South India* *By Prof. Dr. Ines **Ž**upanov* Two European missionary teams, one Catholic and the other Protestant, encountered each other in the Tamil country in the first decade of the eighteenth century. They acted and thought that their goals were irreconcilable, even if the Protestants in Tranquebar admitted that the Catholic Jesuit proselytism in the region had been efficient as “*preparatio evangelicae*” for the Protestant mission. Jesuits and Pietists were not only rivals, they also collaborated, uneasily and unequally, in collecting, processing and disseminating knowledge. Missionary linguistic and medico-botanical expertise was considered an indispensable proselytizing tool, in addition to showcasing their “scientific” achievements, admired and envied in Europe. Both Pietists and Jesuits of this period were fighting the early Enlightenment atheists, while feeding them the materials from the missions. Both missionary groups were also victims of the Enlightenment historiography. This lecture is an exploratory effort at connecting historiographies and histories of the missionary agents that have for long been considered in watertight compartments created by their hagiographers or detractors. My aim is to open a dialogue between these missionary experiences and work out visible and invisible links between the Pietists and Jesuits in South India during the early eighteenth century. *Županov, Ines *is Senior Research Fellow at the CNRS in Paris and a former director of the *Centre d’études de l’Inde/l’Asie du Sud *(CNRS-EHESS). Currently she is a Fellow at the Center for Social Sciences and Humanities in New Delhi. She is a social /cultural historian of Catholic missions in South Asia and has also worked on other topics related to Portuguese empire. This revival is mirrored by the similar trendiness involving India’s image in Portugal. As a younger generation takes the scene, there is a burgeoning interest in India, its culture, traditions and language. Never before have so many Portuguese taken yoga, tabla or Hindi lessons. A variety of factors explain this new interest. First, this new generation of Portuguese is no longer hostage to the political hostility that tainted the image of India in the minds of many older Portuguese after 1961. The “loss” of Goa marked the beginning of the end of the Portuguese colonial empire, and that traumatic process only ended with the transfer of Macau to Chinese sovereignty in 1999 and the independence of Timor-Leste. Second, with Portugal’s economic development after joining the European Union in 1986, new purchasing power enabled an unprecedented number of Portuguese to travel beyond just Spain or Europe – and Goa, the Taj Mahal, Rajasthan and other sights and monuments of “the land of contrasts” have naturally been a favorite destination. Third, the new interest for India is also observed in the cultural panorama. Besides the extraordinary Orient Museum, Lisbon’s Hindu temple, for example, now offers a variety of programs that attract a large number of Portuguese youth. Ten years ago, people would often refer to the temple as “that strange building” – but now it has a “cool” identity as the “templo Hindu” whose canteen serves delicious thalis. Finally, the advent of a neo-hippie culture, and the growing interest in various yoga traditions, and “oriental” spiritualism and mysticism such as ISKCON, was not missed by mainstream entrepreneurs, as testified in several India-themed soap operas such as “Fascínios,” which is set in the Catholic Goa of 1961 (and where characters great each other with “Namaste”). This rediscovery of India was also facilitated by the arrival of an unprecedented number of Indian immigrants who settled in Portugal over the last two decades. Unlike preceding generations of Indian origin, mostly Goans and Gujaratis from colonial Mozambique, these new immigrants came directly from the “new” India, thus helping to refresh the country’s image. For the Goan community, in particular, all this was profoundly unsettling. It meant a difficult choice. The natural temptation, especially for the older generations, was to cling on to promoting a distinctively Goan identity understood to be markedly different from other Indian identities because of the Portuguese connection. For others, however, especially younger Goans, Portugal’s rediscovery of India offered them with a unique opportunity to articulate their visibly ethnic and often also cultural difference as part of this new, trendy India that was finding so many admirers. This “superpower”, “rising”, but also “spiritual” India offered the perfect bandwagon to attach one’s difference to. Instead of taking on the trouble to explain unknown “Goa” to your classmates, it was now much easier to claim the “India” tag as a valuable social asset. Willingly or not, Goans in Portugal were thus effectively Indianized, and that came at a price. For the simplistic, and often also Orientalist Portuguese approach, India was certainly the clichéd “land of contrasts” and Goans were necessarily expected to offer a representation of that imagined India. The most notable example of this process are the music and dance performances by the Goan community groups “Ekvat” and “Suryá” across the country and on TV, where they are often presented as “typical” examples of Indian music and dance and asked to adjust their rich and unique traditional Goan repertoire to conform to expectations and preconceptions about the sounds, colors and movements of the “Bollywood India”. It is painful to see those uniquely Goan voices, steps and melodies being presented and adapted so as to conform to Portuguese stereotypes about India. At the same time, however, their willingness to compromise and to be placed under the larger umbrella of Portugal’s imagined “India” has paradoxically also liberated many young Goans from the quixotic identity battle fought by their parents. The Goan View from Afar - Constantino Xavier http://www.thegoan.net/View-From-Afar/The-young-radicals/Column-Post/00220.html May 18, 2013 Ten or twenty years ago, “anti-India” feelings in Goa would be restricted to a marginal and minority group of people. Mostly elderly “armchair activists”, they were either simply ignored or accused of harboring resent for the 1961 liberation and a nostalgia for the “good old times” under the Portuguese colonial regime. Those few that then denounced uncontrolled immigration from the rest of the country, surging crime rates, environmental degradation, or the collapse of a truly civil society, were immediately labeled as “pro-Portuguese” – which, by default also meant “anti-Indian” – and also as reactionaries unable to come to terms with the undeniable economic progress Goa has experienced in the last five decades. There is no doubt that many older Goans nurture a deep resentment against what happened in 1961. I have written before that India’s military action offered Goa a valuable negative liberty from the oppression of a colonial and fascist regime in Lisbon, but, at the same time, that annexation through conquest also denied Goans the agency to conquer their positive liberty, for example by freely deciding their political fate within or without either Portugal or India. What is new today, however, is how this resentment is growing well beyond a tiny declining group of elderly Goans. The many Goa groups on Facebook offer a good sample of these voices. There you will find comments that may not be overtly ant-Indian, but often extremist in their denunciation of non-Goan tourists and immigrants who visit or settle in the state – “ghantis” and “bhingtas”. The trendiest phrase around seems to be to describe Goa as India’s “colony” which reflects these youth’s dangerous ignorance about the true history and nature of colonialism. This sentiment is also fueling demands for special