further, Bimal, this 202.138.103.100  nameserver is 
the secondary nameserver for reliance and is mostly having problems ( 
This I know was the case about 10 months back) and believe that they are 
still having issues. Hence, incase 202.138.103.100
appears first in /etc/resolv.conf, move it
below
202.138.96.2... This might help, if DNS lookups are the reason for slow 
speeds.

Did you try doing a nslookup on any website, for eg
yahoo.com? and try a traceroute to that website
using the IP Address returned from
nslookup. This will tell you if the DNS lookups are slow or the reliance 
network is having problems. For the former, u can modify your 
/etc/resolv.conf and add other DNS servers before the reliance ones. U can 
use the vsnl(202.54.15.1 ) or the spectranet(
203.122.63.152 ) ones.. both are good.

In fact, my previous organisation had their servers hosted from reliance 
ICD, and we sure did face some funny DNS issues from the reliance 
nameservers..
