Muscat: Indian Prime Minister Dr. Manmohan Singh has reportedly assured a panel 
of parliamentarians on easing the Central Board of Excise  Customs 
department's baggage allowance regulations, which forbid non-resident 
Indian (NRI) passengers from taking back gold jewellery worth more than 
Rs10,000 (RO75) for men and Rs20,000 (RO150) for women.

Prime 
Minister Manmohan Singh has assured us that he will initiate steps to 
amend the age-old gold duty exemption limit. He has assured us that 
amendments will be made in such a way that duty calculation will be made
 on the basis of quantity and not on the basis of the gold price rate,-
 P. Rajeev, an Indian Parliament member, told Times of Oman 
over phone.

India's
 Central Board of Excise and Customs, which falls under its Ministry of 
Finance, stipulates that an Indian passenger who has been residing 
abroad for over one year is allowed to bring jewellery, free of duty in 
his bona fide baggage up to an aggregate value of Rs10,000 (in the case 
of a male passenger) or Rs20,000 (in the case of a lady passenger).-

Going
 by the existing gold rates, women of world's most gold crazy nation- 
can bring into country only 7.1 gm of gold ornaments duty free. For men,
 the limit is 3.5 gm! Anything above that miserly limit is taxable under
 the Indian law, and if you're passing through the green channel with 
more than a few grams of gold, then the officer in-charge will be well 
within his rights to ask you to pay duty on the jewellery and/or face 
prosecution for trying to smuggle- gold and evade duty.

Though 
the Indian Custom Baggage Rules of 1998 were amended by the finance 
ministry in 2006, the limits for duty-free jewellery imports were left 
untouched.

Adding to the woes of the passengers, the Centre, in 
its last budget revised the duty rates for excess gold carried in person
 from Rs750 (RO5) per 10 gm to the ad valorem rate of 10 per cent of the
 value of the ornaments plus three per cent of the duty as education 
cess. So a passenger wearing a gold chain weighing five sovereigns 
(40gm) would have to pay Rs11,515 (RO80) as customs duty.

I had 
to pay around Rs20,000 (RO150) at Thiruvananthapuram airport. The 
government is exploiting us with the help of an age-old law. I saw many 
who were stranded at airport without having enough money to pay duty,- 
Wilson Mathew, who travelled to Thiruvananthapuram from Muscat last 
week, told Times of Oman.

It is a shame that our government is 
sticking to a 1967 rule related to gold when the gold prices  have 
skyrocketed in recent years,- Wilson said, adding that he saw a lot 
people giving the gold to the officials to keep it in the lockers at the
 airport, which they can collect while returning back.

Meanwhile,
 the customs officials have now made it mandatory for the NRIs to 
declare the amount of gold they have before they leave India, as they 
can avoid paying duty on this when they return. Even if the passengers 
lose the receipts provided by the officials, their declaration details 
can found by the official as digital details will be stored by the 
officials.

Recently, the government reduced the maximum allowable
 limit of importing gold as part of baggage from 10kg per passenger to 
1kg and there are certain conditions set by the government to import 
gold as baggage.

A group of parents of students in Indian schools protesting the recent fee

hike, barged into the Board of Directors’ (BoD) meeting at Indian School

Muscat (ISM) in Darsait on Saturday night. The parents and the board

members got into a heated argument over the hike. The BoD meetings on April

2 and April 15, too had witnessed similar situations.



Parents are demanding that the management reconsider its decision on the

hike, bring in transparency in administration of schools and improve

infrastructure.



“They have agreed to discuss the issue and extend the last date for payment

of fee at ISM and have also agreed to show audit reports to parents,” Reji

Lal, a parent, told Muscat Daily.



The last date for fees payment ISM was May 15, while a meeting between the

school management and parents was scheduled on May 16. After the parents

brought this to its notice, the BoD agreed to extend the last date by

another few days



Anant, a parent said, “It is not just the fee hike. There are many issues.

They are not transparent, have not hiked teachers' salaries as claimed and

have scant regard for parents’ views.”

Information obtained from the Goa Police under the Right to Information Act
has confirmed that Goa’s Director General of Police Dr Aditya Arya did
travel to Gokarna in Karnataka on Sunday October 16th. Sought under RTI
were complete details of DGP’s visit to Gokarna along with the log book of
the official Innova vehicle used by the DGP to travel to Gokarna



The Goa Police has however now informed that the DGP’s visit to Gokarna was
an official one and that the DGP had sought verbal permission to leave the
State with his official vehicle. The copies of the log book of the vehicle
also reveals that the DGP’s official vehicle traveled 393 kms on the day it
went to Gokarna.



It however appears that the log book entries were manipulated and that it
needs to be ascertained as to what was the official purpose of the DGP’s
visit to Gokarna.



It has been very categorically already stated by Chief Secretary Mr. Sanjay
Srivastava that no permission was sought by the DGP to leave the State on
the day he traveled to Gokarna. Chief Secretary Mr. Sanjay Srivastava has
already directed the Home department to probe the complaint against
Director General of Police Dr. Aditya Arya of having misused his official
vehicle by traveling to Gokarna on a private picnic.



Government vehicles should be strictly used only for official work. This
misconduct by the DGP was a gross abuse of power and an unnecessary burden
to the State exchequer. DGP Dr Aditya Arya who has been showing his
policemen the movie Singham and lecturing them on Gandhigiri should lead by
example and stop his blatant abuse of power.

We categorically denounce the arrests of the Vanxim Island Activists and their 
custodial detention by the Old Goa Police in strongest terms.
The Police-Developer nexus could only happen with the active connivance of the 
Goa Government Administration.
It is a shame that procedures, rules and regulations are  thrown to the wind 
for influential persons or groups but the so called 'aam aadmi' which phrase 
has been flogged to no end  is made to observe these in letter and spirit and 
at time through the  CANE. The arrests and detention of the Vanxim Activists in 
order to facilitate the illegally conducted  survey tells a sorry story.