status, mainly under the umbrella of the Goa Movement for Special Status. Just ten years ago, people would laugh at that idea, then made by only a handful of anonymous activists. Today, it is the rallying cry of all major parties. Similarly, while opposition to the new (second) international airport at Mopa, in the extreme North of the state dates back several years, it is now succeeding in galvanizing the public against the Navy, which controls the originally civilian Dabolim airport since 1962 and is thus being pressured to move to INS Kadamba in Karwar. All this indicates unprecedented levels of mobiliaation among Goan youth, which are adopting more radical causes and slogans that, only a few years ago, were absolutely unthinkable. When, in 2007, at the height of the Save Goa movement, I met a young Goan who professed his “hatred” against India and called Goa his “only motherland” I thought of him as a curious and rare exception – a “radical”. I am no longer sure he is that much of a loner today. Often the root of such discontent is a very specific issue, however small or complex: lack of professional and education opportunities; illegal land conversion and environmental degradation; the rise in urban slums for immigrants; the surge in violent crime and insecurity associated to gangs; the beach belt colonized by Russians and foreign mafias; the unruly social and sexual behavior of drunk Indian tourists on the beaches and narrow roads; or maybe even a small, personal experience of alienation – simply because, as Samuel Huntington reminded us, “for peoples seeking identity and reinventing ethnicity, enemies are essential”. As these young Goans struggle with their identity in a society undergoing rapid and massive transformation, many will not resist the temptation to create new enemies. It remains to be seen to what extent democratic politics and civil society will be able to respond to this extreme discontent. As an outside observer, I can only monitor these trends – and confess my worries at the alarming radicalisation of a cross-section of young Goans, independent of their caste, class and religion. Xenophobia, bigotry and violence have only rarely found fertile ground in a Goa that for centuries has been a cosmopolitan and liberal melting pot for different cultures and identities. As usual, India’s ever sensationalist media accused the government of being unable or unwilling to counter the incursion. And, once again, India’s relations with China fell prey to hyperventilation, shouting matches and finger pointing on TV, missing the bigger, long-term picture. Here’s one example of how this incident may be, in a curious way, linked to mining in Goa and shortcomings in India’s developmental strategy: We know little about the Chinese military campsite, but it is probable that the steel poles and stakes that hold the PLA tents, as well as the officers’ steel spikes were manufactured with Indian iron ore. In 2010, India was one of China’s top three iron ore suppliers, with 90% of its exports ending up in Chinese factories (98% of mined iron ore is used in steel production, both for civil and military purposes). And to put this into perspective, China alone consumes almost two-thirds of the world’s total iron ore, India being the world’s third largest exporter. We’re told that a country has a good trade policy when it explores its comparative advantage by exporting resources, goods or services it produces more efficiently in exchange for resources, goods or services that are more costly to source domestically. So, at least in principle, there’s nothing wrong in India supplying its abundant iron ore at cheap prices to China. The hidden problem, however, resides in what economists call externalities: the invisible costs of production of a certain good (or extraction of a natural resource) to environmental, health and other public goods. In the mining sector these externalities are mostly negative (a burden), especially in a small and ecologically sensitive state as Goa, which accounts for an extraordinary share (up to half) of India’s iron ore exports. In the mid-2000s, booming China’s demand for iron ore increased dramatically, and thus so did supply from Goa, where illegal mining flourished overnight. This led to a devastating surge in negative externalities, including the collapse of vast parts of the ecosystem in the hilly hinterland, the silting of rivers and drinking water sources, massive landslides and floods, violation of labor rights (mostly immigrants from Karnataka), social and religious conflict, and a thriving mining mafia engaged in a variety of criminal activities. Despite all this, New Delhi in 2011 overrode expert recommendations and proposals for a partial mining and export ban in Goa in the interest of not further increasing India’s immense trade deficit with China. This show went on until the Supreme Court finally entered the scene and enforced a ban on all mining in the state. Unfortunately, this threw out the baby with the bathing water, stopping not only illegal activities, but forcing also legal and socially responsible companies to cease operations and thus also disrupting state finances. Naturally, all this was of no concern whatsoever to China, which moved elsewhere to source its iron ore. Thus, instead of a timely regulatory effort in the mining sector in the early 2000s, which would have limited export supplies, imposed taxes to offset negative externalities, and enforced closure of illegal activities, India ended up effectively subsidizing China’s economic (and military) development for almost a decade. The ultimate irony is that China sits on some of the world’s largest iron ore reserves, which it prefers to save for a rainy day. According to one official estimate, illegal mining cost Goa alone a whopping $6.5 billion in lost revenues between 2006 and 2011. This does not factor in the immense long-term social and economic costs of illegal mining, which devastated large parts of the state. MALABAR UNITED, INDIAN STRIKERS, UNITED FRIENDS AND DON BOSCO ORATORY SHARE SPOILS IN KIFF LEAGUE FOR 2012-2013 Day 3 of the KIFF league for the Late JP D’Mello Rolling Trophy kicked off in humid conditions on 19th October 2012 at the MOH Sabah grounds in Kuwait with four matches. In the first match of Group A, two strong teams from South India, Malabar United and Indian Strikers locked horns. Malabar United after losing the first match started strongly, but Indian Strikers held firm. Indian Strikers went ahead early through Haris Kunnammal. Malabar United equalized through Jibhu after a spot kick was awarded. In the second half Dunston put Indian Striker ahead. As the match was heading towards a draw, Malabar United equalized through Jayan to share the spoils. Man of the Match was awarded to Jagadeesh of Malabar United. The match was supervised by Christopher and assisted by Mubarak and Simon. The second match in Group B was between Skynet Raiders and YRC Rising Stars. Skynet after the setback in the 1st round started positively and were awarded a penalty which Tiago converted. Five minutes later Skynet increased their lead through Sunny. In the second half Manuel scored a brace to end a comfortable win for Skynet and keep alive their hopes for qualification. YRC Rising Stars did make forays into Skynet to reduce the deficit, but could not breach the tight Skynet defense. Man of the Match was awarded to Manuel of Skynet Raiders. The proceedings were conducted by Mubarak at the center with Simon and Sharma on the lines. 