Eric, I think we need to bring to the attention of the state that Internet Service Providers are seen as Essential services. If you consider all the other essential services, ISPs are some of the only services that MUST be in the individuals home or business. Its not like you can install a new service and only be outside the home. Other services may need in but many of those are handled by contractors that have already completed that service to the outside. I think that additional considerations, testing's, and access to protective gear should be considered as we make working from home possible for thousands of Hoosiers. The government did not say you must provide service with out payment. They just said that you cant shut them off if they are already customers and due to change in employment or covid infection. You keep billing and when its all over they still owe. It all comes due. I know that does not pay the monthly bills. But they cant shut you off either. I agree that Eric should broach this subject with the state. But some of this directive is from the Federal government. SBA loans are available but are not helpful because they have to be repaid and personally guaranteed by the business owner. There is a conference call today with Scott Rudd of the lieutenant governor's office that the WISPA coordinators will be invited to. This meeting is with all Indiana telecom associations. They're wanting to know what the different internet providers in the state are doing to help their subscribers during the Corona virus situation. That would be a question for Scott Rudd at the LG office or an OCRA staff person. Most of the areas that show unserved in our area have no houses. So those will be evaluated as to the number of locations that will be served as part of an application so an area that has one or no house “SHOULD NOT” get a grant. The plan was to use the FCC 477 data which would be old data by the time they get it AND the data is misleading and not granular enough for seeing where and what speed is available. Speaking with the LG and staff as well as Scott Rudd from OCRA, they are now talking about a GIS Map but budget concern is the issue. (Drop in the bucket compared to what is going to be given out.) It would be another layer accessible to the public wanting to know what broadband is available in an area. It would be just like the GIS online property assessment data layer. The plan was to use the FCC 477 data which would be old data by the time they get it AND the data is misleading and not granular enough for seeing where and what speed is available. Speaking with the LG and staff as well as Scott Rudd from OCRA, they are now talking about a GIS Map but budget concern is the issue. (Drop in the bucket compared to what is going to be given out.) If the map is done correctly, it would be a valuable tool for the IEDC when promoting to companies to move to Indiana. Everyone would benefit including Indiana Wisps. If you have any contacts with the Legislature and especially the LG's office and OCRA, now is the time to urge them to bring back the broadband map that we used to have before they quit funding it. Perhaps there should be a buy-in to be included in the coverage. If everyone is listed it will prevent the overbuild and ensure better use of the Grant program. Now is the time! Good luck! Indiana WISPs, I wanted to let you all know that I was asked to and met with Scott Rudd, the Indiana Director of Broadband Opportunities for the Lieutenant Governor as a representative for the Indiana WISPs. I was invited to be the WISPs voice and to bring our concerns to the state about things going forward. This was an introductory meeting that established how the LG office would like to communicate to the Broadband providers in the future. I sat at the same table with the Indiana Exchange Carrier Assoc. (INECA.org), Cable Association (broadbandig.org), Indiana Broadband Telecom Assoc. (IBTAinfo.org), and the Indiana Electric Cooperatives Assoc. (indianaec.org). I feel this is a very good move for the LG office. AT&T, Comcast, Frontier, etc. has only 1 voice the same as we do. Each Organization has 1 voice. They ask that if there are major issues that we contact Scott Rudd as an organization instead of every member calling Scott or the LG direct first and if that does not get their attention then the gloves come off. At the first meeting to get things started we were asked what our starting concerns were in the way the state is doing things. Most of the concerns from the other organizations were consistent with issues that we have currently or may in the future. The concerns generally involved Permitting and Right-of-ways. Those of you who do some fiber and have every requested being in the right-of-way next to a highway need to know that now as of Aug there is a bond for each permit to cross or run parallel to a state highway. As we connect towers with fiber backhauls that will become more and more an issue. INDOT gave no reason for this change and now holds that Broadband is not a utility since Net Neutrality was overturned so Fiber and towers in a right of way is not a right no matter if you are an ILEC, CLEC, REMC, or WISP. The first item I brought up was the inconsistent permitting process around the state for tower placements whether you are talking 200ft tower or 60ft. each county has its rule and permitting process. A state level uniform process would benefit all providers. The second and third revolved around the state and Governor plans for handing out grants. The concerns that I have heard form most of you is that the state has no Idea on where Broadband is and is not as was evidenced by the CAF II maps. I also questioned who will be able to get those funds and what the required speeds. Currently House bill 1065 dictates that the speed be 10/1. The Governor Broadband Grant, (if they get to actually give those grants out as the money has not yet been allocated) is wanting 25/3 to receive the grants. But there is one other stipulation that may knock most WISPs out and that is a requirement for Audited Financials. I have stated that is an issue for small businesses and stops Economic Development. I dropped it very quickly as I was fighting an up-hill battle with the other associations in the room as the majority of their members are audited. But I will be addressing this directly with Scott Rudd outside of the committee meetings. But will have to figure out a way for the State to verify the stability of each company if they do not have Audited Financials. What other issues do you see that is a state level issue? I understand that