Time has come  for asli/true Goans who love Goa and who bleed for Goa to 
question themselves if the so called 'liberation' of Goa,  the Golden Jubilee 
of which event  is sought to be celebrated with fanfare and at exhorbitant 
costs to the exchequer on December 19, 2011 is worth it. Are we, asli/true 
Goans really LIBERATED?. If so, then these arbitary arrests of citizens trying 
to protect their rights does not say so.

Here is a piece of advice to asli/true Goans who want to leave, at least a 
piece of Goa that was,  to their children and their children's children to 
come. And this advice comes from a veteran who has stuck to the HIGHWAY that 
will, in the end, take him to his intended destination, no matter what.

STICK TO THE HIGHWAY - However congested it may seem to be.
Turn Pikes and side roads may seem to be smoother, free of congestion and a 
sure short-cut.
These short-cuts however smooth they may seem will always take you far away 
from your intended DESTINATION.
For asli/true Goans, the DESTINATION is to be free from the clutter of National 
Parties in Goa which are taking her down down down.
The DESTINATION  will be even freer with the attaining of SPECIAL STATUS for 
Goa where Ozone layers from outside Goa will deplete with huge amount of fresh 
Goan air. Remember. HIGHWAY is the BEST and the FASTEST way to reach your 
DESTINATION.
Provided you travel LIGHT,  without the heavy anti-BAMON or the CASTE baggage.

Some observations: Gun fire salute, VIPs, Security Lapse..

I have never been to any State’s funeral before.
I am glad I attended the former Chief Minister’s.
It was nice with Police Brass Band, sort of funeral march etc.
Many Ministers and other VIPs attended.

Just before the burial, there was gun fire salute ceremony.
Looks like some guns did not fire at all nor do I know how many shots there 
should be
But there were 5 gun fire shots in 32 seconds. 
remember seeing at least 9 personnel holding ans pointing their guns up in the 
air at the time

At 55sec, there comes a stranger or intruder  (probably drunk or insane). He 
could be anyone
or the blue carry bag he was carrying could be anything. 
 Family members, VIPs, Ministers and their security personnel were there but it 
seems there was a serious security lapse.
All of us are kept at a distance behind the barricades (about 25 metres away)

In our small State of Goa, our police are so notorious 
that there are atleast two cases per month where 
Goa Police hit headlines for wrong doings viz. 
Corruption, extortion, sex in official vehicle or whilest 
on duty (Baga beach etc), police-drug peddlers nexus, 
direct sale of narcotics (drugs etc), Thefts (Dabolim Airport etc), 
Visiting casinos on duty, beating up innocent people, 
police custodial deaths, having links with the criminals, 
shoddy or biased investigation in death or murder cases etc etc
 

Temporary Suspensions / Transfers of the officers follow 
as soon as the complaints or allegations become public. 
This week (July 11-15, 2011) alone had 3 suspensions 
of police officers viz. PI Jivba Dalvi, PSI Shushant Gawas 
and PSI Prasana Bhagat suspended for extortion etc
and there could be more in this week/month re. Abatement 
to suicide CID Crime branch, Dona Paula.
 

So, what follows suspension then?
- Never ending internal inquiries or departmental investigations, reinstatement 
and even promotions in some cases.
 

You mean only suspensions and no convictions or 
dismissals at all?
- We only read about the suspensions or transfers and 
no news at all on the outcome of the so called investigations. 
Even in the cases that may have hard evidence or caught 
on camera etc.
 

Even those who caught on camera while indulging in oral sex 
in official vehicle?
- That was in 2009, they continue receiving their wages 
and the investigation is still on.
 

What about the Zuari bridge extortion case where 
officers caught red handed by ACB team?
- Again that was in 2009
“on noticing the ACB officials heading towards the 
interceptor vehicle, the traffic police team sped away from 
the scene, but were later caught at Verna.
On searching them we found Rs 5800, which was 
money collected by way of fines imposed, 
but another Rs 12,000 found in their possession 
was unaccounted for. 
Also, seeing us approaching them, one of the traffic 
policeman threw around Rs 2500 into the bushes, which 
was also recovered by the ACB officials,”
All 5, including 1 ASI, 3 PCs  1 Driver are reinstated but 
the investigation is still on (?).
 

Who conduct the so called internal or departmental 
inquiry or investigation?
- Usually by a PI or an officer of a rank of DySp.
 

That’s sounds very funny! How can one dirty officer investigate another dirty 
officer?
- Exactly, particularly when they know each others secrets. 
It’s a well known fact that most of the ill-gotten wealth shared by all from 
top to bottom.
e.g. Protection money from Matka kingpins/agents, 
drugs peddlers, other illegal activities in town and villages etc
 

Well, that’s very tempting! Any vacancies in 
Goa Police Dept?
- Hurry up! There are upto 45 PSI posts up for grab or sale. 
Direct recruitment without going to Valpoi Police School.
 

How much is the going rate?
- Well, there is no fixed rate but it is huge.
In mid 1980’s the same was going for Rs.1 lac, 
so you can work out yourself the prevailing rates.
Here is a tip for you to work out:
At that time a single samosa was sold @35 paise. 
The same now is Rs.5 or more.
 

Who do I contact to?
- Try Home Dept or the minister directly.
In case of difficulty you may dial 100 for assistance.
 

I am definitely going for it. 
Any suggestion or advice on this matter?
- Beware of Lokayukta Bill which if become law..
It will not only recover the loss caused but send you 
to minimum of 5 years of imprisonment (Max life). 
So. Forget about the guaranteed job security here
No endless investigations headed by 
Sp/PI or DySp or SDO/SDM
Lokayukta Preliminary enquiry completes within one month.
Investigation has to be completed within 6 months or in 
any case, not more than one year.
 