3rd match of the day in Group D, GOA Maroons took on CRC Chinchinim. GOA Maroons kicked off in style with their midfield toying with CRC. Joe opened the scoring for GOA Maroons and Zelito rounded to make it 2-0 at half time. In the second half GOA Maroons were all over CRC who did not have any answer to the onslaught. Zelito continued his fine form and scored the brace and third for GOA Maroons. The rout was completed by Joe who scored from a penalty spot to complete his brace and lead the final tally in favor of GOA Maroons 4-0. The score line would have been much worse for CRC Chinchinim if not for their goalkeeper Anthony who saved admirably in the final stages of the game. Man of Match was bagged by Zelito. The match was refereed by Francis in the center and Sharma and Christopher on the lines. The final match of the day in Group C saw Don Bosco Oratory taking on United Friends Club. DBO attacked the rivals from the opening, but UFC as usual soaked in the initial pressure and counter attacked. Sustained pressure from DBO earned them a penalty which Lloyd converted in the 1st half. UFC retaliated and equalized in a brilliant fashion with their diminutive medio Xavier scoring a gem of a goal sending his well directed kick from the top of the box into the roof of DBO goal. The second half started on frantic pace with DBO dominating initially, but Martin under the under UFC was once again at his superlative best. UFC counter attacked with Xavier again with his fleet footed runs unleashed a scorcher which beat the DBO goalkeeper, but hit the bar and came out. DBO pressurized UFC for the winner but Martin did not allow his goal to be breached and the game ended in a 1-1 draw. Man of the Match was awarded to Xavier of UFC. INDIAN STRIKERS, KERALA CHALLENGERS WIN. AVC, GOA MAROONS, UFC KGA SHARE SPOILS IN KIFF LEAGUE FOR 2012-2013 Four matches were held for the KIFF league for the Late JP D’Mello Rolling Trophy on 12th October 2012 at the MOH Sabah grounds in Shuwaikh, Kuwait. In the first match of Group D, AVC-Kuwait took on GOA Maroons. AVC started on a positive note and scored the opener very early when Maroons keeper spilled Braulio’s scorcher in the path of Anthony who made no mistake to put AVC ahead. The first half was dominated by AVC and Braulio had the misfortune in seeing his two well placed shots hit the crossbar and coming out of play. The second half saw Maroons with renewed vigor and equalized through Zelito when AVC defense failed to clear their lines from a set piece. The equalizer goaded Maroons who attacked AVC and Joe brought an excellent save from Alvaro. Maroons went ahead through Albert once again from a set piece. The setback stung AVC who threw everything in their might at GOA Maroons and finally equalized through Sidney of a clever pass from Anthony. In the final moments AVC peppered GOA Maroons citadel but the agile Costantinho under the GOA Maroons bar saved the day and was deservingly awarded the Man of the Match. The match was supervised by David at the center with Sarto Baptista and Chistopher on the lines. The second match in Group C was between United Friends Club (UFC) and Kuwait Goan Association (KGA). Both the teams knowing that an outright win will brighten up their qualification chances went berserk for the goal. It was KGA who were more clinical in their midfield play went for the kill, but UFC defense led by Teotonio and Martin under the bar nullified their efforts. KGA were more on attacking their rivals and UFC were comfortable in soaking the pressure and relied on counter attacks as both the teams trooped in goalless at the lemon break. The second half proceedings were similar to the first with neither side sounding the scoreboard. UFC goalkeeper Martin was at his superlative best with his timely aerial interventions which kept the KGA forwards at bay. After an uneventful second half without breaking the deadlock both the teams settled for a draw. Man of the Match was awarded to UFC goalkeeper Martin for his fine performance. The proceedings were conducted by Francis at the center with Liston and David on the lines. In the 3rd match of the day in Group A, United Goan Center (UG) took on Indian Strikers Sports Club. Both the teams matched each other in all departments of the game. Indian strikers were more lethal and hit the cross bar three times in the first half and were unlucky not to forge ahead. UG with their more youthful setup were mostly consigned in the midfield rather than attacking the final third. After a barren first half, Indian strikers took the lead through their hardworking striker Jagadeesh who had the hit the cross bar in the first session this time carefully guiding his shot passed the UG goalkeeper. UG tried in vain to equalize but Indian strikers defense held firm to earn full points. Man of Match went to Jagadeesh. The match was refereed by Nicholas in the center and Liston and Jose on the lines. The final match of the day saw YRC Rising Stars taking on Kerala Challengers in Group B. This match saw the two powerhouses of south Indian football in KIFF. Kerala Challengers had a slight edge in the first half, but failed in the box to convert with a barren first half. The second half Kerala Challengers upped the tempo, but Rising Stars goalkeeper was at his best thwarting numerous goal bound shots. As the match petered towards a draw, Kerala Challengers scored the all important winner in the dying minutes of the game to emerge victorious through Jamal. Man of the Match was awarded to Louisano of Rising Stars for his performance under the bar. The match was supervised by Philip at the center with Sharma and Michael on the lines. A minute silence was observed before the start of the matches as a mark of respect for the departed soul of Mr. Santana Cardoso, father of KIFF P.R.O Mr. Julio Cardoso. 'Viewing tower and shopping emporium' right on the beach, two airports, and mega-highways: My take on how long-term, expert and independent planning, maybe in the form a policy think-tank, could help saving Goa from such monumental 'development' tragedies Think big, act smart Constantino Xavier http://thegoan.net/story.php?id=256 (E-paper version: http://119.82.71.76/thegoan/Details.aspx?id=101boxid=201927453) One of Goa’s greatest developmental tragedies is its compulsion to think and plan small (or not at all) and then act monumentally big. For example, instead of taking on the Indian Navy on Dabolim’s civilian status, the state is bent on constructing a mammoth second airport to host the A380, the world’s largest passenger aircraft. An NHAI-commissioned highway with stretches as wide as 45-metres plans to cut the state in half, from North to South. And last month, inspired by Kuala Lumpur, Singapore and Hong Kong, Goa’s tourism minister announced a 35-storeyed “viewing tower with shopping emporia” right on Baga beach. Goa’s airport, highway and tower projects reflect small thinking that, in sudden spurts, gets implemented as gigantic projects that are incoherent, unsustainable, or completely divorced from the state’s long-term interests. This is no surprise: India today is in dire need to act as big and fast as possible if it wants to catch up with China and deliver on infrastructure. Planning long-term therefore means building flyovers or dams in unprecedented size and number. But in Goa, with a capital city of less than 100,000 people situated in a fragile ecological habitat, six-lane highways, a gigantic dam or two airports make little sense – in any sense. Planning does not only require expertise but, more importantly, time. To think big in a small state like Goa calls for an investment in knowledge, both local and global: for each project, one needs to identify Goa’s environmental and socio-economic conditions, develop future scenarios, and compare it to both successful and failed developmental models of similar regions worldwide (definitely not Singapore or Hong Kong!). There is no denial that with an economy that grows at 13 per cent, a population that almost tripled in fifty years, and a tourism sector that annually attracts close to three million tourists, Goa urgently needs to develop its