several of you are 100% opposed to Government assistance. But the state has decided to go down this road, so I need ideas of how to keep other out of your backyard, paid for by your taxes. Help me help our industry. I need your input. CAF and CAF II was both dependent on providing voice. The county that I started our WISP in just came out in a state report as the #1 county in Indiana for Fixed wireless coverage. #1 because how hard I worked. But 2 years ago I did not offer Voice. So in CAF II the FCC is going to pay a company to Overbuild 1/3 of the county that I have 90% coverage in. In full disclosure I did bid in CAF II to over build that area with Fiber to the home. But was underbid by another company to build what I have already built. The other thing I have heard and have not been able to verify. In the areas that a WISP won CAF II funding the local ILEC can petition the FCC and abandon their copper and no longer be the carrier of last resort. That will make the federally funded WISP be the carrier of last resort. Meaning to all those old customers who only want a phone line the WISP will have to provide free Internet to provide a VOIP line. Can anyone verify this. I think some WISPs based CAF2 deployments on favorable 3.65 decisions. Steve May be able to say if funding can be used to bid on spectrum in the future auction. I for one have seen tons of competition move in based on tax money being handed out. It has had zero affect on our growth or deployment plans. In terms of the second item Justin mentioned I haven’t heard anything like that yet but it wouldn’t surprise me. If a winner is suddenly telling other WISPs, businesses or future customers they are the only option or now have rights to access certain things or to get the hell out altogether (Basically being a bully)... My Boss John Greene will be there representing NLBC. FYI this is being put on by the REMCs in Indiana and this is basically them showing the state that they are the answer to all the rural broadband issues in the state. They just want the state to help fund it. 2 weeks ago I represented WISPs at a Governor meeting about how to best spend his new broadband plan money. There is a lot going on in the state right now and I am trying to keep WISPs involved. Frontier, Verizon and AT&T think all the money should go to them. The REMCs (Rural Electric Member Coops) think they need it. Small telcos and WISPs are saying we are the ones doing it where no one else has for years. The big issue is the state is still looking at 2 year old 477 data that is not valid or even UpToDate. Even then Wisps cover areas that are shown as not covered because they don’t do phone. Other areas are show as covered but may only have one home in a whole Census Block by a cable or Frontier and that means it is covered. So the state does not even know where service is needed. I think the only thing that will save WISPs from being overbuilt on this is a challenge process that does not require phone. Most small wisps are not going to have the audited financials needed to get funds. The state is not even sure what the speed requirements are going to be: 10-2 or 25-5. It’s a mess but I am trying to keep my finger on the pulse. I know we have Alabama for the WISPA spring show coming up. I was wondering who would be interested in getting together for our group. There are a couple of things going on that might be of interest. We are trying to get some interest going for an Indiana network operators group. This is similar to the http://chinog.org/ group. They have really grown into a good group for the techies among us. Several of us would like to bring a similar setup to Indianapolis. This way we can expand our group to some of the other non-wisp operators too. As I sit here I was thinking we might be able to have a one day get together. Maybe we have an Indiana WISP meeting first thing in the morning from say 8-10. Then we can have an agenda that is half business and half technical for the rest of the day. Cost wise It would be a very small fee just to cover meeting room, if any cost at all. Thoughts? I am out of my main office today and don’t have the time to call. I only saw one hotel restaurant. It’s a Sheraton so I bet it will be $20/person. Someone may want to call and see what the cost would be and if there is the ability to set a meeting. Since the Hotel is sold out and there is no other breakfast being provided that day by WISPA I bet it will be a long wait unless we can reserve 25 or so seats. Last conference I went to in a big hotel in Indy that only had one place for breakfast had some that waited 2 hours. Also according to Google Maps there is no other breakfast place in 5 blocks. [Indiana] SB 213 - Siting of Small Cell Facilities for Wireless Communication
Indiana WISPs, We have been working with the IBTA and the INECA group here in Indiana to get the bill amended. I think we have come to the point that the bill is safe for WISPs. The bill that originally had a broad statement of wireless internet services is now defined as Small Cell Facility. Meaning that this bill really has nothing that applies to WISPs. It is mostly to be a protection for small cell attachments on utility poles for larger carriers. It may provide some of us additional protection if you are a CLEC and can get a pole attachment agreement to put a small cell up on a power/ telephone pole. It sets some controls and permitting process. Our concern was that if the definition was not corrected to be small cell that it could be applied to any broadcast device on any public owned structure. Guys I had a long conversation with Kyle today as well. I think there is a lot that Agile could offer us. I told him directly that I had no gripe with him or his company and given the opportunity that he got, I would have taken it as well. The issue that I have is how the state of Indiana started this as an RFI for management of INDOT and State towers and it grew into control of those towers, Fiber conduits, and management of state right of ways that Agile is the whole seller for but is not limited to wholesale only. They have the opportunity to utilize that infrastructure and compete with us not just be a managing company for the facilities. Again I have no issue with Agile or Kyle Quillan just what the government has done to us again. If this gets finalized through the state house I will likely work with Agile for some space. Is it me or did Indiana just give control of all the assets that we may want access too, to an out of state company as, at best, a middle man. I don't see the positives here. Am I missing something????
