PS...it's a hardware function, that's why you don't see it in the z/VM
system codes manual.

Does anyone know what would cause this Wait state?

No We do not have a VM system over at the new site and we had an MVS system 
Dump the VM volumes from location A and FTP/transfer them to location B where 
an MVS system restored them for us. 

Today we finally got console access and tried to LOAD the volume we thought had 
the SAIPL deck on it. 
This is when we got the Error.
we are trying to reverse the transfer now to see if we can IPL under a VM 
system.

I tried to IPL a minidisk that had no IPL text from a virtual machine, but 
receive:
HCPGIR450W CP entered; disabled wait PSW 000E 0232 
(but that may be CP coming to the rescue).

Did the MVS system back up ALL cylinders, especially cylinder zero?  And 
did the restore job restore all cylinders (again, especially cylinder 
zero)?

Perhaps you can get an IPL through by writing a new SALIPL to that volume, 
and re-defining the Allocation Bit map with CPFMTXA?