Lokayukat Bill? It will never happen in Goa. 
The members who are corrupt themselves will 
never entertain such bills
- It can become a law within 6 months if people desired so.
Lokayukta Bill can be placed in the forthcoming monsoon session of the Goa 
Assembly itself.
Again, it is all depending upon its people including NGOs.

Hand it over to Fred Noronha for his adroit piece in today's Herald on the
issue of Portuguese colonialism. I could not make sense of his opening
paragraph, Hand it over to Goa; and a few other States do it with so much
shamelessness. Even when a supposedly secular Congress government is in
power here, the agenda-setting role gets handed over to communal
ideologies.
To use a pronoun it it has to have a have a previously mentioned thing. I
am not sure if by it Fred means colonialism or communalism. The last
line of the para is ridiculous because only people can set an agenda and not
ideologies.
In para 5, Fred says Still, the recent generation of Portuguese — the
Consul-General was born after 1961 — have shown their willingness express
regret. The regret was, if I remember correctly, expressed in the treaty
the Portuguese signed with India on March 14, 1975, with the Portuguese
acknowledging Indian sovereignty over Goa, Daman and Diu.  The current
Portuguese officials are only reminding the lunatic fringe, as Fred calls
the small pro-Portuguese group, that the matter is closed.
Fred says, They (the Portuguese) ironically used a religion that was born
out of a protest against the Roman Empire to justify their end... It ia a
radical view that Christianity was born in the way Fred mentions. Some
historians aslo maintain that Christianity preceded the birth of Jesus
Christ, but that's another matter.
There are different kinds of historians who look at historical issues from
their own perspectives. Those historians -- and people -- who see Portuguese
colonialism as one of religious bigotry (Fred's words) are free to express
their own views in a free society.
No matter what this tiny fringe (tiny and fringe?) says about the lack of
Portuguese contribution to Goa and Goan life, it is an undeniable fact that
Portuguese presence helped Goans to be westernized, at least the Catholics.
The Marathas, today lionised by the current rulers of Goa who use
post-dated spectacles of 20th century nationalism, undertook frequent
attacks on the region, and probably made life for the locals here. Fred
obviously forgot to qualify life. Did he miss inserting miserable after
life?
Portuguese colonialism will remain a subject with Goans even after another
50 years of its end. It will form part of the narrative discourse of Goa's
past and present historiography.

Youtube has such a programe/software that  can almost instantly 
scan Your uploaded video contents for matching Ids or contents that 
belongs to third party or simply pirated.

When I got a notification from you tube saying that my ‘Utorda Clip’
has a problem, I said to myself  ‘what I have done now?’

At one time, I even doubted ‘Uttordd’ddekars’
Why some one will do this to me?
Was the programe there owned by someone as in  some Goan bands?
I was only putting them on the world map.. and off course, 
providing a bit of entertainment..

Later on,  I discovered  I was wrong to blame anyone.
It was the ‘sound track’ in tune with which the youngster were 
dancing on stage belongs to the third party (e.g. record Company)

Similarly, a clip that I captured  in 2006 on board Sunset Cruise 
too has a problem

The most recent one being ‘Lord of Pearls’ Sept.2010

Even if your video contents  or the sound track is of just a 
few second or even if it is of dead low volume eg. music playing 
in the background which you may not even aware of etc  it can still 
be detected  and you are notified instantly.

See, one can still be a pirate innocently

Those are not into internet or those are fairly new to internet, 
there seems  to be  a trend or a wrong notion amongst them..
If anyone finds out there are some konkani clips on the net 
pirated  directly from Konkani VCD,  for them, the pirate is none 
other than the JoeGoaUk himself.
'JoeGoaUK' reminds them of internet, that's why.

JoeGoaUK may be the first to promote Konkani video on the net but 
he definitely has no dirty mind particulaly when it comes to our 
own Goa or Konkani.  In other words, he is not a hypocrite.

'If Calling a thief a thief really hurts the thief, how much it 
would hurt someone who is not really a thief?

I think, when Indira Gandhi died early 80s, her son Rajiv Gandhi immediately 
sworn In as Prime Minister.  Rajiv then was an active youth congress leader but

The headline itself is contradictory or rather sensational?
 
It says ‘..Portuguese passports holders for the last 
three years face the risk of deletion of their names 
from the electoral rolls’
 
What risk it is talking about?
Portuguese Passport Holders, are they losing their 
properties or bank balances in Goa or what?
 
Once you are a Foreign National, you do not belong here,
I mean, you no longer remain a Indian Citizen here.
So, NO VOTING RIGHTS.
And that’s as simple as that.
 
What risk we are talking about?
Once you acquire Portuguese Passport,  your name is 
automatically stroked off  in the electoral roll.  
If you see details online, you will notice few of the entries 
are deleted (i.e. line strikethrough the entry/name), 
which could either mean the person has moved his 
residence either to another part of Goa/India or moved 
his residence to the lord or another planet.  
It could also mean, the person is no longer a Citizen of 
India. Or moved his residence to Swindon etc

Just found out that you will now see ‘DELETED’ stamp 
against your entry, which means you are ‘disqualified’ 
and letter ‘Q’ is marked  before the epic No. to denote that.

21year old disqualified? Yes, because he too 
acquired Portuguese Passport

There are about 20 such disqualified persons in my 
polling  area during the last one year or so.

So, how do they do that?
Once you acquire Portuguese passport (not Billet d’identidade):

1. You go to Indian Passport office to surrender your Indian 
Passport (if any) for which you are given a receipt or 
a surrender letter.  And you do that not just because it is 
your duty to do but because you needed a proof to show 
at the Immigrations etc at the time of leaving the 
country.  Passport Dept will then pass on your info to 
other Departments including local Election officers/Dept..
 
