margao ever since commencement of practice about 20 years back. Last 3 years I have beeb visiting regularly for crown and root canal treatment , I used to pay advance and then after the treatement got completed or crown fixed paid the balance amount. This time when I visited in the month of August for one more crown treatement, I paid Rs 2,000 out of the treatment bill of Rs 3,100. On the day of crown fitting the technicians did the colour matching and asked my approval. After I gave my nod they bluntly told me " First pay balance of Rs 1,100 and only after that we will fit the crown. I was shocked and queried " Any Goenkar has run away without paying" Lady replied " Patient paise bharna and Amka mageer bharche padta" I replied " Je paise dina te Banavliche astale patient" and I paid quietly without any arguments. Our "Goa is going the Dirty Mumbai way" I feeel now the only person who trusts Goan is the Poder who gives daily bread on credit and the flower and candle vendors outside the temples and churches. Babush Monserrate was detained carrying 1 crores to Dubai: 1 crores for shopping: what arms? The education minister of Goa, Babush Monserrate was detained at the Chhatrapati Shivaji International Airport on Saturday morning for carrying Indian and foreign currencies valued to be over Rs25 lakh, which were beyond the permissible limits. He was on his way to Dubai and was detained before he was about leave the terminal. The custom officials investigating the case suspect it to be black money, sourced through illegal means by the minister. “A probe has been launched regarding this,” said an official. The sleuths are also probing the purpose for which the money was being taken to Dubai, even though Babush claims that it was for shopping. The sources said that cash included Rs75,000 of Indian currencies and the rest were the foreign currencies. As per the Reserve Bank of India, currencies worth only 5,000 dollars are allowed to be carried out. Out of which only 2,000 dollars could be in cash, while the rest can be in cheques. For amount more than that, the permission from RBI is necessary. The sources said that Babush did not take any permission from the RBI and neither did he declare it at the airport. Babush’s son Rohit was booked in 2009 for allegedly raping a minor girl of foreign nationality when she had come to spend a vacation in Goa. The 14-year-old victim’s mother had alleged that Rohit had raped her daughter and had made her drink alcohol and smoke, in order to evade pregnancy. Manoj Raikar

Surprising that the plots were sold for a phenomenal price of Rs 18,000 per square meter.Can ordinary Goan pay a price of Rs 18,000 per meter? that means plot only will cost 300 X 18,000=54 Lacs !! This plots must have been purchased by builders and politicians in nexus with builders. Goa Housing Board objective will be to provide affordable housing to Goans and Goans only, Government has failed in its objective of providing accomodation to its Goan population. Parrikar stated that the apprehension is further enhanced due to a circular of the North Goa collector dated July 16 asking all temples heads to give vital information, including data on assets, to M Athikesavan of Tamil Nadu. Having assured that temples do not come under the RTI, D'Souza also announced that the government was withdrawing the said circular of the North Goa collector. In his written reply, D'Souza said that the state government has considered the matter raised by Parrikar as well as the provisions of the devasthan regulations law. D'Souza said the government holds that devasthans are neither public authorities nor local authorities. They are private temples managed by a body of Mahajans and governed by their own by-laws. They are only regulated by the regulations governing Hindu temples (devasthans) of Goa, Daman and Diu. D'Souza stated that the mamlatdar has limited powers of supervision, being the administrator, in terms of the said regulations. Devasthans are neither constituted by any law made by the Parliament or the state legislature, nor are they bodies controlled or in any way, financed directly or indirectly, or in any matter funded by the state government. Hence the state has no deep or pervasive control but only a limited role. This role is in terms of the regulations whereby the mamlatdar of the taluka, as an administrator, supervises the Hindu temples without any interference in the management, D'Souza said. My Comments: Temples get donations from public and hence they are accountable to public. All the donations have to be used for public charitable purposes, which presently is not being done by temples in Goa. In Mumbai various temples give scholarships and donate beds in hospitals. As a student I used to receive scholarship from Mahalaxmi temple and many other temples. Mahajans of temples in Goa are treating temple donations as their individual property and looting the temples, using temple funds collectively for their personal businesses. Mahajans are like Mughal invaders plundering public property. Incidentally all big temples mahajans belong to a particular community and with their grip