infrastructure. But the exigencies of action should not be allowed to undermine the demands for long-term planning. At the same time, the legitimate concerns for conservation and sustainability should not lead to paralysis. And yes, there is a middle way between these two extremes of infrastructural hyperactivity and utopian stasis. This is the path of expert-informed, long-term policy planning, one that focuses on thinking big, forward and out-of-the-box in order to find ways to act smart and sustainably. One such option is for the government to commission expert reports and committees, such as the recent Goa Vision 2035 or the defunct Goa Knowledge Commission led by Peter de Souza. The problem is that their recommendations are either immediately adopted because biased towards governmental or business interests, ignored if inconveniently independent, or forgotten after a short public debate or a change in government. That is the fate of most reports and commissions worldwide: they fulfill immediate political, budgetary or regulatory requirements for “public consultation,” provide a nice extra income for the consulted experts, but are rarely read by anyone, especially in government. A better way to institutionalize Goa’s expertise and to provide the state executive, bureaucracy and civil society with informed inputs, would be to establish a think tank with the task of preparing independent studies on a variety of issue-areas, from infrastructure to tourism, economic, environmental and educational policies. Think tanks are already performing an important role at the national level, for example on the economy (ICRIER), defence (IDSA) and overall policy (CPR). A similar think tank in Goa, maybe as a jointly funded public-private partnership, could conduct non-partisan policy research and advisory, and serve as the necessary bridge between the often-divergent priorities of politics, business and society. This should not be a traditional academic institute nor a partisan organization constrained by governmental budgets or appointments, but an independent policy planning organization focused on providing analytical insights, comparative studies, and forecasts. Goa and its diaspora are fortunate to have excellent non-governmental organizations and experienced individuals that could provide such a think tank with the necessary leadership and expertise. It’s time to think big to capacitate the government to act smart, in Goa’s long-term interest. It now has a Prime Minister who is deemed to be an “underachiever”, its economic growth sank to “a mere” six per cent, and foreign investment is “rejected” in the midst of large corruption scandals. The golden reforms era that propelled the country to rookie superpower status in the early 2000s seems to have come to a sudden stop. Who to blame for this gloomy scenario? Many,for sure, but India’s regional states in particular. Whether on foreign investment in the retail sector, water sharing agreements with Bangladesh, or the establishment of a National Counter Terrorism Centre, India’s big states are all playing an increasingly influential and – yes, let’s face it – obstructionist role that New Delhi is struggling to overcome. This is part of a centre-state balance that is threatening to tilt in favour of the states, especially big ones.In the minds of Delhi’s federal politicians and policymakers, the competition between these colossal regional forces, from Kashmir to Karnataka and from Gujarat to Assam, will always smash tiny Goa into oblivion. That is the cost for being a disproportionately wealthy and small state in a large electoral democracy. Goa represents only 0.1 per cent of the India’s total population and territory, 0.4 per cent of the country’s total wealth, and it sends a mere two out of 545 representatives to the Lok Sabha (0.004 per cent of the voting share). But Goa is also India’s richest state with a per capita income almost three times higher than the national average, the Eleventh Finance Commission ranks it first in infrastructure, and it offers the best quality of life according to the National Commission on Population. There are two ways Goa can respond to this paradox. One is to remain sitting at the sidelines of Delhi’s giant matches, whining and hoping for some fortunate attention. Another, more productive approach is to change its perspective and, instead of the traditional inward look across the Ghats and towards the Northern hinterland, now shift its focus to the ocean and revive the dormant links that once made it a strategic hub in the first wave of globalization after the 15th century. This extrovert reorientation does not preclude Goa from continuing to lobby Delhi and perform its federal obligation by advocating for its interests domestically, also because these may be for the common good of other small, and maybe even also big states. But no longer can Goa’s comparative wealth and advantage remain ignored and unexplored, especially in an era in which other Indian states have started to develop their own foreign policies and respective institutions, whether to attract foreign investment or manage their regional diasporas. Goa is in a privileged position to ride this new wave of globalization and explore the geo economic shift from a world traditionally revolving around the Euro-American transatlantic axis to one anchored in the Asia-Pacific. No other Indian state has such rich historical links with, and expertise on a variety of crucial countries and world-cities, from São Paulo to Singapore, and from Maputo to Macau.No other part of India had such a long connection to the modern West (451 long years) and to South America, Africa and East Asia at the same time. This is the old Indian Ocean region coming to life again in an expanded version now also known as the Indo-Pacific (or maybe Indo-Atlantic?). Goa is close, but not too close to Mumbai, and it is small, but not too small to be reduced to a little casino paradise. This is the time to think how to make bestuse of its global comparative advantage. [Goanet] DEPLORABLE STATE OF GOAN ROADS
Everyday we hear people of Goa complaining of bad roads. The capital city of Panjim is more in the news. I want to share the plight of Margao and surrounding areas which I have noticed during my last visit to Goa late August 2011. The highway road which bisects from Nuvem bypassing through neighbouring Fatorda and entering Goa Bottling area is like a lake. This road was perfect during my previous visit in May 2011. The junction road at Goa Bottling which passes through old RTO office straight to Gogol, Housing Board and onwards is another horrible sight. The junctions at Gogol, Housing Board and Power House where this same stretch passes is a sight never witnessed before. The road from Chowgule College to Borda is another nightmare. All these roads and more in South Goa were completely motor-able in May 2011and within a couple of months have been washed away. The reason is some of the perfect roads were dug just before monsoons on the pretext of hot mixing. Early June 2011 just below my building at Gogol junction one side of the road was scrapped for no apparent reason and hot-mixed in broad daylight when the traffic was at its peak and stopped after about 50 mtrs. Till today it is not completed. PWD engineers are blaming the ongoing monsoons for the roads being washed by rains. Ignorance at its height. From where these engineers get their certificates from? Certainly from the local municipalities. Was there no retention retained from the PWD contractors? Was there no guarantee obtained from these PWD contractors? It seems the PWD contractors have only 40% of the total contract value left in the end after bagging the contract to construct the roads and have to use substandard material to finish the roads. Where does the 60% go even before