2. As if above is not enough, you are also required to 
register yourself with the Foreigner Registration Section, 
Police Head Quarters, Panjim.  There again, you give all 
your newly acquired foreign passport details by filling up 
forms in triplicates, pay fees etc and you get a  rubber 
stamp on your new passport in return. 
Usually on last page you will see something like this

 
 ‘ Panaji, Goa
RC No. 302/PORT/2010
Dated 16/08/2010’
 
Once your foreign travel itinerary  fixed/confirmed, you then 
go back to FRO to report your Departure and you will have 
to do this at least one week in advance.
They will then issue you a letter which is also required at 
the immigration.
 
Please note: This auto-deletion in practice for about last 
2 years or so. Those left before that may still have 
their names on the roll. Yet, there may be a few who got 
away with it.

I guess it is an expensive affair to air such channels on Satellite or dish TV.
Currently only available on Cable TV.
 
And I tell you, once it starts airing on satellite/dish TV, 
Cable operator may have to close down their business in Goa.
But this is not likely to happen so soon (or may never happen)
 
We did not go in for Dish TV for the same reason.
We don’t have cable TV either.

 exactly at 10pm.
 Some months ago, at Agassaim Cotta Mansion, the wedding

While the aam aadmi suffers for want of specialised treatment, it has been 
revealed that the health care of ten MLAs elected less than two years ago, has 
cost the public exchequer a whopping more than half a crore of rupees.
Besides getting a salary of around 40,000-plus per month, the MLAs can avail of 
health benefits as provided under Member of Legislature Assembly Act. 
According to official documents, the maximum amount incurred by the Government 
was on the then Congress MLA of Pale Gurudas Gauns for his treatment in Mumbai 
hospital around a year ago. It was a whopping Rs 34 lakh-plus on his treatment 
in Mumbai where he was in the hospital for more than a month.In fact, after he 
complained of some chest pain here, Gauns was shifted to Mumbai where he was 
admitted to Bombay Hospital. Once he recovered from the cardiac-related 
ailment, he was part of a delegation which went to the Far East. However, soon 
after returning from the foreign tour, he again fell sick and was treated for 
heart and kidney complications. After many days in the Intensive Care Unit 
and/Coronary Care Unit, he breathed his last necessitating a by-election which 
his brother Pratap won later. 
The second biggest beneficiary is Aldona MLA and ex-minister Dayanand Narvekar. 
According to official records, he has availed of medical benefits for himself 
and also for his family all amounting to nearly Rs 10 lakh. 
Incidentally, he is the only MLA who has availed of the health scheme, for his 
family members, so far.
Last monsoon, he underwent a knee surgery. That time he was still the minister 
for finance, law and judiciary. It was during this time, that the demand to 
drop him from the Cabinet, was strongly pursued by some leaders here with the 
High Command. And AICC General Secretary B K Hariprasad visited him reportedly 
asking him to resign and explaining the reasons why they were doing so, it 
seems he was on crutches. MLAs’ health @ govt’s wealth
According to his supporters then, if he didn’t have the knee problem or was not 
operated, he would have rushed to Delhi and got the decision reversed through 
his Godfathers there. Interestingly, he blamed Chief Minister Digambar Kamat in 
a media interview later, for his sacking from the cabinet. 
Besides the knee operation he underwent in Mumbai, the knee operation of his 
spouse, treatment of his mother and follow-up treatment, are all covered under 
the scheme. This cost the Government Rs 9,81,736.
The third biggest beneficiary is Home Minister Ravi Naik. The by-pass surgery 
he underwent in Bangalore last year, cost the Government Rs 4.80 lakh.
As reported earlier, Naik was flown to Bangalore from a local hospital where he 
was admitted following complaints of chest pain. Timely treatment helped him to 
come out of the cardiac ailment, doctors said. Naik who lost the crown to 
Digambar Kamat after the 2007 assembly elections, has been less active since he 
underwent the bypass surgery.
For the BJP legislator representing Mormugao, Milind Naik who was not keeping 
well for quite some time as he had coronary problem, the scheme came handy. 
Treatment for coronary artery disease cost the government Rs 4.09 lakh.
On Panchayats Minister Manohar (Babu) Azgaonkar’s treatment for fracture on his 
neck, the cost came to Rs 2.37 lakh.
A “general check-up and follow-up” of Speaker Pratapsing Rane cost the 
Government Rs 65,630. The cost incurred on Santa Cruz MLA Victoria Fernandes 
for treating her hypertension problem was Rs 18,489. After her attempt to 
resign from membership of the assembly in order to join the new dispensation 
which was planned to be formed under the leadership of Manohar Parrikar in July 
2007, Mummy has not been keeping well on and off. More than one year ago, 
deputy speaker and Cortalim MLA Mauvin Godinho was treated for rib injury 
costing the State exchequer Rs 17,390.
Similarly, BJP’s Damu Naik (Fatorda) submitted bills for MRI scan of his spine 
amounting to Rs 7656 while the cost of treatment for hypertension and diabetes 
of Anant Shet (Mayem) was Rs 8448.
The scheme initially provided for medical benefits only for the 

legislator but a few years ago, it was amended to take care of 

the family members as well. 
SPEAKER: As per the provisions of the Act, the Speaker has powers 

to sanction medical bills upto an amount of Rs 3 lakh. For 

amounts exceeding Rs 3 lakh, the medical bills are referred to a 

panel consisting of the Chief Minister, Speaker and Opposition 

Leader for sanction.
EX-MLAs: There are 50 former legislators who have availed of the 

medical benefits over the years. For various types of ailments, 

the cost incurred by the government is a whopping Rs 4.27 crore.

