Attaching patch v0. Found that I need to change a few places in the original
code to make it testable. Let me know if you have any suggestion.
Also, in the {{cleanup}} method, why we only remove 1 connection every time?

Thanks [~elgoiri] for the review and explanations. The {{cleanup}} method is
actually moved out from {{CleanupTask}} class to the parent class, for easier
testing. Otherwise, I have to somehow initialize a {{CleanupTask}} and call
that method to test.

Yes, I was going to complete that. The approach I was thinking is to initialize
the pool with a positive {{minSize}}, make at least half of them active, and
then try to do cleanup. However, I can't make more than one connection active
because of HDFS-13232. I've synced with Ekanth and he will add the test in that
patch.

(1) We can just remove the "TODO" line, and remember to add the testcase in
HDFS-13232.
(2) In TestConnectionManager, there are two lines (44, 45) have over 80
characters.

Thanks [~ywskycn] for taking a look. I think those two lines are within 80
characters - perhaps it's because of the parameter hints in the IDE?