the road is being built? Even a stray dog knows the reason behind the sorry state of the roads in Goa. The roads are hot-mixed in a hurry this year because by the time the same exercise is conducted it will election time and code of conduct will be in force and not possible for any more commission till elected again. Very soon politicians will be coming to our door steps to promise us better roads in return for votes. Can we elect them in April next when the roads are good and dump them in August next when the roads turn bad? It is a known fact that on paper we goans have a government to rule the state, but governance is nil. Who is to be blamed for all this? We the Goans. A STAR IS BORN The title of this post has no relationship whatsoever, with the hit Hollywood move of 1970 in which Barbara Steisand and Christopher shared acting honors.This post is meant to highlight the sports policy of India in general and of Goa, in particular.To begin with, let me make a reference to a young and energetic cricket player, Paul Valuthaty of Kings XI Punjab. This hitherto unknown and unsung player has no stupendous experience and, played only one List-A match for Mumbai in 2006. But on April 13, 2011 this lad redefined cricket history with a blistering and unbeaten knock of 120 runs off only 63 deliveries. Kings XI Punjab then set the pulse racing with a significant six wicket victory over defending champions Chennai Super Kings in the fourth edition of the popular IPL. Again on April 16, 2011 Paul Valthaty hit five sixes and eight boundaries to score 75 runs in just 47 balls agaisnt Deccan Chargers. He also excelled as a seamer with commendable figure of 4-29 to romp home with a deserving victory. In India, we have many talented sportsmen and women but, unfortunately due to lack of exposure and support such talents never see the light of the day. The cricket ex-coach of India Chappel had also confirmed this phenomenon to media on several occasions. And, the proverbial last straw on camel's back is the political clout. The first IPL edition was won by the unfashionable Rajasthan Royals. And our very own Goan cricket hero Swapnil Asonadkar was treated to a royal welcome at the Dabollim airport. Pacheco, known for his flamboyant lifestyle and beach parties, resigned as minister on June 6 following allegations of his involvement in the mysterious death of his companion Nadia Torrado. He was arrested on July 9 and bailed on July 26 — around the same time when the US first alerted India about his alleged role in the racket. Top government sources said the Bureau of Diplomatic Security first got in touch with the Ministry of External Affairs (MEA) through the US mission in New Delhi, and has since backed the allegations against Pacheco with documents and details of banking transactions. The evidence is being described as “substantive and watertight”. After high-level discussions, the MEA passed the case on to the Central Bureau of Investigation (CBI), which is now making an assessment of the economic and criminal violations the ex-minister might have committed. CBI officials confirmed the receipt and scrutiny of the evidence provided by the Bureau of Diplomatic Security. The US advisory followed the arrest of several Goans at various American airports, all of whom were found to be travelling on fake travel documents, and linked in some way with Pacheco. In several cases where Pacheco had recommended the issual of visas, supporting documents submitted by the applicants were found to be fake or forged. Investigations by US authorities have revealed that Pacheco has, “as of now”, a balance of above $15 million in banks in the US, and has recently made transfers of around $2 million to India. Details of all the relevant bank accounts and transactions have been handed over to Indian authorities. CBI officials said the US has provided the entire documentation in four or five of the illegal travel and immigration cases. In some other cases, details are awaited. Our India Post (Post Office) has come up with a solution. Now you can get an address proof along with your photo from India post. Besides the beautiful trophies, the winners in each category walked away with Rs. 7000/- and Rs. 5000/- respectively. Competition was tough and it was a difficult job for the experienced judges - eminent musicians and connoisseurs of good music Fr. Alexandre Pereira, Winston Collaco, Delphine Alvares, and Siddharth Cota to come to a decision as most of the 15 groups from North and South Goa that participated, were of a very high calibre. Eventually, Kings School, S. Jose de Areal in second place pipped Presentation Convent, Margao on the winners podium in the Schools category, while Divine Voices, Quepem and Carmel College, Nuvem bagged the 2nd and 3rd places respectively in the Open Category. The event being held after several years by Betalbatim Cricket Club and principally sponsored by Tourism Minister Mickky Pacheco and Ms. Martin's Corner Martin's Comfort, was witnessed by an enthusiastic audience of over 700 people who thronged the beautifully laid out Betalbatim Parish Park, with the tastefully illuminated facade of Our Lady of Remedios Church, Betalbatim as the backdrop. I completely agree with George's observation. It is particularly paradoxical to note how Eugene Correia complains about the absence of younger generations at the Convention, and then, at the same time, engages in the ladainha of personal, social and inter-organisational petty tirades and disputes which are the main reason why young diasporic Goans stay away from these initiatives. At a more general level, I was not able to attend the Convention, but although I am sure that if I had done so, I would have a handful of constructive criticism and suggestions for improvement, I would also like to congratulate all who made it possible, especially all who volunteered. We, the people of Goa have endured conquests from ancient times and in recent centuries, the rules of the Bijapuris and Portuguese. Is it now time to battle the Government of India over SEZ and empower the Goan solidarity for change? For this we need the support of all people residing in Goa and all Goans worldwide. The fact that 2 million indigenous Goan people in the world are subjected to a cultural genocide and ethnocide is a matter of grave concern. All Goans, from fishermen to industrialists will be swallowed by cash rich people keen to buy Goa. Since 1961, despite the many progressive measures granted by the Government of India, the vital promise by Nehru to preserve and give special treatment to Goa has been violated by successive governments at state and national level. Our Communidade lands have been the most abused. Our Goan identity is under threat of instinction. Unintentional, though it might be, the government has permitted a migration that is now on the brink of making Goans in Goa a minority. All visitors and residents of Goa, who have invested in the peace and beauty of Goa are alarmed at the daily destruction of the land and environment. Why did the Goa government and the Government of India not control this migration and sale of land to inflict problems on the people and land of Goa ? Do they not know that it is a violation of the United Nations charter to protect the rights of indigenous people ? The gaunkary / communidade system is unique to India and was respected till 1961, when a Government of India servant mistranslated the Codigo dos Communidades and replaced the word “grant” with “lease”. In the name of this mistranslation of the Communidade code, our Communidade lands, protected for thousands of years, are now fast becoming concrete jungles. The SEZ problem has shown how the government wants to take land that is legally NOT THEIRS, but rightfully belongs to us Goans. Equally distressing are the liberal granting of mining