 Both Arwin and George's take on Goan, and by extension,
 Indian politics understandly smacks of lack of deep
 knowledge of the Indian political system. Saying that
 national parties are only bent on destroying Goa is an
 outrageous statement. It belies the ignorance of political
 ignorance.
 First, why are politcal parties formed and what are their
 purposes? No matter whether they are national, regional or
 state level parties, their prime motive is to win the right
 to rule. How they do it is another matter. Some go to
 extreme levels of intimidation, some indulge in bribing,
 some make false promises.
 On this Easter day, we need to contemplate who are the
 false prophets and then deal them the treatment they
 deserve. If Congress makes false promises, the people must
 be made aware, if they are not aware already, of how they
 party has betrayed their promises in the past. A laundry
 list of such false or empty promises could be printed in
 newspapers and given wide publicity through all posible
 mediums. Same goes to BJP or the NCP.
 At the state level, turn to the UGDP, the Save Goa Front
 and the MGP. Their manifestoes state what they stand for.
 That's all in print which is forgotten once they get into
 power.
 The voter is left with little choice among the national
 parties and the local parties. Even independents need to be
 under voter scrutiny. I do not know how many independents
 are contesting the Goa elections and how among them are
 credible. In the past, the independents, once elected, are
 quick to join the parties either because their numbers make
 the difference to some parties. They are bribed or made
 ministers if they switch to a party which is helped in
 gaining the necessary number to form the government.
 So, there is no hard and fast rule on how the parties
 should behave. True, each party must have ethical guidelines
 and, even if they have, it is imperative that they follow
 them. But does this happen? The straight answer is a big
 NO.
 It does not matter if there is a Third Front or a Fourth
 Front. These are just name blocs that lose their meaning and
 motive once the elections are over or till the next
 elections when new blocs with either same name or same
 players or different names with different players or some of
 the some players are formed. 
 Indian politics is a merry-go-round. You hop on one hobby
 horse and then jump on to the next on the next round. Goan
 politics is the miniature form of the national game. Goa is
 a bit player in the national framework. Goa's voice through
 its elected represensatives in Delhi or as the government as
 a whole does not carry much weight. This is a fact Goans
 must be comfortable with.
 Selfish politicians in Goa have made hay. Name one
 polticians who has not made enough money for himself and, at
 least, for his close family members and close associates.
 While other states have mega-circuses, Goa is content with
 its own dhirio and khell-tiatrs in the political arena.
 Goa-based Goans would probably laugh a bit at suggestions
 coming from foreign-based Goans. Though political commentary
 is free, what counts is the vote. The question arises who is
 the ideal candidate deserving the votes. If any candidate
 fits the bill, let me know.

Much-awaited Goa Tiatr Academy opens today 
Tomazinho says it will help improve artistes’ performance 

The inauguration of the much-awaited Goa Tiatr Academy on Monday will mark yet 
another chapter in the 117-year-old history of Konkani Tiatr – the most popular 
drama form in the State. GUILHERME ALMEIDA takes a look at the aims and 
objectives of Tiatr Academy and finds out from the President of the Academy, 
Tomazinho Cardozo the significance of the institution.
A glance at the Constitution of Goa Tiatr Academy reveals that the Academy aims 
at fostering and developing Tiatr and its dances, music, song and literature, 
more particularly Konkani literature in Roman Script
The Academy is expected to play an important role to encourage the setting up 
of institutions to impart training in the art of Tiatr, including instruction 
in acting, direction, stage setting, light effects, sound effects, Tiatr music, 
script writing, production of lays and all other aspects related to Tiatr.
Says President of Goa Tiatr Academy, Tomazinho Cardozo: “No doubt, Tiatrs have 
survived without official support in the Portuguese era and the post-Liberation 
period. But the Academy offers big scope to bring further improvement in this 
theatre form of art by raising the standard on par with other forms of art”.
Promoting Tiatr and carrying out research in the field of Tiatr, its music, 
dances, songs and literature is another important function the Academy will 
perform, besides encouraging exchange of ideas and techniques between various 
part of Goa with regard to dance, music, song and literature related to Tiatr.
Another notable objective of the Academy is to publish literature and establish 
a library and museum. The Academy will establish and maintain its own model 
institutions for studies and research work in Tiatr and its dance, music, song 
and literature.
Encouragement in the development of dramatic activities in Children’s Tiatr in 
its various forms and promoting cultural exchanges in the field of Tiatr and 
its dance, music, song and literature with other States, and organizing Tiatr 
Festivals are amongst the host of objectives of the Goa Tiatr Academy.
The Academy will assist meritorious organizations working in the field of Tiatr 
and encourage and assist production of new Tiatr by awarding prizes and 
distinctions.
What Goa Tiatr Academy President Tomazinho Cardozo has to say on the Academy. 
Excerpts.
How do you feel over the inauguration of the Academy?
I am happy and glad that the Tiatr Academy is finally taking shape. It should 
have happened long ago. Credit must go to Chief Minister, Digambar Kamat as he 
not just promised the Academy, but fulfilled the promise.
In what way would the Academy give a boost to the Tiatr in Goa?
Tiatr is a popular form of art in Goa. Despite commercial success, the Tiatr is 
not well developed as far as stage settings, acting, directions, light effects 
is concerned. The Academy would hold workshops and seminars to the artistes to 
further improve their performance on stage.
Do you have special scheme in mind to tap hidden talent through the Academy?
Yes. A decade-and-half ago, Tiatr produced and directed by local villagers was 
part and parcel of village Feasts. Today, this is not so. We have to revive 
this long tradition through a scheme to encourage villagers to produce Tiatr 
and in the process tap the hidden talents.
It is said that the Government grant of Rs 15 lakhs is a small amount 
considering the work that lies ahead of the Academy.
The Rs 15 lakh grant is an initial grant. I am confident that the Government 
would sanction more grants to implement schemes and program worked out by the 
Academy.
What is your message on the occasion of the inauguration of the Academy?
My message is simple. All Tiatr artistes should come together and support the 
Goa Tiatr Academy in order to protect and preserve the Tiatr for posterity.

Wow !  What a show !!! Hats off to Jennifer Santimano, the Cultural
Sub-committee and all those who contributed to its success. Wasn't there a
sense of perfectionism and a touch of class?