over socio-political scenario in Goa, they are thwarting all attempts to bring transparency in the management of temples. Hindu Goans have got political freedom but they still have not received religious freedom from this Mahajans who still use Portuguese legislation to retain their control over temple property. Majority of Goans have no managment right in their KUL DEV TEMPLES" AND THEY ARE TREATED LIKE DIRT. Not bringing temples of Goa under the purview of RTI Act is great injustice to Goans. FIR against Rohini school for donation Ambika Pandit, TNN, Jul 11, 2010, 01.51am IST NEW DELHI: The anti-corruption branch (ACB) of Delhi government has unravelled what it alleges to be a donation racket at N K Bagrodia School which has its junior and senior branches at Rohini's Sector 25 and Sector 9, respectively. The ACB has filed an FIR against the school under the Prevention of Corruption Act 1988 and various sections of the Indian Penal Code. The additional commissioner of police in ACB, ID Shukla, said the Prevention of Corruption Act has been applied to the school as the land from which it is functioning has been allotted by DDA on concessional rates, recommended by the Directorate of Education of Delhi government. Thus the school, he said, fits the definition of a public servant under the Act. "We have information about other schools too and those complaints are also being examined. This FIR has a broad purview as it's targeting the menace of donations in school admissions," Shukla added. NK Bagrodia came under the scanner when one Praveen Sethi, a parent, approached the management of the school for the admission of his son in nursery. He was told that no seats were available and was allegedly asked to go for a donation. Sethi approached the ACB and an investigation was launched. A sting operation was carried out using the audio-visual mode. Armed with the evidence against the school, the ACB has now registered an FIR. According to the FIR, one of the members of the school management asked Sethi to get in touch with one Dhaundiyal alias BR Nautiyal, the bus operator for the school. When Sethi got in touch with Nautilyal, he allegedly asked him to get in touch with one Sunil who was the transport in-charge for both the junior and senior branches of the school. Sethi was allegedly asked to shell out Rs 1 lakh as donation for admission. He claims to have paid Sunil and Dhaundiyal the amount on March 11. The investigations have allegedly revealed that the money was channelised through these touts to the management of the school. Later, the principal is said to have asked Sethi to submit a demand draft of Rs 17130 to the school which Sethi did on March 17. After examining the role of DDA and directorate of education in allotment of land to the school, the ACB felt it was a case which fell within the ambit of the Prevention of Corruption Act. The FIR was registered under the Act, invoking sections dealing with bribery, misconduct of a public servant and those related to touts. Even criminal sections of the Indian Penal Code have been evoked. The ACB is yet to make any arrests. Shukla reiterated that the case has unravelled the menace of donation rackets in schools and underlined the urgent need to deal with the malpractice. Manoj Raikar

Real need of the hour is cheap and efficient public transport on Margao-Panjim- Mapusa road. SKY BUS project developed by Konkan Railway would have been a real blessing to Goans who have to shell out Rs 50 for a return trip from Margao-Panjim. Contact: goaengineer...@aol.com Hello, When in Goa ,I used to buy my monthly Grocery from Rohidas Grocer Madgaon Market,he would engage Lady Bhadel and she would deliver at my house in Old Market from 1986 to 2004 the year I left for Dubai, in between that Bhadel's husband died but she kept working. This lady bhadels carrying load are only in Margao and no where else in Goa.They are honest, hard working and charge very reasonable. At Margao railway station, all the loaders are from outside Goa and they charge minimum 50 to 100 for carrying 4 to 6 bags. Few of this lady bhadels should be encouraged to carry load at the Margao railway station and I am confidant that they will do very well economically.I am also sure that Goans using Konkan railway will use their facilities. Hello, Its high time we start similar classes in Goa also lessons against corruption and terrorism KV kids to get lessons against corruption 28 Jun 2009, 0446 hrs IST, Shruthi Balakrishna, TNN BANGALORE: Catch 'em young. Thats what the Kendriya Vidyalaya Sangathan (KVS) strongly believes in. Now, six lakh children in 931 KVS in 18 regions across the country will be 'caught' for lessons against corruption and terrorism. The Integrity Club (IC) was first introduced on a pilot basis in New Delhi in October 2008. Following the overwhelmingly positive response, KVS decided to extend it to all its schools across the country. Club members are called Young Champions of Ethics (YCEs) and the IC is an compulsory extra-curricular activity. In the pilot, activities were discussed and planned to develop ethical values and reinforce them. Some values