licenses in agricultural areas, especially to persons who are not even resident in Goa. Time and again Goans have been on the streets to protest. But now, every few months a fresh atrocity is unleashed on us. People are already whispering that the entire state should be converted into a National Park. Though that is tempting option, it will spell doom for progress and commerce. Or will it?! It will be no surprise if an international body of Goans takes the Government of Goa and the Government of India to court under the violation of the U.N. charter of the rights of indigenous people and leave it to the UN and the legalities at the Hague to grant us Goans justice. The daily plunder of our land, tribals, gaunkars and culture is an ethnocide we should fight. Goans should be more informed of their rights to fight this injustice that has come to our beloved Goa. We are not fools to suffer silently India’s atrocities like at Nandigram or Mizoram. It is time to show the right of the Goan people; to the Goa government here, at the Centre in New Delhi and to the world at large. By RAJAN NARYAN A FEW days ago the sarpanch of Morjim investigated complaints that a Russian national, who had bought property on the border of Morjim and Arambol, had blocked the traditional access to the beach. The security guards of the Russian national who had fenced the traditional access to the beach assaulted the sarpanch. The sarpanch has lodged a police complaint against the security guards who assaulted him. This is not an isolated case. There are large areas of Morjim, particularly in Vithaldas-wadi, which have been totally colonized by the Russians. Locals are not allowed to enter any of the properties which are fenced off and guarded by armed security guards. Russians, who have bought huge amounts of property in Morjim and other villages in the North Goa coastal belt, have built massive structures within 500 metres of the High Tide Line in flagrant and blatant violation of the CRZ Rules. The Chief Secretary told me on Monday that the Goa Coastal Zone Management Authority that is presided over by him intends to crack down on foreigners who have violated the CRZ Rules. RUSSIAN INVASION I recall visiting the Olive Ridley shack on the Morjim beach over five years ago. The shack then was owned by a Polish woman. There was already talk that Russians had begun buying large amounts of property in Morjim. On a subsequent visit to Morjim, I saw a shack in the middle of the beach less than ten metres from the High Tide Line which was festooned with Russian flags. I heard stories of all-night rave parties by Russians and saw the debris of the previous night's party on the beach. But it is not only in Morjim that foreigners have bought large amounts of beachfront property. If Morjim is dominated by Russians, Chapora is dominated by the Israelis. Several parts of the Palolem beach in Canacona have also been colonised by the Israelis. But the largest numbers of foreign citizens who have bought property in Goa are not the Russians or Israelis, but the British. Indeed on the road leading to Calangute from the St. Alex Church there is even a real estate agency which proudly advertises the fact that it is British-owned and only sells property to Brits and other foreign nationals. BI-LINGUAL MENUS OVER the Holi week, which coincided with the Holy Week, I happened to spend the weekend at a small rural resort in Carmona close to the Fatrade beach. I had occasion or provocation to have a look at all the shacks between Fatrade and Mobor. The overwhelming majority of the shacks were full of phirangs. In the shacks on the Cavelossim beach, I saw a wild Holi celebration on with gallons of bhang (opium). The revellers were all Russians. On the tables of many of the shacks, menus were not in English, but Russian. I have seen menus in Hebrew in several beach shacks in Chapora and in Palolem. I have never come across a menu in any Indian language let alone the official language of the state, Konkani in any beach shack anywhere in Goa. Even though a large number of domestic tourists visit Goa. I very often have occasion to visit many of the starred hotels in Goa located both on the North Goa beach belt and the South Goa beach belt for some function or the other. In the last two or three years, whenever I have visited beach resorts, particularly in the Southern coastal belt, stretching from Majorda to Mobor, I have noticed that the details of the various activities planned for the benefit of foreign tourists - including charter tourists - displayed on the activity boards are increasingly in Russian. Depending on the nationality that the hotel is catering to, the activity boards can be even in German or Hebrew for the benefit of the large number of German abd Israeli tourists who visit Goa. NIGHT BAZAAR GOA has been colonized by phirangs and the signs of their colonial domination of Goa are everywhere, particularly on the beach belt. The largest and the most successful night bazaar in Goa is not run by a Goan or even by an Indian, but by a German called Ingo. During the Bazaar you can see Ingo with two armed bodyguards going around collecting the rentals from those who have taken stalls. I do not know if the bodyguards who accompany Ingo have licenses for the weapons that they openly brandish. The majority of the stalls, particularly the food stalls at Ingo's Saturday Nite Bazaar are run by phirangs of various nationalities. A lot of the material sold at the Saturday night bazaar is imported. I do not know whether they have been imported into the country legally and whether any of

And end up with a Learning License After aquiring a Learning License one has to wait for one full month for a Driving Test. Fine, but by that time we are back to the country of our employment. (As you know we NRI's come for a short visit maximum one month and go back) I even pleaded with the officer to take my driving test but he flatly refused. I have a Saudi Driving License for over two decades but not an Indian License. For the first two weeks on arrival to Goa I drive without the learners license and by luck never got caught by the RTO, although on several occasions I drove outside Goa without the license. Can you please highlight this problem?? ` In Goa I have noticed that people care less for traffic rules. Women are the worst drivers I have noticed that people are given license when they dont even know where the brakes are in an emergency and end up pressing the accelerator and BAN. This incident happened when a close family (female) member of mine was excited that that she passed the driving test and offered me a ride in her car, at first she had trouble to start and taking off. Finally after a couple of jerks she got the car mooving but my heart was in my mouth untill my bones too frooze when she entered the highway thats when a couple on their scooter cooly entered from the side lane not bothering to look left or right. I told our new female driver to slow down and apply brakes but instead she pressed the accelerator as hard as she could. The couple were flung off their scooter and our car was resting on their scooter. By Gods grace no body was hurt just for some minor bruises. It was disgusting some one could have got killed. How do such people manage to pass a driving test?!! Who is to blame? Huh!!! The commissioner for NRI Affairs Mr. Eduardo Falero is doing a good job by issuing these Goa Cards to goan expats,.I would love to have one of those cards. How do I get one? [Goanet] Seminar: Goan Diaspora - between the Home and the Host
