Hello Leonard,

I use Shift with F11, which is the insert new sheet command.  To move the
inserted sheet to the correct position in the workbook I first move focus
into the worksheet and use Alt+H followed by O followed by M.  You can then
choose which worksheet the one being moved should be before or choose to
move it to the end of the workbook by using up and down arrow keys to make
your selection.  The JAWS keyboard manager shows that Shift with JAWS key
and S should bring up the Manage Sheet Options box but that doesn't work for
me.

That must have been the case since I was unable to switch to a new worksheet
using ctrl page down or up. I thought I was not following instructions and
doing it wrong. So, how do you create a new work sheet in excel 2013?

Hi Leonard, 

Since it looks like this question has been answered by Brian Lee, you have
what you need. However, since it is always good to have a backup plan, you
can add Sheets, Columns, and rows by first pressing Alt+H, I, and then using
your up and down arrow keys to make the selection before pressing the enter
key. Thanks to Brian, you have the steps to move the sheet to where you
would like.

You can press shift, control and the letter s to bring up a list of your 
worksheets.  Then click on the one you want.  You can also specify how 
many pages you want in your workbook by adding or deleting them.  You 
can also name your pages and change their order.  If you don't use 
spreadsheets a lot, you probably won't need to do much of the above.

Hello Leonard,

Excel 2013 only has one blank worksheet by default instead of the three
blank sheets you would get in previous versions of Excel.  You can change
this default by using Alt+F followed by T and the options dialog will
appear.  The first category in the list is general so just start tabbing
until you find the Include this many sheets option.  Use up arrow key to
set what you want as the default number of blank sheets in each new workbook
you create.  Tab to OK and use spacebar.  You will need to close Excel and
open it again for the change to be in effect.  Once you have more than one
sheet in the workbook you can use the CTRL PGUP, CTRL+PGDN or CTRL+Shift+S
keystrokes.
