There is a downloads dir in cstrike, so that isn't the problem.  Also, I'm getting 
pings that are 200% above what they should be in game.  Is this just due to it being 
beta software, or has anyone gotten good or even decent pings in game for there server?

The biggest problem you might have would be security issues. Those are
pretty small in your case anyways. I'll go as far as comparing glibc 2.2
to Win 9x. Many people have moved ahead and even RH 8 is using glibc 2.3
after running up2date. We are running Gentoo without any issues for any
games. I just personally think it's time to go ahead and update the
systems and not pester companies such as Valve by forcing them to
statically compiling binaries because some people are still running
Debian Woody/FreeBSD. I followed many threads about a FreeBSD and if
Valve really wants to they can release a FreeBSD version. There is no
point in whining that it doesn't work on FreeBSD if it is a linux based
server. It is more up to the FreeBSD maintainers to create a linux
compatibility layer based around glibc 2.3.

The problem with the "newer" glibc versions is it causes issues
a number of games due to library bugs and backwards compatibility
issues. 2.2 seems to be the only once capable of stably running all
games we offer. Im currently testing CS: Source under FreeBSD 5.2.1
using redhat8 base. No "OS" related issues so far.
There is generally no need to go to glibc 2.3 even when using the
later versions of gcc. This is how all the UT stuff is currently compiled.

You said you runned the commands as root ? You shouldn't do that!
Then also check this out:
Would you try to update , logged as non-root user, make sure you
actually can overwrite all the files that get updated.
I had once a problem updating something that I previously installed as
root. I could not overwrite the files that were installed as root,
because they were owned by root !
So run all updates as non-root,
check if al the hlds file are owned by this user , If not , then do:
$ chown -R user:user *
I see that you are installing in /usr/local/steam. You will have trouble
to update as non-root user then. You also should NOT run the hlds server
as root.
So my advice would be to move the whole bunch in a folder of a normal
user, change owner of all the files to the user, and run all commands as
this normal user.

port setting is still broken but since u didn't say it was fixed I assume
it will be later.

Sv_stats exposes stats for the win32 dedicated UI. There is no console
command to output their values, another one for the TODO list.