Text by William Gracias, New Delhi Seminar on Goan Diaspora by Goenkarancho Ekvot (New Delhi) On the 15th of December, 2007, Goenkarancho Ekvot (New Delhi) organised a seminar titled Goan Diaspora - between the Home and the Host at the India International Centre, Delhi. With a host of invited individuals and speakers with connections in Goa, with Goa, this seminar was an effort to provide a forum to recognise and address issues faced by Goans settled outside India and provide a common platform for Goans outside Goa, and those within India to integrate and share. At the outset, Mr. Eduardo Faleiro (Commissioner for NRI Affairs) reiterated the fact that the word diaspora includes Goans who are not within the national boundaries of India, but outside. The Goan diaspora was represented by Ms Beverly Bhangi (Scholar, Jawaharlal Nehru University) from Bahrain, and Mr Constantino Xavier (Scholar, Jawaharlal Nehru University) from Portugal. The seminar was organised in two parts, the first discussion was titled Place of the Goan Diaspora in making of Contemporary Goa. During this session, eminent speakers who voiced their opinions were Mr. Julio Ribeiro (Ex-Police Chief of Punjab), Mr. D. H. Panandiker (Economist) and Mr. Pramod Kale (Artist). The session was chaired by Mr. Edgar Rebeiro (Architect). Mr. Ribeiro spoke of his experience in policing and his childhood experiences about Goa. It was interesting to note his mention of the kuds which were Goan houses in Mumbai meant for Goans in transit (who today constitute the Goan diaspora); people who used these kuds to stay were people travelling abroad and people coming back to Goa from foreign lands. They were meant to be like a home away from home to make the transition easier for Goans from a familiar environment to a foreign place. Mr Ribeiro also noted that the Rosary was recited daily as part of the morning at the kuds. This system today no longer exists. A pseudo kud that exists could be the Goa Sadan that is meant for government employees only. There is a need to revive this age-old system, if possible, to help so many Goans who till today go abroad for employment, or join a cruise company, or have to travel to other parts of India. Mr. Panandiker's presentation was an eye-opening one. He pointed out that today, Goa's per capita income is around 66,400 per annum, the highest in India, around 2.5 times higher than the Indian average. He went on to reveal that the major drivers of the state’s income were Agriculture (~ 8%), Tourism (~11%), Mining (~31%) and Manufacturing Commercial Services (50%). These figures were an eye-opener to me as they squashed the previous notions that Goa's economy was mainly driven by Tourism. Goa is also well in line with the national average of growth in manufacturing and services (~51%). And till today, we think that Tourism is the whole and soul of Goa, while tourism ruins and spoils our beautiful state with increased pollution and exploitation of resources. Due to inadequate planning and inability to uniformly enforce regulations, Goa till today is not well equipped to handle the tourism it attracts which does not augur well for Goan economy, when Goa has to live up to the title of one of the top tourist destinations world-wide! Mr. Panandiker also revealed that from the approximately 24 billion dollars that come into India as remittances from NRIs, Goa gets around 100 million dollars from the Goan diaspora. This itself constitutes 4% of Goa's State Domestic Product. And unfortunately this money is not well-spent within Goan markets. Only around 25% of it is spent within Goa on Goa; leading to huge losses for Goan markets. Today, Goa's growth attributed to these remittances may be around 2% only. These figures are definitely food for thought. Mr. Pramod Kale touched upon the cultural and attitudinal issues plaguing Goa today. He explained how the lower middle class in Goa (constituting a huge bulk of Goa’s population) is neglected when planning development and policy. An example he narrated from his experiences in Goa was whilst travelling in a local bus - the bus conductors earn a meagre living and because of very little regulation and policy in their line of job, they live lives of insecurity and hardships. This group of people (bus conductors, taxi drivers, auto drivers, pilot drivers, etc.) is also the face of Goa to travelers as they are some of the few Goans a tourist will first interact with. The attitude they display goes a long way into building (or breaking) the brand of Goa. In the open discussion that followed, the audience was allowed to ask the speakers questions during which Mr. Eduardo Faleiro assured the support of his department towards any study/work taken up with respect to the kuds in Mumbai. Dear friend Eugene, instead of debating in downtown Lisboa on whether Antonio Costa is full, half or 66,6% Goan, or on whether he considers himself to be a Goan or not, why don't you ask the more crucial questions: What relations does Antonio Costa maintain with Goa, beyond the insipid diasporic emotions which link us all to our ancestral lands? What has he contributed to the development of Goa over the last decades? Has he, at any time, made any reference to Goa in his political life or took up any matter of concern to the Goan (and/or Indian) community of Portugal? Has he taken up any initiative to foster the political, economic and cultural relations between Portugal and Goa and India? If you had inquired a little deeper and spoken to some more people, you would have easily found out that, from this angle, Mr. Antonio Costa is probably a 0% Goan. I respect him very much as a politician and am sure he will become on of the central figures of the future Portuguese political chess-board, and I know he has been to Goa and used to appear (briefly and timidly) at some of the literary and cultural functions dedicated to his late father, the great writer Orlando da Costa. Also, it certainly makes Goans proud to have such a patrício ranking high in their current country, Portugal. A fantastic example of how Goans have integrated tremendously well there, reaching top-most positions in several decision-making and expertise areas. But all this is simply not enough to make Mr. Costa a Goan, as I am sure he agrees with. This is, by the way, our main problem when discussing Goan identity (and perhaps giving out Eminent Goan awards). You don't automatically inherit Goanity by blood . You deserve it by pumping your blood (money, attention, time, interest, activity) into the heart (Goa). Anything below that is Goan downtown small-talk. I have come over so many times to the Gulf that I thought I should write to you at this time to share with you so many things that are happening in the work I do with Sailors/Seafarers/People on the Move. I share because in all my meetings with you ,you have always been generous in so many ways of support and help in whatever ways you could- arangements for my work , transport, food, money, or just being there as friends and supporters in all I do. I appreciate this very much and thought you must know of the important event of the Apostleship of the Sea(AOS) about to happen in Poland XXII World Congress of the AOS, organized by the Vatican office . This event happens once every five years. The last one was in Rio De Janeiro, Brazil, 2002. It was after this event that I was asked by the Vatican to serve as the Regional coordinator of the AOS South Asia Region, while I am also the National Director for India. I have charge of the Pastoral activites to be done in the major ports; and have to over see what can be done for the welfare of sailors but more importantly for their PASTORAL care. The following are the number of ports - India ( 12) , Bangladesh(1) , Pakistan (1) and Sri Lanka(1).Each of these ports have Priest Chaplains and volunteers doing thier job. I try to coordinate what they do and it is my job to report to the Vatican once a year. The Tsunami took much time and energy with the survival of fishing communities in south India and Southern Sri Lanka. There are eight such regions in the world and each has a coordinator appointed. A ninth Region is in the process of being added. - The Gulf States Region. I am appointed by the Vatican as the interim coordinator for this job too. My task is to establish the AOS in this Region which we all know is of major Islamic nature. Not a difficult job , but certainly a challenging one! Last year, 16th June 2006 I started the AOS in the Port of Fujairah in the UAE; they are doing well and will be represented by their Bishop , the Chaplain and three lay men volunteers at the Poland Congress. This year- end (hopefully) will see Kuwait begin. Training for their volunters is already completed. When about five or six such units are established the Regiona will be declared official . The follwing are the countries in the region of the Gulf as per the organization of the AOS - The UAE ( seven Emirates - Dubai is the important one, Abu Dhabi is the Capital.) Kuwait, Bahrain, Qatar, Saudi Arabia, Yemen Dijibouti. Here in Poland the XXII World Congress of the AOS, organized by the Vatican office; is being held in the port city of Gdynia. 