The opening prayer by Fr. Albert, unveiling of the GCO logo and the
introductory speeches set the right tone for the GCO launch. The
professional comperes Jocelle and Makushla combined beautifully and ensured
a lively evening. The music, thanx to GoAfrica and DJ Nigel, had everybody
on their toes, some till 2 am! The climax was the Dekhni. So many prizes to
carry home. And finally the Goan meal - delicious and plentiful. The high
standard of this function has set the benchmark for future GCO programs.

Thanx to all the Goans in Oman for your great support to this endeavour.
Your presence in such large numbers was truly encouraging.

Recently, one of our eminent politicians suggested
that the territory of Goa be expanded to include the
predominantly Konkani-speaking talukas of Karwar and
Joida in adjoining Karnataka. Our burgeoning
population is cited as the reason why this merger
would be a ‘good idea’. These areas have the potential
to attract tourists and, more importantly, investment
to set up SEZs.
I have no problem with preserving the Konkani
traditions of our state, but we must take cognisance
of the root cause of this proposal. Survey statistics
suggest there has been a notable drop in people who
cite Konkani as their mother tongue. So a merger with
these talukas will increase the Konkani-speaking
people and preserve the Goan tradition.
Isn’t that ‘logical’? It is such warped thinking by
our policy making politicians that has landed us in
the mess we are in today. 
Let us take a moment to examine the real issues here.
Goa is perceived as a paradise. There is a rush to buy
land here. When I travel in India and let slip that
I’m a Goan, there are always excited queries about
rave parties and the availability of land. 
The ‘Mundkar Act’, a populist legislation, is causing
Goans to sell off their lands as persistent claims by
greedy tenants cause nothing but frustration. With
rapidly escalating land prices, unscrupulous builders
step in and ‘legally’ purchase land at exorbitant
rates making efforts to dislodge them difficult. Their
‘residential complexes’ are far too costly for the niz
Goenkar. 
The migrant influx has steeped into our society. Slums
supported by corrupt politicians, who use them as vote
banks, are spreading. The limited infrastructure is
crumbling and filth and garbage escalating. The
prevailing scenario indicates communal clashes in the
near future.
It is reminiscent of erstwhile Bombay, where the
indigenous Koli populace was swamped by migrants; the
invading numbers reduced them to a stark minority. 
We have to demand special status as our state joined
the union of India only in 1961, more than 10 years
after India adopted its Constitution. We must seek
stringent immigration laws, as well as check the
indiscriminate drugs and construction menaces. I don’t
want to be perceived as a doomsday prophet, but if
action is not forthcoming, get ready to say ‘goodbye
Goa, welcome Mumbai’.

South Goa nowadays is heading for a water problem.
Most of the natural water resources are drying up and
the people have to rely on a supply of water through
tankers. In the years to come – may be after five or
10 years – the problem will be much worse if no
immediate measures are taken by the administration
now.
The main source of water supply to the whole of South
Goa is from the Selaulim dam, which falls in Sanguem
taluka. If the pipeline bursts, the whole of South Goa
runs dry, particularly Salcete, where most of the
natural sources of water have been destroyed, and the
rest are on the verge of destruction; the water is not
suitable for consumption. 
In the catchment area of the Salaulim dam, there are
dozens of illegal mining operations. Some of the mines
directly dump mining rejects in the Salaulim water
bodies. The way mining is going on in the catchment
area, after about five to 10 years siltation will
drastically reduce the water storage capacity of the
dam. 
In any case, reckless mining in Sanguem and Quepem is
destroying acquifiers that store fresh water in the
hills and plateaus, which percolates into rivers,
springs, nullahs, etc. Demand for fresh water will
continue to increase, but water storage bodies will
continue to reduce, resulting in an imbalance and
crisis. Even today, some parts of Salcete, Quepem and
Sanguem have water problem despite the Selaulim water
pipeline, and most big hotels, industries, etc, in
Salcete have dug borewells. Even the water supplied by
PWD tankers in Salcete is from borewells, which means
millions of litres of fresh water is pumped everyday.
This will ultimately result in an imbalance in the
groundwater in Salcete, and may lead to ingress of
saline water into underground acqufiers, which will
further aggravate the water problem. In order to
prevent serious water shortages in South Goa in the
near future, it is necessary to keep a strict vigil on
reckless mining. Otherwise, God help South Goa!

Wake up my Goan brothers and sisters residing within
500 meters of the High Tide Line (HTL) of our
beautiful coastal belt.
For many years most of you have voted and kept in
power the corrupt and anti-Goans Congress rule and
today you are facing the fruit of it in the form of
Coastal Regulation Zone (CRZ) Act, a law passed by the
Congress Government without taking the views of the
people living on the coastal belt.
Now through the petition of Goa Foundation by Norma
Alvares, the Bombay High Court has requested the
concerned authority to identify all types of
structures within the CRZ areas built after 1991, but
the overzealous administrators of Panchayats and
Municipalities are terrorising the people of the Goa
coastal belt by threatening to demolish their homes
without following the proper method of surveying of
their homes from the last three decades. Not a single
Congress legislator has come forward to guide or help
these people.
Most of the star Hotels and other commercial
establishments have come up across the Goa coastal
belt within last two decades, but homes and properties
of Goans exist in this area much before. The Goa
Foundation should put strong cases against the star
hotels and other commercial establishments, which are
damaging the environment and creating all types of
nonsense on the beaches. 
I request all Goans staying in the coastal belt to get
united to fight the unjust Congress Law (CRZ) before
your children and families are thrown out on the
roads. Let the Goa Foundation and the Bombay High
court first demolish all star hotels and commercial
establishments before they touch our homes.

 Chief Minister Digambar Kamat may have all the
 tactful
 and diplomatic skills but the power supply situation
 in Goa has not improved in spite of him being at the
 helm of the Power Ministry for over six years.
 
