I can't say about a performance drop, but gameplay definitely changes between 24 and 32 players. Then again, I play Spy a lot, and it's a lot harder to get behind enemy lines when there's more enemies. TF2 was budgeted for 24 players, after that performance starts dropping notably with each additional player. 32 is bad enough, I can only imagine how poorly a 64 player game would run. If I recall it correctly that plugin was released to allow up to 32+1 players when TF2 servers were locked to max 24+1 slots. Last time I checked (a few months ago) there was a 33 slots limit hardcoded in the tf2 client, so anyone connecting to a server with more than 33 (real) slots will CTD. I don't think this limit has been removed from the client.
