So I recently have transitioned into this role, but was not given the call in 
information in time, so I was unable to attend.  I will attach some of the 
information that was sent so that you are informed.  There are two pieces of 
information that I have received, one that the CISA released

 that is guidance, that communication providers are to staff as needed to 
provide the services necessary.  The second document I have attached is the 
2015 Homeland Security communications sector plan.  Since it was developed in 
2015, I would assume it would be of good guidance until we hear otherwise.  
Scott already sent out the letters from DHS and CISA for travel and fuel.

If anyone has any questions, please forward them, either on-list for 
discussion, or off-list.

Any feedback on the outcome of the conference call?  The Governor today 
announced that internet and telephone service cannot be shut off for 
non-payment at least until May and possibly beyond if the emergency is extended.

Comcast and AT can survive something like this. Companies like ours will 
have a much harder time.

SBA loans are available but are not helpful because they have to be repaid and 
personally guaranteed by the business owner.  When the State permits 
customers to consume our services without paying for them,  personal guarantees 
do not seem appropriate.   A grant would be more appropriate in this 
situation.

couple of venues being pursued. We are looking at a venue closer to the Track

Thoughts? One of the ideas was have several 15-20 minute sessions with a 10

I am sitting on a few hundred ARC Wireless integrated enclosures and mounting 
brackets (Origianl, GEN 1 and GEN 2).  I also have 900Mhz, 2.4Ghz and 5.8Ghz

however in working condition.

Hi Tyson,
This has real promise, however the telcos have the ear of the legislators right 
now.  We need to get the summer study committee to our cage in Henry Street and 
get all of our numbers in order and our stories ready so that we can make our 
case soon.  We all know that we can do it better with less money from the state 
than the telcos can.  They need to understand that it is all about roof tops.  
Any business case will justify ROI but instead of ROI of Indy and working out 
many of us are starting with a population center of 1000 to 5000 and working 
out.  We will get to the very rural areas sooner!  Tyson please keep us 
informed of what you hear.  I am a little bit behind with the past couple of 
weeks out of town.  We brought our Representative to see our location and we 
all need to do that but getting the ear of the summer study committee is 
paramount to our cause.  Thanks for the info Tyson.

HB 1065 High Speed Internet Service
This legislation was amended this week to establish a grant program for 
internet service providers to request assistance in expanding broadband 
services to unserved areas. The Office of Community and Rural Affairs will 
administer this grant program and the Indiana Economic Development Corporation 
will create a map detailing areas of the state which do not have at least one 
provider offering internet service at the speed defined by code. While there is 
a base amount of funding for the grant in this session, the full funding of the 
program will be considered next session when the state budget is created. This 
legislation would be the first direct grant program to service providers by the 
state to directly assist buildout of the state broadband system.

that everyone is going a mile a minute between clients, vendor dinners, etc. so 
meeting for an hour might be ideal.  If the discussion goes longer you can 
stick around.  I am thinking something like:

Roundtable Introudction.  Get to know your neighbors Indiana Specific 
legislation to be aware of resources available to all of us Maybe a raffle. 
MidWest-IX is thinking of throwing in a gift certificate to somewhere local. No 
sales pitch involved. Just an incentive to get folks to come.  

Looking at the agenda on Wednesday the exhibit hall reception is over at 7:15.  
We could meet at 7:15 or 7:30 until 8:30.  That would still give time for 
dinner.  Or maybe earlier to still catch the vendor crowd?  I am not opposed to 
meeting at 6:30-7:30.  That would allow folks to still catch up with vendors at 
7:30.

First I want to thank Scott LePere for bringing this bill to our attention.
Next I want you all to know that we am hitting this from the CLEC side first 
and there may be a call to action that we may need all of you to get in the ear 
of your Indiana Statehouse Senators.  This bill has had several amendments to 
it and the main one writing the amendments is the Lawyer for Indiana AT  
They are looking to cover their butts and wanting all of us to have to play by 
their rules.  This will require us to get additional permits to add any 
broadcast device to any public owned vertical asset.  Water towers, broadcast 
towers, and even poles in public right of ways.   It wont matter if the towers 
are state county or city, if they are public owned we will have to apply for 
permits for all devices.

Again there is nothing to do yet but if you are talking to any State Senator 
you might bring up Senate Bill SB213 and we really want Unlicensed Devices that 
provide FIXED Wireless Broadband excluded from these permitting requirements.

I read the majority of this and I am concerned that this opens up a required 
permit process for all public tower locations.  Water towers included.  What do 
others think.

It is designed for small cell and communication to public personal mobile 
devices.  However, all the broadcast devices are what we use.