 Constant power failures and voltage fluctuations in
 spite of all the so called upgrading of the
 infrastructure is a matter of concern. Is one to
 presume that all the transformers, feeders and
 cables
 being installed are sub-standard?
 
 Over the last few years I have had to wake up the
 ever
 so obliging Digambar Kamat in the early hours of the
 morning to complain about power failures. Even last
 week I had to pick up the phone after midnight and
 Digambar as usual was very polite.I had probably not
 disturbed his sleep as he was himself having
 sleepless
 nights cobbling the cabinet expansion.
 
 In Digambar Kamat's bio data on the Goa Information
 Department web site it states that his special
 interest is ?helping needy people?. Please give us
 the
 uninterrupted light we desperately need though we
 are
 fully aware that politicians prefer to operate under
 the cover of darkness.

PANJIM, OCT 3 -  While the Sudin Dhavlikar hatao
campaign received full support from Congmen today, the
special  meeting also generated much heat and dust.
It was Deputy Speaker and Santa Cruz MLA Victoria
Fernandes who took off on her bete noire, Town 
Country Planning Minister Babush Monserrate and
charged the CM Pratapsing Rane and Congress president
Ravi Naik “of getting scared of  Babush.” 
Before the resolution could be taken against the PWD
Minister, Mrs Fernandes said she was not against the
resolution but it should not be targeted against
Dhavlikar alone. 
Pointing at Babush, she asked Ravi why the party
doesn’t take similar action against leaders like
Babush who she alleged is working against her in her
own Santa Cruz constituency.
As it was at the fag end of the meeting, the chief
minister tried to leave the  but Mrs Fernandes made
him take his seat.
Getting emotional, she said no one wants to criticise
Babush as everyone is scared of him, because of money
and muscle power.
There were also some critical comments made against
MGP president Pandurang Raut for his comments that
Congress ministers are corrupt as reported by a
vernacular newspaper. 
When one member took it up, Congress vice-president
Moti Desai said why should the member be hurt by
Raut’s comments when Churchill has been saying the
same for long. 
“Why are you not demanding action against him?”, he
asked and was supported by IT Minister Dayanand
Narvekar.

I am neither a writer nor reader of Konkani. The
Konkani I speak, hybrid with Portuguese words,
strained to my regret and shame, is not even fluent
and easy. If a Konkani publication is gifted to me I
cannot understand most words in a sentence. Thus I
must be considered as a person with no bias, in favour
or against of the subject of script of the Konkani
language now in turmoil. 

Presuming that the eminent priests Fr James Couto,
teacher of Konkani at the Saligao Seminary, Fr.
Mousinho de Ataide, Professor of Canon Law at the
Rachol Seminary, Fr. Lino Florindo, Professor and Dean
of Theology, Pilar Seminary and my friend Fr. Moreno
de Souza, editor of Konkani Roti thus most affected in
the script and who must have learnt Konkani in Roman
script, feel and support Nagri script and that the
official language Act should be left untouched, is a
matter that deserves serious attention of the Roman
script apostles. 
Thinking and highly educated persons such as Tomazinho
Cardozo and Wilson Mazarelo must not be moved by
emotion but by the point the others have made about
the Nagri script, bringing Hindus and Christians
further together, their existing oneness being the
trump card of Goa, cherished by the people of Indian
and the Central Government. Prince Jacob may be very
popular Konkani playwright and actor but can he claim
to be an intellectual like the above mentioned
priests? His threat to the Government would have been
justifiable if the Government had prevented the
tiatrists from functioning. 
Use of Roman script is not banned. Besides, only a
section of the population is tiatr aficionados. Not
the majority. And in what script the much revered
Shenoi Goembab whose memory is celebrated every year
by great éclat, must have written? Certainly the
demand of the Roman script writers for equal
assistance financial or technical has legitimacy and
thus deserves support of all. 
But this is another matter. The Roman script adherents
must also think of the future. Their children who have
now learnt the Nagri script in schools will write
plays and songs in this script. It is with pride and
affection that the Konkaniwadis embraced the Konkani
speakers of Kerala, Tamil Nadu, Karnataka, each
writing Konkani in the script of their mother tongue.
They now support Nagri for Konkani for greater
expansion. This must not be overlooked. 
Government must remain firm and not give in to street
hooliganism. The tiatrists must know or shown their
place.

BRASILIA, SEPT 13 (PTI) — It was popular pop and rock artist Remo Fernandes’ 
evening all the way when he performed for a select audience of top leaders from
India, Brazil and South Africa hosted by Commere Minister Kamal Nath on the 
eve of the first summit of the IBSA forum here.

Fernandes, a Goan, presented a mix of pop and rock numbers in Konkani and 
Portuguese, the dominant language of Brazil which shares a common history of
Portugese colonization with the Indian state, and delighted the audience which 
longed for more from him. When he signalled the end of his concert, the 
audience shouted Humma, Humma, a famous playback song of his in
the film Bombay. He promised to sing only on the condition that the entire 
audience should dance to its beats. Eventually when he did they lapped it up.
The audience, including Brazilian Foreign Minister Calso Amorin, enjoyed every 
bit of it. Amorin took the floor accompanied by his wife while host Kamal Nath

At one point when a thirsty Remo drank water from a bottle, someone from the 
balcony shouted “you drink feni (a drink made from cashew fruit) in Goa”.
He shot back, of course, in an equally lighter vein “I don’t drink feni in my 
office. Do you?”, and after a pause added “the stage is my office”.

After he finished rendition of a Portuguese Brazilian song, he got a chit from 
the foreign minister which he read out saying “now the minister has promised 
that he will take personal clearance of his visa”. He apparently had sought 
extension of his visa.

The gathering gave him a standing ovation at the end of the concert that was 
held under the aegis of India Brand Equity Fund.

MARGAO, SEPT 9 — South Goa MP Churchill Alemao appears
set to take on the Congress-led  government in the
State on a host of issues as he has called a
convention of party workers from South Goa later this
month and made it quite clear that the people will
decide his political future — whether he should
continue with the Congress or quit the party.


