Plone's learning curve is steep for the developers, and not for the users. If the feature required is only to add keywords and create keyword based search and organization then Plone rocks. If you are looking for advanced semnatic web based knowledge management tool, then you may consider using gnowsys (http://lab.gnowledge.org). Again, learning curve is steep.