24th to 29th June 2007. This also is a Redemptorist Parish and the Chaplain in-charge is a Redemptorist. Fr. Edward Pracz is also the Regional coordinator for the whole of Europe. This congress will bring together about 250 participants of all AOS units worldwide. I have presented two reports of the Regions I am cordinator of. These will be collated with other Regional Reports and presented as one large report to the entire body. At the congress I have been asked to coordinate the Morning prayers at the start before each day. These I have done on Power Point and also in print form in English. Translations of this as well as the sessions will be in accordance with International standards. I have mentioned above regarding representatives from the Gulf Region. AOS South Asia is being represented by three Bishops, One Vicar General, 4 priests, and a Captian and his wife from India. And lastly the theme : In Solidarity with the People of the Sea, as witnesses of Hope through Proclamation of the Word, the Liturgy and Diakonia (this last word = service) The Logo is created by Australia. I lost out in the competetion ! :-) I too had sent in my suggestions to the Vatican. Please pray for the Congress and its success. The deleberations are chaired by the Vatican, the workshops will see various topics connected with the theme being discussed and plans for aciton made. In the run up to the finals AVC - Kuwait defeated Veterans Club 1-0, brushed aside K.G.A in the tie-breaker with AVC's goalkeeper Alvaro Dias in outstanding form, whipped G.O.A. Maroons 3-0 in the semifinals and outclassed Bombay Boys 4-1 in the finals. The finals were played at a frantic pace with both the teams going in for the kill from the beginning. AVC forged ahead when medio Luciano D'Souza sent a crisp placement to put AVC ahead in the first half. Bombay Boys equalized immediately when a defensive error allowed Melvyn of Bombay Boys to put it across AVC's Alvaro. The second half started on a promising note with AVC on the attack with their customary two touch football and once again Luciano collecting a pass on top of the box unleashed a thunder shot which pierced the nylons and kept the Bombay Boys goalkeeper rooted to his ground. After that it was AVC all the way with star striker Kevin scoring the third and Molvito completing the rout. The tiring Bombay Boys players did try to force the pace, but the defense led by Vincy along with Captain Francis Jr. were rock solid with Alvaro manning the goal superbly. The game was played by both the teams in a very friendly manner showing the true spirit of football. Luciano D'Souza was adjudged the man of the finals for his superb play and was awarded a trophy for scoring the first goal of the finals. The tournament was held under the auspices of KIFF and supervised by IFRA and well organized by Curtorcares United.

AVC KUWAIT. On the football field they have been Overseas Champions in Bahrain in the year 2004, thereby creating history among the Overseas Goan Football teams in Kuwait for being the only goan team from Kuwait to win an outstation tournament. The same year they were the quaterfinalist in the overseas tournament held in Dubai. In Kuwait last year AVC won the All India football tournament conducted by the Kerala Expartriate community and have been the KIFF League Champions for season 2004-2005. On the cultural front AVC Kuwait have organised two Konkani Shows and revived the famous Red Black Dance. More activities are on the anvil. AVC Kuwait have maintained discipline on and off the field of play in this entire tenure of 5 years and in some instances paid a price for upholding the discipline, the latest being the glaring intentional omission of AVC's photo on the electronic as well print media after being declared the seasons champions by KIFF. On being questioned the blame is transferred on the media when it is known very clearly that some disgruntled souls are behind the whole saga. The governing body fails to understand or is ignorant of the fact that it takes a herculean effort to become season champions as one loss in the preliminary stages in any of the regular tournament reduces the points unlike in the KIFF league. But AVC are not perturbed by these minor irritations because they have the expertise and will power to overcome the obstacles, and for season 2006-2007 the fans and critics will see a new look AVC Kuwait football team with the new sporting gear being specially designed and unveiled on 25th August 2006. Goans sing as Portugal advance to last four Sun Jul 2, 2006 10:39 AM IST By Sanjay Rajan CALANGUTE, GOA, India (Reuters) - Residents in the western Indian enclave of Goa took to the streets on Saturday night to celebrate Portugal's World Cup quarter-final victory and the former colony is hoping the side can continue their good run. Portugal defeated England on penalties after a goalless stalemate in Gelsenkirchen, Germany to advance to the last four of the finals for the second time, the other in 1966 when their English hosts edged Eusebio's side on the way to the title. Goa became a Portuguese colony in the early 16th century after explorer Vasco da Gama rounded the Cape of Good Hope to discover the sea route to India in 1498. The Portuguese rule ended in 1961 when Indian forces entered the coastal enclave dotted with swaying coconut palms, but the state retains a distinct Portuguese flavour, especially the love of soccer. I've been praying for Portugal to win over England, Sam Dias told Reuters as he left to join his friends in celebration at the Calangute beach. My love for Portugal is not only because of our history, I just love the way they play football, especially Luis Figo and Cristiano Ronaldo, said the 17-year-old student, an avid footballer himself. Those were great saves by goalkeeper Ricardo. For older residents like Antoni Jerome D'Souza, who remember the final days of colonial rule and still speak a little Portuguese, the affection for the Iberian side has more to do with history. We were under them and I remember those days fondly, said the 51-year-old, who runs a beach resort. Our natures are similar I guess. Monsoon showers have not dampened the enthusiasm as soccer clubs and resorts have put up giant screens, much like during Euro 2004 when Goans congregated and prayed for a Portuguese success and cried when the host team lost to Greece in the final. I remember that night clearly, said Menico Goes Proecna, sipping rum in celebration at the Calangute Association. Most of us went home depressed, the 54-year-old said, as youngsters carrying Portugal flags screamed with joy. If I remember right, Portugal beat England on penalties then as well. I hope they go on to win the ultimate trophy this time. They played so well today.