The MP also announced his decision to contest the
Assembly polls, but left it to the people to decide
where and on which party to contest, saying “the
people are my real source of strength and not the
political parties”.
“The government has failed to scrap the Mopa airport
or the Expressway highway and has not met the demand
for Konkani in Roman script or implemented the Public
Distribution scheme. The workers meeting will advised
me on the next course of action”, an unhappy Alemao
told a press conference today.
Apparently isolated in the Congress party circles in
recent times, Alemao said he does not care for leaders
when he banks on the common man for support. “Certain
Congress leaders are jealous of my rise in politics.
They are trying to checkmate me at every level, but
has failed”, he said, when asked why he suddenly
stands isolated in the Congress party.
Alemao said the Congress workers convention on
September 23 at Margao will apprise the workers on the
government’s performance on several areas, but
refrained from blaming Chief Minister Pratapsing Rane
for the situation. “Rane is being pressurised by
vested people in the government”, he claimed.
Asked whether he has the authority to convene a
workers convention, Alemao shot back “no one can stop
me from calling such a convention”. When pointed out
that the Congress may deny him the Assembly ticket
since he is an MP, Alemao shot back “I do not depend
on parties to contest election. The people will decide
my ticket and my future”.
Asked to react to reports that he is only bidding time
to quit the Congress and float a party, Alemao said “I
am not saying that I am leaving the party, But, this
question again will be decided by the people”.

 will be no room for the next generation in Goa.
 
 Goa is currently suffering from the worst levels of
 corruption that has crept into every area of
 governance, with every government job being
 auctioned
 to the highest bidder.

– Morjim in Pernem taluka seems to be a favourite
destination for foreigners of non-Indian origin as
several plots aggregating around 28,000 sq mts has
been purchased by them. 
Most of them have formed tourism-related companies, as
per the statistics of land purchased by them since
June 2000 under the Foreign Exchange Management Act
(FEMA) which was enacted by the erstwhile NDA
government at the Centre. 
The information was furnished by the Pernem Mamlatdar,
Surendra F Naik under Right to Information Act to
National Youth Congress president, Rajan Ghate, who is
running a campaign against the sale of property to
foreign nationals of non-Indian origin. 
Among the foreigners of non-Indian origin, Russians
seem to be dominating the market.
Going into the details of land purchased by
foreigners, Leonid Beyzer and Valiulim Rashid of True
Axis Resorts Pvt Ltd had purchased 19,906 sq mts land
bearing survey No 119/3.
Beyzer, meanwhile, is also a director of Artlibori
Resorts Pvt Ltd, an Indian registered company which
has bought two plots, one admeasuring 3065 sq mts in
survey no 131/1 and another admeasuring 1157 sq mts in
58/8. The applications for mutations in all the three
cases were disposed off on November 13, 2005.
In another case M/s Hansa Tourist Development Pvt Ltd,
an Indian registered company, through its directors
Alf Mario Hansen and Petra Susanne Kohler of Germany
have bought 961 sq mts land under survey No 287/19 in
Mandrem, the mutation of which was done in May this
year.
Britisher, Photis Kally, Jivana Health Resorts Pvt Ltd
is also learnt to have purchased 3,000 sq mts land,
the mutation for which was completed in 2004.
In yet another case a group of Indians including an US
national Rev A Walter Picardo have purchased 2000 sq
mt land at Corgao a year ago. 
Pramod Jolly of Austria is also learnt to have
purchased more than 1000 sq mt of land in Morjim.
However, his application for purchase of another 600
mts is still pending before the Pernem Mamlatdar. 
Similarly, a mutation application of Leela Art gallery
through Korea nationals is also pending before the

MARGAO, JUNE 22 - MP Churchill Alemao has urged the
Pratapsing Rane government to engage Japanese
consultants to ascertain the status of the Zuari
bridge, saying the government should immediately go
for a bailey bridge if the existing bridge is found
weak.

Briefing newsmen, Alemao said the Rane government
should convene a Cabinet meeting to adopt a resolution
and forward the same to the concerned Union ministers
and leaders to get funds for a new bridge from the
Centre. “Mere writing of letters will not help in
getting a new bridge. A Cabinet resolution will set
the process going”, he added.
Meanwhile, Alemao has warned that the Save Dabolim
Action Committee will intensify the agitation during
the monsoons if the government does not come out with
explanation on the delays in expanding the Dabolim
Airport.
“If the government does not take up expansion of the
airport, we will be forced to intensify our
agitation”, he said, adding that the government will
be solely responsible for any untoward incident.
Saying that the Union Government has asked Navy to
provide nine acres of land for the airport expansion,
Alemao, however, demanded to know the delays in
expanding the airport.
According to Alemao, the Dabolim airport can have a
spacious terminal, besides four aerobridges as part of
the expansion plans.
“The government should tell why and who is delaying
the expansion works”, he said, adding that he favours
shifting of the naval base from Goa to save Vasco from
a disaster.
The MP also reiterated his demand that the Rane
government provide subsidised rice and sugar to the
poorer sections of the society a la Tamil Nadu.
SSA: MP Churchill Alemao again charged Education
Minister, Luizinho Faleiro for taking cheap publicity
vis-à-vis the Sarva Shiksha Abhiyan.
Producing copies of the “Consolidated Course material”
for Std V released in October 2005, Alemao sought to
know how Faleiro’s photograph and message could appear
on the first few pages of the book.
“Was Faleiro a part of the faculty who prepared the
consolidate course material. Is this not publicity”,
he said, but added that he do not demand resignation
of the Education Minister on this matter.
Meanwhile, BJP MLA Damu has demanded the resignation
of Education Minister, Luizinho Faleiro, for what he
claims as ill-conceived decision taken on the grading
system vis-à-vis science subject.