highlighted are love, compassion, respect, non-violence, etc. Within a few months of launching the project, KVS found that students began to imbibe these values and applied them in their lives, including at schools and in the family. Now, KVS prepared a 129-page manual for the IC for students from Class VI to Class IX. Twelve basic human values are being inculcated in children. The main focus is integrity and how to live well in society and many schools will start the clubs within a fortnight, KVS Bangalore Region assistant commissioner S Vijay Kumar told STOI. The principal will be the club chairperson and teachers will be members. The club can also involve other organisations working in this space and activities will be documented and monitored constantly by the regional level, he said. Some activities include narration of stories, songs and poems about specific values. Identifying prominent personalities like Mahatma Gandhi, APJ Abdul Kalam, Mother Teresa and drawing anecdotes from their lives, drawings or paintings highlighting these values, preparing skits and plays to showcase the importance of imbibing these values, as well as devising games around these values. Also, each value is assigned a colour. For instance, orange is for patriotism, honesty is purple and so on. Students will also be given badges and a distinctive scraf with their school uniforms. Students will be awarded certificate for participation. KV principals said this would help instilling values in young minds against corruption and unethical practices. Well implement the programme based on the manual. Its a good move but it needs to be dealt with carefully as these are sensitive issues. Well starting for Class IX and above. Hello, Buses were not plying on Margao- Colva route because of the LOW RAILWAY BRIDGE AT MUNGUL. 10 years back the low height SC Railway bridge at MUNGUL was demolished an Konkan Railway built new bridge, However PUBLIC TRANSPORT HAS NOT YET RESUMED ON THIS ROUTE. Thanks to Taxi drivers and the MLA from Benaulim and Navelim. Most of this Taxi Drivers drive old Ambassadors, dumping 10 passengers in one trip and charging about Rs 10 to 15 ( I am not sure).Each trip generating Rs 100 - 150.Minimum of 10 trips a day gives them a moolah of Rs 1,000 to 1,500. Who is paying for this? Most Goans from Colva working abroad leaving families back home are PATRONISING THIS TAXI Drivers,And this MOOLAH SPENT IN BARS IN THE AFTERNOON AND NIGHTS THIS LOK SABHA ELECTIONS-COLVA, SERAULIM CITIZENS SHOULD DEMAND STARTING OF MARGAO - COLVA DIRECT BUS SERVICE. In Goa main reason for high accident rate is DRUNKEN DRIVING and EASY AVAILABILITY OF DRIVING LICENCE to murder on the roads and no proper compliance and enforcement of driving rules. I do not know whether Alistair Pereira is from Goa but it is high time Goans unite,protest and take action against corruption in RTO ,drunken driving,non-compliance with basic driving rules. But the term actually includes both legal and illegal conduct. The legal version is when corporate insiders-officers, directors, and employees-buy and sell stock in their own companies. When corporate insiders trade in their own securities, they must report their trades to the Stock Exchange. Illegal insider trading refers generally to buying or selling a security, in breach of a fiduciary duty or other relationship of trust and confidence, while in possession of material, nonpublic information about the security. Insider trading violations may also include "tipping" such information, securities trading by the person "tipped," and securities trading by those who misappropriate such information. Examples of insider trading cases that have been brought by the Stock Exchange are cases against: · Corporate officers, directors, and employees who traded the corporation's securities after learning of significant, confidential corporate developments; · Friends, business associates, family members, and other "tippees" of such officers, directors, and employees, who traded the securities after receiving such information; · Employees of law, banking, brokerage and printing firms who were given such information to provide services to the corporation whose securities they traded; · Government employees who learned of such information because of their employment by the government; and · Other persons who misappropriated, and took advantage of, confidential information from their employers. Most recently one Goan Banker in United States was charged and penalised for indulging in insider trading. Most Goan ministers have indulged in insider trading and benifited by acquiring real estate where future development was to take place which they were aware of. Goa Bachao Andolan resulting from Master plan 2011 is the result of possible non existence of such laws preventing Government ministers and officials from gaining pecuniary benefits or non-implementation of the existing laws. Most talked about such misuse are: --Land acquired by kith and kin of ministers on MPT- Verna Highway near Zuari. --Land acquired by kith and kin in Canacona. -- Land acquired by kith and kin on Ponda-Margao-Panjim highway.
