Sourcemod comes thru again, nice work. As for setting maxplayers to 32 and visible players to 24, i tried this but the server crashed when player 25 tried to connect. Cannot confirm, but it may have something to do with sourcemod running on the server. I was able to get 11v11v2 on a 24 slot server by setting +maxplayers 24, then in the config_arena.cfg set maxplayers 32 & sv_visiblemaxplayers 24. if you set mp_tournament 1 then u can have a 24 man server with 12 each side i think.. bit of a pain though as the teams have to ready up but hey..it's doable. here are the cfgs i got to work for me,they are for 24 player server. i have BeetlesMod set for fast respawn,next map is random and class limits. when an arena map gets played,fast respawn and class limits are off and next map is randomly selected from "mapcycle.txt" hope this helps. in cfg folder i have: config_arena.cfg: maxplayers 24 // Team sizes are derived from maxplayers. Each arena match has 3 teams, two playing and one waiting in the queue. The -noborder is a lifesaver. I set it in my shortcut, and didn't even notice it was working until I had to switch to Ventrilo, and noticed that it didn't take forever to switch to/back. Besides moving to some form of game server management system, an easier less technical way may be to simply make an 'update configs' batch file that allows you to copy a single config file to all servers at once.
