Also, we should be able to turn off current/future billing even if Google's
system is in the process of charging a new card. I submitted an updated
credit card yesterday for a payment that didn't go through, but it will not
let me disable billing on an old app yesterday or today..., so I'm being
billed against my will. An extra $0.30 one-time fee is not a big deal to
me, but it would be good to get that interface fixed.

The current situation must violate some law too, imho.

You can cancel a subscription from Google Checkout -- I just did for an old
account. If you only have apps billing that you want to turn off, maybe
that's an option for you guys...

Still, the interface should allow it on a per-app level, not a binary
whole-account level...

for long enough you eventually get to something with the appid buried in a 
description.

In my case, the app was *disabled*, but I hadn't disabled billing 
separately, so I was still charged.  Whoops!

Well, they have a point about storage. I don't want my data to disappear if I 
disable my app, and they deserve to get paid for the storage those disabled

another very odd thing.

i have many apps runngin. some of them i created personally and i am the 
owner/creator others i was set as owner by the creator.
now i cant disable billing on my apps (i created) because it tells me that i 
already have too many free apps.

this does not seem right to me!!

This is an interesting predicament.  One of the things we changed is that
while we always only allowed 10 free apps per user, we didn't calculate it
very well, so in essence people would create new accounts to create new
apps and then give their old account ownership to those free apps in
essence to get around the limitation.  So now we restrict that you can only
be the owner on 10 free active apps.  This means that when you are trying
to disable billing on those apps you are in essence making them free apps
and it seems like you ran into your limit.  A few options are:
- disable the app first and then it would not be both free and active so it
would not count against your 10
- make yourself a developer on apps you do not need to be an owner on so
that they don't could against your 10

i think a solution would be to allow only 1 owner per app and make another role 
(for example admin) which has almost the same rights as an owner but does not 
count against the users free apps.

The main thing that an owner can do which a developer cannot do is delete
an app, there is rarely a time when that is needed, so most of the times
you should be able to work with an app as an owner.  Are
there privileges as a developer that you need and can't get unless you are
an owner?

how about changing the budget allocations?
im not really sure about how this is managed but who is able to change the 
allocations? 
only who set up the billing or also developers?

lets say i create an app but i have other priorities so i delegate the 
management of an app to someone else which includes also checking that the app 
will never be over quota which means he should be able to increase/decrease the 
budget and also change the allocations.

There are no longer budget allocations to change, there is only the budget
and the only person who can change this is the Billing Administrator
(because it is charging their credit card).  In the case you reference you
should set up the app, add the person who is going to own billing as an
Owner, then change yourself to be a Developer.  The Billing Admin must be
an Owner and every app needs at least 1 owner, but for the most part you
should be able to do what you need as a Developer.
